AVAO City– The construction of the 102-kilometer first phase of the Mindanao Railway Project (MRP) is expected to begin in the third quarter of this year, an official of the Department of Transportation (DOTr) said.

CDO imposes longer curfew due to spike in COVID-19 cases

THE Cagayan de Oro city government has imposed a longer curfew and prohibited the sale of intoxicating liquor

amid a spike of COVID-19 cases in the city.

From May 15 to May 31, Mayor Oscar Moreno said curfew would be from 9 p.m. to 5 a.m. instead of 10 p.m. to 4 a.m.

Selling liquor is prohibited during the curfew.

Establishments violating the ban will be penalized

with cancellation of business p e r m i t s , a c c o rd i n g t o Executive Order 0-41 signed

by Moreno on May 14.

Camiguin 'very low risk' for Covid-19: guv THE island province of Camiguin has the lowest number of coronavirus disease (Covid-19) cases in Northern Mindanao, with the Department of Health (DOH) classifying it as one of the country's "very low risk" areas.

In his radio program Friday evening, Gov. Jurdin Jesus Romualdo said Camiguin currently has a negative 20-percent increase rate of cases since the pandemic began last year, with zero Covid-19 related deaths.

"Two weeks ago we had negative 33 percent.

But since many people arrived, we have dropped to negative 20 percent," Romualdo said.

He said the recent active cases in the province as of May 14 stood only

at 14, and the patients are already under quarantine.

The governor attributed the province's low cases to proactive response, good governance, and effective public health strategies.

He also credited local officials who advised the provincial government to sustain the restrictions for individuals entering the province.

"When people go outside (of the province), they should go into isolation when they get back here," Romualdo said, adding that the island's tourist spots remain close to the public.

Hawk-eagle rescued in Agusan Sur handed over to DENR BUTUAN City – The Department of Environment and Natural Resources in Caraga Region (DENR-13) formally received a rescued male Philippine hawkeagle (Nisaetus pinskeri) from the Philsaga Mining Corporation (PMC) on May 14.

The eagle was rescued by a resident in Barangay Bunawan Brook, Bunawan, Agusan del Sur, and was turned over to PMC on May 13, DENR-13 said in a statement Saturday.

“The head security reported the incident to PMC President Atty.

Raul C. Villanueva, who immediately called DENR-13 RED Tamayo for the turn-over of the wildlife since it cannot be possessed without a permit,” DENR-13 said.

According to DENR-13, the rescuer first thought the juvenile male raptor was a Philippine Eagle.

“The DENR-13, through a technical personnel, made a species identification of the rescued raptor and it turned out to be a hawkeagle locally called ‘lawin’,” it said.

It added that hawk eagles are considered endangered species under the DENR Administrative Order No. 2019-09 or the Updated National List of Threatened Philippine Fauna and their Categories.

The eagle was found in good condition without any signs of injury but was recommended to be acclimatized because it is already tamed or imprinted based on its behavior.

“The bird of prey is now placed in a cage at the Regional Wildlife Rescue Center in Kitcharao, Agusan del Norte for further observation and health assessment before its release back to the wild,” DENR-13 said.

Biodiversity, birds, beadwork hew PLDT group sustainability push for indigenous communities

ORGING ahead on efforts to promote sustainability, PLDT group fortifies its partnership with the Philippine Eagle Foundation (PEF), in support of indigenous communities.

The latest partnership supports the Manobo Tigwahanon indigenous community of Barangay Magkalungay in San Fernando, Bukidnon.

The partnership project also includes

the conservation and protection of the eagles and their natural habitat the forest.

Alongside that, PLDT and PEF commit to help Bukidnon's indigenous women and their respective families take part in conservation efforts, through biodiversity-friendly women-based enterprises that will serve as a platform for generating supplemental income.

Called "Beadwork

for Conservation," the biodiversity-friendly livelihood project will be championed by wives of forest guards who will make use of their artisanal skills in creating beadwork designs for profit.

"We are happy deepening our engagement with the PEF, this time helping the indigenous community in Barangay Magkalungay," said Katherine Diaz De Rivera, PLDT Head of Community Relations.

IGNACIO BUNYE People and organizations who extend their help are rays of sunshine these days, sending light to those who need it most in these challenging times.

Social enterprises (SE) are one of them. These businesses do not just care about profits, but also, and more importantly, they care about the impact and benefits that they bring to society.

They think about the people.

They think about the planet.

They think about our future.

But they need our help.

BPI Foundation, the social development arm of the Bank of the Philippine Islands (BPI), aims to do just that

– to empower these SEs by providing them the support they need to further promote their advocacies.

For seven years now, the BPI Foundation, through its BPI Sinag program, has nurtured, developed, and empowered the local SE sector. While it was initially conceived as a business challenge for SEs, it has now evolved into a growing ecosystem with over 180 SEs that continues to bring together not just the country’s visionary entrepreneurs, but also mentors, investors, and other stakeholders who share the same goal of achieving inclusive and sustainable g row t h t h rou g h s o c i a l entrepreneurship.

A study published in 2017 by the British Council and Philippine Social Enterprise Network, with support from the European Union and the United Nations Economic and Social Commission for Asia and the Pacific, found that there may be as many as 164,473 social enterprises operating in the Philippines.

Titled “Reaching the

Farthest First, The State of S ocial Enterprise in the Philippines”, the study a f f i r m e d t h a t “s o c i a l enterprises have played a pivotal role in generating employment, alleviating poverty, improving a local community, and empowering marginalized groups.”

Given these socioeconomic benefits, this year’s BPI Sinag, dubbed “Sinag Spark”, continues its partnerships with social impact organizations such as Bayan Academy for Social Entrepreneurship and Human Resource Development, Ateneo Graduate School of B u s i n e s s , E n d e avor Philippines, Start-Up Village, and Villgro Philippines, as well as BPI Direct BanKo, the microfinance arm of BPI. For the first time since its conception in 2015, BPI Sinag has also partnered with Ayala Land, a subsidiary of Ayala Corporation, to help expand the market access of SEs. “A s p a r t o f o u r commitment, we aim to shed light and give hope—give a

Spark hope In the “Sinag Spark” business challenge, 40 SEs will be included in the shortlist, of which 20 will move on to the finals. Out of the Top 20, 10 social enterprises who are best able to showcase their business viability and social impact will be named the BPI Sinag Spark awardees. Aside from exclusive mentorship opportunities, the awardees will also receive cash grants amounting to P300,000 for the top five SEs and P100,000 for the rest.

In addition, Sinag SEs will experience an MBAlike atmosphere in the virtual mentoring sessions.

What should be normal in us?

People usually accept your own estimate of yourself.

They give you the same worth you give yourself. So don’t sell yourself short! I’m not saying we should go around full of pride, thinking we are better than other people. But if you have special abilities, training, or experience in a certain skill, then you have reason to be confident in your work and charge what you’re worth—whether it WORTH/PAGE 11

THE quick and short answer to that question is for us to be like Christ, to be "another Christ" (alter Christus), and even "Christ Himself " (ipse Christus). This is what should be normal in us. It is not presumptuous of us not only to aim at it but also to assume such awareness now, even if it will always be an ongoing and tenuous affair all throughout our lifetime.

God, our Father and Creator, wants it that way, since he wants us to be his image and likeness, children of his, meant to share in his very own divine life not only in heaven but also while we are still here on earth, struggling in our way to reach our definitive eternal status in heaven.

It is not overbold of us to think that way. It, for sure, is not making ourselves fall into

some psychological anomaly.

It is what is meant for us. It is what is proper to us. In fact, to be like Christ would constitute the fullness and perfection of our humanity when everything that is good and proper to us is achieved.

It’s when we can faithfully channel in our lives the very essence of God which is love and all goodness as personified by Christ himself.

It’s when we can echo St. Paul’s words: “It is no longer I who live but Christ who lives in me.” (Gal 2,20) We have to start to feel at home with this ideal of normality that is meant for us. We have to overcome whatever awkwardness or, worse, unbelief and resistance we may have about it. For us to reach the fullness of our humanity, we just cannot depend on our human powers,

no matter how impressive they may be in human terms.

We just cannot depend on our intelligence, our ideologies, our political consensus, our sciences.

While we have to use to the hilt all our human powers, we have to see to it that they are animated by the very spirit of Christ who makes himself “the way, the truth and the life” for us. (cfr. Jn 14,6) Let’s not allow them to work simply on their own, based and motivated only by what we see and feel, by what we understand through our intelligence that is not yet guided by our Christian faith. We need to exert effort to refer them to Christ and to be guided by him always.

This may require that we be always recollected in our activities. We should

HE government’s bid for financial inclusion and digital payments partly gets a lift through collaborative efforts with the private sector, an executive of GCash said.

The Bangko Sentral ng Pilipinas (BSP) said digital payments surged since the start of the pandemic last year because of movement restrictions and since then financial institutions, mobile

wallet service providers and financial technology (fintech) firms have launched products that allow people to easily do financial transactions using their mobile phones.

In a virtual briefing Wednesday, GCash President and Chief Executive Officer (CEO) Martha Sazon said “one company alone cannot solve the problem of accessibility.”

She said GCash’s input in

the government’s financial inclusion program is on the inclusion part, as it does not partner with one company alone but several entities to further serve the public.

“We don’t compete. We don’t seek to compete with the banks. Rather, we want to enable them, in fact, to reach the customers that they didn’t reach before, they couldn’t reach before,” she said.

She said they have teamed

up with the BSP and several banks “because what we want is to partner so that together we can reach that inclusivity, that it would be more reachable for everyone.”

“We also believe that with their wealth of experience and our digital savviness and our creativity combined we can do more, we can be more bold in doing things,” she said.

She likened the shift to digital financial transactions

to how Filipinos adopted the internet, wherein most Filipinos were introduced to this using their mobile phones and not the personal computers because of the availability of this service using mobile data.

“So straight from unbanked to a mobile-based banking or mobile-based financial transactions. So that’s what we want to do,” she added. (PNA)

launches DBP eyes LGU credit rating system Landbank savings account opening GOVERNMENT-owned Development Bank of the Philippines (DBP) is working closely with the Department of Finance (DOF), state regulators, and multilateral lending institutions in establishing a local government unit (LGU) credit rating system that seeks to mainstream bond flotations as a sustainable financing option for local development projects, a top official said.

DBP president and chief executive officer Emmanuel Herbosa said the proposed rating

system would provide the bond market with credible risk indicators of individual LGU bonds, as well as information on outstanding bond issues which would help buoy confidence and improve risk appetite of potential investors.

“DBP hopes to institute an LGU-rating organization, much like the credit rating agencies which rate the viability of investments relative to the likelihood of default," Herbosa said. “We expect a significant increase in development initiatives

nationwide once the LGU bond market has gained firm footing as it accords a substitute mode of financing.”

Vehicle sales up amid pandemic V EHICLE sales from January to April this year increased by 36.3 percent to 88,155 units from 64,675 units in the same period in 2020, the Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI) and Truck Manufacturers Association reported Tuesday.

Both passenger car and commercial vehicle segments grew double-digit during the period.

Sales of passenger cars went up by 54 percent in the first four months of the year to 27,425 units from 17,812 units in the same period last year.

Growth of commercial vehicle sales was slower at 29.6 percent, selling 60,730 units in January to April this year from 46,863 units in 2020.

Compared to April 2020, joint sales reports of the

industry groups improved by a whopping 13,315.8 percent from 133 units to 17,843 units last month.

To recall, the entire Luzon was placed under enhanced community quarantine (ECQ), the most stringent lockdown measure, in April 2020.

However, month-on-month sales recorded a 13.8-percent drop from 20,702 units in March 2020.

CAMPI president Rommel Gutierrez attributed the decline in sales to lower demand amid the reimposition of stricter quarantine measures in Metro Manila, Bulacan, Cavite, Laguna, and Rizal.

“Additionally, tighter bank lending continues to dampen the demand for consumer spending especially for bigticket items like auto amid the pandemic,” he said.

Gutierrez added the

provisional safeguard measure on imported vehicles imposed by the Department of Trade and Industry (DTI) continued to impact prices and demand for automotive vehicles.

The provisional 200-day safeguard duties started on Jan. 20 this year, and it is on its 111th day.

The trade remedy was imposed after an investigation of DTI showed that the increasing number of imported vehicles in the country has injured the local industry.

The government slaps an additional P70,000 per unit for imported passenger cars and P110,000 per unit of outsourced commercial vehicles.

“The additional deposit due to safeguard measures is burdensome in itself to consumers and industry alike,” Gutierrez added. (PNA)

DTI chief sees need to ramp up oxygen supply THE country has to start ramping up medical oxygen supply to prepare for the possible increase in demand, Department of Trade and Industry (DTI) Secretary Ramon Lopez said.

In a television interview Wednesday, Lopez said although the country can still meet the requirement for medical oxygen amid the rising coronavirus disease 2019 (Covid-19) cases, it is crucial to ensure it has enough supply if there will be a surge in demand in the future.

Lopez said there are only four local medical oxygen suppliers in the country with a total capacity of 604 tons per day.

“We have enough capacity. In other words, we still have surplus,” he said, adding that some 470 tons of medical oxygen are being consumed on a daily basis.

However, the DTI chief said once the demand doubles, local supplies could no longer meet the market requirement.

“We can already encourage private companies to start expanding,” he said.

Lopez said one company named Cryogenics Gases will operate in Butuan in the second half of the year.

He added one of the challenges of oxygen manufacturers here is the sourcing of medical oxygen tanks, which are twice the thickness of a liquefied petroleum gas tank.

Aside from medical oxygen in tanks, Lopez has urged the government

INVESTMENT approvals in the Philippine Economic Zone Authority (PEZA) in the first quarter of the year have recovered despite the ongoing global health and economic crisis, the investment promotion agency (IPA) said in a statement Wednesday.

The PEZA approved P25.38 billion worth of investments from January to March this year, higher by 53.9 percent from P16.5

billion investment approvals in the same period in 2020.

These investments came from 57 projects that registered with PEZA in the first three months of 2021, in which 43 projects will be located in Luzon, 10 in Visayas, and four in Mindanao.

PEZA director general Charito Plaza said the Philippines remains an investment haven for exporting companies despite the

pandemic.

“With the approval of new projects and increase in the investments and exports in the first quarter of 2021, this proves that PEZA is unfaltering in keeping the Philippine economy afloat and being on top of its game in performing its mandate, mobilizing the country’s investment competitiveness, and creating employment opportunities for many Filipinos,” Plaza added.

TESDA-10 distributes toolkits to STEP scholars in MisOcc

OZAMIZ CITY, Misamis Occidental--The Technical Education and Skills Development Authority (TESDA) distributed starter toolkits for the scholars in district II, Misamis Occidental held at MGM, Gymnasium, Banadero, Ozamiz City.

A total of 120 graduates of the 2019 Special Training for Employment Program (STEP) of TESDA received tool kits to help them jumpstart their livelihood.

The recipients of these toolkits are graduates from Ozamiz, Tangub and Clarin who completed

training programs in Cake Making (Leading to Bread and Pastry NC II), Plaster Concrete/ Masonry Surface (leading to Masonry NC II), Pipefitting NC II, Prepare Land for Agriculture Crops Production (leading to Agriculture Production NC II and Bread and Pastry Production NC II Bread Making.

“With these new sets of toolkits, you will be able to practice and put to good use the training competencies you have gained from TESDA,” TESDA-10 Regional Director Ashary Banto

said emphasizing that the toolkits will help the graduates set their career in motion and to start their own livelihood.

The regional director also added that the tool kits can be used for employment as intended

by TESDA and Rep. Henry Oaminal to be able to help the people, especially in Misamis Occidental.

For his part, TESDA Provincial Director El Cid Castillo reminded the scholars to make use of the toolkits and their skills that they learned from availing the program TOOLKITS/PAGE 9

The West City Central School joined the competition for School paper contest in English Category. It has been a month of preparation in doing the things that needed to be accomplished. At the same time, pupils' journalist were tapped and got involved in the collaboration of ideas for the said competition. The publication is a division level competition for journalism for both elementary and secondary schools in the different public schools here in Cagayan de Oro City. The school paper conference includes both pupils from the elementary and secondary level and is usually held on the month of February.

As the pandemic arises, the schedule was moved on April 2021. The event usually lasts for 3 to 4 days. Recently, it was shortened and limited schools joined the competition.

However, the contest was continued through online and the same time the awarding also, The journalism contest starts with the Division Schools Press Conference (DSPC), where the top five (5) in each category depending on the size of the certain schools division, qualifies for the Regional Schools Press Conference (RSPC) from which the top three will be chosen to represent their respective regions in the NSPC. It was a great honor that WCCS is one of the schools which will move forward for regional category. As of the moment, teachers and students who were involved is on the process

of preparing for the regional level.

The achievements that we received were a glory to us, every achievement we received is already paid for as we worked hard for it. “The start of construction by third quarter of this year is still a possibility, assuming that the Chinese government would be able to identify the three shortlisted bidders of the Design and Build Contract by this month or early June 2021,” Bonto said.

He a d d e d t h a t t h e DOTr can proceed with the procurement once it receives the shortlisted bidders.

“For China ODA (official development assistance) projects, the procurement is done first before the loan, so the MRP will be partially operational next year despite not having a loan agreement yet with China,” Bonto said.

The cost of the entire TDD line is pegged at P81.7 billion.

Atty. Clipton Solamo, DOTr-MRP project manager, said that that the completion of the entire TDD line will take about 17 months, and may be fully operational by June of 2023.

He added that the agency, in coordination with the local government units, is working on the acquisition of the properties affected by the railway track.

He said the agency has already started ser ving notices of taking to the land owners.

Save for a few property owners, Solamo added that they are mostly cooperative with the government.

“As of now, construction is zero percent but, as you noticed, we’ve been serving the notices of taking to inform the owners that the government will expropriate their properties subject to just compensation,” he said.

Protecting the Philippine Eagle In celebration of Earth Day last April 22, PLDT and PEF also helped release a Philippine Eagle back into the forest, after helping nurse its injuries.

Accidentally trapped in a native snare intended for deer and wild pigs, PE Tagoyaman Fernando was rescued in Barangay Magkalungay on October 22, 2020.

The Philippine Eagle was turned over to the PEF for proper care and treatment by t h e D e p ar t m e nt of Environment and Natural Resources Valencia and the staff of the local government unit in Bukidnon, Malaybalay City.

D edicated in s aving the endangered Philippine E ag le f rom ext inc t ion, the PEF performs direct conser vation actions by hosting a facility for taking care of Philippine Eagles.

It implements programs in research, community-based conservation, conservation breeding, and education.

Mark ing E ar t h D ay, Tagoyaman Fernando has since been released back to his

home in the ancestral forests of Barangay Magkalungay.

The PEF has engaged the indigenous community's help as forest guards in ensuring the safety of the Philippine Eagles.

According to PEF Director for Research and Conser vation Jayson C. Ibanez, PhD, "After releasing Tagoyaman Fernando, it is important to monitor and protect him from hunters who may shoot him. To ensure his safety, PEF has trained and engaged 20 Manobo Tigwahanon forest guards who will monitor Tagoyaman Fernando for the next six months as he explores his forest home."

The forest guards w i l l re c e i v e f o o d a n d transportation allowances during each patrol. Being poor by mainstream standards, their allowances will also provide them supplemental income.

This in turn, develops positive behavior towards the eagles among local residents. "Our long years of doing community-based conservation indicate that ensuring tangible local benefits strengthens the community’s commitment to conservation efforts," Dr. Ibanez said.
