Railway system A PROPOSED Mindanao Railway System (MRS) could be implemented under the public-private partnership (PPP) scheme after lobbying by legislators, in an apparent reaction to the concentration of projects in Metro Manila and nearby provinces.

PPP Center director for legal services Romell Antonio O. Cuenca told reporters on the sidelines of the ASEAN Corporate Sustainability Summit & Awards 2015 in Makati City on Friday that the agency has been “urged by legislators” to place the Mindanao Railway System on its project list. “[We are] in discussions within the PPP Center; we’re branching outside Metro Manila, because most of our projects are centralized in Metro Manila,” Mr. Cuenca told reporters.

THE National Grid Corporation of the Philippines (NGCP) asked the help of media practitioners in the two Lanao provinces in raising awareness on the impact of right-of-way (ROW) violations to the integrity of the grid in Mindanao.

lines has an adverse effect on the power system in Mindanao, said Emmanuel Abellanosa, head of NGCP Mindanao Operations & Maintenance (MOM) Regional Office during the media orientation on ROW violations in Lanao, Thursday, March 26.

Vegetation can cause power interruption of the

lines which can lead to brownouts or blackouts.

Industrial customers also suffer production losses due to power outages and voltage dips.

At present, there are already three power lines out of operation due to the vegetation problems. The Baloi-Agus 6 69kV Line was no longer functioning since January 2015 while the BaloiAgus 2 138kV Line 1 and 2 was out of operation since August and October last year, respectively.

According to NGCP, Agus 1 and Agus 2 hydroelectric (HE) plants are in danger of being isolated from the grid because the only link that they have to the grid is thru the Agus 2-Kibawe 138 kV lines. When these lines trip, Agus 1 and Agus 2 HE plants will be isolated and cannot generate power, thus, more shortage of power.

We have already asked the help of various stakeholders, from the local government units, military, and the Moro Islamic Liberation Front (MILF) but were unsuccessful.

They said it was so hard to

convince landowners to settle down with our estimates, Abellanosa added.

NGCP has been dealing with the ROW problems since it took over the operations of the country’s electric business.

There were only few ROW problems during the TRANSCO time. But when it was about to be privatized, it was discovered that some landowners started planting trees under transmission lines and refused to be negotiated.

When NGCP took over in 2009, ROW problems began to crop, said Mr. Avelino Dawis, head of NGCP District 2 Operations and Maintenance.

He said the landowners are demanding too much before NGCP can cut down their trees that are posing dangers to the power lines.

NGCP has already filed eight expropriation cases.

Dawis said they are also readying to file another 12 cases in the next few days.

But such legal action, he said, entails a long process and the worsening of the ROW problems might affect the stability of the Mindanao grid. (APB/PIA-10)

The projects include scho ol buildings, water and sanitation facilities, a bridge, access road and a mosque.

“Gagawin naming oportunidad ang nangyari ( n o o n g Ja nu a r y 2 5 ) s a Mamasapano upang mas gumanda ang buhay ng mga kababayan natin dito,” said ARMM Governor Mujiv Hataman.

Hataman is optimistic that the projects will help usher in peace and development in the area.

The re g i on’s Department of Public Wo r k s a n d H i g h w a y s (DPWH) will construct a total of nine school buildings costing P44.397 million in different schools in the municipality.

Funds for the six school buildings will come from the Department of Education-ARMM and the remaining three will be funded from DPWH-ARMM’s savings, amounting to P3.5 million.

DPWH-ARMM will also build eight water and sanitation facilities costing P5.439 million,

and P9 million worth of water supply systems i n d i f f e r e nt i d e nt i f i e d barangays.

Emil Sadain, DPWHARMM secretary, said the projects will help address the development needs of c om mu n it i e s t h at h ave been affected by the 25 Januar y Mamasapano incident and the ensuing militar y offensive.

In addition to the school buildings and w ate r f a c i l it i e s , S a d ai n said ARMM will construct an 880m access road from Tu k a n a l i p a o p r o p e r t o Sittio Ameril, amounting to P7.5 million, and a 120m, P10 million steel footbridge.

Moreover, ARMM will fund the construction of a mosque amounting to P1 million in B arangay Tukanalipao, which will be undertaken by the Engineer ing Br igade of the Philippine Army’s 6th Infantr y Division.

Hataman said the involvement the army in the implementation of the infrastructure projects in Mamasapano shows that the military is supportive of t he Mind anao p e ace process.

ARMM also provided livelihood assistance to the ten civilian families affected in the 25 Januar y Mamasapano incident during the groundbreaking. The assistance included four mechanized hand tractors and six passenger tricycles.

rm and bloody encounters, display of power, acts of extortion, continuing activity in enticing and recr uiting civilians are just a few of the activities of our brother and sisters belonging to the leftist group—the New People’s Army. Those are a l s o t h e a c t iv it i e s t h at supposedly would decrease the morale and somehow discourage our soldiers to cont inue t heir st r ug g le to end t he b att les wit h the NPA and other rebel g ro u p s . How e v e r, t h e y did not stop in their endeavor, they continue t o s t a n d a n d l i v e w it h their commitment when

editorial they made their oath, to defend the countr y and the Filipino people at all times.

It is noting to hear that our soldiers are successful in their continuous pursuit of t h e N PAs e sp e c i a l ly after the latter’s attack.

It is good to know that t h e y h av e m a n a g e d t o stand up and stay strong in every storm that comes a l o n g t h e i r w a y. T h e y never get tired of their responsibilities and even if they have families waiting

for them in their homes, they still go out to the mountains, risk their lives to protect the people from threats.

Ho p e f u l l y, a l l of u s including the NPAs and other rebel groups would always remember that t h e s e s o l d i e r s are a l s o human beings, they have families of their own and they also have other responsibilities like being a husband to their wife and father to their children.

That these rebellious

groups would at least respect their being human and at least consider the fact that soldiers exist not just for civilians but also for them because they are still Filipinos.

H o p e f u l l y, t h e s e rebellious groups would realize and appreciate what the soldiers are sacrificing just to maintain and secure the peace of our countr y. Also these N PAs i n s t e a d of g oi n g against the government, should support and help what the government tries to establish for a better Philippines!

Battles that changed the course of history (10)

I

n 9 previous articles, we commemorated the various major battles in the Philippines as World War II drew to a close 70 years ago. Culling from various military historical accounts and online materials, we recalled the Battle of Leyte, the Battle of Leyte Gulf, the Battle of Mindoro, Lingayen Landing, the Raid at Cabanatuan, the Liberation of Santo Tomas, the Liberation of Los Banos, the monthlong Battle of Manila, and the Battles to retake Bataan and Corregidor.

In the succeeding articles, we will relive the final battles in Northern Luzon, Visayas and Mindanao up to the very day General Yamashita surrendered in September 2, 1945.

In this article, we pause to pay tribute to the tens of thousands Filipino and American guerrillas who played a key role during the dark days following the fall of Bataan and Corregidor.

McArthur, himself, was the first to acknowledge the heroic role played by the

resistance fighters. Shortly after he landed in Leyte in October 1944, he broadcast the following message: “As our forces of liberation roll forward , the splendid aid we are receiving from guerrilla units throughout the immediate objective area and adjacent islands causes me at this time to pay public tribute to the great patriots both Filipino and American who have led and supported the resistance movement in the Philippines since the dark days of 1942. These inadequately armed patriots have fought the enemy for more than two years. Most are Filipinos but among these are a number of Americans who never surrendered, who escaped from prison camps, or who were sent in to carry out specific missions.”

McArthur thanked them for the excellent intelligence gathering which provided the Allies with “accurate and detailed information on major enemy moves and installations throughout the Philippine Archipelago”.

He acknowledged the aid

provided by the guerrillas’ air warning system “…affording visual observation of the air of nearly every square foot of Philippine soil …… complete observation over enemy naval movement….

This information has contributed to the sinking of enemy shipping of enormous tonnage.”

Before long, Filipino resistance fighters would be fighting side by side with Allies as the troops moved to various battlegrounds to retake the Philippines.

The online document entitled “Guerrilla Activities in the Philippines” traces the beginnings of the resistance movement.

After Bataan and C or reg idor, many w ho e s c a p e d t h e Ja p a n e s e reorganized in the mountains as guerillas. One example would be the unit of Ramon Magsaysay in Zambales. This unit grew to a force of 10,000 by the end of the war. This group played a key role in the Battle to Retake Bataan.

by Terry Adevoso formed the Hunters ROTC. The Hunters ROTC figured prominently in the Raid in Muntinlupa in 1943 (to free political prisoners), the Raid in Los Banos (to free American POWs) and in the Battle of Manila. A group of Hunters ROTC under Emmanuel de Ocampo fought alongside US troops from Nasugbu all the way up to the Manila Post Office.

SURIGAO CITY – Mamanwas have lifted their barricade against a mining firm on Saturday after Greenstone Res ources C or p orat ion initially paid at least P5 million to the tribesfolk, belated reports said.

Vi c e nte B a l d oz a , provincial director of the National Commission on Indigenous Peoples (NCIP), said Mamanwa lumads ended their six-day barricade at the Greenstone mining site in Cawilan, Tubod town in Surigao del Norte.

Baldoza told MindaNews on Wednesday afternoon that the P5 million was an initial payment of the P19 million demanded by the Mamanwas.

Last March 16, around 400 Mamanwas made shanty encampments along roads to block the mining firm’s heavy equipment from operating b ecaus e the company allegedly did not pay royalty share for using their ancestral domain, as provided for by law.

The barricade effectively blocked heavy equipment from crisscrossing to the waste dump site, the mine pits, the milling plants and even the fuel storage.

Baldoza said the Mamanwas should have gotten the payment early from the mining company, saying that Greenstone sought the legal opinion of the NCIP’s provincial and national offices whether or not the Mamanwas are entitled to get one percent royalty share.

He said the company was adamant to pay the royalty share, saying only the waste dump site belonged to the Mamanwas’ ancestral domain.

The rest of the mining area, G re e ns t on e re p or t e d l y claimed, “are not within the ancestral domain.”

Baldoza said the Mamanwas and Greenstone have an existing memorandum of agreement signed in 2002.

He added the mining c o m p a n y ’s M i n e r a l Production Sharing Agreement covers the area of Certificate of Ancestral Domain Title (CADT) 048, except the extraction area or the open pit.

“I don’t know why they delayed the payment. It looks like they are using dilatory tactics. The company was already given legal opinion from our office since last year,” Baldoza said.

He pointed out that the Mamanwas’ stance last week had affected the mining firm’s production, noting that all the company’s heavy equipment were grounded.

Greenstone, a subsidiary of Australian-based miner Red5 Limited, has been producing 1,250 ounces of gold per week at its mine site at Barangay Siana in the municipality of Mainit,

also in Surigao del Norte, since the start of commercial production on April 26, 2012.

The company resumed commercial operation last January after the Mines and Geosciences Bureau had lifted the ceased and desist order.

Until today, Greenstone has remained silent on the royalty share issue.

Dionestio Aidao, one of the counsels of the Mamanwas representing the Budlingin Community, told MindaNews that five host communities blocked the heavy equipment of the mining firm. These c om mu n it i e s are f rom Budlingin, Camp Edward, Cawilan, San Juan and Motorpool.

Speaking in behalf of their tribal chieftain Datu Emiliano Gedi, Aidao claimed that since Greenstone began its commercial operations in 2012, the company failed to pay the one-percent royalty share to the Mamanwas.

Aidao said Greenstone is operating in their ancestral land, after the Mamanwas entered into a Memorandum of Agreement with the mining firm as early as 2002.

Section 7-b of the Indigenous Peoples Rights Act of 1997 entitles indigenous peoples to “negotiate the terms and conditions for the exploration of natural resources in the areas for the purpose of ensuring ecological, environmental protection and the conser vation measures, pursuant to national and customary laws.…”

The Mamanwas got their Certificate of Ancestral Domain Title (CADT) 048 on September 22, 2006.

The CADT has an area of 48,870 hectares covering five towns in Surigao del Norte – Claver, Gigaquit,

Bacuag, Tubod and Alegria – including a portion of Kitcharao town in Agusan del Norte.

Under the Mining Act of 1995 and the Ingenious

Peoples Rights Act of 1997, Lumads are entitled to one percent of the gross earnings of mining operations in their ancestral areas.

Aidao said the tribe was

supposed to get P16 million for 2012 and P3 million more for the current year.

Recardo Labao, one of the Mamanwas, said that the P5million initial payment was

divided among the tribesmen.

Stiffer penalties and wider coverage for the crime of fencing sought Stressing that “when there is no demand, then there shall be no supply”, a lawmaker has proposed stiffer penalties for the crime of “fencing.”

On this premise, Rep. Estrellita “Ging” B. Suansing (1st District, Nueva Ecija) came up with HB 5599 imposing penalties on person or persons guilty of fencing properties owned by the government such as railings, manhole covers, signage, sign posts, slabs, and the like.

“Over the year, theft of government properties, especially items deemed valuable and profitable, have become so rampant.

Railings found on sidewalks and railroad tracks, as well as manhole covers, among others, are being stolen and sold to junk yards and the

like, and such theft poses serious threat to the lives of the public,” the lady lawmaker stressed.

HB 5599 seeks to amend Sections 3 and 6 of Presidential Decree No. 1612, otherwise known as the “AntiFencing Law of 1972.”

In addition to existing fencing provisions, Rep. Suansing is proposing insert the following provisions to Section 3 of PD 1612: --- “Any person guilty of fencing shall be punished as hereunder indicated: a) xxxx to xxxx f); g) If the property or object of fencing is owned by the government of the Republic of the Philippines such as railings, manhole covers, signage, sign posts, slabs, and the like, the following penalty shall be imposed:”

“1. The penalty of reclusion perpetual (life imprisonment) if the value of property stolen is more than one hundred thousand pesos (P100,000.00);” “2. The penalty of reclusion temporal in its minimum and maximum periods, if the value of the property stolen is more than fifty thousand pesos (P50,000.00) but not exceeding P100,000.00;” “3. The penalty of prision mayor in its minimum and maximum periods, if the value of the property stolen is less than fifty thousand pesos (P50,000.00).”

“The accessory penalty pertaining thereto as provided in the Revised Penal code shall also be imposed.”

Likewise, Section 2 is also proposed to be amended to

read as follows: “Section 6.

Clearance/ Permit to sell/ Used Second Hand Articles – For the purpose of this Act, all stores, establishments or entities dealing in the buy and sell of any item of property owned by the Government of the Philippines or any good, article, item, object of anything of value obtained from an unlicensed dealer or supplier thereof, shall before offering the same for sale to the public, secure the necessary clearance or permit from the chief of the Philippine National Police in the town or city where such store, establishment or entity or government property is located.”

Aboitiz Group board approves fresh borrowing FRESH from a share sale early this year, the Aboitiz Group announced a new fundraiser, with its eyes on the bond market this time around.

In a disclosure to the Philippine Stock Exchange, Aboitiz Equity Ventures Inc (AEV) said its board has approved the sale of fixedrate retail bonds worth P25 billion, the conglomerate’s

second such offering in the last three years.

AEV in November 2 0 1 3 r ai s e d P 8 bi l l i on from a similar sale of debt instruments that were made available to the public. The seven- and 10-year bonds offered interest rates of 4.4125 percent and 4.6188 percent, respectively.

The conglomerate said it would sell the new bonds

in more than one tranche depending on market conditions.

Proceeds of the fundraiser would be used for acquisitions and other investments.

The latest fundraising plan comes two months after AEV released more shares from treasury, and generated P276.65 million to add to its warchest.

The Aboitiz Group in the next five years is venturing into inf rastr ucture and expand its power business outside the Philippines.

AEV’s profit shrank last year after earnings fell at its power unit, which accounts for more than 70 percent of the parent firm’s bottomline.

The conglomerate nearly snagged its first public-

‘Treebute’ launched for PNP SAF heroes The SMILE Movement Inc. initiated a tree planting project as a tribute to the 14 Cordilleran heroes of the Philippine National PoliceSpecial Action Forces who were killed in Mamasapano, Maguindanao last January.

Dubbed as “Treebute to Cordilleran Heroes”, it was launched in in Badiwan, Tuba, Benguet last March 15 with the support of the Tiongsan family.

The “Treebute” project is meant to help in the he aling pro cess of t he bereaved families assisting to do meaningful activities in memory of their loved ones. The objective is to create a symbolic tribute to dearly departed and at the same time address the growing concern about the deteriorating environment, said Ghemar Pawid, officer of the SMILE Movement.

The organizers explained that “by naming the trees to someone who is loved, it may have better chances of surviving since the concerned individuals who planted the trees are expected to come back for its maintenance.”

Sen. Legarda: Proper waste management, a way to carbon fast MANILA -- Senator Loren Legarda encouraged Filipino Catholics who will observe the Holy Week to affirm their role as stewards of God’s creation through environment-friendly practices, such as proper solid waste management.

Legarda said that undertaking environmentfriendly activities is a way to carbon fast and reconcile with the environment, which has been greatly abused and exploited.

“We are the stewards of God’s creation and as such, we are tasked to protect, not harm, our environment. We should adopt an environmentfriendly lifestyle and learn to carbon fast starting this Holy Week. My appeal to carbon fast goes not only to Catholics, but to everyone regardless of faith. A simple way to start is by practicing ecological solid waste management, beginning with segregation at source,” she said.

L egarda, who is the principal sponsor and author of the Ecological Solid Waste Management Law, shared how segregation at source can be done.

Every household should have one trash can for biodegradable and food waste; one trash can for recyclables or residual waste; and another for special or hazardous waste, busted lamps, radio and cellphone batteries. For paper that can be recycled, these can be placed flat in a box or in a paper bag.

When going to market or the grocery, bring containers to avoid using plastic bags.

Reusable containers can be used in purchasing fish, meat and other poultry products; while bayong and reusable cloth bags can be used for dry items.

DENR, PIA award KalikgKASAN Band Search winners in NorMin C A G AYA N D E O R O CIT Y -- As part of the Climate Change Advocacy Campaign, the Department of Environment and Natural Resources (DENR), Region 10 in partnership with the Philippine Information Agency (PIA), Region 10 awarded the winners of the KaligKASAN Band Search on March 19, 2015 at Cagayan de Oro City. ?Among the 22 amateur bands who joined the contest, the Kolariah emerged as the grand prize winner with a song entitled “Tungo sa Pagbabago.”The Dislocated Boy was declared as the second prize winner with a song entitled “Pagbabago” and Adrian and the Astroboys garnered the third prize with a song entitled “Anak ng Umaga.” ?The consolation prizes were received by other bands who made it to the top 10 finalists which includes Iligan Medical Center College (IMCC), Generation Gap (G2), Talata, Deminions, The Cokeheads ft. Khey Hem, Dark Eternal and Lotusberry. ?The Deminions garnered the Social Media Special Award based on the number of likes and shares counted from the Official Facebook account of the PIA 10.

The KaligKASAN Band Search aims to reach out and gain interest and support from the youth for the protection and conservation of the environment. It was launched on October 2014 encouraging amateur bands from Region 10 who have not signed up any recording contract to compose original and environmentallymotivated music.

“Your music will teach the public that everyone is accountable for the impacts of climate change. Your lyrics will help improve p e ople’s p ercept ion on

their roles in environmental protection,” said DENR 10 regional director Ruth M. Tawantawan during the awarding ceremony.?

phenomenon which is the National Greening Program (NGP).

Pagadian initiates measures to increase water supply Mambajao LGU, DTI hold OBOP, livelihood showcase MAMBAJAO, Camiguin -Mambajao town exec led the One Barangay, One Product and Livelihood Showcase with the theme “Atong Produkto Ato Ni” (This is our Product We Own These) on March 18, 2014 at the 2nd floor of the Mambajao Municipal Building Lobby.

With a total of 20 OBOP participants, the showcase featured innovative OBOPs in the categories of processed food and delicacies, processed fish and marine products, spices and condiments, agri-based and organic products, handicrafts, cut flowers and other interesting product offerings from the municipality of Mambajao, also featuring the dried squid and coconut sugar from the municipalities of Sagay and Guinsiliban, respectively.

The event is also in partnership with the Department of Trade and Industry (DTI) Camiguin Provincial Office.

Product demonstrations, presentations, sampling, free tasting activities and order taking purposes highlighted the event to provide the OBOP producers and livelihood projects, mostly micro in sizes, a platform to showcase their products, open opportunities to increase their revenues, introduce their products and services to the guests, participants and spectators from the tourism sector particularly the resorts and restaurant owners of the municipality of Mambajao.

DTI is committed to promoting MSMEs across the country and has backed the Mambajao OBOP in terms of marketing and promotion to offer something new to the customers especially to the

tourism establishments and the tourists, both domestic and international.

Apart from the marketing and promotion initiatives to sustains the OBOPs, DTI has also conducted skills, entrepreneurial, productivity, management and leadership training to every barangay and partnered with the Local Government of Mambajao through an Executive Order (EO) signed by the Mayor Ma. Luisa D. Romualdo, organizing the Mambajao OBOP Task Force as one of the member agencies in product identification, research and development, marketing and promotion.

The concept of OBOP is an innovation of One Town One Product (OTOP) which originated in Japan and adopted by the national government designed to promote entrepreneurship and create jobs.

Through OBOP, the Barangay Council takes the lead in identifying, developing and promoting a specific product or service which has a competitive advantage and marketable in both the local and international markets.

Specifically, it supports micro, small and medium enterprises (MSMEs) to manufacture, offer and market distinctive products and services, through the use of indigenous raw materials and local skills and talents.

Over-all, OBOP/OTOP offers a comprehensive package through a convergence of services from local government units, national government agencies, and the private sector.

PAGADIAN CITY – The Pa g a d i a n C i t y Wa t e r District (PCWD) is set to add four deep wells to augment this city’s water supply.

This, as the PCWD supply has gone down by 20 percent since there is a reduction of water production from its sources, which included eight deep wells and five springs.

Engr. Edilberto Yorong, PCWD general manager, said Friday that the drilling works for the two of the four deep wells will start after the observance of

the Holy Week.

Yorong said the drilling works for the other two deep wells will follow upon completion of the first two wells.

Yorong said the water supply has gone down by 20 percent since the production of the two out of the eight deep wells have decreased by 40 liters per second from 95 liters to only 55 liters.

“We believe this is due to silt formation at the bottom of the wells that affects the flow of water and not because of the dry season since the other deep

wells were not affected (by the drought),” Yorong said.

He s a i d t h e w a t e r production of the five springs have been reduced by 10 percent brought about by the dry season.

Meanwhile, Yorong said they have applied a PHP25million loan to acquire power generators to ensure that all concessionaires will have round-the-clock water supply.

Several concessionaires don’t have water on their t aps since t his city is experiencing eight-hour daily brownouts.

The PCWD maintains 22 pumping stations to supply water to the concessionaires since this city has hilly terrain even in downtown area.

The pumping station pump water from PCWD’s sources to the distribution pip elines t hroug h t he reservoirs. The water firm maintains 20 reservoirs.

The cause of the eighthour daily brownout is the reduced power of the Mindanao grid brought about by low water level at Lake Lanao where the hydroelectric plants are located. (PNA)

Biodegradable waste goes to composting, animal feeds or biogas; while recyclables go to the junk shops. Only residual waste should be collected by the city or municipal truck.

Meanwhile, special or hazardous waste will go to the city/municipal MRF for proper treatment or disposal in coordination with the Environmental Management Bureau (EMB).

“Ecological solid waste management may seem difficult at first especially since many are not yet used to it, but let us take it as a simple sacrifice that would make our surroundings cleaner, safer and healthier. It should be easy if we all strive to make it work and if we care enough for our environment, for our children, and for all of God’s creation,” Legarda said.

Ms. Darimbang said the 19-year-old City Tourism Code needs to be updated given the emergence of new technology and the changing socio-cultural landscape of the city and the Northern Mindanao Region.

She noted, for example, how there were no accommodations available on the outskirts of the city when the law was passed in 1996.

“I want to ensure that all resorts located at least 20 kilometers away from a hospital must employ at least one resident physician during the night-time,” she said.

The Cagayan de Oro Hotel and Restaurant Association (Cohara), in a statement addressed to the councilor, said members want to discuss and review this proposal before giving the group’s position.

The DILG served the notice of suspension Friday afternoon amid the opposition of more than 1,000 supporters who barricaded the City Hall premises.

“We were able to post the notice of suspension at the door of the Office of the City Mayor.

That was enough proof that the notice of suspension was served,” Burdeos said.

About 1,000 supporters barricaded the City Hall in Iligan City as Malacanang ordered the suspension of the City Mayor on allegation of “abuse of authority.”

He said Executive Secretary Paquito Ochoa signed the suspension order dated March 2, 2015.

Burdeos said that Marzo assumed the mayoral post by

“The Bangsamoro Basic Law is one of the most important proposed bills of our administration. It answers the two most pressing problems of our countrymen: poverty and violence. This bill is the product of 17 years of extensive study and negotiations.

“Even then, there are those who oppose its enactment.

Unfortunately, their criticism solely stems from a lack of understanding of the BBL; take, for example, their statements that there will be a separate police force for the Bangsamoro once it is enacted into law.

Should we trust those who say that the peace talks should be ceased, yet offer no other solutions? If we believe these people, where will they take us?”

The President said that if the proposed bill is lacking, it can be addressed by pushing through with the debates on it.

“With the continuation of hearings about the BBL in Congress, each one is given an opportunity to understand the proposed bill. We believe an initiative that arose out of good intentions can be fixed by those who likewise have good intentions towards their fellowmen,” he said.

He said he was aware that the events in Mindanao, together with the incident in Mamasapano, have sowed doubt in the minds of the people and has pushed aside the objective evaluation of the BBL. “To address this, I am inviting citizen leaders known for their wisdom and integrity to stand as independent convenors.

These include Luis Antonio Cardinal Tagle, former Chief Justice Hilario Davide, Jr., Jaime Augusto Zobel de Ayala, Howard Dee, and Bai Rohaniza Sumndad-Usman. They will gather other responsible and respected leaders to spearhead a National Peace Summit to deliberate on and discuss the BBL. They will dissect the proposed law in a calm and reasonable manner that will not incite anger and hopelessness. This way, the BBL can be improved. They will write a report that will be made public, so that everyone may be informed, and so that more of our countrymen may understand the matter. In this manner, we will be able to advance a reasonable decision as regards the Bangsamoro

The President said, “There are also those who call for an end to the peace process.

They say that an all-out war is the way to go. And I ask them: What gain do you see from waging war? Now that we are moving forward as a nation and are on the cusp of success, do they really think that we should advance violence, only to bring us back to the path of hardship?”

The President also noted that previous administrations have tried an all-out war approach.

“All-out war has been the response since the 70s. How did that turn out for them and for us? The only result: hundreds of thousands of casualties, ruined livelihoods, and a status quo of suffering in Mindanao. Is it not clear that their approach was wrong?”

President Aquino also stressed that “if the peace process is derailed once more, we will lose ground for sincere dialogue with leaders, and with all the Moros who are ready to listen to reason and who genuinely seek peace”.

“Isn’t it possible that they too might be pushed to join those who want violence? If the troubling situation in Mindanao worsens, the wounds would grow deeper, and more persons would resent their condition.

Those who were previously neglected and abused by the system and by institutions will further feel mistreated. Those who have never been reached by the assistance of government will suffer all the more. Do you think that, should all this happen, they will be sincere partners in peace talks after being hurt, after shedding blood, and after being persecuted?”

“Let me make it clear: This decision is not just for the remainder of my term, but for the benefit of the next generations.

To you, the young people, will you suffer a society in which you would be required to march into war instead of fulfilling your dreams? To the parents: Would you want the next generation to inherit a future marked by conflict? We will not allow this to happen. We will continue on the path that will bring us closer to peace,” he continued.

“Let us remember: The potential of two generations has been wasted because of conflict. Now that we are all here, are we going to allow the succeeding generations to meet the same fate?

“Violence cannot resolve violence; anger can never come to an end, if it is also met with anger. Only compassion can put an end to violence; only love can extinguish anger.

“Is it too much to ask that Filipinos show compassion and love to their fellow Filipinos? No one can deny that, if we attain peace, the standard of living in the Bangsamoro will rise. And when one region rises, so too does the entire country. Indeed: peace is the only path to our aspirations of inclusive growth.”

“On this day, God willing, may we be reminded that we have a golden opportunity at present to attain peace, and ensure that the positive fruits of laying down arms will enlighten those who wish to sow chaos.

“God willing, may we

remember that a brighter future waits; we need only to strengthen and continue what we have already started. Let us reinforce our trust; let us reinforce our hope; these will be our contributions to an orderly and prosperous society, one that we can be proud of, and one that we can bequeath to the next generations.

“I do not pursue peace just to add to my legacy. What we are pursuing is a genuine peace that truly addresses the roots of the problems that led to violence. At this point in our history, I say to all of you: The BBL will make this a reality,” he concluded. (PCOO/PND)

The two books launched by the Office of the Presidential Adviser on the Peace Process (OPAPP) were “Getting to Peace” and ”In Defense of the Draft Bangsamoro Basic Law. The killing of the 44 SAF troopers who were tasked to arrest wanted international terrorist Zulkifli bin Hir hiding in Mamasapano, an MILF stronghold, has shattered the peace process and putting at risk the passage of the Bangsamoro Basic Law (BBL) before Congress.

Iqbal admitted that the BBL “is battered but it is not yet down (and) I think there is now some sort of recovery” with the hope the BBL would be passed by Congress.

“On the part of the MILF, we keep on moving, moving and moving,” Iqbal said his extemporaneous speech at the book launching.

“A year ago we started a journey to realize the dream of the people in Mindanao,” he added.

Iqbal also said he has been involved in the peace negotiations for the last 15 years to find a just and lasting solution to the Mindanao conflict.

He said the Mamasapano incident was “tragic and unfortunate.”

“On behalf of the MILF we are so sorry that many lives have died,” Iqbal said.

In a related development, President Benigno S. Aquino III on Friday formed a council of respected community leaders that would help work out the passage of the BBL. Named as members of the council were Manila Archbishop Luis Antonio Cardinal Tagle, former Chief Justice Hilario Davide Jr., business magnate Jaime Augusto Zobel de Ayala, former Ambassador to the Vatican and Malta Howard Dee, and youth leader Rohaniza Sumndad-Usman.

A National Peace Summit is expected to be held soon to discuss the BBL and to help the Filipino people understand the proposed law that would establish a new autonomous region for Muslim Mindanao.

The President said that members of the council “will dissect the proposed law in a calm and reasonable manner

Jesus Villamor, who earlier distinguished himself in aerial combat against Japanese Zeros, later worked his way back to the Philippines (from Australia) to make contact with guerrilla organizations , eventually developing extensive intelligence networks.

Emigdio Cruz, left Washington in 1943 on instructions of President Manuel Quezon to establish contact with local leaders and the resistance.

He first landed in Australia and from there he worked his way to Negros and eventually to Manila – a hazardous journey which took him 4 months.

Salipada Pendatun figured prominently in the Maranao Militia in Mindanao which continuously harassed Japanese troops.

Macario Peralta established one of the best-organized guerrilla organizations in the Philipines . From his base in Panay, he had radio contact and courier service with the principal guerrilla chiefs in the Visayas and Mindanao. His initial message from Panay was picked up by listening posts of the US War Department.

McArthur said of that broadcast: “Following the disaster which … overtook our gallant forces, a deep and impenetrable silence engulfed the Philippines….That signal, weak and short as it was, lifted the curtain of silence and uncertainty and disclosed the start of human drama with few parallels in military history.”

When American forces landed in Panay in March 1945, much of the work had already been accomplished by Peralta’s guerrillas. “Even before the landings, his guerrillas had cleared the enemy from the outlying districts and had won possession of nine airstrips in the northern and southern part of the island. However, Javellana pointed out that Cebuano Pasyon lacks aral which is the spine that points out the value of faithfulness and repentance.

The lack of aral makes the Cebuano Pasyon lacks coherence and ‘emotional retelling as it is in the Tagalog text.’

Pasyon is not only recited, but it is also performed as a content of the senakulo performances.

These performances contribute to the definition of the Filipino as a religious community. One may ask, what identifies the Filipino with the recitations or with the performances of the Pasyon. In the book The Jesus of Asian Women, Muriel Orevillo-Montenegro emphasized the women who sing the Pasyon have important roles of passing on the ‘Filipino tradition of reading, singing, and reenacting the passion story of Jesus…’

On the other hand, one may notice why Filipinos identify themselves with the suffering of Christ. Marco Garrido, in his article The Pasyon of the Philippines, mentioned that the Filipinos put the pasyon close to their hearts because the Filipinos see themselves in it.

The pasyon is an allegory that reveals Filipinos’ identity and destiny as a people. Garrido mentioned the point of William Esposo, a Philippine Daily Inquirer Columnist, who said that Filipinos associate to the passion of Christ as their own continuous agony and crucifixion as these signal the tale of Filipinos being abused, exploited and oppressed. It is evident that most Filipinos believe on suffering and redemption. Related to Christ’s purpose of suffering, death and resurrection, the Filipinos strongly identify themselves as sinners, and that because of their penance and through the veneration of the cross, the Filipinos will have their redemption through their fervent faith.

In the article Pasyon Plays by an anonymous author, it is said that the reflection of suffering and death on the Pasyon is a byproduct of the Filipinos colonial experience.

In Garrido’s article, in the Spanish regime, ‘Filipino peasants saw Christ’s suffering not only as an inspiration to endure but also to rebel.’

As one community, Filipinos see the Pasyon as a point of reflection to repent for their sins and attain redemption and salvation through Christ’s death and resurrection.

It has been our dream to stage Ang Pasyon ni Hesukristo, and we are grateful for this chance of telling Christ’s Passion. Ang Pasyon ni Hesukristo is TXS’ very challenging experience since most, if not all, of its audiences have constructs of expectations as regards the material. The Xavier Stage labors so hard for this production. Most of the cast are new, but all of them have the conviction to share the world’s best and the most inspiring plot of all time.

I personally would like to thank the company for braving this production. The Xavier Stage would like to thank Xavier University for the endless support. And above all, we thank God for His mercy and salvation.

PASYON: Philippine Religious Drama Aesthetics

hilippines’ colonial past with the Spaniards brought many influences that colored our cultural and artistic traditions. In the essay titled Dulaan An Essay on Philippine Theater in the book Tuklas Sining Essays on The Philippine Arts, Nicanor G Tiongson mentioned that plays with Spanish influence: Komedya, Sinakulo and the Pasyon are part of the development of Philippine Theater.

With the evangelization of Christianity among the native Filipinos during the Spanish colonization, dramas were used as powerful tools for ‘Christianization.’

These dramas are known as secular and religious plays. These secular and religious plays were held to celebrate liturgical seasons like advent and lent (Tiongson, 1991). These include the Komedya, Moro-Moro, Komedya de San Miguel, Yawa-Yawa, Pasion y Muerte, Panunuluyan, Pastores, Bakahan, Moriones, Pasyon a recitation of the suffering, death and resurrection of Christ (as mentioned above) and the Salubong during Easter Sunday.

In the book The Cambridge Guide to Theatre, edited by Martin Banham, it is mentioned that religious customs including dramatizations were introduced by the Spaniards in attempt to replace folk rituals.

These performances or religious dramatizations of Lenten play senakulo intended to promote Christianity, and these had been significantly ascribed as part of ‘powerful events in community life.’ These performances are still mounted during Holy Week like that of The Xavier Stage, Ang Pasyon ni Hesukristo which is on March 31, 2015 to April 1 and 2, 2015 at the Xavier University Little Theater.

These influences are successful points for the Spaniards to introduce Christianity in the Philippines. As it is noted, the Philippines is Asia’s predominantly Christian or Catholic country.

One remarkable performance during Holy Week

is the recitation of the Pasyon usually during Good Friday as this is the day when Christ suffered and died on the cross for the sins of the world. In the article Lent and Moriones, Bernard Billedo mentioned that the Pasyon is written in Tagalog, but there are translations in other Philippine languages like ‘Pampango, Ilocano, Pangasinan, Bicol, Ilongo, Cebuano and Waray.’ He also mentioned that other cultural communities like the Ibanag and Itawes of Cagayan Valley, the Gaddang of Nueva Vizcaya and among the Cuyunon of Palawan have versions of the Pasyon narrative.

This is also true in the comparative study of Fr Rene B Javellana SJ titled The Cebuano “Pasyons” – a study of the Texts at Xavier University and at the University of San Carlos and a Comparison with two Tagalong Texts. Fr Rene Javellana (1984), contended that Cebuano Pasyon texts may have used the Tagalog Text as the source, but the Cebuano Pasyon stands in itself as a genre of the Pasyon which is true to the source.

The translation is the author’s rework that emerges his own understanding about Jesus.
