POTATO farmers have found a lifeline in a project initiated

by Universal Robina Corp.

(URC) with the government, allowing them to thrive amid a devastating pandemic.

In support of the Duterte administration’s major initiative of fostering a more productive and progressive agriculture sector through inclusive growth and sustainable development, URC, one of the country’s largest food firms, and the Department of Agriculture agreed in 2018 to work together to provide farmers with quality potato seeds, training, and research access.

Since then, potato yields from the program have grown by more than fivefold.

Hog raisers HOG RAISERS said the industry cannot withstand the volume of pork imports due to arrive based on the volume of approved import clearances.

Pork Producers Federation of the Philippines, Inc. President Rolando E. Tambago said the volume of future imports, as indicated by the approved sanitary and phytosanitary import clearances (SPSICs) in the eight months to August, are “too much for the hog industry to take.”

According to the Bureau of Animal Industry, pork imports with approved SPSICs amounted to 837,955.34 metric tons (MT) as of Aug. 31, from 276,424.23 MT a year earlier.

ESPITE delays posed by rightof-way (ROW) issues, the Deparyment of Transportation (DoTr) said that its timetable for partial the operations for the China-funded Mindanao Railway Project is still “achievable.”

THE VALUE of agricultural imports in 2020 fell 11% to P623.98 billion due to the lower imports of commodities such as rice, according to the Philippine Statistics Authority (PSA).

The PSA said that notwithstanding the decline, the value of agriculture imports as a share of all imports rose 14%.

According to the PSA, the volume of rice imports in 2020 fell 28.7% to 2.23 million metric tons (MT). They fell 22.1% by value to P43.56 billion. Rice accounted for 7% of the overall value of farm imports.

The volume of tobacco imports declined 12.5% to 46,503.7 MT. By value, imports of the commodity dropped 1.7% to P10.06 billion, and accounted for 1.6% of all agricultural import expenditures.

ARAWI City’s rehabilitation is on track and most of the projects will be completed before June 2022.

Mayor Majul Gandamra, a guest at the Network Breaking News hosted by Communications Secretary Martin Andanar on Friday, said projects in the city's Most Affected Area were expedited because of the partnership of the Task Force Bangon Marawi (TFBM) with private and civic sectors.

"Probably all projects which were promised and committed by

the (national) government to be implemented will be completed before the end of the term of our beloved President Rodrigo Roa Duterte,” Gandamra said.

He said the local government is confident with the developments because of the repeated assurance of TFBM Chair, Housing Secretary Eduardo del Rosario, that the restoration program that started in July 2020 is in order.

President Duterte himself confirmed during his prerecorded Talk to the People on October 1 that he will attend the

inauguration of the rehabilitated Grand Mosque on October 17.

To ensure the recovery of the city from the 2017 battle between government troops and IS-affiliated Maute terrorist group, the national government is assisting internally displaced persons, especially those with affected businesses.

"The livelihood assistance is continuously done by our national government and even the local government is also helping. In fact, we can see right now that we are constructing livelihood infrastructures,"

Gandamra said.

Meanwhile, the International Committee of the Red Cross (ICRC) in the Philippines is conducting peer-support sessions to help families of missing persons (FoMs) cope with their loss as part of the observance of World Mental Health Day on Sunday.

“In the absence of burial rites, these activities serve as an opportunity for them to pay tribute to the disappeared, to somehow free themselves of potential guilt that they are forgetting their missing loved

ones," said Sittie Jamerah Mohammad, ICRC mental health and psychosocial support field officer, in a statement on Saturday.

Mohammad said waiting sheds and memorials where FoMs can go to honor their missing and offer prayers will be built.

Results of the ICRC Family Needs Assessment conducted in 2019 showed that the families’ main priorities are knowing the fate of their missing loved ones, mental health, psychosocial support, and economic assistance.

ASF-affected hog raisers in Surigao Sur town get aid from DA

BUTUAN City – At least 61 backyard hog raisers from Barangay Matho, Cortes, Surigao del Sur affected by the African swine fever (ASF) received government support through the Department of Agriculture (DA) in Region 13 (Caraga) on Friday.

In a statement, Jekem Sanchez, the program coordinator of Livestock Program of DA-13 said around 746 heads of free-range chicken worth P373,000 were released to the affected backyard-hog raisers in Barangay Matho.

The free-range chicken will serve as an

alternative livelihood for the backyard raisers whose hogs were damaged by the dreaded swine disease.

Barangay Matho is the first area in Caraga Region that was hit by ASF early last year.

The agency has already released, as of August this year, a total of P2,520,000 in indemnification funds to 203 hog raisers in the towns of Cortes and San Miguel in Surigao del Sur, and in San Francisco and Loreto in Agusan del Sur.

The amount covered around 504 heads of damaged hogs affected

by ASF in the said towns.

“More interventions will be provided by the agency to the affected hog raisers in the area and the rest of the region,” Sanchez said.

Covid-19 in Iligan City breach 49K mark MORE than 49,000 individuals in Iligan City have so far been fully vaccinated against the coronavirus disease 2019 (Covid-19), its city health office (CHO) reported Wednesday.

Dr. Belinda Lim, acting Iligan CHO chief, during the local Inter-Agency Task Force (IATF) public

briefing online, said the city government targets to inoculate 260,940 residents to achieve population protection.

Lim said the CHO has achieved the completion of the 3,626 target healthcare workers under the A1 priority, while 96 percent of the 18,438 target people with comorbidities under A3 have also received complete doses of vaccines.

A total of 1,919 individuals who are family members of healthcare workers have also been fully immunized, while senior citizens and the staff of CHO who were fully vaccinated has totaled 14,071 or 54 percent of the 25,862 targets.

Lim said for A4, only 11,952 essential workers in both the public and private sectors have been fully inoculated out of the 22,131 who received the first dose.

For the A5, only 76 have been fully vaccinated while 3,536 have received their first dose.

Lim called on employers to submit the list of their essential workers to the CHO so that they will be given an appointment slip for their vaccination.

USTRALIA decided to lift its anti-dumping measure on Philippine canned pineapples, 15

years after it was first imposed.

This means that, under the Asean-AustraliaNew Zealand Free Trade

Agreement (AANZFTA), the Philippines can now export canned pineapples duty-free to Australia once the measure expires on

Agriculture Secretary William Dar welcomed the favorable development, noting that the lifting of the anti-dumping measure will further strengthen trading relationship with Australia.

“Our trading relationship with Australia has been a healthy one, except for this kind of impediment that had

blocked the entry of Philippine agriculture exports to that country,” Dar said.

“This is a most propitious opportunity for the Philippine pineapple sector, given its dramatic growth performance this past of couple of years,” he added.

Pineapple is the next fruit, following banana, that could capture a big slice of the export market given the country’s comparative advantage in producing said

commodity.

The Australian government first imposed the anti-dumping measure in 2006 for a period of five years after Golden Circle Limited, the sole producer of canned pineapples in Australia, lodged an application with its government requesting for the imposition of the said measure on canned pineapples imported from the Philippines.

“Despite the pandemic, we were able to produce a million kilos, thanks to

this program,” said Ardan Copas, head of the United Potato Cooperative in Benguet.

Farmers are now able to harvest 10 to 15 kilos a year out of a kilo of seeds from just three to four kilos previously. Last year, they were able to harvest some 1,258 metric tons of potatoes.

RAVANERA It is business as usual and the consequences are fatal because such is anchored on a wrong development paradigm that calls for increases in GNPs (Gross Nat iona l Pro duc ts) yet destroys life support systems. Glaringly, the word economy through corporate globalization is not only remarkably unequal where only one per cent of global population is in control of the economy but remarkably threatening the Earth itself.

We are now in the 21st year of the 21st century but we do not know whether we will reach the 22nd century which is only 79 years from

now. To quote Jeffrey Sachs in his book, “The Age of Sustainable Development,” Like all living sp ecies, humanity depends on nature for food and water, material for sur vival, and safety from dire environmental threats, such as epidemics and natural catastrophes. Yet for a species that depends on the beneficence of nature, or on what the scientists call ‘environmental services,’ we are doing a poor job of protecting the physical basis of our very survival!

The gigantic world economy i s c r e at i n g a g i g a nt i c environmental crisis, one that threatens the lives and wellbeing of billions of people and the survival of million s of other species on the planet, if not our own.”

S u c h c o nt e nt i o n o f Jeffrey Sachs is reinforced by an independent report commissioned by 20 countries in 2012 to study the human and economic costs of climate change.

The DARA study wrote that it: “linked 400,000 deaths

worldwide to climate change each year, projecting deaths to increase to over 600,000 per year by 2030 . . . Heat waves kill many, to be sure, but global warming also devastates food security, nutrition, and water safety.

Since mosquitoes and other pests thrive in hot, humid weather, scientists expect diseases like malaria and dengue fever to rise. Floods threaten to contaminate drinking water with bacteria and pollution. When the report looked at the added health consequences from burning fossil fuels – aside from climate change – the number of deaths jumps from 400,000 to almost 5 million per year. Carbon-intensive economies see deaths linked to outdoor air pollution, indoor smoke from poor ventilation, occupational hazards, and skin cancer.”

Watching the candidates file their COCs last week, I can not help but recall the familiar reportage of a horse race sportscaster of yesteryears, the late Tony Trinidad.

As soon as the race horses sprinted out of the San Lazaro hippodrome starting gate, Tr inidad’s voice would blare ….. ‘Theeeeere they goooooo…..: . Second by second, Trinidad would describe how the riders jockeyed for position …. with one or two riders “coming from the outside” … until the winner was decided at the homestretch.

In many ways, the political contest is similar to a horse race. Even the terms are similar. Candidates vying for a position are described as

“running” or “tumatakbo”. No wonder it is called a political derby.

Around this time, never ending questions are revived and debated?

Can an incumbent president r un for v ice president? Why not? A literal interpretation of the constitution contains no such prohibition. Opponents, however, argue that such a situation violates another norm – the law of “hiya” and “delicadeza”. The supreme law arbiter at the moment can not decide on this in view of the lack of a justiciable case. But who knows?

Should political dynasties be outlawed? Should there be minimum educational qualifications for those

seeking elective offices?

Should “nuisance” candidates be penalized?

Those opposed to dynasties claim the need to democratize the electoral process. Those in favor claim the matter is best left to the electorate.

Those seeking minimum educational qualifications argue that even lowest level appointive positions in the public service are required to be filled by at least high school graduates.

A story is told that friends of the late great comedian Dolphy had been persistently egging him to run for office.

With his tremendous popular appeal, Dolphy’s friends said that he was a sure winner.

The frequent whirring of printers in offices - despite the Internet, Microsoft Word, social media (I love Facebook, LinkedIn and Twitter), scanners, smart phones applications and many much more - attest to that.

I was ver y much old fashioned in many things.

While still typing on an old manual typ ewriter, my former colleagues in different publishing houses used already electric units. I loved my antique typewriter.

I love it till today. Yes, it's still here at my office in Davao City. I can't use it anymore, because no more ribbons are available in the Philippines.

It's fine for me. My electric typewriter is also here. Just beside the manual unite.

Those were the days, my love... .

It has been sometimes at the end of the 1990's. I worked in an international publishing house in Berlin

with branches in Amsterdam and New York. I still used one of those wonderful electric type writers - and tried to avoid vehemently a personal computer. Already during that time, I needed to hold paper in my hands. Paper, says the productivity expert David Allen, is "in your face".

I strongly agree with David.

He said, "Its physical presence can be a goal to completing tasks, whereas computer files can easily be hidden and thus forgotten. I am also returning to paper planners for this very reason. Smile ... .

David Allen, the author of "Getting Things Done", does much of his writing on a computer. So do I meanwhile.

COVID 19 Vaccination Status in Camiguin Island as of August 2021 MARCHIE CAGADAS ABELO

The current COVID 19 pandemic still has overwhelmed millions of people around the world including our beloved Island Camiguin. As we continue to fight this battle seemingly hard to won for now, the Department of Health and our government have exhausted all possibilities and resources to get every single person and the whole community protected which might as well help overcome the crisis. The pace of administering vaccine doses in Camiguin is astonishing but challenges remain. Undeniably, it is inevitable that some people have compelling reasons to question the idea of getting vaccinated or not. Nevertheless, how are we now in the record of achieving herd immunity?

The Resbakuna drive participated mainly by all five municipalities in Camiguin was able to initiate last March 2021 having a total number of 32,076 vaccine allocation. Despite the determined COVID 19 vaccine preference among individuals, Astra Zeneca, Sinovac, JANSSEN and Moderna were the vaccines available so far that has been successfully administered to A1 until A5 category as of August 2021.

In the recent data recorded from vaccine administration, there were 5,733 total number of individuals belonging to a specified priority group for vaccination which is the A1 category who received first hand vaccine shots among all categories. This includes all frontline health workers, health professionals and non-professionals, nursing aides, janitors, and barangay health workers and the like. Among

these recipients, the total number of individuals who got Astra Zeneca Vaccine first and second dose are 764 and 595 respectively. For Sinovac, there were 2,242 recipients of first dose and 1,881 with second dose. There were also few recipients of Moderna Vaccine with a total number of 182 individuals who got first dose and 69 who also received their second dose.

The second priority group socalled A2 category consisting senior citizens aged 60 years old and above have also noted that a total of 6,002 already received vaccine. There were 1,390 among these senior citizens who were Astra Zeneca first dose recipient and 1,208 who were done with second dose. Sinovac recipients are 1,374 first dose and 1,082 with second dose. Moreover, a single dose vaccine called JANSSEN has a total of 531 recipients from A2 category.

Then, 279 individuals received first dose of Moderna and 138 completed its’ second dose.

Another wave of vaccine jabs were also given to A3 category who are persons with comorbidities not otherwise included in the preceding categories. Under A3 category, it has more number of individuals compared to the aforementioned that received vaccines with a total of 10,879. There were 1,201 of which received first dose of Astra Zeneca and 567 who completed the second dose. Also, a total of 3,939 are first dose Sinovac recipients and 3,391 who received their second dose.

Another 1,332 individuals also received the single dose JANSSEN; and Moderna first dose recipients were 389 and 60

with second dose.

Another data of vaccine administration is from frontline personnel in essential sectors including uniformed personnel and those working sectors identified by the IATF for the Management of Emerging Infectious Diseases as essential during an enhanced community quarantine. These are called the A4 Category having a total of 5,748 vaccine recipients. For Astra Zeneca first dose it has 341 and only 1 with second dose. For Sinovac, it has 4,143 first dose and 1,263 for with second dose. Nevertheless, under the A5 categor y falls indigent population not otherwise included in the preceding categories. A sum of 3,023 individuals who got their shots from Sinovac and Moderna.

From Sinovac, there were 917 first dose recipients and 162 individuals that received second dose. And from Moderna, 1,608 received first dose and 336 who are with second dose.

Based on all the above mentioned data, the entire population of Camiguin Island around all municipalities has now a total of 18,769 first dose vaccinated under A1-A5 category and 12,616 of them already completed the second dose.

While we hope for these numbers to keep adding to achieve our goal especially that we still faced each day with additional COVID cases and deaths, the road ahead, however, still caries challenges and uncertainties.

Still and all, we urge everyone to take responsibility and get their shots so we can get back to normal very soon.

Political observers opined the bitter rivalry between the Pichays and Pimentels has resulted into an equal footing of getting support from the incumbents in the municipal level making the election in May 9 next year a tight race.

“There are towns where most local officials continue their support to the Pimentels but there are others who jumped to the other side of the political fence simply because they were fed up of the Pimentels lording over the politics in the province for such a very long time,” the observer, who asked not to be identified, pointed out.

The split of the PichayPimentel political alliance has taken its toll into the infighting among the Pichay siblings Butch’ s elder brother Philip Pichay , for mer Cantilan mayor and representative of Congress, has sided with the Pimentels, seen as grudge fight against his brother Butch.

He parted ways with his brother after Butch fielded Carla to be mayor of Cantilan when he was still incumbent mayor and lost in the 2019 elections.

Philip is getting a crack anew in the mayoralty race in Cantilan under the Pimentels Hugpong Surigao party while Team Gugma fielded former mayor Genito Guardo.

Guardo was mayor from 2010 to 2016 and agreed to slide down to a vice mayoralty post when Philip decided to run as mayor of Cantilan while the latter was still in good terms with Butch.

Ironically, Guardia was the mayor who did not allow mining in their town when Pichay and the Pimentels were at it on the mining investments with Pichay having stake at Claver Mining Company while the Pimentels were operating the CTP Construction and Mining Corporation in neighboring Carrascal town.

In 2010, more than 3,000 Cantilan residents signed a petition opposing the entry of Marcventures Development Corporation and Guardo denied the mining company a business permit.

Philip was unseated as congressman of the first district by his opponent Mary Elizabeth Ty-Delgado after the Supreme Court reversed the ruling of House of Representative Electoral Tribunal by affirming the complaint of Delgado that a political candidate can only run for public office after five years of conviction of libel case.

Losing candidate Delgado, who garnered the second highest number of votes, filed a quo warranto case.

She pointed out that Philip Pichay was convicted of four counts of libel – a crime involving moral turpitude – in 2011. Citing Section 12 of the Omnibus Election Code, she said a person convicted of such crime can only be eligible to run for office again five years.

URC has been providing imported Granola potato seeds from Canada to farming communities in Benguet, Mt. Province, Bukidnon, and Davao del Sur under the “Sustainable Potato Program”.

Last year, the company was able to donate up to 135 metric tons (MT) of Granola Elite 3 table potato seeds imported from Canada to over 1,000 farmers.

“These were really quality seeds, and have been a big help for us,” Copas said.

He said his group had been able to sell their potatoes for P30 to P35 a kilo.

Gabriel Bandao, head of the Imbayao Community Participatory Action Research Association, said farmers in Imbayao town, in Bukidnon, were able to sell nearly 10,000 kilos of potatoes at P65 to P70 a kilo.

“The program helped 100 percent of farmers here in Imbayao.

That’s why we are very thankful to URC. They’ve helped us improve our yield and, with it, our lives,” he said.
