Briefly First lab test yields negative FOUR persons admitted to the Northern Mindanao Medical Center (NMMC) were the first to be tested as the governmentrun regional hospital opened its coronavirus disease 2019 (Covid-19) testing laboratory on Thursday morning.

In a press release on Friday, the City Information Office said all four tested negative for Covid-19, a process that only took about an hour in the GeneXper t laboratory of NMMC that has been equipped to conduct real-time reverse transcription - polymerase chain reaction (RT-PCR) tests.

None of the tested patients was from Cagayan de Oro.

PSALM P43B loan STATE-r un Power Sector Assets and Liabilities Management Cor poration (PSALM) will be borrowing P43 billion from the Development Bank of the Philippines (DBP), which it will use to settle maturing obligations for the rest of the year.

“PSALM has already obtained the approval from the Department of Finance (DOF) to implement the first drawdown from the said loan

by June 2020,” the company has noted in a statement to the media.

The government-owned firm said this new round of borrowings would be necessary because its anticipated revenues “will not be sufficient to cover all maturing obligations and operating expenses for the rest of 2020.”

No ‘second tranche’ of SAP for Normin, says DSWD-10 T Thank you for trusting us!

HE "second tranche" in the distribution of Social Amelioration Program (SAP) may no longer be available for Northern Mindanao but recipients listed under the Covid-19 Intake Card (CIC) can still avail of cash aid subject for approval, the Department of Social Welfare and Development in Region 10 (DSWD-10) said Friday.

DSWD-10 information officer Oliver Inodeo said that under the national guidelines set by the Inter-Agency Task Force (IATF), only areas placed under Enhanced Community Quarantine (ECQ) can avail of the SAP. Northern Mindanao, he noted, has now been placed under General Community Quarantine (GCQ).

"President Rodrigo R. Duterte had earlier approved

the recommendation of the IATF for the Management of Emerging Infectious Diseases to limit the coverage of the second tranche of SAP benefits to areas that will remain under ECQ up to May 31, 2020," he said.

However, names listed under CIC may still receive financial assistance because "these were the people who were not included in SAP's SAP/PAGE 11

A NUMBER of coal plants in the country have been deferring schedules of their coal deliveries because of declining electricity demand, not exactly a case of logistical obstructions,

Loan assistance program available for farmers and fisherfolks: DA chief DAVAO del Norte -- The Department of Agriculture (DA) reiterates that it has a “Recovery Loan Assistance” for farmers and fisherfolks known as the Sure Aid and Recovery Project or SURE Covid-19 financing program.

“We don’t have cash assistance except for the rice farmers… but we have SURE aid and recovery loan assistance for each farmer or fisherfolk,” DA Secretary William Dar said.

The Sure Aid and Recovery Project or SURE Covid-19 is a DA financing program that aims to “support the government’s goal of helping agricultural households in calamityaffected areas regain their

capacity to earn a living; and Provide immediate relief to small farmers and fisherfolk (SFF) through loan and emergency assistance package”, according to DA’s website.

The SURE aid allows farmers and fisherfolks to loan up to P25,000 with zero interest that is payable in 10 years.

It is in addition to the Department of Agriculture's Rice Farmers Financial Assistance (RFFA) which provides P5,000 cash subsidy to farmers in 33 provinces affected by the Rice Tariffication Law (RTL) and “farmers who are tilling two hectares and below”.

TFBM: Marawi rehab on track

D

EPARTMENT of Human Settlements and Urban Development (DHSUD) Secretary Eduardo Del Rosario on Friday said he respects the call of Congressman Mujiv Hataman for a revamp of the Task Force Bangon Marawi (TFBM) but stressed that the task force remains on top of the ongoing rehabilitation of wartorn Marawi City despite the challenges, including the coronavirus disease 2019 (COVID-19) pandemic.

At the same time, Secretary Del Rosario said that the government, through the TFBM, has been extending financial and relief assistance to Marawi City residents to help them cope-up with

the adverse effects of COVID 19.

Hataman has called for the revamp in the leadership and management of TFBM, claiming the supposed slow phase of the Marawi Recovery, Rehabilitation, and Reconstruction Program (MRRRP).

“With due respect to Congressman Hataman's opinion, TFBM is on top of the Marawi rehabilitation,” said Secretary Del Rosario, who serves as the concurrent chairman of TFBM. “In fact, during our dialogue with the President in Malacanang on March 4, 2020, we have presented the methodology involved in the rehabilitation and the challenges we are facing,” he added.

The presentation in Malacanang was attended by the local officials of Marawi City, Lanao Del Sur, Bangsamoro Autonomous Region in

Muslim Mindanao, civil society organizations, and members of the Cabinet.

“The President has told us that he will personally supervise the progress of the rehab with specific instructions to fast track the release of funds by concerned government agencies,” Secretary Del Rosario said.

He said that despite the two-month enhanced community quarantine caused by COVID-19 which stalled all the rehabilitation works in Marawi, the task force remains optimistic in completing all major projects within our selfimposed deadline.

“Despite the adverse effects of the COVID-19 in all sectors, we are confident that our rehab target completion on December 2021 is manageable and attainable,” Secretary Del Rosario added.

In fact, the TFBM

Chairman has directed all TFBM implementing agencies to inform their respective contractors to go full-blast in the implementation of their projects starting July 2020.

This, after President Rodrigo Duterte approved the release of P3.56-billion budget with Special Allotment Release Order (SARO) by the Department of Budget and Management (DBM) to the different implementing agencies to fast-track projects under the MRRRP. “The budget for the rehab of the Most Affected Area was approved by the President on April and May this year, hence, full implementation of infrastructure projects is expected to commence

by July,” Secretary Del Rosario pointed out.

“They (implementing agencies) can now focus on their timelines and carry out appropriate measures to hasten the completion of their projects” he added.

According to Secretary Del Rosario, the local government of Marawi City led by Mayor Majul Gandamra has already started reconstruction works within the most affected area that is composed of 24 barangays.

“The TFBM has been closely coordinating with the LGU to ensure that all efforts are synchronized,” the TFBM chairman said.

Recently, Secretary Del Rosario also ordered the release of P10.5 million livelihood/ financial assistance to 4,000 Marawi City IDP residents to help them cope-up with the adverse effects of COVID-19.

“Rest assured that we will continue to provide necessary assistance to our Maranaw sisters and brothers,” vowed Secretary Del Rosario.

PAL not in ‘immediate’ danger of bankruptcy PHILIPPINE Airlines is not in immediate danger of bankruptcy as its shareholders have injected around P15.2 billion into the flag carrier to keep it afloat, its top official said on Thursday.

“Our shareholders last February this year had approved an injection of $600 million,” PAL President and Chief Operating Officer Gilbert F. Santa Maria said in an interview with news channel ANC. “About half has already been completed, so we are not in immediate danger of bankruptcy,” he added.

He made the statement a day after PAL Holdings, Inc., the listed operator of the airline, reported losses of P10.31 billion in 2019.

Mr. Santa Maria said a “good chunk” of the losses last year had been caused by the new lease accounting standard or the PFRS 16.

In its 2019 annual report, PAL said: “A material uncertainty exists that may cast significant doubt on the Group’s ability to continue.”

Del Monte completes sale of shares in Philippine unit

EL MONTE Pacific Ltd. has completed the sale of shares in its Philippine subsidiary Del Monte Philippines, Inc. (DMPI) to a Singapore-based investor for $120 million (about P6.07 billion).

In a disclosure to the local exchange yesterday, Del Monte said it has signed a deal with Singapore’s SEA Diner Holdings Pte. Ltd. together with its whollyowned subsidiaries DMPI and Central American Resources, Inc. to sell 335.68 million shares in DMPI, equivalent to 12% of its paid-up ordinary shares.

This is lower than the supposed $130-million agreement that the parties signed in January to sell 363.65 million DMPI shares to SEA Diner.

“The completion of the DMPI sale marks the beginning of a partnership with (SEA Diner), a leading investment company focused on investing in leading companies in the consumer sector in China and the ASEAN region.

This transaction is a testament to DMPI’s solid standing and future prospects for growth as a food company,” Del Monte said.

“The group looks forward to

working with the Investor (as a new shareholder of DMPI) in expanding the group’s footprint in the Philippines and other export markets,” it added.

Del Monte said then that SEA Diner was planning to focus more heavily on investments in food products, noting it has already invested over $1 billion in consumer businesses across the ASEAN and China.

Del Monte is a manufacturer of canned fruits, juice drinks, tomato sauce, spaghetti sauce and culinary mixes.

The company said net proceeds

from the transaction is estimated at approximately S$149.4 million (about P5.34 billion). This will be used to pay outstanding loans of Del Monte owed mainly to Philippine banks.

“The company will make periodic announcements as to the use of the net cash proceeds as and when such proceeds are materially disbursed and whether such a use is in accordance with the stated use and in accordance with the percentage allocated,” it said.

Del Monte posted a 159% jump in net income to $6.67 million in the third quarter ending January.

SM net income down by 16% to P9B in Q1 THE country’s largest conglomerate SM Investments Corporation (SM) on Thursday reported its profit declined by 16 percent in the first quarter of 2020 due partially to effects of the coronavirus disease 2019 (Covid-19) pandemic and enhanced community quarantine (ECQ).

In a statement, SM said net income stood at P9 billion in January to March from P10.7 billion during the same period last year.

Consolidated revenues rose to P111.2 billion from P109 billion.

Banks contributed 46 percent of net income, while property and retail added 44 percent and 10 percent, respectively.

“The ECQ and broader pandemic started to weigh on our performance during the first quarter.

Our strong balance sheet, capabilities and partnerships provide us with the flexibility to anticipate and adapt

to changes in customer needs and behaviors. We are actively enhancing digital and delivery services across all our core businesses, while also working to support and protect our employees, customers, MSMEs (micro, small and medium enterprises) and business partners,” SM President Frederic DyBuncio said.

During the crisis, SM implemented sanitation protocols in all its essential businesses.

It also supported the medical equipment and supplies needs of hospitals nationwide and worked with the government and other partners to provide much needed quarantine and testing facilities.

BDO Unibank posted P8.8 billion in net income in the first quarter from P9.8 billion previously, as core lending and deposit-taking businesses sustained their growth despite the ECQ. China Bank saw its

net income increase by 19 percent to P2.2 billion in the first quarter, driven by sustained growth of its core businesses.

SM Prime Holdings recorded a consolidated net income of P8.3 billion in the first quarter of 2020, down by 5 percent compared with P8.8 billion in the first quarter of 2019.

The sound of silence Think a minute . . . ”People would be happier if they were as good at silence as they are at speaking.” Studies have shown that constant noise is one of the biggest causes of our daily stress.

“Silence is golden because there is so little of it.” Many of us don’t even realize how noisy our daily life is, and how it is robbing our peace of mind, family harmony, and health.

The problem is we have become so accustomed, even addicted, to continually hearing some kind of noise—whether it’s talking, news, music, television, the telephone, videos, and other sounds. In fact, many of us simply are not comfortable with silence. Even when we go away on holiday to relax, we still take our smart phone, iPad, laptop, or we watch TV in the hotel room.

As someone said: “People today are in such a hurry that we hate to miss one panel of a revolving door.”

Sadly, we lose some of the best things in life because they are found only in the “sound of silence.” In silence we can think of what we

only in making life better for those in the margins but have become a countervailing force against social injustice and inequities through paradigm shifts. While the concern for the continuing degradation of the environment is now the call of the times, don’t you know that healing the blighted land has been the battle-cry of the cooperatives in that region which has begun several decades ago.

Cooperatives have long ago defunct the use of chemicals in farming and have been bannering sustainable agriculture. Cooperatives have been collecting plastics by the volume and converting these as construction materials is so amazing in clearing the dying marine ecosystem. Such mindset has reverberated, being done now to save Manila Bay but such began in Dir. Arnel’s region.

As we now say our last farewell and express our deepest sympathy to the bereaved family, to the lovely wife, Grace Marie and to the wonderful children, namely: Don Arnel, Tanya Katrina, and to Dereck Anthony, what comes to our mind is the truism that life and death are not enemies but are entwined aspects of one life. Such was beautifully expressed by the great Bengali poet, Rabindranath Tagore when he wrote, “The night kissed the fading with a whisper, ‘I am death, your mother, From me you will get new birth.” Yes, we all have to go, but we do not choose when. A colleague for 30 years, Atty Arnel had been very passionate and committed in promoting the spirit of cooperativism through his legal prowess in an agency that has been created by the highest law of the land, “to promote

the viability and growth of cooperatives as instruments of social justice, equity and economic development.”

Dir. Arnel knew very well that such is not an easy task in a highly skewed societal order where oligarchs and cartel are in control of the economy. How can an office moderate the greed of a few capitalists to continue their massive rakings by mocking the essence of Electric Cooperatives that must be owned and managed by the MCOs (member-consumerowners) but such ownership is until now not being recognized. As a lawyer, Dir. Arnel was puzzled no end!

Amidst the discouraging words in the discordant voices for change, his presence has been inspiring, as fresh wind and rains to a desert. Dir. Arnel had been with me in TRIBUTE/PAGE 11

IGNACIO BUNYE Fr. Rocky Evangelista, the Champion of Street Children, just completed his 50th anniversary as a priest. But at 77, he has no intention of retiring from his mission anytime soon. His mission: to continue to get children off the streets and back alleys, off the most unholy places, and bring them to a safe place they can call “home”.

Today, “home” is located in Tuloy sa Don Bosco (Tuloy) in a 4 ½ hectare compound

in Alabang, Muntinlupa City.

Thanks to countless generous donors and volunteers, Tuloy now has 10 dormitories, a school and administrative building, technical-vocational skills workshops, a culinary arts center, a center for recreation and the arts, a multi-purpose sports center, an ecological productivity z on e ( t i e re d ve ge t abl e garden), a chapel, and even a world-class football field.

Tu l o y i s c u r r e n t l y supporting around 800 inhouse students. Tuloy also opens its sports facilities to out-of-school children from Muntinlupa and Las Piñas.

Tuloy offers a well-rounded curriculum designed to tap the potential of every child.

It’s classrooms, training and sports facilities can compare with what the best institutions offer. Fr. Rocky explains: “If you want to get the best out of these children, give them the

best service. It redeems their dignity and self-worth and they begin to dream. When they begin to dream, you build their self-confidence.

You open new avenues for them.”

During his golden anniversary thanksgiving mass last Sunday, (celebrated on l i n e b e c au s e of t h e lockdown) Father Rocky beamed with pride. “Over a period of 27 years, Tuloy has graduated thousands of former street children, raising them to be God-fearing and valuable citizens. More than 100 kids are now working at Capital One. A lot of culinary g r a du ate s are work i ng abroad, a number of them in prestigious restaurants, hotels and luxury liners. Graduates of the performing arts and ballet are now training under the wings of international mentors. In sports, our soccer team has participated in

national competitions.”

But Fr. Rocky is specially proud of Tuloy graduates who have started to build their own families, and raising their own children in an environment much better than what they were born into. He is proud of those who would have otherwise have become the dregs of society. One graduate typified it best. “Were it not for Tuloy, I would have ended up either in prison or in the cemetery.

Now I have a good job, my own home and my own car.

I have a loving wife and children whom I plan to raise like Fr. Rocky raised me.”

Prophetically, what was to become a lifelong mission started with a dream in June 23, 1993. Fr. Rocky related to CNN Philippines’s Mitzi Borromeo what happened.

T H E Inter nat iona l Air Tr a n s p o r t A s s o c i at i o n (IATA) revealed details of its proposed temporary layered approach to biosecurity for re-starting passenger flights amid the COVID-19 crisis.

IATA has publ ishe d Biosecurity for Air Transport: A Roadmap for Restarting Aviation which outlines IATA’s proposal for a layering of temporary biosecurity measures. The Roadmap aims to provide the confidence that governments will need to enable the re-opening of borders to passenger travel; and the confidence that travelers will need to return to flying. “ T he re is no s i ng l e measure that will reduce risk and enable a safe restart of flying. But a layering measures that are globally implemented and mutually recognized by governments can achieve the needed

outcome. This is the greatest crisis that aviation has ever faced. A layered approach has worked with safety and with security. It’s the way forward for biosecurity as well,” said Alexandre de Juniac, IATA’s Director General and CEO. Highlights of the Roadmap include: PRE- FLIGHT, IATA foresees the need for governments to collect passenger data in advance of travel, including health information, which should b e accomplishe d using well-tested channels such as those used for e-Visa or electronic travel authorization programs.

AT T H E DE PA RT U R E AIRPORT, IATA foresees several layers of protective measures: • Access to the terminal building should be restricted to airport / airline workers and travelers (with

exceptions b eing made for those accompanying passengers with disabilities or unaccompanied minors) • Temperature screening by trained government staff at entry points to the terminal building • Physical distancing t h ro u g h a l l p a s s e n g e r processes, including queue management • Use of face coverings for passengers and masks for staff in line with local regulations.

• Self-service options for check-in used by passengers as much as possible to reduce contact points and queues.

This includes remote checkin (electronic / home printed boarding passes), automated bag drops (with home printed bag tags) and self-boarding.

• Boarding should be made as efficient as possible w i t h r e - d e s i g n e d g at e areas, congestion-reducing

Are we ready for the digital evolution?

ur lives as well as our business models are currently experiencing a deep shift and businesses are waking up to a new reality.

Everything seems to have changed.

The way we look at ourselves; the way we interact with others; the way we approach our market and clients; the way we calculate our profits and losses.

Truth is that those businesses with a higher degree of digitalization have had an easier path of navigating through this current economic bottleneck. For example restaurants with a higher degree of online and social

media presence and with an online ordering facility were able to switch business model very quickly compared to the local calenderia run by lola Juanita.

Companies that have been working with freelancers for example rather than office employees had no or very little disruptions in their operations.

For the local Filipino SMEs and MSMEs this means navigating new territory and taking a leap of faith to innovate, modernize, manage change in a positive way and possibly re-start digital. For many employees that means adaptation to working remotely or

from home. Contactless transactions are definitely going to be the “new-normal” in many business environments. Globe starts weekly rapid antibody testing of frontline employees

A

S THE government eases up community quarantine restrictions, Globe Telecom has started the weekly rapid antibody testing of all its frontliners to ensure that both the workforce and stakeholders are protected from COVID-19 spread and infection.

At least 15% of the Company’s over 8,000 employees have been working in the frontline

as critical skeletal force since the beginning of the Enhanced Community Quarantine in mid March and an additional 5% are returning to their posts as Globe starts reopening its Stores and fielding more personnel for network build, expansion, and maintenance.

“The safety of our employees and the public are of paramount importance to us. That is why we have

decided to do mass testing of our frontline workers on a weekly basis using the rapid antibody testing kits.

If some sort of positivity appears in that particular test, then we are going to do a more extensive test, ” said Renato Jiao, Globe Chief Human Resource Officer.

some street children in a wide open field. They were looking for food and for a place to sleep. As they walked through the empty fields, the kids grew by the thousands and then the surroundings started to turn into a green meadow. Farther in the distance, they saw a brown gate. They rushed to peer through the gate and inside they saw a beautiful village. One of the children said: “It is so beautiful inside, Father. But it is not for us.

Because we are poor.”

Father Rocky said he woke up crying. His eyes were opened. He felt he was jarred out of his comfort zone. He felt he was being called. On that fateful night, Fr. Rocky said he saw his role in God’s grand plan. “It was a call, within a call, to make me more faithful to my vocation.”

At the start, he went out from 10 pm to 4 am, searching for children living in the streets, under bridges, inside cemeteries, observing how they fended for themselves.

What he saw shocked him and he promised he would not rest until he could give the street children at least a pillow to sleep on.

Fr. Rocky was among the few who had the privilege

of finishing his priesthood training in Rome where he was ordained by no less than Pope Paul VI. Fr. Rocky had spent his earlier years either as rector, administrator or principal or president of a Don Bosco school. So the Father Superior was most surprised when Fr. Rocky offered (two weeks after the life-changing dream) to give up his “comfortable” position in order to start a center for street kids. His father, for a while, did not take too kindly to Fr Rocky’s decision. The elder Evangelista, formerly ever supportive, thought Fr. Rocky was being demoted.

But there was no stopping Fr. Rocky.

Aided by 10 lay volunteers, Fr. Rocky started the Center in Don Bosco, Makati with 12 street-toughened children.

The initial problem was one of discipline. The wards were enrolled in a nearby public school. But Fr. Rocky and his volunteers spent most of their time going either to the school principal’s office or to the police precinct because the wards have been involved in fights. “At one time, we were averaging 36 incidents a day,” exclaimed Fr. Rocky.

Fr. Rocky had to change the outlook and mindset of each ward. “I asked each child the following: Are you poor? Do you accept you are poor? Do you want to do something about your life? Do you have a dream?

Are you willing to obey the rules? Once he said “yes”, I knew I got him.” Fr. Rocky’s secret in transforming the children is rather simple, although easier said than done. “You build their selfconfidence. You open new avenues for them to express themselves. Teach them skills for life. Sports brings fun and teaches them respect, fair play, building friendship and building character.” He borrows a lesson learned from his father: “Do ordinary things extra-ordinarily well.”

The wards soon swelled to 50, then 100, and soon Tuloy had to look for a bigger venue. That’s how they got to Alabang. The rest is history.

Jocals 688 hands out assorted goods to frontliners nationwide S

INCE March when the COVID-19 crisis began, homegrown multilevel marketing company Jocals 688 has already donated a total of P10 million in assorted goods to frontliners in 29 locations nationwide.

According to the company’s CEO Joshua Calderon, the assorted goods they handed out are in the form of face masks, alcohol and bags of rice.

“I also donated P10,000 cash for Magnum Radyo for disposition to a health care unit beneficiary of their choice,” Calderon said.

Jocals 688 prides itself as the only MLM company in southern Philippines which has expanded overseas, specifically in the United States and Papua New Guinea in less than a year of operations.
