Tax campaign THE Bureau of Internal Revenue (BIR) Revenue Region (RR) 16 is set to launch the 2015 tax campaign here tomorrow, March 13.

The launching will be highlighted by the unveiling of this year’s tax campaign logo and theme “Angat Pa, Pinas!”

The theme calls for greater cooperation among Filipinos to pay their taxes as their contribution to nation-building.

According to BIR-RR16, the 2015 tax campaign logo takes cues from the colors of the Philippine flag using arrows that show an upward movement to denote greater progress and positive change for the country.

Labor law compliant KNOWN as the island “Born of Fire,” the Department of Labor and Employment-region 10 (DOLE-10) is set to declare Camiguin as Labor Laws Compliant Tourism Destination.

PSALM bidding P5.4-B fuel supply deal for three power plants

LAGUINDINGAN Airport has started accommodating night flights starting yesterday.

Cebu Pacific (CEB) Flight 5J 211 was the first carrier to touch down at 8:20 pm last night from Cebu and flew back at 8:40 pm.

In a press statement, Cebu Pacific said it currently operates 13 weekly flights to and from Cagayan de Oro via Manila, Cebu, Iloilo, and Davao.

IDMC: More and more people are being displaced by climate change-related disasters

THE threat of millions of people being displaced because of climate changeexacerbated disaster is growing larger, the Genevabased Internal Displacement Monitoring Centre (IDMC) of the Norwegian Refugee Council (NRC) said in a new report released yesterday (today, March 12, 2015).

And in the Philippines, the IDMC said that unless measures are adopted and

implemented, millions of Filipinos will be displaced from their homes in the next ten years due to climate change-related disasters.

The Power Sector Assets and Liabilities Management (PSALM) is inviting parties to join the P5.4-billion fuel supply bidding for three power plants.

In a statement Thursday, “PSALM said it will procure a total of 235 million liters of industrial fuel oil with an accumulated budget of P5.44 billion“.

2 Women’s group grows fruit pie business Ending the School Year Right friday|march 13, 2015

MAMBAJAO, Camiguin – Trying out ways to earn better while looking after their family and kids, a women’s group from a small community here, started their own fruit pie brand.

The group was organized under the Kalipunan ng Liping Pilipina (KALIPI) women’s group in sitio Quiboro, trained and equipped by the local government through various grant assistance from

the Technical Education Skills and Development Authority (TESDA), Department of Labor and Employment (DOLE) and Department of Trade and Industry (DTI) in region 10.

Cash assistance and equipment like kitchen aide mixers, oven, vacuum weight scales, and stainless working tables were turned over and housed at the community wom e n’s c e nt e r, w h i l e

members take turns in the preparation.

To date, two groups from the association are currently running the fruit pie business, branding Sitio Quiboro as the best pie maker in the province.

“We are making at least 50 to 70 pies a week, it comes in various fruit flavors like buko, pineapple, mango, ube, or mixed, and we sell it to nearby communities and

offices here at P75 and P170 per layer,” Quiboro-Poblacion Kalipi Organization president Nora Taburada said.

While the peak season is up, Taburada is also working to tap with the hotel and cottages operators in the island, seeking to grow and expand their production as wel l as p os it ion ing the product as another pasalubong treat for visiting tourist.

After 10 months of being in the four (4) walls of the classroom come the ending month to seal the school year 2014-2015 with outstanding performance in the delivery of instruction.

This is commendable and which can be validated through self-assessment.

The new tool of rating the performance of DepEd personnel, the ResultsB ased Performance Management System (RPMS) leads to producing good results in the delivery of service towards clients.

For teachers, the rating will be taken out from the achievements of the learners in the assigned class.

With pride in the heart, even without this rating, the fulfillment is achieved seeing how the learners perform and how have they acquired master y in a specific competency because of the teacher.

Being able to be called a learned individual who possesses life-long learning skills necessary to work well with others and be able to proceed to a dreamed future

is one aspect to consider that motivates the teacher in developing the potentials of every learner.

A good example is the profile of the Grade II class with reading level of some learners belonging to Frustration Level using the PhilIRI tool of the DepEd. Identifying 15 under this level is a challenging task.

With all the interventions in the class in the early months, after the first grading period, the 15 was reduced to 8; after second grading, it was reduced to 5; and gradually achieving zero frustration level. This is a great accomplishment.

If during the school year, none of the class has dropped from the roll, no one has left, not one is academically challenged and the enrollment is increased because of the transferred-in learners, this is a good indication that the school year for this Grade II class has ended rightfully. The teacher with head raised up can proudly say, “I have ended the school year right!.”

Toyota continues its strong sales last February Metro Manila Philippines, Toyota Motor Philippines (TMP) sustains its strong sales as seen in its February performance. Based on the most recent CAMPI report, the number one automotive company in the country records a 28% increase versus the company’s figures from the same period of last year. Moreover, this is TMP’s highest February sales to date

at 8,870 units. With a market share of 42.9%, TMP continues to uphold its lead amongst other makes.

The strong sales of Toyota last month was again possible through the continuous high demand of its best-selling vehicle in the country, the Vios, with sales of 2,012 units. February’s sales were further reinforced by other strong models in Toyota’s line up such

as the Fortuner, Innova, Wigo, Hilux, Avanza and Corolla Altis.

On the other hand, Toyota’s luxury brand, Lexus, recorded 60 units last month. Leading the pack are its newly launched luxury compact cross-over, the NX and its best-selling luxury sedan, the IS. All in all, this is Lexus’s highest year-todate (YTD) sales since 2009.

Del Monte completes buyout of US vegetable company VEGETABLE Acquisition Corp., a subsidiary of Del Monte Foods, Inc. (DMFI), has acquired San Franciscobased Sager Creek Vegetable C o. for $75 mi l lion, a transaction expected to provide Del Monte “access to new customers and new retail product offerings.”

“The acquisition of Sager Creek’s business provides Del Monte… the opportunity to expand on Sager Creek’s food service business platform, while driving significant op e r at i ng s y ne rg i e s i n our network of vegetable production facilities,” Del Monte Pacific Ltd. (DMPL), the listed parent firm of DMFI, told the Philippine Stock Exchange (PSE).

Sager Creek produces specialty vegetables for the food service and retail markets in Siloam Springs, Arkansas. Its popular brands include Veg-All, Freshlike, Popeye, Princella and Allens’.

In a bankruptcy proceeding in 2014, Sugar Creek acquired Allen Canning Co., which has manufacturing operations in North Carolina, Arkansas, and Wisconsin.

As a result of the

acquisition, the Del Monte group will take over Sager Creek’s “property, plant and equipment, intellectual property and certain working capital assets (inventory and prepaid expenses less c urrent liabilities) and exclude accounts receivable.”

The acquisition cost, “f i nanc e d t h roug h D el Monte’s revolving credit faci lity s e c ure d by t he a c q u i r e d a s s e t s ,” w a s established through a n au c t i o n a s w e l l a s negotiations between the parties, Del Monte said in a statement attached to the disclosure.

“No director or controlling shareholder has any interest in the transaction or in any service contracts related to it,” DMPL said.

F I N A N C I A L PERFORMANCE Despite higher sales, DMPL incurred a net loss of $23.9 million in the first three quarters of its fiscal year ending April 30 due to acquisition-related costs, according to a separate disclosure Wednesday.

Ayala Corp. to make P20B in profit ahead of 2016 target

SALES of automotive manufacturers in the Philippine market in February 2015 increased by 22.6 percent, Chamber of Automotive Manufacturers of the Philippines Inc. (CAMPI) and the Truck Manufacturers Association (TMA) reported Thursday.

February 2015 sales went up to 20,663 units from 16,859 unit sales in February 2014.

All car segments exhibited positive year-on-year growth, mostly double-digit growth rates, led by passenger cars which surged by 44 percent to 8,149 units to 5,644 units.

AYALA CORP., the country’s oldest conglomerate, expects profit to hit the P20-billion mark this year -- sooner than earlier thought -after reporting healthy earnings results for 2014, it told the stock exchange on Wednesday.

The company’s net income climbed 46% to P18.6 billion last year, from P12.8 billion in 2013, when it clocked 22% profit growth, its unaudited income statement filed with regulators showed.

here is a lingering need to strengthen the powers of the State to enable the recovery of ill-gotten wealth amassed by public officials or employees.

HB 4732 or “An Act strengthening the forfeiture powers of the State, amending for the purpose certain provisions of Republic Act No. 1379, otherwise known as ‘An Act declaring forfeiture in favor of the State any property found to have been unlawfully acquired by any public officer or employee and providing for the proceedings therefore,” must be supported and institutionalized.

The proposed amendments should serve as an effective deterrent to prevent public officials or employees from concealing, destroying or dissipating their unlawfully acquired properties and safeguard the interest of the State in the recovery of said assets which rightfully belong to the people, according to Rep. Rufus Rodriguez, author of HB 4732.

Rodriguez (2nd District, Cagayan de Oro City), with his brother and Abante Mindanao party-list Rep. Maximo Rodriguez, Jr. as co-author, are correct in arguing that the State “has the right to recover from public officials or employees, including their transferees or nominees, properties which were not lawfully acquired.”

Indeed, R.A. 1379 concretizes that right of the State to recover said ill-gotten wealth.

It is observed that due to modern methods and sophisticated means being employed by corrupt public officials and employees,

There is certainly a need to amend certain provisions of the law for the State to be fully effective in recovering stolen assets by arming its chief enforcer – the Office of the Ombudsman – the necessary powers to run after violators.

Among other proposed changes in Section 2 of the Act, HB 4732 inserts Sections 2-A and 2-b to read as follows: “SEC. 2-A. PRIMA FACIE PRESUMPTIONS, -- (1) Whenever any public officer or employee has acquired during his incumbency property or properties which are manifestly out of proportion to his salary, as such public office or employee, and to his other lawful income, and the income from other legally acquired property/ properties, said property shall be presumed prima facie to have been unlawfully acquired.” “(2) Failure of a public official or employee to file a Statement of Assets, Liabilities and Networth (SALN) within the period prescribed by law from date of assumption to office shall be prima facie evidence that said public officer or employee has no property, asset or business interest to declare at the beginning of his public service.” “(3) Failure of a public officer to file a Statement of Assets, Liabilities and

Networth for any particular year after assumption to office shall be prima facie evidence that the public officer or employee has no other information to declare outside of his declaration in his prior submissions, without prejudice to any liabilities that may have been incurred under existing laws.”

“Sec. 2-B. ADVERSE CLAIM PRIOR TO FILING OF PETITION – When, during or after the fact-finding investigation of the Office of the Ombudsman, it appears that there is reasonable ground to believe that a public officer or employee has unlawfully acquired property, the said office, on behalf of the Republic of the Philippines, may file an Adverse Claim in the proper Registry of Deeds, or the appropriate Public Registry, setting forth a description of the property/ ties covered by the fact-finding investigation, and the claim of Right of Interest of the State therein as possible subjects of forfeiture.”

Likewise, the authors propose to insert Section 5-A to RA 1379 to read as follows: “SEC. 5-A. AUTHORIT Y TO SELL PENDING FORFEITURE PROCEEDING. – In case there is danger of depreciation to the value of the personal property or spoilage in case of perishable properties, upon motion filed by the Office of the Ombudsman before the proper court, the personal property subject of forfeiture may be sold at public auction

pending the resolution of the forfeiture proceeding. The proceeds of the sale at public auction shall be held in trust by the Office of the Ombudsman until the forfeiture proceeding is finally resolved.”

Furthermore, the bill provides that “the Ombudsman (in place of the Solicitor General under the current law) may grant immunity from criminal prosecution to any person who testifies to the unlawful manner in which the respondent has acquired any of the property in question in cases where such testimony is necessary to prove violations of this Act.” On the penal clause, HB 4732 provides that “any public officer or employee who shall, after the effective date of this Act, transfer or convey any unlawfully acquired property shall be penalized with imprisonment for a term of not less than one year and one day but not more than six years, or a fine not exceeding twice the amount of the property transferred or conveyed, or both such imprisonment and fine, perpetual disqualification from public office, and confiscation or forfeiture in favor of the government of any prohibited interest.”

Likewise, “ The same penalties shall be imposed up on any p e rs on w ho shall knowingly accept such unlawful transfer or conveyance. Any such conveyance shall be void ab initio (from the start).

These amendments, once approved, would give more teeth to the government’s drive to recover ill-gotten wealth.

Let it be done.

A growing wine culture in the Philippines

hen I started my first white collar job after graduation from University I found myself living in the midst of Italy’s wine region in the northern city of Bolzano.

Immersed in vineyards and apple tree plantations, ancient castles and high picturesque mountains, the city is a real jewel of quality of life and gourmet lifestyle. On weekends we would visit different wineries or country home-style gastronomies and restaurants to experience South Tirolean fine dining and sip some of the finest local wines. A much older friend introduced me to the Lageder wine cellar who had just won the first price for the best Italian red wine, a delicious Cabernet-Souvignon, and had a nice outlet just in the midst of one of the main city arteries. It became a kind of habit to gather with friends around a glass of nice red or white wine after 6pm before heading on to a restaurant or home for dinner. On Fridays some of these wine fanatics used to open some bottles selling for a converted 50,000

PhP or more sharing the cost amongst the 7 warriors of Baccus, the ancient Roman god of wine. For those not too savvy about wines, 7 is the number of glasses normally a bottle can serve. You could truly say that there was then and there still is an interesting crowd and meaningful business around this wine culture. People would spend thousands of Euros and fly in even from Germany just to spend a weekend touring wineries and eating gourmet food.

Wine is used for drinking and also for cooking. Some of my favourite dishes are cooked with wine like the risotto with Amarone, a specialty of Verona in Italy or the traditional scaloppina al vino bianco (veal cutlet in white wine sauce) just to name a few.

Since wine has been the world’s elixir for thousands of years, it is no wonder that even in the Philippines people appreciate it more and more.

During the 60’s and 70’s it surely conquered the local higher society together with fine spirits from Scotland and

the US. Now, from a more elitist drink it has won the attention of a wider crowd, young people and those with finesse of palate. Today wine has become also a true status symbol, a drink for stylish people, a real raison-d’etre.

Some international dishes must be served with wine or it’s like eating a green mango without the shrimp paste.

To my happiness and surprise just recently, I have been invited to one of the Cagayan de Oro Wine Club’s wine tastings where Oliver, the British owner, pampered us with the tastes of fine wines from all over the World; price wise still very affordable though.

Since then I have made sure I would organise some nice private dinner parties in my apartment where, accompanied by some of my own home cooking, I serve nice bottles of red or white wine. So far it seems my guests did enjoy it a lot. Of course people are not always in the mood of wine so I always try to have a few beers or soft drinks for those little rioters in the fridge and

for some local guests, some of my spaghetti sauces seem not to be sweet enough but with a few more glasses of wine even that falls into oblivion.

With this new Filipino wine culture and local interest it is no wonder that the Wine Club has opened another store in Uptown at Primavera Residences calling it Primavera Wine Club. Now we can taste some more varieties and also some of the world’s finest wines directly in Uptown without having to take up the journey to J.P. Borja extension and that is very good news for all Uptown wine lovers.

Consultation on programs, projects for 2016 undertaken

CAGAYAN DE ORO CITY -More than 150 representatives from regional line agencies, government-owned and controlled corporations (GOCCs), state universities and colleges (SUCs), private sector organizations, and local government units (LGUs) in the region participated in a consultation organized by the Regional Development

C ouncil of Nor thern Mindanao (RDC-X), March 10.

The simultaneous sectoral committee consultation was intended to review and determine whether the proposed programs and projects of government agencies and academic institutions for fiscal year (FY) 2016 are responsive

to the needs of the region and the country as a whole, said Engr. Leon Dacanay Jr., regional director of the National Economic and Development Authority (NEDA) in the region in his opening remarks.

He said the consultation will serve as a venue to prop e r l y e v a lu at e a n d influence the on-going and proposed programs and projects of all regional line

agencies, GOCCs, and SUCs for 2016 so that more funds will be channeled to the programs that performed well especially in addressing the critical gaps identified in the regional development plan.

Among the agencies that presented their on-going and proposed programs, projects, activities (PPAs) and budget proposals for 2016 were Department of Labor and Employment (DOLE)

NGCP achieves 84% overall mark on 2014 Customer Satisfaction Survey C A G AYA N D E O R O C I T Y - - T he Nat i ona l Grid Corporation of the Philippines (NGCP) has achieved an 84 percent overall customer satisfaction rating, three precent higher from its 2013 mark, according to the results of the 2014 Customer Satisfaction Survey (CSS).

The survey was administered by the University of the Philippines Statistical Research Foundation which measured how NGCP performed in delivering transmission ser vice to its power customers. The overall customer satisfaction rating of 84.27 percent is significantly higher than last year by 2.99 points. Across grids, Luzon customers had the highest rating at 85.9 percent, followed by THE FUTURE OF FOOTBALL – VICE GOVERNOR JOEY G. PELAEZ distributes ten (10) footballs to young football enthusiasts at the CITY CENTRAL SCHOOL in Cagayan de Oro City. Iligan Bay Aliance of Misamis Occidental expands coverage LALA, Lanao del Norte – The Iligan Bay Aliance of Misamis Occidental (IBAMO) have been expanded to cover four more local government units (LGU’s), in Misamis Occidental, during the period 2012-2014.

This brings to eight the total number of LGU’s that compose the IBAMO, which was created as one of the strategies to sustain the implementation of the Iligan Bay Coastal Resource Management Program (IBDRMP), and is now registered with the Securities and

Exchange Commission (SEC).

This was bared, during the recent meeting of the Panguil Bay Development Council held at the Bureau of Fisheries and Aquatic Resources (BFAR) Fish Farm and Training Center in barangay Pacita, Lala, Lanao del Norte attended by Atty. Asis Perez, BFAR Director.

Meanwhile, Visa TanDimerin, Regional Director of BFAR-10, said these new LGU’s from Misamis Occidental that has been added to the coverage of

Tagum City Musikahan Festival 2015.

IBAMO includes Plaridel, Lopez Jaena, Aloran and Oroquieta City, which came in with a seed money of P100,000, each, to the alliance, adding to the P50,000 per original LGU members of Tudela, Sinacaban, Jimenez and Panaon.

Pope Francis Jorge Mario Bergoglio, more commonly known as Pope Francis, is best known for his humility and concern for the underprivileged, while committing to build bridges among peoples. He is famous for his simple approach to the papacy. For example, rather than live in the Papal Apartments of the Apostolic Palace, he chose to live in the Domus Sanctae Marthae, a guesthouse in the Vatican. More striking is his preference of using simpler papal vestments and use of a silver piscatory

ring instead of gold one. He also kept the same pectoral cross he used when he was still a cardinal. Most significantly, Pope Francis, through his actions and attitude, teaches us the values of open-mindedness and understanding—to not judge another based only on what is visible to the eye.

Mahatma Gandhi Born and raised in the Hindu merchant caste, Mohandas Gandhi slowly became an instrument of peace by leading India to its independence. He was the leading figure of the peasants, farmers, and urban laborers in their protest against discrimination and taxation.

Despite being imprisoned several times and several years in both South Africa and India, Gandhi assumed leadership of the Indian National Congress in 1921 and later organized nationwide campaigns to ease poverty, expand women’s rights, foster religious and ethnic amity, end “untouchability” (in the caste system), and achieve Swaraj—Indian independence from foreign rule. Gandhi lived simply, practiced nonviolence and truth in all situations, and encouraged others to do the same. His example inspired civil rights movements worldwide.

The Dalai Lama The 14th and longest serving

Dalai Lama, Tenzin Gyatso is a Nobel Peace Prize awardee and an advocate for Tibetans inside and outside Tibet. He travels the world, campaigning for the welfare of Tibetans, as well as teach Tibetan Buddhism, and talk about how compassion is the source of a happy life. Forgiveness, tolerance, contentment, and self-discipline are among the values he promotes to all peoples, while encouraging religious harmony and understanding among the world’s major religious traditions.

Luis Antonio Cardinal Tagle The 32nd Archbishop of Manila, Luis Antonio Tagle was appointed by the Holy See on October 13, 2011 and was made cardinal by Pope Benedict XVI on November 24, 2012. He involved himself in various social issues in the country, particularly in uplifting the lives of the poor.

Recently, the Cardinal has been actively encouraging people to lead a cultural transformation, by promoting integrity to combat the rampant growth of corruption in the country’s bureaucracy. He presently leads an anti-corruption drive and is best remembered for wearing a shirt that says “Huwag kang magnakaw.”

President Corazon Aquino The most prominent figure during the 1986 People Power,

Cory Aquino was named as Time Magazine’s Woman of the Year (1986). As the wife of the late Senator Benigno Aquino, she led a modest life, raising their children in a simple bungalow in Quezon City.

Although Tita Cory has never held any political position, she was elected as the first woman president of the Philippines, following the assassination of her husband. Under her government, she oversaw the promulgation of the 1987 Constitution which limited the powers of the president compared to the previous Charters, and allowed the reestablishment of the bicameral congress. She was best known as a staunch advocate for civil liberties, human rights, and peaceful dialogue with communist insurgents and Islamic secessionists.

Former DILG Secretary Jesse Robredo Prior to becoming Interior and Local Government Secretary, Jesse Robredo

served as mayor of Naga City. With a tenure spanning a total of six terms, he made a positive and lasting impact in the city, earning him the Ramon Magsaysay Award for Government Service in 2000—the first mayor to receive such an honor. In the DILG, he brought with him his “tsinelas” brand of leadership, emphasizing simplicity, honor, vision, sincerity, honesty, and competency. He best exemplifies what it means to remain ordinary, despite climbing up the political ladder—he preferred taking the bus for provincial trips, ate at carinderias, walked around the city wearing slippers, swept the streets of his own town, and even went to different places without bodyguards. His simplicity and humility remain as his lasting legacies.

Globe Telecom signs Camiguin declared as 1st Labor Laws P7-B loan with PNB Compliant Tourism Destination in Mindanao Globe Telecom, Inc. has signed a 7-year, P 7-billion term loan with the Philippine National Bank, the proceeds of which will be used to finance the telecom company’s capital expenditures (CAPEX) and general corporate requirements for 2015.

According to a recent disclosure, the new programmed CAPEX of Globe for 2015 would be approximately $650 million, of which 75% would be for data-related projects as the demand for data and internet connectivity grows. These include investments for its Tattoo LTE mobile and Tattoo Home Broadband, particularly broadband DSL augmentation, mobile and wireless broadband capacities and coverage rollout for 3G, HSPA+ and DSL network, as well as capacity upgrades for transmission, international cable facilities and its core network.

The balance of the CAPEX it said would be spent for investments in new platforms and business support systems in line with product innovations, store deployment and other corporate requirements. Globe also noted that its programmed CAPEX remains consistent with the original CAPEX program earlier guided.

Globe’s 2014 consolidated service revenues reached a new high of P99.0-billion, besting the previous mark of P90.5-billion in 2013. US Environmental Protection dept. denies banning ‘Climate Change’ term WASHINGTON -- Reports that the US Department of Environmental Protection (DEP) employees in Florida have been ordered not to use terms “climate change” or “global warming” are not true, DEP Deputy Press Secretary Dee Ann Miller told Sputnik.

“This is simply not true,” Miller said on Monday.

The Florida Center for Investigative Reporting (FCIR) published a report on March 8, calming that

an unwritten policy of not using any terms related to climate change in DEP official communications went into effect after Florida Governor Rick Scott took office in 2011.

Scott has been arguing that he is not convinced climate change is caused by human activity.

Christopher Byrd, an attorney with the DEP’s Office of General Counsel in Tallahassee from 2008 to 2013, and several other

former DEP employees, said superiors in the Office of General Counsel have clearly communicated the message of not using the terms “climate change,” “g l o b a l w a r m i n g ” o r “sustainability,” according to the FCIR report.

Miller told Sputnik she cannot speculate as to why former employees would make such statements or the reasoning or motive behind their claims.

Scientists have already

observed changes in Florida that are consistent with the early effects of global warming, according to the environmental advocacy group the Natural Resources Defense Council. The changes include retreating and eroding shorelines, dying coral reefs, salt water intrusion into the freshwater a q u i f e r, i n c r e a s i n g numbers of forest fires, and warmer air and sea surface temperatures. the Buhisan Dam in the hinterlands of Cebu City has dropped to a critical level due to the dry season.

‘Running priest’ urges Ilocanos to save trees LAOAG CITY, Ilocos Norte, March 11 (PNA) -- Father Robert Reyes, popularly known as the “running priest” from Malabon, is in Laoag City today to inspire young Ilocanos to continue their crusade to save trees and avoid cutting them.

Reyes’ visit to Ilocos Norte came in the wake of the proposed cutting of more than 700 indigenous species of trees in Currimao town to give way for the construction of a 20-megawatt solar power farm here.

The Department of Environment and Natural Resources (DENR) has granted a tree cutting permit provided the fallen trees will be replaced with thousands of seedlings through a reforestation program to be funded by the project proponent—Mirae Asia, now under the direct control of Soleq Philippines Inc. Regardless of the number of trees to replace the oldgrowth trees in a forest area covering Bimmanga, Paguludan and Salindeg villages, Reyes said trees are living creatures

created by God and no amount could replace it.

"This is a materialist argument. It’s like I will swap my 10 old cars with 1 brand new car. You cannot swap life with life. Life in itself has to be preserved at all cost. Kaya yan po ang problema kapag profitdriven. Pwede mong gawin ang lahat dahil lahat ay may katumbas na so much money, so much number of trees,” he said.

Hosted by the Northwestern University in Laoag City, Reyes will be having a dialogue with students, non-government organizations and local officials here to discuss ways of preserving the environment and preventing cutting of trees.

On Thursday, Reyes together with young professionals, sports enthusiasts and students will run in Laoag City as a way of instilling public awareness on environment protection and preservation. The assembly place will start at the NU freedom park at 5:00 a.m., then the group will run all the way to Laoag City proper. (PNA)

But MCWD public affairs manager Charmaine Rodriguez-Kara assured consumers there is still sufficient water supply for its consumers.

Kara said the water level started dropping last month.

She said the 104-yearold Buhisan Dam is one of MCWD’s surface water sources, which only accounts for 40 percent of the utility firm’s daily production.

She said that majority of their water supply, or 202,000 cubic meters per day, is from ground water sources.

“And with the entry of the water from the Carmen Bulk Water supply, the production has gone up to 220,000 cubic meters per day so water consumers will not be affected by less water sourced from Buhisan Dam,” Kara said.

The Carmen Bulk Water started supplying 18,000 cubic meters per day to MCWD last January 2015, and the volume is expected to reach 35,000 cubic meters in January 2016.

Buhisan Dam, Kara said, has three tributary springs from the upper barangays of Cebu City and water from these springs has lessened due to the dry season.

“In our own production,

we define it as critical level but we would like to assure our consumers they won’t be affected even with a long dry season,” she said.

She said a recent inspection showed that the dam is supplying just 3,000 cubic meters per day, which is 57 percent less than its average volume of 7,000 cubic meters per day.

She said the worst time when the dam had zero water supply was in 2012.

Kara said that aside from the Carmen Bulk Water supply, MCWD is tapping a well in Barangay Kalunasan, Cebu City for an additional 1,200 cubic meters per day.

S h e s a i d M C W D ’s Jaclupan facility in Talisay City, the other surface water source of the utility firm, is not yet affected by the dry season.

Buhisan Dam and Jaclupan have a combined production of 45,000 cubic meters per day.

Kara s aid t he dam’s condition will not affect water supply since MCWD is implementing distribution management.

MCWD is also maintaining a backup supply of about seven percent of d ai ly demand f rom its 160,000 service connections.

P. Princesa gov’t starts inquiry on quarrying, illegal cutting of trees

P U E RT O P R I N C E S A CITY -- The Sangguniang Panlungsod started Monday an inquir y on alleged quarrying violations that include the illegal cutting of over 300 trees adjacent a major river in Barangay Iwahig, the home of the Iwahig Prison and Penal Farm (IPPF) in this city.

The probe was called by the Sangguniang Panlungsod after receiving various reports and c ompl ai nt s f rom the members of the Sangguniang Barangay of Iw a h i g , re s i d e nt s , concerned non-government organizations (NGOs), and other stakeholders, who and that fear that the destruction of the river might cause major flooding in the future.

The legislative council i nv i t e d s o m e o f t h e complainants, the City Environment and Natural Resources Office (ENRO), the Environmental Legal Assistance Center (ELAC), the Palawan Council for Sustainable Development St af f ( P C SD S ) , ot he r concerned individuals and agencies, and even local television station ABS-CBN to help shed light on the matter.

At the onset of the inquir y, the members of the Sangguniang Panlungsod first referred to the news report of the local television news station and authenticated the video footages it showed regarding quarrying in Iwahig.

It was the said local television station that first broke the news about quarrying in Iwahig nearly a month ago, and how serious the destructions are now due to violations.

During the inquiry, it

was found out that based on reports by Jess Villalos of the Department of Environment and Natural Resources (DENR), the cutting of 300 trees of assorted species had no permit from the City ENRO, and was apparently done to open road networks for quarry operators to access the river in Iwahig easily.

The road networks also do not have permits, and one even cuts through the river so heavy equipment facilities being used can extract construction aggregates without trouble in the middle.

Lawyer Grizelda MayoAnda in an inter view said that the damaged that quarrying has done is already extensive, and must be halted to save the environment and the lives of the people in the area.

River banks, she added, are already in danger of wearing away, and if unstopped, might cause off-site and on-site problems, such as decrease in agricultural productivity, ecological breakdown, loss of nutrients in the upper soil layer, and land degradation.

She said someone must be held accountable for the quarrying problems that people in the said barangay are now facing, and they are willing to provide legal support to them as cocounsel should they decide to pursue a case against the alleged violators.

English subject is a subject everyone must know. It is considered the basic among the basics for most disciplines discussed in schools makes use of English language.

It is true that the basic structure to learning is English.

The most important reason about having English as a subject is that it is relevant to all subjects. Wherever there is speaking, writing, or critical thinking, English is essential.

It expresses what a student knows and what they do not know about a subject.

Learning more words along with the meaning will

enable the student to feel more comfortable using the words correctly in speaking and writing. A student can gain a lot from an English class by taking it seriously.

Plus, the subject emphasizes on reading, writing and grammar. This will allow students to become a good communicator.

Basic is the foundation in building comprehensive things. The same to this, to further understand other subjects, especially the ones that requires critical thinking and understanding, he should first have mastery on English.

Ang isang indibidwal ay nararapat na mag-aral sa kanyang murang edad dahil sa paaralan niya matutunan ang mga araling makapagmumulat sa kanya sa totoong mundong kanyang ginagalawan. Dito malalaman niya ang nangyayari sa kanyang paligid at kung paano nangyayari ang mga ito.

Sa pamamagitan ng pagaaral, magkakaroon siya ng kompiyansang makihalubilo sa iba’t ibang uri nga tao at magsagawa ng mabuting paghusga.

The NEDA emphasized that over a year, employed individuals increased to 37.45 million in January 2015 from the same period in 2014 at 36.41 million or an additional of 1.04 million Filipinos acquired jobs during the period.

This brought the number of unemployed individuals to drop by 334,000 to 2.6 million.

Likewise, population of underemployed or those who are working but wanted more work decreased to 6.5 million in January this year from 7.1 million in the previous year.

Meanwhile, 54.6 percent of the total employed population are working in the services sector mostly in wholesale and retail trade or in the repair of motor vehicles and motorcycles; 29.5 percent are in the agriculture sector; and 15.9 percent are in the industry sector.

“From employment gains to reductions in unemployment and underemployment, the labor market is becoming robust, and we hope that this will continue and further benefit the poor, especially as the economy grows faster at a higher trajectory,” Socioeconomic Planning secretary and NEDA director general Arsenio M. Balisacan said.

On truck segments, light trucks sales perked up to 428 units; trucks and buses category IV increased to 154 unit sales; and trucks and buses category V grew to 96 unit sales.

Total sales in February this year is also higher by 11 percent from a month ago at 18,662 unit sales.

“There seems to be no let up in sales. With fewer calendar

Committee on Environment of the Sangguniang Panlungsod said it would appear that the environment office failed to regularly monitor the activities of quarry operators in Iwahig.

The City ENRO, he stated, should be the one to regularly monitor and ensure that no quarrying violation is conducted since it is responsible for issuing permits to operators.

Toto Almonte, the head of the City ENRO, accordingly accepted that her office had shortcoming in the monitoring. But she claimed too, that when they viewed the news from the local television news station, she immediately ordered quarrying to stop in the area.

This, however, was belied by residents of Iwahig, who claimed that as of March 9, quarrying was still ongoing in their barangay.

The Sangguniang Barangay also claimed during the inquiry that as of Monday, 163 signatures have already been collected from residents, who want a moratorium against quarrying operations in Iwahig.

The ELAC suggested this too, with Anda reiterating that someone should be held accountable for the violations that were perpetrated.

But Vice Mayor Luis Marcaida III, who is the presiding officer of the Sangguniang Panlungsod, said they need to study the proposed quarrying moratorium in Iwahig because it cannot be denied that as a developing city, Puerto Princesa has needs for construction aggregates to support its infrastructure development.

If violations were evidently committed, operators, who were given permits, must be punished because while there is a need for construction aggregates, the welfare of the environment must not be neglected.

Marcaida said there should not be a repeat of the flood that occurred in neighboring Barangay Inagawan a few years ago due to heavy quarrying in Inagawan river. A committee hearing has been scheduled to further know the sentiments of the Iwahig residents.(PNA)

The report explained that disaster-related displacement risk has quadrupled since the 1970s because of “the fact that exposure is increasing much more quickly than vulnerability is being reduced whereas the occurrence of hazards has remained largely unchanged.”

Unique opportunity at Sendai Timed for next week’s 3rd UN World Conference on Disaster Risk Reduction (WCDRR) in Sendai, Japan, where governments will adopt a global plan to reduce disaster risk and build upon the Hyogo Framework for Action (HFA) 2005-2015, the IDMC report also calls for a stronger link between displacement and disaster risk reduction.

The IDMC had earlier rep or ted t hat dis asters displace “an average of 27 million” people per year.

“We hope that this staggering reality is reflected in the discussions taking place next week at Sendai,” it said in a

statement emailed to this reporter.

IDMC Director Alfredo Zamudio said that climate change events such as rising sea levels and storm surges and extreme precipitation which exacerbates existing threats and posing new ones, will affect displacement in two ways. “Firstly, weather events are predicted to come faster and harder, and will have detrimental impacts on those living in their path.

Second, climate change may increase the vulnerability of communities, reducing people’s ability to resist and remain rooted if and when hazards strike.”

Zamudio urged a more coordinated and coherent international policy agreement at the WCDRR, which is critical for addressing displacement risk. “A disaster is not the number of people killed or the magnitude of the economic losses, the disruption of livelihoods or the scale of displacement. A disaster is all of these things together.”

“The world has a unique opportunity at Sendai to prevent millions of people from losing their homes by more robustly linking displacement risk with disaster risk reduc tion plans as we enter the post2015 phase of the Hyogo Framework for Action,” he added.

Reduce displacement risk by reducing drivers The report also shows that most measures taken to reduce disaster risk – such as the adoption and enforcement of land use plans and stronger building codes, diversifying an d st re ng t h e n i ng t h e livelihoods of the rural and urban poor – will also reduce displacement risk.

However, the HFA makes no reference to displacement by disasters; neither in terms of mitigating risk, nor in terms of an appropriate response, IDMC lamented.

T h e pr i m ar y d r ive r of increased in people’s exposure to hazards since the 1970s, the report said, has been rapid, unplanned development in hazard-prone areas in developing countries.

“This rapid urbanization concentrates large numbers of vulnerable people in dangerous locations.”

The IDMC also identified the main drivers of displacement risk, such as population growth in hazard-prone areas, rapid and unplanned urbanization, unequal distribution of wealth, weak governance and state failure. “Due to the combination of these drivers, more people are at risk of being displaced and individuals are twice as likely to be displaced than in the past,” it added.

Another displacement driver are conf lict and c r i m i na l v i ol e nc e t h at affects several of the most at risk countries, further increasing the vulnerability of communities and undermining their ability to resist and cope with natural

hazards.

To minimize displacement, the IDMC urged for the adoption of measures that reduce the drivers of disaster risk such as adoption and enforcement of land use plans and stronger building codes, diversif ying and strengthening the livelihoods of the rural and urban poor.

The BBL if ratified would create the B angsamoro entity replacing the current Autonomous Region for Muslim Mindanao (ARMM).
