ABOUT 5,000 residents from all over Misamis Occidental gathered Monday at the Medina College Gymnasium in Ozamiz City for the grand launching of the Mayor Rodrigo Roa Duterte-National Executive Coordinating Committee (MRRD-NECC). Sasa modernization DAVAO City -- A homegrown cargo handling firm is throwing its all-out support to the Sasa Port modernization in order to address the growing demand of increasing cargo ships docking at Davao’s main port. Harry Lopez-Chua of Filipinas Port Services (Filport) said modernizing Sasa Port would improve services and result in faster turnaround while an additional space would accommodate some new equipment. He said currently, the port handling remains traditional using only short cranes. If there is improvement in cargo handling, it is private-initiated to improve their service and cope with competition.

HE government and private sector had expressed its support to the tax reform proposals by Congress and the Department of Finance (DOF), stressing on the benefits the reforms will provide to the economy.

The government’s bid to reform the Philippine tax policy is a way to address inefficiencies, inequalities, and complexities in the tax system while also raising the funds needed to invest in the country’s infrastructure and people, according to the DOF. “We are redesigning our tax system to be simpler, fairer, and more efficient for all,” the DOF said in its presentation at a recent national roadshow on the draft tax reform policy. EastWest Bank’s income surged 70% EASTWEST Bank registered a net income of P3.4 billion in 2016, 70% higher than the P2.0 billion booked in 2015. Its total assets increased by 25% to P292 billion, led by the 51% increase in its consumer loan portfolio. EW's core recurring income was up by 25%. The Bank sustained its industry-

leading net interest margin of 7.7%. Net interest margin, net of provisions for loan losses, was recorded at 4.9%, still the highest among universal and commercial banks. EastWest is the most consumer-focused universal bank in the country with more than half its loan portfolio lent to consumers.

MICC eyes PHP 50-M budget for review of mining firms M

ANILA--TheMining and Industr y Coordinating Council (MICC) is considering a Php 50-million budget for the three-month multi-stakeholder review on the operations of 28 mine sites ordered suspended, or closed by the Department of Environment and Natural Resources (DENR). Finance Secretary Carlos Dominguez III, who co-chairs the Council with DENR Secretary Regina Lopez, said he had been informed by Budget and Management

Secretary Benjamin Diokno that the Department of Budget and Management (DBM) dontingency funds that could be tapped for this purpose. In a briefing after the Council’s meeting Friday, Dominguez said the organization of the people under the five Technical Review Teams (TRT) would start on Monday, March 6. “They (the adhoc review management unit) will start selecting the people who will be involved. Mostly from state colleges and universities,” he said.

The MICC, according to documents released to the media Friday, “will conduct an objective, fact-finding and science-based review of the performance of the existing mine operations”, initially on companies covered by the suspension and closure orders. The review teams will look into the technical, legal, social, environmental, and economic aspects of the mines’ operations. They will be provided with available data and records as well as technical personnel from the Mines and Geosciences Bureau (MGB) and the Environmental Management Bureau (EMB).

Dominguez said the review would continue and not be affected by any developments on the confirmation of Lopez by the Commission on Appointments (CA). He said the Council had been mandated to conduct review of all mining operations in the country every two years. “The mandate of the MICC is to provide assistance to the DENR and that is what we’re going to do,” he said. The Finance chief added that results of the review would be submitted to the Office of the President, which created the Council. (PNA) RMA/JSV/RSM

Workers in Western Visayas to get P25 pay hike M A N I L A - - Mi n i mu m wage earners in Western Visayas, including in Negros Occidental will receive an additional Php25 in the daily wage after the Regional Tripartite Wages and Productivity Board (RTWPB) approved the salary adjustment in the region. In a statement, DOLE VI OIC-Regional Director Salome Siaton noted that Wage Order No. 23 covers minimum wage workers in the private sector in the six provinces of the region comprising Iloilo, Antique, Aklan, Capiz, Guimaras and Negros Occidental. In the commercial and industrial sectors, workers engaged by establishments employing more than 10 employees will receive an

increase of Php25 while those engaged by companies employing 10 workers and below will get Php15 increase. For agriculture, both plantation and non-plantation workers will get an increase of Php15. But, the new wage order does not cover household or domestic workers, persons in the personal service of another, as they are covered by Wage Order No. RBVID.W. 1 which was issued by the board in December 2015. Likewise, the order is not applicable to workers of duly registered Barangay Micro Business Enterprises (BMBEs). Don’t Sweat the Small Stuff Think a minute…You know that many arguments between husbands and wives are not over important things? Couples often “sweat the small stuff.” Sometimes the smallest mistake sets off our temper and we fire off angry, hurtful words to blame our wife or husband for the silliest thing. Maybe your husband forgot to pick the kids up early from school, or he didn’t hear something you said. Your wife made you a little late to work, or she ironed the wrong shirt. Little mistakes and oversights suddenly set off World War III in our home and ruin the whole day, not to mention our poor kids who have to listen to our childish fighting all the time. But if we don’t change this bad habit of fighting with our wife or husband over every little mistake, we’ll enjoy being with each other less and less. And eventually, we could end up resenting each other so much that we prefer to be with almost anyone else besides our own wife or husband. It’s easy for us to laugh at how silly and ridiculous other couples sound when they fight over small things, but we ourselves need to learn to laugh at our own silly

He murmured, “Show up a bit, the LOLA likes to sit down”. The situation looked problem-free at that moment. But after taking first a deep breath, the LOLA realized the young man’s comment. She was just only 38 years “young”! With uneasiness she looked at the youngster, who started smiling at her. How old could he be? 14 or 15? A very big difference already to her age. Then suddenly, the young man realized his inappropriate remark and stuttered, “Sorry Madam, please excuse me! If I wold have only know...!” Choked with emotions, I also listened the story of my former editor colleague in Germany several years ago. Her mother had expelled her from life. Only while laying on her deathbed, she mother did offer a plea in extenuation

L ast Wednesday, I was among thousands of proud Muntinlupeños who packed the Muntinlupa Sp or ts Complex to the rafters to listen to City Mayor Jaime Fresnedi deliver his State of the City Address. The occasion coincided with the date, 22 years ago, when President Fidel V. Ramos, signed into law RA 7926, also known as the Muntinlupa City Charter. The celebration was also part of a year-long schedule of activities to mark the 100th year since Muntinlupa b e c ame a indep endent municipality in 1917. Ramos, the most prominent adopted son of Muntinlupa, has been very much part of Muntinlupa’s development and progress. Another of his landmark c o nt r i b u t i o n s w a s h i s decision to open up the Alabang Stock Farm to a joint venture development by the private sector.

The venture produced the Filinvest Corporate City which constituted the “second wave” in the development of Muntinlupa as a business and commercial hub. Much earlier in the mid 80s, the Ayala group led the “first wave” with the development of Ayala Alabang and the Madrigal Business Park. Residents are now eagerly awaiting the “third wave” with the planned relocation of the New Bilibid Prison and the conversion of the vacated area for mixed use commercial development. Fresnedi, who in 2013 reassumed office which he earlier held from 1998 to 2007, was not boasting when he enumerated the gains he made during the last few years. The infrastructure d e v e l opm e nt b o om i n Muntinlupa is simply evident everywhere. On Muntinlupa Cityhood

Day, Fresnedi led city officials and residents in inaugurating Centennial Road which provides easy access from the national road to the Sports Complex. Also inaugurated was a children’s playground (Bulilit Center) in Barangay Tunasan. One can not miss the newly completed police headquarters in the vicinity, now regarded as the most modern in the country. Even NCR Regional Director Oscar Albayalde concedes that the Muntinlupa police headquarters eclipses the facilities at the PNP headquarters in Camp Crame. The Duterte government must act with caution on the claims of groups claiming to represent Filipino farmers that the Philippines is facing rice shortage three months from now, if some eight million bags of rice from Thailand and Vietnam are not allowed to come in. Avai lable dat a f rom the Food and Agriculture Office (FAO) of the United Nations contests these claims,

particularly made by a group calling itself Philippine Farmers’ Advisory Board. One such FAO data says that even as of now, the Philippines is the eight largest rice producer in the whole world, accounting for 2.8% of global rice production. The question here is: if Filipinos are among the world’s biggest rice producers, how will we explain this projected rice shortage? Where did the rice we produced go? Were all of them exported to other countries so that we now do not have rice for our own people? This is truly anomalous, and borders on treason punishable with death! -ooo AU T H O R I T Y T O IMPORT RICE INTENSIFIES RICE SMUGGLING: The undeniable truth is that rice importations authorized by previous administrations only

intensified rice smuggling in the countr y. Bantay Bigas, a non-governmental organization looking into the rice situation of the Philippines reported in media in March 2016 that rice import authorizations “create opportunities for illegally imported rice to enter the country using rice importation permits sold to private traders…” The group also claimed, in the same report to media, that “(A)ccording to latest UN statistics, the value of smuggled agricultural products increased during the first four years of Aquino’s administration by almost P200 billion with rice leading the list of the most smuggled products with P94 billion in total value. “In 2012, records showed that 5 out of 10 sacks of rice that enter the country are smuggled. In 2013, an estimated amount of P8-10

MORE than 300 people were grateful to the Fraternal Order of Eagles (Philippine Eagles) NMR1 Region for facilitating a one-stop shop for license to own and possess firearms for three days this week. The activity, which was held at Buffalo Restaurant in Cagayan de Oro City, ran from March 1 to 3, 2017. There were three batches who availed of the one-stop shop processing, one for each day. Processed during the event were the notarized application form, National Bureau of Investigation (NBI) clearance, police clearance, neuro-psychiatric clearance from the Philippine National Police

With the expected surge of travellers this summer, e-boarding pass will significantly reduce time spent queueing at airport counters.” To enjoy this convenience, guests have to download the AirAsia Mobile App in their smartphones and use this application to check-in and receive their e-boarding pass in their mobile phones. Upon boarding, guests will use their mobile phones to show their e-boarding pass instead of the traditional paper tickets. However, petitioner has two (2) birth certificates as a result of two (2) registrations. The first registration of his birth based on records and documents was done on April 23,1998. The said certificate was allegedly a simulated birth certificate due to the following facts, a. Petitioner’s mother at the time of his birth on December 18, 1990 was already a widow having been married before to a certain Amado Abarga Cabibil who died on February 22, 1988. b. Accordingly, petitioner was a product of an illicit affair between his mother and his real father, JULITO LOMA CAPANGPANGAN and therefore in reality petitioner is an illegitimate child of JULITO. Because at the time of petitioner’s birth, his real father Julito was already married to another woman. His mother VILMA for fear that the wife of his father will file a case against her, and with the help of a relative in Kolambugan, his name was registered as JUVIL LANGBID CAPANGPANGAN with other entries simulated such as the father’s name indicated in the simulated birth certificate is that of petitioner’s mother’s former husband who died more than two (2) years before he was born. It is therefore legally impossible that AMADO ABARGA CABIBIL was his father as indicated in the first birth certificate. c. Petitioner was registered as JUVIL LANGBID CABIBIL in the simulated birth certificate, which name he used since he was young until he reached high school. d. In the first certificate, petitioner’s place of birth was indicated as Riverside, Kolambugan, Lanao del Norte when in fact his real place of birth was in Brgy. San Miguel, iligan City. e. Even the date of his birth is not correct in the simulated birth certificate because what was indicated was December 20, 1991. f. The entry as to the date and place of marriage of parents is also incorrect since his mother, Vilma and the alleged father Amado were married on November 18, 1987. No date and place of marriage should have been indicated because Amado was not his real father. g. the expediter who successfully simulated his birth allegedly the sister of his mother’s grandmother and the said person according to reliable sources has long died. When petitioner entered college, his real father JULITO LOMA CAPANGPANGAN wanted him to carry his surname. His real father decided to register him again in a different name and this time to carry his surname, CAPANGPANGAN. Petitioner while in his college years already used his 2nd birth certificate and carried the name HIESER LANGBID CAPANGPANGAN. The petition for cancellation of petitioner’s birth certificate has the effect of changing his civil status from legitimate to illegitimate and must be effected through an appropriate adversary proceedings. That in order to avoid confusion and to straighten his records, thus, this petition. Set the initial hearing of this case to March 3, 2017 at 8:30 in the morning before the sala of this Court. Cua, chairman of the House’s ways and means committee. In one of the roadshows held in Palawan, Benedicta Du-Baladad, president of Financial Executives of the Philippines (FINEX), said that among TRAIN’s notable goals is to adjust income brackets and rates so that the poor pay less tax while the rich pay more. Small businesses will also be assisted in meeting their obligations through a unified taxation system that is designed for easier compliance and reduced costs. For income taxes, TRAIN seeks to adopt a single income tax exemption base of P250,000 regardless of civil status and number of dependents-essentially doing away with all exemptions such as personal and dependent’s exempt ion, t ax-exempt bonuses and minimum wage earnings. “Any citizen or resident (other than self-employed and professionals) whose income does not exceed P250,000 in a given year is automatically exempt from income tax without a need to show supporting evidence for exemption,” Du-Balabad said. M o r e o v e r, T R A I N prop os es widening the bracket for lower tax rates in order to accommodate more low- and middleincome earners, and raising the tax rate for high-income individuals. The bill also recommends widening the tax base by removing special tax rates granted to employees of regional headquarters of multinationals and offshore banking units who currently enjoy a reduced tax rate. For small businesses, the planned tax system will impose a flat rate tax of 8% on businesses, including the selfemployed and professionals, whose annual sales do not exceed P3 million, in lieu of income tax, VAT, or percentage tax. In short, there will be only one kind of tax to be filed and paid, said DuBalabad. Likewise, small businesses will be allowed to use a simplified form of bookkeeping. Other features of HB 4774 include higher consumption tax on high-end consumer goods, increased excise tax on fuel oil, and increased excise tax on automobiles, with higher tax imposed on high-value vehicles. It also eyes reducing the number of VAT exemptionsexcept for those on basic needs like health, education, and food-in order to reduce leakages in collections and make bookkeeping and tracking of input VAT credits simpler. At the same time, there

will be unified taxation for all transfers of property, regardless of the mode of transfer, whether by sale, donation or by inheritance, based on fair market value. This will not only remove tax arbitrage but it will also simplify tax compliance. “It will be a straightforward tax that is imputed whenever a property is transferred regardless of the mode of transfer, i.e. sale or barter, donation or by death,” said Du-Balabad. The national roadshow to raise public awareness of the proposed new Philippine tax policy package has been staged in Manila, Subic, Cebu, Cagayan de Oro, Davao, Palawan and Bohol. The Manila forum will be held on March 10. They were organized by the Philippine Chamber of Commerce and Industry, together with trade and professional groups such the Philippine Exporters Confederation, Inc., Tax Management Association of the Philippines, FINEX, and Employers Confederation of the Philippines, and supported by Facilitating Public Investment program of the U.S. Agenc y for International Development. SAGAAD, married, of legal age, Filipino and a resident of Poblacion, Opol Misamis Oriental, represented by Heir MARINYL B. PONITAO; RIA V. BALINGIT, single, of legal age, Filipino and a resident of Poblacion, Opol Misamis Oriental, represented by Heir MARINYL B. PONITAO ;NORY V.
