Briefly GSIS financial loan THE Government Service Insurance System (GSIS) on Tuesday will start accepting applications for the GSIS Financial Assistance Loan (GFAL) program for personnel of the Department of Education (DepEd).

Under the program, GSIS will lend a maximum amount of PHP500,000 to DepEd borrowers to pay the outstanding balance of their loan from accredited private lending institutions.

“Instead of offering the GFAL to DepEd personnel in selected cities and municipalities on a pilot run, we decided to open it to all teachers and teaching personnel nationwide because we want more teachers to benefit from lower interest rate and better terms of payment from GSIS,” president and general manager of GSIS, Jesus Clint Aranas, said in a news release issued Friday.

Siargao bridge CONSTRUCTION of a bridge that is seen to boost tourism in Siargao is now underway, the Department of Public Works and Highways (DPWH) said.

The P337-million bridge project will connect Catangnan and Cabitoonan villages of General Luna town, providing an easier travel around the surfing capital of the Philippines.

According to DPWH Region 13 Director Pol delos Santos, the construction, that covers 348-lineal meter, is now under Phase 2, which is expected to be completed by 2019.

Davao Region surprises with historic 10.9% GRDP growth

D

AVAO City -Davao Region (Region XI) posted its highest Gross Regional Domestic Product (GRDP) at 10.9 percent in 2017.

This was the highlight of the 2017 Report on the Regional Economy of Davao Region which was reported by Rosendo M. Aya-ay, chief statistical specialist of the regional office of the Philippine Statistics Authority (PSA).

The 2017 GRDP growth eclipsed the 2016 GRDP growth which as at 9.5 percent. The GRDP growth is higher than the Gross Domestic Product

growth of the country (2016-2017) at 6.7 percent.

The industry sector posted a 19.1 percent growth followed by the service sector 7.3 percent and the agriculture, hunting, forestry and fishing sector at 1.7 percent.

The services sector continued to account for the biggest share to the region’s economy at 49.6 percent. Industry followed with a 39.2 percent share; and agriculture, hunting, forestry and fishing (AHFF) with 11.2 percent

share.

Being the top performing economy in Mindanao, Davao Region has the 5th biggest economy in the country and the second fastest growing economy next to Cordillera Autonomous Region.

GRDP measures the goods and services produced in each of the geo-political regions of the country.

It provides for an analysis of the regional distribution of the country’s GDP, the

industries and factors that contribute to the regional economies, and the pace at which these economies are moving on an annual basis.

It is compiled annually by the PSA. National Economic Development AuthorityXI Regional Director Maria Lourdes Lim said that Martial Law, which was declared all over Mindanao in May of last year had no impact or even contributed to the record economic growth in the region. historic/PAGE 11

Muntinlupa recently turned over to the National Archives its archival records of local and national importance – the very first LGU to do so.

Muntinlupa City Mayor Jaime Fresnedi explained that the turnover of documents was in line with the LGU’s thrust to advance efficient records management as a tool for transparency and accountability.

Fresnedi explained that the move is meant to address huge information gaps created when LGU records are not properly turned from an outgoing administration to the next.

Executive Director Manalo said that Muntinlupa City has bestowed on the National Archives a treasure

through the church jargon, you’ll find statements on minimum wages for workers, needs for leisure and social benefits.

In the encyclical Laborem Exercens (on human work), Pope John Paul II made it clear that there should be just remuneration for the work of an adult who is responsible for a family and this means enoug h mone y for t he breadwinner to feed, clothe and maintain his partner and children, with provisions “for security for his future”.

I came across an Asian nation’s legislators overwhelmingly approved a bill that reduces the maximum weekly work hours.

South Korea is reducing its maximum working week from 68 hours to 52 hours in a bid to boost the country’s productivity and the number of children being born. But the average working week varies depending where you live in the world. So, which countries are “burning the midnight oil”?

In March, South Korea’s National Assembly passed a

law that will give a substantial amount of its workforce a well-deserved break. It is the developed nation with the longest working hours, according to the Organization for Economic Cooperation and Development (OECD).

The S outh Korean government also believes it could even increase the country’s birth rate, which has decreased substantially in the last few decades.

This new law will come into force in July 2018, although initially it will only apply to large companies before reaching smaller businesses.

The question was apparently prompted by AND KNK’s doctrine that it is not a “born again” church, but something else---AND KNK is a church that, according to John 1:12-13, is born “from above” or, more appropriately, born from God. This is the reason why AND KNK members are not called “born again Christians” but “born of God believers”.

It is based on several Biblical verses that start with John 3:3,

where Jesus is supposed to have instructed Nicodemus how a man could enter the kingdom of heaven.

In the New International Version (NIV) translation of the Bible (which is basically the Born Again Bible), it is there said that for a man to enter the kingdom of God, he must be `born again’.

Unfortunately, however, this translation is clearly a flawed one.

Why is the NIV translation of what Jesus said a flawed one? This is because even the NIV admits that flawed translation, by adding a footnote to the phrase “born again”.

When the NIV version of John 3:3 is read very carefully, that footnote will standout, and when it is read at the bottom of the text, it is there admitted that what Jesus really said was not `born again’, but “born from above”, or “born of God”.

U N C E RTA I N : W h i c h , precisely, is what John 1:12-13 is saying: those who receive and have faith in Jesus become children of God, who are then born from God. It is therefore clear that for man to enter the kingdom of God, he must be born from God, not born again.

T h i s a s s u m e s g r e at significance when we consider that man is really sinful (Romans 3:23, Genesis 6:7), so that even if he is “born again” a million times, he will remain a man who is full of sin.

Consequently, it is clear that the NIV and Born Again translations of John 3:3 would be totally misleading, first because `born again’ was not what Jesus meant, and secondly, because being “born again”, according to the other verses of the Bible, would not really mean salvation. What is needed is for a man to be “born of God”, and that is what AND KNK is preaching and trying to convert man to.

AN Miguel Food and Beverage Inc. (SMFB), the now consolidated food and beverage subsidiary of diversified conglomerate San Miguel Corp., announced that its ambitious expansion plans are in full steam, as it counts on a robust economy to propel its growth this year.

San Miguel Pure Foods Co. Inc. (SMF) President Francisco Alejo III said its expansion projects in feeds, poultry and meats, flour and processed meats are in full swing, with a number of them expected to be ready for commissioning by

the end of 2018.

“The other expansion programs that we have are in advanced stage… So we expect that these new capacities will really help the company sustain its profitability going into the future,” he said during the company’s stockholders’ meeting on Friday.

SMF, now officially named SMFB, posted a 12-percent increase in consolidated revenues to PHP29.8 billion in the first quarter of 2018 on the back of the continued strong growth momentum of the poultry and meats and value-added meats businesses.

Cebu Pacific suspends Caticlan flights CEBU PACIFIC said it is temporarily halting all flights to and from Caticlan, Aklan due to the very low demand following the closure of Boracay.

In a statement on Thursday, the Gokongweiled airline said its Caticlan operations will be suspended from May 17 to Oct. 27. Full commercial service to Caticlan is expected to resume once Boracay is reopened in late October.

It gave affected passengers the option to

get a full refund for their ticket, save the value of their ticket for future use, rebook the flight or reroute to any domestic destination within 30 days.

President Rodrigo R. Duterte last month approved the six-month closure of Boracay, starting April 26, to allow for its rehabilitation.

Cebu Pacific initially decided to only trim its operations to Caticlan and Kalibo to six flights daily to accommodate the locals.

TELECOMMUNICATIONS firm PLDT Inc. is not too keen about sharing its cellular towers with competitors, especially since this may open the door for just any new industry player to use them in their network rollout.

“Our position for this time is we don’t see the need to share our network elements, including the towers,” PLDT Chairman and Chief Executive Officer (CEO) Manuel V. Pangilinan said in a press conference Thursday.

This was in reaction to the proposal of its corporate rival Globe Telecom to jointly create an independent tower company that will expedite the installation and deployment of cellular towers to further improve Internet services.

Pangilinan’s statement is seen by industry observers as an outright turn-down of Globe’s offer.

outh Korea’s science ministry said Monday it will spend 669.3 billion won (US$626 million) this year on developing core nanotechnology knowhow to improve the competitiveness of the country’s industrial sector.

The 2018 spending plan is up from 514.1 billion won earmarked in 2017 and aims to develop key technologies that can be applied in various industrial areas, the Ministry of Science and

ICT said.

Nanotechnology refers to the process of making nanometerscale materials to create more stable and precise products that also often have new and better characteristics. One nanometer is equal to one-billionth of a meter.

Of the total, 572 billion won will be allocated to develop indigenous technologies and also to commercialize those that have already been developed to boost the global market share of

DOST seeks collaborative R&D proposals for industries The Department of Science and Technology (DOST) is seeking collaborative research and development (R&D) proposals from higher education institutions (HEIs) and Research and Development Institutions (RDIs) and their partner industries.

The approved proposals, which need to be completed from one to three years, will have at most PHP5 million funding, according to a leaflet released by the DOST recently.

The collaborative R&D funding will be made possible through the DOST’s Collaborative Research and Development to Leverage Philippine Economy (CRADLE) Program, which is also part of the agency’s Science for Change Program (S4CP).

DOST Undersecretary Rowena Cristina Guevara earlier told the Philippine News Agency (PNA) that the S4CP aims to identify areas that need enhanced R&D investments and dost/PAGE 9

local companies, the science ministry said.

Under a joint development plan with other related government agencies, the government will invest 44.6 billion won in 2018 alone to nurture skilled workers in the sector.

The government will spend 52.7 billion won this year on developing infrastructure that will include a new evaluation system to check the performance of any nanotechnology product, according to the ministry. (Yonhap)

China, Japan develop aerotrain running 400-500 km/hour

BEIJING -- A high-speed aerotrain that could run 400 km. to 500 km. per hour is being developed

by China and Japan in a joint effort, Chinese media Chongqing Morning Post reported.

The aerotrain does not run on traditional fuel resources, such as coal, gas or electricity, and is expected to change the world’s transportation system, according to experts.

Trial manufacturing and test runs of the first and second generation aerotrain have been conducted in Japan, said Lai Chenguang, a professor of Chongqing University of Technology, who participates in the project.

The train will be fully powered by natural energy, reducing costs while improving speed, he noted. develop/PAGE 9

DOF: Tax reform fueling PH growth

HE Department of Finance (DOF) said the first package of the Tax Reform for Acceleration and Inclusion (TRAIN) Law provides ample fiscal space for the government to fund programs that support economic growth.

In its Economic Bulletin on GDP, the department said Package 1 of the TRAIN Law will bring in additional resources for the government to finance its Build Build Build Program, as well as greater spending on social services.

“These investments are game-changing in the

sense that they catalyze further investments, which, in turn, drive investment-led growth, generate meaningful employment, and subsequently reduce poverty,” the DOF said.

On Thursday, government data showed that gross domestic product (GDP) in the first quarter of 2018 grew by 6.8 percent, led by industry at 7.9 percent, services at 7 percent, and agriculture at 1.5 percent.

The DOF noted that aside from strong household consumption, government consumption was also robust in Q1 2018.

Government

consumption increased by 13.6 percent in Q1 2018, a big jump from Q1 2017’s growth of 0.1 percent. This also surpassed household consumption in January to March 2018, which grew by 5.6 percent compared to the same period last year.

Government data also showed that tax revenues increased by 14.3 percent in the first three months of the implementation of the TRAIN Law, higher than the 13.4-percent increment in tax revenues in the same period last year.

The TRAIN Law provides new sources of tax collection for the government, such as excise

taxes on oil products, automotive vehicles, and sugar-sweetened beverages.

The additional tax collection is intended for the government’s Build Build Build Program to improve infrastructure and connectivity throughout the archipelago, as well as enhance the quality of the local workforce by investing in human capital development.

“Strong macroeconomic fundamentals, such as strong external position and ample fiscal space, will continue to sustain the momentum for high growth,” the DOF said.

TRAIN law raises gov’t revenue by 16.4% in Q1 THE national government managed to raise PHP619.84 billion in the first quarter of 2018, thanks in part to the Tax Reform for Acceleration and Inclusion Law (TRAIN). This represents a 16.4 percent growth in revenue or equivalent to P87.44 billion year-onyear.

Department of Finance Secretary Carlos Dominguez III said on Friday the improved tax administration due to TRAIN led to tax revenues growing by 18.2 percent, exceeding the 9.7 percent nominal gross domestic product (GDP) growth.

TRAIN, the first package of the government’s tax reform program, reduced personal incomes taxes but increased excise taxes

on fuel, sugar-sweetened beverages, and motor vehicles since the law took effect last January 1.

Based on DOF data, the Bureau of Internal Revenue (BIR) hauled a total of 423.1 billion, higher by 14.2 percent compared to the same period last year.

Meanwhile, the Bureau of Customs (BOC) raised P129.8 billion, higher by 24.7 percent year-on-year.

“Fiscal space expanded

by TRAIN 1 and tax administration enabled government to boost investments and growth in Q1,” Dominguez said.

Expenditures for the quarter amounted to PHP782.0 billion, growing by 27.1 percent, which also outstripped the 9.7 percent nominal GDP growth due to the estimated 40.0 percent

increase in capital outlays.

The national government’s budget balance was at a deficit of P162.2 billion for the first quarter, up 95.5 percent from P83 billion a year earlier.

Dominguez, however, noted that the budget deficit settled at 4.1 percent of GDP in Q1, as targeted.

Tax effort rose by 1.03 percentage point, which Dominguez said was the highest first quarter tax effort ever achieved.

The Finance chief said expenditure effort also rose by 2.73 percentage point, the highest increase since 2003, thus boosting its contribution to GDP growth. Revenue effort, meanwhile, rose by 0.91 percentage point.

Dominguez said public construction expanded

25.1 percent, boosting GDP growth by 0.4 percentage point while government consumption rose 13.6 percent, contributing incremental 1.4 percent to growth.

“Strong macroeconomic fundamentals backed by tax reforms and the Build, build, build program will continue to boost economic growth to the optimum 7-8 percent level as the competitiveness of the economy rises and more jobs are created,” he said.

The Philippine economy expanded by 6.8 percent in the first quarter of 2018, making it still one of the fastest-growing economies in the region even as rising inflation reduced consumption and productivity in some sectors. (PNA)

BSP raises policy rate, inflation outlook BANGKO Sentral ng Pilipinas (BSP) Governor Nestor Espenilla Jr. announced to no one’s surprise on Thursday that the Monetary Board (MB) has raised policy interest rates by 25 basis points -- the first upward adjustment of key rates since September 2014.

In a press briefing after a monetary policy meeting, Espenilla said the

rate hike sets overnight reverse repurchase (RRP) facility interest rate at 3.25 percent while overnight lending and deposit facilities at 2.75 percent, “basically moving the corridor”.

This move of the MB was reportedly expected, even anticipated by the market amid increasing inflation due to a confluence of factors. “In

deciding to raise the policy interest rate, the Monetary Board noted that latest forecasts have further shifted higher, indicating inflation pressures could become more broad-based over the policy horizon,” the central bank chief stated.

“Our own expectation is that by acting right now, in our view, a timely manner, we will avoid

the necessity of further stronger action down the road,” he added. He noted that this adjustment is expected to get inflation back on the target range of 2 to 4 percent.

With such collaborative work, the partner industry w ill identif y a problem, while the partner HEI or RDI will do the necessary R&D to find solutions.

An HEI or R DI must have at least one partner industry, which the DOST requ i res to shou lder at least 20 percent of the total project cost.

Counter par t f unding may be in cash, in kind, or person-hour support in the academe, according to DOST. The DOST believes that R&D collaborations between the academe and industries will help gain a n ed ge i n t he ma rket , and produce products or services that respond to the changing local and global needs.

Just recently, the DOST awarded t he f unding to three R&D collaborators that sent their proposals last year.

One is Technologica l Institute of the Philippines Manila for the Nationa l Capita l Region, w it h Pa sc u a l Pha r ma L ab a s the industry partner. Its project is called “ PCOPEIA: Predictive Chromatography of Organic Plant Extracts with Intelligent Agents”, which got a total budget of PHP5,179,399.

Another is University of San Agustin from Region 6 , w i t h D e l M o nt e a s its industr y par tner. Its projec t , “Met abolom ic s as a Tool for Discover y and Target and Untargeted Hy pocholesterolemic Nat u r a l P ro duc t s f rom Pineapple”, got a budget of PHP4,999,138.

South Korea has currently longer working hours than any other developed country: an average 2,069 hours per year, per worker, according to 2016 data compiled by the OECD. The analysis covered 38 countries and showed that only Mexicans (2,225 hours/ year) and Costa Ricans (2,212 hours/year) worked longer hours.

South Koreans bucked a global trend: studies carried out by the International Labor Organization (ILO) show that lower and middleincome countries tend to work longer hours than their

richer counterparts, thanks to a series of factors that range from the proportion of self-employed workers in the labour force to lower wages, job insecurity and cultural issues.

Death by overwork is so prevalent in Japan that they have a word for it: Karoshi.

But South Korea is not the only rich country to defy the odds. Japan has a problem with “death by overwork”.

In more specific terms, the word means employees dying either from stress-related ailments (heart attacks, strokes) or the ones who take their own lives because of the pressures of the job.

The average of 1,713 hours worked per year in Japan is not among the highest in the OECD list, but beyond the number, there is the grim reality that the country has no legislation at all stipulating a maximum weekly hours limit and neither overtime limit.

In the 2015-16 financial y e a r, t h e g o v e r n m e n t registered a record 1,456 karoshi cases. Workers’ rights groups claim that the actual figures could be many times higher due to under-reporting. Japan has

According to ILO’s most recent figures, Asia is a continent where more people work the longest hours: most of the countries (32%) have no universal national limit for maximum weekly working hours and another 29% have high thresholds (60 weekly hours or more). And only 4% of the countries abide by the ILO recommendations and set the international labour standards of a maximum of 48 hours or fewer for the working week.

In the Americas and the Caribbean, 34% of the nations have no universal weekly hours limit, the highest rate amongst regions. One of the countries without a limit is the United States.

But it is in the Middle East where the legal limits are more open for long hours: eight out of 10 countries permit weekly working hours in excess of 60 hours per week.

In Europe, on the other hand, all countries have maximum weekly hours, and only Belgium and Turkey have legal working hours of more than 48 hours.

But it is Africa that shows the greatest number of countries in which more than one of third of the labour force works over 48 hours per week. The rate in Tanzania, for instance, is 60%.

Sur veys have also identified cities in terms of average hours. In 2016, Swiss Bank UBS released an analysis of 71 cities that showed Hong Kong with an average of 50.1 weekly working hours, ahead of Mumbai (43.7), Mexico City (43.5), New Delhi (42.6) and Bangkok (42.1).

Mexicans, apart from the longest hours, are also subjected to one of the meanest holiday regimes in the world: their legal minimum paid annual leave is less than 10 days, like in Nigeria, Japan and China, for example, while regional neighbours Brazil offer a minimum of between 20 to 23 days.

It could be worse, though.

In India, where there is no universal national limit for maximum working hours, workers do not have a guaranteed minimum amount of annual leave.
