Free fertilizers COMPOSTELA Valley -- As part of its continued efforts for the recovery of the province’s agricultural industry, the provincial government of Compostela Valley, through the Department of Agriculture (DA), will be distributing free fertilizers to banana farmers in Typhoon Pablo hard-hit areas.

This was confirmed by ComVal Provincial Agriculturist’s Office (PAGRO) Chief Dr. Rolando Simene on March 16 during the public hearing of the proposed Banana Industry Ordinance of the province which seeks to provide initiatives for the development of banana industry in the province.

Simene said the provincial government purchased a total of 31,000 sacks of fertilizers which will be distributed to banana farmers in the municipality of Laak, Mawab, Nabunturan, Maragusan, Compostela, New Bataan, Monkayo, and Montevista.

Core shelters DAVAO Oriental – Some 1,255 certificates of occupancy were awarded to typhoon Pablo survivors in the three hard-hit towns of Boston, Cateel and Baganga during the recent round of turnover ceremonies held last March 17, 2015.

Priscilla N. Razon, Regional Director of the Department of Social Welfare and Development (DSWD) XI, said that although building shelters in such a massive scale is no easy job, the strong support of the Provincial Government made its implementation a lot easier.

Director Razon lauded the initiative of Governor Corazon N. Malanyaon who took the lead in the quick construction of these core shelters, noting Davao Oriental as one of the ‘fastest’ local government unit among all areas affected by disasters in terms of implementation of this housing project.

M A R AW I C it y - - T h e Department of Agriculture and Fisheries (DAF) in the Autonomous Region i n Mu s l i m M i n d a n a o (Armm) has introduced a new application that will help increase the yield of rice farmers in the region.

The Rice Crop Manager (RCM) app provides information that helps farmers administer water management, nutrient, pest and weeds control depending on the seed variety and site

specific conditions.

The app is accessible through the internet using a smartphone, computer and other mobile devices.

DAF- Armm has trained more than 200 local farm technicians, agritechnologists and extension officers on how to use the RCM app. They will be coaching rice farmers how to improve their yield with the help of the app.

Pagalungan, Sultan Mastura, D atu Pag las, Nor t her n Kabuntalan in Maguindanao province, and Taraka in Lanao del Sur following its launch last month.

“It will address problems on crop management

practices through appropriate recommendations based on technical data provided by the RCM app,” said Armm Agriculture Secretar y Makmod Mending Jr. Around 20,000 farmers in the Armm are expected

to benefit from the program.

The RCM is part of the programs of Armm to improve the lives of rice farmers by adopting new technologies for increased productivity and income.

Lee Kuan Yew’s Legacy

W

hat to make of Singapore’s first and former Prime Minister Lee Kuan Yew, who died Monday morning in the city-state?

Under the banner of the People’s Action Party, Lee held government power for three decades. After stepping away from the prime minister’s office in 1990, he held positions of senior minister and later “minister mentor” until 2004, when his son, Lee Hsien Loong, became prime minister. Under their rule (and the interregnum of Prime Minister Goh Chok Tong-not a Lee family member, but hand-picked for the role, with the elder Lee looming over his shoulder for 14 years), Singapore emerged from Southeast Asia’s postSecond World War tumult as its most successful economy, a combination of authoritarian government, democratic trappings, and free markets that some predict will be the next century’s model for growth and stability. And Singapore’s media policies are being replicated across much of Southeast Asia.

But without aggressive media coverage, who is watching over the government, other than the government?

As the global plaudits roll in, it is important to remember the relentless string of lawsuits against foreign and domestic media that dared to insinuate any nepotism or misconduct during the Lee family’s rule.

Over the years, he and his family sued and won damages in Singapore courts, or notched rich out-of-court settlements, against the International Herald Tribune, The Wall Street Journal, the Far Eastern Economic Review, the Bloomberg news service and the Economist magazine.

Nor has the government been beyond refusing visas to foreign journalists it does not like.

Domestic journalists felt even more of the wrath of the Lee family. As Singapore emerged as a model modern city, its anti-media attitudes

kept up with the times. New regulations have been aimed at reining in Internet-based news outlets and defamation suits are logged against bloggers who poke around state financial bodies or dare to question the judiciary.

That control arose early on: In 2002, Singapore’s High Court ruled that reporters do not have the right to protect confidential sources in civil cases if the court decides the documents are “relevant” to the proceedings. And despite having some of the most technically sophisticated Internet connections anywhere in the world, the World Wide Web has been anything but free. In 2001, regulations were implemented requiring websites with political content to register with the government, and the ensuing lawsuits and prosecutions have only made the restrictions tighter.

Print, broadcast, digital--it made no difference to the Lee family and the governments

they headed. Some of the cases brought were civil, others criminal, and no slight has been too small to warrant harassment: You would think that questioning possible malfeasance in the finances of Singapore’s National Kidney Foundation would be within the realm of political discourse. Not so for the opposition New Democrat, whose backers wound up facing “aggravated defamation charges” for doing exactly that.

What is the role of journalists in such a society, litigious and wary of the disruptive fallout from political dissent? Back in 2006, in explaining his reason for dropping the column of Lee Kin Mun from the government-owned free newspaper Today, K. Bhavani, press secretary to the Minister of Information, Communications and the Arts, explained, “It is not the role of journalists or newspapers in Singapore to champion issues, or campaign for or against the government.”

-ooo THE TRUTH ABOUT PNOY’S C OLL APSE? Despite denials from President Aquino, people close to him in Malacanang informed me of new twists about the reports, which the Chief Executive immediately branded as “chismis” or “unfounded rumors”, that he collapsed last Friday night, March 20, 2015. My moles at the Palace said it is true that Aquino collapsed, not along the Pasig Palace, but in a media office in Quezon City.

I am not trying to purvey rumors here, and I don’t intend to be dignifying unverified reports, but then, it is my right as a citizen, and the right as well of some 99,999,999 other Filipinos, to know the true status of the President’s health, which right is given to me by no less that the Constitution of the President’s own mother, Cory Aquino.

Here is w hat C or y’s Constitution says on the right of the citizens to know the status of the President’s health, in its Section 12, Art. VII: “In case of serious illness of the President, the public shall be informed of

the state of his health. The members of the Cabinet in charge of national security and foreign relations and the Chief of Staff of the Armed Forces of the Philippines, shall not be denied access to the President during such illness.”

-ooo PNOY MOTORED TO A QC MEDIA OFFICE: Having said that, let me state the entirety of the information given to me by my sources, and Malacanang may chose to deny it later if it is not true. But it would appear that Aquino motored to a media office in Quezon City late Friday night, to personally talk to the bosses therein about the on-going attacks against him by two of the media office’s star journalists.

I was informed that the President is getting seriously troubled by the relentless commentaries of the two journalists, which appeared to have been confirmed by his statement in Tiaong, Quezon Province the other day, that his critics are actually out to discredit him to make him lose his power to endorse and carry into victory come 2016 the next president of the country.

Unfortunately for him, however, it appeared that the top officials of the media office in Quezon City refused

to do anything, much less stop, their star journalists’ biting commentaries and stirring productions featuring songs and sound bytes coming from various individuals, particularly the grieving relatives of the slain 44 officers and men of the Special Action Force.

-ooo PNOY’S HEALTH IS A MATTER OF NATIONAL SECURITY: It was at that p oint, my sources told me, t hat t he President app e are d to have b e en hit by a thunderbolt or by a strong lightning. He suddenly froze in his chair, and became unable to move or even to talk. I was told that somebody rushed an oxygen mask to him, and it was only at that point that he appeared relieved.

Funded under the Modified Shelter Assistance Program (MSAP) of the DSWD, the implementation of this massive housing project is spearheaded by the Provincial Government who also bears the procurement of resettlement sites.

this latest batch of turnedover housing units include 650 in Baganga town, 510 in Cateel town and 95 in Boston town.

Infantry Brigade, Philippine National Police-Samal, Bureau of Fire Protection, Task Force Samal, City Disaster Risk Reduction and Management Division, City Health Office and City Investment and Tourism Office convened to re-activate the “Oplan Semana Santa 2015” to heighten safety and security measures and ensure availability of health services in churches, tourist spots and other areas of convergence for the occasion.

The body agreed to employ the Incident C ommand System (ICS) and Incident Command Post that will be set-up at Peñaplata Freedom Park of Barangay Penaplata, Samal District.

It was also agreed that Task Groups composed of national and local security agencies and health service providers to include Philippine Coast Guard, Naval Forces of Eastern Mindanao (NFEM), PNP Maritime Police, Tactical Operations Group (TOG) 11, 1003rd IB, PNP-Samal, Task Force Samal, CDRRM, CHO, BFP and Kabalikat Civicom will be assigned and be posted in strategic areas in every district.

The K to 12 divide

PEOPLE in the country are divided on whether they are in favor of the old curriculum or the K to 12 one. They’re also divided on whether college should start by August like the rest of Asia or remain as in June. Even some colleges nowadays are adopting the trimester method wherein students enroll in three semesters each year with around four months of classes each.

The K to 12 system has been studied quite extensively by D epE d before the law allowing that was passed. Especially in senior high subjects, DepEd focused their study in those arenas. That means

that K to 12 is far from vulnerabilities. Of course, no system is perfect but to be fair, K to 12 has its own strengths. It’s definitely a win situation for the student. The student learns a lot of topics in his 12 years iof basic education.

Since it’s still in its third year of implementation, the K to 12 system is currently experiencing birth pains.

No inception of an idea or being can be had without experiencing these birth pains. But these pains are passing. In the end, the public will realize that the K to 12 system is what we need for the upliftment of our kids here in the Philippines.

This is a petition for correction of entries in the Certificate of Live Birth of AVELINO G. ANTIPOLO, the petitioner in this case, praying among others that after notice and hearing, an Order be issued directing the Respondents to effect the correction sought for as the “date of birth” of his birth.

Petitioner alleges that he is a Filipino citizen, married and resident of Arcadia Village, Zone 9 Anhaon, Bulua, Cagayan de Oro City. The Respondents are sued on their official capacity. That petitioner was born on November 10, 1953 at Pange, Baroy, Lanao del Norte to spouses Melecio Antipolo and Ceriaca Gastanes. His birth was duly reported and recorded in the office of the Local Civil Registrar of Baroy, Lanao del Norte under Registry No. 1901. However, in his record at the National Statistics Office and in the Office of the Local Civil Registrar of Baroy, Lanao del Norte, his date of birth was erroneously indicated as “November 10, 1952, instead of “November 10, 1953, his true and correct date birth. In fact, in all official forms where date of birth is required, he would always provide “November 10, 1953.” The petition is made in absolute good faith and without any intention of defrauding any person or entity but solely for the purpose for straightening his record to conform to the truth.

Set the initial hearing of the petition to June 1, 2015 at 8:30 in the morning before the sala of this Court. Furnish copy of the Order containing the petition to the office of the Solicitor General at Makati City, Office of the Local Civil Registrar in Baroy, Lanao del Norte, National Statistics Office, Office of the Public Prosecutor, to the Public Attorney’s Office and to the petitioner at his known address.

Coinciding with World Meteorological Day, WMO on Monday released a detailed statement on 2014’s weather

trends across the globe.

WMO Secretary-General Michel Jarraud stated that in light of the report and future predictions, “the cost of inaction is high and will become even higher” if significant steps to reduce greenhouse gas emissions are not taken.

PAGASA assures more performance-enhancing efforts

“We hope to further pursue cooperation with stakeholders concerned to help reduce communities’ vulnerability to hazards,” said Dr. Vicente Malano, Acting Administrator of State-run weather agency Philippine Atmospheric, Geophysical and Astronomical S er vicesAdministration (PAGASA).

During a forum Monday in Metro Manila, he noted such cooperation is key as t he Philippines and other countries must face challenges from impacts of climate change.

“All humanity is facing dangers of climate change,” he said.

Experts already identified the Philippines as among the most vulnerable to impacts of the changing climate.

Such impacts are temperature and sea level rise as well as increasing onslaught of extreme weather events, they said.

For the milestone event, which PAGASA celebrated simultaneously with its observance of World and National Meteorological Day, the agency chose the theme ‘Climate knowledge for climate action.’

“The event is timely as the Filipino nation heads on to face challenges of our changing climate,” said Sec. Mario Montejo of PAGASA’s mother agency Department of Science and Technology (DOST).

PAGASA and Project NOAH (Nationwide Operational Assessment of Hazards) enabled government to equip itself with essential technology and knowledge for better disaster preparedness, he noted.

He said from just 100plus sensors and mapping of five major and 18 minor

river systems in earlier years, government since 2010 was able to install over 1,400 meteorological and other disaster information sensors while successfully mapping over 18 major river basins and 285 minor river systems - all “done at almost a billion pesos less.”

“We have truly come a long way and although the road ahead is still riddled with problems, there remains great opportunities to create change in the world we live in,” he said.

Climate Change C ommission ViceChairperson Lucille Sering lauded PAGASA for exerting effort on further improving its forecasting capability.

She noted PAGASA’s forecasts are already staples for planning and decisionmaking.

“What PAGASA gives us is crucial as what we know will help save us,” she said at the forum.

Office of Civil Defense Administrator and National Disaster Risk Reduction Management Council (NDRRMC) Executive Director Alexander Pama also praised PAGASA for improving its performance.

“In my eight months at NDRRMC, I saw significant improvement in its weather forecasting,” he said at the forum.

12. In the present case, although private defendant did obtain a decree in his favor, his failure to obtain a certificate of title after the lapse of more than 65 years is tantamount to an abandonment of such right. For which reason, the principle of laches operates against him.

13. Laches has been defined as the failure or neglect, for an unreasonable length of time to do that which by exercising due diligence could or should have been done earlier. It is negligence or omission to assert a right within a reasonable time, warranting a presumption that the party entitled to assert it has either abandoned it or decline to assert it.

He is survived by his heirs who inherited the property, and subsequently sold the same to plaintiff.

Public defendant Land Registration Authority (LRA) is impleaded being the agency mandated to issue decrees of registration and certificates of title and register documents, patents and other land transactions. It may be served with summons and other court processes at the LRA, East Avenue cor. NIA Road, Quezon City.

4. Private defendant appears to be owner of a parcel of land located in Alubijid, Municipality of Laguindingan, Misamis Oriental designed as Lot No. 12573, Cadastral No. 237 with an area of forty four thousand one hundred sixty nine (44,169) square meters.

5. Based on the record of the Department of Environment and Natural Resources – Land management Services ( DENR-LMS) in Cagayan de Oro City, the Bureau of Lands conducted a cadastral survey of the subject lot sometime in 1933 (Annex “A”).

6. Thereafter, the said land was among those subject of the operation of cadastral proceedings and was issued on August 26, 1941 Decree No. 756565 in Cadastral Case No. 27 (Annex “B”). After its issuance, Decree No. 756565 was then recorded by defendant LRA in its book.

The record of the Registry of Deeds of Cagayan de Oro City would reveal however that no title to Lot 12573 was issued in favour of defendant (Annex “C”).

8. Considering that the decree was issued in 1941, it has been more than sixty-five (65) years that the property remained untitled.

9. In Republic vs. Hon. Alon, citing Republic vs. Heirs of Villa Abrille, the Supreme Court held that in land Registration proceedings the following procedure must be complied with : xxx

(10) Issuance of the decree by the Court declaring the decision final and instructing the Land Registration Commission to issue a decree of confirmation and registration;

(11) Entry of the decree of registration in the Land Registration Commission;

(12) Sending of copy of the decree of registration to the corresponding Register of Deeds; and

(13) Transcription of the decree of registration in the registration book and the issuance of the owner’s duplicate original certificate of title to the applicant by the Register of deeds, upon payment of the prescribed fees.

10. Indeed, a property becomes registered land only upon transcription of the decree in the original registration book of the Register Deeds. It follows that until the original certificate of the title is issued by the Register of Deeds, the property subject as a cadastral proceedings is not yet a registered land.

11. A Torrens Certificate of Title is the best evidence of ownership issued by the Register of Deeds to the owner of a particular land which is registered under the Torrens system of registration. The significance of registration under the Torrens system cannot be undetermined. In Traders Royal Bank vs. Court of Appeals, the Supreme Court reiterated the importance of registration.

The main purpose of the Torrens system is to avoid possible conflicts of title to real estate and to facilitate transactions relative thereto by giving the public the right to rely upon the face of a Torrens certificate of title and to dispense with the need of inquiring further, except when the party concerned has actual knowledge of facts and circumstances that should impel a reasonably cautious man to make such further inquiry. Where innocent third persons, relying on the correctness of the certificate of title thus issued, acquire rights over the property, the court cannot disregard such rights and other the total cancellation of the certificate. The effect of such an outright cancellation would be to impair public confidence in the certificate of title, for everyone dealing with property registered under the Torrens system would have to inquire in every instance as to whether the title has been regularly or irregularly issued by the court. Every person dealing with registered land may safely rely on the correctness of the certificate of title issued therefor and the law will in no way oblige him to go beyond the certificate to determine the condition of the property.

The Torrens system was adopted in this country because it was believed to be the most effective measure to guarantee the integrity of land titles and to protect their indefeasibility once the claim of ownership is established and recognized. If a person purchases a piece of land on the assurance that the seller’s title thereto is valid, he should not run the risk of being told later that his acquisition was ineffectual after all. This would not only be unfair to him. What is worse is that if this were permitted, public confidence in the system would be eroded and land transactions would have to be attended by complicated and not necessarily conclusive investigations and proof of ownership. The further consequence would be that land conflicts could be even more numerous and complex that they are now and possibly also more abrasive, if not even violet. The Government, recognizing the

Talent is Never Enough When is talent alone enough? It is just like an icing of a cake. Its texture, sweetness and color makes the cake alive pleasing to the human eye and teases our taste buds but it’s only the top of the cake not the cake itself likewise talent is the top coat of a person and too often misunderstood.

French poet Edouard Pailleron points out “...Have success and there will always be fools to say that you have talent.".

When somebody achieves great things, many would attribute everything to talent. In contrary, that is false and a misleading way of looking at success. If talent alone is enough then why is it that there are many talented people who are not successful?

Peter Drucker, father of modern management says "... there seems to be little correlation between man's effectiveness and his intelligence, imagination and knowledge... The three are important resources, but only effectiveness converts them into results. By themselves, they only set limits to what can be contained".

If talent was ever enough then the most influential would always be the most talented ones but that is not often the scenario. More than Fifty percent of all CEO's of Fortune 500 companies had C or C- averages in college.

More than Fifty percent of millionaire entrepreneurs never finished college. To put it simply, talent isn't everything.

Talent is important. It is a God given gift that should be celebrated and has to be put in perspective...

1. Marvel at their giftedness When I listen to Michael Buble I just couldn't help but admire his style even though he revises many songs but it always comes out new and fresh whenever he gives a version of a song. Michael Buble is a born artist.

Talent enables a person to do extra ordinary things.

2. Recognize their contribution to society When we take notice of talent, we should note their impact. Manny Pacquiao helps a lot of scholars today and the younger generation looks up to him as a good example for success. The world's history was changed by talented men and women who have maximized their potentials.

Who knows? That could also be you and me...

3. Separate what they can do from who they are Do you know people who should have risen to the top but didn't? They had all the talent, but still didn't succeed.

Philosopher Ralph Waldo Emerson says "...talent for talent's sake is a bauble and a show. Talent working with joy in the cause of universal truth lifts the possessor to a new power as a benefactor ". Talent is only enough at the beginning. Novelist Charles Wilson says" no matter the size of the bottle, the cream always rises to the top". Your talent makes you get noticed and it separates you from the rest but the advantage it gives lasts only a short time.

Many talented people start with an advantage over others but lose the advantage because they rely on their talent instead of raising it. Sad to say many of today's generation have this mindset and as a teacher I am alarmed witnessing talented people waste their God given gifts.

Song writer Irving Berlin understood and said that "the toughest thing about success is that you've got to keep on being a success. Talent is only a starting point in business. You've got to keep working that talent. "Stephen King asserts that" talent is cheaper than table salt. What separates the talented individual from the successful one is a lot of hard work". We need more than talent to achieve success.

The question now is do you have what it takes to succeed? Yes we do...

Unichamp Philippines is a PEZA (Philippine Economic Zone Authority) approved company, and part of the Unichamp Group headquartered in Malaysia. The company was established in the Philippines on 14th January 2011 as a vehicle to undertake the development of the lime plant at Rio Tuba (“Rio Tuba Plant”) in collaboration with Coral Bay Nickel Corporation (“CBNC”), a subsidiary of Sumitomo Metal Mining Co., Ltd. of Japan.
