Briefly Beware of scams THE Department of Finance would like to inform the public that certain letters are circulating advertising a claimed “Fund Resurgence Program” by the Department.

The DOF would like to clarify that no such program has ever existed and that the scam appears to be run with the intention of extracting sensitive personal information from unwary individuals.

The DOF has received reports certain persons were contacted by an entity named Prominente Marketing, claiming to be located at 26th Floor, Enterprise Building, Ayala Avenue corner Paseo de Roxas, Makati City.

Prominente Marketing represented itself as authorized by the Department of Finance and the Metropolitan Trial Court to act as transfer agent to facilitate the transfer of funds from the purported Funds Resurgence Program of the Department of Finance.

PUBLICLY-listed Starmalls Inc., the mall and office leasing unit of the Villar Group of Companies, plans to build two malls in Mindanao next year as part of its P2.7 bi l l ion loa n a g reement w it h R iza l Commercia l Banking Corp. (RCBC) for the company’s expansion program.

In a press statement, Starmalls Inc. said building

DSWD, LGUs assess impact of TS ‘Santi’ in Central Luzon MANILA -- With Central Luzon region as the area hardest-hit by typhoon ‘Santi,’ the Department of Social Welfare and Development (DSWD) in Region 3 and concerned local government units started to conduct assessment on the extent of damage of the typhoon in order to determine other assistance needed by affected families.

DSWD Region III director Adelina Apostol said that affected families may need liveli hood, shelter, a nd financial assistance, among others, to start anew.

In the meantime, the DSWD continues its relief operat ion to a f fected families especially those who sought temporary shelter in evacuation centers.

To date, P4,413,208.86

worth of relief assistance were prov ided to t he affected families from the combi ned re sou rce s of DSWD, municipa l loca l gove r n me nt u n it s a nd provincial government units.

There are sti l l 2,712 families or 10,087 persons staying in 116 evacuation centers in all the provinces of Central Luzon except Aurora. Bulacan has 1,290

families or 5,667 persons still staying in 21 evacuation centers; Pampanga has 873 families or 2,215 persons in 86 evacuation centers; and Nueva Ecija has 503 families or 1,906 persons still staying in six (6) evacuation centers. The provinces of Bataan, Tarlac and Zambales have one evacuation center each serving 15 families, 20 families, and 11 families, respectively.

Of t he tota l af fected families, 10,609 families or 50,447 persons were served in their respective communities.

EastWest Bank bullish on ’13 earnings Experts urge Gulf Arab region amid global financial volatilities not to ‘write off ’ India MANILA -- EastWest Banking Corporation (EastWest Bank) is confident of attaining its 25 percent net income goal for 2013 amidst the current volatilities in domestic financial market and the impact of negative external developments.

The guidance we’ve given is 25 percent. We still see no reason to change that,” EastWest Bank President and Chief Executive Officer (CEO) Antonio Moncupa Jr. told reporters during the launch of the bank’s international prepaid money card Thursday night.

In 2012, the bank posted a net income of P1.82 billion while net income in the first half this year grew by 40 percent yearon-year to P1.28 billion boosted by higher revenues and assets.

Moncupa said loans continue to grow and noted that “if we grow by 20 percent we won’t be happy” because the bank continue to expand its banking operations by opening new branches.

The bank ended the first half of this year with 324 branches and 386 automated teller machines (ATMs). It targets to have 350 branches in early part of 2014.

Moncupa said their businesses continue to benefit from loans extended to consumers as this segment accounts for about 55 percent of the bank’s total loan portfolio (TLP).

He said bulk of the consumer loans are accounted for by credit cards followed by auto loans and housing.

He stressed that higher share of retail lending is EastWest Bank’s “distinguishing characteristic.”

Relatively, Moncupa remains bullish on their credit card business pointing out that credit card “is a product that grow with the economy.”

“The economy is growing very well and we’re very happy,” he said but declined to give figures on the number of their active credit card users.

The EastWest Bank chief said they target the share of consumer and small and medium enterprise (SME) lending to be around 40 percent of the bank’s total business while the balance of 20 percent would be large corporate.

Meanwhile, Moncupa declined to give indications on their 2014 income guidance but said the focus would be the balanced growth of all their businesses.

“That’s the objective and we’re willing the organization to support and attain that objective,” he said.

The ongoing weakness of the Rupee which hit end of August an all-time low at 68.80 to the dollar before recovering some ground, and the International Monetary Fund (IMF) reduced last Tuesday its forecast for India’s gross domestic product for 2013-2014 to 3.8 percent from 5.6 percent has triggered a heated debate in Dubai whether or not the “Indian pat ient ” wou ld t r ig ger

negative spillover effects to the booming Gulf Arab states around Saudi Arabia, also called the Gulf Cooperation Council (GCC).

Despite India’s uphill struggle to get its currency and economy back on track, experts told Xinhua that the oil-rich Gulf Arab countries should not turn a blindeye on the world’s second largest country in relation to total population. Fears of repercussions for the GCC were unfounded, said Jeff Singer, the CEO of the Dubai ’s global f inancial center DIFC. “ T h e r e i s s o mu c h entrepreneurship and vibrant innovation in India, I am sure they will manage the turnaround and find their way into the Middle East,” said Singer in an interview with Xinhua.

Hence, despite all odds, investing in India, rather than ignoring the subcontinent should be the catchword, said Tim Reid, the regional head of commercial banking of HSBC Middle East and North Africa (MENA).

India is the biggest trade partner of the 6 GCC states, according to the India’s minister of commerce and industry Anand Sharma, his country’s trade with the GCC would reach US$ 175 billion this year, Sharma said on Feb. 18 this year during a visit to Dubai.

According to the IMF, the sluggish economy of the subcontinent is crippled by a market-distorting, paralyzing bureaucracy, rising sovereign debt levels and a growing current account deficit.

Earlier in the week, Reid published HSBC’s trade forecast report on GCCIndia relations, saying despite all challenge, India would remain among the top five trading corridors for the UAE and Saudi Arabia.

Reid sa id by 2020, India would overtake the United States to import the highest share of goods for infrastructure as it invests

in building its domestic networks.

India requires approximately US$ 1 trillion wor t h of infrastructure investment by 2018. The UAE pledged 2 billion dollars of investments in Indian infrastructure earlier this year, added Reid, and that would proof that the most diversified Gulf state was not losing trust into New-Delhi.

The DIFC’s CEO Singer a lso pointed to the fact that many wealthy Indian entrepreneurs who built businesses over generations in the GCC would function as a bridge between the two regions, keeping bilateral trade and investment flows alive.

Other examples of India’s ultra-rich are Dubai’s Dr.B.R. Shetty who runs the hospital chain NMC or P.N.C. Menon, also the chairman of Sobha Developers in Oman who completed 85 real estate projects in the Gulf Arab region since he founded his company in 1976 in the sultanate.

There are over 3 million Indian expats who live in Saudi Arabi. In the UAE, the 2 million Indian nationals make up a third of the total population.

Money or remittances sent from Indian expats to relatives back home will remain an important financial link, despite the economic problems in India, said Dr. Nasser Saidi, a Dubai-based government consultant and former minister of economy in Lebanon. Saidi quoted a region/PAGE 21

D e l M o nt e P a c i f i c , which is publicly traded in Singapore a nd t he Philippines, said the deal will add about $1.8 billion to its a nnua l sa les a nd $178 million to operating earnings. The Asia-based compa ny a l ready ow ns one of the world’s largest

significant market share in canned fruit, vegetables and broth in the US. Del Monte Foods said that it will change its name once the deal is complete, which is expected in early 2014.

The privately held company said that it expects the pet products market w ill grow as consumers increasingly consider pets

recently added to this part of its business wit h t he $341.4-million acquisition of specialty brand Natural Balance in July.

The deal also helps Del Monte Foods exit the fruit a nd vegetable business, which can be volatile as weather, labor and other issues ca n dra matica l ly impact its supplies a nd performance.

TORON TO-listed St Augustine Gold & Copper Ltd. has restructured its stake in the $2 billion Kingking copper-gold project in southern Philippines, one of Southeast Asia’s biggest undeveloped mines, in a bid to kickstart funding.

St Augustine hopes to begin construction next year, although it faces similar problems to those hounding other big mining ventures in the mineral resourcesrich country, including tax issues, security concerns and regulatory hurdles.

King-king, located on the west of the southern Mindanao island, could produce up to 3.2 billion pounds of copper, 5.4 million

ounces of gold, and 11.7 million ounces of silver, based on St Augustine’s 22-year mine plan.

Under the restructure with 50/50 joint venture partner the Philippines’ National Development Corp (Nadecor), St. Augustine will own King-king’s ore milling company and 40 percent of the mining concession.

Nadecor will hold the rest of the concession and take a 40 percent stake in St. Augustine. “ T h i s re s t r uc t u r i ng agreement puts St Augustine and Nadecor in the position to advance the King-king projec t,” St. Aug ust i ne countr y manager Clyde Gillespie told a briefing,

saying St Augustine would take take responsibility for raising funding.

St Augustine, which has a market capitalisation of $98.5 million, aims to list on the Philippine Stock Exchange by the second half of 2014 and bring in another foreign partner to help fund the project, Gillespie said.

The restive Mindanao region, home to Muslim rebels, is also the site of Glencore Xstrata Plc and Indophil Resources N.L.’s $5.9 bi l l ion Ta mpa k a n copper-gold project, whose future is in doubt.

Glencore said in August it would eliminate up to 920 jobs and slash spending at Tampakan, which has faced

a provincial ban on open-pit mining, public opposition and difficulty in winning regulatory approval.

Gillespie said King-king would face similar issues, but had worked closely with the local community.

“Security is a challenge, we’re on Mindanao island.

But what we’ve found is that as we work closely with the community and with the indigenous people in the area, that we have less challenges from the security perspective,” he said.

However, Gillespie warned that legislation being drafted

by Manila that would increase the government’s share of mining revenues, could make the project unviable.

Misamis Oriental emerges as Quality Corn Achievers’ Awardee MISAMIS Oriental — The Provincial Local Government Unit of Misamis Oriental (PLGU-MisOr) is one of the recipients of the Quality Corn Achievers’ Awardee after the Department of Agriculture (DA) has recognized the outstanding contribution of the province to the corn industry.

Concepcion C. Salcedo, corn coordinator of MisOr, sa id t hat for t he 2010 2012 period the province has allocated almost P6.5 million to the Corn Program, wh ich was ut i l i z ed for the distribution of corn seeds, the establishment of Multi-Purpose Drying Pavements, the provision of corn sheller and farm tractors, the adoption of Good Agricultural Practices for Corn, the conduct of soil analysis and Farmers’ Field Schools, among others.

The amount, she added, has extended assistance to corn farmers with a total area planted of 47,588 hectares and an average volume of production of 249,000 metric tons (mt) at an average yield of 4.4 mt/ha.

Major projects implemented by the province in coordination with the DA-

10 and the city and municipal LGUs, Salcedo reported, include the establishment of a seed production site and a Bio-N processing center, which is located in the town of Villanueva; and a 100 tonners capacity Corn Processing Complex in Claveria.

She further expressed that the projects would not have been made possible if not for the 26 active, dynamic and dedicated technical staff of the Provincial Agriculture’s O f f ic e s upp or t i n g t he

corn program and the 101 agricultural technicians assigned in the different cities and municipalities.

As a national corn quality achievers’ awardee, PLGUMisOr will receive a prize amounting to P3 million worth of projects, which will be awarded on October 23, 2013 in Tagaytay City.

For his part, Emano

assured that the province will continue to pursue initiatives that will sustain the production of quality corn among farmers.

“We will exhaust all our means, all our efforts to continue delivering basic ser v ices in helping our agricultural sector, especially the farmers of our corn… because you are the sector that has been supportive for sustainable food in the province,” provincial governor said.

CDA XI sees need of merging small coops TAGUM City -- The Cooperative Development Authority (CDA) sees the need for small cooperatives in Davao del Norte to merge and focus on specific market niche to stay viable.

CDA Regional Director Elma R. Oguis over the weekend pointed this out while noting that some of the small cooperatives of the 365 currently operating in Davao del Norte, were offering the same services.

“There is force and growth in number,” she said in press conference held after the opening program of the Cooperative Month celebration of Davao del Norte held at the University of Mindanao (UM) Gymnasium, Tagum City.

She also suggested the 20 strong cooperatives at the provincial level to take time reaching out to small cooperatives at the municipal level.

On the same forum, CDA national executive director Neil Santillan noted Davao del Norte cooperatives as “very active as they come everytime there are activities” and that Davao del Norte was among the provinces with cooperatives of high rates in assets and volume of business.

However, he encouraged cooperatives to maximize their assets and make them more productive while noting that cooperatives were still “conservative” in terms of assets

to profit ratio.

“It is high time, if we can pool the 365 cooperatives together and make them become a potential force, maybe we can use their assets together,” he said referring to the 365 cooperatives in Davao del Norte.

He challenged cooperatives not only in Davao del Norte to use their assets productively particularly those with landholdings.

“The land will never grow but we increase its production,” he said.

He also pointed out research and development (R & D) as an area which need investments but seldom ventured into by cooperatives.

The bank plans to issue an initial 15,000 prepaid cards in its 310 branches that can be loaded up to $12,000 or P500,000. The prepaid card is valid for f ive years.

The excha nge rate is locked in for the currencies loaded, hence protecting f u nd s f rom f luc t u at i ng foreig n excha nge rates.

Travelers can also withdraw cash in loca l currencies from two million ATMs worldwide and ma ke pu rcha se s f rom tens of

millions of merchants that accept Visa worldwide.

“Our public guidance is 25 percent increase. So far, we see no reason to change that. We’re doing an expansion. Our sites are competitive,” Moncupa said.

The bank ’s net income rose 40 percent to P1.28 billion in the first half this year from P914.2 million last year.

THE Bangko Sentral ng Pilipinas (BSP) is reviewing it s t a r ge t s on for e i g n invest ments, ex por ts and other components of the country’s balance of pay ments (BOP) in line with the partial shutdown of the US government and the Federal Reserve’s decision on its economic stimulus.

“All the accounts in the balance of payments will be subject to review. And we are reviewing that now.

Not only the overall balance of payments, the current accounts, f ina ncia l a nd capital accounts, but also the components,” BSP Deputy Governor Diwa Guinigundo told reporters last week.

A summa r y of t he c o u n t r y ’s e c o n o m i c transactions with the rest of the world, the BOP is projected to hit a surplus of $4.4 billion this year.

Based on the latest BSP data, the BOP registered a deficit in August due to the announcement of the US Fed tapering.

The BOP has incurred a deficit of $318 million in August, a reversal of the $1.099 billion surplus in July. Year-on-year, the August deficit likewise was a deterioration from the $582 million surplus in the same month in 2012.

exchange than it earned from its economic transactions with the rest of the world.

Persistent deficits erode the country’s gross international reserves (GIR), which the BSP expects to reach $87 billion this year.

The GIR climbed to $83 billion at end-September from $82.9 billion at endAugust. Compared with a year ago, the end-September GIR was $1 billion higher.

T h e c ou nt r y ’s e n dSeptember GIR would allow it to pay 8.7 times over its shortterm foreign debt based on original maturity, or 5.7 times over the same obligations based on residual maturity.

Residual maturity includes debt payments on long-term obligations falling due within the next 12 months.

If a liquidit y crunch happens in the US, Guinigundo said emerging markets are liquid enough to support their economies.

“The pull factors will be stronger and therefore the capital reversal that we used to see in the months of August and September might be reversed. And that’s what we saw in the last two weeks of September, some reflow back to the emerging markets,” Guinigundo said.

CITY OF SAN FERNANDO, Pampanga -- At least 7,312 families or 91,610 individuals in Central Luzon were affected by the onslaught of typhoon Santi.

Latest data from t he Regional Risk Reduction and Management Council (RDRR MC) showed that 28 municipalities or 142 barangays in the provinces of Aurora, Bulacan, Nueva Ecija, Tarlac, Pampanga and Zambales were hit by the strong winds and rains brought by Santi.

In Tarlac, the RDRRMC repor t showed t hat 89 barangays in the towns of Mayantoc, Gerona, Sta. Ignacia, Moncada, Lapaz, Paniqui, Pura, San Jose, Capas, Concepcion, Ramos and Tarlac City were hit

by t y phoon, d isplaci ng 5, 748 families or 84,853 individuals.

In Aurora where typhoon Santi made a landfall Friday night, 23 barangays in the towns of Baler, Casiguran, Dingalan, Dipaculao, and Dilasag were devastated by Santi, affecting some 831 families or 3,455 persons.

I n Nu e v a E c ij a , 13 barangays in Quezon and Rizal were battered by the strong winds, affecting some 110 families or 502 persons.

In Bulacan, ten barangays in the towns of Baliwag, Oba ndo, Ba la g t a s , Sa n

M i g u e l , C a lu mpit a nd Malolos City were hit by the typhoo, and some 432 families or 1,987 individuals were affected.

At least six barangays in the municipalities of Sta Cruz and Masinloc were affected in Zambalers and 141 families or 600 individuals were displaced.

In Pampanga, some 50 families or 213 individuals in Arayat town were displaced due to landslide.

As of 1 p.m. Sunday, the RDRRMC said that some low-lying and costal areas in Pa mpa nga were st i l l submerged in floodwaters.

In Masantol and Macabebe, 26 a nd 25 barangays, respectively, were still under water up to four feet deep.

M A NILA -- Exact ly 24 hours after typhoon “Santi” left the country, another typhoon east of extreme Northern Luzon has entered the Philippine territory on Monday, the state weather forecaster said.

In an interview, Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) weather forecaster Alvin Pura said the new typhoon named “Tino” (international name Wipha)is the third cyclone to visit the country this month and the 20th this year.

Pura said “Santi” left the Philippine territory before noon Sunday while Tino

entered the country’s area of responsibility before Monday noon.

Pura said they do not expect “Tino” to hit land in the country.

As of 10:00 a.m., the eye of the typhoon was spotted 1,210 km East Northeast of Basco, Bata nes w it h maximum sustained winds of 160 kilometers per hour (kph) near the center and gustiness of up to 195 kph. It was moving north northwest at 20 kph.

Adverse weathers, floods delaying mopping-up operations in Zambo MANILA -- While the threats from Moro National Liberation Front (MNLF) fighters have largely subsided, the AFP Western Mindanao Command on Sunday announced that adverse weather and f looding is preventing them from completing their mopping-up operations in areas formerly-controlled by the rebels.

Areas being mopped-up include Barangays Rio Hondo, Mariki and Sta. Catalina.

Major Franco Alano, AFP Western Mindanao Command spokesperson, said that the poor weather in the locality especially the floods have delayed their timetable.

He added that as of Thursday, during their meeting with civilian authorities, another 10 days is needed to fully complete the mopping-up operations.

In the latter activity, ground units exert efforts in locating explosives, firearms and ammunition abandoned by the MNLF during their defeat by the military.

And due to the sensitive nature of their tasks, Alano said that the process cannot be hurried as doing so could result in needless casualties. (PNA)

“Our head office issued t he ord e r t o s t op t he continuing destruction of coral reefs, seagrass beds and other marine habitat due to liba-liba fishing,” he said.

Casil said that Danish seine operators are given six months to change their gears to safe and sustainable fishing methods, within which “the government will lend them a helping hand.”

BFAR-13 has no figure for the liba-liba fishermen operating in the Caraga region. But he urged them to visit the BFAR office so they can be assisted by the government.

Casil said t hat t here are plenty of small libal i b a o r hu l b o t- hu l b o t operators in Surigao del Norte, particularly in Placer, Gigaquit, Claver and Bacuag, including Siargao towns and Bucas Grande in Socorro.

“The Philippines has not developed the downstream mining industry to focus on the final stages of the minerals value chain and encourage t he e s t a bl i s h ment a nd development of processing plants that use new process in manufacturing mineral ores,” he said “It is well to note that t he industria lization of t he Philippines minera l industry is included in the long-term plan of action of the Mines and Geosciences Bureau (MGB). We should help the MGB promote the downstream process and manufacturing of metals such as copper, nickel, gold, and chromite, develop community based-supplier industries and ser v ices, improve government benefits for the mining industr y and control the export of u nprocessed m i nera ls,” Matugas stressed.

C l a v e r t ow n m ay o r Eddie P. Gokiangkee told MindaNews that the town should come up with an ordinance banning the export of raw materials.

Gokiangkee pointed out that THPAL boosts the local economy and that of the other neighboring towns.

He said they want to ensure that the 1.6 billion U.S. dollar investment would last long by preventing the shipment of the ore to Japan and China.

E n v i r o n m e n t Undersecretary Jose Ferrer, Jr. told MindaNews that he personally likes the idea of banning the export of ore.

Indonesia, he said, has a law banning the export of ore.

“The reason here is to encourage setting up mineral processing facilities in their country and naturally the Philippines must come up with the same law,” Ferrer explained.

Ferrer said the establishment of processing plants would generate more taxes and more opportunities.

According to data form the Mines and Geosciences Bureau in Caraga region, mining companies here are eyeing 840 shipments of nickel ore this year alone.

The industry regulator to ok it s c u e f rom t he recommendation of the Grid Management Committee (GMC), wherei n it was proposed that NGCP must “increase the regulating reser ve requirements in the Mindanao grid in order to improve the frequency response characteristic of the region during emergency conditions.”

That policy was stipulated in a resolution issued recently by t he power i ndu st r y reg u lator. M i nda nao is c u r rent ly t re at e d a s a “u n ique c a s e” w hen it comes to achieving system reliability given the grid’s supply deficiency dilemmas.

Still, the ERC enjoined NGCP “to enhance network reliability in Mindanao and to avoid a possible system collapse.”

In electricity systems, experts reckon that imbalances between generation and load must be corrected within prescribed short periods, otherwise, power line frequencies will deviate from the nominal value which is ty pically at 60 hertz and this could threaten the grid’s stability or cause permanent damage to facilities.

The ERC further directed t he system operator to “ensure that the contracted regulating reserve service will be fully available for regulation when needed.”

This shall be equivalent to 4.0-percent of system demand as prescribed under the ancillary services scheduling and dispatch protocol.

The reg u lator y body ack nowledged t hat “t he generation deficiency and t he li mited capabi lit ies of reg u lat i ng pla nts i n Mindanao have effectively lessened the required level of reserve in the region,” but this is not being allowed as a reason for NGCP not to fully contract AS requirement for regulating reserve.

The ERC added t hat scant supply condition was “exacerbated by the erratic operations of steel mills in the area,” thus, resulting in “numerous frequency limit violations.” Under emergency condition when there is no sufficient contingency re s er ve , NG CP-SO ha s been directed to “allocate 4.0-percent of the system dema nd for reg u lat i ng reserve service to all power plants, which are capable of reg u lat ion a nd w it h existing Ancillary Service Procurement Agreements with NGCP.” The system operator has also been instructed to “fully utilize contingency reserve as energy and should therefore, refrain from the practice of resorting to manual load dropping in order to maintain t he required amount of contingency reserve.”

Under normal condition or when there is sufficient contingency reserve, the E RC e m p h a s i z e d t h a t “NGCP-SO shall retain the

original required amount of regulating reserve equivalent to 4.0-percent of the system demand.”

ELECTR IC cooperatives in Mindanao are ordered to ascertain their power requirements lest the region finds itself with too much supply that their customers would have to pay for.

As such, Petilla cautioned electric cooperatives from contracting too much supply. “ I ’m j u s t s a y i n g , everybody, Mindanaoans, do not worry because you have more than enough supply,” he said.

The DOE expects Mindanao’s new plants, mostly coal-fired ones, to be up and running by 2015.

iving in an urban place where life seems so hectic would cause too much pressure and exhaustion. In here, pictures like busy traffic, gray smokes and serious people would fill one’s eyes. In a short while, he also need to leave this kind of lifestyle and explore something that would transcend him to a place where he is free from pressure and busy sight.

Duka Bay Resort is a place located away from the city. It is a perfect venue for relaxation. Anyone who wants to escape tiring city life is highly invited, for the place can be considered as a perfect hide out.

At first sight, the resort will give one the view of the wide, blue sea reflecting the colors of the sky directed opposite in it. In its shore are fine white sands. Trees are also abundant which give cool and refreshing mood in the place.
