Agri lands THE vast agricultural lands in Cagayan de Oro City should be tapped, said Vice Mayor Caesar Ian E. Acenas, as he urged concerned national departments and agencies to pursue programs that will encourage farming among the residents.

He said aside from having a good business climate, the city also has very good agricultural prospects.

The vice mayor said this can still be developed to the fullest.

“This will provide more income to constituents and address poverty in the city,” the vice mayor said.

He lauded programs of different government and non-government groups that support the farming industry but said much can still be done to maximize the city’s rich land resources.

Drug testing MISAMIS Oriental -- Some 3,000 workers in Misamis Oriental started to undergo random drug test Monday morning at the provincial capitol grounds in Cagayan de Oro City.

Governor Yevgeny Vincente Emano led the initial random test of 20 capitol workers along with two department heads just after the “flag ceremony” at the provincial capitol grounds in Cagayan de Oro City.

“The random drug test will identify individuals who use drugs and those who have drug problems in order that the provincial government could initiate timely intervention,” Emano said.

Mitsubishi Motors’ PH sales hit fresh record in February MITSUBISHI Motors Philippines Corp (MMPC) set a new record for monthly sales in February.

In a statement, the local unit of the Japanese carmaker said it sold 4,409 units last month, 24 percent more than the 3,554 sold a year ago and exceeding the previous record of 4,322 units in December last year.

Last month’s performance brought the year-to-date tally to 7,820 units, a 22 percent year-on-year increase.

Yolanda hits PH coco oil exports DA honors top AgriPHILIPPINE coconut oil exports fell 35 percent at the start of this year, driving up global prices, after a super typhoon Yolanda destroyed millions of trees, an industr y group said Tuesday.

In normal times the Philippines accounts for more than 40 percent of world exports in the oil, w hich is us e d in d ai ly items such as detergents, bath soap and margarine, according to the United Coconut Association of the Philippines.

Yolanda, which killed or left missing about 8,000 people in November last year, als o destroyed or severely damaged about 10 percent of the nation’s coconut trees.

This led to coconut oil exports falling to 143,870 tons in Januar y and February, a drop of 35.2 percent for the same period last year, the association said, warning a quick turnaround was impossible.

“It will take several years for the supply to normalize [even] if we replant what

has been lost during the typhoon,” the association’s executive director, Yvonne Agustin, told AFP. “ We a r e o f c o u r s e projecting a reduction in volume this year, and that would lead to increased prices in the world market.”

Agustin said coconut oil prices were already “substantially higher” than before the typhoon, with the commodity currently trading at $1,445 a ton.

While she could not give exact pre-typhoon prices, the Indonesia-based

Asian and Pacific Coconut Community reported on its website that coconut oil sold for $810 a ton in June last year.

DAVAO City -- An inventor based here is offering cacao drying equipment to not only reduce the drying period but also improve the quality of the product.

Samuel M. Abrenilla, president of Coktek Philippines, has developed Moxtrak, drying equipment he initially developed for fruits and vegetables.

Based on computations, Moxtrak drying costs about P3 per kilogram, about half of what is spent for traditional mechanical dr ying, Mr. Abrenilla claimed.

This is said to be based on electricity use. Moxtrak is priced at about P400,000, or about P100,000 less than available mechanical drying equipment, the inventor said.

This year’s awards were conferred to 12 provinces, 48 municipalities and cities, 10 irrigators’ associations, three small water impounding system farmers’ associations (SWISAs), and 496 agricultural extension workers (AEWs) who took home a total of over P110 million in prizes from the DA National Rice Program (NRP).

The provinces of Nueva E cija, Nor t h C ot ab ato, Nueva Vizcaya, Isabela, Pangasinan, Ilocos Norte, Bukidnon, Bulacan, Kalinga, Mindoro Occidental, Laguna, and Lanao Del Norte were declared as the country’s top rice achievers for 2013.

For surpassing their palay production targets, attaining higher average yield, encouraging more farmers to use quality seeds and appropriate technologies as wel l as pr i or it i z i ng rice-related projects, the aforementioned provinces received a trophy and check worth P4 million.

Through learning, he can be successful and can be someone he want to be. Schooling is the first step of these. In the Philippines, education is one of strategies in order to improve lives of individuals. However, along this strategies are several cases on poor schooling performance among students, such as drop-outs.

Thid student performance has roots that even in these times are subject of studies and researches. Lack of interest in subjects and even in schooling is considered one of the reasons.

A student’s interest would be lessen if she has other priorities that compete for their time and attention. For young ones, these include gaming or outdoor activities.

As known, such activities are addicting, encouraging them to prioritize such than their studies.

Another reason is that a student does not perceive the classroom climate as supportive. In situation like this, a student could find his self alone. He then feel that he don’t have a space for other people’s attention, discouraging him to attend

school. Individual could also be demotivated through different structure and allocation of rewards in the classroom, causing him to lack interest in entering a subject or a school.

Problems like physical, mental, or other personal problems could also affect motivation in going to school. The person having problems like this may felt suffocated that demotivates him to do other important things such as schooling.

In order for plans to be achieved, one should be determined enough. In order to gain learning, a student should push his self to study a particular lesson or subject.

He should focus his self and interest in his studies in order to achieve the target. In addition to that, one of a teacher’s is to do planning and a lot of thinking in order to gain interest among his class. Afterall, he has the control and the one who can motivate and drive students to listen and participate in classes.

A good amount of motivation is a big part in search of knowledge. In order to achieve a goal, one should be motivated enough.

BSP wants open Islamic banking approach TO encourage the growth of Islamic banking in the Philippines, the Bangko Sentral ng Pilipinas (BSP) is crafting what it called an “open approach” system which would allow conventional or non-Islamic banks to offer Islamic finance.

BSP Governor Amando M. Tetangco Jr. said this approach will complement efforts to build and establish more Islamic banks in the country.

“While the BSP would like to promote an increase in the number of Islamic banks that operate alongside conventional banks, the BSP is also looking at an open approach whereby conventional banks can operate Islamic banking windows, if they so desire, as long as the principles outlined (are) followed,” said Tetangco.

This is one of the issues discussed during the central bank’s twoday Islamic Banking and Financial Workshop last week in cooperation with the Foundation for Economic Freedom, the Philippine Center for Islam and Democracy and the Bangsamoro Development Agency.

So as our blood pressure shoots up, we fire back our own criticism of that p e rs on l i ke a c ou nte rattack. But think of all the time and energ y we waste reacting with anger to criticism.

A famous, successful person says: “I’ve learned to take criticism seriously, but not personally.” You see, friend, it just might be true—at least part of it. I don’t know about you, but I’ve got lots of room for improvement. So let’s take all the help we can get, even if it hurts a little, because the truth hurts sometimes.

And if part of that criticism of us is simply not true or fair, then just take the part that is true and do something about it. Let it change you and make you a better person. Make it work for you to your advantage.

When travel agencies fall, hotel business that derives revenues from tours and free individual travelers could also loose 20 percent to as much as 30 percent of their room allocations.

Streamlining of office structures has reduced men on the field while big multinational drug manufacturing companies has transferred their production f a c i l it i e s re du c i n g t h e Philippines subsidiaries as marketing distributors. Any reduction or manpower cut in manufacturing is one plate lunch down in a 4-star hotel.

Just as mergers of companies is one function out per month in a 5-star hotel.

-ooo TAN, DE LIMA, FOR PRESIDENT, VEEP, IN 2016? I have a question: will the Commission on Audit under Chairman Maria Gracia Pulido Tan and the Department of Justice under Secretary Leila De Lima be able to complete their investigations into the misuse of pork barrel allocations by some 180 plus lawmakers involving billions and billions of government money?

Tan and De Lima will necessarily have to vacate their positions (voluntarily or, as we saw recently, through some outside machinations) when President Aquino, who appointed them, gets out of Malacanang in 2016. Whoever is installed as president may not be similarly sympathetic to continuing the investigations into the pork barrel that Tan and De Lima are pursuing.

So, what should we do to enable Tan and De Lima to finish their work and somehow put an end to

one of the most corrupt practice in the Philippines?

I guess we have to elect the two of them president and vice president, that’s what.

Putting Tan and De Lima in Malacanang in 2016 will not only make sure they will finish the investigations on pork barrel. It will also set this country straight somehow!

-ooo WHICH IS WHICH: BORN AGAIN, OR BORN OF GOD? I wish to share here a point of view I espoused in an Internet group which is tackling spirituality, good governance, and many other things, on what change we as a nation must undergo to rise from corruption, poverty and immorality: “The only real change that would transform Filipinos and even the entire human race is not to be “born again”.

“For, indeed, even if one is `born again’ a million times, he will be born again a million times as a man, still sinful and evil (for those who believe in the Bible, see Romans 3:23 and Genesis 6:5-7). Man must be `born of God’, so that he can become a `child of God’, truly changed, truly reformed, truly spiritual and therefore capable of leaving his evil and corrupt

ways behind him (for those who believe in the Bible, see John 1:12-13, John 3:5-6).

“Then again, what Jesus Christ, our God and Savior, really said, in John 3:3 is not that man must be `born again’, but, even the New International Version now admits, that he must be `born from above’, or `born of God’. May God have mercy on all of us…” Any additional comments on this, please?

This f ine distinction about “born again” and “born of God” may provide us the answer to the nagging question many Christians who espouse the “born again” doctrine are continually raising nowadays: If being “born again” means being endowed with spiritual power, how come “born again” Christians do not seem to be growing in number despite all these years?

I heard Pastor Ed Lapiz, in his daily radio program “Day by Day” aired over DZAS, 702 khz, on March 17, 2014, asking the same question. Born Again pastors also come to me and ask the same thing. And I only have one and the same answer:

it maybe because the “born again” denominations are preaching something wrong and so are not blessed in their preaching work.

What is this “something wrong” in the preaching of “born again” pastors? It may very well be the point that, in reality, there is no “born again” in the Bible, Jesus Christ did not say “born again” in John 3:3, and that what he really said was that a man must be “born of God” so he can enter the kingdom of heaven. Maybe it’s time to ponder on this, beloved “born again” leaders?

Consolidated net sales rose by 17.2 percent to P67.25 billion in 2013 from P57.39 billion the previous year.

In Section 30 of the proposed bill, the BSP wants to structure credit facilities to Islamic banks in accordance with the principles of Islamic finance and grant the same privilege to Islamic banks to avail of BSP’s credit facilities.

The present BSP charter only allows for the establishment of one Islamic bank – Al-Amanah

Islamic Investment Bank of the Philippines, created by decree in 1973 and then later absorbed by governmentowned Development Bank of the Philippines. The bank is semi-dormant. “ The most known characteristic of Islamic banking is that the Shariah prohibits the payment and receipt of a predetermined rate of return,” explained Tetangco. “To those who are fami li ar on ly w it h conventional banking, the concept of ‘no interest paid or received’ is difficult to comprehend.”

The Shariah actually embodies the equitable distribution of wealth, added Tetangco, and it will only allow ethical investing as an acceptable investment mode.

“Is there a place for Islamic banking in the Philippines?

I believe the answer is yes,” the BSP chief stressed.

We can choose to succumb to these negative elements, or to be hopeful, patient and optimistic, looking beyond the here and now and detaching ourselves from the unreliable play of our emotions, knowing that there is always meaning in everything that happens in life.

We need to build up our conviction of optimism and create its corresponding atmosphere and culture around, since we cannot deny that many people and a growing part of the world today are sinking into depression and despair.

Recent medical statistics indicate an increase all over of the world of mental illnesses that have as their root the loss of hope and purpose in life.

Erratic and dysfunctional lifestyles, marked with all forms of escapism, have also multiplied. These, and other anomalous behavior, are also reflective of depression.

We need to acknowledge the problem and take the bull by its horns. But we have to see to it that our effort to shore up optimism worldwide be built on the proper foundation.

And that is none other than God. A sense of optimism that is based on other things will always be undependable, and even dangerous. It cannot last long. It cannot cope with all the tests we can meet in our lifetime. It will work

only under some controlled conditions.

That is why, we need to stimulate and energize our spiritual life, our relation with God, our life of faith, hope and charity. Only in this way can we truly be optimistic in a manner that is realistic and wholistic, and capable to leading us to our ultimate end, our eternal life with God. In the gospel, many are the instances where Christ told us to be hopeful and optimistic. “In the world you shall have distress,” he said, “but have confidence, I have overcome the world.”

(Jn 16,33) We need to revisit these words and probe its basis more extensively. Thing is, we should not just be good at citing gospel passages. We should also try to fathom as much as we can the truth and wisdom of these divine words, so that these words can also be truly ours.

Christ, of course, has conquered everything that is detrimental to our dignity as children of God through his passion, death and resurrection. This should be the core belief to have, to which everything else in our life, whether it is a success or failure, should be referred.

We need to be clear that what is truly harmful to us is sin that can deal a death blow to our spiritual life, to our relation of love with God and others. Everything else, whether we succeed or fail in a business venture, etc., only has a relative value, which can be use for good or for evil.

That is how we should understand what is truly evil to us, to save us from unnecessary worries over things that at best only have relative value. In our earthly affairs, we should learn to

Four innovative health programs were presented in a roundtable discussion led by the Philippine Institute for Development Studies (PIDS), t he gover nment p olic y think tank tapped by the Washington-based Center for Health Market Innovations for the implementation of the project “Health Market Innovations”.

More than 100 participants from local government units, academic institutions, health offices, regional offices of the Philippine Health Insurance Corp., Center for Development offices of the Department of Health, and nongovernment organizations participated in the roundtable discussion last March 6.

PIDS President Gilberto Llanto said health innovations show the creativity of Filipinos in addressing the very large disparities in health. “It is indispensable for the country to deal with the very large underinvestment in health where government health staff stagnated at around 26,000 since year 2000 despite the country’s 1.7 million annual population growth,” he said.

“We need to innovate to achieve the Millennium Development Goals (MDGs) for health,” said Oscar Picazo, PIDS senior research consultant and b oard chairman of the

Philippine NGO Support Program, Inc. “The Health Market Innovations project builds linkages among health innovators, funders, and policymakers. It also provides information for those who do not know that there are funders for better health care delivery,” he added.

One of the health innovations introduced was the EVAcoh Project (Eastern Visayas Area Cooperation in Health). “The project aims to setup and operate social health enterprises using cooperatives’ community development funds,” said Roberto Nebrida, executive director of the Philippine NGO Support Program, Inc. The EVAcoh Project considers social health enterprises such as cooperative-based pharmacies as an innovative method of investment in the provision of health services and commodities. “EVAcoh social health enterprises have served a total of 10,348 women of reproductive age,” said Nebrida. “Its total sales have reached a whopping P6.1 million.”

Another innovation, R T I I n t e r n a t i o n a l ’s Wireless Access for Health Project(WAH), recognizes the benefits of wireless connectivity in enhancing health care planning and delivery in rural health units (RHU).“The WAH project uses 3G wireless technology to improve health care by reducing time required for data reporting as well as

improving access to accurate patient information at the RHU level,” said Felipe Canlas, RTI International local project coordinator.“It helps rural clinicians spend more time for patient care rather than spending half of their time on patient information recording and reporting,” he explained.

WAH has been adopted in 66 RHUs in 38 cities and municipalities and 14 provinces in the country, serving 2,500 patients a day.

Sr. Eloisa David, OSB, chief operating officer of KaKaK Foundation, talked ab out t he Mot her Bles Birthing Clinics. The project, which has established 50 clinics since 2010, addresses the lack of access to affordable and high-quality maternity c are f a c i l it i e s , helpi ng achieve the country’s MDG commitment of reducing maternal mortality.

“The program promotes the legitimate rights of every mother on maternal health, especially those w h o a re i n d i g e nt a n d underprivileged,” said Sr. David, a doctor and fellow of the Philippine College of Hospital Administrators.

In post-disaster situations, Xavier University’s Su s t a i n a b l e S a n it at i on (SuSan) Center provides effective and sustainable s anit at ion s olut ions to evacuation centers through the distribution of urine diverting dehydration toilets (UDDTs). Moreover, the collected bio-waste from UDDTs can be recycled and used as soil amendments.

“Ever y time there is a disaster, people donate clothes, food, soaps, and w at e r, w h i l e d o n at i n g sanitary toilets is always a n a f t e r t h ou g ht ,” s a i d Gina Itchon, SuSan Center Director. “There was once a big evacuation center where 50,000 people were sharing a single toilet.”

NPC is the counterparty in the 25-year power supply agreement that project developer Steag State Power Inc. has for the Mindanao coal-fired power facility.

“They have allowable downtime, so that could be covered by their shutdown.

Beyond that, we have to weigh if there are penalties or if a force majeure condition would be acceptable here,” she stressed.

The real trigger to the Febr uar y 27 Mindanao blackouts had not been firmly established yet, hence, the government is also ambivalent about penalty impositions.

Energy Undersecretary Raul Aguilos, in particular, has noted that as far as the Department of Energy (DOE) is concerned, it has not been keeping its eye for now on penalties.

“We are not looking at penalties and sanctions at this point. As I’m saying, the company involved is already losing billions if it can’t deliver the capacity it has committed (under its off-take agreement),” the energy official averred.

The Steag plant was pointed to as the ‘cause of the sequence of events’ leading to the system-wide power interruptions.

Aguilos noted that when t h e pl ant e n c ou nte re d problems at its control system, it cascaded to the Agus 1 hydropower plant and on to other facilities in the grid.

It has been qualified though that what happened in the grid was a confluence of factors as there had also been problems of frequency regulation in the system.

The main question arising from the series of events had been on the failure of the system to isolate the glitch at the Steag plant so it would not have caused the grid-wide blackouts during that week.

Steag State Power Inc. president and chief executive officer Dr. Bodo Goerlich noted that his company was “surprised over reports that the massive blackout in Mindanao was caused by or stemmed from Steag.”

The company explained that “based on the sequence of events, few minutes prior to the collapse of the Mindanao grid, SPI’s power generation gradually reduced.”

Goerlich stressed that “the fluctuation of the load of the power plants happens

He qualified that while the same situation already happened in the past, such “did not cause a massive blackout and total collapse of the grid.”

Steag is currently focusing on the repair of the damage sustained by its facility during the system-wide power outages, so power supply in the grid can be restored to at least ‘normal conditions.’
