by Vice Mayor Raineir Joaquin V. Uy during its regular session Monday presided over by Councilor Zaldy Ocon adopted Resolution No. 12607-2017, urging Mayor Oscar S. Moreno to cause the implementation of the provisions of Ordinance No. 12130-2011, known as Pole Construction Regulation Ordinance of 2011.

The ordinance governs the installation and construction of poles and attachments on overhead lines which include electrical power, telecommunications and cables along major thoroughfares and suburbs within the territorial jurisdiction of Cagayan de Oro.

It aims to solve the prevalent problems on messy, unsecured wires and cables around the city wherein the initial solution is the cleaning-up or unbundling of wires and cables along the streets.

Tourist arrivals in R-12 almost 4 million in 2016

GENERAL SANTOS CITY — Tourist arrivals in Region 12 or Soccsksargen surged to around 3.76 million in 2016, making it one of the fastest growing travel destinations in the country.

AVA O C I T Y –- The Davao City Chamber of Commerce and Industry (DCCCI) is optimistic that the city will attract more foreign investments as more foreign businessmen are visiting the area since the start of the year.

Speaking at the regular Kapehan sa Dabaw at SM City on Monday, DCCCI president Ronald Go said three foreign delegations had already visited the city since January to explore its trade or investment potentials. The ambassadors of Denmark, Pakistan and Australia headed the foreign

delegations, he said.

Go said the DCCCI is looking for the incoming visit of a British delegation.

The date of their arrival in Davao City is still being finalized.

Go also recognized the increased visits of groups of businessmen from the United States, Japan, China and South Korea within the first two months of 2017. “ T h e y we re h e re to determine what areas of trade and business they can engage or invest,” Go pointed out.He added that discussions between local business groups and the foreign visitors also focused

on the export of Philippine products to their respective countries.

More foreign investors will visit as DCCCI will host the 4th Davao Investment Conference 2017 (ICON 2017) on July 21 to 22 at the SMX Convention Center in SM Lanang, Go said.

ICON 2017 is a major business event seen to bring together potential buyers and investors as well as industry experts to discuss and present Davao region’s business opportunities.

Go said ICON 2017 will further portray Davao City and the whole Davao region t o pro s p e c t ive fore i g n

investors as “excellent and profitable places to invest and do business.”

MANILA - Finance Secretary Carlos Dominguez III on Monday expressed confidence that the country can easily achieve a seven percent economic growth and sustain it in the medium term.

Dominguez, in his speech at the start of the hearing by the House committee on Ways and Means on the proposed comprehensive tax reform program (CTRP), stressed the importance of the proposed CTRP to enable the government ensure more inclusive growth and elevate the Philippines to a high middle-income status by 2022.

He s a i d a d d i t i o n a l revenues from the tax reform proposals would further

bolster domestic economic growth that was driven by low interest rate environment and sustained improvement of macroeconomic fundamentals and fiscal position. ” With sufficient public spending on direly needed infrastructure, we could easily achieve a seven percent growth rate and sustain that well into the medium term,” he said.

If this goal is achieved, a high middle income status is achievable in six years, which Dominguez said was what some economists dub as a “Cinderella moment” for the country.

How to debate with your mate Think a minute…A wise marriage counselor asks every couple wanting to get married if they have had a real argument yet. Often they answer: “Oh, no! We love each other. We never fight!”

This marriage counselor tells every couple to fight first before they get married.

He says that when couples disagree, they must learn to listen and understand each other’s feelings so they can solve their differences and forgive each other each time they disagree.

A very important skill in building a happy marriage and life together is learning how to debate with your mate. But there are rules you must follow to have a fair, good debate, so you will still be close friends afterwards.

First, before you start, both of you should agree to stick only to that issue. Don’t bring up past problems and hurts.

Second, remember that your goal is not to win the argument, but to understand each other’s feelings. In other words, TUNE IN. Really listen to what each other is thinking and feeling. Try to understand how you are causing them to feel hurt or wronged. Put yourself in their place and see things from their side.

The 31st EDSA commemoration alongside the pro-Duterte rally at the Quirino Grandstand speaks their intimations. On the other hand, the 200,000 at the Quirino Grandstand held their banner to contradict those who use EDSA as a panacea for all ills—those who support the oligarch’s rackets and use EDSA spirit as a wardrobe for mud spa. Such rallyists say, “We support the administration’s drug war and anti-crime and corruption drives. Stop your devious plans in that guise

(speaking to the crowd at the People Power Monument).

Many Filipinos know what they perceive.

So, if writers say the Filipinos are divided now, they are right. It means that one’s noble act will not forever become a title to monopolize all virtues and discredit the rise of heroes in their own time.

The time of Ninoy Aquino is over, though.

His family members, who got their clout from Ninoy have already proven their worth. Afterwards, they wane. People no longer make sense of their contributions in this era of new battles. They possessed some traits—yes; but not an entitlement to make people follow them all the time. Simple.

Added to this is a glaring derailment of EDSA spirit by those who seem to celebrate it—the big pie for the wellheeled, fancy “human rights” chant to take back their lost clout, the “make it appear but not necessarily true” stratagem funded by a wealthy Filipino-American,

gold-inspired testimonies (no matter how contradictory) to highlight killings. Use your wild imagination.

Such tarnish repel many Filipinos which explains the weakening voice of propagandists during 31st EDSA. Not many back up a lie. They lie because they cannot gather a crowd if they reveal the real picture.

They lie because they are among the fraudulent who get millions from tax exemptions enjoyed by company, of which former President P-Noy is recently questioned about.

And what about the overwhelming voices of the 200,000? They see Duterte as the man of the hour. They believe his no-sloganeering charismatic leadership rids them of many horrors with his penchant for results. They do not allow what threatens them and all Filipinos to be diminished by meaningless mantras. They do not allow real reforms that have genuinely begun by the Freedom on Information executive order and action-

lucell larawan oriented leadership to get the slights from the real enemies.

The changes in the senate’s shuffling of leadership initiated by senator Manny Pacquiao reflect this: dissent must have its proper place, but not where governance is put at the disloyal’s beck and call.

Do not play with the seriousness of governance.

Do not use democracy as a weapon to destroy society.

Stop enthroning dissent where timely and responsive decisions are very crucial.

Stop inviting foreign ideas to instigate an ouster.

Do we have enough of a sick democracy?

Mitsubishi PHL increases production by 46% in 2016 M

ANILA -Mitsubishi Motors Philippines Corporation (MMPC) has increased its production volume in 2016 by 46 percent, manufacturing 22,008 vehicles from 15,066 units in 2015.

Last year was a record-year for MMPC as it registered

its hig hest pro duc t ion volume since 1998 while also breaching the 600,000mark.

The Japanese carmaker attributed the growth in production to robust demand of L300 and Adventure models last year, maximizing MMPC’s manufacturing capacity.

“We are pl e a s e d to

achieve such huge increase in production volume in 2016. This improvement can be credited to our stable economy which brings forth strong consumer confidence and also the collective efforts our employees and our business partners,” MMPC President and CEO Yoshiaki Kato said.

In November 2016, MMPC started a two-shift production

and hired additional 500 employees to support its i n c re a s i n g p ro d u c t i o n activities.

The expansion of operations and personnel also backs MMPC’s production of Mirage G4 which kicked off last month and the Mirage hatchback that will start local manufacturing by May. Mirage sedan and hatchback were the vehicles

registered by MMPC under the Comprehensive Automotive Resurgence Strategy (CARS) Program of the government, which gives incentives to car companies that would

produce their vehicles in the Philippines.

ASEAN’s top trade officials to meet in Manila this week MANILA -- Top trade officials of ASEAN will meet here from March 8 to 10 for the ASEAN Economic Ministers (AEM) Retreat and Related Meetings.

The AEM are responsible for the ASEAN Economic Community (AEC), one of the bloc’s three pillars which include ASEAN Socio-Political Community and ASEAN Socio-Cultural Community.

As the Philippines hosts this year’s ASEAN Summit, Department of Trade and Industry Secretary Ramon Lopez will chair the AEM meetings this week.

In a statement on Monday,

Lopez said the AEM meetings would be the platform to push inclusive and innovation-led growth, which is one of the country’s thematic priorities for its ASEAN chairmanship.

“Our strategic measures are consistent with our current agenda to promote employment and entrepreneurship. The AEM is an excellent platform to push for the country’s core thrusts on trade and investment, MSME (micro, small, and medium enterprise) development and innovation,” Lopez said.

Lopez said that the bloc’s top trade officials targeted

to discuss strengthening partnership among stakeholders to expand knowledge and increase the utilization of free trade agreements (FTAs) in the region such as the ASEAN Trade in Goods Agreement (ATIGA) as well as trade agreements with the six external partners including China, Japan, South Korea, India, Australia, and New Zealand.

In particular, economic ministers want to improve the level of utilization of these FTAs among MSMEs. A study of ASEAN Business

Advisory Council (BAC), International Institute for Sustainable Development (IISD), and Trade Knowledge Network (TKN) in 2014 noted that data on MSMEs’ FTA utilization remained a challenge in the region, while large firms were mostly benefiting from the trade agreements.

This is despite MSMEs shared 99.3 percent of total businesses in the region, 79.6 percent of employment, and about 50 percent of the gross domestic product (GDP) of ASEAN. Lopez stressed that the

highly technical engagements in the ASEAN meeting should be inclusive and relevant to ASEAN nationals, which will raise their awareness on the opportunities of the AEC. The trade chief also pointed out the need for an innovative growth in the region, especially by using digital technology to help MSMEs be more competitive as well as utilizing e-commerce to expand their market.

ASEAN BAC, IISD, and TKN study likewise showed that technology and skill is the second main constraint for ASEAN MSMEs, next to

capital.

Lopez added that ASEAN should promote policies that encourage innovation among MSMEs. Earlier, the country’s trade chief said economic ministers targeted to conclude the negotiations and text for the Regional Comprehensive E c on om i c Par t n e r s h ip (RCEP), the FTA of ASEAN with its six dialogue partners, this year.

A bigger meeting of AEM will be in September, also hosted by the Philippines.

Use tech tools and innovation opportunities to enhance education - PLDT, Smart execs

xecutives of PLDT and Smart Communications recently shared with international audiences how providing access to technological tools and innovation opportunities could enhance the education of Filipino students, from kindergarten to college.

Smart also holds the annual SWEEP Innovation and Excellence Awards, a competition encouraging students to create mobile and digital innovations that will help solve common problems. Schools of teams that make it to the finals receive grants that they use to set up Innovations Centers.

Orlino urged schools to take advantage of opportunities for innovation.

“Set up innovation centers in schools, encourage interdisciplinary and multiyear level projects.

Encourage students to join hackathons, seminars, and competitions, and integrate technology entrepreneurship in the curriculum,” she said.

Orlino added that some SWEEP Awards finalists went on to build startups based on their school projects.

Education was one of the tracks discussed at the Global Peace Convention held in Marriott Grand Ballroom. Innovative education approaches are said to be “an investment in a peaceful world for future generations.”

SM Prime’s Php20-B bond issue gets top credit rating M

Php20 billion.

SMPH told the local bourse the Php15-billion planned bond offering, with an oversubscription option of Php5 billion, was part of its proposed three-year debt securities program of up to

Php60 billion.

Philratings also maintained at PRS “Aaa” rating for SMPH’s Php50billion outstanding bonds.

Harbor Star banks on local, overseas expansion to boost revenues

MANILA -- Listed maritime services provider Harbor Star Shipping Services, Inc. is setting its sights on more overseas markets following its local marine highway project in a bid to boost its revenues.

Harbor Star President Geronimo Bella Jr. told reporters that aside from local and domestic expansions, the target Php 1-billion proceeds from the follow-on offering would be spent also to diversify into renewable energy project.

“I would say third-fourths will go to the shipping (business)… Majority will be for vessels, including barging (services). Then the others will be for the shipyard, the training facility,” he said.

Container Terminal Services Inc.’s (ICTSI) Cavite Gateway Terminal (CGT) which will be constructed in Tanza, C avite. The ICT SI will provide stevedoring services.

“The port is now being bid out by the ICTSI as we speak. The bidding deadline I understand is April. Once it’s constructed, we will start the barging operation for the domestic feeder cha-ro (chassis roll-on roll-off ) operation,” he said.

The CGT will act as the terminal to handle containers between the Manila ports and the Cavite Philippine Economic Zone Authority (PEZA) locators.

The gateway terminal will have an annual throughput of 115,000 twenty-fo ot equivalent unit (TEUs) and is projected to be operational fourth quarter of 2017.

“(The marine highway project will have) huge contribution (to our revenues). And we’re going to replicate it with the other ports, not only in Manila.

So we’re already talking to some other ports,” Bella said.

After the marine highway project, Bella further said the company was gearing for overseas expansion in Indonesia and Myanmar.

He noted it currently manages only two tugboats in Malaysia.

“Malaysia is (still) very small (market) that is why the thrust of the company is to expand… It seems that we have no more room for expansion after this (marine highway project so we will focus) on international markets,” he added.

General MacArthur Week Finding Our Heroes:

Philippine Guerrilla Files from the US National Archives If you are a fan of World War II history, novels and movies, come to the Centrio Activity Center on Wednesday, March 15 at 2:00PM. The Cagayan de Oro City Historical and Cultural Commission (Hiscom) has arranged two free lectures on “Finding our Heroes: The BGen. Francisco Licuanan Jr. Memorial Collection, Philippine Guerilla Files from the US National Archives” and memories of our heroes from World War II as a component program of General MacArthur Week on March 13-17, 2017.

The celebration marks the 75th Diamond Jubilee of Gen. Douglas MacArthur’s Breakout from Corregidor to Australia (via Cagayan, Misamis and Dicklum, Tankulan, Manolo Fortich) on March 11-17, 1942.

Head Researcher Marie Silva Vallejo said the digitization project of the Philippine Archives Collection at the United States National Archives was undertaken to preserve crumbling documents and make known the heroic exploits of our Filipino guerrilla fighters and disseminate the records as research and teaching materials.

“Above all, we want to install a sense of nationalism through the untold stories in these records,” Ms. Vallejo stressed.

With her extensive expertise and experience from her previous stint at Intel, Ms. Vallejo helped digitize extant records of Filipino soldiers during WWII. “The records of the Philippine Guerrilla Recognition Program are not at the command level, but rather at the level of individuals who were involved in military operations in the Philippines from 19411945,” she explained.

“Included in these archives are records of the treatment of prisoners of war (POWs), how guerrilla warfare was waged in the Philippines through personal histories, diaries, unit histories, medical/death reports,” she added.

The 280,000 scanned primary source records include little-known guerrilla activities in various municipalities and provinces.

Researchers will find the collection a mother lode

of information detailing activities of guerrilla units, first person accounts of efforts to liberate the Philippines from Japanese control, and prevailing conditions in the Philippines during the Japanese occupation.

Retrieved from the US National Archives, these digitized records are known as the Brig. Gen. Francisco

Licuanan Jr. Collection in the Philippines. This collection, along with the new USCIS program that allows Filipino veterans expedite reunion with petitioned family members, recognizes their sacrifices and continued struggle for the benefits and recognition promised in exchange for their service.

Ms. Vallejo will deliver

her lecture twice within General MacArthur Week: on Wednesday, March 15, 2017 at 2:00PM at the Centrio Activity Center and again on Thursday, March 16, 2017 at 10:30AM at the Liceo de Cagayan University Viewing Room.

The Hiscom is coordinating with the Department of Education and the Philippine Veterans Affairs Office (PVAO) Field Service Office-10 to bring in interested academics and veterans to attend the two lectures.

General Douglas MacArthur Week:

BSP Council to honor scout who met MacArthur in Macabalan

T

he Boy Scouts of the Philippines Cagayan de Oro Council will honor one of its scouters for the role he played in a footnote in history on March 13, 1942.

As recounted by Ann Gorra in her anthology “City of Gold: People Who Made Their Home and History in Cagayan de Oro”, Abelardo Neri Queppet was one of the scouts of Baden-Powell Troop (named after the founder of the Scouting movement Lord Baden-Powell) in charge of enforcing the mandatory blackout.

His Dad encouraged him to join the Boy Scouts and he was a member of Troop

1 at the City Central School.

There were at least 20 scouts in the troop among them Jaime Tiano, Victor Roa, Terencio Gadrinab, Hugo Balase, Antonio Zacharies, Vic Itchon, Jose Apolinario and Cristobal Nagac.

These were dark days in Philippine history when the country was tottering on the brink of defeat with US and Filipino forces boxed in Bataan and Corregidor by the all-conquering Japanese Imperial Army. So it was strictly lights out after 5PM for everyone lest they be subjected to Japanese attack.

“As soon as dusk gave way to night, I rode my bike (bought from a Japanese

Bazaar) and rode around Del Mar, Mindanao and to the pier, blowing my whistle to warn residents that it was time to shut their lights off.”

Loloy was assigned to do the task by his Scout Master Epifanio Balase since he was a native-born Kagay-anon and knew his way around.

Even if he was just 14 years old at the time, Loloy went about his routine like a professional: waking up at 6AM, clean the house, eat breakfast, and report to HQ in his Boy Scout Uniform: shorts, knee socks, red and blue neckerchief, brown shirt and Boy Scout cap.

A n o t h e r o f L o l o y ’s responsibilities was to direct

traffic at Plaza Divisoria to expedite the passage of US military convoys to avoid strafings by Japanese planes.

His friend, one Sergeant Hunter, charged with the security of Macabalan port in those days, often kidded him about making sure he stops the tartanillas since they had no brakes.

On the evening of Thursday, March 12, 1942, Sgt. Hunter asked Loloy to be at the parola (lighthouse) in Macabalan at 7PM. Upon his arrival, Sgt. Hunter told him they were expecting General Douglas MacArthur to arrive between midnight and dawn.

Sure enough, at 7AM of Friday, March 13, 1942, MacArthur and his party disembarked from two PT Boats at Macabalan Pier and rode a convoy of military vehicles to the Del Monte airfield in nearby Tankulan, Bukidnon.

But not before the General noticed the Boy Scout and his bike (who saluted him with the three fingered Boy Scout salute), standing by the gangplank where they were disembarking (now the site of the flagpole for

“It’s possible that part of these products were already distributed in the markets as the volume is really sizable,” Tabule told reporters.

A m ong t h o s e b e i ng checked by the agency are supermarkets, stores and other commercial outlets selling cigarettes, she said.

She said their personnel already found packs of cigarettes with fake stamps in an inspection on a local store.

On Monday, BIR-18 and BoC personnel here conducted an inventory of the seized cigarette products at the Sunshine Corn Mill Corp. warehouse.

Using mobile verification devices, Tabule said they confirmed that the BIR or tax stamps of the products were fake.

Those found with fake stamps were sealed packs of Mighty red and green, King Platinum, Marvel Filter Kings and Chelsea brands.

Tabule clarified that the recovered cigarette products, which were all manufactured in the country, were genuine and only their tax stamps were fake.

“After manufacture and packaging, the BIR stamps should be attached in each pack to represent the paid P30 excise tax. But the stamps we found attached to the products are fake,” she said.

Angelito Agulto, BoC port collector here, said that based on their initial assessment, the “evaded taxes” from the seized cigarette products could reach P165 million.

He said the P215 million initial assessed value of the products was based on their current market prices.

The official clarified that since the products were locally-manufactured, they were also shipped to the area through local carriers or shipping lines.

“So technically, these did not pass the BOC GenSan,” he said.

Agulto said the results of the inventory will be used by the BIR and BoC in the filing of appropriate charges against the owners of the recovered cigarette products.

Data released by DOT-12 showed that from 2,209,559 in 2015, the number of day tourists in the region last year increased to 2,729,307.

The recorded overnight tourists or those who spent at least a night in local accommodation facilities increased to 1,035,357 from 939,369 in 2015.

This city remained the

top destination for both day and overnight tourists with arrivals of 1,345,570; followed

by Sarangani with 619,940; South Cotabato with 535,203; North Cotabato with 340,909; Cotabato City with 346,063; Kidapawan City with 156,125; Tacurong City with 188,935; Sultan Kudarat with 114,842; and, Koronadal City with 117,077.

Cotabato City posted the highest growth rate in arrivals at 70 percent, followed by Tacurong City at 43 percent and Koronadal City at 40 percent.

In ter ms of forei g n tourists, the agency recorded a total of 63,834 visitors, “almost double” from the 34,728 in the previous year.

Topping the list of foreign visitors are nationals from South Korea, Saudi Arabia, China, United States and Malaysia.

Dillera said more Koreans have been visiting the region mainly due to their interest to the area’s cultural and ecotourism destinations.

She said a number of local industries and companies have been also hiring Koreans these past years.

“Most Americans visited our region for business but also some were brought in by their friends and relatives for rest and recreation,” she said.

The official said the nu mb e r of Ma l ay s i ans who visited the area also increased due to cultural and business interests as part of the Brunei, Indonesia, Malaysia, Philippines-East ASEAN Growth Area or BIMP-EAGA sub-regional cooperation. (MindaNews)
