Proposed budget CAG AYAN d e O ro Ci ty councilors have expressed reservations on the basis of the projected revenues that would qualify a P2.6billion budget in 2014 during a committee hearing last Wednesday.

City Councilor Candy Darimbang questioned the finance committee created

by Mayor Oscar Moreno on how it came up with a P2.6billion proposed budget with an actual revenue collection only a little over 10 percent of its projection.

Darimbang was referring to the miscellaneous income presented by the city treasurer Glenn Banez in the amount of P42 million for 2014.

Banez presented an estimated amount of P33 million for the second semester of 2013 and a total amount of P35 million until the end of 2013. With the projected income, the city government expects a P45 million income in 2014.

Billboard ordinance A PROPOSED resolution urgently requesting for the strict implementation of Cagayan de Oro City Ordinance No. 6390-98, regulating the construction and installation of billboards will soon be tackled by the City Council committee on public works chaired by Councilor Alden Bacal.

Councilor Lourdes Darimbang, proponent of the proposed resolution and chair of the City Council committee on tourism, observed that oversized billboards are proliferating in the city. She said these are not in accordance with the specifications and standards set by law.

“It is the duty of the city government to ensure the well-being as well as the safety and security of its constituents,” she stressed.

AN international group of civil society organizations is strongly opposing the US$500 million reconstruction loan that the Asian Development Bank is extending to the Philippines for the survivors of super typhoon Yolanda.

NGO Forum on ADB, in a letter to President Takehiko Nakao, said: “It is insensitive and detrimental

to the Bank’s image to offer a loan with unclear terms and conditionalities, instead of a larger grant, to a government that is already overburdened in helping its deeply affected people.”

PHL stocks hit 3-month low on US stimulus worries MANILA –- The Philippine stock market closed a threemonth low on Thursday, pulled down by lingering worries that the Federal Reserve would start reducing stimulus as soon as possible.

The sto ck exchange index plunged for a fourth day, losing 32.45 points to 6,122.89 from previous day’s 6,155.34 finish.

The barometer index last

reached the 6,100 territory in August 22 when it ended at 6,136.73. ”Again, the decline is because of the tapering worries,” Astro del Castillo, managing director at First Grade Finance, said in an interview.

But Del Castillo believes that share prices will not hover at below the 6,000 level, as the impact of the

super typhoon “Yolanda” will not significantly affect growth prospects.

Philex adds loan to UK-based unit, extends repayment

AirAsia set to deploy more aircraft to PH operations

PHILEX Mining Corp, which only last month borrowed more money from its Hong Kong-based parent company, will in turn increase a loan earlier granted to a United Kingdom-listed unit.

In a disclosure to the Philippine Stock Exchange, Philex said it is increasing a $15 million loan granted to Forum Energy Plc in 2010 to $18 million. Philex likewise extended the repayment date to November 24, 2016.

“This increase in the facility and the extension of its repayment date will continue to assist in funding Forum [Energy’s] working capital requirements,” Philex said.

Philex Petroleum Corp, where Philex has a 64.79 percent stake, holds 60.49 percent interest in Forum Energy.

Its Philippine subsidiary, Forum Philippines Holdings Ltd, will use the proceeds of the loan for a number of oil and gas exploration and development contracts in the country.

These include the Sampaguita field in the Recto Bank in offshore Palawan. Development of the Sampaguita field has been delayed because of a conflicting territorial claim

by China.

The prospect is estimated to be on a par with the Philippines’ largest natural gas producer, the Malampaya field, which generates roughly a third of the country’s electricity supply.

The credit assistance to Forum Energy comes more than a month after Philex decided to put off a share sale and instead drew down the remaining $30 million of a $150 million credit line extended by Hong Kong-listed First Pacific Co Ltd. Philex had tapped First Pacific’s credit line last year after operations at the Philippine company’s Padcal mine were suspended on account of an accidental spill of waste to nearby Agno River and Balog Creek. The Philippine government has since fined Philex at least P1 billion and has allowed the company to resume operations to complete rehabilitation of the mine.

Philex ended the first nine months of this year with a profit of P1.446 billion, or 29 percent lower than the P2.035 billion in the same period last year. The company blamed the drop on weak metal prices even though production increased following the lifting of the suspension of Padcal’s operations.

SOUTHEAST Asia’s largest budget airline will dispatch some of its aircraft to its Philippine unit.

In a disclosure to Bursa Malaysia, AirAsia Berhad said five aircraft will be redeployed from Malaysia to the Philippines in the fourth quarter, and four more will be transferred from Japan, three of which will go to Indonesia and one to the Philippines.

Globe’s margins to narrow in medium term, Fitch says FITCH Ratings on Thursday has kept the investment grade rating of Globe Telecom.

In a statement, Fitch said it affirmed Globe’s long-term foreign- and local-currency issuer default ratings (IDRs) at ‘BBB-’.

The senior unsecured and national long-term rating were also affirmed at ‘BBB-’ and ‘AAA(PHL)’, respectively.

The outlook remains stable.

F i t c h s a i d G l o b e’s outlook reflects its financial metrics, which will remain commensurate with its current rating level over the next 12 to 18 months, even though margin deterioration is likely to continue.

“We expect to see a gradual margin decline over the medium term. This is due to growing competition with unlimited tariff offerings

and handset subsidies. This trend is unlikely to reverse in a mature wireless industry with penetration rate over 110 percent,” Fitch said.

In addition, Fitch said the structural shift from high-margin traditional voice services to low-margin data service is contributing to margin contraction.

Banks expand real estate lending to P762.5 billion THE Bangko Sentral ng Pilipinas (BSP) reported on November 21 that as of end-June, the big banks’ real estate exposure totalled P900.1 billion, up 6.8 percent from the previous quarter.

BSP data showed the main driver of real estate exposure was real estate loans which accounted for 84.7 percent of total while 15.3 percent was real estate investments. Total real estate loans of P762.5 billion were up 6.6 percent from the first quarter this year.

Property loan borrowers used the funds for acquisition, construction and improvement of housing units. “The exposure of banks to residential real estate loans remains manageable as the bad loans made up only 3.7 percent of total residential real estate loans,” noted the BSP. Investments in real estate securities went up 8.3 percent to P137.7 billion for the first six months with investment in real estate securities accounted for 15.3 percent

the total.

As of end-June, the central bank said the total real estate exposure of universal and commercial banks as well as the smaller capitalized thrift banks accounted for 21.7 percent of the banking system’s P4.2 trillion total loan portfolio.

The BSP’s expanded real estate reporting system for banks on real estate exposure was only started earlier this year. The revision includes lo ans to de velop ers of socialized and low-cost housing, loans to individuals, loans supported by nonrisk collaterals or Home Guarantee C or poration

guarantee, investments in securities to finance real estate activities, as well as exposure by banks’ trust departments to the property sector.

“In line with its financial stability objectives, the BSP is keeping an eye on measuring the whole landscape under the new coverage of bank’s exposure to the real estate industry,” the central bank said in a statement. “The BSP is keen on monitoring the credit conditions that support the heightened activity in property development to prevent potential impairment of intermediation.”

BD O Private Bank, the c o u nt r y ’s o n l y w e a l t h management bank is targeting to increase its asset under management (AUM) to P240 billion by the end of this year and further expand it by more than 15 percent by 2014.

Bank President Josefina N. Tan in a press briefing on November 21 said their clients base has grown to 7,000 and as the only local private bank, they have the advantage over competing offshore banks. While 2013 is a banner year with income expected to net P1.2 billion from P540 million last year, she views the year ahead as more challenging, if not difficult. “It will be tough. Our base is getting bigger and in terms of economy, it’s going to be a difficult year (2014).”

Stella Cabalatungan, senior vice president (SVP) and head of relationship management said the AUM target next year is higher but she’s encouraged by the improving profile of their clients with average funds per customer now at P32 million from P2-P3 million 10 years ago when their AUM was just P7 billion.

“We target customers among the emerging wealthy businesses, entrepreneurs and professionals,” she told reporters on November 21, and they provide services and products for wealth accumulation to wealth preservation to distribution.

The bank’s SVP and head of wealth advisory Raffy Ayuste said in the next months they expect to have more

competition in the private banking business as banks are consolidating resources.

Still, Ayuste said their trust business approach is unique in that they provide estate planning structures covering wealth consolidation and wealth distribution as wills, donations, trust, insurance and corporation. “This unique proposition is a staple for BDO,” he said.

As guidance to its clients, the bank’s SVP and deputy trust officer Joel Mendoza observed that risk asset classes such as stocks and property investments will remain supported and bullish in the next two to three years as investors go for high yields. TANGUB CITY, Misamis Occidental – The Tangub City Historical Commission (TCHC) has ventured to enrich its heritage through a project to trace the “Family: The Root of Culture.”

To facilitate the realization of the project, TCHC conducted a Trainors Training Seminar-Workshop of the Family History Movement, in coordination with the Department of Education, Division of Tangub City, recently.

Knowledgeable experts in the field of History from the Gov. Alfonso D. Tan College (GADTC) have been invited as resource speakers during the seminar, Dr. Victoria V. Gazo, Schools Division Superintendent, said.

Participants to the training included the Alternative Learning (ALS) Coordinators of private/public secondary schools, from

the four schools districts of the division.

The training aimed to equip the participants with knowledge in tracing their family history and conduct echo training in their respective schools/ districts and to submit outputs of their own family history.

Meanwhile, HCTC is leading the celebration of the Tangub City’s Heritage and Culture Week, from Nov. 22-28, this year, highlighted by a revival of songs/ dances and debates in the Visayan dialect, Narcisa A. Naron, TCHC General Commissioner, said.

Now on its 9th year, the celebration focuses on the theme: “Ang Kabilin nga Bulawan, Ugmaron, Ampingan ug Ipadayon (Golden Heritage: To be Developed, Protected and Sustained).

TANGUB CITY, Misamis Occidental – A Green Art Exhibit will open the Heritage and Culture Week (HCW) in Tangub City that will be celebrated from Nov. 22-28, this year.

The exhibit on Nov. 22 will feature entries of the painting contest on the theme: “Indigenous FruitBearing Trees in Tangub City,” participated by pupils and students of the Department of Education, Division of Tangub City (DepEdTangub), Dr. Victoria V. Gazo, Schools Division Superintendent, said.

The contest will have the following number of participants: two (2) from each elementary school for Category A, one (1) each from all secondary schools for Category B and three (3) each from every college in the city.

It’s not possible for husbands and wives to agree on absolutely everything all the time! In fact, disagreements and conflicts can even be healthy, if both the husband and wife are sharing their real feelings or frustrations in a kind, honest way. Then, we really hurt our wife or husband because we don’t share our feelings in a controlled, positive way.

But there are still other times we just need to agree to disagree.

Often the difference between strong, happy marriages and those with serious problems is how the husband and wife are after the argument. If the disagreement ends in forgiving and understanding each other better, then you have a healthy, happy marriage relationship. But in an unhealthy marriage, the husband or wife continues to hurt and stay angry for days, even weeks after the fight…until their next fight. So their marriage problems and conflicts just keep growing bigger and worse instead of being understood and changed.

This is why Jesus Christ taught His followers: “It’s OK sometimes to be angry—but only for the right reasons, not because of your pride or selfishness. But don’t stay angry. Never go to bed angry.” We need to talk with each other until we understand and forgive each other. Jesus knows that if we stay angry, our anger will grow into bitterness even hate. Then we will start each day with yesterday’s anger still in our heart and yesterday’s problem still not solved. So why not ask the One Who created marriage to start fixing your marriage relationship? Just ask Jesus Christ to forgive you and take charge of your heart and relationships.

He’s the One Who can start changing you and your marriage into the honest, loving one that you want.

A salute to LGU Misamis Oriental under Gov. Bambi Emano, and FDC Utilities Inc.’s FDC Misamis Power Corp., under chairman Jonathan Gotianun and president Jesus N. Alcordo for assuring a brighter power outlook for the province and the island of Mindanao with the start of the construction of the 405 megawatt power plant inside the PHIVIDEC area of Villanueva town. Emano and FDC officials stood pat on their avowal that the coal plant will utilize the latest in clean fuel technology adopting the circulating fluidized bed boiler technology consistent with Filinvest’s commitment towards enhanced environmental management.

here is reason for us to be thankful too because FDC is investing P30 billion for the 405-MegaWatt power plant project that utilizes modern technology for clean air using the new circulating fluidized bed (CFB) system.

The coal power plant will utilize some 84 hectares within the Phividec Industrial Estate in Villanueva, Misamis Oriental. spanning the barangays of Balacanas, Tambobong and San Martin of said town.

FDC assured that the first two units of 135MW each will start operating in early 2016 while the other 135MW will be on in 2018.

“We at FDC Misamis, are committed to environmentally sound projects. We call for balanced development — we must continue to care for our environment but not to the detriment of our economic and technological advancement,” stated FDC Misamis President Jesus N. Alcordo.

The FDC project uses “clean coal technology” - a CFB boiler technology which will reduce

emission of sulfur dioxide (SOX) and nitrogen oxide (NOx) to negligible levels.

With the new techn ology ‘dirty coal’ is overcome by the CFB given the CFB’s efficiency in burning coal, and given limestone injection in the furnace. A whiter coal ash is generated which is a useful by-product often utilized for gypsum and cement production. FDC also assured the plant will use electrostatic precipitator which removes 99.9% of total solid particulates or dust. This will be complemented with a 24/7 continuous monitoring system of the coal plant emissions.

In answer to Gov. Emano’s plea for the company to safeguard the people’s health and environment. FDC says its clean coal approach aims for the highest levels of operational efficiency, and environmental compliance thru community-based programs.

FDC Misamis will employ world-class power equipment using internationally-accepted standards to ensure efficient and reliable operation of the plant.

May the project truly serve its noble purpose.

Filipino Values in Action

uper Typhoon Yolanda showed us two types of images.

One featured the massive destruction the storm left behind, the other showed the strength and the resilience of its survivors.

For every house washed away, there was a father gathering scraps to build his family a new home. For every picture of hunger and death, we also saw volunteers and soldiers saving and rebuilding lives.

Traditional and social media also offered inspiring stories that gave us something to smile about even in these trying times.

One such story tells of a young boy in an evacuation center in Tacloban who cared for an even smaller child, who was separated from her family during the typhoon.

Pictures showed how community members - who just lost their homes, loved ones, and livelihood – still have it within themselves to share with strangers whatever little they have. In Eastern Samar, residents reportedly gave tokens to soldiers who came to bring them aid.

Compassion was displayed by Filipinos all over the nation and the world. Some donated money or clothes. Some helped in packing and delivering the goods. Doctors and nurses also trooped to the affected areas to treat patients for free.

We have always been known to be fighters. And once again, in the face of tragedy, we showed what we are made of as a people. We showed the world our time-honored values in action.

This November, we are actually observing “Filipino Values Month,” a celebration which was observed starting the time of former President Fidel V. Ramos to “create moral awakening and national consciousness on human values that are unique, genuine and positively Filipino.”

Filipino Values Month was part of a moral recovery program that aimed to instill and reinforce values and ideals that are pro-God, pro-people, pro-country, and pro-nature. The goal was to mobilize all Filipinos to help in nation-building through use of these values in our day-to-day lives.

Some of the values Filipinos are known for are love and fear of God, patriotism, respect for elder, close family ties, hospitality, generosity, and strong regard for honor and dignity.

These values and other Filipino traits have allowed us

to weather many storms and we can also use these to move O ut forward from Yolanda.

By Ignacio Bunye The generosity and hospitality of people will enable our affected countrymen to start anew. This can be done through lending or giving of money to be used to build shelters and start livelihoods.

Help can also be done through supporting children’s education or providing jobs to their parents.

The Bangko Sentral ng Pilipinas, for its part, gave regulatory relief to all types of banks in affected areas. The banking community very generously donated cash and in kind to ravaged areas.

Frugality or thriftiness – a value commonly associated with our kababayans in the North – is also needed at this time. There should be discipline in spending money, with the needs prioritized over the wants of the family or individual.

Other Filipino values that are very relevant now are patience and hard work. All over the world, we are known for our skillful and reliable workers, who always do their best in every task given to them.

Another value that comes to mind is resourcefulness or being “maparaan.” Pinoys are known for being able to make most with what they have and what they can get from their surroundings, just like the fishermen of Tanauan, Leyte. After losing their boats, they have turned salvaged refrigerators into sea vessels so that they can immediately return to fishing.

Over and over, we have shown the world how to deal with challenges head on, by living out the values we learned from our parents and their parents. These Filipino values should be practiced not only in times of disaster or trouble.

These values should be part of our way of life, and be seen, yes, beyond November.

Finding Meaning and Beauty

e are now in the eye of tragedy and misery, and though we are overwhelmed by the ugliness and pain of it all, deep in our heart an impulse can still be felt asking what is the meaning and beauty of all this.

There must be some meaning to all this. There must be some beauty, because our heart always longs for it no matter what. And even if such question is at the moment ignored or, like a can, is kicked farther, it lingers and visits us at some unexpected moments.

As we take some break from our hands-on interventions that our present predicament demands, we need to find a way to grapple with this question properly. We need to go to our core beliefs to get some answers.

To those who have the Christian faith, we know that the Word of God is what gives us the complete picture. It is the eternal word that sheds light far beyond the limitations of space and time, and the confusing play of the different aspects of our life-our genetics, our personal, professional, social, economic, political conditions, etc.

Christ himself said, “Heaven and earth shall pass away, but my words shall not pass away.” (Mt 24,35) In short, God’s word enables us to enter the eternal scope of our life, including the mysteries that we just cannot handle.

These are words worth relishing these days because they show us where to go to find meaning and beauty in this whole mess we are in now. Let’s see if we can find time to go back to the Gospel and take up God’s word again.

We have to be wary when we confine ourselves to some human knowledge and wisdom alone, made up at best by our sciences and technologies, and usually colored by our personal and collective experiences, our feelings and estimations of things. No matter how brilliant, they can only cover so much.

We have to be wary when we just go about our usual mundane activities without considering the sacred, spiritual and supernatural realities of our life. This is our usual predicament which we have to learn how to correct.

Remember Christ saying at one time, “As it was in the days of Noah, so it will be in the days of the Son of Man. They were eating and drinking, marrying and giving in marriage up to the day that Noah entered the ark, and the flood came and destroyed them all.” (Lk 17,26) We need to listen to God, to his word that, being living and eternal, never fades away nor becomes obsolete and

irrelevant.

A lot!

First, that while in the Old Testament, f looding and burning were ordered as punitive measures against people who have gone openly against God and perverse, in the New Testament, what we know is that Christ himself took on all the suffering of men and converted it into our way of our own salvation.

All this is encapsulated in Christ’s passion, death and resurrection, and perpetuated so that the historical event can be made actual all throughout time in the sacraments, especially the Holy Eucharist.

That is why now, suffering and pain, in whatever form they come, be it through sickness or misunderstanding, tragedies and finally, death, is not just pure suffering and pain to be experienced by each one of us alone.

It can be an experience we can have with Christ who converts a purely negative and destructive event into something positive, constructive and salvific. We should not miss this very important meaning and beauty of suffering.

Our concept of beauty should not just be confined in the context of a Miss Universe or Miss World title. It should include the harsh realities of our life that are now assumed

by Christ and converted into something good for us.

We have to make some adjustments in the way we think and behave. Let’s take Christ’s words seriously, like having to love our enemies, learning how to see Christ in everyone, especially the poor, the weak, the sinners.

Remember Christ saying, “Amen I say to you, as long as you did it to one of these least brethren, you did it to me.” (Mt 25,40) And, “If any man will come after me, let him deny himself, and take up his cross, and follow me.”

(Mt 16,24) May we manage to find true meaning and beauty in the disasters we are having now amid the unavoidable suffering!

AirAsia Zest has launched new flights from Manila to Miri and Macau, from Cebu to Kuala Lumpur, and from Kalibo to Shanghai.

Three new domestic routes -- from Cebu to Cagayan de Oro, Davao and Puerto Princesa -- will also be launched.

AirAsia Zest operates a fleet of 13 ser ving nine domestic and four international routes from the Ninoy Aquino International Airport (NAIA).

AirAsia Berhad said the company remains positive on the prospects of its Philippine operation this

quarter despite the net loss in the third quarter.

In the third quarter, AirAsia Inc incurred a net loss of 21.4 million Malaysian r i ng g it ( approx i m ate ly P153.12 million) from last year’s 25.6 million ringgit (P184.03 million).

The SRPI is targeting the coal-fired power plant to be operational by the year 2016.

The plant will be constructed in a 30-hectare property of the Zamboanga Economic Zone and Freeport Authority in Sitio San Ramon, Barangay Talisayan, 26 kilometers west of this city.

“Gustuhin man namin mag-umpisa na kaagad ang construction, we cannot do that without the ERC approval.

Marami pang milestones na kailangan natin ma-attain starting with the ERC approval, we will have to get the financial clause with the lenders, and we will issue notice to proceed to our contractors,” Donato said.

Originally, Donato said they targeted to start the construction of the power plant by the month of October this year.

“That was the expectation when we first had the public hearing with the ERC on the power sales agreement last May 15,” he added.

He said the processing in the ERC was not yet finished although they had their latest hearing last November 15.

This, as the Commission has required the interveners to submit their position papers.

He said the interveners were not able to attend the last two hearings scheduled by the ERC and “these were some of the unexpected delay.”

Meanwhile, he they will look for ways to ensure the power plant will be operational by 2016 as what they have earlier committed.

“Ang kailangan gawin is to look for ways on how to catch up (the schedule). Yung commitment ng SRPI to start supplying power to Zamcelco is in 2016 and we intend to fulfill that,” he said.

The 100-MW coal-fired power plant that SRPI will build will use the modern technology called circulating fluidized bed combustion.
