Russian, Indian delegates DELEGATIONS FROM Russia and India are expected to arrive in Davao City Wednesday to explore potential investment and business-to-business deals, according to Davao City Chamber of Commerce and Industry President Arturo M. Milan.

A group from 57 executives from Malaysia, representing 38 companies, also arrived on Tuesday in a visit organized by the Malaysian External Trade Development Corp.

On the Russian delegation, Mr. Milan said in a text message, “They want to forge regional cooperation in agriculture, health care and science.” The group from India, meanwhile, “wants to network with the ICT industry,” he said.

‘Peace economy’ DAVAO City -- Mayor Sara Z. Duterte is set to lead the launching of the "Peace Economy" initiative on November 20 in the farflung Paquibato district, to stimulate economic development based on the sharing of resources.

Local BARMM marks 30th anniversary of UN children’s rights convention

OTABATO City – The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) on Wednesday expressed commitment to focus on children’s issues as it joined to commemorate the 30th anniversary of the Convention on the Rights of the Child (CRC), the most recognized human rights treaty in the world.

declaration of advocating for better education, an end to poverty and hunger, lasting peace, more parenting programs and increased participation in finding solutions to issues that affect them.

United Nations (UN) data indicate that Bangsamoro children are among the poorest in the country and are left behind under all major indicators of development, such as the region having the highest child poverty rate at is highest at 63.percent, which is twice as high as the national average at 31

percent.

The same data showed that 1.6 million out of 2.5 million children in BARMM are living below the poverty line, with an estimated 60,000 children are not in school, and only one in five children from those enrolled complete elementary education.

Every year, some 400,000 adolescents in the region do not attend school due to poverty.

Around 300,000 children below the age of 5 or one in two children are also chronically malnourished and stunted,

compared to one in three children stunted nationwide.

Due to lack of access to basic child medical care, less than 30 percent of infants are only fully vaccinated for immunization, with 70 percent of children deprived of having access to ample hygiene due to lack of toilets at home and over 30 percent of schools as having no toilets at all.

“Almost 30 years after the Philippines ratified the CRC, far too many children are still left behind, particularly in BARMM,” said Karin Hulshof, UNICEF regional director for East Asia and Pacific.

UNICEF stands for United Nations Children's Fund, formerly called the United Nations International Children's

Emergency Fund, an agency that administers programs to aid education and child and maternal health in developing countries.

“The CRC, in its 30th year, is about building on the gains to address the

unfinished business. It is about reinvigorating the efforts to end disparities and deprivations children continue to suffer,” Hulshof added.

Bukidnon town extends class suspension as quake safety measure

ILIGAN City -- The local government of Kadingilan town in Bukidnon has extended the suspension of classes until November 22 in all levels in public and private schools following the recommendation of its local disaster risk reduction and

management council.

Municipal Disaster Risk Reduction and Management Officer Sheen Therese Romo said Wednesday the extension was prompted by the series of aftershocks after the magnitude 5.9 quake that jolted Bukidnon and other parts of Mindanao Monday night.

Romo said the number of families has ballooned to 317 as they continue with the assessment.

"The houses of these evacuees were either partially or totally damaged. Families have continued staying in tents outside their partially destroyed houses due to fear of the series of aftershocks," she said.

Del Monte unit starts selling US facilities DEL MONTE Pacific Ltd. said its US subsidiary is improving its capacity utilization, as it has sold or in the process of selling assets of four US-based production facilities.

The listed canned fruit manufacturer told the stock exchange yesterday US subsidiary Del Monte Foods, Inc. (DMFI) sold and transferred its Cambria, Wisconsin operations to Seneca Foods Corp. on Nov. 1.

It also disposed of equipment at its Crystal City, Texas facility and is looking at selling the remaining assets of the factory.

For its facilities in Sleepy Eye, Minnesota and Mendota, Illinois, DMFI already signed a sale agreement and is targeting to complete the deal by the fourth quarter of its fiscal year, or within February to April next year.

“Production at rationalized facilities is being transitioned to other DMFI production facilities in the United States as well as to strategic copackers. These divestitures will enable DMFI to significantly improve capacity utilization at the remaining plants in its

production network,” it said.

Del Monte Pacific announced in August it is divesting these facilities as a way to reduce costs.

Through the initiative, the company said it expects its EBITDA (earnings before interest, tax, depreciation and amortization) margins to increase by about 225-275 basis points (about $50–60 million) over the next two years.

DMFI said it is now ontrack to exceed its EBITDA targets for the full-year ending April 2020.

Savings from its cost cutting efforts will be used to expand the company’s brands as it said it wants to ride on the current consumer appetite for “convenient, healthy and tasty plant-based foods.”

Aside from operational changes, Del Monte Pacific said it is currently exploring refinancing the approximately $1.4 billion loan of DMFI. This includes a $442.5-million asset-based loan facility, a $670-million first lien term loan and a $260-million second lien term loan, which are due to expire on Nov. 2020, SELLING/PAGE 9

NGCP plans to invest up to P463 billion in next 10 years

RIVATELY owned National Grid Corporation of the Philippines (NGCP) targets to invest up to P463 billion in the next 10 years to improve the country’s power transmission backbone, it said on Wednesday to mark the 10th year of its franchise.

“Our projects, which will be worth P188 billion by end of 2019, and those in the pipeline, are

meticulously planned by our engineers and updated year after year with careful consideration for the needs of every single area in the country,” the company said in a statement.

It said the projects in the pipeline, which include alternative transmission corridors and the development of resiliency policies for power transmission facilities, are detailed in its transmission development plan.

NGCP, which holds a 50-year franchise that started in 2009, said it is on-track to complete the Mindanao-Visayas interconnection project (MVIP), which is considered as the largest energy infrastructure in the history of the country.

It previously placed its investment in the project at P52 billion.

“We are dedicated to completing the MVIP by December 2020 not only

because we committed this, but also because interconnection among the three main grids is long overdue,” it said.

“The interconnection of Visayas and Mindanao was first proposed by government in 1984; but it was private entity NGCP which brought the government’s decades old plan from the feasibility stage to the implementation and NGCP/PAGE 9

Vista Land, Mitsubishi Estate form joint venture VISTA Land & Lifescapes, Inc. (VLL) has teamed with Japanese real estate developer Mitsubishi Estate Co., Ltd (MEC) to develop a mixed-use, high-rise condominium along Taft Avenue, Manila.

The partnership is being formed through a 60:40 joint venture company between VLL’s vertical development arm Vista Residences, Inc. (VRI) and MEC’s subsidiary Mitsubishi Estate Residence Co., Ltd. (MER).

VLL President and Chief Executive Officer Manuel Paolo Villar said “This joint venture is a testament to

the increasing trust and confidence of customers and investors alike in Vista.

It highlights our growing profile not just with buyers but also with existing and potential partners, both here and abroad.”

This will be the MEC Group’s first residential development project in the Philippines.

This joint venture is an opportunity for both companies to combine their architectural, engineering, and technological expertise for a project that will address the rising demand of the student population in Taft.

The condominium offers over 1,000 residential units spanning 32 stories, plus seven floors of parking spaces and one ground floor featuring various commercial establishments.

During the fight, Tyson got so angry he actually bit off a part of Holyfield’s ear! Most of us know that it takes a much stronger man to control his own anger than to let it control him.

Many homes are not happy because the husband and wife haven’t learned to control their anger and fight by the rules. Of course, I don’t mean fist fighting, but rather arguing with words. There are 5 simple guidelines for fighting that would make a big difference in many marriages and homes.

The 1st one is smart timing. If you are still angry, then it’s usually better to wait until both of you are in a better mood. “Take time out before you take it out on each other!” As one lady who‘d been married over 35 years said: “I’ve learned never to tell my husband bad news on an empty stomach!”

Let them tell you how they feel. If we don’t let others express their anger in a healthy way, then it will continue to build up until we finally blow up! Remember, our feelings are not right or wrong, but they’re still real; so we need to allow each other the freedom to say how we feel.

Numb er 3: Know exactly why you’re angry.

Sometimes the thing that started us feeling so angry was only a small even silly thing. But behind it is the FIGHTER/PAGE 11

and in its vicinity have been escalating, including damage to a number of laboratories on campus with the dangerous chemicals inside being taken away.

All classes have been forced to be suspended and all operations on the campus have been halted.

The University is gravely concerned that the spiralling radical illicit activities will cause not only a tremendous safety threat on campus, but also class suspension over an indefinite period of time.

Once again, we plead with all people on campus, including students and staff members, to leave immediately.

We understand that our students are very concerned about the current social

issues. However, in striving for one’s goal, one must always act with calmness and rationality.

Using violence or other radical means will not resolve problems, and instead it will cause a breach of the peace in our society, as well as traffic disruption. PolyU is the second home for our students, teachers and alumni, who have put painstaking efforts into building it up with the generous support from the community over the past eight decades.

We are all heart-broken and in deep distress to witness the severe devastation of this home. We believe that most of the alumni, staff and students of the PolyU, as well as their relatives and friends, are deeply saddened to see

the campus and the nearby areas completely wrecked, the traffic disrupted, and the University indefinitely closed.

They are concerned about the safety on the campus, and they do not want to see the campus being destroyed further. We sincerely urge our students to stand together with us in cherishing and guarding themselves as well as this campus that we call home.

We appeal again for all to stay calm and rational and say “No” to violence.

PROF. ENRIQUE SORIANO Working over the holidays is a fact of life for most entrepreneurs and their active family members. And with that reality comes the stress of business and family vying for your attention. What can you do to find a happy balance at holiday time? As a business leader how do you manage emotions as a result of so many factors.

Emotions cannot b e avoided and can aggravate conflict in the family and business. I am also aware just how much of a burden

entrepreneurship can take on the active family members.

Understandably, December is a time when many family businesses begin closing the annual books - and family members who had all year to dream about hefty dividends often get disappointed when they realized to their dismay the numbers do not add up.

Dividend Sharing can be a Major Source of Conflict Stress due to expectations of a bigger dividend share and discovering that the value is smaller can easily be a source of tension. Especially when you worked so hard and the sharing is equal among working family members.

In my coaching work all over Asia, I have learned over many years of advising family owned enterprises that there are several effective strategies you can use to take the pressure off and I’m happy to share them below to serve as a guide for every

family member wishing that the holiday season can be a wonderful occasion to finally bring peace and unity within the family.

No. 1 Family Unity above Self For starters, every family member must look at the big picture and be reminded that family unity must be the overarching value over ANYTHING! Those who feel aggrieved must never forget that whatever hurts they are going through must give way to a mindset that espouses stewardship and a vision of a happy, secure future for all family members.

No. 2 Create a Growth Vision to Inspire the Next Gen The key is if you want your family to understand stewardship and unity, you have to have some open, honest discussions about the future. I am in Singapore

now and a couple of families from other countries flew here to meet me precisely to reinforce the importance of family unity and vision.

When there is family unity, harmony follows. When there is a powerful vision, growth naturally follows.

On top of a governance compass that we crafted two years ago, we also created a succession process on how to transition the successful business to the next generation set of leaders comprising five adult children.

No. 3 There is No Success without Succession Succession can be a complex event but when there is ample time to prepare, the transition and wealth transfer phase can be a wonderful and joyous event for the family.

The importance of ejaculatory prayers We need to be more familiar with what are known as ejaculator y prayers, otherwise known also as aspirations. They are short prayers that spring rather quite spontaneously from the heart that is going through the different situations in life—happy, sad, tense, tired, excited, bored, etc. They reflect one’s relation with God and are inspired by faith, hope and charity.

To m e , e j a c u l a t o r y prayers are very helpful in quickly and easily putting ourselves in God’s presence, especially when we immerse ourselves deeply in the things of the world as we ought.

T h e y h e lp u s re l at e ourselves and everything that happens to us to God, again as we ought. They help us in keeping a spiritual and supernatural outlook as we go through the different events of the day. In short, they help in keeping us spiritually alive, and not just alive in the body and

to the world.

They help us see things better in the sense that we just would not see them with our senses and our human understanding alone, but also and more importantly with our faith, which is what is ideal and proper to us.

They somehow put us in an intimate relation with our Father God. With them we will never feel alone nor distant from God. My personal experience with ejaculatory prayers shows that they are very helpful even in making me calm and rested even in the middle of a tense situation for the mind or for the body.

They help in making me breathe more deeply and thus give some relief.

Also, not to forget is that they are very helpful in protecting and defending us from temptations and sin.

They make the spiritual combat and ascetical struggle, so unavoidable in life, more manageable.

They also help in

preparing us for the more serious forms in our relationship with God as when we have to do our pr aye rs , ou r s a c r i f i c e s and our recourse to the sacraments.

We should all do our best to make it a habit to say ejaculatory prayers often during the day. Any short and earnest expression of our faith and piety will do.

And also in this regard, the many vocal prayers that are already available can be very useful.

The “Our Father’s,” “Hail Mary’s” and “Glory be’s” are truly helpful.

We do not have to invent more prayers to be used as ejaculatory prayers. We may just even say, “Lord, I love you, I believe in you, I trust you,” or words to that effect. There are also many other prayers addressed to Our Lady, to St. Joseph, to St. Michael, and to other saints that can be used.

The important thing is that they are said with

Banking&Finance Bangko Sentral readies new reforms for 2020 FRIDAY|NOVEMBER 22, 2019

HE Bangko Sentral ng Pilipinas (BSP) is set to implement two new regulations targeted to further protect banks’ operational risks by 2020.

In her speech during the Chamber of Thrift Banks (CTB) membership meeting in Makati City Tuesday, BSP Deputy Governor Chuchi Fonacier said they are scheduled to implement by June next year the supervisory assessment framework or SAFr in lieu of the CAMELS rating.

CAMELS is an international rating system that checks on banks’ capital adequacy, management capability, earnings, liquidity, and sensitivity.

Fonacier said SAFr will have a four-point rating on banks’ overall health, with 4 as the highest and 1 as the lowest, unlike CAMELS’ 5 ratings.

“It features an assessment that

is business model-centric that will shape the BSP’s supervisory intervention and influence, the frequency of examination,” she said.

Fonacier said they have conducted a parallel run with a major bank for SAFr implementation, but the results of the comparison with CAMELS are still being finalized.

She explained SAFr is forwardlooking assessment while CAMELS’ is historical thus, there are some developments after the assessment period that are not incorporated visà-vis the bank’s ratings.

In an interview by journalists after the event, Fonacier said banks should be able to properly assess the risks and prepare for these because this is part of risk management.

“This is reputation risk management, meaning they should be very conscious of what are the potential threats to the reputation of the bank,” she said.

Fonacier further said SAFr is a holistic assessment of a bank’s overall health since it also checks on the various kinds of risks that banks face.

Under this system, which has yet to be approved by the Monetary Board (MB), an assessment will be made every two years, unlike CAMELS that is done annually.

The BSP is set to implement in the second quarter next year the risk-based pricing framework that will weigh “risks associated with lending and financing are adequately compensated.”

“Borrowers with lower risk profile should be charged with lower interest rates and vice versa,” she said.

BSP targets 30% in value of e-payments by 2020 THE Bangko Sentral ng Pilipinas (BSP) adjusted the target for electronic payments (e-payments) in the country, with value of transactions now aimed to account for 30 percent of the total by 2020 from previous goal of 20 percent, including volume of transactions.

In a briefing Wednesday, BSP Governor Benjamin Diokno said the target to increase e-payments needs to take into account the number of the unbanked Filipinos, as well as the internet connection speed.

Diokno said he has seen the result of a new study on e-payments in the country that it is why he places the latest value of e-payment transactions to be around about 20 percent of the total.

Among the factors for the revised target for the value of e-payments include the increase in the number of government offices that will accept

payments for fees and other services through digital means, as well as better coordination between the central bank and its stakeholders.

Diokno said the aim is to enable all government offices to have a digital payment transaction option by 2023 to increase e-payment transactions.

This, he said, will result to cash-lite payment environment in the country.

“We need a faster internet system but with the third telco (telecommunications) player, the broadband capacity will quadruple in a few months so I’m confident that by 2023, we’ll all work together, so we’ll have 100 percent (digitalenabled transactions in government offices).

That’s a promise,” he added.

In an interview after the briefing, BSP Financial Technology Sub-sector managing

director Vicente de Villa III said the previous target, which was based on the result of an earlier study by Better Than Cash Alliance (BTCA), did not have specific aim for the value of e-payments.

“We’re just improving the study to include the peso value but the volume is still there,” he said.

“The more transactions would be the count but if the volume along with the value is increasing, (it indicates) more confidence and trust,” he added.

The first government agency tapped to pilot the EGov Pay facility is the Bureau of Internal Revenue (BIR), which started to use the system last August for tax payments.

Payments were coursed through Land Bank of the Philippines’ (Landbank) Link.Biz portal.

During the launch of the EGov Pay in a ceremony at the BSP Manila on Wednesday,

it was announced the Department of Trade and Industry (DTI), the Philippine National Police (PNP), and the cities of General Santos, Manila, Valenzuela, San Pedro , Quezon City, the LGU of Baler in Quezon will also be part of the system.

Meanwhile, the BSP and several payments industry players also launched on Wednesday a program called QR Ph, which is eyed not only to increase e-payments, but also to secure payment transactions.

Diokno said the use of QR (Quick Response) Code is targeted to primarily help the micromerchants who transact in small amount compared to other businesses.

“We hope that through the help of our industry players, we can not only achieve our goal of a cash-lite economy but also enable more Filipinos to reap the benefits of a growing economy,” he added. (PNA)

BPI targets 20% growth in sustainable loans in 2020 THE Bank of the Philippine Islands (BPI) is targeting a 20% growth in its sustainable loan portfolio by next year.

On the sidelines of a company event on Friday evening, BPI President and CEO Cezar P. Consing said the bank is looking to grow its sustainable loan book, which currently accounts for 10% of the total loan portfolio.

“What we’re trying is to improve our ratio…

is sustainable and our renewable to nonrenewable (ratio) is 50-50%, more or less.

That 10% has to grow and the 50-50 has to overtime swing in favor of renewables but this takes time,” Mr. Consing told reporters.

BPI Head of Corporate Credit Junie Veloso said that the Ayala-led bank is targeting to increase its P130-billion sustainable financing portfolio by 20% next year.

“For the renewable energy and sustainable portfolio, it’s P100-P150 billion. Our target is to grow that by 20% next year. This is a long-term vision. Moving forward, we want to become more sustainable by pushing for sustainable financing,” Mr. Veloso said on the sidelines of the bank’s Sustainable Development Finance launch on Friday.

The bank’s Sustainable Energy Finance (SEF) portfolio has cumulative

availed loans of over P130 billion as of June, majority of which or 63% are classified as renewable energy, while the remaining fall under energy efficiency (21%) and climate resilience (16%), according to Jo Ann B. UENDOLYN B. Almonte of Misamis Occidental National High School was the grand winner of the 1st PhilHealth National Quiz Bee regional level and will represent Northern Mindanao or Region 10 in the national finals next year in the stateoperated universal health care provider’s 25th anniversary on February 14, 2020 held in Manila.

But before the national finals, a qualifying round to all Mindanao regional winners from Regions 9,10,11,12,Caraga and BARMM will be held on December 6 this year in Davao City.

Second placer in the competition that was held last November 19 at Mallberry Business Suites in Cagayan de Oro City was Glen Glieza T. Fuentecilla of Lanao del Norte

Comprehensive High School while the third place went to Missy M. Abad of Iligan City National High School.

The contest is divided into four levels – the division, regional, area and national levels.

Prizes include P5,000 for the regional champion, P10,000 for the area level champion and P100,000 for the national champion with a computer package of schools they represented.

PhilHealth National Quiz Bee will be one of the main activities during the 25th PhilHealth anniversary celebration next year.

Xavier Ateneo Chemistry prof ranks second in inter-regional research paper presentation tilt Xavier University Ateneo de Cagayan Chemistry professor Dr Dorothy CaminosPeruelo won second place in the interregional competition for oral research paper presentation (professional category) during the 13th Philippine National Health-Related Research System’s (PNHRS) Week celebration held recently in Cagayan de Oro City.

Her winning paper was titled “Preparation, Characterization of Chitosan bamboo charcoal/ poly(methacrylate) Composite Beads for the Capture of Creatinine.”

This research involves the preparation and elucidation of the chemical properties of composite beads for future biomedical applications. The beads can be used as a column adsorbent in a kidneyassist device like in blood dialysis to remove blood toxins.

Caminos-Peruelo represented not just Xavier Ateneo’s Department of Chemistry, but also the

Northern Mindanao Consortium for Health Research and Development in the said tilt.

Other presenters were from the University of the Philippines Manila (NCR), Western University Philippines (Region 4B), Baguio General Hospital and Medical Center (CAR), Bicol University (Region V), and University of the Immaculate Conception (Region XI).

The Department of Science and Technology Region 10 invited CaminosPeruelo to attend the closing and awarding ceremonies of the 2019 Regional Science and Technology Week (RSTW) last November 13 in Valencia City, Bukidnon.

S IT strives to become the strongest power grid in Southeast Asia, the National Grid Corporation of the Philippines (NGCP) has so far invested P151 billion in the Philippines’s aging transmission system. A total of 5,626 transmission structures, 2,472 circuitkilometers of transmission lines, 18 new substations, 63 upgraded substations, and an additional 15,634 MVA of transformer capacity has been installed in the past 10 years.

Being the country’s sole transmission service provider, NGCP lays the highways where reliable and sustainable power flows from generating plants to distribution utilities, industries, businesses, and households. Tasked with operating, maintaining, and expanding the power grid, NGCP is dedicated to improving the country’s transmission network.

Better power transmission for the nation The company completed 109 projects which include the Lumban-Bay 230kV Transmission Line Project which provided maximum dispatch of power plants from South Luzon to the Load Center; San Esteban – Laoag 230kV Transmission Line Project which accommodated

the renewal energy power plants in Northern Luzon; Luzon Voltage Improvement Projects which provided additional MegaVolt Ampere Reactive (MVAR) capacity to improve power quality; Bataan Grid Reinforcement Project which accommodated a 600MW Coal Power Plant in Bataan; Santiago-Tuguegarao 230kV Transmission line project, ensuring a more reliable and better quality of power transmission services for power consumers in Isabela, Cagayan, Kalinga, Apayao; and the Typhoon Nina Rehabilitation Project which upgraded the wind rating of transmission towers in Bicol region to withstand super typhoon winds of up to 300 kph.

In Mindanao, the company completed, among others, the Balo-i-Villanueva (Kirahon)Maramag-Bunawan 230kV Transmission Line, the first 230kV transmission line in the region that connects the northern and southern Mindanao; the Aurora-Polanco 138kV Transmission Line which improved the reliability and power quality in Zamboanga del Norte; the MatanaoCulaman (Malita) 230kV Line which accommodated a new generating capacity in the Davao Occidental; the General Santos-Tacurong

138kV Transmission Line which catered the load growth and provided reliable transmission facility in SOCCSKSARGEN region; the Matanao-General Santos 138kV Line which provided N-1 to the existing line; and various substations such as Toril Substation and Opol Substation.

For the Visayas, NGCP energized the submarine portion of the Cebu-NegrosPanay 230kV Backbone Stage 1 which provided an additional transfer capacity between Negros and Panay; the Ormoc-Babatngon 138kV Transmission Line, reinforcing power transmission delivery in the Leyte and Samar provinces; the Southern Panay 138kV Backbone which addressed the load growth in the Panay area; the CalongCalong-Toledo-Colon-Cebu 138kV Transmission Line, constructed to provide N-1 provision to the existing 138kV transmission corridor in Cebu; and the Bohol 138kV Backbone Line which provided a more stable and reliable transmission network in Bohol.

An estimated total investment worth P463 billion is programmed for the next ten years.

Mindanao-Visayas Interconnection NGCP is on-track to complete the MindanaoVisayas Interconnection Project (MVIP), considered as the largest energy infrastructure in the history of the country.

“We are dedicated to completing the MVIP by December 2020 not only because we committed this, but also because interconnection among the three main grids is long overdue. The interconnection of Visayas and Mindanao was first proposed by government in 1984; but it was private entity NGCP which brought the government’s decades old plan from the feasibility stage to the implementation and completion stage,” stated NGCP. “Our projects, which will be worth PhP188 billion by end of 2019, and those in the pipeline, are meticulously planned by our engineers and updated year after year with careful consideration for the needs of every single area in the country,” NGCP noted.

Mendoza together with Ac t i n g Vi c e - G ov e r n o r Shirlyn Macasarte-Villanueva officially handed the key of responsibility to the Bangsamoro officials led by Ebrahim, concurrent chair of the Moro Islamic Liberation Front (MILF).

The 63 barangays were part of the towns of Aleosan, Carmen, Kabacan, Midsayap, Pikit and Pigcawayan. Four other barangays voted no to inclusion in the Bangsamoro region.

The Provincial Board of North C otabato last month passed Resolution 838 informing Ebrahim that the Provincial Government is “ready to turn over the 63 BARMM barangays in C ot ab ato province” on November 20, 2019.

“Reunited” Minister Naguib Sinarimbo of the Interior and Local Government said the 63 barangays will be constituted into a special geographic area under an administrator and will continue to receive Internal Revenue Allotment (IRA).

In his speech, Sinarimbo said the handover does not mean a separation but instead a reunification from the former Cotabato empire.

The Cotabato Empire, established in 1914 was dissolved in 1973 through Presidential Decree 341 issued by then President Ferdinand Marcos, who, using his martial law powers, divided it into the provinces of Maguindanao, North Cotabato and Sultan Kudarat.

Earlier in 1966, several towns of the Cotabato province were carved out to constitute South Cotabato. In 1992, several towns were carved out of South Cotabato to form Sarangani province.

“This an opportunity not just to connect with the new

Bangsamoro region but more importantly to see yourself as a connector to your neighbors in North Cotabato. This is the very reason why during the recent earthquake in North Cotabato we did not have second thoughts to immediately (deploy) our rescue team there,” Sinarimbo told said.

Mendoza ssaid they are “honored to be part of this history, to partake with you our common struggle for everlasting peace. This event is a continuing reminder of our unified cooperation and love for Mindanao.”

Ebrahim warmly welcomed the 63 barangays, addressing their mayors and barangay chairs who were present.

He thanked them for the unwavering support and trust.

Cotabato City, which also voted yes to inclusion in the Bangsamoro region, has yet to be turned over.

Based on the plebiscite results, BARMM comprises five provinces (Basilan, Sulu, Tawi-tawi, Lanao del Sur and Maguinanao), three cities (Marawi, Lamitan and Cotabato) and the 63 villages in six North Cotabato towns.

It is also committed to finish the Visayas voltage improvement project to boost the power quality in the area.

In Mindanao, it is targeting to complete the 230-kV backbone project that will upgrade the southern region’s transmission capacity and secure the reliability of power transmission services in the area. It is also upgrading the island’s substation to increase the capacity and improve power quality. The 138-kV Kabacan substation project is expected to help in ensuring power reliability in south western Mindanao.

T h e i ns p e c t i on w a s commissioned by the city government after CA Mindanao Executive Justice Edgardo Camello himself wrote City Hall and reported that there were cracks found in the four levels of the building that the apellate court is occupying.

After the inspection was done Wednesday noon, Ucab conferred with the OBO inspectors.

Emerging from the meeting, Ucab reported that OBO had discovered only "hairline" cracks that could be rectified immediately.

The OBO inspectors refused to remark as they had yet to submit their report to city building official Engr. Isidro Obligado.

Yet the damage has already been done to the YMCA Cagayan de Oro institution, according to Ucab, due to Camello's November 13 letter to Chief Justice Diosdado Peralta himself recommending for a stop of all judicial proceedings in the premises and allowing only a skeletal team to report for work.

"I believe they are making a big fuss about this because their lease has almost expired and they want to transfer to another place. The quakes gave them the excuse. But they should not have used it at the expense of our reputation," Ucab said.

YMCA Building started operating in 2000. The Court of Appeals began using it starting in 2004 and ultimately became its largest tenant, occupying four levels of the building for its Mindanao station which oversees jurisdiction in four judicial regions.

According to Ucab, CA rents the property on a yearly basis which means the 2019 lease will end this month.

Inc., embarked on a medical mission for its host community in Pampanga. Around 85 residents of Brgy. San Isidro, San Simon, Pampanga underwent free medical and dental consultations, as well as received medicines with a total worth of Php 200,000.

"It's a win-win situation.

We can always do it on our own but it's a lot better with the support of Aboitiz.
