Indemnity for hog raisers THE Department of Agriculture (DA) 10 (Northern Mindanao) on Thursday distributed more than P14.6 million of indemnity payments to at least 575 hog raisers in Iligan City who were affected by the African swine fever (ASF) last year. Angie Cabig, DA-10 information officer, said the hog raisers were paid P5,000 per hog. "The local government unit also gave additional cash (aid) as their counterpart," Cabig said, referring to the P2,000-per-hog payment received by hog raisers.
Oro port revival THE Bureau of Customs in Northern Mindanao (BOC-10) said Wednesday it plans to restore the previous status of the port here as an international containerized shipment facility. The port in Barangay Macabalan ceased to receive international cargoes 15 years ago when the facilitation of imported shipment was transferred to the Mindanao Container Terminal sub-port in Tagoloan town, Misamis Oriental. BOC-10 pointed out that the Macabalan port was “once a haven of international cargo and heavily contributed to trade facilitation and revenue generation”.

HE regional economy of Northern Mindanao contracted by 5.2 percent in 2020 in terms of its Gross Regional Domestic Product (GRDP) compared to the previous year, reflecting the fallout caused by the coronavirus disease (Covid-10) pandemic, according to the report by the National Economic Development Authority in Region 10 (Neda-10) on Thursday.

Prominent Mindanao historian affirms BARMM coming-of-age

OTABATO City – An eminent historian has expressed elation over the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) two years after it was created by law following a plebiscite in 2019 and amidst a popular movement calling for an extension of the transition period from the old to the new autonomous government. “Historic,” said Rudy Buhay Rodil, a prolific author and academic who used to teach at the Mindanao State University-Iligan Institute of Technology in Iligan City. Rodil was a member of the government panel
negotiating peace with the Moro National Liberation Front (1993-1996) and the Moro Islamic Liberation Front (2004-2008). 2GO Group buys new Japan vessel

GO Group, Inc. on Wednesday announced the purchase of a new vessel from Japan, which will make its maiden voyage in the Philippines in May. “The newly purchased ship will be part of 2GO’s fleet of 10 ROPAX (roll-on/roll-off passenger) and freighter vessels, sailing to 20 major ports of call, linking Manila to Visayas and Mindanao,” the company said in an e-mailed statement.
The acquisition, the company noted, is part of its continuing modernization program, which includes upgrading of its fleet and modernizing its operations. With its discounted tickets, the company said it is ready for the resumption of domestic tourism. The company is banking on its modernization projects to return to profitability. It recently reported an attributable net loss of P1.84 billion for 2020, significantly
wider compared with the previous year’s loss of P890.35 million. But the company said it has no plans to raise additional capital for its modernization efforts. “At this time, the management is able to fund these investments internally; thus, [we] have no current plans to raise additional capital,” William Charles Howell, 2GO chief financial officer, said at the company’s annual stockholders’ meeting on April 23.
PAL eyes non-stop flights to Israel FLAG carrier Philippine Airlines (PAL) is planning to mount non-stop flights between Manila and Tel Aviv, Israel by October. The company is eyeing twice weekly nonstop flights to Tel Aviv’s Gurion international Airport using its Airbus A350 aircraft. PAL President and Chief Operating Officer Gilbert F. Santa Maria has been in talks with Israel Ministry of Tourism Director General Amir Halevi on the possible
Manila-Tel Aviv-Mania flights, the company said in a statement on Friday. Philippine passport holders can travel to Israel visa-free for up to 90-day visits. “The Philippines is a strong source of potential travelers to Israel, which welcomes Filipinos without requiring a visa. Our countrymen have been longing for a direct flight to the Holy Land for spiritual pilgrimages or for a Mediterranean getaway
when the travel climate allows,” PAL Chief Strategy and Planning Officer Dexter Lee said. “We also look forward to inviting Israelis to visit the Philippines, so our direct flights will help us restart tourism here in our country.” The Philippines on May 1 will lift its travel ban on foreign nationals, except for those travelling from India, where coronavirus disease 2019 (COVID-19) cases have surged. Aboitiz InfraCapital and Partners Group intend to “build and operate telecommunication towers and support infrastructure across the country” through a telecommunications infrastructure platform called Unity Digital
Infrastructure, Inc., the listed company told the local bourse on Thursday. Sans politics, I expressly thanked Mayor Oca for his deep community concern, consistent as it were, despite
some quarters opposing his own brand of governance in handling the pandemic woes at the local level. To prove his point, he volunteered to take his first dose of vax earlier to somehow send a strong message to all Cagay-anons that vaccines play a crucial role in containing the spread of Covid 19. The long queue was worth it. My first dose of Sinovac done successfully after hours of going through a series of pre-vaccine background checks along with several hundreds of seniors waiting in makeshift tents amid scorching heat of the summer sun. There is no other way but to submit to available health protocols including the call for a massive vaccination for all as Covid 19 continue to
surge, spreading like wildfires in countries like India, now experiencing an epic national disaster. To falter is not an option at this time when the pandemic is still raging its fury on mankind. That said, the arrivals of more vaccines has triggered for a call by the city mayor for help from the medical field —professionals like midwives, nurses and doctors to act as volunteers in the city’s vaccination program. Those who have the talent and skills, please help. Let our bayanihan spirit live throughout this fight for survival, the mayor appealed to all and sundry, citing that the vaccination program has to be pursued vigorously with no let-up. For the record, the rollout
of Covid-19 vaccines in the US has siginificantly reduced unnecessary deaths by 80 percent, a clear indicator of how effective vaccines are in the fight against the pandemic. To those who are still in a state of doubting Thomases, let Covid 19 catch you by surprise. Its either you land in a quarantine facility, or six feet below the ground. The choice is yours. After all, this virus has no regard to people who defy logic. And WHO says it’s a long way to go before Covid 19 will say good-bye world. Meantime, wear your face masks. Keep the distance. Private sector importation of vaccines The Duterte administration has taken a lot of hit for its handling (or mishandling) of the COVID 19 pandemic. But to be fair, this pandemic is something which no government anticipated and prepared for. There has been no previous reliable playbook which government could consult. Thus for most governments, it was “learn as you go” and “trial and error” during the early part of the pandemic. I would not be too harsh in judging this administration. It w a s d o i n g i t s b e s t under the circumstances. However, if I were to fault the administration, it will be in its much delayed decision to allow the private sector to import vaccines. It is a given that the private sector has consistently been more efficient in the matter of procurement. Had the gosignal been given much earlier, we will probably be more than 25 percent of
targeted vaccination by now. Last April 13, I had the good fortune to get my first jab of Atra Zeneca, courtesy of the local government of Muntinlupa City. No, I did not have to jump the line. I was included in the A2 priority (Senior Citizen). I stayed thirty minutes at the vaccination center for observation and, good for me, I did not show any adverse reaction. Even the next day, my left arm did not feel numb but I did feel sleepy in the afternoon. I am scheduled to get my second dose on June 12. In the case of a friend who got injected with Sinovac, the only after-effect he reported was his sudden unexplained craving for Chinese food. Despite my vaccination, I will never let my guard down. Vaccination only reduces the chance of getting sick by 85 percent or 60 per cent, depending on the vaccine. Even if I don’t get sick, I may still become a carrier. So I
will continue to observe all health protocols like wearing of face mask and face shield, regularly wash my hands (while humming the happy birthday song twice) and observe physical distancing. I don’t quite agree with the reported decision of President Biden to dispense with the use of face masks outdoors by those who have already completed their vaccinations. Here is how seriously we take health protocols at the Kiwanis Club of Muntinlupa Rizal. Before the scheduled Board of Directors meeting of the club last April 24, Club President Larry Molera issued the following reminders: “As our precautionary measures:- 1) Our venue will be held at the LOBBY, an open area w/o aircon. 2. FIFTEEN senators including the Majority Floor Leader and former President of the Ruling Party signed a resolution that censures National Task Force to E n d L o c a l C om mu n i st Insurgency spokesperson, Lt. Gen. Antonio Parlade, Jr. after he branded the move to defund NTF-ELCAC as “stupid”. The senators did not like Parlade’s crisp repartee to Sen. Dick Gordon idea to deprive the government’s main counter-insurgency b o dy for “re d-t ag g ing” the communists and its New People’s Army and members of the legal fronts of the CPP-NPA. Senator Dick and the rest of the 14 senators were obviously oblivious to the fact that NTF-ELCAC had made an unprecedented breakthrough in curbing the spread of the radical insurgency with the surrender of hundreds of NPAs to include their firearms and hidden arms cache.
As I write this piece, the Regional Trial Court of Davao issued warrants of arrests to religious leaders and so-called “volunteer teachers” in a holding area called UCCP Haran that had hostaged children of indigenous people. The IPs were allegedly subjected to indoctrination and used in protest rallies. Haran operates like the alternative schools called “Salugpungan” in Talaingod, Davao del Norte. The school was closed after Satur Ocampo and some Party List leaders were arrested while escorting several IP children in an unholy hour. The kids, it turned out later, were taught how to dismantle and assemble Armalite rifles. The indoctrination is such that the impressionable children are incensed against the government. Sadly, Majority Floor Leader Migz Zubiri and former PDP-Laban Pres. Koko Pimentel are not aware that some of the IPs in Haran
and Salugpungan are from their political domain. I can excuse detained Leila de Lima for her world revolved around her cell now and the “kubols” in the state penitentiary which she had frequented when she was Justice Secretary. Fr an k D r i l l on , w h o authored the resolution, was simply ignorant of the fact that on the Island of Panay alone over 250 NPAs and supporters had surrendered. In Negros, where sporadic ambuscades were staged by the armed rebels, several NPA le aders and t heir followers had given up. We give tribute to our heroes for the freedom they served us for a long period of years. We are served with freedom from our colonizers for 500 years already since April 27 of 1521 according to Philippine history. Today, we recognize our heroes and reminisce the past as DepEd gives tribute to them through a simultaneous flag raising ceremony all over the Philippines. Gusa Elementar y School, take part in the said flag raising ceremony. It started at 8:00 am at Gusa Elementary School field with GES administrators, staffs and teaching force. The ceremony was facilitated by Grade 1 level headed by Ma’am Mordeno. The master of ceremony was Maam Sumaya and an inspirational message was shared by Maam Annabelle J. Lariaba, the GES principal. The courageous act and unwavering service of the heroes’ way back, was the
meat of the inspirational message shared. It’s about the first Filipino hero who fought for freedom at Mactan against the Spanish colonizers. His resistance to Spanish colonization brought freedom to next generation. The urge to serve his village at whatever cost against future oppression and colonization was a success. Behind the battle at Mactan were freedom is at stake, is a head datu named Lapu-lapu together with his companions/warriors. They have been acknowledged in history before and in the present story. Salute to all Filipino heroes’ way back! The activity last April of 27th 2021 ended with a portrayal of Lapu-lapu and companion’s battle at Mactan way back same day of 1521. Indeed, it was a reflective activity of reminiscing yesterday that serves as a treasure in Philippine history today, tomorrow and in the future. Gracias Jesus!

Borromeo submitted her report on the usage of the UCT funds transferred by the Department of Budget and Management (DBM) and the Bureau of the Treasury (BTr) to Landbank to Senate President Vicente Sotto III. Finance Secretary and Landbank chairman Carlos Dominguez III was furnished a copy of the report. Under the TRAIN, up to 30 percent of the incremental revenues from the law is earmarked for social mitigation measures, such as the UCTs, while 70 percent is earmarked for President Duterte's centerpiece program “Build, Build, Build." Republic Act (RA) No. 10963 or the TRAIN Law, which also slashed personal income tax (PIT) rates for 99 percent of salary earners, was implemented starting January 2018. RA 10963 benefits salary earners because the hefty cuts in their PIT tax payments translates into extra income for
these taxpayers equivalent to about a one-month take-home pay. This law also adjusted the excise taxes on fuel, which prompted the inclusion of the social mitigation program to ease the initial impact of the adjustments on the poorest 50 percent of the population. For 2018, the law provided a UCT of P2,400 each for some 10 million targeted households. For the succeeding years of 2019 and 2020, each beneficiary-household received P3,600. The UCT fund for 2018 of P24.488 billion covered the P24 billion in cash grants for 10 million beneficiaries. While P22.53 billion in UCT funds were disbursed, around P1.47 billion has yet to be distributed because the Landbank is still waiting for the submission by the Department of Social Welfare and Development (DSWD) of the remaining payroll files of beneficiaries under the UCT program. Under the 2019 national budget, the UCT fund amounted to P36.488 billion, of which P6 billion have yet
to be downloaded by the BTr to Landbank, leaving it with P30.488 billion for the implementation of the program. Of the P30.488 billion, P23.71 billion was released to UCT beneficiaries. About P6.29 billion in funds have yet to be disbursed, pending the DSWD submission of the beneficiaries’ payroll files. A total of P5.5 billion of this UCT fund was transferred to the BTr on April 1, 2020, to help fund the government’s coronavirus disease 2019 (Covid-19) response programs, and was returned to the fund on December 29, 2020. For 2020, the total UCT fund under the GAAs was P36.488 billion, of which P13.19 billion have yet to be downloaded to the Landbank. The downloaded sum of P23.3 billion covered the P14.12 billion disbursed so far to UCT beneficiaries in December last year, while PHP8.9 billion have yet to be released pending the submission by the DSWD of the beneficiaries’ payroll files. Macapado, the incumbent OIC, Register of Deeds, of Lanao del Sur, issued a Certification dated 27, 2020, certifying that all files and records on or before May 17, 1965 of the Register of Deeds, Lanao Province ( now Province of Lanao del Sur) were caught by fire. That since time immemorial until today the petitioners occupy and in actual possession of the above said land. In fact, their parents and great grandfathers were buried in the said land. That since time immemorial until today no other person/s occupying or in actual possession of any part or portion of the land. That the petitioners filed this petition after learning that the Register of Deeds, Lanao del Norte and Register of Deeds, Lanao del Sur, have no official file of the Government copy of OCT No. RP 287(653). Hence, as above mentioned Mamolawan Awan A. Macapado, the incumbent OIC, Register of Deeds, Lanao del Sur, issued a certification dated January 27, 2020, certifying that all files and records before May 17, 1965 including the Government copy of OCT No. P-287(653) subject of this petition under the custody and control of the Register of Deeds, Lanao del Norte (now Province of Lanao del Sur) were caught by fire. Now, the only legal option of petitioners available under the law is to file petition of Reconstitution of the Government copy of OCT No. RP-87(653). M Supermalls nationwide begins its multi-mall vaccination drive as it inks partnership with various LGUs nationwide to be the venue for their COVID-19 vaccination program. In Cagayan de Oro City, the local government has partnered with SM CDO Downtown Premier for the mall to become a venue for the Covid-19 vaccination drive. “As part of our continuing efforts in preventing the further spread of COVID-19, SM malls all over the country can provide convenient, safe and accessible venues for the community to get vaccinated. Through our long-standing relationship with the LGUs, we remain committed in ensuring the health and safety of the public,” said SM Supermalls
president Steven Tan. SM CDO Downtown Premier’s cinema hallway at the fourth level was repurposed to hold the vaccination activity. The
