Top tax payer FOR the second time, Filinvest’s power arm, FDC Misamis Power Corporation (FDC Misamis), was hailed and honored by the province of Misamis Oriental as its number one real property taxpayer for the third quarter of calendar year 2019, in an awarding ceremony held at the Capitol Grounds in Cagayan de Oro City on Monday.

The Gotianun-led power firm registered a total payment of P59,122,735.22 in the first three quarters of the current year, records from the Provincial Treasurer’s Office show.

Last year, it also ranked number one with P60,698,039.72 in total payment.

Red tide BUTUAN City -- A red tide warning was issued on Tuesday by the Bureau of Fisheries and Aquatic Resources (BFAR-13) in Lianga, Surigao del Sur. BFAR-13 said water samples taken from Lianga Bay turned up positive for paralytic shellfish poison.

Shellfish samples were already sent to the BFAR National Fisheries Laboratory Division (NFLD) for a confirmatory test but BFAR-13 already issued the warning as precautionary advice to safeguard human lives in the area.

Christmas lights inspection starts in CDO

TEAM from the Cagayan de Oro City Price Coordinating Council (CPCC) has begun inspecting Christmas lights sold in the market on Wednesday to check if these have passed the government standards and are safe to use by the public ahead of the Yuletide season.

CPCC head Jose Edgardo Uy said the inspection team is doing rounds in several stores selling Christmas lights to determine if these products have complied with the regulations set by government agencies such as the Department of

Trade and Industry (DTI).

CPCC and DTI have partnered in the random and unannounced inspections on stores selling series lights and other Christmas products in the city.

Uy said those found to be non-compliant with the quality standards will still be given due process before the DTI could penalize store owners and have their products confiscated.

“First, we give them (store owners) time to explain why their products have not complied with government standards.

If they fail to do so, then that’s the time that we

confiscate their products,” he said.

After the confiscation, the DTI will then set the time for the destruction of the seized items.

“The destruction is to ensure that those items will never be sold again as these will pose danger to our consumers,” Uy said, adding that non-compliant products are usually the ones who can cause fires in homes.

Uy said CPCC and DTI hope retailers will no longer sell substandard products as he noted that non-compliant stores have dwindled in the past few years.

He said back in 2014 when the CPCC was formed, the government

confiscated many substandard Christmas lights that they have to use a road roller to destroy them.

“Now we only use scissors to destroy noncompliant Christmas lights but we are hoping for the time that we no

longer have to make confiscations,” he added.

Uy said store owners must follow government regulations as they are at the losing end if they fail to comply since they will lose a chunk of their inventory, aside from paying the penalty and

being black-listed by the DTI. The penalty, he said, is based on the capitalization of the store in that bigger establishments will have to pay higher amounts. The maximum fine set by the DTI is PHP5 million, he added. (PNA)

BUTUAN City – Caraga Region has increased its palay production during the first two quarters of this year, data from the Department of Agriculture in the area (DA-13) showed.

Figures provided by DA-13 on Wednesday (November 27) showed that in the first three months of this year, palay production was recorded at 25,776 MT (metric tons), an output higher compared to 21,659 MT

production in the same period in 2018.

Area planted with palay also increased during the first quarter this year, from 7,229 hectares in 2018 to 7,813 hectares in 2019.

The average yield also posted an increase during the period, from three metric ton per hectare in the first quarter last year to 3.3 MT/hectare this year.

During the second quarter, palay production

also increased from 277,219 MT last year to 2,080,573 MT this year.

Area planted also rose from 84,567 hectares last year to 86,218 this year.

The average yield declined slightly in the second quarter this year, from 3.28 MT/hectare last year down to 3.25 MT/ hectare this year.

The factors that contribute to the negligible reduction in yield can be attributed to the mild El Niño that hit Caraga Region during the period, said Marisa Garces, the Rice Program Focal Person of DA-13.

Garces told Philippine News Agency on Wednesday that most of the rain-fed and irrigated areas in the region were directly affected by the El Niño.

Police are under scrutiny over the legality of entering the mall without a warrant: while open to the public, the mall is still private property.

However Festival Walk’s Singaporean parent Mapletree has taken an addit iona l blow for its security procedures and for allowing riot police to make a forced entry into the mall.

Mapl e t re e has s i nc e issued a statement denying it called police, however many locals voiced their anger on their social media page calling for a boycott, claiming mall management lacked concern for customer safety. The mall has not released CCTV footage of what happened within.

With repairs already into their third week, Festival Walk and its tenants, which include an Apple store, look set to lose a month’s trading revenue in the lead-up to Christmas, traditionally one of the busiest shopping seasons of the year.

JUN LEDESMA WE senior citizens have a penchant for folkloric tales which many of us believe as much as we do the Chinese Fengshui. Oh yes, despite our avowed claim to be a Christian nation and this is true to Roman Catholics of various shades and protestants of various denominations.

No wonder why politicians, those approaching rigor mortis especially, despite their status and some I would consider legal luminaries, would invariably associate issues and matters with this deeply ensconced beliefs in

congressional deliberations.

When S en. Fran k lin Drilon for example raised howl over the SEA Games cauldron he must still be stuck with the Filipinos' ‘’ma hiwagang kawa” or “kahibulongang kawa” in C ebuano, which in our folklore tales of witchcraft is always an indispensable element. And this is where the problem of Drilon starts.

His concept of a cauldron does not depart from the mahiwagang kawa or that small fr ying pan which he and Cory Aquino lit in 1991 SEAGames. It was a laughingstock along with our athletes’ performance then. Drilon laments why the Organizing Committee of SEA Games chaired by Speaker Alan Cayetano spent P50-million on a cauldron.

He rightfully claimed that with that amount it could have built 50 classrooms.

But if we use Drilon’s crafty argument, then let us weigh the impact of the fol l ow ing e x p e nd itu re s during the reign of the

Blood is not thicker than water?

Most offspring fights can be embarrassing, ridiculous and petty. Some may wonder why family members just can’t get along. But there is a compelling explanation why a family member will go to the full extent of hurting a family member. Some may think physically hurting a blood relative is a stretch but the story of the Sytin sibling conflict that recently hugged national news is a case in point. The escalating conflict pitting two siblings that resulted in the murder of the older brother proves one thing, “that blood is not thicker than water after all!”

A Corporate Dispute and Murder In a Rappler report that came out just last week, the police pointed to the slain businessman Dominic Sytin's own brother as the mastermind in his killing.

who was arrested, Edgardo Luib, and Dominic's younger brother, Dennis Sytin. The PNP Chief went further by saying that "this high-profile murder of Dominic Sytin was apparently motivated by rivalry among corporate siblings, and carried out through a gun-for-hire contract with a hitman."

Sytin was shot and killed in the evening of November 28, 2018 as he stepped out of the Lighthouse Hotel inside the Subic Bay Freeport Zone.

He was acknowledged as the founder, CEO and president of United Auctioneers, Inc. (UAI), a leading company engaged in the importation of secondhand vehicles. The family is also the exclusive Philippine distributor of Foton Motors.

The police investigation focused on corporate dispute and according to Criminal Investigation and Detection Group Chief Director Amador Corpus, D ennis was app arent ly fired from UAI after he

formed his own company and was also accused of allegedly diverting money from the business. Before the death of Dominic, there were already disagreements between the siblings related to the ownership of shares of UAI. What Really Went Wrong?

Every day, a teacher faces many responsibilities in his job. In fact, all teachers have common goal which is to educate the students. Moreover, they make sure that students will realize the essence of schooling. One important thing to achieve this is through developing their teacher-student interaction, the main path towards effective teaching.

Te a c h e r s o r g a n i z e everything for their students.

They are also responsible for the classroom organization and emotional support.

When it comes to classroom organization, the teacher see to it that the students will develop their skills to regulate their own behavior, maintain their learning from their day to day class and keep their interest to engage in different activities.

Te a c h e r s a r e a l s o responsible in monitoring the student’s behavior, productivity and learning, and in addressing or correcting misbehavior and wrong doings in a proper way.

In terms of productivity, teachers facilitates wisely to how the students would understand their routines and

how well they participate in class activities. They provide opportunities for students to engage in their activities and be more active.

Teachers also mastered how to handle their students, in a way that they can show a positive climate to students such as enjoyment while attending school. Doing so helps students’ emotional health and growth.

It is also encouraged for a teacher to be more patient when it comes to negative emotions like anger, hostility and aggression. They should do their best to avoid showing their temper. The teachers should be responsible towards his actions and response during hot moments.

His interaction with the students is one of the important things that a teacher should enhance. Setting plans in achieving successful learning and enhancing a more harmonious relationship is good. Through this, a teacher could be more effective. After all, he is not just there to be educator but to be a teacher with a heart, to guide young minds towards being equipped for the challenges of the future.

As the say, if you fail to plan, you are planning to fail. Planning is important to have a good result in everything that you are teaching in school for the development of the children.

Classroom management plan is important for the children to learn well in school.

As a 21st centur y teacher, one of our key responsibilities is to provide learning environment to students where they can learn how to study on their own. Students take responsibility and play their part in teaching learning process. We specifically call this one as independent l e a r n i n g appro a c h . It becomes vital as it develops creativity and intellectual curiosity of the learners.

It is our responsibility to let students be encouraged and inspired to explore the subject to make discoveries and understand the lesson

w it h c on ne c t i ons and applications in the real world.

Each student is unique and must be treated fairly. Learners should be assisted by providing them different activities that will address individual differences and expose them to life experiences. These experiences will train and help them grow and enhance their full potentials.

Self-discipline and respect for each other will keep a pleasant classroom e n v i r o n m e n t . At t h e beginning of the school year, teachers should impose some rules and regulations or classroom policies so that the pupils will be guided about the do’s and don’ts and pupils should agree on the rules and regulations with consequences of undesired manners. Making them involve in crafting the rules will make them feel that they are part of the group.

In this manner they will have the freedom to express themselves and have sense of responsibility. A copy of the rules will be posted in

an area visible to all, in this way they will be reminded on the things they need to display.

Addressing misbehavior promptly with fairness should always be observed.

Hand ling misb ehav ior should be enforced in a positive approach with supportive language.

Also, pupils should be arranged not in their heights or alphabetical order but I their learning styles. Cimatu gives 'estero rangers' 6 weeks to improve MM creeks

Experts unlock key to photosynthesis, a find that could help us meet food security demands SCIENTISTS have solved the structure of one of the key components of photosynthesis, a discovery that could lead to photosynthesis being 'redesigned ' to achieve higher yields and meet urgent food security needs.

The study, led by the University of Sheffield and published today in the journal Nature, reveals the structure of cy tochrome b6f -- the protein complex that significantly inf luences plant grow th via photosynthesis.

Photosynthesis is the foundation of life on Earth providing the food, oxygen and energ y that sustains the biosphere and human civilisation.

Using a highresolution structural model, the team found that the protein complex provides the electrical connection between the two lightpowered chlorophyllproteins (Photosystems I and II) found in the plant cell chloroplast that convert sunlight into chemical energ y.

Lorna Malone, the first author of the study and a PhD student in the University of Sheffield 's Department of Molecular Biolog y and Biotechnolog y, said: "Our study provides important new insights into how cy tochrome b6f utilises the electrical current passing through it to power up a 'proton battery'. This stored energ y can then be then used to make ATP, the energ y currency of living cells. Ultimately this reaction provides the energ y that plants need to turn carbon dioxide into the carbohydrates and biomass that sustain the global food chain."

The high-resolution structural model, determined using

single-particle cryoelectron microscopy, reveals new details of the additional role of cy tochrome b6f as a sensor to tune photosynthetic efficiency in response to ever-changing environmental conditions. This response mechanism protects the plant from damage during exposure to harsh conditions such as drought or excess light.

Dr Matt Johnson, reader in Biochemistry at the University of Sheffield and one of the supervisors of the study added: "Cy tochrome b6f is the beating heart of photosynthesis which plays a crucial role in regulating photosynthetic efficiency.

"Previous studies have shown that by manipulating the levels of this complex we can grow bigger and better plants. With the new insights we have obtained from our structure we can hope to rationally redesign photosynthesis in crop plants to achieve the higher yields we urgently need to sustain a projected global population of 9-10 billion by 2050."

The research was conducted in collaboration with the Astbury Centre for Structural Molecular Biolog y at the University of Leeds.

Researchers now aim to establish how cy tochrome b6f is controlled by a myriad of regulatory proteins and how these regulators affect the function of this complex.

NVIRONMENT Secretary Roy A. Cimatu is expecting to see some improvements in the physical condition and water quality of Metro Manila’s creeks and tributaries in the next six weeks following the deployment of the socalled “estero rangers” to over 700 barangays in the metropolis.

Cimatu gave the more than 1,000 estero rangers until the end of December this year to “bring about change” in the estuaries assigned to them, during their mass oath-taking and deployment ceremonies held at the Ninoy Aquino Parks and Wildlife in Quezon City on Friday.

“You are the chosen

ones, recommended by your respective local government units,” Cimatu told the estero rangers.

“You are the chosen few who were trusted not only to clean the trash in the estuaries, but also to prohibit people from

throwing trash in these areas.”

The environment chief also described the role of estero rangers as “swift, silent but producing tangible results.”

Cimatu said the estero rangers would serve as

Stalled weather patterns will get bigger due to climate change Relationship between jet stream, atmospheric blocking events

CLIMATE change will increase the size of stalled high-pressure weather systems called "blocking events" that have already produced some of the 21st century's deadliest heat waves, according to a Rice University study.

Atmospheric blocking events are middle-latitude, high-pressure systems that stay in place for days or even weeks. Depending upon when and where they develop, blocking events can cause droughts or downpours and heat waves or cold spells. Blocking events caused deadly heat waves in France in 2003 and in Russia in 2010.

Using data from two sets of comprehensive

climate model simulations, Rice fluid dynamicists Ebrahim Nabizadeh and Pedram Hassanzadeh, and colleagues found that the area of blocking events in the northern hemisphere will increase by as much as 17% due to anthropogenic climate change. The study, which is available online from Geophysical Research Letters, was co-authored by Da Yang of Lawrence Berkeley National Laboratory and the University of California, Davis, and Elizabeth Barnes of Colorado State University.

Hassanzadeh, an assistant professor of mechanical engineering and of

Earth, environmental and planetary sciences, uses computational, mathematical and statistical models to study atmospheric flows related to a broad range of problems from extreme weather events to wind energy.

He said researchers have increasingly been interested in learning how climate change might affect blocking events, but most studies have focused on whether blocking events will become more frequent as the atmosphere warms because of greenhouse gas emissions.

"Studies in the past have looked at whether

you get more or less blocking events with climate change," he said.

"The question nobody had asked is whether the size of these events will change or not. And the size is very important because the blocking events are more impactful when they are larger. For example, if the high-pressure system becomes bigger, you are going to get bigger heat waves that affect more people, and you are likely going to get stronger heat waves."

LEADING VisayasMindanao developer Cebu Landmasters Inc. (CLI) intends to further strengthen its presence in Western Visayas with the development of a P1.5 billion residential condominium project anchored by high-visibility retail spaces in a strategic Iloilo City location.

The listed firm recently signed a joint venture agreement with businessman Alfonso Tan, chairman of International Builders Corporation (IBC), for a high-rise residential tower on a prime corner lot in the city’s downtown area.

CLI will own 50% of the residential development and will manage the development. IBC, who recently developed the GT Town Center Mall in Pavia, will simultaneously develop a downtown mall that connects to the residential tower.

The tower will be the first condo offering in the highly accessible

downtown area.

CLI chief executive officer Jose Soberano III disclosed: “We are very proud to forge this partnership with Mr. Alfonso Tan and his family. He has established IBC as the leading construction firm in the region, and both our homegrown companies are motivated by the opportunity to contribute further to Iloilo’s exceptional growth.”

The project will be planned and completed within a four-year time frame. Over the same period, CLI will also establish close to 1200 units of its top-selling economic house and lot Casa Mira Iloilo in a 14-hectare lot in Jaro. Yao said in SteelAsia, many of its "capable and productive workers" are not even high school graduates.

At present, about 2,500 persons have been employed in existing SteelAsia plants, with around 14,000 indirect jobs created.

On top of this, at least 4,500 workers have been hired for its ongoing and upcoming projects operational between 2020-2023, with more than 20,000 indirect jobs created.

"The question of education is easily addressed by training and development, investing in skills and on-the-job training is sustainable, particularly in hiring locals from the countryside," Yao said.

Aside from job creation, Ya o s a i d m a k i n g t h e countryside industrialized also promotes "self-reliance" as it provides an alternative to importation. " C o u n t r y s i d e industrializations provide the opportunity to keep knowledge and skills in the Philippines for Philippine use," he said.

In SteelAsia alone, the total logistics cost of shipping steel from Manila to Cagayan de Oro is around 50 percent more expensive than shipping from Russia to the Philippines, he said.

"The ultimate solution to enjoying the lowest possible logistics cost is to produce in the countryside," he said.

To date, SteelAsia plants in Mindanao are running at full capacity.

"We believe in the potential of growth of Mindanao and took the challenge to support this growth," he said.

Yao participated in the first Philippine Industrial Summit in Mindanao which runs from November 25 to 28 in Cagayan De Oro City.

The summit, themed "Building An Assertive Industrial Philippines", is a collaborative project of PIEMO Industries Association, Inc. and PHIVIDEC Philippine Industrial Authority (PIA).

“To avoid the complicated process of re-exporting illegal waste shipments once they have been unloaded from the vessel like what is happening to the remaining South Korean waste in Misamis Oriental, we urge the authorities to disallow the unloading of the shipments in question and to get them returned

to their country of origin at the soonest time possible,” he said.

The latest incidents, he added, should prompt the government into imposing a d e f i n ite b an on t h e importation of hazardous waste and other wastes, and into ratifying without delay the Basel Ban Amendment prohibiting the export of these from developed to developing countries for all reasons, including recycling.

Lopoz added the economic performance of this region will have a bearing on the overall growth of Mindanao, comprising the provinces of Caraga, Northern Mindanao, Soccsksargen, Zamboanga Peninsula, and BARMM. “Recently, we have seen an upsurge in capital investments in new businesses starting to look into locations and have been talking to Bangsamoro government about it,” she said.

Lopoz said the successful and peaceful transition from ARMM to BARMM after the ratification of Republic Act 11054 or the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao (OLBARMM) early this year helped boost the confidence of the investors to locate in the Bangsamoro area.

performance would shore up the overall economic output of Mindanao by the end of 2019.

“The development in the Bangsamoro will really help pull up a lot of the Mindanao figures at the end.

The procurement and distribution of certified and hybrid rice seeds was made possible through the P350million un-programmed fund from the Department of Budget and Management (DBM) that was directly r e l e a s e d t o DA- 1 3 i n December last year.

Aside from the provision of palay seeds, farmers in the region also benefited from the implementation of the mechanization program of DA-13.

Garces said that 125 units of rice transplanters, 10 units of tractors, and 125 units of combined harvesters were already released to different farmers’ organizations in Caraga Region.

The funding for the procurement of farm machinery and equipment was also taken from the P350 million fund to DA-13, Garces added.

Portions of the fund w e re a l s o ut i l i z e d f or the construction and rehabilitation of dams that will ensure sufficient supply of irrigation water to rice areas in the region, she said.

The DENR chief said he expects the estero rangers to “bring about cultural change among those who live along esteros.”

He also reminded them that their “children will be the beneficiaries of what we are doing.”

“The next generation will see better rivers and a better Manila Bay,” he added.

The DENR had identified 279 waterways traversing 711 barangays in Metro Manila,

where there are alleys not reached by garbage trucks.

These alleys are mostly populated by informal settler families.

The agency said that two estero rangers will be initially deployed to each barangay, or a total of 1,422. So far, 1,283 have been signed up and 1,142 of them attended the mass oath-taking and deployment ceremonies.

The employment contract of each estero ranger runs f rom Nove mb e r 1 5 t o December 31 this year. After which, the contract may be renewed every month.

Under the contract, an estero ranger gets a monthly salary of P8,500 on a fiveday workweek schedule. A ranger is tasked to clean trash traps in esteros, prevent indiscriminate dumping of garbage, and remind people about proper waste disposal.

Making slight changes in one parameter or another, he ran thousands of simulations.

Then the data was analyzed using a powerful dimensional analysis technique called the Buckingham-Pi theorem, wh ich is of ten used i n designing large and complex engineering systems that involve fluid flows.

The goal was finding a scaling law, a mathematical formula that described the size of a block ing event using variables that climate scientists already study and u nderst a nd . Nabi z adeh started with scaling laws that have been developed to predict the size of dayto-day weather patterns, but he found that none of the variables were predictive for blocking events.

His persistence eventually paid off with a simple formula t hat relates t he a rea of blocking events to the width, latitude and strength of the jet stream, all of which are well-studied and measured.

"I gave a talk about this recently, and one of the people came up after and said, 'This is magical, that these powers add up and suddenly you get the right answer.' But it took a lot of work by Ebrahim to get this elegantly simple result," he said.

At a one point, Nabizadeh had analyzed the data from m a ny si mu l at ion s a nd produced a comparison that included page upon page of figures, and Hassanzadeh sa id t he sca li ng law discovery was encouraged by an unlikely agency: the Texas Department of Motor Vehicles (DMV).

"Ebrahim went to the DMV one weekend, and I went to the DMV the week after, and at the DMV you

have to sit and you don't have anything to do," he said. "So after staring at these numbers for hours, we realized this is the right scaling."

They also compared the simple-model results with the output of increasingly complex models of t he Earth's weather and climate.

Nabizadeh said the scaling law predicted changes in the size of future winter blocking events in comprehensive climate model simulations with remarkable accuracy.

"It performs better for winter events than summer events for reasons we don't yet understand," Nabizadeh said. "Our results suggest future studies should focus on better understanding summer blocks and also how larger blocking events might affect the size, magnitude and persistence of extremeweather events like heat waves."

The Apple’s Kitchen – healthy foods at their best

IF you’re the type of person who is health conscious in choosing the food that you eat and you’re living within in Cagayan de Oro, then The Apple’s Kitchen is definitely the one you’re looking for.

The Apple’s Kitchen is not exactly a restaurant but it makes dips, condiments, sauces and salad dressings made of nothing but healthy ingredients which are available in selected outlets in the city.

Kilgour who specializes in corporate communications as his profession.

Kicking off his career in television as a producer of the now defunct show Kay Susan Tayo, Apple was first introduced to the wonderful culinary world and eating via the TV show’s cooking segment.

“Way back then in 2002 to 2005, celebrity chefs competitions were not yet the fad in those days. We used to tour around the barangays looking for real delicacies at the grassroots level.

And that’s how I first appreciated the worth of what nutritious gourmet must be,” Apple said.

When Apple left the show in 2006, she started her own namesake blog – The Apple’s Kitchen – and made food reviews about the food that she had devoured on, whether in a classy restaurant or in street corners in Manila.

When the Kilgour couple left for Phuket in Thailand for the husband’s career change in 2018, the homemaker in Apple began tinkering and experimenting with Thai food, infusing Philippine and Western twists to make them more palatable.

At first, it was Apple’s circle of friends which appreciated her diverse

dishes.

Pretty soon, word spread around Phuket and a caterer of outdoor cocktail parties began commissioning Apple to present her food creations to his clients.

What started as a mere pastime became more of a routine.

Apple was so engrossed in this startup that she began enrolling professionally in a two-month crash course at one of the most prestigious culinary institutes in Thailand, the Blue Elephant.

When the Kilgour couple transferred for good here in Cagayan

de Oro City in 2018, Apple was ready to do business here.

Today, The Apple’s Kitchen line of roasted pepper hummus, spinach and artichoke dips, herbs and goat cheese, mushroom tapenade, turmeric miso ginger, lemon shallot and chipotle ranch salad dressings are available at Happy Earth (Lane 101) for uptown residents and Echo Store (in front of Maxandrea Hotel) for downtown dwellers.

They also do have a month-long bazaar at the ground level of SM City Cagayan de Oro which will last until December.
