Briefly Mid-year bonus ABOUT 3,000 city hall employees will receive a one month mid-year bonus here, Vice Mayor Ceasar Ian Acenas announced Wednesday.

Acenas said that the local august body has already approved in second and final reading Ordinance No. 130662016, which grants the mid-year bonus.

He said that the ordinance also appropriates P48,297,463 from the item CY 2015 Surplus of various offices to be made available for the purpose, subject to accounting and auditing regulations.

The mid-year bonus is equivalent to one month basic salary rate for all salaried city officials and employees of the city government of Cagayan de Oro.

UST THREE days before elections, the National Grid Corp. of the Philippines (NGCP) announced that contingency measures have already been in place to ensure that the country’s power transmission network is geared up for the nationwide polls.

As early as February this year, the company has been in close coordination with

the Department of Energy to monitor the power outlook on the day of the elections.

“We are aligning our efforts with the Department of Energy and the rest of the power industry to ensure a blackout-free May elections.

Hired-on-the-spot THE Department of Labor and Employment, Regional Office No. 10 (DOLE-10), surpassed the regional target with 26% or some 211 job applicants as Hired-On-The-Spot (HOTS) during the 114th Labor Day Job Fair on 1 May 2016 in Cagayan de Oro City.

Further, of the total HOTS, 188 were hired for local employment and 23 for overseas.

As the main event for this year’s Labor Day celebration, many of the applicants came from the nearby provinces of the city. As far as Mambajao town of the Province of Camiguin, Miss Milvie P. Bacor readied herself a day before to join the Job Fair in Cagayan de Oro City.

DOE beefs up campaigns against illegal fuel retailers T HE Department of Energy – Oil Industry Management Bureau (DOE-OIMB) in collaboration with the Philippine Information Agency (PIA) region 10 conducted a briefing recently in Iligan City, Lanao del Norte on Liquid Fuels (LF) and Liquefied Petroleum Gas (LPG) laws, rules and regulations to fight illegal traders that affect petroleum economy and safety of the community.

The briefing was participated by Philippine Nat i o n a l Po l i c e , l o c a l media, information officers of national government agencies, local government units, petroleum dealers, private individuals and firefighters.

Agoncillo, DOE- Hearing Division, stressed that any person engaged in any illegal transaction such as “botebote” unauthorized canister retailer, adulteration, unsafe gasoline and offensive station shall be duly penalized by law. He cited many laws and regulations that can be used against the offenders.

“It is important to also help us in fighting against these people, because DOE has limited resources in terms of man power, we cannot attend all the queries.

Everyone is encouraged to seek law,” he said.

Moreover, Rey Maleza of Visayas Field Office in Cebu, discussed about the danger of using butane gas.

“LPG in the Philippines is composed of a mixture of propane and butane; and,

LPG has a higher pressure (480 – 1050 kPa) than pure butane (485 kPa max).There is higher fire incident caused by using butane gas.

“These diversified unsafe business misconducts and malpractices are definitely posing a serious threat to the safety and welfare of the consumers and the oil industry in general,” Maleza said.

Further, Nilo J. Geroche DOE- Mindanao Field Office illustrated the authentic LPG to help the consumers identify which should be bought for use in the household.

“A n L P G c o nt a i n e r fabricated from prescribed steel plates consists of a cylindrical shell and two forged ends which are welded on to the shell or drawn halves circumferentially welded

together,” Geroche told the participants.

The DOE shared their plans and actions in addressing these problems i n t h e c o u n t r y. T h e y already conducted massive inspections either DOE initiated or in coordination with various LGUs and

concer ne d gover nment agencies.

“Though we have done several actions in dealing those problems, we still need the help of every citizen to address these problems and put an action to eliminate the problems,” DOE-OIMB OIC Director Rodela I. Romero

said.

The briefing ended up with this quote coming from the DOE, informing the people the importance of its function, “A well-informed and vigilant consumer is the best-protected consumer.”

Petron posts P2.8-B Q1 net income P ETRON Corp. posted a consolidated net income of P2.8 billion for the first quarter of 2016, ten times more than the P257 million for the same period last year.

Petron, in a statement Thursday, said the better performance was pushed by higher sales volume of 25.3 million barrels during the first quarter, a 9-percent

increase from 23.2 million in 2015 for the same period last year.

The oil firm noted increases in sales volumes, both in the Philippines and Malaysia, for retail, industrial and liquefied petroleum gas (LPG) segment. Total sales in the Philippines grew by 8 percent during the first quarter.

Pryce profit up by more than half in 1st quarter PRYCE Corporation saw its earnings jump by more than half in the first quarter, amid double-digit growth in sales volume of liquefied petroleum gas (LPG).

In a statement released on Wednesday, the listed company said its consolidated net income increased 53% to P196.42 million in the three-month period, from the P128.16 million in 2015, on the back of a 23% rise in LPG sales under its subsidiary’s PryceGas brand.

Sales volume of PryceGas LPG reached 40,583 metric tons (MT) in the first quarter, from 32,981 MT a year ago.

This helped push Pryce’s consolidated revenues 8% higher to P1.453 billion for the January to March period, from P1.345 billion a year ago.

“This growth in volume is attributed to the completion

of strategic expansion projects during the past year, along with the steep decline in international contract price (CP) of LPG from $470/ MT in December of 2015 to $376/MT and $306/MT in January and February of 2016, respectively,” the company said.

Pryce said LPG sales of subsidiaries contributed 91% of its total consolidated revenues, while industrial gas sales contributed 6.36%.

The rest is from real estate and pharmaceutical product sales, and hotel operations.

“While nationwide demand is growing along with the fall in CP, Pryce sees its sales volume growth as outpacing the increasing demand. This appears to be an indication that Pryce has an expanding LPG market share over-all,” the company said.

Revenues climbed 22% to P6.4 billion in the same period from the P5.24 billion registered a year ago, with sales from the marine, meat and milk branded businesses rising 15% to corner 78% of the company’s topline.

“The domestic economy remains vibrant and our strong market position has allowed us to benefit from increased per capital consumption,” C entur y Pacific Chief Finance Officer Oscar A. Pobre was quoted in the statement as saying.

Likewise, the company cited improving sales mix and growing contribution from high margin products -an indication that consumers are willing to pay more for more premium items.

“We have built up good momentum in sales volume growth plus subdued raw material prices and hedging strategies have also allowed us to continue our program of investing in our brands,” Mr. Pobre said.

Its Malaysian industrial sales also grew by 17 percent during the first quarter, compared with last year, pushed by an increase in number of customers. The oil firm also upgraded and expanded its operations in Malaysia.

Petron said the impact of the drop in oil prices was partially offset by the increase in sales volumes.

Its sales revenues fell by 11 percent to P77 billion from

P86.7 billion for the first quarter of 2015.

Its operating income, however, nearly doubled to P5.8 billion from P3 billion for the first quarter last year The oil firm added its USD 2-billion upgraded refinery also contributed to the higher profits due to its higher barrel production per day, including higher-value fuels and petrochemicals.

Petron president Ramon Ang said the improved performance was due to its strategic programs.

In an earlier pastoral letter, I have outlined five C’s as criteria for choosing candidates for public office.

These are: C onscience, Competence, Compassion, C ompanionship, and Commitment.

C ons cience, to my mind, is the first and most important criterion. The candidate must be a person of integrity and honesty. He or she follows the dictates of his conscience that tells him what is morally right and wrong. He respects human rights and the dignity of every person. He is transparent and accountable in the conduct of his public office.

Voters too are expected to vote according to your conscience. The Church does not have any official candidate or political party to support. But as your pastors, we have the duty to remind voters to vote according to your conscience, and to make sure that your conscience is well formed and informed in accordance with the Gospel values that the Church proclaims. What are these basic values that should be the bases for voting with our conscience?

“Thou shall not kill.”

Human life is sacred from the moment of conception to its natural end. As Christians, we believe in the dignity of every person made in God’s image and from which flow human rights – the most basic of which is the right to life.

The Church proclaims the Gospel of life and opposes the culture of death.

Some manifestations of the culture of death are abortion, war, capital punishment – and extra-judicial killings.

These summary killings, without formal charges and due process, can never be justified – whether or not the victims are suspected criminals or rebels or workers on strike. These killings are illegal, immoral and sinful.

Lately, I have received a deeply disturbing report on Davao City. In 1998 – 2015, the Commission on Human Rights (CHR) and the Human Rights Watch (HRW) have documented 1,424 extrajudicial killings. The victims include 132 children (17 years and below). None of the perpetrators of the socalled “Davao Death Squad” have been apprehended.

The prime responsibility

for the inaction over these unsolved crimes must rest squarely on the Mayor and local government officials.

A city with such a high rate of unsolved killings cannot be called a city of peace and order. (cf. www. amadopicardal.blogspot. com) “Thou shall not steal.”

Those who are guilty of this commandment are not only those petty thieves who steal hundreds of pesos. The worst offenders are corrupt politicians who use their office to enrich themselves and have millions of pesos deposited in their bank accounts. Can a genuine Christian, in conscience, vote for corrupt candidates?

Ecological destruction is also a manifestation of the culture of death. As Christians we need to care for the needy and to care for the earth.

So Jesse Owens came home to America with 4 Olympic Gold Medals! You see, he had the courage and commitment to keep going no matter what happened or how others hurt him!

Article VII Section 7 of our currently enforced 1987 Constitution in part states that: 1) “If the President-elect fails to qualify, the VicePresident-elect shall act as President until the Presidentelect shall have qualified.”

2) “If a President shall not have been chosen, the Vice-President-elect shall act as President until a President shall have been chosen and qualified.”

3) “If at the beginning of the term of the President, the President-elect shall have died or shall have become permanently disabled, the Vice-President-elect shall become President.

Section 8 of the same article further declares that “In case of death, permanent disability, removal from office, or resignation of the President, the Vice-President shall become the President to serve the unexpired term.”

The Philippines is our bigger social organism. Samasama po tayong lahat – iisang bangka lang tayo. Pag ito’y tataob, taob tayong lahat!

For our developing “third world” country to survive and positively evolve into a “first world” model for the longer term, it should have an efficiently functioning immune system – memories of p ast t hre ats to our nation’s existence should not be erased. If your body is attacked again by the same flu virus, and the soldiers in your immune system has already forgotten the telltale signatures of that viral culprit when it first attacked, you will definitely go down again with the flu.

Obviously, I am talking here about the Marcos family and more specifically the candidate for the nation’s vice-presidency Ferdinand Romualdez Marcos, Jr., popularly known as Bongbong Marcos (BBM). What bothers me more is that never did I hear BBM issue any statement at any point in the

past showing remorse for all the abuses and corruption committed at the height of the past Marcos regime. He even had the gall of playing down the level of atrocities committed during the martial law years. When asked to return the riches his family had allegedly stolen and as has been previously investigated and partially recovered by the PCGG, he only gave the misleading and lame excuse: “I cannot give what I do not have.”

I also essentially agree with what Leni Robredo mentioned when she said that BBM’s refusal to apologize for his father’s past abuses is worrying and could only mean tolerance of those past events and perhaps, even a justification of its comeback should he gain proximity again to the topmost seat of the land. As Leni said, “I believe we can only move forward if there’s recognition of the wrongs and there’s an attempt to correct them.”

Furthermore, “We cannot correct the wrongs of the past if we have no acceptance of those wrongs.”

2016 declaring May 2, 2016 as commencement of Senior High School enrollment for School year 2016-2017, Cagayan de Oro National High School accepted last Monday, May 2, 2016 enrollees of Senior High School from private schools, other public schools and our very own CDONHS completers.

This Senior High School program is not only limited to those Junior High School completers from the regular program but also accommodates those passers of the Accreditation and Equivalency Test (A & E test) of the Alternative Learning System (ALS) who is eligible for Senior High School.

In the first three days of enrollment, CDONHS has catered 259 enrollees of which 67 enrolled for ABM; 25 for HUMSS; 87 for GAS; and 139 for TVL. Such figure has been achieved due to the

school’s advocacy campaign which was initiated in order to increase awareness and widen information dissemination among people in the community not only within Nazareth but the whole of Cagayan de Oro City and the neighboring towns. The administration, faculty and staff visited Radio stations both AM and FM stations to channel the call of invitation and to announce to all interested JHS completers to visit us and enroll at CDONHS which is located at 8th-2nd Sts. Nazareth of this city.

Cagayan de Oro National High School is offering two tracks in its Senior High School Program; Academic and Technical, Vocational & Livelihood (TVL) Tracks. There are three strands that are being offered under the academic track. These are Accountancy, Business & Management (ABM) strand, Humanities and Social Science (HUMSS) strand and

General Academic Strand (GAS).

The strands under each track serves as career pathway for the students to achieve their dream professions and careers.

Citing the projection of ING Bank Manila senior economist Joey Cuyegkeng, Condon said the peso posted weakness ahead of the past three national polls but recovered half of what it lost afterwards.

NGCP has also been preparing its facilities and deploying its resources to be responsive to any incident that may affect transmission services during the election period.

Some of the contingency measures put in place were the suspension of line and equipment maintenance and testing activities two weeks before and one week after election day to make sure that all facilities are on-line and available from casting to counting of the votes. In case of power interruption, the grid operator will be ready to deploy its strategically placed aircrafts, emergency restoration structures, and spare parts for faster line inspection and restoration.

Misamis Oriental’s Steag State Power, Inc., Mindanao’s first coal-fired power facility, has committed to make available its full capacity of 210 megawatt capacity during the election period next week.

Jerome R. Soldevilla, the plant’s information officer, said in an interview that the company is confident of sufficient supply in Mindanao given the low demand, particularly on election day, which has been officially declared as a national holiday.

“Steag will do its best to support government’s efforts in securing a stable and uninterrupted power supply especially during the period,” Mr. Soldevilla said.

On the other hand, NGCP will also activate its Overall Command and Control Center in its headquarters, regional and district offices 24/7 a day before and after the elections. These command and control centers will also serve as the energy sector’s main monitoring and information centers.

On the issue of rightof-way, which has been a major problem for the company in recent months, NGCP reported “We are also expediting our right-of-way clearing operations. We want our lines to be cleared of illegally planted trees before the elections for more reliable transmission service. We are doing this with COMELEC Resolution 10067 as legal cover and assistance from the AFP, PNP, and LGUs.” The company also recently conducted its annual Tabletop Blackout Drill to simulate blackout scenarios, and review its protocols and procedures during such cases.

“This is done on a yearly basis in Luzon, Visayas, and Mindanao with other power industry stakeholders t o re it e r at e ro l e s a n d responsibilities during a gridwide power interruption.

This year, we give special focus on the elections because transmission service is crucial in the conduct of a clean and peaceful elections,” NGCP said.

In a newspaper p u b l i c a t i o n , t h e P PA indicated that the first deal involves the extension of wharf and expansion of back-up area at the Port of Cagayan de Oro for P341.77 million.

The winning bidder will construct a back-up area, relieving platform and port lighting system.

It also said that the P50,000-bid documents will be available from May 3 to May 25 and a pre-bid conference will be held on May 12. Bids must be submitted and will be opened on May 25 and the project must be completed within 510 days.

The second contract is the construction of wharf for rail mounted gantry cranes at the Port of Zamboanga for P489.54 million. The selected contractor will build a shore crane wharf, among other works.

The bidding will have the same timeline as the Cagayan de Oro deal, but the project will be finished within 600 days.

“Bidding will be conducted through open competitive bidding using non-discretionary pass/fail criteria...” the invitation read.

He assured that the Binay presidency will not commit the callousness of the past administrations, and will see to it that it will always provide the basic needs of the Indigenous People like shelter health and food.

And dig this! Diaz revealed that Choobi Choobi will open more branches in Cagayan de Oro soon.

Last Sunday night was the launch of Misto Restaurant’s “Roast Beef Sundays”. Misto is located at the 4th floor of Seda Centrio. I was there for dinner with my husband, Elmer, and son, Dominic. My family appreciates good food so we always love it when there’s something new in town that could satisfy our cravings and love for food.

We met Seda’s new Chef, Alfonso “Funzi” Cortez. He was so smiling and nice to everyone who were there. He introduced himself which actually made us feel at home while having our dinner.

Of course, Seda’s F & B Manager, Mike Gayoso, and Communications officer, Angela Pupos, were also there to make sure that we were all

having a lovely dinner.

Hotel Manager, Noel Barrameda, also dropped by to say hi, as always.

What I love with Seda is that they know how to make their guests feel special.

For dinner, we had the delicious Seafood Bisque for our soup. It’s seafood roasted with aromatic herbs and delicately prepared with a subtle touch of flavored cognac.

Next was the salad.

They served greens fresh from the gardens of Cagayan de Oro whisked with honey mustard dressing for that perfect tangy finish. It was light and tasty.

Then the most awaited part of the meal was the Roast Beef. It’s an Australian Prime Roast Beef cooked to perfection.

I always prefer my beef

well done. So, I asked the Chef to make mine well done. Surprisingly, it was still very tender. Love the taste! It was so good especially with their very own gravy and sidings like mashed potato, zucchini, carrots and eggplant. The beef is 250 grams per serving. Worth the price! empress/PAGE B2

DA provides assistance to local govt in Northern Mindanao C A G AYA N D E O R O CITY - The Department of Agriculture - Regional Field Office 10 (DA-RFO 10) is ready to distribute assistance to the five provinces of Northern Mindanao affected by the El Niño phenomenon.

Regional Director Lealyn A. Ramos of DARFO 10 announced that the Quick Response Fund (QRF) amounting to P177 million will be allocated to the provincial government through the Provincial Agriculture’s Office (PAO) of their respective provinces.

She said that the distribution will be based on the validated damage reports received by DA submitted by the municipalities through the PAO.

“The funds will be downloaded to the provincial government, who, in turn, will allocate the assistance to the municipalities under their respective provinces.

The local government units (LGUs) are given the authority to do the procurement process of the seeds for rice, corn and vegetables and pump and engines for distribution.

However, the pumps and engines are given only to farmer associations or to LGUs as common service facility, wherein these could be borrowed by group of farmers based on priority needs. In addition, an LGU has to liquidate the funds they will receive based on the usual accounting and DA/PAGE B3

CEB boosts direct service to Doha, Qatar Mounts additional flight between Manila and the Gulf country

The Philippines’ leading airline, Cebu Pacific (PSE: CEB), will add a frequency between Manila, Philippines and Doha, Qatar beginning July 9, 2016. CEB is the only Philippine carrier flying non-stop between these two cities.

CEB’s additional flight between Manila and Doha will operate every Saturday, increasing its services to three times a week. The new flight will depart Manila at 2:45PM, and arrive in Doha at 7:15PM. The return flight will depart Doha at 8:55PM, and arrive in Manila at 11:25AM the next day.

Cagayan de Oro City --- In in its aim to strengthen public private relations and widen support to community development, the Department of Social Welfare and Development (DSWD) awards Certificate of Accreditation to UNIFRUTTI Foundation Inc., after having satisfactorily complied with the qualification requirements of a legitimate Civil Society Organization (CSO) pursuant to the Joint Resolution of the Department of Social Welfare and Development (DSWD), Department of Budget and Management (DBM) and Commission on Audit (COA) entitled “Guidelines for Accreditation of CSOs as Implementing Entities of Government or Public Funds”. She also noted that the provincial governments are now on the process of determining the amount intended for recovery and rehabilitation of crops and livestock in their respective provinces that would be distributed to the affected municipalities.

As of this writing, the provinces of Bukidnon, L anao del Nor te and C amiguin have already declared their areas under the state of calamity.

Isuzu Philippines displays key strength in 2016 Truck Fest friday | May 6, 2016

Themed as “ Tr ucks for L ife,” the models featured at the show not only demonstrate Isuzu’s heritage in and core competency at truck manufacturing, but also strengthen the company’s ties with consumers.

At the 2016 Truck Fest, taking the spotlight are Isuzu’s C-Series and E-Series models, most prominent among which are the CYH51S (GVW 9.74 tons) , a 20-cubic-meter dump truck, and the similarly configured CYZ51M (GVW 10.225 tons), a 15-cubicmeter version. Another CYZ51M, equipped with a

control lever and is designed as a concrete mixer, complete the full-size C-Series range.

The heaviest sized E-Series models are represented by two examples of the EXR51F (GCM 45 tons), and an EXZ51K (GCM 60 tons). Displayed as tractor heads, the trucks are readily configurable to serve a variety of purposes. For their part, the EXR51F flatbed and the two EXZ51K fuel tankers can immediately be deployed for their respective duties.
