Dito’s 5G DAVAO City — DITO Telecommunity Corp. is aiming to bring in 5G technology to Davao City by 2022, simultaneous with the company’s planned rollout of the fifth generation (5G) technology in other parts of the country.

As the newest telecommunications industry player prepares to officially launch services in the central and southern parts of the Philippines by March 8, DITO Chief Administrative Officer Adel A. Tamano said they are already planning on the network upgrade by next year.

“Our purpose is to bring the first world not just 4G, but 5G technology in the Philippines so we will start off initially with 4G technology, but it is 4G convertible to 5G,” he said during the online forum hosted by the Davao City Chamber of Commerce and Industry, Inc. on Friday.

Vivant expansion GARCIA-led Vivant Energy Corporation has expanded its power investments in Mindanao, and this was concretized via an equity acquisition in power generation facility owned by Senator Juan Miguel Zubiri.

In a disclosure to the Philippine Stock Exchange (PSE), Vivant stated that, in tandem with its subsidiary firm Amberdust Holding Corporation (AHC), they will be acquiring 90-percent of the outstanding shares of the Bukidnon Power Corporation (BPC) and North Bukidnon Power Corporation.

The majority shares purchase will require Vivant to pay P205,539,482.54 to seller BPC; and another P228,282,140.96 for the shareholdings of North Bukidnon Power. The two firms are owned by the lawmaker, whose family and vast properties are in Bukidnon.

THE Bureau of Fisheries and Aquatic Resources (BFAR) in Region 10 has suspended the operations of all floating cottages in Misamis Oriental, commonly called as balsa.

Hydroponics farming pushed to restore Lake Sebu’s water quality

GENERAL Santos City -- The provincial government of South Cotabato is pushing for the expansion of hydroponics farming in the critical Lake Sebu to help improve the quality of its waters and overall condition.

Siegfred Flaviano, head of the Provincial Environment Management Office (PEMO), said they are currently

working with the local government of Lake Sebu and other stakeholders for the establishment of more hydroponic gardens within the 354-hectare lake.

He said studies showed that hydroponics, which is a method of growing plants or crops without soil and by using mineral nutrients in aqueous solution (a solution

in which water is the solvent), could be a “natural remedy” to the declining condition of the lake’s waters.

Flaviano specifically cited the deterioration these past years of the lake’s dissolved oxygen level, a situation that has triggered perennial fish kills, with the latest recorded only last January.

AVAO City – The Mindanao Development Authority (MinDA) is urging local government units (LGUs) in

Mindanao, especially populous provinces, to lead the region's cattle production program to ensure sufficient meat supply for their

constituents.

In a statement Sunday, MinDA Secretary Emmanuel Piñol said the cattle production program, which is supported by the

Development Bank of the Philippines (DBP) through low-interest loans, aims to establish cattle breeding and fattening projects in each of the 29 provinces of

“The cattle fattening project involves the establishment of feedlots where steers and culled cows to be sourced from Australia or other cattleproducing countries would be fed for 100 days before these are slaughtered for meat. A component of the cattle fattening project is a modern abattoir which would process the fattened cattle into market-ready products,” he said.

The cattle breeding project, Piñol said, would involve the upgrading of the local stocks of cattle through artificial insemination using semen

from outstanding breeds.

“It would also include the procurement of heifers or cows for local breeding to increase the cattle population in Mindanao,” he said.

Piñol said MinDA will integrate the cattle production program with its sorghum development program which will provide the needed silage.

“Initially, the program which is expected to start production in two years, would aim to fill the local beef requirements then gradually increase the number of cattle in the program to supply the big PROGRAM/PAGE 6

Do teachers years of experience make a difference in the quality of teaching?

The international comparison of student performance in standardized assessments and subs equent ranking of participating countries over the last two decades has generated significant public and political anxiety, leading to an intense focus on factors believed to influence the academic achievement of school students. In the 20 years since the OECD’s Programme

for International Student Assessment (PISA) began, attention has shifted from in/ equity in student achievement to declines in both relative and absolute performance, leading to increased scrutiny of teaching and “teacher quality”.

Blunt analyses of Teaching and Learning International S u r v e y ( TA L I S ) d a t a indicating higher scores for experienced versus novice teachers give the impression that early career teachers are less effective, despite the caveat that beginning teachers are disproportionately allocated to more challenging schools. Scrutiny has since moved from system-level effects such as inequities in school funding and the concentration of advantage/ disadvantage through the social segregation engineered by competitive school markets to the effectiveness of teacher preparation.

The evidence for associations between teachers’ years of exp erience and teaching quality from studies using indirect measures (e.g., attitudes, student performance) is by and large mixed and does not suggest a clear set of conclusions regarding the importance of experience as a predictor of quality. The literature also has addressed questions concerning the returns to teacher experience by examining more direct indicators of teaching quality, specifically teachers’ observed classroom behaviors in areas of classroom management, social support for students, and instruction.

Across studies there is very limited support for the claim that beginning teachers are less competent than teachers with more years of experience.

The extant research provides mixed evidence, with some correlations between teaching quality and teacher experience, however these might be conceptualized.

HE country sustained its 52.5 manufacturing purchasing managers’ index (PMI) for February 2021, the IHS Markit reported Monday.

IHS Markit said the country’s manufacturing

score last month signaled a solid operating condition as growth rate matched January 2021 level.

The solid manufacturing condition last month was supported by increased output volumes due to higher order inflows and

demand.

“Output and new order growth persisted, whilst an acceleration in preproduction inventories suggests a commitment towards greater production in the months ahead,” IHS Markit economist Shreeya

Patel said.

She said the rate of job shedding in February was the lowest for the past 12 months.

However, Patel said the coronavirus disease 2019 (Covid-19) continues to pose a large threat of

material shortages and transportation delays due to restrictions.

Overseas demand remained “heavily subdued” last month, Patel said.

"For now, controlling the Covid-19 pandemic remains at the heart of the

HOLCIM PHILIPPINES, Inc. reported a net profit of P1.04 billion in the fourth quarter last year, down 39.4% from a year earlier as the cement manufacturer recorded a significant drop in sales.

In a regulatory filing on Monday, it disclosed a 26.2% decrease in net sales to P7.24 billion from P9.81

billion previously.

The company’s earnings before interest, tax, depreciation, and amortization (EBITDA) fell by 38.6% to P1.53 billion in the fourth quarter from P2.49 billion in the same period in 2019.

For full-year 2020, net profit was down 42.5% to

P2.07 billion from P3.59 billion in the previous year after net sales fell 22.3% to P26.02 billion from P33.49 billion.

“Lockdowns from March to May and severe weather conditions in the fourth quarter further affected the business.

These hampered delivery of raw materials and

services to production sites and dispatch of products to customers,” Holcim Philippines said.

Total attributable comprehensive income for 2020 declined by 25.5% to P1.86 billion from P2.5 billion.

The company said it rationalized costs and spending amid the health crisis to keep the business afloat.

John Stull, Holcim Philippines president and chief executive officer, said the key to the company’s “resilient 2020 performance” was its focus on health, cash, and cost.

“We improved efficiency and sustainability of

operations. We also introduced new building solutions and enhanced digital tools to better serve the customers,” he said.

Holcim Philippines’ expenses on distribution went down by 18% as it saw an increase in deliveries, pushing their pickup sales higher.

The company also reported that it benefited from the global decline of fuel and energy prices.

It also focused on its online platforms. It reported a surge in users under customer portal Easybuild for orders and payments. E-Konekta also contributed significantly to the company’s PROFIT/PAGE 6

Andres and Alcantara: Glimpses on the Lives and Legacy of War Heroes during Japanese Occupation in Iligan City (Abstract) By: MARIO F. MANLANGIT JR. St Paul's Institute of Technology

This study highlights the life of Lt. Pedro Andres and Sgt. Romeo B. Alcantara, war heroes in Iligan City during the Japanese interlude. It aims in documenting glimpses of their life experiences and achievements during that time period, albeit not widely known to most people of Iligan. This research is presented for the purpose of contributing to Iligan's historiography and as a tribute to their heroism.

In making this study possible, the researcher us ed oral histor y and

archival research through which data were gathered and informants selected from the population, using the purposive sampling procedure. Most especially, surviving members of the family of the war heroes were chosen to supply facts and details about the study.

Reading materials available in the CASS and History Library of Mindanao State University-Iligan Institute of Technology and published books were also utilized to support the study and provide validation.

It clearly shows that these war heroes had a fighting spirit, dignity and courage.

Andres and Alcantara had achieved their goals to fight against the Japanese in Iligan City and organized a guerilla movement in Iligan City. They were men with patriotism and nationalism, who were willing to sacrifice their lives for the love of their country. Thus, this study recognizes their significant contribution to the people of Iligan and to the history of Iligan in general.

Posted by a great challenge this pandemic, Philippine educational system made a shift to new methods of learning. The modular concept and online have been made a practice, giving way to continuous learning amid disruptions because according to the chief of Department of Education, education has to continue because this is where the future of children and the next generation is being shaped and thus, is crucial.

What does this kind of learning cause to the students?

This learning as what many dubbed as, “education in the new normal” impacted the learning of children in so many new and hard ways, yet truth be told, taught them to be independent learners.

It also gave them the free time to explore their own environment, spend time with family more and enjoy play time as long as their leisure time allows.

Then, how new normal education shaped the relationship among parents,

teachers and schools as primary participants affecting children’s education?

Parents are performing great role as teachers of children at home. It is true, however, that modular and online le ar ning caus ed additional concern to them and their family’s daily expenses, and this is something both them and education department is trying to remedy currently.

On the bright side though, the new normal education gave them the entire picture of what their children are learning in their respective schools. It also allows them to develop their relationships with their children. The new educational system, on the background, somehow became family-focused.

Teachers’ job has been challenging than usual in the new educational system.

For us, what was speaking in one entire class before has become a series of classes in a day. Groupings have been made for those who can make

it online and another for modular learning. It has been tough, but it is something our noble calling made us to do.

The pandemic did not hinder the monitoring of classes. There are scheduled visitations. Regular calls to students’ parents are done to conduct assessment and answer queries coming from them. It made teachers’ relationship to their students’ parents stronger. Education is no longer a 40% and 60% for parents and teachers but has become participatory.

Then, what does new normal create to the schools?

Schools have evolved once more, not just for its system but its relationship to the community and its partners.

Having limited resources, forging partnerships made education in the new normal feasible and possible.

Indeed, children’s future is of utmost important as realizing one’s dream for brighter future and it would take a whole community to create it.

Singapore recorded the strongest production score of 55.2.

Behind the Philippines in manufacturing PMI for the previous month’s survey were Vietnam at 51.6, and Indonesia at 50.9.

Asean countries that showed deterioration in the manufacturing sector last month were Malaysia with a PMI of 47.7, Thailand at 47.2, and Myanmar at 27.7 amid protests and political instability.

The rise of COVID-19 cases in the country caused panic and fear to everyone, including the academe. Who would not when everyone’s health can be at stake having this coronavirus looping around?

In the beginning, it was a disaster.

The COVID-19 health crisis situation encouraged discussions among education experts, officials and communities. One or two months right after the very first infection of the virus in the country, there are citizens who clamor to postpone the opening of classes and there are parents who strongly backed this notion in the fear of their children being infected. However, even at the beginning, Department of Education made a foot forward that education has to happen, even in the new normal setting.

The new normal setting discourages the gathering of crowd in one area and strictly implement the wearing of masks and face shields to avoid spread of virus. There is also a need to observe social distancing if communicating.

Thus, these restrictions made

it impossible for face to face classes, for classroom as learning haven and for group activities to be conducted in schools.

Currently, our students are experiencing new methods of learning in the 21st century. There is modular method that uses modules.

These modules compose of discussions, learning guides and exercises and activity sheets that would allow continuous flow of learning even at home. Another is the online classrooms, when students have to log in to a portal that houses educational materials and instructions.

Teachers also talk to their students through the online portal.

It can be also observed that Department of Education adopted other methods of learning, other than these.

Made especially for remote areas that are hard to be reached by Internet, schoolin-the-air also currently exist.

This means that lessons are delivered through radio in a specific schedule when students can faithfully tune in.

As most of people know, radio is one of the most effective

communication platform, having the ability to reach even far and mountainous areas. Using this medium will help in delivering education in the new normal.

In this hard time of pandemic and even before this, that Philippines has the need to address education issues for marginalized communities who cannot attend regular classroom education, our country’s educational system has to evolve to meet the needs of some sectors lightly denied with the regular system. Open Education is the key for this.

Yes, what we are saying is the modular and online.

As what Professor Melinda Bandalaria of University of the Philippines said in a speech, “As we continue to hope that this pandemic will soon be over and start preparing for how it will be beyond COVID-19, we can also look at “now” as the opportunity to pave that path towards a more sustainable educational system which can survive whatever disruptions will come its way and is more inclusive to all types of learners.”

With charismatic leadership of our beloved President who is a Mindanaoan, we rejoice in the thought that Mindanao has taken center stage with regards to concern for peace.

It seems there is an increasing consensus at the top level that peace cannot be achieved through the firepower of guns but by addressing the roots of the conflict. Unless the causes of dissent are addressed, all peace initiatives will be, at best, palliatives, or at the least, mere empty rhetoric.

It is of due notice that there can be no peace if people are hungry. In Mindanao, aptly called the “food basket” of the nation, no one should be hungry, yet, it is in Mindanao where there is high incidence of hunger. It is a pity seeing ma l nou r ishe d ch i l d re n against the backdrop of vast agricultural lands producing high value crops and all kinds of fruits. But these are not meant to be eaten by the people. These are for exports, to feed over-nourished people in highly developed countries.

There can be no peace

if many Mindanawons are wallowing in poverty. In an island oozing with ecological resources where two-thirds of the nation’s exports are coming from, there should be no reason for poverty, yet, the poor in Mindanao are the poorest throughout the country. All of its six regions are suffering from high poverty gap ratios compared to other regions in Luzon and in the Visayas.

The Autonomous Region of Muslim Mindanao has the highest incidence of poverty at 70% followed by CARAGA Region at 69%, based on a Study by the United Nation’s Development Program two decades ago.

Yes, amidst the bounty lies so much poverty. Food comes from their farms, yet, the farmers’ dining tables fall short of it. The workers are the producers of the wealth of the nation, yet, they live in extreme poverty.

Unless these contradictions are rectified, peace will remain an illusion. Unless those in the margins are drawn into the mainstream of development processes, all the outpourings of development programs will just be palliatives and cannot be the real solution. Unless social injustices and inequities are erased in a social structure where the few elite continue to have much too much and the many who are poor have much too little, we will ways have negative peace.

But under the Present

Dispensation, social change has finally come as social w rongs are now b eing rectified by drawing those in the margins into the mainstream of development processes.

We in the Cooperative Movement firmly believe that peace in Mindanao can only be had with the full participation of the primary stakeholders themselves – the Mindanawons. During the First Mindanao Cooperative Peace Forum at Xavier University Gym, Cagayan de Oro City, the more than three thousand participants representing various cooperatives of former MNLF combatants, the Lumads, small farmers, workers, women and the youth together with civil society and civic organizations, have advanced in clear categorical term the road to peace in Mindanao.

The Cooperatives’ Peace Agenda cover the Seven Paths to Peace that include the debunking of conventional agriculture that has only been successful in further impoverishing the peasantry and in jeopardizing food security and ecological integrity. It is imperative for the farming communities to regain back the control

of agriculture, the mode of production and the marketing of their products so that food sovereignty and ecological integrity can be had. This means the shift to sustainable agriculture – a condition sine qua non to peace in Mindanao.

All told the road to peace carries an agenda that puts the Mindanawons in control of their resources which have been slipping fast through their fingers.

The people’s agenda call for people empowerment so that they can restructure a highly skewed societal order and effect social transformation based on social justice.

This now happening in the lives of our Indigenous Peoples who are now being organized into cooperatives.

In the roadmap that they have prepared to be presented to His Excellency, the Indigenous Pe op l e h ave c r af t e d a comprehensive plan which centered on transforming their thousands of hectares of lands into food production and planting massively bamb o o to counter vail against climate change. Their comprehensive plan includes projects to promote the Balink Probinsya, Bagong Pag-asa Program. Thus, through poverty alleviation and promoting social justice, the road to peace in Mindanao has finally come, to finally end the second longest war in the world – the Mindanao War!

ESTLED at uptown Cagayan de Oro is one decent pizza joint where diners can enjoy the various flavors of real authentic pizza and pasta the Italian way.

It was only in October that Demetrio’s Pizza and

Pasta opened its doors at Commerce corner Gran Via St. in spacious Pueblo Business Park yet patrons continue to flock in droves thanks to positive reviews both through word of mouth and social media.

But that’s not

really a surprise since the owner Daniel Mejia comes from a family of Misamisnons who are known in the food industry here.

(Mom Mercedes owns Slers Ham, brother Miguel owns the downtown al fresco bar Kanto and Daniel himself had his first startup Mercedes Bakery.)

This time, Daniel is venturing on Italian pizza and pasta, recounting the days when the family was vacationing in Italy in 2016 and he fell in love with the cuisine there.

Five years later, Daniel was ready and Demetrio’s Pizza and Pasta was born.

MTB-MLE refers to first language first education which begins in the mother tongue and transitions to additional languages, particularly Filipino and English. It is meant to address the high functional illiteracy of Filipinos where language plays a significant factor.

Since the child’s own language enables her/him to express himself/herself easily, then there is no fear of making mistakes. It encourages active participation by children in the learning process because they understand what is being discussed and what is being asked of them. They can immediately use their mother tongue to construct and explain their world, articulate their thoughts and add new concepts to what they already know.

Currently, there are 12 major languages that shall be the language of instruction.

The major languages are Tagalog, Kapampangan, Pangasinense, Iloko, Bikol, Cebuano, Hiligaynon, Waray, Tausug, Maguindanaoan, Maranao and Chabacano.

Wit h t h is , te a che rs are highly encouraged to focus teaching reading in the mother tongue and the production of reading materials. Local stories, poems, biographies, folk tales, legends, jokes, riddles as well as traditional oral literature will be put into writing that will become part of the teaching-learning repertoire. Since we are located in Region 10, the plan is to localize the Cebuano materials to Cagayan de Oro context and linguistic use.

There’s strong pressure to use more technology to capture student attention, but what about inviting students to adopt a contemplative posture?

As another virtual university semester unfolds — the second or even third for some since the beginning of the pandemic — fatigue and declining satisfaction with this remote format seem to be increasingly felt on both sides of the screen.

On the one hand, there are students worried about the quality of the courses they are taking, but above all, they are missing out on campus and community life.

On the other hand, there are teachers feeling breathlessly short of resources, who have been pushed overnight to

change their practices and run their classes from home.

Education is the key to success! It is very common to all especially the unprivileged ones, whose parents are working so hard to support the daily needs of the family.

Of course, it is true that knowledge is power, and that education can never be taken from you no matter what the circumstances might be. One can land a better job when he has a college diploma or when he pursues graduate studies.

Most people opt to get that college degree for the purpose of employment.

It is every parent’s dream to see their children finishing a degree. However, in this trying time that we are facing, especially that the schools are closed for the learners to come and only the modules are being given to them for them to continue their homeschooling (aside from the different Distance Learning Instructions), it is difficult for them to adjust and still adjusting up to this time since the classes opened last October 2020.

Some students’ scores are quite high than their usual ratings during

the previous years when they were attending classes, face to face. There are also those learners who are on the top of their classes who score low currently.

This gives some teachers confusion whether to rely on the scores obtained by the learners in every activity found on the modules. However, there could be no other tool to measure the learners’ learning aside from that of the results of the modules scores. Some teachers are conducting home visitations and have a short discussion with their learners, but this is still not enough to measure the learner’s intelligence.

It is difficult for the teachers to assess their learners learning because we know the fact that each learner learns at different time and pacing. This might be that they learn much in the modular instruction because anyhow, they are not allowed to go out, so they have much concentration time towards their studies though only at home.

Besides, they have their home tutors guiding them if they have confusions

about a particular lesson. However, can we really assume that the outputs and answers submitted are purely made by learners? Aren’t we rating the answers given by the home tutors when we do not see who really is doing the activities and assessment on the modules?

This is one of the things that a teacher is on mind when computing the ratings of their learners.

If not convinced with who answered the modules or did the outputs, how will the teacher assess the learnings then? Perhaps, an individual honesty and sincerity towards learning is all we could hope for. When a learner is truthful with his work, that he wanted to learn and religiously studying the content of his modules, it is when we can have a reliable rating. With the help of the home tutors and the people of the community, we can achieve and produce quality learner! Everything is on the learner’s perspective on how he should value his education. After all it is for him and only for his future.

He said the natural wastes that have long accumulated at the lake maybe processed and used as fertilizers for the hydroponic gardens.

The provincial government, through P E MO, l au n c h e d t h e hydroponics program in 2016 as part of the Lake Sebu Rehabilitation, Conservation and Development Program.

Flaviano said they trained at least 25 households in t he are a re g ard i ng t he i n n ov at i ve s y s t e m an d helped establish vegetable gardens along the lake.

The program has so far thrived, with the householdbeneficiaries now selling

their “organic and chemicalfree” vegetables such as lettuce to the area’s hotels and resorts.

“By expanding the program, we will not only help save the lake but provide alter native livelihood to residents as well,” he said.

Flaviano said the program will complement with the continuing regular cleanup activities at the lake conducted by PEMO and the municipal government as well as the rehabilitation of its watershed areas.

Last year, he said their en hanc e d reforest at i on program covered at least 12 hectares of the lake’s watershed and areas within its water sources.

The official said they are continually monitoring the “health condition” of Lake Sebu through the assigned lake wardens.

He said they are currently working on the purchase of at least two dissolved oxygen test kits to help stakeholders better prepare in case of a looming fish kill.

Fishery experts said the fish kills were caused by the occurrence of “kemohung,” a phenomenon triggered by the sudden rise in the water’s temperature.

“Ke m o hu n g ,” w h i c h usually occurs during the rainy season, triggers the rise of sulfuric acid that eventually lowers the dissolved oxygen in the lake’s waters.

The fish kill last January devastated around 200 tons of tilapia worth PHP20 million. In 2017, portions of the lake was hit by a series of major fish kills that destroyed 1.4 million kilos of tilapia valued at around PHP126 million.

The Cagayan de Oro City Council Committee on Public Utilities endorsed the project to the City Council plenary for further consideration on December 17, 2020.

Wi t h a p o p u l a t i o n of 16,179 per the 2015 Census representing 2.4% of the city’s population, the upland barangay in the second congressional district may soon be one of its fastest growing. Lately barangay officials estimate its population has risen to approximately 21, 000.

During an earlier committee hearing, Indahag Kag. Carmelito Damo said Indahag’s population has been expanding due to the city’s Sendong relocation projects ( Habitat Phase1 and 2, over 1,000 HH ; Caritas Village, over 100 HH) and private subdivisions such as Mersville del Mondo which has not yet been occupied, and Villa Vita with over 1,800 units, but only has about 50 occupied because of the lack of water supply.

requesting JE Hydro & BioEnergy Corp. to fast track its Level-3 Water Supply Network to service Bgy. Indahag and its adjacent communities.

The res olution r ued how Bgy. Indahag had been suffering from insufficient supply of safe and potable water for decades, stressing how the barangay has not yet been served the Cagayan de Oro City Water District (COWD), and they have just been making do with water delivered by water tankers and unreliable deep wells, further putting the health and well-being of residents at risk during this time of the global pandemic.

“If we already have water in Indahag, Cagayan de Oro will not be so congested. We are flood-free. This will also help develop our barangay,” he added.

Despite already having a reservoir constructed 12 years ago during the term of former city mayor Constantino G. Jaraula, the barangay has remained waterless for want of a viable water supply.

To remedy the situation, JE Hydro proposed to construct a Water Treatment Plant (WTP) with a capacity to deliver 5 million liters daily (MLD) of clean and safe potable water at no cost to the barangay. The project will be funded by the Land Bank of the Philippines.

The WTP will source surface water from Bubunawan River in Bgy Pualas, Baungon, Bukidnon with water rights secured from NWRB for 10MLD, to provide for future expansion.

JE Hydro has a proven track record of construction of Water Treatment Plants as well as operation and management of water distribution.

During its 17th regular session held Sept.7, 2020 the Indahag Barangay Council passed Resolution No. 175, series of 2020 “interposing no objection and expressing full support to the proposal of JE Hydro and Bio Energy Corp to construct a Level-3 water supply network and operate a water distribution business in Barangay Indahag, for the benefit of the residents of Barangay Indahag.”

This was in response to a letter of intent submitted

to Barangay Indahag on Sept. 4, 2020 by JE Hydro Chairman and CEO Joffrey E. Hapitan to improve the water supply of Barangay Indahag through the construction, operation and maintenance of a Level-3 Water Supply and Distribution Network with the barangay to augment the potable water supply for the benefit of its residents and neighboring communities.

On Sept 9, the LGU of Barangay Indahag passed Ordinance no. 008-2020 “allowing the operation of a water supply system for the barangay by a private entity” defined as “a private business player capable of shouldering its own financial expenses to run its business,” and to take effect upon its approval by the Cagayan de Oro City Council.

advising the local government unit (LGU) to temporarily suspend the operations of floating cottages "balsa" in their respective area of jurisdictions.

Bacolod noted that the Laguindingan seascape has been named the cleanest coastline in the Philippines by BFAR itself only last year and it must be kept that way.

"In order to resume the operations of floating cottages, you must secure a letter of no objection from BFAR. However, an assessment is needed to be done by the bureau prior to the issuance of the letter in areas where the float cottages have damaged coral reefs or seagrass beds, a thorough assessment will be done to determine the damage and recommendation of an appropriate location," Bacolod added.

The move however is expected to be a big blow to local tourism, already fragile from the effects of the COVID-19 pandemic.

The operations of floating cottages became one of the rising local tourist atractions in Region 10 late last year, only months after BFAR's Malinis at Masaganang Awards winners were announced.

Tagoloan college scholars receive aid from Rep. Juliette Uy

TOTAL of 211 college students from Tagoloan municipality in Misamis Oriental were granted financial assistance by second district Rep. Juliette Uy. The recipients were all beneficiaries of Team Unity: Juliette Uy Aksyon sa Edukasyon! Unity grantees, which is Uy’s program for college students coursed through her allocation in

the Assistance to Individuals in Crisis Situation (AICS), a service under the Department of Social Welfare and Devleopment (DSWD).

In the whole district which comprises all the 13 municipalities and one city from Jasaan to Lugait, there are already a total of 3,300 college students who have benefited from Uy’s congressional allocation in AICS which is meant to help deflect students’ expenses this time of online learning.

Even then, Uy’s congressional allocation in AICS has already started since 2014 since she assumed office.

Uy expressed her gratitude to all other stakeholders who are involved in the project such as DSWD 10, Mayor Gomer Sabio, barangay chairmen Rafael Vidal and Jerson Sabio; the Municipal Social Welfare and Development (MSWD) Department staff and Yoyong Casiño.
