USAD Program PROSPERIDAD, Agusan del Sur -- At least 70 upland farmers in Loreto town in this province received a week ago seedlings of cacao, rubber and banana from the provincial government under the Upland Sustainable Agri-Forestry Development (USAD) Program.

In a ceremonial turn-over rite, Gov. Adolph Edward G. Plaza and Loreto Mayor Dario E. Otaza handed-down cacao seedlings to 30 farmer-enrollees from Brgy. Johnson to be planted in 20 hectares (833 seedlings per hectares) under the province’s USAD project.

Another 20 USAD farmerbeneficiaries from Brgy. San Mariano and 20 from Brgy.

Bugdangan were also given rubber seedlings to be planted in 40 hectares, respectively.

Farmers in Brgy. San Vicente were also given banana seedlings and floating peelers while two units of floating peelers and a farm tractor were turned-over to farmers in Brgy.

COA findings DAVAO City -- The Department of Agrarian Reform (DAR) clarified that while it is true that there have been delays in the implementation of the three foreign-assisted projects as pointed out in the COA 2013 Audit Report, it had already taken steps to address these.

Corrective measures initiated in 2012 achieved results in 2014 thereby accelerating project implementation and completion: The JICA-assisted Agrarian Reform Infrastructure Support Project Phase III (ARISP-III) has achieved a physical accomplishment of 95% while the ADB-funded Agrarian Reform Communities Project 2 (ARCP 2) has a physical accomplishment of 76% as of end of CY 2014.

The JICA-assisted ARISP-III involves the provision of rural infrastructure in order to help raise income of agrarian reform beneficiaries.

The DAR implements its project activities with the assistance of the DPWH for roads and bridges and NIA for communal irrigation projects.

The Project is expected to be completed in August 2015.

THE House of Representatives will vote for the approval of the proposed Bangsamoro Basic Law (BBL) next week, a lawmaker here said Wednesday.

Rep. Rufus Rodriguez, of Cagayan De Oro City, said that the committee assigned to conduct public hearings about the BBL has already completed its job.

BUTUAN City -- Forecast from the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) showed that the Philippines is currently experiencing the effects of a weak El Niño.

PAGASA released El Niño Advisory No. 2 last April 7, 2015 stating that the weak El Niño will likely continue until mid-2015 with the chances of strengthening toward the end of the year.

Based from the hourly monitoring of the Taguibo River, the accumulated rain have not increased the water yield of the river. It has been observed that the stream has decreased within a month despite of incidences of rain.

Make Someone Happy

T

hink a minute…There were two very sick men who shared a room in a hospital. The man whose bed was by the window was allowed to sit up for an hour each day to help drain the fluid from his lungs. But the other man, who was not able to sit up, spent all his time laying flat on his back. The two men talked for several hours each day. They talked about their wives and families, their jobs and life’s experiences. Every day when the man by the window sat up on his bed for an hour, he told his roommate all the things he could see outside the window. He told him about the park with its lovely lake and gardens. It made the other man so happy because he could not sit up to look out; so he looked forward to that one hour every day as he listened to his roommate talk about the people and beauty of the world outside their hospital window.

One night, the man by the window died in his sleep. The other sick man who shared his room was very sad. He missed his roommate who had told him about the beautiful world through their hospital window.

Then one day he asked if his bed could be moved to the window where his friend had been. He couldn’t wait to finally see the beautiful world outside. But when he turned his head to look out the window, he was shocked to

Media today are being used as platforms in the objectification of women and girls, from everyday hy p e r- s e x u a l i z e d o n e dimensional image, to ov e r t v i o l e n c e . Wor s e , in cyberspace “virtual spaces are sometimes used to perpetuate direct att a c k s on w om e n an d girls, ranging from cyberstalking to the posting of inappropriate images of women. According to an expert report, women have been increasingly reported in footage showing them engaged in sexual activity, including rapes which are being posted on Internet sites without their consent.

Spearheaded by the Miriam College-Women and Gender Institute and the Women’s Peace Table, t h e a c t iv it y i nt e n d s t o highlight the perspectives and initiatives of women in building peace.

Women as peacemakers is a hallowed concept that defies bias and discrimination. After all, ours is not a man’s world only, at least, in this modern ages.

We need to rally leaders and communities of women dedicated to educating, mediating and connecting to everyone who supports peace building in the areas af fe c t e d by c on f l i c t i n Mindanao.

The Gender and Peace Media Workshop c ou l d b e a u s e f u l t o o l for writers and news

organizations to support the newsroom’s need for w o m e n’s p e r s p e c t i v e s in news stories that are crucial in reporting issues on peace initiatives and objective presentation of actual conflict coverage.

Kudos to the organizers and supporters of the activity.

We to o. b elie ve t hat “women bring unique perspectives and valuable contribution to all phases of conflict prevention and resolution and the overall process of attaining peace.”

Journalists need to train on gender-sensitive reporting and how to c ov e r v i o l e n c e a g a i n s t women in the media. In many parts of the world, majority of journalists lack awareness on gender issues and stereotypical attitudes dominate coverage of women’s issues.

Portraying women as noble peacemakers, indeed, may bring peace.

ince many months, one is asking, what the Greek government really likes and plans to do to end up its economical tragedy. Here is the next chapter: Finance Minister Yanis Varoufakis has criticized the Eurogroup for being unwilling to adapt to new situations. He also insisted a new bailout would be unnecessary if creditors were willing to restructure Greece’s debt. Wow. Again strong words!

Negotiations between Athens and its international creditors are moving closer to a deal, according to the yesterday’s Sunday edition of the German Frankfurter Allgemeine Zeitung daily.

struck before Greece owes the next repayment of its debt package to the IMF on May 12, some rapprochement appeared to be taking place between both sides.

Measures such as creating an independent audit court and freeing up the market for natural gas were some examples the newspaper gave of what it described as constructive and encouraging talks that began last week and were expected to continue today (on Monday!).

Despite concerns from analysts that Greece could default by the end of the month, outspoken Greek Finance Minister Yanis Varoufakis insisted in an interview published last Saturday that the country

could “of course” get by without a new bailout provided its creditors allowed an “important restructuring of the debt.”

In the interview, given to Greek newspaper Efimerida ton Sindakton, Varoufakis also took the opportunity to criticize the Eurozone, saying that if it “doesn’t change it will die.” Adding that “no country, not only Greece, should have joined such a shaky common monetary system,” the finance minister was careful not to suggest that his nation was leaving the euro, as it would lead to “an unforeseen negative situation.” More than strong tabacco, I would say. Be contemplative to be realistic

T

here are certain myths that we need to get rid of. One of them is that to lead a contemplative life practically takes one out of reality. Hardly anything can be farther than the truth.

It is precisely when one is truly contemplative that he gets a good grasp of reality. He becomes more objective and his vision and understanding of things in general would be more complete. That’s simply because, to put it bluntly, he is more in a position to see things the way God, the Creator and our Father and the ultimate measure of reality, sees them.

He just does not depend on his senses. Though he uses them to the full, he goes much further than what sense data would provide him.

Not even does he depend only on his intelligence that already can penetrate into

the essence of things and can transcend from the sensible to the intelligible in all their forms and possibilities.

He uses his faith, activating it in a working life of piety and contemplation. Faith is a gift from God given to us in abundance and that sheds the best light we can get to see, know and understand things. This is where God shares what he knows with us.

To b e s u r e , t o b e contemplative does not do away with the senses and our intelligence. Our need and use of faith in our contemplative life will never do away with our senses and intelligence. It, in fact, makes use of them to the max, but goes much further.

So to be contemplative never means that one isolates and detaches himself from the world. The contrary is true.

It makes one more immersed in the world. Its interest is never limited but rather is open to the all developments in the world.

Obviously, given our human condition, we will always have a particular or specific viewpoint and interest, but it’s an angle that is open to the universal reality. A contemplative life that is not open to the whole reality is not a genuine contemplative life.

In fact, a true contemplative will always feel the need to know more about other fields that he is not familiar with. He would at least have an open mind, willing to listen and learn from them. Thus, he would always feel the need to be versatile and adaptable. He avoids being rigid and onetrack-minded.

ANILA -- The D e p ar t m e nt of Energ y (D OE), through the Open and Competitive Selection Process (OCSP), received a total of 31 bids for 14 potential hydro power sites found across the archipelago and eight bids for two geothermal project prospects.

“Yes, we’re happy with the turnout, 31 bids for hydro power projects and 8 bidders for geothermal power projects,” Renewable Energy Management Bureau (REMB) Director Mario Marasigan

said Monday at the sidelines of the 2nd bidding process for the OCSP sites held at the DOE Head Office in Bonifacio Global City, Taguig.

Marasigan said the hydro sites reached a bid of 80 percent, while the geothermal sites had bids by 50 percent.

He noted the next step for the DOE will be the evaluation process for the bids.

Marasigan stressed the development cost for the project amounts to USD 2.5-3 million per megawatt (MW) for the two types of resources.

However, he said hydro projects are easier to build than geothermal projects.

For Area 1, which is called the Mandongan 1 hydro power project, four companies have submitted bids, namely Pachydro Energy Inc., Clean and Green Energy Solutions, FGS Renewable Energy Inc. and Alternergy Hydro Partners Corp.

Mandongan 2 hydro power project had attracted two participants, FGS Renewable Energy Inc. and Alternergy Hydro Partners Corporation.

Area 3, located in Solsona, was bid for by FGS Renewable Energy Inc and Alternergy

Partners Corp.

Area 4, the BinonganTineg hydro project, had received bids from FGS Renewable Energy Inc., and First Gen Mindanao HydroPower Corp.

Both Area 5 and Area 6, namely Binalbagan and Pagbahan had no bidders, respectively.

Quake-stricken Nepal officially urges int’l community in reconstruction, rehab KAT H M A N DU -Earthquake-ravaged Nepal has officially urged the international community to make contribution for the reconstruction of damaged infrastructures as well as rehabilitation of thousands of its displaced people.

During a briefing to over two dozen ambassadors based in Kathmandu, Nepal’s Minister for Foreign Affairs, Mahendra Bahadur Pandey informed about the Nepali

government’s decision to set up a Reconstruction and Rehabilitation Fund (RRF) with a target of collecting 2 billion US dollars.

Spokesperson of the ministry, Tara Prasad Pokharel told Xinhua that the minister asked the ambassadors for support in reconstruction and rehabilitation of the thousands of people displaced during the briefing.

“The Nepali government has already transferred 200

Million U.S. dollars to the Fund as seed money in this fund. I am confident that generous contributions of the international community to the Fund will significantly contribute to the rehabilitation and reconstruction process,” a statement issued by Nepal’s Ministry of Foreign Affairs on Monday quoted the Nepali Foreign Minister Pandey.

The minister also informed the ambassadors

that 34 foreign teams involved in rescue teams have been requested to leave the country as the rescue operation has come to an end.

MANILA -- Tropical storm “Dodong” (international name Noul) is still outside t he`Philippine Are a of Responsibility (PAR) but has gained strength and expected to enter the country on Thursday, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said on Tuesday.

In an interview, PAGASA weather forecaster Benjie Depas said that as of 4 a.m., “Noul” was estimated based on all available data at 1,1,495 Km east of Surigao del Norte (9.6°N, 139.1°E).

He said the maximum sustained winds of the storm has increased to 85 kph near the center from 65 kph, while gustiness also imcreased to 100 kph from 80 kph.

He added the storm continues to move West Northwest slowly at 9 kph due to the presence of ridge of high pressure area.

D e p as s ai d w it h it s speed and movement, the tropical storm is expected to enter PAR by Thursday and expected to make landfall in Bicol Region by Saturday or Sunday.

Another scenario, he said, is the tropical storm may recurve and will not make landfall in the country and head towards Japan.

PAGASA expects at least one to two cyclones to affect the country this May. For Tuesday forecast, Depas said the public will continue to experience warm and humid weather due to easterlies or warm air from the east as it continues to be the dominant weather system affecting the the eastern section of Luzon and Visayas.

He said due to easterlies, the whole country will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms.

However, he noted that the chances of isolated rains are high in the areas located in the eastern section of the country since it is affected by the easterlies.

He explained that since the easterlies or winds from the east are “warm,” the convective activity brought about by its intense heat triggers the formation of localized thunderstorm clouds.

He added that its “rich in moisture” quality also contribute in the formation of thunderstorm clouds.

COTABATO CITY -- The town council of Pikit, North Cotabato has approved a resolution putting the entire town under state of calamity as the damages brought about by the dry spell reached PHP75 million, officials said.

With the resolution, the town council can now release and use part of its Quick Response Fund to help farmers and cushion the impact of the drought, a c c o r d i n g t o Ta r h a t a Kalantongan.

Kalantongan, chair of the Municipal Disaster Risk Reduction and Management Council (MDDRMC), said the DRMM recommendation to place the town under state of calamity was submitted to the Sangguniang Bayan members but it took them a while before they approved the resolution.

About 1,500 farmers tilling some 2,100 hectares of corn and rice fields are directly affected by the drought.

Kalantongan explained the funds for the beleaguered farmers and livestock owners are available but the local government could not use such fund to help the affected farmers without an enabling

THE one of its kind test of endurance – a combination of race running, biking, and rafting – called Rafthon will add color and unique flavour on Cagayan de Oro City’s fiesta events this August.

Rafthon, or rafting, marathon, and biking, was conceptualized and initiated by youth and sports advocate Sean P. Moreno, who is also the Rafthon director.

Rafthon aims to boost local tourism through Cagayan de Oro City’s famous white water rafting adventure. The event is said to be

participated by 120 teams from the different cities around the Philippines.

The Rafthon will take place on August 29, serving as the fiesta’s culminating activity. It has two categories, namely: Category 1 – rafting the last 8 rapids of the Cagayan River (equivalent to 14 kms) + 4km/11km running, Category 2 – last 8 rapids + 10km running + 35km biking.

The young Moreno proudly claimed that Rafthon is a Filipino home-grown sport which hopes to attract local and foreign tourists.

‘Bugsay Mindanao’ to showcase Mindanaons’ paddling prowess

addlers from all over the country are expected to see action in shores of Davao as the city hosts the 2nd Bugsay Mindanao Dragon Boat event.

Dubbed as “Bugsay Mindanao 2: Paddle for Peace” will be held on the coastline of Waterfront Insular Hotel, highlighting Davao Gulf, on May 15-16, 2015.

“This will showcase the prowess of our local paddlers in this budding sport in Mindanao,” said the event organizer Clarice Jean A. Calolot.

Calolot, who is also the Davao Dragon Boat Association (DDBA) president added that the event aims

to contribute in the promotion of peace and unity in Mindanao through a non-contact water sporting event that is not yet so familiar in this part of the country.

Participants will include the Dragons Del Sur, Base Camp Dragons, and Hiraya Minokawa all under the supervision of DDBA. While visiting teams include Butuan City’s FSUU Blue Dragon; Cagayan de Oro’s Liceo de Cagayan Dragonoids; Iligan City’s Bakunawa Team and the Agusan del Sur Dragon Boat Team.

Racers will compete in the 200 and 2,000 meter class that will

feature three categories: Open/ Men’s Standard Boat (22 crew), Mixed Standard (22 crew), and the Women’s Small Boat (12 crew).

“The Philippines is a consistent winner in dragon boat racing in the international arena; and we believe that Mindanao can also produce an elite dragon boat racing team that could compete on international waters,” said Calolot.

“To develop elite Dragon Boat racing team here in Mindanao is not a far-fetched idea because Mindanao has its wide share of shoreline suitable for training and paddling is very known activity for many of

us as our major communities and development hubs are on shorelines, like Davao Gulf,” she added.

The first Bugsay Mindanao last year was hosted by Cagayan de Oro City.

Since 1905, Rotary International has taken on some of the world’s toughest challenges and helped a wide range of international and service organizations get started. Rotary clubs focus their service efforts in promoting peace, fighting disease, providing clean water, saving mothers and children, supporting education, and growing local economies.

This year’s host, the Rotary Club of Cagayan de Oro, is recognized as one of the biggest clubs in Mindanao. The ‘Mother Club’ was organized on April 22, 1948 with 17 charter members and recently celebrated 67 years in upholding the Rotary motto of “Service Above Self.”

Today, RCCDO members— business leaders, distinguished professionals, and community leaders—led by Club President Jose Luis F. Sarraga, show their passion for service through various humanitarian missions that aim to foster peace and goodwill both within the district and throughout the world.

The conference is also seen as an excellent opportunity for Rotarians to bring the Rotary beyond being a club. The host Club hopes to turn the event into a memorable time for meeting or reacquainting themselves with Rotarians from other Clubs.

District Conference Chairman John Mark Sarraga has announced that the Club has decided to adopt, Mardi Gras, as this year’s theme for the Fellowship Night in order to make the event more festive.

He said, “On the other side of the world, they hold a series of carnival events. This year, we get to experience the fun and excitement of this festival from our own backyard.”

The district conference is meant to be a full three days of celebrating the past year and welcoming the coming years.

And the festivities are set to conclude with a Talent Night on the eve of the 9th. Other than hoping for everyone to have fun for the duration of the conference, District Governor Manuel U. Rodriguez said that the Mamapasano incident has marred the trust of Congress toward the MILF and the government peace panel members who are pushing for the passage of the BBL. Rodriguez, however, said that the killing of Basit Usman, a foreign-trained bomb expert who carried a US$ 1-million bounty on his head, by the MILF could change the sentiment of Congress.

The Congress has set June 15, 2015 as the deadline for the passage of the BBL. The killing of Usman is a plus factor that could expedite the BBL’s early passage, he said.

Rodriguez said that the killing of Usman has also provided a clear indication that the MILF is sincere in forging a peace agreement with the government.

The passage of BBL would pave the way to the creation of the “Bangsamoro Entity,” an autonomous region under a parliament that would replace the existing Autonomous Region of Muslim Mindanao (ARMM).

a stream flow meter. It was measured just downstream of Bobon Creek and within the project site of the Butuan Bulk Water Supply Project. The amount of water flowing through the Taguibo River measures an average of 2,100 cubic meter an hour which is about 175 percent of BCWD’s requirement of 1,200 cubic meters.

Despite the 75 percent excess of water source against the requirement, the extraction rate could not reach the 1,200 cubic meters per hour requirement due to lower river depth. The average total production extracted from the Taguibo River is only 704 cubic meters per hour which is about only 59 percent of the requirement of BCWD with only a maximum production recorded of 886 cubic meters per hour and lowest production of 472 cubic meters per hour on that date.

If the weak El Niño will extend until the end of this year, then there is a high possibility that the water yield of Taguibo River will continue to lower down until such time that it will be lower than the 59 percent of the required 1,200 cubic meters per hour.

As part of the Butuan City Water District’s (BCWD) commitment in providing quality service to its concessionaires, the BCWD has been doubling its efforts in monitoring its water sources and preparing for any possible effects that may impede in the operation of the BCWD.

BCWD relies mostly in the Taguibo River as the major source of its water supply. As such, BCWD is now preparing for any possible effect of the weak El Niño in its water supply. Among the preparations include (1) the implementation of street-bystreet leak detection and repair program, (2) campaign to report any illegal water connection, (3) conditioning of the five pumping stations which are the back-up sources of BCWD, (4) guarantee that the six reservoirs are sufficiently re-charged, (5) operation of the booster pump at Km. 6 Libertad to cater to high elevated areas such as Bancasi, Pinamanculan and Dumalagan, and (6) worst case scenario is the implementation of distribution management through valving and tanker rationing.

Several activities are also in line to be able to inform the public on the possible effect of El Niño to the water supply of Butuan City Water District. BCWD is urging its concessionaires to conserve water. According to a study by the Philippine Institute for Development Studies (PIDS) entitled “Determination of Basic Household Requirements,” an average Filipino family uses six liters per capita per day for drinking and 12 liters for cooking and the kitchen.

Majority of the water use in every Filipino household is for personal hygiene which is at 68 liters per capita per day and 74 liters for sanitation services.

The basic household activities which consume the bulk of the water use of a Filipino family can be lessened through water conservation.

BCWD compels its concessionaires to reduce, reuse and recycle. This will greatly help minimize the average water consumption of every concessionaire.

BCWD is reminding its concessionaires that the office is only responsible for maintaining the water line from the mainline to their water meter, the concessionaires are responsible for the repairs to any part of the water system from the meter toward their homes. If they find leaks in the mainline of BCWD, they are urged to report it immediately to the office of BCWD. And if there are leaks in their homes, they need to have it repaired.

And while it’s true that due to our human condition, our limitations and those of the world, we need to distance ourselves from time to time from the world to be able to meditate and contemplate, it’s an exercise that is meant to enhance our immersion both in God and in the world.

A contemplative always feels the need to be recollected to make sure that faith leads the way instead of the senses and the intelligence simply leading the way. We cannot deny that the latter always have the tendency to dominate. That tendency is simply an indication of our deeply embedded pride and vanity that are always our problem.

That’s why to be a contemplative will always involve some self-denial. No one can be a contemplative unless he knows how to discipline and put his senses and intelligence in their proper place. It is a selfdenial that would lead him to vividly feel the push of faith and love of God to immerse himself in the lives of others and in the world in general.

This is not an easy thing to do, since we will always have to contend with the tricks of our weakened flesh that wants to dominate us, not to mention the wiles of our wayward world and the devil.

But we also have ways to cope with this predicament. We can deepen our humility, grow in our skill at spiritual warfare, polish the art of always rectifying our intentions and correcting ourselves whenever we find ourselves in error.

Area 14, the Butong Falls hydro power project, was solely bid for by Clean and Green Energy Solutions.

First Gen Mindanao Hydro Power Corp., had solely submitted a bid for Area 15 or Catilan river.

For the offered geothermal sites, Area 2 or Southern Leyte geothermal project had attracted Repower Energy Development Corp., Cabalian Company. Inc., and Aboitiz Renewables Inc. The three companies submitted bids for the project.

Amacan Geothermal, offered as Area 3, received five bids from Repower Energy Development Corp., APC Energy Resources Inc., Biliran Geothermal Inc. (BGI), Energy Development Corporation (EDC) and Emerging Power Inc. (EPI).

Area 1 and Area 4, namely Acuban-Itugon and Balut Island, offered under geothermal sites had no bidders.
