Vismin expansion MASS HOUSING developer Bria Homes is ramping up expansion in key areas in Visayas and Mindanao where it sees sustained demand for affordable homes.

Bria Homes currently has over 50 mass-housing projects in the country.

In Visayas, there are Bria communities in Samar, Leyte, and Negros Occidental. In Mindanao, Bria also has communities in Cagayan de Oro, Misamis Oriental, Bukidnon, Davao del Norte, Davao del Sur, South Cotabato, and North Cotabato.

O strengthen the campaign on constitutional reform in the region, the Department of the Interior and Local Government (DILG) convened around 25 members of the press in the conduct of Constitutional Reform Misamis Oriental Provincial Roadshow: Media Briefing and Townhall Meeting held in Cagayan de Oro City, October 29.

DILG Regional Director Arnel Agabe said it is the aim of the roadshow to highlight constitutional reform as an instrument in developing provinces and expanding Metro Manila.

He added that through the reform, the government will be brought closer to the provinces as welll as the latter can be given more opportunities.

Through the constitutional reform, regions will be

empowered and they can activate their participation in national decision-making.

Lawyer Vicente Homer Revil, said the reform also targets to establish regional level governments as political and administrative units; achieve peace in Mindanao; preserve the culture and language of the various ethno-liguistic groups of the country; liberalize the economic provisions; and strengthen political parties.

THE Civil Aviation Authority of the Philippines (CAAP) said airports in the Mindanao areas rocked anew by a magnitude 6.6 earthquake on Tuesday morning have reported no damage.

In a statement, the CAAP said the Butuan Airport, Davao International Airport, Cotabato Airport, General

Santos International Airport, and Laguindingan Airport found no damage in their infrastructure, tower, runway, passenger terminal building, navigational aid shelter, and other facilities.

It added that officials of the satellite airports in Ozamiz, Camiguin, and Iligan said they did not even feel the effects of the

earthquake that hit North Cotabato, with epicenter located inland northeast of Tulunan town.

The CAAP Security and Intelligence Service, Aircraft Rescue and Firefighting, Air Navigation Service, and the airports' engineering offices conducted inspections after the quake that reportedly killed five people.

Meanwhile, Philippine Airlines (PAL) spokesperson Cielo Villaluna said that the flag carrier's flights to and from Davao, General Santos and Cotabato remain operational and were not affected by the quake.

She said PAL's airport ticket offices and city ticket offices in these three areas, however, were temporarily closed to give way to “structural inspections.”

Villaluna said ticket offices in Davao and Matina City remain open.

ICKEL ore producers in the Philippines are expected to get a boost, after Indonesia announced that it will suspend nickel ore exports for the rest of the year.

Mining stocks got a lift at the Philippine Stock Exchange (PSE), where the mining and oil subsector was up 143.91 points or 1.57% to close at 9,285.91 on Tuesday. The PSE index closed 44.66 points or 0.56% higher at 7,991.19

Century Pacific inks supply deals with Russian food firms CENTURY Pacific Food Inc., one of the Philippines’ largest food and beverage companies, has signed multiple deals to supply tuna, sardine, and coconut milk products to top Russian firms.

Under separate memoranda of understanding, Century Pacific agreed to supply tuna and sardine products to Magnit Food Retail Chain, Dalimo, and LLC Dalpromryba. It will also supply coconut milk products to Panasia Impex Co. Ltd. These were among the business deals worth USD12.57 million that were signed during President Rodrigo Duterte’s five-day official visit to Russia early this month.

“Russia is an attractive market for us because of its large, increasingly affluent, and highly educated population,” CNPF chief operating officer Gregory Banzon said in a statement.

Russia has the sixthlargest economy in the world and a population of 146 million people.

The multiple deals follow accreditation of CNPF’s various manufacturing plants, allowing the company to meet and service various requirements of established food brands and retailers in Russia.

“The supply agreements will help us build a global consumer base for our flagship brand Century Tuna, which is already gaining traction abroad, and grow as well our emerging coconut milk business,” Banzon added, Cabinet Secretary Karlo Nograles, who joined the Philippine delegation to Russia, said the agreements between Century Pacific and the Russians were proof of the CENTURY/PAGE 11

Nickel Asia Corp., the Philippines’ top nickel ore producer, rose 5.15% or 20 centavos to close at P4.08 each. Global Ferronickel Holdings, Inc., another nickel ore miner, also jumped 3.57% or 6 centavos to close at P1.74 each.

Bloomberg reported on Monday that Indonesia suspended nickel ore exports immediately, as the

country aims to become a processor of its mineral resources.

Indonesia was the top nickel-producer in 2018 with 560,000 tons, followed by the Philippines, with 340,000 tons. Both Indonesia and the Philippines’ top export market for the mineral is China.

Timson Securities, Inc. Equity Trader Jervin S. de Celis said Indonesia’s nickel ore export ban will benefit Philippine nickel ore miners.

“The move of Indonesian government in the ban of nickel exports will cause the price of the metal rise in the world market and that may translate to higher revenues for Nickel Asia, Global Ferronickel and other nickelexporting firms from the Philippines,” he said in a text message.

(SB Corp), the financing arm of the Department of Trade and Industry (DTI), has released almost P40 million in loans to Marawi City’s internally displaced persons and uniformed personnel to help the city rebuild after the fivemonth siege in 2017.

“In line with President Rodrigo Duterte’s promise to continue the programs helping our kababayan in Marawi, especially those who have been affected by the siege, DTI will ensure that entrepreneurs will be back on their feet,” DTI Secretary Ramon M. Lopez said.

“Our goal is to bring back the vibrant business of the city, as well as provide jobs and livelihood to Maranaos.”

SB Corp has provided P7.595 million in loans to 457 Marawi entrepreneurs under the Pondo sa Pagbabago at Pag-asenso or P3 program. Each beneficiary availed of loans between P10,000 to P20,000.

Launched in 2017, P3 is a financing program for small businesses intended as an alternative to predatory “5–6” lending schemes.

No wonder studies show that most people do not do their best at their work or job. It’s also why many people throw away their hard-earned money on foolish gambling like lotteries. They think they have a chance to hit the big jackpot and never have to work again! Then they’ll be free to do nothing the rest of their life. But someone said, “The problem with doing nothing is that you never know when you’re finished!”

However, when it comes to our weekends, not many people say: “Too bad! I have to take the weekend off from work.” You see, it’s all

Earthquake revealed massive corruption MOTHER nature has her w ay of e x pre s s i n g h e r contempt at man’s penchant for insatiable greed and corruption. The series of strong temblors that shook Mindanao revealed how contractors and government re g u l at or s d i s re g a rd e d building standards and quality of materials used in vital projects su ch as publ ic s cho ols an d ot h e r v gove r n m e nt buildings.

We had been focused on de at h st atistics and magnitudes of earthquakes we missed the more revealing and ghastly statistics that about 90% of the structures that crumbled, about to crumble and irreparable are school buildings.

The Department of Public

Works and Highways which is the government regulatory agency that bid out and supervises the construction of these projects has a lot of explaining to do. So far the eerie silence from DPWH amidst the devastation on the heels of the series of aftershocks even tells us of the insensitivity of officials behind this despicable caper.

Sec. Mark Villar should not wait for Pres. Rodrigo Duterte to make his own survey of the extent of the disastrous earthquakes. I am not faulting him as yet but he should organize a technical probe team then go out in the comfort of his office and dig into the rubbles to find the answer to the question of why private buildings withstood the temblor and

why government-contracted and supervised buildings were badly damaged.

The destruction of school buildings was reported not only in Cotabato provinces which are adjacent to the epicenter but also in Davao del Sur and even in Davao City. These buildings house helpless school children and we can only thank the Almighty that He had spared them from harm.

We are into a long holiday break but DPWH and the Department of Education must realize that allowing classes under the roof of these damaged structures is next to systematic murder.

This is not an exaggeration so beware of the parents' wrath.

ENRIQUE SORIANO I was once asked in a TV inte r v ie w anchore d by Mi chel l e O ng of A NC (ABSCBN) what my thoughts were in recommending inlaws to work in the family business and my quick response was straightforward, “If family owning businesses can afford professionals, there is absolutely no need to hire in-laws!”

In my years of doing consulting work for my firm, Wong + Bernstein Family Advisory, one significant variable in family enterprises

is the effect that in-laws have on family owning businesses.

They can either be a positive contributor or can be a huge burden to the family and the business. And I have encountered dozens of family businesses threatened and impaired by the actions of in-laws.

Business owners must realize that they will never know who their children will choose as partners. Not even the most controlling family business owner can determine his children’s final choices.

So no matter how you look at in-laws, they will always play a huge role in the way your children will manage the business and the family especially when you are no longer around.

But while you are still at the helm, owners must recognize that unity, governance, wealth transition and legacy building efforts should always be in place before proceeding with your plan in bringing in-laws

to the business.

In Asia, hiring in-laws is correlated to culture and necessity. For start-up businesses where resources are limited, in-laws are usually relied upon to help in the business and fill the void. Their engagement is significant as they not only play a pivotal role in the growth of the business but they end up becoming a natural extension of the founder’s trust. In a latter’s circle of trusted people in the organization, in-laws are classified as part of the “cheap labor” pool of relatives and friends.

Ho w e v e r, p r o b l e m s generally surface when the business transitions from a mom and pop venture to a bigger and complex organization. Despite the transition, the owners often disregard the importance of establishing rules and policies related to in-law entry.

For Dr. Steven Berglas,

management consultant, faculty of Harvard Medical School and author of “The Su c c e ss Sy nd rome”, he asserted that “hiring in-laws into the family business can be a “kiss of death”. The reason? They become too familiar to the point that they believe the business is their own. They then proceed to prove their value to the company by changing the way it’s run.”

To help the family weigh in on the pros and cons of hiring in laws, I am enumerating issues and concerns that every owner must consider as he or she navigates the perilous journey of balancing family and business with in-laws: 1.

Should the in law be subjected to the same treatment as family members or should they be treated differently?

'Where he's coming from' A popular consideration that many people nowadays make when they tr y to understand someone who has a different view from theirs is to try to figure out “where that person is coming from.” I hear that expression very often these days. It’s a laudable gesture that is meant to keep a meaningful dialog with others.

Of course, the expression, “where he’s coming from,” is a reminder of the basic principle that a person sees, understands and reacts to things according to the way he is. An old Latin adage already expresses this phenomenon. “Operare s e q u i t u r e s s e .” Ac t i o n follows being. One behaves the way he is.

If that person is male or female, rich or poor, a socialite or a farm worker, a liberal or a conservative, a r a c i st or a fe m i n i st , etc., these conditions are somehow reflected in his v i e w s an d h i s ove r- a l l

actuations. In other words, we all have our biases and preferences. Some can be valid and legitimate. But others may not. It is the latter that we have to be most careful about.

To see where one is coming from is, of course, a very logical consideration to make. But then again, we do not work by logic alone, since we can also be very logical in our error.

Logic does not go the distance. We need to go metaphysical, considering t hings way b e yond t he many conditionings that describe person. We have to go to the original and the ultimate objective truth about ourselves and about where we come from before the conditionings add their trappings on it.

And this original and ultimate truth about where we come from is that we all come from God. All creatures, of course, come from God, but in our case, we come from him in a very

intimate way since we are created in his image and likeness, meant to share the very life of God. We just did not come from our parents. We are not merely biological creatures.

We are not simply products of our social and historicocultural environment. We also are spiritual creatures who are ver y intimately linked to our Creator God. We are not merely the image and likeness of our parents.

We, first of all, are the image and likeness of God. While it’s true and correct to consider the personal, social, cultural background, etc. of a person to know where he is coming from when he expresses his views, we should not neglect the most basic consideration of the truth that we all come from God. We are supposed to be God’s image and likeness, reflecting in ourselves as much as possible God’s go o dness, love, merc y, wisdom, etc. In our

ROY CIMAGALA dealings with others, in our discussions and exchanges, we should not forget that we all are children of God, we all are brothers and sisters, meant to love one another as Christ has loved us. (cfr.

S part of foreign exchange reserve management, the Bangko Sentral ng Pilipinas (BSP) is initially investing $150 million in the openfunded Green Bonds managed by the Bank for International Settlements (BIS).

“The Philippines is one of the earliest subscribers (to the BIS green bond fund initiative).

It’s now part of the GIR (gross international reserves),” BSP Governor Benjamin E. Diokno said Tuesday. Of the $86 billion GIR, $15.50 billion are reserve assets deposited overseas including in the BIS, and about $6.50 billion are foreign currency assets including bond investments in the BIS.

The BIS-managed Green Bonds, an investment pool facility, is the BSP’s signal that it is embarking on the “greening” of the finance sector, or green financing in support of an environmentally responsible finance and investment practices in the hope that it can convince the market to make investments that “promote climate- resilient, green, and sustainable growth,” according to Diokno.

Diokno said last month that investing in green bonds is one of the BSP’s GIR diversification management plans. The independent central bank is currently a member of the BIS’s advisory committee to for the green bond fund initiative.

“Climate change appears to be inevitable, and the financial sector has a significant role to play in pursuing sustainable and inclusive growth in the global economy, the environment, and society. The BSP is one with the BIS in its broader commitment to support environmentally responsible finance and investment practices,” said the BSP in a statement.

Diokno disclosed earlier this month that the BSP is preparing a circular on sustainable finance policy framework.

He said that proposed is a regulatory framework that includes these main provisions: that banks are expected to integrate environmental and social governance (ESG), and

sustainability principles in their strategic direction, as well as in their corporate governance and risk management frameworks; that banks shall conduct scenario analysis and stress testing of its business exposures to assess their vulnerabilities over several ESG scenarios; and that banks will be required to disclose their sustainability agenda in their annual reports, including risk appetites in the ESG field.

Diokno said the coming circular is just one of many circulars on sustainable finance.

He explained that the BSP has a two-pronged approach to promoting sustainable finance — capacity building and awareness campaigns, and

enabling regulations.

“We have to be even more proactive in green financing, especially so that the Philippines is cited as among the highly vulnerable countries to the effects of climate change,” said Diokno.

Presently the BSP is an active participant in the ASEAN Task Force on the Roles of Central Banks in Addressing Climate and EnvironmentRelated Risks and a member of the International Finance Corporation-supported Sustainable Banking Network. It is also working with the British Embassy in Manila for the Low Carbon Energy Programme of the UK Prosperity Fund, according to Diokno.

ADB support to PH to reach record high in 2020–2022 THE Asian Development Bank’s (ADB) sovereign lending for the Philippines is expected to reach $9.1 billion between 2020 and 2022, as the government seeks to invest more in much-needed infrastructure and propoor projects that will merge rural areas into urban growth centers.

The indicative pipeline is in line with the priorities identified in ADB’s country partnership strategy.

Business Plan (COPB) 2020–2022, ADB said it will invest 59.5 percent of its three-year sovereign lending program in transportation projects, such as railways, bridges, road networks, and elevated pedestrian walkways.

The rest of its financial support will be devoted to the social sector, agriculture, public sector management, and sustainable water and urban development.

ADB plans to finance projects and programs worth at least $2.5 billion annually in 2020 and 2021, matching the record high

of $2.5 billion in sovereign lending to the Philippines expected by the end of the year.

In comparison, ADB’s annual lending from 2008– 2018 averaged about $800 million.

Half of ADB’s 2019 assistance program will fund the first tranche of the Malolos–Clark Railway Project, one of the government’s big-ticket infrastructure projects under its “Build, Build, Build” (BBB) program.

It is also the largest ADB project financing to

date, worth $2.75 billion in total.

Contracts for civil works for the project are expected to be awarded before the end of the year and construction work may begin in the second quarter of 2020.

ADB is preparing additional financing this year for the Infrastructure Preparation and Innovation Facility to support detailed engineering designs and feasibility studies for the government’s priority projects under the BBB

program.

This will ensure a steady flow of investments into much-needed infrastructure projects that are viable and innovative.

In 2020, transportation and infrastructure will still make up the majority of ADB’s financial support to the Philippines. DBP installs ATMs in underbanked Palawan towns In support of the national government’s efforts to promote greater financial inclusion, state-owned Development Bank of the Philippines (DBP) recently installed offsite automated teller machines (ATMs) in the underbanked municipalities of Quezon and Narra in Palawan, a top official said.

President and chief executive officer of DBP, Emmanuel Herbosa, said in a news release

issued on Wednesday that the installation of the ATMs mirrors the bank’s commitment to promote financial inclusion, especially in underbanked and unserved areas of the country.

“These newlyinstalled ATMs will provide 24/7 electronic banking services to nearly 200,000 residents of the municipalities of Quezon and Narra, Palawan and the neighboring unbanked

town of Rizal,” hesaid.

While classified as first-class municipalities, both Narra and Quezon, Palawan are underbanked with only two rural banks

operating in these areas.

These towns are also more than two hours away from the provincial capital, Puerto Princesa City. (PR)

Quijada said the conference was proven advantageous to the financial sector in Caraga as it provided a wider outlook on the current financial and economic trends in Asia and the world.

Financial program for farmers During the open forum on the sidelines of the event, Tolentino told reporters that the government is pushing for sturdy moves to support the rice farmers affected by the Rice Tariffication Law. Duterte, he added, is working with Congress to provide farmers financial support through cash transfers.

The approach, Tolentino said, would help farmers develop a more liberalized rice market in the country.

an annual capacity of 4,800 MT. “The expansion utilizes the latest agglomeration technolog y in spraydr ying,” Raperoga said.

“Agglomeration is a process that makes the powder more dispersible or soluble when introduced to liquid.”

“The new spray-drying line will allow us to develop new products from agglomerated – or instant – coconut milk powder,” he said, adding that one such product is organic coconut milk powder.

Agglomerated organic coconut milk powder is a high-technology, higherpriced coconut milk variant that the company is introducing to address the pressing market demand for healthier products.

Raperoga earlier reported that coconut milk powder has one of the highest margins among Axelum’s product offerings.

“Pound-for-pound, the selling price of coconut milk powder is three to four times that of our mainline product desiccated coconut. Coconut milk powder and desiccated coconut are produced from the same raw material. Thus, the addition of this new spray-drying line enables us to shift production to higher margin products,” he said.

Raperoga shared that health-conscious consumers worldwide are willing to pay a premium for healthy products, and the company plans to capitalize on this trend, as well as continue to develop the market for coconut milk powder. “ I n p a r t i c u l a r, t h e company is exploring the introduction and production of more gluten-free, dairyfree, and organic variants of existing product offerings,” he added. “The expansion will permit us to actively pursue the development of these products.”

The company manufactured 2,400 MT of coconut milk power in 2018; with exports totaling 1,300 MT and the domestic market accounting for 872 MT. Coconut milk powder contributed PHP658 million to gross revenues in the same year. (PR)

In an interview, Hortillosa said Santiago was being called back to the PNP headquarters to face the administrative charges filed against him before the Office of the Ombudsman.

Of the four cases, three has already been dismissed by the Ombudsman, he said, although Hortillosa did not specify what those cases were.

The only case Santiago is facing, Hortillosa said, is on the charges for failure to turn over the firearms when he was the provincial police chief of Zambales in 2012.

His relief came after he was ordered suspended for six months starting Oct. 21, 2019, said PNP officer-in-charge Lt. Gen. Archie Francisco Gamboa in an interview.

“He (Santiago) told me his remedy is to petition for an injunction that would revoke his suspension,” Hortillosa said, adding that once Santiago is cleared of the charges, it is likely that he can go back to the region.
