Briefly Asean integration THE country should now be ready for the ASEAN integration in 2015.

Philippine Veterans Bank chairman and former Finance Secretary Roberto de Ocampo urged the public and private sector to prepare for the ASEAN Economic Community (AEC) in order to keep pace with other member countries.

De Ocampo said that efforts of the country for the ASEAN integration is not enough compared to other ASEAN nations. ”We have to beef up education on ASEAN 2015,” he said noting every stakeholder in the country should be knowledgeable about the purpose and goals of AEC for them to contribute in the preparation.

No rattan export THE government is strictly enforcing the ban on the exportation of raw rattan including poles.

In a memorandum, Department of Environment and Natural Resources (DENR) Undersecretary for Field Operations Demetrio Ignacio reiterated to regional directors to refrain from issuing export authority on these goods.

“This is to remind you that export of raw rattan including poles is prohibited,” he said.

Ignacio cited the revised list of banned and regulated products for exports, which includes raw rattan including poles, provided under Resolution No. 1 dated November 29, 2011 of the Inter-Agency Committee on Executive No. 16.

Smart, Sun mesh networks in Mindanao region

SMART Communications Inc. on Thursday said it has completed a project that allows Sun Cellular operator Digitel Mobile Philippines Inc. (DMPI) to use the former’s network in Mindanao, and vice versa.

Network synergies involve the co-use of infrastructure between the two operators.

The practice results in marked improvement in network coverage, as each operator gets to use cell sites of the other operator and vice versa.

This optimizes the resources of participating networks, and reduces the need to build new infrastructure.

Smart’s network synergy project with Sun Cellular started in April, covering 25 provinces in Mindanao, including Tawi-Tawi and Sulu.

With the completion of the project, both Smart and Sun Cellular have leveraged on the use of close to 1,300 sites in the country’s second largest island.

M A L AY B A L AY C I T Y – Jollibee Corporation, optimistic of the “ver y high economic potential” of Bukidnon, opened its fourth store in the province during a blessing here today (Thursday), although it will be open to the public starting Friday.

The drive-thru store is the second Jollibee branch in this city, and also the 800th in the country, according to Ana Aluyen, Jollibee regional business unit head for Mindanao.

The new store here is only 150 meters away from the first, which was opened in 2004, along the same road – Fortich St., the city’s main thoroughfare.

“We are confident in the continuous growth of Malaybalay and the province of Bukidnon,” Aluyen added.

Of the total, revenues from BIR operations rose by 20.75 percent to P81.76 billion. This is higher by P14.05 billion than the P67.7 billion same period last year.

Relatively, collections

from non-BIR operations went up by 28.43 percent to P4.27 billion. Year-ago revenues from this sector stood at P3.32 billion.

Similarly, the Regional Offices contributed P32.84 billion, 29.18 percent higher than the P 25.42 billion in September 2012.

Also, collections of the Large Taxpayers Service (LTS) rose by 20.75 percent year-on-year to P48.93 billion from year-ago’s P 42.29 billion.

The BIR has a collection target of P1.253 trillion this year and BIR Commisioner Kim Jacinto-Henares

said they are focused on achieving this through numerous measures aimed at informing the public of their responsibility to pay correct taxes.

For one, the Bureau is firm on strengthening t ax compli ance among professionals and s elfemployed individuals among others.

Earlier, the BIR said there are about 1.8 million registered self-employed and professionals as of 2012 but only around 22 percent or 400 professionals filed their income tax return (ITR) last year. (PNA)

Cebu Pacific sets bigger Car importers’ sales up in Sept budget for 2014 BUDGET CARRIER Cebu Air, Inc., operator of the country’s biggest budget airline, is increasing its capital expenditure (capex) by almost 17% next year in order to finance acquisition of new planes, top officials of the company said in separate interviews.

Cebu Air President and Chief Executive Officer Lance Y. Gokongwei told reporters

last week that the firm’s capex for 2014 “would be about $350 million.” That, in turn, is 16.67% more than this year’s $300-million budget.

SALES of companies belonging to the Association of Vehicle Importers and Distributors (AVID) zoomed by almost a fifth last month on the back of strong demand for passenger cars.

In September, seven AVID members sold a combined 2,227 units, up 18 percent from the 1,887 sold in the same month last year.

“The double-digit growth performance was spearheaded by the association’s offerings in the passenger car category,

whose 1,230 units sold was enough for a 39-percent increase over the same stretch a year ago,” AVID said in a statement.

The investment was announced in time for the visit of Frank Appel, CEO of Deutsche Post DHL. Appel said the investment would be implemented in two years.

REGISTERED investments for the month of September more than doubled to US$ 2.6 billion from US$ 1.0 billion last month with the resurgence of investor confidence due to positive economic data from China and the easing geopolitical tensions between the United States and Syria.

It may also be recalled that investments in August were low due to hesitancy to invest during the “ghost” month (which the Chinese believe to be unlucky for business) and the shortened t r a d i ng we e k s brou g ht about by holidays, heavy rains and flooding.

Year-on-year, registered investments rose by 72.1 p ercent f rom US$ 1.5 billion in 2012 in recognition of the country’s sound macroeconomic fundamentals and record growth levels achieved in the first two quarters of 2013.

Investments in September were in PSElisted securities (US$ 1.8 billion or 70.6 percent of total), Peso GS (US$ 714 million or 27.5 percent) and Peso time deposits (US$ 52 million or 2.0 percent). For PSE-listed securities, the main beneficiaries were: holding firms (US$ 512 million),

banks (US$ 338 million), property firms (US$ 294 million),information technology companies (US$ 279 million), and utilities firms (US$ 126 million).

Although outflows for the month rose to US$ 1.9 billion from US$ 1.4 billion in August, transactions yielded net inflows of US$ 683 million, higher than the US$ 402 million recorded a year ago. This is also a turnaround from the US$ 442 million net outflows last month.

Transactions in PSElisted securities, Peso GS and Peso time deposits yielded net inflows of US million,US$ 577 million, and US$ 52 million, respectively.

RCBC raising P5B for asset base expansion RIZAL Commercial Banking Corporation (RCBC) began offering Thursday its long term negotiable certificates of deposit (LTNCDs) with total issue size of P5 billion, which the bank said will be spent to “support long term asset growth” and expand its deposit base.

RCBC said in its disclosure to the Philippine Stock Exchange that the offer period will be until October 31, 2013, but “subject to

early closure or extension as the case may be.”

The LTNCDs come in two series: Series A with indicate interest rate of 3.25 percent and Series B at 3.50 percent. Series A is fex rate coupon bearing while Series B is zero coupon.

Both series have minimum denomination of P50,000 and in increments of P10,000 thereafter. The tenor is 5 years and six months.

In an earlier disclosure,

RCBC said its unaudited net income in the first half of 2013 was P3.17 billion—5.18 percent higher than the P3.01 billion it gained in the first semester of last year.

It loaned out P199.24 billion and had total deposits of P247.08 billion.

RCBC also said it has a consolidated network of 424 branches, 1,107 automated teller machines, and a customer base of 5.04 million.

A wise man said: “If fathers took their sons fishing when they were young, they wouldn’t have to go hunting for them when they’re older.” It has also been stated: “There are no illegitimate children—only illegitimate parents.” Just having children doesn’t make a man a father or a woman a mother.

One father admitted: “The thorns I’ve reaped are from the garden I planted.” It’s sad that some parents spend more time raising fruits and vegetables than they do raising their own children. Jacqueline Kennedy Onassis concluded: “If you fail to do a good job raising your children, whatever else you do doesn’t matter much.” No work is more important than the work of raising our children to become happy, successful people.

The first doctor in history to successfully perform a heart transplant was the South African surgeon, Christian Barnard.

But in his book, One Life, he tells about his failure as a husband and father. Dr. Barnard had gone away to America for many months doing his world-famous medical work. He tells what happened when he finally went home to his family in South Africa: “It seemed like 100 years since I’d been home. I’d not written my wife and children in months, yet I was still shocked by my wife’s greeting. She asked, ‘Why did you come back?

I could see there was no longer a smile in her eyes. She said, “Don’t look so surprised! We gave you up. We thought you were never coming back!” I said, “But I was building hearts.”

She replied bitterly, “No, you were building a family! That is, until you dumped it all on me. We no longer exist for you.”

At that moment, this brilliant heart surgeon knew that even he could not heal the broken hearts of his own family whom he failed.

Many of us have failed as a spouse or parent; but Jesus Christ will forgive you if you ask Him. Then ask Him to help you start changing and doing a better job of raising your children to become the happy, successful people they were born to be.

In the Frontline of Promoting Consumer Welfare

A

s the Philippines celebrates Consumer Welfare Month this October, I would like to give the spotlight to a team in the Bangko Sentral ng Pilipinas (BSP) that is in the forefront of upholding consumer rights and awareness amongst our people --- the Financial Consumer Affairs Group or FCAG. The FCAG would probably be familiar to some of you for two reasons: you have filed a complaint or made an inquir y with the BSP about certain bank or pawnshop practices before; or you have already atte nd e d a f i nanc i a l l ite r a c y s e m i nar or e x h ibit organized by the group.

If you have not done both yet, here is a brief look into how the FCAG champions consumer welfare.

Established in 2006 by virtue of BSP Officer Order No. 892, the FCAG supports the BSP’s Super vision and Examination Sector by ensuring the protection of depositors and investors, and enabling the smooth and orderly functioning of the entire financial system.

Through a Consumer Assistance Mechanism, FCAG assists consumers in the resolution of complaints or disputes with BSP-super vised financial institutions such as banks, cooperatives, pawnshops, and nonbanks performing quasi-banking functions.

After receiving your complaint, inquiry or request (CIR), the group evaluates it and if needed, refers the case to the department that can provide the proper answer or resolution. For the month of September 2013, the FCAG processed around seven to 29 CIRs per day with 90% simple CIRs resolved within the target of three banking weeks.

The FCAG also initiates the adoption or modification of policies, rules and regulations to adhere to consumer protection laws. Since 2006, it has recommended a total of 110 policy initiatives, which include advisories, circulars, guidelines, position papers, and legislative initiatives.

It holds f inancial empowerment courses, expositions, contests, briefings, and exhibits, and also produces web-based and print materials on consumer protection and financial products and ser vices which are accessible to both the banking sector and the general public.

So far since 2010, 32,279 people have attended and b enef itte d f rom FCAG’s f inancial e ducat ion events. FCAG has gone as far as Tuguegarao City in Luzon, San Jose, Antique in Visayas, and Malaybalay, Bukidnon in Mindanao to spread financial literacy and awareness especially to people in rural communities.

The FCAG faces many challenges ever y day, from adjusting to different financial concerns of consumers, dealing with irate consumers, managing CIRs based on their complexity and urgency, to monitoring the progress of cases, keeping up with the changes in the financial environment, and reaching out to the public, especially the unbanked and those residing in far-flung places.

Yet, this group, headed by Deputy Director Teresita Lisama, remains steadfast in fulfilling its tasks day in and day out.

Inspire d by t he v ision and le adership of BSP Deputy Governor (for SES) Nestor A. Espenilla. Jr. and Governor Amado M. Tetangco, Jr., the group stays motivated in knowing that each member plays a valuable role in helping maintain stability of the financial system.

Aftershocks’ Afterthoughts I was coming home f rom saying Mass in L ahug, Cebu, when it happened. All of a sudden the car I was driving shook abnormally. I tried to ignore it at first, but it persisted. When I saw the posts swinging and the building nearby swaying, the idea came to me in a flash. This is an earthquake! A shot of terror suddenly hit me.

I was hoping it would just be a brief spasm. But it took long, like an eternity, and the temblor became wilder. People started to come out into the street, all looking alarmed. The women passengers in the jeepney in front of me were crying and holding tightly on whatever their hands could get hold of at that moment.

Immediately all sorts of thoughts came to mind.

Will the ground open up? Will I see things falling down? Is this it? Am I prepared? It was amazing that at that moment I was expecting and preparing myself for the worst and yet also hoping and praying for the best. The here and now got automatically related to the ultimate. All in an instant!

When the quaking stopped, I pushed the idea on myself that the worst, for now, is over. That idea came from experience, though I must say that this earthquake was the strongest so far for me.

I drove slowly home, looking around and especially at the people, and praying all the time. My heart both pumped heavily and bled profusely as I saw the faces of the people. When I arrived home, my neighbors, especially the children, met me with expressions tingling with fear.

I tried to comfort them, kind of reassuring them that the worst is already past. Then I started to call my relatives in Bohol and Manila. Thank God, there was no earthquake in Manila where I have a lot of relatives.

It was a different story when I called Bohol. It was my first time to hear my brother sounding afraid. He was always the cool guy, very good at hiding things like fear or alarm. He always projected the image all was under control. This time, no. He sounded like it was the end of the world.

I must have prayed double or triple-time. Then I bombarded my relatives with pieces of advice and suggestions that I could think of at the moment. Stay outside the house but keep an eye on it. Secure all the children. Check as soon as possible the stores, etc. But

As I busied praying and c a l m i ng my s e l f an d t h e others around me, I tried to get more information and to go around inspecting places of interest-the school buildings, the seminaries, etc. I texted my friends to see how they were doing.

Thank God, not much of major concern was reported.

Then the seemingly endless series of aftershocks came. These gave me occasions to think more deeply on this disaster. I know God has his mysterious ways that are always full of wisdom, goodness and mercy. Most of them are beyond our perception and understanding.

But how can I transmit this message?

Many of the good things that come our way are usually taken for granted. We seldom take the bother to thank Him for the air that we breathe, the food that we eat, the water that we drink, the many dangers that were kept from us, many of them unknown to us, etc.

It’s when disasters, like this earthquake, happen when we sometimes ask God why do they have to happen?

Can’t you, God, not have prevented them?

Though we still like to stick to our faith, we seem unable to resist from questioning, if not from complaining.

I suppose that’s part of our human condition. God understands all this unavoidable predicament of ours.

But we should learn the lessons of Job whenever disasters erupt. Heavily tested, suffering all kinds of misfortune, he persisted in his faith and love for God. “Naked I came from my mother’s womb, and naked I will depart. The Lord gave and the Lord has taken away; may the name of the LORD be praised.” (1,21) Let’s always react with faith in all events of our life, whether good or bad.

Gov’t agencies in quake-hit areas strive to operate CEBU -- Government agencies in two earthquaketorn provinces in central Philippines strive to remain open to ensure the uninterrupted delivery of vital state services to locals in affected areas.

The 7.2-magnitude quake that reverberated Tuesday throughout Visayas damaged most government offices in Cebu and Bohol provinces, along with key infrastructure and facilities.

Regional offices based in Cebu released advisories after

the quake hit to inform their clients of what services are available and where.

The Department of Trade and Industry (DTI) regional office announced Thursday that they temporarily relocated to the National Economic Research and Business Assistance Center

(NERBAC) along Lapu-lapu Street, Cebu City.

The DTI advisory said the earthquake “badly damaged” their office, and the relocation aims to ensure that they will continue to deliver their services to their clients.

Pag-IBIG Fund Cebu Information Officer Dale Mark Antonio on Thursday disclosed that their Cebu offices are open but their Bohol office has been closed after it was destroyed by the earthquake.

“However, service desks have been set up at Tagbilaran City Hall and Governor’s Mansion in Bohol,” he said.

Social Security Services regional office also shut its doors but personnel have been been made available on Thursday in Mandaue, Robinson, Pacific Mall, and Talisay City to receive salary loan applications from quakehit areas in Cebu and Bohol.

the provincial government continues to undertake relief and rehabilitation efforts for earthquake victims in the province.

Community-based health, disaster equipment PAGASA declares onset turned over to 21 barangays in East Visayas of ‘Northeast Monsoon’ TACLOBAN CITY, Leyte – Chairman Richard Gordon of the Philippine National Red Cross visited Eastern Visayas on October 15 and 16 to turnover of community based health and disaster risk management project that will benefit at least 3,327 households in the Region.

The project is a collaboration of the Philippine Red Cross and the Australian Red Cross, Ms. Vicky Arnaiz, Board Secretary of the PRC Leyte Chapter and Jai Amancio, Leyte Chapter Project Coordinator informed the Philippine Information Agency.

Global warming poses serious threats to neighbor Vietnam HANOI -- Around 150,000 Vietnamese lives may be at risk and another five million may contract harmful diseases due to global warming, according to research from the World Health Organization (WHO).

The information was released in a workshop called “Mainstreaming an ecosystem based approach (EAB) to climate change into biodiversity conservation planning in Vietnam” held threats/PAGE 10

barangays in San Isidro, Leyte with a total household population of 3,327.

Each of the 21 barangays were given one set of health and disaster equipments, it was learned.

The project aims to improve capacities of communities to manage health and natural disaster risks, the PRC Leyte chapter officials said noting that the two municipalities are both disaster-prone and poor areas in the Region.

Particularly, the project hopes to make communities have improve antenatal and good nutrition practices and access to health services; improved

hygiene and sanitation practices and access to facilities; more resilient to the impact of natural disaster; and have enhanced partnerships for sustainability.

Under the Project, 1-4-3 volunteers were organized. Of the total 322 volunteers, 131 were trained as Community Health Volunteers while 191 were trained as Disaster Management Volunteers.

The volunteers have undergone CBHDRM training; workshop on hazard, risks; capacity and vulnerability assessments and are currently training on the Participatory Hygiene and Sanitation Transformation. (PIA 8)

NegOr allots P6M for calamity-hit LGUs NEGROS ORIENTAL -The Provincial Disaster Risk Reduction and Management Council (PDRRMC) here alloted P6 million as aid for local government units (LGUs) in Central Visayas affected by recent calamities.

PDRRMC passed a r e s o l u t i o n We d n e s d ay extending financial assistance to the following calamity-hit areas: P2 million for Bayawan City, and P1 million each for Basay town, Zamboanga City, and Cebu and Bohol provinces.

Bayawan City suffered

heavy flooding for two days from Oct. 6 to 7, brought on by flashfloods triggered by the inter-tropical convergence zone (ITCZ) and habagat with heavy downpour.

It was reported during a PDRRMC meeting that seven people died from the flash floods in Bayawan City, with 3,824 families affected.

There were 29 totally damaged houses and P1.5 million worth of livestock and poultry affected.

Damage to roads, bridges, and infrastructure is pegged to be more than P32 million.

For Basay town, a total of 2,587 families were affected, with 63 totally damaged houses and 574 partially damaged houses.

About P215,000 worth of livestock and poultry were also affected by the unexpected floods.

Authorities estimate the damage on roads and bridges in the town to be over P6 million.

MANILA -- The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Thursday declared the onset of cold weather-associated with northeast monsoon or hanging amihan in the country.

In a statement, PAGASA said that the development and strengthening of high pressure areas over mainland China have shifted the wind direction over Luzon to northeasterlies, bringing cold and dry air over the northern part of the country.

The weather agenc y added that this resulted to the lowering of the minimum temperature observed over the Extreme Northern Luzon area. Furthermore, strong to gale force northeasterly winds are beginning to affect the northern seaboard of Northern Luzon.

“These meteorological conditions normally signify the start of the northeast monsoon season,” it said.

The northeast monsoon or “hanging amihan” is the mass of cold air blowing into the country starting October and usually lasts until early March.

Colder early morning temperatures in the coming days and months are likely to be felt over Luzon, with chances of light rains especially over the northern and eastern sections.

Weather conditions over the rest of the country will be generally fair apart from isolated rainshowers or thunderstorms in the afternoon or evening.

In the next 24 hours forecast, PAGASA said that Northeast Monsoon is affecting Northern Luzon.

It added that Ilocos Region, Cordillera Administrative Region (CAR) and Cagayan Valley will experience scattered light rains while the rest of the country including Metro Manila will be partly cloudy to cloudy with isolated rains or thunderstorms.

PAGASA also said strong to gale-force winds associated with the surge of northeast monsoon is expected to affect the northern seaboard of Northern Luzon.

“Fishing boats and other small seacrafts are advised not to venture out into the sea while larger sea vessels are alerted against big waves,” it said. (PNA)

That he is active socially in the Philippines and especially in the Province of Camiguin. He actively preaches to his church members and also offers to preach in social gatherings. In fact he continuously preaches the Word of God to the Philippine national Police and assisting them in their moral recovery program. He started this way back in the year 1994; 6. That petitioner has always conducted himself in a proper and irreproachable manner towards his dealings with his community and with the duly constituted government . He has no records of any improprieties or misunderstandings with neighbors with the Barangay Office, with the Police Office or before the national Bureau of Investigation. Neither has he any records with any Courts of the country. Nor does he have any such record in his own country, Egypt; 7. That he owns a conjugal residential building situated at Balintawak, Mambajao, Camiguin where he and his family resides. That the value of this building exceeds five thousand pesos (P5,000.00) Philippine Currency.

That he is lawfully engaged as a Pastor for The Way Ministries for which he receives sufficient funds in the form of ‘’love gifts’’ allowing him to lead a reasonably comfortable and stable family life; 9. That he is well versed in the Visayan and English language. He is also familiar with the Tagalog language; 10. That he has two children with his Filipino wife, VISITACION LUSPO, These children are EPHRAM L. MALAK and ZECHARIAH LEE L. MALAK; 11. That the elder child is currently enrolled at Lourdes College at Cagayan de Oro City as a 3rd year College student taking up Hotel and Restaurant Management (HRM) while the younger child is currently a student of the Mindanao Sanitarium College at Iligan City and enrolled as a second year student of its Medical Technology course; 13. That both children completed their primary and secondary education under the public school system of the Philippines.

Both of them studied at Mambajao Central School in elementary while also both studied at Camiguin Polytechnic State College in high school; 14. That petitioner married his Filipino wife VISITACION LUSPO at The Evangelical Church at Ali Ain, Abu Dhabi on December 5, 1991. The marriage has been duly reported to the Philippine Government; 15. That petitioner and his family permanently resides at their residence in Sitio Balintawak , Mambajao , Camiguin, however the education of the children necessitates their absence therefrom when school is in attendance; 16. That petitioner’s wife is gainfully employed as a Medical Technologist at the Camiguin General Hospital in Mambajao; 17. That petitioner has been a resident of the Philippines for twenty two (22) years thus far exceeding the required ten (10) year residency under Commonwealth Act No. 473 under which law this petition is filed. Further, being a married to a Filipino ,he falls under the exception provided under Section 3, subparagraph 3 of the same law reducing his required residency to five (5) years; 18. That petitioner arrived in the Philippines in the year 1992 on board one of the Aircraft in the fleet of Malaysian Airlines which departed from India. Petitioner unboarded at Ninoy Aquino International Airport (NAIA) at manila, Philippines.

B. That PETITIONER has NONE of the DISQUALIFICATION LAID DOWN BY Commonwealth Act No. 473 to become a NATURALIZED FILIPINO: 19. That petitioner is not opposed to organized government or affiliated with any association or group of persons who uphold and teach doctrines opposing all organized government; 20. That being a pastor of The Way Ministries and a law abiding person,he does not defend or teach the necessity or propriety of violence, personal assault or assassination for the success and predominance of his ideas; 21. That neither is he a polygamist or a believer in the practice of polygamy in fact, his church teaches against such practice and actively promotes monogamy; 22. According to the WHO’s research, the number of affected people may double by 2030, posing serious threats to the country’s economic development and human life.

For his part, ADB director Tomoyki Kimura said climate change posed serious threats to Vietnam, adding that around 8.5 million people would be displaced and 30 percent of traffic infrastructure would be destroyed if water levels rose one meter higher than current levels.

“At the same time, at least 25 percent of agricultural land would become salt-marsh,” he added.

According to Raji Dhital from the WWF, climate change also posed a devastating threat to biodiversity. In the Greater Mekong Sub-region alone, between 133 and 2,835 species of flora and 10 to 213 species of spinal fauna were said to be in danger of extinction.

Dhital also emphasized the need to recover mangrove forests and develop sustainable forestry to adapt to the effects of climate change.

An ecosystem-based approach is a strategy for integrating the management of land, water and living resources. EBA promotes the equitable conservation and sustainable use of resources and helps people and biodiversity adapt to the adverse impacts of environmental change, including climate change.

The mainstreaming of EBA into policy provides a cost-effective way to improve the management of natural re s ou rc e s . Ap ar t f rom generating social, economic and cultural benefits, the strategy may also help to boost ecosystem resilience.

He stressed though that options are being explored – including plans for the National Electrification Administration (NEA) to invoke ‘step-in rights’ and for Norsamelco to be eventually offered for an investment management contract (IMC) with interested takers.

In a presentation to the media, NEA Deputy Administrator for Electric Distribution Utilities Services Edgardo R. Piamonte noted that out of the 114 ECs in the country, 18 have been posting net loss and labelled as ailing power utilities.

There had been a sudden rise in the electricity service cutoff this year following the industry’s tighter policy on collections of arrears from defaulting electric cooperatives and other distribution utilities.

The most-hyped power interruption was that of Albay Electric Cooperative (ALECO) because of its P4.0 billion worth of debts to power suppliers and service providers.

Since then, its privatization has been fast-tracked with the San Miguel group coming in as its “savior” via a 25-year concession agreement.

According to Piamonte, the general policy enforced on these ailing ECs would be to provide them “180 to 365 days to improve” – and they could either draw performance commitment contractor come up with a work program.

For ECs to be labeled as ‘ailing’, the NEA official explained that they could be saddled with dilemmas such as: high system loss; low collection efficiency; posting an operating loss and with huge liabilities and negative net worth.

“We are confident in the continuous growth of Malaybalay and the province of Bukidnon,” Aluyen added.

In August, Jollibee also opened a drive-thru store in neighboring Valencia City, situated just a few blocks away from the first store along Sayre Highway corner Laviña Avenue.

The four stores in the province belonged to only one franchisee, Aluyen said.

Jollibee leased the 1,500-square-meter lot from the Tabios family for the fourth store.

Esquire financing limiting exposure to certain industries below 10% MANILA -- Micro, small and medium enterprise (MSME)-focused Esquire Financing Inc. (EFI) said the MSME market continues to grow and as much as it wants to lend to more clients it is limiting its risks to specific segment to below 10 percent.

“This is a decision made to ensure that risks to certain industry will not be that high,” EFI President and CEO Rajan Uttamchandani said in a briefing.

The company offers loans that range from P100,000 to P1 million to various industries like wholesale and retail, construction, trading, and food and beverages.

Uttamchandi said they target to double their P300 million net income in 2012 this year through the help of the sales partnership model that the company launched last June.

Under this initiative, the company will hire sales agents and train them how to become financial advisors in a bid to help EFI increase its clients base as well as the decrease the number of untapped businesses.

“The MSMEs contribute a lot to the economy and allowing more businesses to start and flourish will ensure that domestic a c t i v it y w i l l re m a i n vibrant,” he said.

Uttamchandani said 95 percent of their business is currently focused in Metro Manila but they target to open 15 new branches nationwide in the next five years initially in Cavite, Laguna, Batangas, Rizal and Quezon (CALABARZON) then to key cities in the Visayas and Mindanao.

In 2012, the company extended loans to more than 1,700 clients with the disbursed funds since 2012 amounting to P7.3 billion.

Relatively, EFI Chief Financial Officer Sandeep Chandiramani, during the same briefing, said they want to continue the strong lending growth to the SME. As of the third quarter this year, the company is “on track” of its targets, he said citing the company’s P600-7000 million revenue target for this year.

“We are on track for the year to more than double what we had in 2012,” he said.

Chandiramani stressed that more than the revenue an d n e t i n c om e t h e company wants to further increase the number of their clients.

He s ai d t he re are about 100,000 businesses involved in the MSME sector but the company’s clients is just about two percent of the total market.

Aluyen said they keep a very upbeat and optimistic outlook of the Northern Mindanao market as a gateway to the South.

She cited that the national government poured bigger chunk of its infrastructure budget to Mindanao.

“With that we see a lot of investments pouring in Mindanao,” Aluyen said, even if she admitted that Mindanao is facing a lot of trouble.

Even in times of trouble, she stressed, Jollibee remained optimistic of the Mindanao market.

Aluyen told MindaNews they have already opened six stores in Mindanao this year with two more within the last quarter. Mindanao already has 95 Jollibee stores.
