Briefly Japan market JAPAN has been identified as a potential market for tea and buckwheat produced in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Development Bank of the Philippines (DBP) President Emmanuel G. Herbosa said.

In an interview last week, Mr. Herbosa said that once the Office of the Presidential Adviser on the Peace Process (OPAPP) “stabilizes” the situation, BARMM farmers and rebel returnees will be taught to plant export-ready crops through farming organizations.

Japanese investors are “working out the arrangements” and are currently conducting pilot projects to share technology for growing buckwheat and tea, he said.

HE wave of recent quakes that hit Mindanao has also sent shockwaves among the local business community in key cities on the island.

The Cagayan de Oro Chamber of Commerce and Industry Foundation (Oro Chamber), the largest business group in Northern Mindanao, yesterday sounded alarm bells that the successive quakes may cause economic repercussions.

Oro Chamber president Irene Floro recently issued a letter dated

November 15, 2019 strongly urging its more than 400 members to check the premises of their individual establishments on their own for structural sturdiness.

Workers in BARMM to benefit from new wage hike M

ARAWI CITY, Lanao del Sur --Minimum wage earners in the Bangsamoro Autonomous Region in Muslim Mindanao will receive higher pay following the Bangsamoro Tripartite Wages and Productivity Board’s (BTWPB) approval of Wage Order No. BARMM-01 on November 13, 2019.

Meanwhile, for Cotabato City and the 63 barangays in North Cotabato, those in the non-agriculture sector shall receive fourteen pesos (P14.00) wage increase per day, while the agriculture sector shall receive ten pesos (P10.00) wage increase per day.

Going through hot water Think a minute…“A tea bag isn’t worth much until it’s been through some hot water.” There’s a saying in boxing: “Everybody’s got a plan—until they’ve been hit!” Sooner or later, life is going to hit and knock you down. Whether you get back up or not is your choice.

Almost all people’s successes are built on their former failures. A very successful man was asked if he had ever failed. He answered: “Only in life.” The fact is, even after we’ve been knocked down we can still use our past mistakes and failures to build a bridge to our success.

You know that you’re the only one who can kill your dream by quitting.

Remember that just falling in the water is not what drowns you; it’s staying down there that does. Just like kites fly high because the wind pushes against them, so problems that oppose you can actually help you succeed, if you choose to believe and use them that way.

Let’s look at the impact Revenue should have on Sales. Our goal is to maximise profitability but to do that we need to have the buy-in from all departments and Sales are often seen as the revenue generating department, but are they concentrating on the right revenue?

and being very focused on delivering great business, but too often, Sales people just don’t understand what is actually ‘great business’.

That is where the Revenue Manager comes in and both Sales and Revenue really should be working on the same strategy and working together.

Let us take the scenario of a Sales Manager securing business from a corporate at a contracted rate and bringing perhaps 700 room nights into your property over the course of 1 year. Is this great business? When will these guests stay? which night of the week? what length of stay? when will they book? how will they book? direct? through an agent? through an OTA?

what is the cost of sale? what is their estimated incremental spend? will they eat and drink in the property? do they have any meeting room requirements?

These are all questions that a good Sales Manager should be asking to assess whether or not the hotel actually needs or wants this business or whether it actually has the potential of displacing higher valued business.

Taking a step back… what really should happen is that the Sales Manager and the Revenue Manager should sit down and agree on the strateg y for the hotel in the first place.

PROF. ENRIQUE SORIANO In t he d ay s l e ad ing to the Camino de Santiago pilgrimage, I constantly asked myself, "Do I need everything I have?"

The insignificant load that we actually carry take up so much space in our hearts starting with the way we live our lives, the compulsion to have more wealth by working so hard at the expense of family time, our penchant to have an extravagant lifestyle, our insatiable craving to keep up with the Joneses

and our desire on being the most successful chief executive office (CEO) in our industry.

Sadly, I became a victim of all these material obsessions more than 20 years ago.

These fixations happened early on in my corporate career and I paid dearly for it. I suffered a complete depletion of energy and had to retire at a relatively early age of 40. Ominously, it happened when I was at the peak of my corporate career either as countr y CEO, president and or a member of the board of directors of market-leading organizations.

All throughout our life journey, we always think we cannot live without them.

But in reality, we reall have a lot of things that we don't need. In fact, these material desires distract us and slow us down. Ultimately, they take out the happiness and love for family.

In my years coaching family-owned businesses in Asia, I have witnessed how founders and business owners callously drive their children to excel in business, but regrettably and woe-fully failing to inculcate good old-fashioned family values such as good parenting, love, fami ly unity, and stewardship. Applying these values will determine the kind of family and business we all have long after the senior leader has passed on. When parents do not express real love towards their children, family harmony is threatened.

In the end, real wealth is all about simplicity and real happiness comes from the heart. As St. Ignatius once said, "Happiness does not depend on how many things you have but on how much we love God and others."

Out problems are nothing During my Camino de

Santiago walk, there were times I wanted to stop, but for as long as my wobbly legs could still manage to hold up, even if I fall one more time, I knew I will rise up and walk. It was my desire to continue walking.

Just as in life, you just can't quit. Whatever curveball is thrown at you, you just can't stop. You can pause but you just can't say I'll stop as life's challenges will keep coming at you. I can't do this anymore was never and option.

Though my days were limited, all the sacrifices I went through during the walk and the brutal climb at the Pyrenees (the mountain range that separates the Iberian Peninsula from the rest of Europe) was a test of my faith and edurance. And being a first-time Caminoan, I felt like I was experiencing my own calvary. Overall, the exhaustion we felt during LIVE/PAGE 11

Hope urgently needed today INDEED! Given the way things and many people are today, hope has become an urgent need. There are just too many signs that many people today, especially the young ones, are trapped and entangled in worldly things.

They have forgotten or do not even know that all of us are meant for another world, another life, one that is eternal and is our real home with God our Creator and Father.

Because of that entanglement, many are simply chasing illusions, if not delusions. If they get some degree of success, they are happy, of course. But it is of the type that certainly will not last long, and one that would not know how to cope with difficulties and trials, let alone, failures and disasters which are always possible in this life.

And when they are not successful, they unavoidably fall into sadness and depression, their ver ve for life all but lost. Their

world would become gloomy and they would feel as if it already is the end of the world. Pessimism and despair then become a logical result.

We n e e d t o m o r e consciously develop this virtue especially these days when we can get easily mesmerized of the many developments that would pin us on the here and now and forget about the future and the life hereafter.

As defined in the Compendium of the Catechism of the Catholic Church, hope “is the theological virtue by which we desire and await from God eternal life as our happiness, placing our trust in Christ’s promises and relying on the help of the grace of the Holy Spirit to merit it and to persevere to the end of our earthly life.”

(387) That it is, first of all, a theological virtue can only mean that the first thing we have to do is to ask for it,

often kneeling and begging God our Father not only to grant it to us, which he actually does unstintingly, but also to increase it all the time.

When we truly have hope we will trust God always and believe in his promises, regardless of what happens. We know that God will always be true to his promises and that he has done everything so that his will and designs for us, that is, our salvation, our eternal life with him in heaven, can really take place. That is, if we have hope.

As St. Paul said, “Hope does not disappoint, because the charity of God is poured forth in our hearts by the Holy Spirit who has been given to us.” (Rom 5, 5) It is the Holy Spirit who is already given to us that assures us beyond doubt that we are going to receive, if we continue to hope, what Christ has promised us. We may not yet receive these promises now, but we are

ROY CIMAGALA already assured of them by the Holy Spirit no less.

It’s good that we immerse ourselves in this truth so that we can be ready when all sorts of earthly trials assail us. With strong faith, we can even exploit these trials to let our hope grow even more.

To develop this virtue of hope we need to relate everything to God. We have to give spiritual or religious meaning to all our acts, including the most menial acts we do. That way, we will always be with God, always HOPE/PAGE 11

UBLICLY listed green developer Italpinas Development Corporation (IDC) is aiming to expand to new locations while diversifying into horizontal property development to sustain its strong growth trajectory.

“Our net profit has been doubling in the last

years. Our target is to continue achieving steady and well-considered growth every year,” IDC Chairman and CEO Romolo Nati said.

He noted “we want to expand in other locations and consider broadening our scope in real estate products offered, according to opportunities presented in delivering

our unique development philosophy with key markets.”

IDC expects solid results in 2019 as strong sales of its pipeline of projects continue. Last year, the company posted a net income of P120.5 million, up 101 percent from its 2017 net income.

Vista Land sets P10-B bond offer to finance capex VISTA Land and Lifescapes, one of the country’s leading integrated developers, is planning to raise up to P10 billion from the issuance of bonds to fund the construction of malls and condominium projects.

The firm is planning to issue an initial P5 billion worth of bonds with an oversubscription option of another P5 billion from its P30 billion three-year shelf registration with the Securities and Exchange Commission.

Net proceeds will be used to partially fund the construction and completion of various malls, redevelopment

of existing malls, construction of condominium projects, and for general corporate purposes.

Philippine Rating Services Corporation (PhilRatings) said it has assigned the highest Issue Credit Rating of PRS Aaa, with a Stable Outlook, to Vista Land’s (VLL) proposed bond issue.

Obligations rated PRS Aaa are of the highest quality with minimal credit risk. The obligor’s capacity to meet its financial commitment on the obligation is extremely strong.

PhilRatings said Vista Land’s top rating is due

to its well-diversified portfolio, continuously growing profitability with strong margins and its ability to generate cash flows from operations, and the favorable industry outlook, backed by resilient and growing demand.

Vista Land has built over 400,000 homes, 31 malls, 52 commercial centers and seven office buildings. As of September 30, 2019, the company’s projects were distributed in 147 cities and municipalities in 49 provinces throughout the Philippines.

As of September 2019, IDC sold more than 60 percent percent of the residential units in the second phase of its second major mixed-use condominium project, which is called “Citta Verde” at Primavera City which was launched only last July 2019.

Primavera City, which is designed to consist of four phases once completed, is strategically located at uptown Cagayan de Oro City.

Showroom of Butuan's tallest building opens

THE people of Caraga region, will finally get a glimpse how it feels like living in a condominium. This after CoHo by Vista Land opened the model showroom and Sales Office of the region's first condominium, The Soleia, last November 9, 2019 in Butuan City.

Rising in Montalban St., barangay Villa Kananga in the said city, The Soleia will be composed of four residential buildings at seven levels each and is the tallest building in the city and the 1st Condominium in Caraga region.

Petitioner, LOWELL P. The parties were married on 19 December 2006 before Vicente Vivencio T. Bandillo, Consul of the Philippines, at the Consulate General of the Republic of the Philippines, Dubai, United Arab Emirates (A copy of the of the Marriage Contract is attached hereto and made integral part hereof as Annex “D”); 5.

There was no child born out of their union.

The parties have no written agreement executed before the marriage to govern their property relations. No properties were acquired by the parties during the marriage; nor were any debts incurred by the parties; 7.

The parties met sometime in February 2003while working at Hilton Hotel in Dubai, United Arab Emirates (UAE). Petitioner and respondent worked as a room attendant and receptionist, respectively. Petitioner was attracted to respondent but the latter was in a relationship.

However, not so long, respondent broke up with her boyfriend, and thereafter, petitioner courted the respondent. In just two weeks of courtship, the parties became a couple. The parties engaged in pre-marital sex; 8.

In the middle of 2004,the parties decided to live together under one roof without the benefit of marriage. However, under the Sharia Law (the law governing Dubai), sexual relationships or unmarried couples cohabiting is illegal, and any individual convicted or caught under these circumstances are likely to be punished by a minimum sentence of one (1) year in jail, followed by deportation.The parties, for the purpose of saving their respective jobs and avoid inevitable imprisonment and deportation, they decided to get married on 19 July 2006 at the Consulate General of the Philippines in Dubai, United Arab Emirates; 9.

The parties lived as legally married couple in Dubai, United Arab Emirates for a period of more or less one (1) year and four (4) months, reckoned from the date of marriage until 28 November 2007; 9.a. On several occasions, petitioner caught respondent talking over the cellphone a man named “Roy”, as reflected on her cellphone screen. At first, petitioner finds no wrong on talking with someone over the phone, but what bothered petitioner was the increased frequency of their calls. Out of curiosity, petitioner at different times asked respondent on who is “Roy” and what is the purpose of his calls. Respondentinconsistently replied that “Roy” is her longtime friend or her new friend introduced by her friend and is asking her help to find a work in Dubai, or at times her workmate. Despite the noted inconsistencies and with the intent to preserve their marriage, petitioner refrained from entertaining his suspicion that respondent is having an affair.

9.b At one time, petitioner caught respondent making a video call with a naked man doing sexual acts. But when petitioner confronted respondent, the latter responded that it was nothing and that it only popped up on her cellphone screen. Petitioner was in doubt with the respondent’s response, but for purposes of ending their disagreement and restoring harmony in their relationship, he forgave her.

10. A job opportunity came to petitioner. For purposes of giving respondent a better future and with the consent of the latter, the former applied as a stateroom with NORWEGIAN Cruise Line, a company with an office in Miami, Florida, USA. Fortunately, petitioner was hired on 1 December 2007 for a ten (10) months contract. Two days prior to his employment date, on 28 November 2007, he boarded the cruise ship and left Dubai; 11. When respondent sends off petitioner in Dubai, the former surprisingly manifest excitement that that the latter will leave. Such reaction is contrary to how petitioner felt. As much as he wanted to be with her, he needs to leave to prepare their future.

12. While the parties are separated by distance, their communication was constant. However, at several times, respondent expresses to petitioner that the latter’s physical absence caused her severe sadness. This eventually made her decide, with the acquiescence of petitioner, to resign from her work in Dubai and return home to the Philippines for good; 13. On May 2008, respondent arrived in the Philippines and lived at petitioner’s house situated in Purok 2 Baybay, Kolambugan, Lanao Del Norte, Philippines. She lived together with petitioner’s mother and siblings. Their relationship continued via long distance, with constant calls and emails; 14. Petitioner sends to respondent a monthly allowance of Twenty-Seven Thousand Pesos (Php27,000.00) through bank remittances; 15. While in Kolambugan, respondent met new acquaintances and often leaves the house to go out with them. One day, it came to petitioner’s knowledge, through his mother and neighbors, that respondent always comes home very late at night accompanied by another man on board petitioner's car. Via telephone call, petitioner confronted respondent as to the truthfulness of the news, however, respondent vehemently denies it all.

16. Even after their confrontation, respondent continued to maintain a night life with friends. Petitioner’s mother deemed it proper to notify petitioner that respondent still goes out with friends and comes home very late at night accompanied by another man. However, it resulted to a mother-and-son fight as petitioner defended respondent under the belief that the latter loves him; 17. The parties were often engaged in verbal arguments over petty matters. Their verbal quarrels became a common occurrence; 18. While on board the cruise ship, petitioner cannot contain his worries on the possibility that all the news about the respondent may be true.

This caused him emotional disturbance that led to sleepless nights and consequently affects his work performance; 19. Thereafter, petitioner, through series of telephone calls, asked respondent to minimize or if possible to stop going out at night and not see the other man, but the respondent asserts that she is neither going out nor seeing another man. Such denial runs contrary to what petitioner’s mother and their neighbors saw; 20. Petitioner, despite the denial of the respondent, felt the need to fix their relationship. He, via telephone, earnestly tried to initiate an open communication between them, wherein they can express with no hesitation what or how they feel about each other. This was with the hope that it may fix the gap in their relationship. Petitioner told the respondent about the latter’s lack of passion, respect and romance in their relationship, but all these were denied by respondent; 21. The relationship turned into sour. Respondent threatened petitioner that she will leave the latter if he does not stop being suspicious.

Petitioner pleaded to respondent to wait for his arrival on October 2008 so they could settle their differences in person. However, on September 2008, respondent abandoned petitioner and left the dwelling. Since then, respondent neither returned home nor communicated the petitioner; 22. Respondent went missing and her whereabouts are unknown. On October 2008, petitioner went home to the Philippines with the hope to reconcile with respondent and save their marriage. Petitioner exerted earnest efforts to find the respondent, but she’s nowhere to be found. On several occasions, petitioner tried to reach respondent through his relatives and friends but to no avail. He went to respondent’s ancestral house in Cebu City but none from her family and friends knows where she can be found. He also tried to ask respondent’s close friends and former co-workers but none of them knows where she is. The search for the respondent took more or less two (2) years until petitioner already gave up. As much as the petitioner wanted to save their marriage, it cannot be done by him unilaterally; 23. With the short span of time the parties had been together, this is the time which petitioner describes as a period where respondent’s instability, psychological or otherwise, showed up; 24. Petitioner and respondent are currently separated in fact and have been so since September 2008. The reason for the continuing separation in fact is the breakdown of the marriage due to respondent’s psychological incapacity to fulfill and discharge his marital obligations, which existed at the time of the marriage but manifested itself well into the marriage; 25. The psychological incapacity of the respondent to remain married is characterized by gravity, juridical antecedence, and incurability; prior to this resort, petitioner had attempted formal and informal counseling sessions, all of which were unproductive due to respondent’s unknown whereabouts. Copy of the psychological evaluation of the parties is marked as Annex “E- E-8”; 26. Such incapacity of the respondent is so grave and serious that she is truly incognitive of and unable to fully assume and comply with her marital obligations under Article 68, 69, 70 and 71 of the Family Code of the Philippines and the attendant duties of a married person as well; 27. That finally, the petitioner has therefore no other recourse but to seek judicial relief. The prospects or possibility of respondent to reform and assume his essential marital obligations is a remote possibility, if not a hopeless expectancy.

PRAYER

WHEREFORE, in view of the foregoing, petitioner respectfully prayed that the Honorable Court render judgment as follows: 1.

Declaring the marriage between petitioner and respondent null and void ab initio under the provisions of Article 36 of the Family Code of Philippines, and the annulment of the same marriage based on Article 45 (5) of the Family Code of the Philippines.

2.

Adjudicating all other legal effects of the decree of nullity of marriage.

Petitioner prays for such other reliefs just and equitable under the premises.

Aminoden Guro, LTFRB-10 regional director, said he has asked the Roads and Traffic Administration (RTA) to provide them with at least 10 enforcers to assist them in their anti-“colorum” operations.

Guro said they could not do it on their own as they lack the manpower to carry out a full-blown anti-colorum operation.

He said LTRB-10 only have 15 regular employees and 10 job-order workers dealing with thousands of operators from all over Northern Mindanao.

The number of franchisees has i nc re as e d, but t he employees have not, Guro said, adding that their current office workload won’t allow them to conduct regular anti-colorum operations.

An augmentation composed of RTA enforcers, Land Transportation Office personnel, and police officers would be enough for them to conduct apprehensions regularly, he said.

Guro said he will also organize and inter-agency group, made of up other government agencies, that will help LTFRB in the conduct of their anticolorum operation.

“We are going to create a joint task force to show that we are serious in our campaign against illegal taxi operators and drivers,” Guro said.

Guro noted that one of the factors why there is an increase in illegal taxis operating in the city is due to duplication of body numbers being used by legitimate operators.

For instance, he said, an owner of five registered taxi units will use the body numbers of those in his other taxis to avoid paying for the necessary fees, franchise, and insurance.

He s aid under t he modernization program of the government, operators are required to form cooperatives or corporations before they are issued the franchise.

“My advice to them is to register with a cooperative or a corporation or form one to make their operation legal,” he added.

IMF keeps ’19 GDP forecast for PH at 5.7%

HE International Monetary Fund (IMF) has maintained its 2019 growth forecast for the Philippines at 5.7 percent and raised its 2020 projection to 6.3 percent from 6.2 percent previously.

In a briefing Monday, Thomas Helbling, mission chief of the IMF Article IV Consultation to the Philippines from November 5-18, 2019, said they expect domestic growth to post stronger output after a slide in the first half of the year.

He attributed the better outlook to the combination of increased government spending on infrastructure projects, and the total of 75 basis points reduction in the Bangko Sentral ng Pilipinas’ (BSP) key policy rates this year.

“The medium-term economic outlook remains favorable especially if the strong structural reform

momentum continues,” he said. “The Philippines remains one of the bestperforming economies in the region.”

Helbling cited the “substantial” increase on government’s infrastructure investment from about 3 percent of GDP to about 5 percent in recent years.

“It is (a) welcome (development). I think what the Philippines needs is close the infrastructure gap. And the government probably has plans to further increase infrastructure expenditure,” he said.

Helbling said increasing infrastructure spending vis-à-vis the domestic output is generally a challenge for governments around the globe since they face capacity constraints along the way in terms of project appraisal and implementation.

He thus cited the need “to be pragmatic and (to)

use the tools you have…to increase capacity.”

Citing the latest IMF assessment on the country’s public management, Helbling said results of the assessment showed that “the basic framework for the Philippines is good” although there “few areas that could be strengthened, including project appraisal”.

“But in our experience, these are issues all countries face. These are often big projects, multidimensional in terms of challenges ranging from land, technical feasibility, and so on,” he added.

Helbling also underscored the change in the list of infrastructure projects that the government considers as priorities are “in some ways speaks for the strength of the approach because I think projects that may not be feasible for economic and technical reasons have been

dropped”.

“We think that that is fundamental strength,” he added.

Helbling said they have included in their fullyear growth forecast the assessment for the third quarter, wherein growth recovered and posted an output of 6.2 percent.

The third-quarter figure brought GDP of the last nine months to 5.8 percent, slightly below the government’s full-year target of 6-7 percent.

GDP only expanded by 5.6 percent and 5.5 percent in the first and second quarters this year.

Authorities attributed the lower first-quarter growth to the impact of the delay in the approval of this year’s national budget.

Diokno said the increase in the number of digital payments will result in a “rich digital footprints that can be used by banks, fintechs, and other lenders in evaluating and granting credit”.

“This means people can have better and wider financing options,” he said.

Citing official data, Diokno said there are about 25.5 million workers in the country and this is “a massive client base that is hard to ignore for both financial service providers and policymakers in our pursuit of our financial inclusion agenda.”

He said they do not see a repeat of the delay in the approval for next year’s national budget.

“That’s why, we have the increase in growth rate for next year,” he added.

Meanwhile, inflation is seen to end 2019 at 1.6 percent and 3 percent in 2020, which are both within the government’s 2-4 percent target band until 2021.

Rate of price increases has generally decelerated since peaking at 6.7 percent in September and October 2018.

Last October, inflation decelerated further to 0.8 percent from month-ago’s 0.9 percent, bringing the average to date to 2.6 percent.

Helbling attributed the drop in inflation rates to lower oil prices, rice tarrification, and the decisive monetary policy response.

“We see the risks to the outlook as tilted to the downside mostly on account of higher external risks. The near-term rebound in GDP growth could be weaker than expected because of global trade tensions and weaker global economic growth uncertainty especially when it comes to global trade

policies, a change in the global financial conditions and natural disasters,” he said.

Upside risks, in turn, include structural reform progress and infrastructure spending is seen as a plus to growth.

Helbling said discussions with Philippine officials focused on how to sustain domestic growth based on the economy’s potential, how to meet inflation target, how to address financial security risks and the structural reforms that will further enhance the expansion of domestic economy and reduce poverty.

He also cited the need for the BSP to be prepared for macroprudential policy responses if renewed high credit growth poses risk to systemic financial stability on account of expected improvement in domestic growth.

BSP Financial Technology Sub-sector Managing Director Vicente De Villa III, in an interview by journalists after the event, said they plan to standardize the QR code for all institutions so that this system can be used by all sectors and not just a certain entity.

“Right now, each entity has its own QR. If it's not standardized, you can only communicate with a QR that's, like you, internal to one ecosystem. If it's standardized, all those with QR can communicate with one another,” he said.

“With the QR, all you have to do is scan the QR. Potential errors in the input of the account will be removed,” he added.

De Villa added they are undertaking a plan to increase more government agencies in the PESONet since only the Bureau of Internal Revenue (BIR) is currently included in the system.

“The target is that all those government entities that have accounts with the same government bank will be included in the e-government,” he said, citing the Land Transportation Office (LTO), the Department of Foreign Affairs (DFA), and those with frontline licensing and frontline payments requirements as among the agencies that will be part of the system.

To date, the only bank that caters to the BIR e-payment transactions under PESONet

is RCBC. De Villa said financial institutions that want to be part of NRPS need to have an electronic banking license on top of their usual banking license because “there are other prudential aspects to being able to transact digitally”.

“S o t hos e t hat have generally passed our scrutiny can apply for PESONet and InstaPay. It's a business decision on their end,” he said.

De Villa said applying for an electronic banking license is a business strategy, adding “it will not make sense to apply for an electronic banking license if you do not expand and further ride on the innovation bandwagon”.

He, however, said that if a bank does not apply for this license, it will be left behind.

De Villa said they are currently reviewing the digital-only bank regulations but declined to elaborate adding it is “maybe too early at this point” to disclose anything.

“But it is something we're definitely exploring because at this day and age, digital banking...innovations are moving forward,” he said.

He added the BSP and the Philippine Payments Management, Inc. (PPMI) are considering suggestions to increase InstaPay transaction, which currently is up to P50,000 per transaction.

Most banks had set the maximum aggregate amount for InstaPay at P50,000 per day per account only. (PNA)

Meanwhile, the Davao City Chamber of Commerce and Industry Inc. (DCCCII) has called for a review of t he four-de c ade-old Presidential Decree (1096) or the National Building Code of the Philippines to provide stricter regulations and standards.

DCCCII President Arturo Milan said that it is high time to amend the law, enacted on February 19,1976 during the term of late President Ferdinand Marc o s Sr. , to c omp e l developers and residential owners to conform to the buildings standards.

He said there should be a new set of standards on structural design and construction methodology, particularly in the construction of houses, as most of those who lost their homes due to the powerful earthquakes last month had their homes built without proper standards.

“There is a need to amend and review the Building Code to set standards on the structural design and construction methodology because most of those that went into, mata mata lang (estimation only), these were those whose were destroyed,” he added.

Earlier on Monday night, city administrator Teddy Sabuga-a called on the public to report structure cracks to Cagayan de Oro's emergency hotline 911 so that OBO could dispatch its personnel and check on those reports.

Next-gen Bukidnon farmers go digital

P

HILIPPINE agriculture is in the grip of a silent crisis: Recent studies show that the average of farmers are nearing 60 as more and more young people abandon farms to seek work elsewhere.

However, this doesn't apply to the Quemado brothers, Edsel James, 21, and Numeriano, 20, who are both farmers in Malaybalay City. Even at their young age, they are betting that farming is their way out from poverty.

The Quemado brothers were among the latest graduates of Digital Farmers Program (DFP) -- a joint project of the Agricultural Training Institute (ATI) of Department of Agriculture (DA), Probe Media Foundation and PLDT subsidiary Smart Communications, Inc.

(Smart).

Having graduated with a degree in agriculture, Numeriano has been focused on using technology to raise his

farming skills. And that includes inspiring other farmers, too. “Technology has been our tool in marketing our farm products and with DFP, I learned about creating farming videos,” he shared.

“This could help us raise awareness among our co-farmers about e-commerce, so they could sell their products directly to the consumers- giving them a good profit in return,” Numeriano added.

Empower farmers through technology The DFP aims to empower small-scale farmers nationwide through digital technologies. With the help of youth volunteers, Smart aims to empower small-scale farmers through DFP’s ladderized education approach.

The first phase involves

familiarizing them with smartphone features, android capabilities, social media platforms, search engines, messaging channels, and internet safety. Farmers will also be trained on phonetography— knowledge on basic photo and videography skills to develop local agrirelated contents; which will be accompanied with production, interviewing, writing and editing skills workshops.

Trainees will be tutored on mobile agriculture and financial services—3rd party farming apps, mobile e-money, micro credit, and more. The final phase will involve training on digital entrepreneurship, Internet of Things (IoT), content development modules, and advance Internet safety, such as data privacy.

In Region 10, Malaybalay City and El Salvador City are the first beneficiaries of the program, currently on its first phase, where most of the trainees were teachers and soldiers.

Aside from working in the Philippine army, Justice Dela Torre, 39, is also an active farmer.

Joining the DFP has opened his eyes on how effective digital tools and social media are in enhancing their capabilities as farmers. “I think farming is evolving, so we must not neglect using new technologies to avoid getting left behind,” he said.

“As a soldier, I am going to propagate all the take-aways I have

gained in this training to my fellow soldiers and farm technicians who work in hinterlands and at the same time, teach indigenous communities about digital farming,” Dela Torre detailed.

Stimulate interest in agriculture Public teacher Junah Bayag has been balancing between farming and teaching for eight years now. Since farming requires significant attention, he decided to hire people to work with him. However, the regular changing of workforce has been a challenge, primarily due to employees’ shallow interest in farming.
