TOP management of Alsons Consolidated Resources, Inc. (ACR) announced that it is set to complete three major power projects within the next three years.

They include the second section of Sarangani Energy Corporation baseload coal-fire power plant; the 15-megawatt Siguil Hydro Project; and the San Ramon Power Power, Inc. baseload coal-fired power plant, ACR executive vice president and chief operating officer Tirso Santillan told the Philippine News Agency (PNA) on Friday.

“The second section of Sarangani Energy Corporation (SEC) has a 105-megawatt capacity. This is the second sect i on o f 1 0 5 -m e g a wa t t power facility in Maasim, Sarangani Province,” he said.

ESPITE having been placed under terror alert Level 3, Northern Mindanao remains “business as usual” although authorities warned residents not to let their guards down against suspicious persons or activities.

THE country’s unemployment rate in April 2018 declined to 5.5 percent from 5.7 percent in the same month in 2017, the Philippine Statistics Authority (PSA) data showed Tuesday.

National Economic and Development Authority (NEDA) Undersecretary Rosemarie Edillon said in a press briefing that April 2018’s labor data recorded the lowest unemployment rate compared to April data over the past decades.

Edillon noted that unemployment among youth also improved to 13.8 percent, which is also a record-low youth unemployment rate in the past decades, from 14.9 percent.

DEPARTMENT of Social Welfare and Development 10 (Northern Mindanao) has already prepositioned food and non-food items for three areas in the region that are likely to be affected once Tropical Depression Domeng escalates into a destructive weather event.

In a statement Wednesday, DSWD-10 Director Nestor Ramos said they have activated their quick response team (QRT) “in anticipation and preparation for the possible effects of the current weather disturbance inside

the Philippine Area of Responsibility.”

Ramos said they have also prepositioned relief goods for the provinces of Camiguin and Misamis Occidental, as well as Iligan City, where flooding has already been reported.

Residents in these areas are likely to be displaced should Domeng become a typhoon, he said.

As of Wednesday, DSWD-10 was ready with 64,000 family food packs and a standby fund of PHP3 million in assistance to local governments conducting disaster

operations.

“DWSD Field Office 10 has been closely monitoring and coordinating with local disaster risk reduction and management offices of local government units of Northern Mindanao,” Ramos said.

Meanwhile, the provincial government of Misamis Oriental reported that three towns have already declared suspension of classes at the elementary and high school levels on Wednesday.

chief Fernando Dy Jr. said the mayors of the municipalities of Initao, Gitagum and Manticao have suspended classes in their localities.

On Tuesday, the towns of Balingasag, Binuangan, Jasaan, Lagonglong, Libertad, Lugait, Opol, Salay, and Sugbongcogon have declared suspension of classes following heavy rains.

Dy said the declaration was made by the local chief executives to ensure the residents’ safety, even though there was no rise in the water levels. (PNA)

DAVAO City -- Mati City in Davao Oriental province is now experiencing an influx of investors mostly engaged in tourism-related businesses, an official said.

Mati City Promotions and Investments chief Tanya Rabat-Tan said the investors are particularly interested in the commercial area within the 7-km. beachline of Barangay Dahican, which has become a favorite summer destination for its white sand beach.

However, in an interview on Monday, Tan said the booming tourism industry has led to the rising rate of land acquisitions, causing the

value of real estate in the area to shoot up from PHP1,000 per square meter to PHP10,000 per square meter in the past three years.

The investors are coming in from other regions and provinces, even from Manila, she said.

Mati City has 17 resorts and hotels and Tan said the city government is still swamped with inquiries from prospective hotel operators.

There’s a story about a preacher who was talking with the owner of a factory that made soap.

The soap maker said to the preacher: “This message about Jesus Christ that you preach cannot be very good, because there are still many bad people around.” The preacher saw a child nearby covered with dirt. So he said to the soap maker: “Your soap cannot be very good, because there are still a lot of dirty people.” The soap maker replied: “Well, my soap can only clean when a person uses it!” The preacher said: “Yes, you’re right. It’s the same way with the Bible and Message about Jesus Christ.”

You see, just like soap is not worth having if we don’t actually use it, it’s the same

with the Message about Jesus Christ and new life He gives us who ask Him. Unless we then live it every day, it’s useless to us. The Bible is our Maker’s manual to show us how to live the right, successful way He designed it to work. So we not only must read and understand Jesus’ Message every day, we must follow it every day to start changing and living the satisfying life He plans for us to enjoy.

Jesus said that even if we go to church, give money, and pray, but in our heart we’ve not started changing and becoming more like Him in our character, then we don’t really belong to Him and have His new life. For example, if we’re not honest, or we won’t obey Jesus’ command to forgive people who have wronged and hurt us, then we’re proving we do not truly know Him personally and have a relationship with Him. So if Jesus’ written Manual for our life is not His living Message in our life, then we’re completely wasting the Bible and making it useless to us. So why not start actually using and living the new life Jesus died to give you. Everyday read and obey His Message to you, so you can know that you have His eternal life. If you don’t use it, you’ll lose it—forever.

Strides were evident on the sustained growth of the countr y’s gross domestic product (GDP), finances, competitiveness, investments, labor force and social services.

The country has recorded an average GDP growth of 6.2 percent–the fastest average growth period in 40 years.

Congress approved the Bangsamoro Basic Law (BBL) and could be the biggest political achievement, yet nothing of sorts is definite yet. BBL was practically put inside a closet and padlocked for a quite a time.

Its usefulness could only be up, and only time will tell.

This time, with a trillion budget to spend for his ‘build, build, build’ economic mantra, his resolve to make things happen is shining through, hopefully.

Ending corruption in government, reduce crime index, suppress criminality and put a stop on ISISinspired terrorism, among so many others, are spillover issues and concerns Duterte has to work on feverishly until the end of his six-year term.

That said, the smoke of corruption still hung heavily on several departments like DPWH, DepEd, Customs,

klaus doring European Union foreign polic y chief Federica Mogherini doesn’t want to use the word “war” when sp e a king ab out EU-US relations. It’s true that the EU has to defend its interests, she says, “but we’re not at war with anyone.”

Fine. But fact is, the EU caught between desire for retaliation and calm. No wonder! The EU doesn’t want to just put up with Donald Trump’s higher import tariffs and is mulling retaliatory measures. But German firms, in particular, fear that no

one would profit from an escalation of the situation.

And that’s indeed true.

Fact is also: the European Commission is hopping mad, and it’s ready to fight back.

For its president, Jean-Claude Juncker, the higher US tariffs are “protectionism, simple as that.” The US, he says, leaves the EU with no other choice than to initiate a WTO case.

However, a ruling by the world trade body is likely

to take months.

A l s o, U S P r e s i d e nt Donald Trump has already signaled his country would withdraw from the World Trade Organization, should it side with the EU in its ruling.

In other words, Europeans shouldn’t pin too much hope on the WTO. Juncker said the EU executive would come up with an adequate response nonetheless, as retaliatory measures such as higher EU import duties on US products had been prepared ahead of the US decision.

Among the American items to be targeted would be ships and other products made with steel, whiskey, peanut butter, Harley-Davidsons and Levi’s jeans worth €2.8 billion ($3.27 billion).

That’s far less than the EU steel and aluminum exports to the US - worth €6.4 billion annually - which are affected by the Trump administration’s decision. EU countertariffs could only be

implemented after June 20, and it’s unclear whether they will come at all. The bloc’s member states will have to come to a joint decision, but positions currently differ widely.

Higher US tariffs on cars would be a blow to Germany’s auto industry. That’s for sure!

Of course, some EU states are not affected at all. Good for them. The managing director of the Federation of German Wholesale, Foreign Trade and Services (BGA), Gerhard Handke, told Reuters that not all EU member countries were affected by the higher tariffs to the same extent. He said there are nations that do not export steel or aluminum to the US at all. Handke argues that those nations are not interested in retaliation. Fine, but where is the spirit of an UNITED Europe? Yes, I know. It’s gone already - as many Europe critics voiced out.

VEHNEE SATURNO’S APPEAL TO SINGERS IS CORRECT: Ladies and gentlemen, my beloved countrymen, I am one with the plea of popular original Pilipino music composer, Mr. Venancio “Vehnee” Saturno in his Facebook account, about singers and other individuals who sing songs composed by him or by other songwriters and composers without the singers’ first seeking the permission of the song’s composers.

The reason is that, clearly, the act of singing or using the songs of the composer without his prior permission is not only an immoral and disgraceful conduct, but is even a crime which could fetch the stiff penalty of up to nine years of imprisonment,

and of the payment of a fine amounting to P1.5 million.

I highly recommend to the singers and to everyone else adverted to by Mr. Saturno to read with urgency Republic Act 8293, as amended, to enable them to understand these penalties. RA 8239 is otherwise known as “An Act Prescribing the Intellectual Property Code and Establishing the Intellectual Property Office, Providing for its Powers and Functions, and For Other Purposes.”

Gov’t not giving up on 2018 inflation target BUDGET and Management Secretary Benjamin Diokno is confident that the inflation rate at the end of this year will settle within the administration’s target of 2 to 4 percent, as price pressures as expected to taper off in the coming months.

Diokno said average inflation rate from January to May is at 4.1 percent, a little over the inflation guidance, following the 4.6-percent headline inflation rate recorded last month.

“No need for us to adjust inflation target,” said Diokno in a press press briefing Tuesday.

He noted that monthon-month inflation rate has been tapering off since it peaked last March. It started to ease in April and continued to temper last month.

The Department of Budget and Management (DBM) chief cited factors to the positive outlook on inflation in coming months, which include improving world oil prices and lower prices of rice if the rice tariffication bill is passed by Congress.

(NEDA) showed that surging pump prices in the past months have driven inflation pressures.

In the previous month, petrol prices have reached their peaks since January 2016. Common prices per liter of unleaded gas has gone up to P56.59, diesel at P43.66, and kerosene at P50.67.

Domestic petrol prices only followed the movement of oil prices in the world market. Dubai crude oil price further climbed to $74.41 per barrel in May from $68.27 per barrel in April.

But NEDA Undersecretary Rosemarie Edillon said world oil prices are expected to decline in the coming months, as oil producing countries are pressured to ramp up their production.

As this is on the horizon, this is projected to slow down inflation rate for the country in the coming months.

“We’re hoping that OPEC (Organization of Petroleum Exporting Countries) countries will come to a decision to increase production. And surely, there’s actually pressure for them to increase production. And inflation/PAGE 9

PH bourse earnings seen to grow in 2018

ESPITE being the worst performing bourse in the region for the past five months, HSBC Private Banking forecasts that earnings per share (EPS) in the Philippines Stock Exchange (PSE) will grow by 10 percent by the end of the year.

In a media briefing Wednesday, the bank’s Managing Director and head of Investment Strategy and Advisory for Asia Fan Cheuk Wan said the fundamental factor will drive the local stock market to a rebound in the second half of 2018.

“We expect the Philippine stock market to recover going to the second half of the year,

Fan noted that the volatile market during the first semester of 2018 was due to investors’ concerns over the strengthening dollar and

the hiking of key policy rate by the United States Federal Reserve System.

She projected that the US Fed will likely raise interest rates twice in the remaining months of the year.

On the other hand, outlook for the Philippine peso against the US dollar is expected to close this year at P52.

“In the Philippines, we are positive in the infrastructure and consumption-related sector. These two sectors also reflect the major growth engines of the strong structural growth in the Philippines,” Fan said.

But despite the 10-percent growth

outlook on earnings for the year, the bank is neutral on the country’s equities, as this continues to trade at a premium compared to its regional peers. Fan mentioned that this is lower than the regional average. She said MSCI Asia ex Japan, which tracks Asian equity markets except Japan, is expected to hit 15 percent growth on EPS for 2018.

“MSCI Asia ex Japan is projected to deliver EPS growth of 15 percent. The Philippines is actually lagging behind the regional peers.

Printer malfunction delays SSS checks THE Social Security System (SSS) has apologized to some 106,950 members and pensioners who will not be getting their checks for salary loans, death, disability, retirement,

sickness and maternity claims on time.

SSS media affairs head, Ma. Louisa Sebastian, on Friday attributed the delay to a printer malfunction, which halted the preparation of the

much-awaited checks.

She, however, assured that repair of their check printer is underway.

“This is a highlyspecialized, high-tech printer with security features, that uses special

ink, so repairs will take a little time. But the manufacturer’s repair crew have been on it since last night,” she said.

Cimatu urges public to ditch ocean-polluting disposable plastic products

I

n time for the national celebration of June as Environment Month, Secretary Roy A. Cimatu of the Department of Environment and Natural Resources (DENR) is urging the public to refrain from using singleuse plastic items, such as pet bottles and grocery bags, which usually end up polluting the oceans and waterways.

“It is high time we refrain from using disposable plastic products that are used for minutes, but persist in the environment forever,” Cimatu said.

Proclamation No. 237 declares the month of June as Environment Month in the Philippines. June 5 of every year is World Environment Day (WED).

This year’s theme for World Environment Day is “Beat Plastic Pollution”.

Cimatu made the appeal not only in consonance with the global theme, but also in preparation for the coming rainy season in the country.

Plastics are nonbiodegradable, which means that they do not decay and become

absorbed by the environment. Once discarded, plastic is likely to end up in oceans after being washed down rivers, flushed down toilets, or windblown from dumps.

Cimatu said the easiest and best way to reduce plastic waste is to use reusable alternatives, such as eco-friendly tumblers and eco-bags.

DENR Undersecretary for Policy, Planning and International Affairs Jonas Leones said the effect of plastic can be devastating for marine biodiversity.

“Small litters like candy wrappers end up in our oceans. It is eaten by marine species, clogging their stomach and causing their death,” Leones pointed out.

Next to China and Indonesia, the Philippines placed third in the list of countries with most ocean plastic pollution, according to a 2015 study conducted by the University of Georgia and reported

by Ocean Conservancy and McKinsey Center for Business and Environment.

Leones said this should serve as a “wake up call” for the Philippines to reduce its plastic consumption.

Although the country does not impose a nationwide ban on plastic, the DENR’s Environmental Management Bureau (EMB) reported that most local government units had passed ordinances to regulate plastic use, including shopping bags

and secondary packaging materials.

The EMB noted that shopping malls practice plastic holidays in which plastic bags are not used in specific days of the week.

Some malls have also taken further steps by totally discouraging the

use of plastic, replacing it with paper bags and encouraging customers to bring reusable bags for their purchases.

The National Solid Waste Management Commission also works with the manufacturing and recycling industries

in the country, in an effort to increase the recovery of post consumer plastic materials.

The Philippine Alliance for Recycling and Materials Sustainability is currently doing a pilot study on recycling flexible packaging or multimaterial film packaging, which is expected to be operational by end of 2018.

Flexible packaging is used in shampoo sachets, snacks and chips packaging, coffee, sauces, juices and other manufactured food items.

The DENR continues to encourage industries to get involved in environmental efforts through programs that increase recovery of packaging materials, which end up in dumps and oceans.

Connecting SelfRegulation to academic achievement, it becomes the ability or skill of the learner to control the factors or conditions affecting his/her learning. Hence, Self-Regulated Learning is a skill through which learners become responsible and masters of their own learning.

and found effective and widely used by the teachers.

However, poor academic achievement is still evident to majority of the learners.

If teachers are doing their best to facilitate learning, then the problem could be in the learners’ behavior and sense of responsibility which could be developed through empowering the learners to become selfregulated learner.

OCAL transportation network company (TNC) Hirna Mobility Solutions, Inc. is set to expand its operations outside Davao, starting with Iligan City and Cagayan De Oro. In an interview, Hirna President Francisco “Coco” Mauricio said the taxi-hailing firm is preparing to enter new markets after its success in his hometown of Davao.

“Right now in Davao we have about 4,000 (taxis). And then we’re launching right now in Bacolod, Iloilo,” he said.

Hirna already has a fleet of 600 taxis in Cagayan De Oro, and 100 taxis in Iligan City.

It targets to be fully

operational in these locations within the month.

For its expansion in Iloilo, it currently has 800 taxis already, and 400 taxis for Bacolod. The company is currently conducting training for drivers in these areas, and will launch operations by the third week of July.

After Bacolod and Iloilo, Hirna will also enter the cities of Cebu, Bohol and Baguio by July or August, Mr. Mauricio said.

Moreover, the government is also banking on the passage of the bill amending the Agricultural Tariffication Act of 1996, which will replace quantitative restrictions on agricultural products including rice, with tariff. This will greatly contribute to the reduction of prices of rice in the domestic market.

According to Edillon, the country has not benefited with the improving rice prices in the international market due to this regulation. Retail price of regular milled rice in the Philippines is pegged at P38.25 per kilo, whereas Vietnam only pay half of the price or P19 per kilo of the same commodity.

“We also want to request our legislators to fast-track the enactment of rice tariffication bill, because really, the Filipinos pay almost twice as much for rice compared to other countries,” Edillon said.

She also cited that 72 percent of Filipinos are net consumers of rice, while poor Filipino families spend 20 percent of their budget on rice alone. Thus, the passage of the bill is expected to help in easing inflation pressure among poor Filipinos.

Diokno noted that with the passage of the bill, prices of rice in the local market is expected to be reduced by PHP7 per kilo.

The SS2P and SH2P trucks feature 16-speed transmission and 12-speed transmission, respectively.

The FS2P comes in two models – the FS2PMUM with 33.1 ton gross vehicle weight and the FS2PMUD with 32.3 ton gross vehicle weight. Both are 10-wheeler trucks with 12-speed transmission and STD roof. The FS2PMUM comes with a 9m³ mixer body while the FS2PMUD has a 15m³ dump body.

Under the Terror Threat Advisory System of the AntiTerrorism Council, an area is placed under Threat Level 3 “when a terrorist attack is a strong possibility within a short period of time.”

The Philippine National Police (PNP) adopted a 3-level security advisory system in 2013 which collates intelligence, targethardening or increasing security at vital installations and establishments, and incident management.

The PNP said the public should remain calm even during a Terror Level 3 since it is merely a preventive m e a s u re a g ai ns t l i ke l y attacks by threat groups in a designated area.

Guro was reacting to media reports saying City Councilor Teodulfo Lao Jr., chairman of the public utilities committee, has complained about the new charges and accused the agency of implementing the new rates without holding public consultations.

The LTFRB-10 official said that if the City Council, as well as other consumer and transport groups, can draw up a unified petition so that the additional charges to the regular taxi fare could be reconsidered, then he will endorse the move to the board.

However, Guro clarified that prior to the taxi fare hike last year, LTFRB-10 held a series of consultations attended by representatives of various sectors, including a consumer group.

He said the petition for the new rates was filed in 2012 but was approved by the LTFRB board only last year. The last taxi fare increase was in 2010.

Guro said he will “gladly e n d o r s e” a ny p e t i t i o n coming from the various sectors in the city to the LTFRB central office.

He said it is up to the petitioners if they want a discount in the total fare or if they want the P2 additional per-minute charge scrapped.

“Whatever is agreeable to all, I’ll forward it to the [LTFRB] board,” he added, referring to any petition the proponents might draw up.

Although the decision of the LTFRB b oard to implement the P13.50 per kilometer and P2 extra charge has already been in effect, Guro said the agency’s decision-makers can issue a “supplement decision” based on the petitioners’ local conditions.

Guro cited the situation of Baguio City, where the LTFRB has declared a flagdown rate of only P35 owing to the fact that the taxis there use diesel fuel instead of gasoline; and that drivers don’t need to use their unit’s airconditioners due to the area’s cold climate.

As these extra charges have already been programmed into the taxis’ meters through the calibration, he said another move would b e to give passengers a flat discount from the total fare.

To date, about 95 percent of the city’s 2,672 taxi units have their meters already calibrated, said Guro.

IMKETKAI Luxe Hotel, the premier hotel in this part of Mindanao, has carved a portion of its ground level view facing the street into a show window.

Brainchild of general manager Jerome de la Fuente, Limketkai Luxe aptly names its show window as Lokal Lokal because it showcases to hotel guests and passresby alike the best indigenous designs the region can offer.

Opened in the first quarter

of 2017, Lokal Lokal has already exhibited the works of Puyo Handicrafts and Patrick Gabutina in the past.

For this wedding season, Limketkai Luxe tapped no less than the Prince of Haute Couture himself, Gil Macaibay III to fill its show window with the best bridal gown it could showcase this June.

Gil happily obliged and voila! We can see the Prince of Haute Couture’s stunning designs all the 30 days of

this month.

Gil will be updating the showcased gown every week so passersby can see for themselves how marvelous his designs are.

“The trend in bridal gowns nowadays is minimalism. And

the simpler the gown is, the more challenging it is for the designer because people can immediately see if there are flaws in the design, etc. That’s why I’m happy that Jerome and the management of Limketkai Luxe

has chosen me to be their showcase for this month,” Gil quipped.

Macaibay is no stranger to fame.

In the past, he has earned the respect of designers nationwide in the Philippine Fashion Week since 2010.

He has done shows in such cities as Phuket, Vancouver, Toronto, New York and Seattle.
