Briefly Cebu-Sursur flights CEBU Pacific (CEB) is boosting its direct service between Cebu and Tandag, Surigao del Sur, with three additional flight frequencies and will operate a total of six weekly flights from November 18 to December 2, 2014.

This should give tourists more access to Tandag, the gateway to the Enchanted River, the Britania Group of Islands, Cagwait Beach, Tinuyan Falls and the surfing spot of Lanuza.

The direct service also adds connectivity to the Caraga region, with CEB already operating flights from Cebu to Siargao, Surigao and Butuan.

Role of barangays BUTUAN City -- Liga ng mga Barangay Presidents across the region participated the Regional Forum on “Role of Barangays: Way Forward to ASEAN Integration” conducted by the Department of the Interior and Local Government (DILG) Region XIII last October 2829, 2014 at Samping Avenue, this city.

The forum was called primarily to facilitate understanding among the barangays through their respective Liga presidents on the concept, objectives and ramifications of the ASEAN Economic Integration (AEI) which will be established in 2015. It was presented by the National Economic and Development Authority – Region XIII (NEDA 13) Regional Director Mylah Faye Aurora B. Cariño herself as a show of NEDA’s critical role and support in this move for integration.

Iligan Biz group marks Business Month ILIGAN City -- The Chamber of Commerce and Industry Foundation Inc. of Iligan (C CIFII) or the Iligan Chamber, culminates the obser vance of Business Month every October 31st of every year with a Business Night.

Iligan Chamber president Emily M. Pascua said the night’s affair on the last day of October marked the end of the month-long celebration for Business Month in Iligan, by virtue of an ordinance passed by city councilor Frederick Siao, Sangguniang Panglunsod of Iligan, making every October a month for business.

A teacher is created in order to teach and to serve.

They are every child’s guide light in traveling to the future and through him, they will have a good one. It is a teacher’s duty to equip skills and knowledge to students mind because these are their instruments to have the best future they want to have.

Ever y student has encountered various kinds

of teachers in which some of them are hated and some are loved. However, it is pretty sure that they love even those teachers who disappointed, scolded and insulted them because it is where most learning came from. After all, they are teachers whose aim for students is to learn from them.

Being a teacher is not simply being a teacher by profession but is all about being a servant to the public she doesn’t even know one by one. A teacher is also, at the same time, a parent to children who are not from her own home and a leader to students who could possibly her own leader someday.

Home Economics: Its contribution to people and their environment

In schools, different subjects are created to further equip students with knowledge useful in their daily living.

Home Economics is one of those subjects.

HE is commonly tagged by male students in elementar y schools as “Home Eco-nanay.”

Meaning, this subject is thought to train and prepare female students to wifely duties.

In the history, Home Economics is founded by Ellen Swallow Richards who is also the first woman professional chemist in United States Home Economics is first called Ecology, because it is basically created to educate students on lessons that affect home and community env ironment, such as families, child psychology and methods of education.

It also discuss on preparing nutritious but low-cost meals, promoting better hygiene procedures both at home and in schools and also promoting public health and environmentally responsible living conditions.

Richards never mean Home Economics to be just a discipline to train women for their eventual

roles as wives, mothers and homemakers, for it also educate youngsters on various lessons that affects community and environment.

T h e re are a c tu a l ly schools in the Philippines who believe that Home Economics is more than just a preparation for housemaking responsibilities. University of the Philippines is one of the universities that offer such subject under their College of Home Economics. They classify Home Economics as a field of study which integrates concepts, skills, principles and theories of different fundamental skills of home economics.

In a news article published, it is stated that in 2011, 200 women and 35 men graduated from Home Economics from UP and each year, more students are enrolling.

The same to other school subjects, Home Economics is essential to be learned for it takes into consideration the material and relational aspects of daily living and the use of science and technology for the wellbeing of people and their environments.

Effective Leadership

Leadership is the ability to influence others by way of being an effective trailblazer. Being a leader is a challenging task. True, it is through a leader’s powerful influence that he could lead his members to follow him.

Leader means someone w ho t a ke t he l e a d of a certain group or organization. He might also be a common person that lights a simple group without telling everyone that he is a leader. He is someone who is first in line that everyone follows.

Being a leader is like a teacher that teaches and leads a class or group of people in order for them to be better individuals. This teacher should be effective enough to transform each individual into someone useful in the society.

There are leadership abilities that an effective leader possesses.

An effective leader should have the ability to delegate.

Delegating tasks to each subordinate is a great help so that each person would know his specific job to perform. In addition,

he should learn to trust his team especially in completing their work.

A leader must remember that trusting the team is a sign of strength.

Being a good communicator should also be possessed by a leader. He must be knowledgeable of the needs of his members. It is also important to know their feedbacks and insights on a certain task to be perform. Through this, the leader could memorize their personalities, making easier for him to provide task suitable to each and everyone in the future.

A l e a d e r s h ou l d a l s o have the ability to inspire others. He could do this through talking to them and sharing his ideas, plans and realizations.

In this way, he is not just a leader but also light to other people, to whom they could gain information and lessons. This also makes him not just efficient but an effective leader.

Being a leader takes a lot of courage and determination, for being one also means serving as a light, a trail in which others could follow.

Globe Telecom taps NBA for mobile content GLOBE Telecom has partnered with the National Basketball Association (NBA) to develop new and unique product offerings for the telco’s over 45 million mobile and broadband customers.

These will include the introduction of NBA League Pass offers including day passes, which will be exclusive to Globe subscribers.

video content through its new PisoMall video platform, which is available exclusively to Globe and TM customers, and has been optimized for both feature phones and smartphones alike.

“This partnership with the NBA will help bring the game closer to Globe customers, and we couldn’t be happier,” Peter Bithos, Globe chief operating advisor said in a statement.

“At Globe, we are hands down the digital leader in the Philippines.

With Globe, customers have access to the NBA, where they can watch the games they want, when they want, how they want, along with highlights, stats and other features,” Bithos said.

“We know how much Filipinos love basketball and we are eager for as many Filipinos to experience the sport they love in a whole new way,” Dan Horan, senior advisor of Globe consumer business, said.

Globe ended the first half of the year with a mobile subscriber base of 42.7 million, up 18 percent from 36.1 million last year.

The company’s broadband subscribers numbered 2.25 million, up 24 percent from 1.81 million in 2013.

The Ayala-led telco’s net income went up by 385 percent to P6.84 billion in the January to June period, from P1.41 billion in the same six months of last year. Revenue amounted to P47.7 billion, up 7 percent from P44.5 billion in the same period last year.

Property sales lead Ayala Land growth AYALA L and Inc (ALI) grew its earnings by more than a third in the first nine months of the year.

In a disclosure to the Philippine Stock Exchange,

the property unit of the Ayala Group said earned P10.8 billion in the January to S eptember period, a 35 percent year-on-year increase.

EDC’s first wind farm begins producing energy E N E RG Y D e vel opme nt Corp (EDC) has commissioned its Burgos wind farm in Ilocos Norte.

In a disclosure to the Philippine Stock Exchange, t h e c o u n t r y ’s l a r g e s t geothermal energ y firm said the 150-megawatt wind farm has been connected to the grid.

The facility cost $450 m i l l i on t o put up an d features 50 units of Vestas V90 three-megawatt wind turbines on a 600-hectare site covering three barangays, namely, Saoit, Poblacion and Nagsurot, in the town of Burgos.

The facility is the company’s first wind farm and the biggest in Southeast

Asia to date. It is also the first wind power facility to be nominated by the Department of Energy as an eligible project under the feed-in-tariff (FIT) scheme.

Up on approv a l of t h e E n e rg y R e g u l ator y Commission, the FIT would guarantee Lopez-owned EDC a fixed rate of return over 20 years.

The Burgos wind farm is expected to generate about 233 gigawatt-hours of electricity a year, enough to power more than a million households and augment the Luzon grid’s dependable capacity, which needs an additional 4,200 megawatts in the next ten years.

Revenue climbed by 20 percent to P68.3 billion this year from P56.9 billion last year.

The company attributed the growth to the robust performance across the prop e r t y d e ve l opm e nt , commercial leasing and services business units.

The company’s hotels and resorts business grew by 37 percent to P4 billion from P2.9 billion in the same period last year, a result of improved performance of new hotels and resorts.

hink a minute…There was a man who thought he was going crazy, so he went to the doctor for an expert opinion.

The doctor examined the man and told him: “I have to agree with you. You’re crazy.” But the man got angry and said: “I want a second opinion!” So the doctor said, “OK, you’re ugly too.” Sometimes we don’t want to hear the facts.

A survey in America showed that 90% of Americans say they believe heaven is real, but only 25% of those same people say they believe hell is a real place.

That’s like saying you believe there is light but no darkness, that there is right but no wrong.

Common sense tells you that doesn’t make any sense! Just saying a place is not real doesn’t make it true. It’s like saying the North Pole is not real just because we don’t think so.

The fact is Jesus Christ talked about hell much more than he did heaven. He said hell is a real place that’s full of the worst pain and endless suffering for everyone who rejects His good life by choosing to live their own way instead of the true way He created us to enjoy.

Jesus repeatedly explained that the reason He came to give His innocent life was to pay the penalty for all our sins. God the Son came to save us from suffering in hell forever, even though it cost Him His own divine life. You see, we can’t say we believe Jesus Christ spoke the truth about some things, but

that He lied about other things like hell. He can’t be God and be a liar too.

Remember, since God is perfectly good and pure, it’s simply not possible for Him to live together with any kind of wrong or evil. Otherwise, He wouldn’t be God! Just like light and darkness cannot be in the same place together. But if we want God to leave us alone, He will. After all, He’s the One Who gave us our freedom to choose in the first place. He will never force us to love Him and live the way He created us to enjoy.

Jesus said that even though our body dies, our soul will live forever—either in heaven or in hell. So it’s up to us to choose whether we want Jesus’ gift of forgiveness and way of living, or our own way. Heaven or hell.

But you’re the only one who can send yourself to hell, because God’s already done everything He possibly can so you don’t go there. The choice and risk is yours. Just Think a Minute…

On US Import Restrictions of Philippine Fresh Mangoes

HE UNITED STATES Department of Agriculture (USDA) has lifted its previous entry prohibition on fresh mangoes grown in several regions of the Philippines after declaring the country pest-free, documents from the Federal Register said. This is a most welcome development to our mago farmers and growers.

In a ruling issued by the USDA Animal and Plant Health Inspection Service (APHIS) under the Federal Register Number 201423406 dated Oct. 1, the US government said that it is amending the list of designated pest-free areas for mango seed weevil and mango pulp weevil within the Philippines, allowing mango growers all over the country to export their harvests to the US. This final rule allows mangoes to be imported into the United States from the Philippines. State and local laws and regulations regarding mangoes imported under this rule will be preempted while the fruit is in foreign commerce.

editorial Fresh fruits are generally imported for immediate distribution and sale to the consuming public, and remain in foreign commerce until sold to the ultimate consumer.

The question of when foreign commerce ceases in other cases must be addressed on a case-by-case basis.

“No retroactive effect will be given to this rule, and this rule will not require administrative proceedings before parties may file suit in court challenging this rule,” the ruling further stated.

Before this ruling, only fresh mangoes from Guimaras could be exported to the US, as it was the only region that was determined by APHIS to be pest-free.

All other mango exports from the Philippines were only allowed to enter Hawaii and Guam, while mangoes grown in Palawan were entirely prohibited entry to the US. The amendment to the

prohibition is a response to a request by the National Plant Protection Organization of t he Ph i l ippi ne s for APHIS to reevaluate the mango shipments for pest contamination, to which APHIS granted by preparing commodity import evaluation document (CIED).

“Based on the evidence presented in the CIED, on April 10, 2014, we published in the Federal Register (79 FR 19838-19840, Docket No. APHIS-2013-0057) a proposal to amend the list of designated pest-free areas for mango seed weevil and mango pulp weevil within the Philippines,” the ruling read.

Industry players, however, were lukewarm to the ruling.

Rob er to C. Amores, president of the Philippine Food Manufacturers and Exporters Association, said in a text message that this ruling will not have much effect on the country’s fresh mango

exports, as the most pressing issues for the industry are on the production side, and not on the demand side.

“This news sounds good only for those who are not in the actual practice of the business,” Mr. Amores claimed.

“We have to focus more in increasing production, improving logistics, laborator y facilities for chemical residue analysis, and market promotions,” he said.

I n Ju l y, P h i l i p p i n e outbound shipments of agrobased products brought in $447 million, 20.7% higher compared to the July last year, according to preliminary data from the Philippine Statistics Authority. Of this total, exports of fresh mangoes brought in $1.512 million in earnings, 36.4% higher yearon-year.

Year-to-date, agro-based exports totaled $2.887 billion, growing by 14.8% from the year previous. Fresh mangoes accounted for $8.192 million of the period’s sum, 20.1% higher than earnings seen the year previous.

All Hands on Deck

n Los Angeles, California, Mike Arceo worked as an IT Project Manager for a few health care organizations.

He arrived the other week for his second tour of duty in Leyte as a part of All Hands Volu nte e rs , one o f m a ny i nt e r n at i o n a l relief organizations that d e s ce nd e d on L e y te in the aftermath of Typhoon Yolanda.

Mike is now assigned with around 60 other volunteers helping build “transitional homes” in B arangay San Isidro, Tacloban.

The volunteers consist of people from all over the world. The UK, New Z e a l and, Aust ra lia and the US. Their ages range from as young as 18 and 19 to 50s and 60s. Usually they are students who are on break, professionals taking a break and retired professionals.

Mike recounted that on his first day in Tacloban, he partnered with another volunteer from London and they joined 3 residents in digging a septic tank for the temporary homes.

“The hole was 120 centimeters deep and it took us all day to dig the hole.

We had two other teams working on other septic tanks and another team building and putting up the structures that support the floors and roofs of the homes”.

During his first tour of dut y i n O r m o c ju st last Januar y , Mike led a team of volunteers in clearing rubble. “My most memorable experience was

when we cleared an area to be used as a vegetable and fruit garden for the neighborhood. But to do that, we had to first tear down a concrete wall approximately 20 meters l on g . We h a d 3 t e a m s working on this for 2 days.”

Why would a young professiona l li ke Mike, travel half-way across the g lob e, p ay for his own expenses, including medical insurance, carry his back pack and own sleeping pad, to join like-minded volunteers in digging septic tanks and clearing rubble, constructing drainage canals, planting trees, rebuilding schoolhouses, and building transitional shelters?

In e xch ange for h i s sweat contribution, Mike gets to live communally, provided only with basic accommodations and simple, local meals on work days.

“When I saw the images of the death and de vast ation ……. I felt the urgent need to help.

I could easily donate to relief organizations but I decided that I wanted to do more,” Mike explained.

It was founded in 2005 following the Southeast Asian Tsunami. AHV has since coordinated more than 17,000 volunteers from over 42 countries. AHV has participated in 36 disaster operations worldwide.

Mike recalled his first tour in Ormoc: “The best part was during our daily breaks. The kids from the s cho ol next to t he site would come out and hang out with us. Some even helped with the removal of the rubble.

“Nothing beats the sight of those young children who are smiling once again. “ We also got to talk to residents, who in time slowly opened up to us. They relieved their experiences and fears. But always you can sense their hopes and boundless optimism.”

PHL forex reserves at 2-year low in October PHILIPPINE foreign exchange reserves slumped to a two-year low at the start of the fourth quarter.

In a report, the Bangko Sentral ng Pilipinas (BSP) said gross international reserves (GIR) slipped to $79.296 billion in October from $83.607 billion in the same month last year and $79.667 billion last September.

Last month’s GIR level is the lowest since June 2012 when the country’s forex cache reached $76.13 billion. The BSP forecast full-year reserves of $83.5 billion.

At last month’s level, the country’s GIR is enough to cover 10.8 months worth of imports of goods and payments of services and income. Alternatively, the country’s dollar cache would

allow it to pay 8.2 times over its short-term foreign debt based on original maturity, or 6 times over if based on residual maturity.

Residual maturity includes portions of long-term debt that would fall due in the next 12 months.

The central bank’s foreign exchange operations yielded $311.7 million last month, sharply down from the $1.207 billion in September. This coincided with the peso’s weakness, with the exchange rate climbing to the P44:$1 level as hints of a sooner-thanexpected increase in US interest rates fanned the greenback’s rise.

Also pulling down the GIR last month was a drop in the value of the BSP’s gold

holdings.

The weakness in its foreign exchange operations and the drop in the value of gold more than offset the BSP’s foreign investment gains.

“The decrease in reserves was due mainly to revaluation adjustments in the BSP’s gold holdings and payments for

maturing foreign exchange obligations of the national government,” the BSP said.

Ample reserves help prop up the peso and keep domestic inflation at bay. Inflation so far this year has begun trending downward after peaking at near three-year highs in July and August.

Each of us is endowed with the 3T’s, namely: time, talent, and treasure. These are fully bestowed by our Creator for man to be stewards and I specially dedicate this article for the young people for them to enjoy life to the fullest. Our Creator is indeed and awesome, loving one and good provider.

To realize the Creator’s good intentions, His creation, specifically man, is given 365 days in a year; 12 months respectively, 7 days a week; 24 hours to carefully rise and enjoy.

The second T which is talent or gifts which varies from person to person; meaning talents are innate while others are negligible, however they could be enhanced because of money, interest, and considerable time given- thus the total personality of a person could be changed, giving a wonderful result. On the other hand; the talent to draw or paint; the talent to sing, do the rap, do concerts, etc.; play any musical instrument; acting in plays or drama to become future actors/ actresses; art in cooking; performing any sport or appearing in the boxing arena like our very own Manny Pacquiao; football player; basketball; chess; gymnasts; eloquent speakers or declaimers; journalists or editorial staff; beauty queen to represent in pageants

like Miss Philippines, Miss Universe, or Miss World; Mr. Philippines, Magandang Lalaki, etc.. In other words, talents and gifts could be used interchangeably; both could be inherited or acquired.

The last and final T is treasure, which includes money and material possessions. Money come in different forms- treasury warrants, check, paper bills, coins, etc. and come in any denomination depending on the country of origin. While material possessions come in the form of infrastructures; house and lots; be it agricultural or commercial.

Many of the young people have taken for granted the 3 T’s – time, talent and treasure. As often said, time is gold and time will never come back.

BFAR hiring law enforcers against illegal fishing THE government is hiring over 700 enforcers to combat illegal fishers in the country, the Bureau of Fisheries and Aquatic Resources has said.

In the National Symposium on Fisheries held in Quezon City on Monday , Bureau of Fisheries and Aquatic Resources (BFAR) announced that the government is hiring 778 new enforcers with plantilla positions, over 100 vessels and fund for fuel to go against illegal fishers.

BFAR director Asis Perez said the government had also proposed to raise the maximum penalty for serious fisheries violations to P10 million from a mere P10,000.

“There will be enough teeth in the law for violators to feel the pain,” Asis was quoted by non-government organization Ocena Philippines in a news release.

Oceana vice president Gloria Estenzo Ramos said more than 75 percent of the country’s fishing grounds were depleted.

Oceana board member Dr. Daniel Pauly, for his part, presented in the symposium results of a global study that indicated world fisheries catch is “much higher than previously thought, and declining much faster than data from the Food and

Agriculture Organization (FAO) suggests.”

“The Philippines is no exception, with fish catch actually twice as much as official landing,” Pauly said, adding that small-scale fishing data and harvest from reef gleaning and sports fishing are not included in the fisheries catch statistics.

The country “urgently needs to rehabilitate its fisheries resources and the statistical system by which catches are monitored,” Paul said. Data coming from government agencies are “biased and downward.”

Under the MOA, DBP will lend P80 million to KOPGA for the planting and development of an initial 800 hectares of the oil palm plantation. The project may be expanded to include the additional 2,200 hectares with estimated project cost of P220 million.

KOPGA will provide the necessary manpower requirement for the project and implement oil palm farming technology prescribed by the BOPPC. KOPGA will also deliver fresh fruit bunches (FFB) harvest to BOPPC, which will have the exclusive right to buy the FFB. BOPPC, meanwhile, will conduct capability training and seminar and provide te chnica l assist ance to KOPGA for free. National Achievement Test (NAT) is an annual examination given to all Grade 3, Grade 6 and Fourth Year Level both in public and private schools of the entire country every end of the school year. The exam is intended to gauge the learners’ academic performance which composed

of the following subject areas: English; Science; Mathematics; Filipino; HEKASI (Elementary on l y ) , A r a l i n g Pa n l ip u n a n (Secondary Only); and Critical Thinking (CT).

The result of NAT-2014 of DEPED-CDO were as follows: Grade 6 (54.85%) ; Secondary (49.18%); both were below the DEPED National Standard Target of 75%. House seeks updated energy dev’t plan

THE Department of Energy (D OE) has submitted a Philippine Energ y Plan (PEP) covering the periods 2012-2030, but Congress is requiring an updated one not an “obsolete version.”

“I have a letter to DOE…we gave them the time, but still they have not submitted an updated one,” House committee on energy chairman Reynaldo V. Umali has noted.

He intimated that the department must comply w it h t h e l aw – a s t h e submission of annually updated PEP is a mandate under the Electric Power Industr y Reform Act (EPIRA).

Umali said this committee is asking the Energy department to submit a plan from year 2014 and must manifest the realities of supply-demand situation moving forward – including the anticipated dilemmas of 2015 and 2016.

Investors and array of stakeholders have been batting for a “more concrete energy plan” that must be laid down by the department so they can also be guided for ward on how to time their planned projects.

Primarily, in assessing p o w e r- s u p p l y d e m a n d situation such as the extremely-feared supply tightness next year, the “solution fixing” should have come sooner and plans could have been more palpable if there was a concrete energy outlook laid down by government.

It must be gleaned that t he worst p ower cr isis experienced by the State of California in summer of 2000 and 2001 had been partly due to planning failure of its DOE then.

That was taken into consideration when the EPIRA was being crafted, but apparently, government i mp l e m e nt e r s a re s t i l l

The 2012-2030 PEP is not only outdated, but even the policy directions and investment terrains are not as coherent.

10. Upon his return, petitioner learned for the first time that respondent went to Germany on year 2006. Since then, respondent never went to Germany on year 2006. Since then, respondent never communicated with the petitioner nor he was informed that respondent returned here in the Philippines, if ever she did.

11. Though petitioner and respondent were married, their wedlock did not bore them any children and there were no properties that were acquired by the parties.

16. Respondent’s absence in the Philippines for almost eight (8) years coupled with the fact that she never communicated with petitioner clearly shows her avowed purpose never to return and resume conjugal relations with the petitioner.

SECOND CAUSE OF ACTION Petitioner re-pleads the foregoing by way of incorporation, and further states that: ADULTERY AND SEXUAL INFIDELITY 17. As an added salt to an aching wound, just this year 2014 petitioner discovered the shocking truth that respondent already had a child, in the NAME of NINA, and is presently living together with a German National in Germany.

18. What paved the way for that deplorable discovery was due to petitioner’s friend who can no longer bear the guilt and the burden of not telling him the true status of his wife in Germany. This friend of his allowed petitioner to use and log-in his Facebook account for petitioner to see with his own eyes that respondent already had someone else in Germany and that respondent already had a child in Germany. Respondent deliberately blocked petitioner’s Facebook Account so that the latter would not be able to contact, view and update himself as to respondent’s status.

19. It must be stressed that having a child, not sired by petitioner, which is more or less, five (5) years old is an indication that respondent engaged in a carnal knowledge with another man while her marriage with petitioner in the Philippines still subsists.

20. Worst, respondent continuously cohabit and live together with the German national which affords the reasonable conclusion that they have been engaging in a continuous carnal knowledge.

The Kabataang Silay Rondalla Ensemble, directed by Rondalla Master Jegger Anjao, is a group that started in 1993 and had been active in the promotion of the City of Silay, the premier culture and arts center of Negros Occidental, and of Traditional Filipino folk dances and music. The group has travelled a lot in and outside the country including Guandong in China and Aberdeen, Scotland to exhibit and display the cultural heritage of their province. Kabataang Silay Rondalla Ensemble was adjudged National Champion for High School Rondalla Division in 2002 National Music Competitions for Young Artists.

Dagyaw Baile, on the other hand, is the flagship of cultural excellence of the Iloilo National High School, directed by its Artistic Director Ria B. Espanola.

The group is organized in July 16, 1990 through its initiator Dr. Riza Amaguin and is composed of students enrolled in School of Arts, Majoring in Dance. The 35 members of the group are required to attend major classes in acting, ballet, folkdance, modern ballet and contemporary dance. Dagyaw Baile has performed in and outside the country as well including Malacanang Palace, Japan, Bangkok (Thailand), Seville (Spain), Cairo (Egypt), Pakistan, Singapore, Canada and the United States of America.

The University of Visayas Chorale,

directed by its Choirmaster Anna Tabita Abeleda Piquero, is founded in 1999 by its university executive vice president, Dr. Jose Gullas. It considered as being the only Filipino choir to perform during the World Youth Day in Sydney, Australia in 2008. It is also a CCP National Choral Competition Gold Awardee and two-pet champion in MBS National Choral Competition.

The group as well participated in the Triduum during canonization of St. Pedro Calungsod in Rome, Italy. They also competed in Rimini (Italy), Tolosa (Spain) and Busan (Korea).

This concert is second part of three series of outreach performances organized by CCP in three major regions in the country. Last September, the program is launched nationally and was then followed by outreach performance of Luzon artists at Bacolod in Visayas, held September 23. The third and final series would be bringing Mindanao artists to Luzon which will happen two weeks from press time.

“So, this is a series of regional cultural exchange tours focusing mainly on the artistic excellence of our artists from the provinces,” Bernardo added.

This concert is as well to celebrate the 35th year of nurturing the arts in the regions. Moreover, its proceeds will go to Capitol University Alumni Association Inc. scholarship project.

P52-B released to ‘Yolanda’ victims since 2013 Almost one year since Typhoon Yolanda first hit Visayas, the Department of Budget and Management (DBM) has released a total of P52 billion to support gover n me nt rel i ef and rehabilitation efforts in the provinces affected by the supertyphoon.

Budget Secretary Florencio “Butch” Abad said, “The National Government has made great strides this past year to help the people affected by Typhoon Yolanda, especially in Leyte and Samar.

On our part, we had to ensure there were enough funds to support the rescue and reconstruction efforts and that these funds were released as quickly as possible.”

The amount of P52 billion was sourced from the following: the 2012 Calamity Fund and Continuing Appropriations, the 2013 National Budget, the 2013 Calamity Fund and Continuing Appropriations,

the P14.6B Supplemental Appropriations, the 2014 National Disaster Risk Reduction and Management Fu n d ( N D R R M F ) , t h e 2014 Nat iona l Budget, and the Rehabilitation and Reconstruction Program, among other sources.

This amount was released to various national government agencies (NGAs), government-owned and -controlled corporations (GOCCs), and local government units (LGUs) to fund their respective relief and rehabilitation programs and projects. The funding was grouped according to the four Main Clusters as consolidated under the Yolanda Comprehensive Rehabilitation and Reconstruction Program (CRRP): infrastructure, social services, livelihood, and resettlement.

government units (LGUs).

T h e D e p ar t m e nt of Environment and Natural Resources (DENR) in a statement reported that so far, 131 out of the 171 municipalities, covering nine Yolanda-hit provinces, now have geohazard maps at a scale of 1:10,000.

The department, through its Mines and Geosciences Bureau (MGB), is also finalizing the same highresolution maps for the remaining 40 towns covering five provinces.

DENR Secretary Ramon J.P. Paje reiterated that geohazard maps, which indicate areas susceptible to floods and landslides, are an important tool in disaster risk reduction and management.

“With the 1:10,000 scale geohazard maps, the degree of vulnerability to floods and landslides can be determined in these areas. These maps, which are more detailed and more precise, will enable national and local authorities to see clearly what’s on the ground,” Paje explained.

The completed maps cover towns in the provinces of Leyte, Southern Leyte, Cebu,

Iloilo, Samar, Eastern Samar, Biliran, Dinagat Island and Palawan.

The MGB has yet to complete the detailed geohazard maps for towns in the provinces of Masbate, Aklan, Antique, Capiz and Negros Occidental.

Paje said all concerned LGUs, down to the barangay level will be provided copies of new maps, complete with recommendations. “ The LGUs bear the principal responsibility for disaster response, and we hope they will use the maps as an evaluation tool to plan their resettlement and rebuilding efforts,” Paje said.

He added: “With these maps, local executives, their barangays and other concerned agencies are now in a better position to craft their disaster management plans and programs.”

He said the new maps would replace previous ones with a scale of 1:50,000. “ The ne w maps are more precise than those with 1:50,000 scale, thus fast-tracking rehabilitation and development efforts, including proactive measures

on disaster prevention and preparedness, especially by LGUs,” Paje pointed out.

The DENR launched the detailed geohazard mapping program in 2011 following the completion of the initial nationwide mapping at a scale of 1:50,000.

The production of 1:10,000 scale geohazard maps is a priority program under the Philippine Development Plan on climate change mitigation and adaptation of the Aquino administration.

Paje said the detailed maps identify the vulnerabilities of LGUs to threats like landslide, flooding, sea level rise and storm surge, as these maps indicate features that may affect ground stability and the type of landslides that may possibly occur within the identified critical areas.

The DENR had allocated some P354 million for the conduct of the detailed ge oha z ard mappi ng i n various disaster-prone areas in the country as part of the agency’s efforts to enhance the preparedness of LGUs and the implementation of various mitigation measures against natural disaster.

Media can save lives during disasters ILOILO CITY -- The media played a key role in saving lives in times of disaster particularly during the onslaught of typhoon Yolanda in November last year.

In a media interview, provincial administrator Raul Banias said that media reporting contributed so much in saving lives when the province, particularly northern Iloilo, was hit by

the super typhoon.

“We were able to listen to the news and we were able to activate early on the Provincial Disaster Risk Reduction and Management Council and the respective municipal disaster risk reduction and management councils of every town,” he said.

He said that more lives could have been lost if not for

the contribution of the media that disseminated adequate information and keeping the public informed.

“We were also able to issue regular advisories to local government units, that is why the casualty in the province was low,” he stressed.

He emphasize d t hat while we are in the process of rehabilitation, recovery, and rebuilding, it is important to consider the concept of “build back better”.

The provincial government will also commemorate the first anniversary of Yolanda on November 8 with a mass at 3:30 in the afternoon, to be followed by a program to pay tribute to those who extended assistance to the survivors.
