Price watch MAMBAJAO, Camiguin -- In the drive to intensify the enforcement of fair trade laws and Consumer Act of the Philippines, the enforcement team of the Department of Trade and Industry (DTI)-Camiguin conducted its regular price monitoring of basic and prime commodities, spare parts and construction materials last April 20-21, 2015.

It was notable that some prices of the basic commodities, specifically Nestle products, had started to go down like the prices of Nescafe Coffee Refill 25g and 50g decreased by P1.05 and P2.05 respectively due to dipping prices of robusta coffee beans in the world market.

Apart from checking the prices of these said goods, the enforcement team also examined the proper labelling and price tagging of the products being sold to safeguard the welfare of the consumers.

OWWA allocates Php6-M grant to displaced Filipino workers in Libya MISAMIS Oriental -– The Overseas Workers Welfare Administration (OWWA) in Northern Mindanao has set aside P6 million in financial aid to displaced overseas workers in Libya, an official said Tuesday.

Harry B. Borres, regional director of OWWA in Region 10, said that the OWWA has registered 538 workers, all from various provinces in Northern Mindanao, who are currently working in

the strife-torn country of Libya.

The financial aid includes the cash assistance of P 1 . 3 m i l l i on to t h e returning Overseas Foreign Workers (OFW) from Libya who come from Northern Mindanao, he said.

Borres said that each OWA worker from Libya would be entitled to an initial financial assistance of P10,000, aside from a seed capital to any OFW from

Libya who would like to start an income generating livelihood project of their choice.

He said that the national government has also

appropriated some P3.7 million under the Skills for Employment Scholarship Program (SESP) for the returning OFWs. Borres said that aside

from the 538 displaced workers from Libya, another 342 OFWs also came home because of the war in Yemen.

In spite of the armed conflict in some parts of

the Middle East (ME), the OWWA is still recording an average of 80 departures of ME bound workers every week, Borres said. (PNA)

There’s a story about a man and woman who had been married for over 60 years. The y had shared and talked about almost ever ything. But the wife had kept a special box in her closet. She had asked her husband never to open it or even ask her about it.

T h e n o n e d a y, t h e old woman got ver y sick and the doctor said she would never recover. Her hu s b a n d b e g a n t o s or t through all of his wife’s belongings. When he found the box, he brought it to his wife’s bedside. She agreed that it was finally time he knew what was in the box. Her husband op e n e d it an d fou n d 2 little handkerchiefs and a stack of money totaling $25,000!

His wife explained: “When we were married, my grandmother told me that the secret of a happy marriage was to never disagree or argue. She told me that if I ever got angr y with you I should just keep quiet and sew a handkerchief.” The old man was so touched and moved he had to hold back the tears. Only 2 handkerchiefs were in the box. He almost burst with joy and pride that in over 60 years she had

-ooo BLACK BUGS INVADE PALARONG PAMBANSA 2015: Can you imagine thousands and thousands of black bugs simultaneously attacking a place? Only in the movies, you would say?

Well, here’s a surprise for everyone. On the day that the Palarong Pambansa was to start last May 04, 2015 at t he D avao D el Norte Sports and Tourism Complex in Bgy. Mankilam, Tagum City, bugs came in big numbers.

Reports said the insects messed up everything at t he complex---f rom its parking lot, Olympic-sized 50-meter swimming pool, track oval, offices near the grandstand, media center, secretariat, and the sports of f i c e . Pa l aro of f i c i a l s were quick to attribute the presence of the bugs

to the strong lights at the complex, evidently to dispel any fears.

-ooo BUGS CARRYING THE MESSAGE OF DOOM: But the question is, how come the bugs came in broad daylight, when the lights were still off ? And, yes, officials were downplaying the ill effects of the bugs on the athletes, but why were some already getting sick owing to the bugs’ foul smell and pungent urine? What, indeed, is happening?

I ask this question because it would appear that there are verses in the Bible which talk about bugs, or insects, or locusts, as being sent by God to punish people who incurred His wrath. In, fact in Joel 2:25, it is there clearly stated by God that locusts are His great army, sent by Him to destroy crops. If crops are destroyed, will hunger and famine be far behind?

Yes, there is clearly a message in what happened in Tagum City, at the opening of the Palarong Pambansa, a yearly spor ts-athletic event in the country. What is the message? A time of famine and hunger is coming, which is one of the expressed signs heralding the end of the world and the Second Coming of Jesus,

our God and Savior.

Our sinfulness should trigger mercy

es, that’s right. Evil and our sinfulness should occasion love instead of getting us stuck in horror and anger, and sinking us in hatred or self-pity.

Obviously, evil is evil and should be avoided, unloved and atoned for. But we should never fail to make it draw us to the dynamics of love whose supreme act is mercy.

This is how God has dealt with us who are all sinners.

He sent his Son to us out of mercy. The Son became man and fully revealed the true nature and love of God for us. Out of this great love and mercy of God for us, he finally offered his life on the cross to set us free from sin.

This should also how we have to deal with our own individual selves when we sin, and with one another when others sin. We have to train ourselves in this regard. Instead of running away from God in fear or shame when we sin, let’s rush to him who will always be forgiving. Instead of wasting time lamenting over our sinfulness and that of others, let’s be quick to give the mercy of God to ourselves

and to others.

As Pope Francis said in his document, Misericordiae vultus (The face of mercy), mercy is who God is, who we are and what brings us together.

“Mercy: the word reveals the very mystery of the Most Holy Trinity. Mercy: the ultimate and supreme act by which God comes to meet us. Mercy: the fundamental law that dwells in the heart of every person who looks sincerely into the eyes of his brothers and sisters on the path of life. Mercy: the bridge that connects God and man, opening our hearts to a hope of being loved forever despite our sinfulness.”

In so many words, the Pope is telling us that mercy is the be-all and end-all of our existence. Mercy, of course, is a great mystery that can somehow be fathomed to the extent that we identify ours elves more clos ely with God in whose image and likeness we have been created.

We need to develop it and grow in it, taking advantage of the daily events and circumstances of our life. For certain, we have to

prepare ourselves for the pain and suffering that will be involved in this endeavour.

In pursuit of mercy, we cannot help but to deny ourselves. Our pursuit for mercy cannot be separated from our effort to identify ou rs elve s w it h C h r i st .

And Christ told us to that follow him, we have to deny ourselves and carry the cross.

The cross can be the pain and suffering involved in going beyond our human limitations and weaknesses so we can conform ourselves to the supernatural life of God that is meant for us.

It can also be the pain and suffering in tackling our sinfulness and its effects and consequences in us.

All this pain and suffering that we have to go through have already been taken up by Christ himself in his passion and death. This ultimate manifestation of his love and mercy for us has taken away the sting of our sin and death and converted it into the way of our salvation, if we also suffer and die with him.

We need to appreciate more deeply the wisdom of this divine logic and way of

By suffering and dying with Christ, there is no evil and sin that cannot be forgiven.

We can also say that by suffering and dying with Christ, we will be creating a general atmosphere of love and mercy that will be the best antidote for all the sins of men and their ugly consequences-conflicts and division, envy, greed, pride, vanity, etc.

The Society of Publishers in Asia Receives Record Breaking Number of Entries for 2015 Awards The Society of Publishers in Asia (SOPA) has received a record breaking number of entries for the upcoming SOPA Awards for Editorial Excellence.

Entering its 17th anniversary, the SOPA Awards received over 600 entries in English and Chinese.

The Awards are widely regarded as the most prestigious awards in the publishing industry. Shortlisted finalists will be announced in May, and the winners will be announced at the Gala Dinner on Wednesday, June 10, 2015, at Hong Kong Convention and Exhibition Centre.

Each category will be evaluated by a panel of judges appointed by the Awards Administrators, JMSC of the Hong Kong University, and conducted by a team of more than 100 international judges around the globe including journalists, editors, columnists from leading publications, and notable academics from media departments of prestigious universities. The judging panel will be led by Head of Judges, Jeffrey Timmermans, a Director of the undergraduate journalism program at The University of Hong Kong and expert journalist. The Deputy Head of Judge will be King-wa Fu, an assistant professor at The University of Hong Kong's Journalism & Media Studies Centre.

Smart leads contenders in Telecom Asia Awards

Smart Communications, Inc. (Smart) has emerged as the top contender at the 18th Telecom Asia Awards, where 37 telecommunications companies from 12 Asia Pacific countries are vying for 15 citations.

Smart is tied with Australia’s Telstra for the most nominations, with seven each.

The Telecom Asia Awards is the region’s longest-running telecom industry awards, organized annually

by Telecom Asia, the region’s largest telecom publishing group.

Bill prohibits age discrimination in employment

A

lawmaker i s pushing for the early passage of a measure prohibit ing employers, l a b o r c o nt r a c t o r s a n d labor organizations from discriminating against any individual due to age.

Rep. Susan A. Yap (2nd District, Tarlac) authored Hous e Bi l l 411, w hich ensures that a person is not denied a job, an equal chance of training, or a promotion because of age.

The bill is being considered for approval

by the House Committee on Labor and Employment chaired by Rep. Karlo Alexei B. Nograles (1st District, Davao City).

According to Yap, the bill seeks to promote a positive attitude about the contributions that older people can make to society.

Yap said the bill provides for sanctions to the employers, labor contractors and labor organizations that discriminate against employees or job seekers on account of their age in all

the aspects of employment – recruitment, employment t e r m s an d c on d it i on s , promotions and transfers, training and dismissals.

Under the measure, it shall be unlawful for an employer to fail or refuse to hire or to discharge any individual or discriminate ag ai nst any i nd iv i du a l with respect to his or her compensation, terms, conditions, or privileges of employment, because of such individual’s age.

The bill prohibits

employers to limit, segregate, or classify his employees in any way, which would deprive or tend to deprive any individual of employment opportunities or otherwise adversely affect his status as an employee, because of such individual’s age.

The measure, to be known as “Prohibition Against Age Discrimination Act,” prohibits labor contractors from failing or refusing to refer for employment, or otherwise to discriminate

against, any individual because of such individual’s age, or to classify or refer to employment any individual on the basis of such individual’s age.

It shall be unlawful for a labor organization to exclude or to expel from its membership, discriminate ag ai nst any i nd iv i du a l because of his or her age.

The measure also prohibits labor organization to limit, segregate, or classify its membership, or to classify or fail or refuse to refer for

employment any individual, in any way which would deprive or tend to deprive any individual of employment opportunities, or would limit such employment opportunities or otherwise adversely affect his status as an employee, or as an applicant for employment because of such individual’s age.

Violators face a fine of not less than P50,000 or imprisonment of not less than three months or both at the discretion of the court.

House panel approves bill requiring parallel translation in Filipino or local dialect of OFWs employment contracts The House Committee on Overseas Workers Affairs has approved a proposal to require all recruitment agencies, employment agencies, labor providers and direct-hiring employers of Overseas Filipino Workers (OFWs) to provide a parallel translation in Filipino or in any of the major Philippine Regional or Indigenous Languages, of the employment contracts that the OFWs will sign before their deployment abroad.

The Committee approved the proposal embodied in House Bill 4836 authored by Rep. Juan Johnny R. Revilla (Party-list, OFW Family) before Congress adjourned session last March. The panel was then chaired by former Rep. Walden F. Bello (Party-list, Akbayan).

D ur ing t he he ar ing, Revilla explained that most OFWs do not understand the content of the contracts they sign which are written in English or other foreign languages.

“Thus, it is necessary to translate the contract in Filipino or in the dialect they understand to protect their interest,” said Revilla.

Revilla said the translation of the employment contract into a language with which the OFW is familiar with, would avoid misunderstanding or doubt about the term of the

contract.

“There have been many cases of misunderstanding, misinterpretation, confusion and eventual conflict between recruitment agencies or employment agencies, labor providers or direct hiring fore i g n e mpl oye rs and OFWs on issues of their condition of employment as stated in the employment contracts which only provide an English text and the language of the host country,” said Revilla.

Revilla, a vice chairman of the Committee on Metro Manila Development, further said that an OFW, who is not well versed in the English language, is usually at a disadvantage because the employment contracts are usually interpreted in the language that an OFW has difficulty understanding.

He proposed that the translation of employment c o nt r a c t s h a l l i n c l u d e the condition of the OFW’s employment, the compensation and benefits, p er io d of employment, working hours, health and safety issues, among others.

House Bill 4856 mandates all recruitment agencies, employment agencies, labor providers or directhiring foreign employers to provide a to provide a parallel translation in Filipino or in any of the major Philippine Regional

of Indigenous Languages, of the employment contracts that the OFWs will sign before their deployment abroad.

It bans all recruitment agencies, employment agencies, labor providers

or direct-hiring foreign employers from recruiting or employing any Filipino worker if they do not comply with the requirements of the Act. M o r e o v e r, t h e b i l l mandates the Philippine

O v e r s e a s E mp l oy m e nt Administration (POEA) to determine, define and disseminate information regarding the requirements.

It shall be responsible for the monitoring compliance of recruitment agencies

with this Act. It imposes a P25,000 fine on any recruitment agency, employment agency, labor provider or direct hire foreign employer who will violate the provisions of this Act.

Surigaonon Rural Banking Corporation, a 10-unit rural bank with head offices located at the junction of Rizal and Gemina Streets, Surigao City, was placed under the receivership of the PDIC by virtue of Monetary Board Resolution No. 634 dated April 23, 2015.

In a press statement furnished BusinessWeek Mindanao yesterday, the state-owned bank insurer advised borrowers to pay their loans and other obligations directly at any Philippine National Bank (PNB) Branch under account name, PDIC FAO BURL – SURIGAONON RB CORPORATION. PDIC emphasized that it has not engaged any person, agent or agency to collect the loan payments for and in behalf of the bank.

Clients are also asked to keep copies of the PNB Deposit/Payment Slips to ensure proper recording of their payments, the statement said.

The PDIC also pointed out that for payments to be valid, it must be supported by a machine-validated P N B D e p o s i t / Pay m e nt Slip. Official receipts will be issued by PDIC upon validation of payments and will be sent through mail to the borrowers.

In fact, many of the power investors have taken contrary stance with that of the energy secretary in many instances – including the ‘solution realm’ to the then impending supply tightness dilemma on summer months of 2015 and 2016.

In the past months, Petilla’s absence in many important and major industry gatherings had also been w i d e l y o b s e r ve d , w it h many stakeholders already suspecting political reasons as his priority then.

Petilla resigned from his job effective April 30, 2015, stating “personal reasons” and emphasizing that there had been no external factors pulling him into that decision.

The outgoing energ y secretary similarly indicated his desire to be back in politics, although it is not certain yet what position he will be seeking.

It was gathered from sources in the Palace though that his numbers in surveys had not been outstanding for him to be included in the administration’s senatorial slate, thus, going back to his post as governor of Leyte might still be his best bet.

When he formally

announced his resignation, Petilla had emphasized that he will not be leaving the energy department “hanging”, and in fact, sounded off his willingness to stay a bit longer if Malacanang would warrant so.

How we will choose our leaders will have a huge impact on the nation in the next six years—and beyond—of our collective life as a nation.

Like it or not, how we choose our leaders will be informed significantly by mass media reports.

Without doubt, media play an important role in any democracy, ours included.

Such role is highlighted during elections when media’s power not only to inform but also to enlighten the public on a host of issues—as well as the candidates’ qualifications— appears to be wielded to the hilt.

The theme of the 19th National Press Forum, “Media and Election: Expanding the Discourse” will focus on media and elections, reporting surveys, and social media.

Publishers and editors of PPI member-newspapers nationwide will attend the National Press Forum and Civic Journalism Community Press Awards, which will be held on May 14 and 15, 2015 at Diamond Hotel in Manila.

These two events will also be attended by representatives from non-media sectors.

Atty. Christian Monsod, former chairman of the Philippine C ommission on Elections (COMELEC) and member of the 1986 Constitutional Commission, serves as this year’s keynote speaker at the 19th National Press Forum and Annual Civic Journalism Community Press Awards of the Philippine Press Institute (PPI), the country’s oldest professional media organization.

As ke ynote sp e a ker, Monsod will discuss issues that news media should cover in the upcoming 2016 national and local elections.

He has won local and international awards for his leadership in and invaluable contributions to election reforms, governance,

and democracy development in the Philippines.

Sessions in the forum are: “Social Surveys: Beyond the Numbers” and “Social Media as a Public Sphere”.

Heads of survey institutions, political experts, civil society advocates, and journalists will take part in these sessions.

Other important concerns will be discussed in the industry forum, including the launch of PPI’s new programs. This year’s forum will feature exhibits from some PPI members on stories of rehabilitation and recovery in relation to last year’s focus which was reporting on disasters. New programs will also be launched in the industry forum.

Recognizing excellence in reportage Highlighting the two-day forum is the Annual Civic Journalism Community Press Awards, the first and only awards program of its kind in the country, aims to raise the standards of journalism in the countryside, seeking to honor news organizations not only for editorial excellence but also for their role as catalysts for community development.

Now on its 19th year, the awards program will honor outstanding community ne w sp ap e rs i n v ar i ous categories such as editing, photojournalism, editorial page, business reporting, environmental reporting, and reporting on history, arts and culture.
