DAVAO City -- A delegation composed of members of the Davao City Chamber of Commerce and Industry, Inc. (DCCCII) conducted a business mission to Japan early this month to explore further the Davao-Tokyo direct flight with All Nippon Airways (ANA).

In a press forum on Wednesday, DCCCII president Art Milan said the group's business mission on November 4 to 8 to Japan also aims to promote this city's investment potentials.

"We discuss with them (ANA) to show our intention that we want them to fly to Davao," he said, adding that the Japanese airline company was keen on investing in the city.

AN FRANCISCO, Agusan del Sur—Officials of two local water utilities in the Caraga Region have asked both the Senate and the Ombudsman to investigate the Local Water Utilities Administration (LWUA) for supposedly laying the ground for the virtual takeover by private groups of the country’s water districts.

Authorities express alarm over 'cult' activities in Surigao Norte

UTUAN CITY -- Top Surigao del Norte officials have expressed alarm over the recent activities of the group called Bayanihan Services, Inc. (Bayanihan) in the town of Socorro, Bucas Grande Island.

Surigao del Norte Governor Francisco Matugas believes the group is engaged in fanaticism "based on their activities and actions" as reported by authorities and posts

on various social media platforms.

In Surigao del Norte, the group is generally regarded as a doomsday cult, whose members believe they must prepare

for the end times.

“They are already fanatics. Some left their works just to join the group. We also saw pictures of the group marching,” Matugas told reporters on Wednesday.

A video circulating on Facebook showed Bayanihan members undergoing what appears as military training exercise in an area known as Kapihan View Park in Barangay Sering, Socorro town.

Matugas said the Bayanihan group presence

has long been reported in Socorro but their recent activities have worried authorities.

However, the group's secretary-general, Mamerto Galanida, denied any irregularity in their

activities saying they are not forming a militia nor establishing a military camp in the area.

Galanida is a former Sangguniang Panlalawigan member of Surigao del Norte.

In a recent interview with the local media, Galanida said their activities were related to the 87th birthday celebration of their leader Rosalina Taruc.

Gov’t agencies to launch Mindanao solar-powered water project DAVAO City – Various government agencies will launch the Mindanao Water Supply and Irrigation Systems Project here on December 6, the Mindanao Development Authority (MinDA) said on Wednesday.

In a press statement, MinDa said the project will be launched in partnership with the Department of the

Interior and Local Government (DILG), Development Bank of the Philippines (DBP), and selected Mindanao local government units (LGUs).

“We want our LGUs to access funding for the establishment of solar water supply and irrigation systems not only to provide potable water for their remote villages but also to prepare them for

the expected El Niño next year,” MinDA Secretary Emmanuel Piñol said.

Piñol said the project aims to provide sources of safe drinking water for the off-grid villages in Mindanao and Palawan, while at the same time give farmers access to irrigation water for their crops, particularly rice.

“We cannot let the 2,000 barangays in Mindanao to still live without safe sources of drinking water. More so we have to assist LGUs to irrigate their 100,000 hectares of rice farms to counter the El Niño next year,” he said.

The Solar Powered Irrigation System (SPIS) is a brainchild of Piñol during his stint as secretary of the Department of Agriculture.

Who has the last word?

Think a Minute…Someone said: “Death is the worst part of life!” A famous entertainer once said: “I’m not afraid to die, I just don’t want to be there when it happens!” Unfortunately, when it’s our time to die we don’t have any choice but to be there! Death is a fact of life that none of us can escape! Sooner or later, every one of us is going to stand alone and look death in the face!

Don’t forget, the statistics and chances of death are 100%, it never fails: one out of every one people die!

No one has ever gotten out of it alive! It doesn’t matter how rich, powerful, strong, or healthy we are—we’re all going to die! It may be a few more years or next week.

So are you ready now?

But almost worse than the fact of death is the fear of death. In the back of our minds we know that every day we’re getting closer and closer to the day we die. But is our death the end of us?

Does death have the last word? Does it destroy our plans for living and take away all our hope? The

A major event changes everything!

PROF. ENRIQUE SORIANO As founder/owner of a business that you built from hard work, is the family business prepared for a major transition? Whether it is Family, Business and Ownership (wealth) everything is in transition.

When illness, incapacity or death of a key family shareholder strikes or events like marriage, separation or

dispersed ownership happens, the impact on the family business system may cripple the business overnight.

With a mindset bordering on immortality, stubborn leaders totally disregard any form of transition. But when a sudden event like death occurs, it will leave everybody broken, gasping for breath, barely surviving and being dragged under by the overwhelming weight of the business and the family.

There is no doubt that any business will be faced with some very difficult choices in the months and years to come so being prepared is critical.

Being the leader of the clan, owners must anticipate these predictable events and must think of the future

of the family first and not be tied up with daily sales and operations all the time.

Finally, they must craft solid agreements and make the right decisions now to prepare for the future.

So how does one navigate change like this in the business?

In my last column, I highlighted the Aboitiz family’s 130-year journey that started as a small business trading hemp (abaca) in Leyte. Years later, the group ventured into inter-island shipping to transport its goods across the Visayas.

Fast forward 100 years later, what was once a general merchandise business has transformed into one of the largest, oldest and most respected conglomerates

in the Philippines. The group has spanned five generations blending family and professional management. And behind its business success is a powerful and enforceable family constitution that is meant to ensure the sustainability of its wide range of businesses all over Asia.

To q u o t e t h e 4 t h generation CEO Erramon Aboitiz when asked what their enduring qualities were, he replied, “What makes the family stick together is a question asked of us many times. There is no simple answer, but trust, mutual respect and the love of being together are foremost in my mind. Promotion within the family and company is based EVENT/PAGE 11

-ooo BEWARE: THE DAYS OF EVIL ARE UPON US: According to one of my favorite verses from the Bible, 2 Timothy 3:1-3, the time is fast approaching (and even now is already here) when wickedness abounds “… where people will be lovers of themselves… without love (for other men)… not lovers of the good…” If we observe our surroundings close enough, we will not fail to see that this is happening right now all around us---the days of evil people are indeed already upon us.

We saw this once again with our own eyes last midday

of November 10, 2019, when my family and I went to a restaurant along Katipunan Avenue, Quezon City whose specialty is grilled chicken which came from Bacolod.

As we went up the restaurant, we took note of a woman seated at the driver’s seat of her car parked in front of the eatery, waiting for the arrival of the driver of a while Toyota Land Cruiser, so the Toyota could be moved away a little bit from the way of the lady driver.

In about one hour, we completed our lunch, and came out of the parking lot nearby ready to go back home.

We noticed however that the woman driver was still stuck in her original position in front of the restaurant, as the driver of the white Toyota Land Cruiser was still nowhere to be found and has not returned. She managed to call two motorcycle cops to assist her, but they too failed to do anything, because

they also couldn’t locate the driver of the Land Cruiser.

-ooo R U D E A N D UNMANNERED DRIVER OF A WHITE TOYOTA LAND CRUISER: I no longer had the chance to know the final outcome of the story of the lady driver whose car was unable to leave the parking lot in front of a restaurant along Katipunan Avenue, Quezon City on November 10, 2019 because its way out of that parking lot was blocked by a white Toyota Land Cruiser.

But howsoever this story ended, it was clear to me that the driver of the Land Cruiser was someone who has thrown good manners and right conduct out of his character.

Clearly, he was rude and unmannered. He knew he was blocking the way of the car of the woman, who, as it turned out, would be leaving much ahead of him, yet he appeared totally unperturbed.

KAKAMPI MO ANG BATAS

BATAS MAURICIO This could make anyone angry, as it made me angry then, but, come to think of it, that is really how many Filipinos (and even many foreigners who are living here in the Philippines) behave or conduct themselves, nowadays. Totally brash, without regard to their fellow human beings.

I say, we are now witnesses to this kind of a discourtesy among many people today, in almost every aspect of our daily lives. Filipinos EVIL/PAGE 11

We need human devices IN OUR relationship with God and with others, we need these human devices that would help us keep a lively awareness of our duties towards them and especially of our need to relate everything to God. Yes, we have to us e f i r s t t h e s pi r itu a l a n d supernatural means to keep that relationship going.

They have priority always.

But for these spiritual and supernatural means, like prayer, sacrifice, sacraments, etc., to be truly effective, we need those practical human devices also.

Without the latter, the former would be floating on air. The spiritual and supernatural means would remain in the world of theories and intentions.

But of course, without the former, the human means can only mean nothing.

They would be spiritless and vulnerable to be taken advantage of by unwelcome forces. These two means should go together.

The human means can be anything that we can see, touch, hear or feel, to which we attach some special spiritual and supernatural meaning. Of course, we can start with having some crucifixes, images of God, Christ, saints and angels in the places where we usually find ourselves, like our bedroom, office, car, etc. They can easily elicit in us some spiritual and supernatural considerations every time we see, touch or kiss them.

But we have to be more inventive when it comes to all the other places and situations that we can be in. While in the street, for example, as we drive or walk or do some exercise, we should have appropriate human devices to keep us on the spiritual and supernatural track and not get swallowed up by merely mundane considerations.

For example, we can consider giving some spiritual meaning to objects

we usually see in the streets.

Like whenever we see a car, we can choose to say “Thank you, God, for this means of convenience,” instead of just looking at its brand, its color and shape, its beauty or its lack of it.

And whenever we see billboards, we either say “Thank, God,” or “Praise, God,” or “S orr y, Lord,” depending on whether the billboard is good or not so good. Same whenever we see buildings and the many people around.

We r e a l l y s h o u l d relate everything to God. That should be the first consideration before we start assessing the human and temporal value these things can have. Doing this should be like an instinct in us.

And in our work, we should also be quick to relate things to God, otherwise we can get carried away by merely earthly considerations, concerned only about the technicalities

The technicalities of our work should not be a problem or an obstacle in our relationship with God and with others. In fact, they can and should be converted into means and occasions to relate us to God, either praising God or thanking him or expiating for sins in general or asking for some favor from him.

HANGHAI, China -- Filipino food manufacturers are participating in China’s biggest buying expo to seek opportunities in the world’s largest market.

More than 30 Filipino companies have been showcasing their products during the 2nd China International Import Expo (CIIE) at the National Exhibition and Convention Center here since November 5.

The country’s food pavilion at the CIIE focuses on promoting healthier and more organic products amid the growing demand for health and wellness products in China.

In his visit to Shanghai last Tuesday, Department of Trade and Industry (DTI) Secretary Ramon Lopez said the Philippines needs to ramp up its

manufacturing capacity if enterprises would like to tap the huge Chinese market.

“Now it’s up to us to have the domestic production capacity to be able to supply the requirements because we all know China is a big population -- 1.4 billion -- so when they order, the demand is always in big quantity,” Lopez said.

While improving exports to China, the trade chief said the Philippine government targets to attract more investments from Chinese businesses to set up their production facilities in the country.

“Since we lack the capacity, why not invest in the Philippines and produce that capacity,” Lopez said.

“That’s why we encourage companies to establish operations in the Philippines – iron and steel, metals, chemicals, auto parts, energy, infrastructure. It has an import substitution effect also. It will reduce our importation, at the same time there are other products that we can export to anywhere,” he said. (PNA)

Ayala Corp Q3 income rises 7% AYALA CORP. (AC) saw a 7% increase in its earnings in the third quarter, driven by the sustained contributions of its banking and power units.

AC said in a statement yesterday its net profit in the July to September period stood at P8.3 billion, bringing the ninemonth attributable net income to P46.16 billion, almost double from P23.86 billion last year.

Consolidated revenues in the nine months climbed 4% to P232.88 billion, following the 4% increase in total costs to P171.85 billion.

By business segment, Ayala Land, Inc.

contributed the biggest chunk of revenues at P23.2 billion, 12% higher from last year. The growth was driven by higher revenues from its office segment (up 51%), commercial and industrial lot sales (up 16%), and commercial leasing revenues (up 16%) during the period. This helped offset the 2% drop in property development revenues to P85.4 billion due to a decline in contributions from highend and upscale residential projects.

The company’s power business, under AC Energy, Inc., reported a P24.3-billion profit at the end of the nine

months, from P2.8 billion last year, “lifted by the recovery of costs incurred from adjustments in the construction and operations of its power plants and gains from the partial divestment of its thermal assets.”

AC Energy also started recording earnings from its new solar projects in Vietnam, which opened new revenue streams since the second quarter.

Its bigger stake in South Luzon Thermal Energy Corp. from acquiring PHINMA Energy Corp. likewise helped drive earnings growth.

Meanwhile, Bank of the Philippine Islands (BPI)

contributed P22 billion to total revenues, 30% higher year-on-year. BPI revenues jumped 25% to P71 billion during the nine months as its net interest income grew 20% to P48.7 billion.

Globe Telecom, Inc. likewise expanded its net income 20% to P17.7 billion during the ninemonth period. The heavy demand for its datarelated services and the increase in its number of subscribers helped lift the company’s profits in January to September.

Mobile data revenues stood at P52.2 billion (up 44%), home broadband revenues at P16.1 billion (up 19%), and corporate

data revenues at P9.5 billion (up 12%).

Manila Water Co., Inc., on the other hand, saw its bottom line affected by the water supply crisis hounding Metro Manila.

Its net income fell 11% to P4.4 billion as profits from its Manila concession dropped 17% to P4 billion.

Manila Water’s domestic subsidiary, Manila Water Philippine Ventures, reported its revenues more than doubled to P301 million.

Operations of Laguna Water, Boracay Water and Estate Water also helped in boost the company’s top line 10% to P16 billion.

Plaintiff is a private corporation created and existing under Philippine laws, with principal office address at NGCP Building, Quezon Avenue corner BIR Road, Diliman, Quezon City. It may be served with notices and other court processes through its Right-of-Way Department (ROWD) – Mindanao Division, Maria Cristina, Iligan City, copy furnished the aforementioned principal office.

Pursuant to Republic Act (R.A.) No. 9511, plaintiff was granted a franchise to operate, manage and maintain, and in connection therewith, to engage in the business of conveying or transmitting electricity through a high-voltage back-bone system of interconnected transmission lines, substations and related facilities, systems operations, and other activities that are necessary to support the safe and reliable operation of a transmission system and to construct, install, finance, manage, improve, expand, operate, maintain, rehabilitate, repair and refurbish the present nationwide transmission system of the Republic of the Philippines.

Under Section 4 of the same law, plaintiff was granted the power of eminent domain, subject to the requirements of the Constitution and existing laws.

Plaintiff is engaged in the business of transmitting electric power from the generating plants of power producers to distributors. As such, plaintiff’s business is imbued with public interest.

To address the country’s growing power demand and ensure continuous, reliable and efficient power supply, there is a need to interconnect the three (3) major power grids of Luzon, Visayas, and Mindanao into a single national grid. Aside from the sharing of systems reserve, the interconnection will also help optimize utilization of indigenous energy resources such as natural gas in Luzon, geothermal in the Visayas and hydro in Mindanao. Owing to this necessity, plaintiff must immediately construct the transmission lines that will transmit power to distributors of electricity not only in Mindanao but also in Luzon and Visayas. This undertaking is for the use and benefit of the public and part of it is known as the MINDANAO-VISAYAS INTERCONNECTION PROJECT (MVIP), integral part of which is the KAUSWAGAN-LALA 230kV TRANSMISSION LINE PROJECT (Project).

The said MVIP is the first project certified by the Department of Energy (DOE) as an Energy Project of National Significance pursuant to R.A 7638 of DOE Act of 1992, as amended entitled to all the rights and privileges provided under Executive Order No. 30, series of 2017,1 as evidence by DOE Certification dated 8 May 2018 attached hereto as Annex “A”. It is targeted to be energized by December 2020.

Defendants, Spouses Delson Siao and Joyce Ratunil are both of legal age, Filipinos, and residents of #53 Quezon Avenue, corner Labao Street, Iligan City, where they may be served with summons and other processes of this Honorable Court.

Defendant, Rolando Pineda is likewise of legal age, Filipino and a resident of Brgy. Kakai-Renabor, Tubod, Lanao del Norte, where he may be served with summons and other processes of this Honorable Court.

Defendant, Amelita Deogoso Paring is also of legal age, Filipino and a resident of Brgy. Kakai- Renabor, Tubod, Lanao del Norte, where she may be served with summons and other processes of this Honorable Court.

Plaintiff intends to expropriate portion of a parcel of registered land identified as Lot No. 13, GSS-372, situated in Brgy. Kakai-Renabor, Tubod, Lanao del Norte. The said property is registered and declared for taxation purposes in the name of defendant Delson Siao married to Joyce Ratunil per Transfer Certificate of Title No. T-20, 9212 and Tax Declaration No. H-100031 (22).3 It is more particularly described below together with the affected area sought to be expropriated consisting of a total area of 11,899 square meters, as shown in the attached Sketch Plan4 and Technical Descriptions5.

Machine copies of the BIR Certification on the zonal valuation7 applicable to the subject property, Report on the Counts of Improvements8 and Valuation of Affected House/Structure9 are attached hereto.

Defendants, Rolando Pineda and Amelita Deogoso Paring are impleaded in this case in accordance with Sec. 1, Rule 67 of the Revised Rules of Civil Procedure being the alleged claimants of the structures and/or improvements on the subject property.

To enable the plaintiff to construct and maintain the Project, it is both necessary and urgent to acquire, upon payment of just compensation, the portion of the subject property, to ensure stability and reliability of the power supply in Mindanao and other regions of the country.

Plaintiff negotiated with defendants, through the office staff of Delson Siao, who forwarded NGCP’s letter offer to Mr. Delson Siao, for the acquisition of the affected portion of the subject property and to pay the cost of improvements/structures therein that may be damaged by the construction of the transmission line project. However, no agreement was reached between the parties.

Considering the urgent need for the plaintiff to enter the subject property to implement and commence the necessary construction activities for its Project, plaintiff has no other recourse but to file the instant complaint.

Rule 67 of the Revised Rules of Civil Procedure governs plaintiff’s expropriation cases, as expressly confirmed by R.A. 11361.10 Under Section 2 of Rule 67 of the Revised Rules of Civil Procedure, plaintiff may already enter and possess the subject property during the pendency of the expropriation case,11 thus: “SEC. 2. Entry of plaintiff upon depositing value with authorized government depositary. – Upon the filing of the complaint or at any time thereafter and after due notice to the defendant, the plaintiff shall have the right to take or enter upon the possession of the real property involved if he deposits with the authorized government depositary an amount equivalent to the assessed value of the property for purposes of taxation to be held by such bank subject to the orders of the court. Such deposit shall be in money, unless in lieu thereof the court authorizes the deposit of a certificate of deposit of a government bank of the Republic of the Philippines payable on demand to the authorized government depositary.”

In compliance with the notice requirement, plaintiff hereby serves, simultaneous with the filing of the instant Complaint, a Notice to Take Possession (Annex “I”) upon the defendants.

To comply with the deposit requirement, plaintiff, notwithstanding that R.A. 10752 does not specifically apply to it, shall deposit with the Honorable Court an amount equivalent to the 100% of the BIR zonal value of the land sought to be expropriated – an amount higher than its assessed value required by Rule 67, plus the cost of the affected improvements, in the total amount of EIGHT HUNDRED THIRTY-ONE THOUSAND FOUR HUNDRED TWENTY-NINE PESOS AND 52/100 (Php831,429.52), consistent with the purpose of the said law and OCA Circular No. 113-2019 to simplify the deposit requirement in expropriation cases for the benefit of the defendants and in the interest of immediate implementation of projects intended to benefit the public.

Upon deposit of the provisional amount, plaintiff would have fully complied with the requirements for the issuance of a writ of possession as mandated by law.

In a long line of cases12 and OCA Circular No. 113-2019, once the above requirements are complied with it, it becomes the ministerial duty of the trial court to issue the writ of possession in favor of the plaintiff, without need of any further hearing. Therefore, the Honorable Court can already immediately issue to the plaintiff an order to take possession of the property and start the implementation of the project.

WHEREFORE, premises duly considered, plaintiff most respectfully prays of this Honorable Court to: 1.

ISSUE a Writ of Possession in plaintiff’s favor; authorizing plaintiff to enter and take possession of the property subject of this complaint that will be affected by the construction and implementation of the MVIP-Kauswagan-Lala 230 kV Transmission Line Project, consisting of a total area of 11,899 square meters, more or less, as described in paragraph 10 hereof; demolish the affected structures standing therein; ordering all defendants to vacate the same; directing the Philippine National Police (PNP) to assist the plaintiff in the implementation of the said writ of possession so that project construction can immediately commence even during the pendency of the case and/or for the conduct of the counting of affected improvements, if necessary; 2.

ISSUE an Order of Expropriation declaring that the plaintiff has a lawful right to take possession and acquire the affected property specified in paragraph 10 hereof; 3.

After the determination of just compensation, to authorize the payment thereof by plaintiff to the defendants after deducting the capital gains and documentary stamp taxes for the transfer of the affected portion of Lot No. 13, GSS-372, in the name of plaintiff, all other outstanding taxes under the National Internal Revenue Code, and all outstanding realty taxes and dues under the Local Government Code, which plaintiff shall remit to the Government; 4.

ISSUE a judgment after determination of just compensation, declaring plaintiff as the lawful owner of the affected portion of Lot No. 13, GSS-372 consisting of a total area of 11,899 square meters, more or less, described in paragraph 10 hereof; 5. DIRECT: a.

The Registry of Deeds of Lanao del Norte to register the Order of Expropriation and Judgment on the TCT No. T-20,921 and issue a new transfer certificate of title in the name of the plaintiff with respect to the portion of the subject property sought to be expropriated herein; and b.

The Municipal Assessor of Tubod and/or Provincial Assessor of Lanao del Norte to cancel Tax Declaration No. H-100031 (22) and issue new and separate tax declaration covering the portion of the subject property sought to be expropriated herein.

Plaintiff prays for other relief as just and equitable under the premises.

11. There was no intention on the part of Levi or Yves to divest themselves of ownership over the property and, hence, Cleofer had no right to register the same in his name. Under the law,8 if property is acquired through mistake or fraud, the person obtaining it is, by force of law, considered a trustee of an implied trust for the benefit of the person from whom the property comes. What arises here is an implied constructive trust created by the construction of equity in order to satisfy the demands of justice and prevent unjust enrichment. They arise contrary to intention against one who, by fraud, duress or abuse of confidence, obtains or holds the legal right to property which he ought not, in equity and good conscience, to hold.9

In said instrument, Levi and Yves partitioned the conjugal share of the subject property between themselves and transferred the same to Cleofer. Yet, contrary to the provision in the instrument that Cleofer received the consideration of One Hundred Fifty Thousand Pesos (P150,000), no such amount was actually given because the intention of the parties as to the transfer was actually given because the intention of the parties as to the transfer was for Cleofer to merely hold the property for safekeeping for the benefit of Elizabeth and Levi’s two children; 7. Early in 2013, it was, however, discovered that a Transfer Certificate of Title No. 136-20110006725 was issued on July 29, 2011 in the name of Cleofer covering the subject property, and that the Transfer Certificate of Title T-11621 in the name of Elizabeth B. HE McKeough Marine Center of Xavier University - Ateneo de Cagayan recently conducted Community Coastal Resource Monitoring Training (CCRMT) at the XU Marine Station in Solana, Jasaan, Misamis Oriental.

This training formed part of the Information, Education, and Communication (IEC) component of the project “Coastal Resource Assessment and Marine Debris Audit” also dubbed as CoReMar funded by Pilipinas Shell Foundation Inc. The IEC was designed to train 12 dedicated “bantay dagat” or fisherfolk members from barangays Bayabas and Gusa of Cagayan de Oro City to monitor the health of their own coral reefs by generating data using the Coral Point Intercept Assessment Method. This method involves laying a 50-meter nylon rope parallel to the shoreline where coral lifeforms

will be identified at every five-meter interval.

During the first day, the fisherfolks were given a series of lectures on coral reef biology and ecology to further understand the role of reefs and seagrass beds in the ecosystem focusing on coral reef lifeform identification. A series of exams were given to ensure mastery of the subject matter.

On the second day of training, the participants surveyed a 300m-long coastline during Coral Reef Assessment Field Work in Jasaan and Barangay Bayabas

Marine Protected Area.

They identified 66 coral lifeforms from chosen points along the reefs of Jasaan where they then proceeded to calculate for the coral reef percentage cover and understanding the implications of the data that were generated.

On the third and final day, the participants proceeded to the eighthectare Marine Protected Area of Barangay Bayabas and established 400-meter permanent assessment transects.

It was proposed by the barangay that their coral reef monitoring would be quarterly.

The medical students of Xavier Ateneo's Dr Jose P Rizal School of Medicine (JPRSM) conducted lectures on handwashing and brushing teeth to the students who met them with visible eagerness to learn.

The students were also engaged in coloring activities that helped them identify key points about proper hygiene. They were asked to showcase their artworks at the end of their activity and received rewards for their commendable work.

The students received hand soaps, toothbrushes, and toothpaste for their

personal use, to develop good hygiene habits.

The day ended with full tummies as the children ate their share of the crowd favorite, Filipinostyle spaghetti, and of course, they washed their hands prior to eating! The children also promised to brush their teeth properly after eating.

Handwashing can protect families and communities. A simple habit can save a family’s resources from the burdens of diarrheal diseases, and most importantly, it can save lives. Handwashing should not only be celebrated but seen as an essential part of daily life, taught to all ages, in every generation to come.

I’d say there could only be one reason for this: many Filipinos (and many foreigners, too, for sure) grew up without God on their lives. These Filipinos (and foreigners) did not have any instruction on or about the Word and commands of God. They were not taught by their parents, their teachers, and even by their friends, peers, and other relations and associates, to have fear and love of God in their hearts.

That is why they did not come to know God---so that they neither honored nor thanked nor even glorified, Him. Because they did not have any knowledge of God, they are unaware (or are deliberately unmindful if they are aware) of the second greatest command given by Him which would allow them to enjoy power, victory, and prosperity in their lives--which is that, they must love their neighbors as they love themselves. Luzon is general manager of San Francisco Water District based here while Sang Tian runs the Butuan City Water District.

They alleged that these partnership deals, which are already existing in some 100 of over 500 water districts, are “grossly disadvantageous” to the welfare of the water concessionaires.

They pointed out that these deals takes away from the water district its core function as “operation, maintenance, billing and collection are devolved and/ or taken over by the private partner…”

Luzon and Sang Tian further said that the entry of a private partner, which seeks profit, confuses the mainly service mission of the water district.

They assert that water districts should remain non-prof it gover nment institutions.

As the arrangement is “now proliferating rapidly,” Luzon and Sang Tian said this practice needs to be probed as to its legality and justness.

A list provided by the two officials showed some 76 concession-type partnerships between water districts and private partners throughout the country, 63 of which are w it h Pr i m e Wat e r Infrastructure Corporation, a firm controlled by the Villar family.

In all, the 76 water districts accounted for some 1.34 million service connections or about 6.7 million water consumers.

BWM learned that Prime Water is also among the firms pushing for a concession agreement with both San Francisco Water District and Butuan City Water District.

Luzon and Sang Tian related that in the two years that Lapus held office as LWUA chief, some 60 water districts have been in various level of talks with private partners with nil assistance from the agency that supposedly regulates their operations.

They cited Executive Order No. 68 series of 1999 which mandated LWUA to help water districts review proposed ventures with a private partner.

LWUA is represented in the water district’s joint venture selection committee, the main platform for it to provide the necessary technical assistance.

They said that instead of helping, Lapus starved the water districts of the needed technical advise by banning the travel of designated LWUA representatives since June 22, 2017.

Luzon and Sang Tian said part of LWUA’s regulatory function is to ensure that the proposed project undergo the required public hearing to determine its “social and financial acceptability.”

The SWAT team’s vehicle, which had no plate number, was photographed as it left the Center.

The SWAT team searched their lobby and the bags of Moro youth from Marawi who had just finished a two-day Training of Facilitators for Psychosocial Support.

The training had 20 youth participants from Marawi.

Manlupig said the youngsters, survivors of the five-month Marawi Siege in 2017 who are volunteers in providing psychosocial support, had checked out of their rooms and had placed their bags at the lobby of the Peace Center when the

“The K9 handler focused on inspecting the bags. They hurriedly left, again without saying a word,” he said.

Manlupig said the SWAT team did not introduce themselves and did not present a search warrant to the staff of BMFI. “ The p olice of f icers conducted the search without saying any word. It traumatized all of our staff and the volunteers,” he said.

Aside from the fashion show, Peak Excellence Review Center also takes care of the spiritual side of the reviewees and together with the Iron Lady herself Ms. Tabasan, they went to the Divine Mercy Hills in El Salvador City for a much needed meditation the day after the fashion show last Wednesday.

For this batch, there are a total of 350 nursing reviewees from Peak review centers located in Cagayan de Oro, Butuan, Surigao, Malaybalay, Valencia, Ozamiz and Pagadian.
