Briefly Informal settlers A LAWMAKER of the local legislative body here on Thursday hailed the approval of a law that requires an “on site relocation” of informal settlers in the city.

City Councilor Ramon Tabor, chair of the city council committee on laws and rules, said that the committee on urban poor elsewhere in the country has been batting for the on-site relocation in order to be near their sources of livelihood.

Tabor made the statement after the House of Representatives on Monday approved on third and final reading House Bill No. 5144, which mandates the relocation of Informal Settler Families (ISFs) within or near the cities where they lived.

Crop insurance TAGUM City -- Davao del Norte farmers this year will enjoy full insurance subsidy from the Philippine Crop Insurance Corporation, Provincial Agriculture Office chief, Dr. Anastacia Notarte recently said.

In an interview during the recently concluded Farmers and Fisherfolk Day celebration in May, Dr. Notarte said that PCIC will be paying this year the full insurance premium amount of about P1,900 per cropping season per hectare.

Those registered as bonafide farmers of Davao del Norte during the 2012 Agriculture Census can avail of the free insurance premium of PCIC given to farmers of rice and corn, small banana plantations and high value crops, among others.

DOST-ARMM Secretary Myra Mangkabung said the highlight of the congress will be the launching of the ARMM Halal Ecosystem

(AHE), an inter-agency body that will oversee and coordinate the region’s efforts to become the hub of the halal industry in the country.

Toyota sees new auto program to spur fresh investments THE motor vehicle arm of GT Capital Holdings Inc expects to receive a boost from the Philippines’ new auto manufacturing program.

In a statement, Toyota Motor Corporation Philippines (TMP) said the Comprehensive Automotive Resurgence Strategy (CARS) Program “allows the continuity and increase in contributions to the Philippine economy of the auto industry through local manufacturing.”

Before leaving for a visit to Japan, President Aquino signed Executive Order No. 182, which directs the Department of Trade and Industry (DTI) to set into motion the CARS Program.

TMP said the program will “facilitate the expansion of local manufacturing capabilities and improve cost competitiveness of industry players, setting the stage for

regional integration.”

“I am grateful to the Phi lippine gover nment for giving the local auto manufacturing industr y a chance to flourish and further contribute to the economy through the CARS Program,” said Michinobu Sugata, TMP president.

Sugata said the new program will spur fresh investments, especially by parts suppliers.

TMP is the country’s leading auto assembler and retailer, cornering at least 40 percent of the Philippine car market. It assembles the Vios and Innova at its Sta. Rosa, Laguna plant, and is backed up by a stable of parts suppliers.

Crude oil prices rise on strong fuel demand, weakening dollar OIL prices edged up on Thursday as strong global fuel demand and a sliding dollar overshadowed a large crude glut that had helped pull down the market by 3 percent in the previous session.

Trying leaders who truly believe in God

-ooo TRYING LEADERS WHO TRULY BELIEVE GOD: You want to elect good leaders in 2016? Read on: There are some readers of this column who are taking issue on our reminder to voters to elect only those candidates who have the fear and love of God in their hearts, and in whom the Spirit of God dwells. They say I am just being religious, and that religion is not the solution to our problems in this country.

Well, first of all, I am not religious. I did not say, Filipino voters must vote according to the dictate of religion. And neither did I say that religion is the solution to the problems of this country. What I am only saying is that, people need to be spiritual, and obedient to God’s directives, to assure that only the godly---and, as far as I am concerned, better---people are elected this time.

who only profess with their lips that they obey God but who do otherwise---have been elected, and yet all that they were able to do is bring this country to the perilous condition we are now in, closer more than ever to destruction. That being the case, we must try new leaders who sincerely believe in God regardless of religion.

-ooo RELIGION AND POLITICS, THE OTHER VIEW: Nevertheless, there is one reader of ours whose ideas are worth sharing, even if they contravene my own. His name is Trevor Llewellyn Evans, from the Facebook group “The 1987 Constitution of the Republic of the Philippines”. Here are his reactions to our column: “Any honest assessment of history would conclude that religion makes people bad at least as often as it makes them good.

hink a minute…A four year old girl was seriously hurt in a car accident. She had lost so much blood that she would probably die. Her only hope was for someone else to give her blood. But her blood type was very rare and the doctors did not know if they could find anyone in time with her same blood type who was also willing to give their blood. Then, they discovered that the girl’s 7 year old brother had the same blood type as hers. The doctor led her brother into his office to tell him that his baby sister was very sick and unless she received some blood, the angels would probably need to take her to heaven. The brother’s eyes filled with tears.

For a few moments, he tried to hold back his strong feelings of fear and sadness, then he said softly to the doctor: “I’ll give my blood to my sister.”

Later, as the young boy watched his blood going through a tube into his sister, he became even more nervous and afraid.

The doctor could see the little boy’s fear and told him: “It will be over very soon.” The boy started to cry and said: “So now is when I’m going to die.” From the very first time the doctor had asked this boy to give his blood for his sister, the young boy thought it meant he needed to give ALL of his blood and die so his sister could live. Yet this little boy loved his sister that much, He was giving

So His perfect life and death paid the penalty for all our sins. Then after He was dead and buried for 3 days, He came back to life so we can share in His kind of life, both now and forever after we die.

He is the only hope we have. So have you asked Jesus to forgive you and give you His new life today? He loves you more than anybody does—so much that He died to save you. Won’t you thank and love Him in return by living His right, successful way every day? Just Think a Minute…

et’s do something about this grave concern. We cannot deny that we are losing the genuine sense of penance. It’s a word that nowadays hardly figures in the vocabulary of the people, especially the young.

But we, of course, have to be optimistic about this. No matter how ugly things look at the moment, there is always hope. I personally believe that the uglier the things are, the bigger also, the brighter and the more beautiful the potentials for redemption are, if we know how to react to this predicament.

Yes, our general sense of penance is in crisis, mainly because people are turning away from God who in the end is the one who sets what is right and wrong, what is good and evil, what is virtue and sin and vice.

Our sense of penance is in crisis because our idea of what is good and evil is now reduced to our personal preferences, or at best to what can be termed as our social, political, cultural or even ideological consensus. Our legal system is often regarded as explicitly atheistic or agnostic, to free it from the so-called religious bias.

In short, we are not anymore referring things to God but to ourselves.

This is what is called the post-modern thinking which, as the Wikipedia defines or

describes, views “realities as plural and subjective and dependent on the individual’s worldview.”

It proclaims that there can be diverse interpretations of truth, being and ways of seeing. It rejects sharp distinctions and global and dominant truths. It sees truth as highly individualistic and subjective.

And so now, we have public figures like US President Obama and singer Bono saying that the Christian definition of marriage should not be imposed on all, which is a distortion of the reality of things.

First of all, the Catholic definition of marriage is not so much a matter of religion as it is a matter of the very nature of marriage.

And it is not imposed.

It is simply taught with the authority of the Church magisterium. Everyone is always free to go against it, though obviously he has to face the consequences.

This post-modern thinking is very much in the words of Bono who recently said: “Marriage is now an idea that transcends religion…

It is owned by the people.

They can decide. It’s not a religious institution.”

Many people today do not anymore have the healthy fear of God, nor of sin and temptation. What would terrify them more is when

they see the low-batt sign in their cellphone, or the low internet signal and the circling buffering sign in their computers.

But we should not be daunted by all these developments. What is needed is a continuing or on g oi n g c at e c h e s i s rendered in an atmosphere of friendship and personal apostolate. If this can only be done, as in fact it should, since it is a basic duty of a every child of God, then we do not have much to worry.

Our country is still a strong bastion of Christian faith, supported by a still large amount of humility, simplicity, docility to Church authority or any rightful authority, and a breathing piety. Let’s take advantage of these blessings to counter the onslaught of post-modern thinking that is afflicting some of our public figures and political leaders.

With gift of tongues, let’s remind everyone that we are all sinners because we have offended God and not just anyone, and that we need redemption, which God so willingly gives us. We have to learn how to avoid sin, fight temptations, stay away from occasions of sin, and to make up for the consequences of our unavoidable sins.

Let’s remind everyone that there is a wonderful sacrament called Confession

Let’s tell everyone that God has given us everything we need to be a true child of God, full of love and goodness, of truth and wisdom, etc. But let’s not be afraid to go through some suffering which is a way of our purification and atonement for sin in general, ours and those of everybody else.

Even with a permit to operate and accredited by DepEd, three Misfi Academy schools were reportedly recommended closed by

Davao del Norte Division Superintendent Josephine Fadul on May 12. This was also approved by DepEd XI regional director Alberto Escobarte.

Efforts to reach DepEd officials were done but there was no reply if the accusation is true.

Ruis Valle of the Save our School Network, said the closure came as a surprise to them because there was no prior notice given to Misfi Academy denying Ata Manobo children to enroll for the 2015 – 2016 school year.

Sitio Muling takes about two days to walk from Kapalong center.

Group says defective coins set to increase with BSP’s new coin plan

A

consumer group today warned the public to brace for the increase in the number of worn and damaged coins because of the adamant plan of the Bangko Sentral ng Pilipinas (BSP) to adopt an inferior technology in coin production, which the group describes highly suspicious.

The Union of Filipino Consumers and Commuters (UFCC) said that at present, worn one-peso coins that are only a few years old are already being found i n i n c re a s i ng nu mb e rs and their appearance are so bad that many people are rejecting them as legal tender, which could result in a serious coin shortage.

“We are really surprised by the insistence of the BSP to use the multi-ply coin plating technology for its New Generation Currency program despite its inferior quality products,” according to UFCC convenor Rodolfo “RJ” Javellana.

“If w h at we h e ar i s tr ue, this is apparently already a done deal with a favored supplier that is being represented in the Philippines by SinoPhil Greater Resources, a company with a dubious record in handling government procurement projects,” Javellana said.

Javellana provided a photo of some of the worn one-peso coins that were made using multi-ply technology as an example of how inferior multi-ply is. “ Thes e coins app ear rusty or corroded with a red/brown discoloration, and they are only seen on piso coins dated 2007 to 2014, the most recent coins minted and issued by the BSP according to our sources,” Javellana said.

“As can be seen in the photograph, the defect is most prominent on the edges of the coin and high points of the design such as the text and portrait of national hero Jose Rizal,” he added.

He said that according to their informants from the BSP, this defective problem is not a result of misuse but due to the low quality of materials used.

“A c c o r d i n g t o o u r informants, these are produced from multi-ply and dual-ply plated steel.

B oth technologies have a ver y thin outer layer that quickly wears away and similar widespread durability problems with multi-ply and dual-ply coins have also been found in Uganda, Ghana, Ethiopia and Mauritania,” the UFCC convenor added.

He said the worn and damaged coins are in stark contrast to the older 2004 d at e d c o i n s t h at w e r e pro du c e d us i ng mono ply plated steel, which has a very thick outer layer, resulting in better durability and higher quality coins that stay in circulation much longer without any issues.

According to a recent BSP statement, the BSP will soon issue a new coin series to replace all existing coins in circulation, and that it is leaning towards multi-ply plated steel.

“Strong and credible intelligence from within the industry and insiders at the

BSP consistently conclude that it is an inevitable, foregone conclusion that the new coin series will be multi-ply,” Javellana said.

“This is suspicious on many levels as not only are multi-ply coins clearly inferior in terms of quality

and durability, but also it is a patented product.

The Royal Canadian Mint holds the patent and the multi-ply product is only available from them and their ‘strategic partner,’ US based Jarden Zinc.

“The BSP clearly faces

a d angerous monop oly situation and it will be very vulnerable to the inevitable inflated prices and limited supply availability, which makes us think that there is a hidden agenda in its insistence on multi-ply,” Javellana said.

ANILA -- High concentrations of a toxic chemical compound banned in toys were detected in some plastic school supplies prompting a health and environmental watchdog group to warn consumers anew.

The E c o Wa s t e Coalition, an advocate for chemical safety and zero waste, likewise urged the D e p ar t m e nt of He a lt h (DOH) to expand current restriction on phthalate use to cover all children’s products, including childcare articles and school supplies.

The group made the proposal after finding some back-to-school essentials laden with phthalate DEHP, which is added to polyvinyl chloride (PVC) plastics to

make them soft and flexible.

The US Environmental Protection Agency has classified DEHP a s a “pro b ab l e hu m an carcinogen.”

The group bought the product samples from formal and informal retailers in Q uiap o and St a. Cr uz, Mani la and have t hem analyzed for phthalates

by SGS, a global testing company, as part of their back-to-school campaign for children’s health and safety.

Based on the laboratory test results, all the five samples of school supplies, which are made of PVC plastic or with PVC components, contain high levels of DEHP, which is prohibited in toys above 0.1% by weight. These are:

Under t he D OH Ad m i n i s t r a t i v e O r d e r 2009-0005-A as amended in December 2011, phthalates DEHP, DBP or BBP in concentrations exceeding 0.1% are banned in the manufacturing of toys, while phthalates DINP, DIDP or DNOP above 0.1% are prohibited in toys that can be placed in a child’s mouth.

“A s p h t h a l a t e s a r e common ly us e d in t he production of PVC plastics, we advise parents to keep PVC off their back-toschool must-buy list and to patronize safer alternatives instead,” Dizon said.

“By shopping for PVC-

free consumer products, w e a l s o av oi d s e r i ou s health and environmental problems associated with their disposal later as PVC plastics, if incinerated, will lead to the formation of cancer-causing dioxins,” he added.

Animal studies have shown that the lowest levels of exposure to specific phthalates may have critical toxic effects on reproduction, on development, the liver and the thyroid.

Phthalates have b e en lin ke d to genit a l abnormalities in boys, early onset of puberty in girls, asthma, obesity and cancer.

Phthalates are absorbed by the human body through ingestion, inhalation and skin absorption.

To minimize phthalate exposure through school supplies, the EcoWaste Coalition urges parents to consider the following tips adopted from the “Back-toSchool Guide to PVC-Free School Supplies”: 1. Avoid school supplies made vinyl plastic or PVC plastic, or those marked “3,” “V” or”PVC.” 2. Avoid backpacks with shiny plastic designs as they often contain PVC and may contain lead.

3. Avoid clays made of PVC. 4 . Avoi d n ot e b o ok s containing metal spirals with colored plastic coating that may contain PVC. 5. Avoid metal paper clips coated with PVC plastic.

An international environmental health group, Health Care Without Harm – Southeast Asia (HCWHSEA), campaigns that health s e c tor and aut hor it i e s ensure that hospitals do not

contribute to environment pollution.

To h e l p s a f e g u a r d environment safety, the group recommends to practice PRIMER. This so-called PRIMER is a shortcut for the following: Proper waste segregation – Each hospital need a dedicated waste management committee that will see to it that wastes are properly s e g re g ate d and pl a c e d in its proper bins. Waste segregation can help lessen the volume of wastes produced in each hospital.

Hospitals also need to make sure that the infectious and pathological wastes are properly treated through autoclave and other non-burn systems before disposal.

Recycling program – Each hospitals should have rec ycling programs for used items such as boxes, bottles and papers. Based on HCWH’s study, about 85 percent of the total hospital wastes are like regular household wastes that may be recycled. Composting area on the other hand, may be provided for food

wastes from the kitchen. The compost may be used for plants around the hospitals or may be sold. Recycling and composting programs can generate income for the hospitals.

In-house food production – Hospitals should consider serving foods which are locally produced in the c om mu n it y t h a n f o o d from big establishments that are often laden with pesticides. These are healthier for patients and hospital workers alike. It saves cost in transporting food as well as supports livelihood of local farmers.

Mercur y-f ree – Our hospitals should also be mercur y-f ree. In 2008, the Department of Health ord e re d t he phas e - out of merc ur y de vices by September 2010. “With this Administrative Order, improved health services should now mean the use of mercury-free medical devices,” said Merci Ferrer, HCWH executive director.

Efficient use of alternative materials which are non-toxic and environmental friendly–

“such as using recycled papers or fabric instead of tarpaulin for event announcements in hospitals,”Ferrer cited. A good example of alternative materials, on the other hand, is using tetra packs as insulators instead of the regular expensive insulators.

This allows hospitals to reuse materials that would otherwise be discarded.

Renewable and alternative energy – HCWH-SEA pushes for use of renewable and alternative energy generation such as solar or wind energy.

This can be used for lighting, generation or pumping of water to the facilities. It is also wise for health care facilities to do small measures towards less and efficient use of energy by using compact fluorescent lamps (CFLs) or better yet, light emitting diodes (LED) since CFLs are contain mercury and may be a cause of mercury pollution when not properly handled. Validation of registered voters through biometrics, under the Comelec continuing registration of voters, started on May 6, 2014 and will end on Oct. 31, 2015 which, incidentally is the last day for voter’s registration.

Ravelo clarified that the voter’s ID (identification card) which the Comelec issues is not a requirement for one to cast his vote since the official of voters already include the voter’s photograph and signature specimen.

“All registered voters need not demand the Comelec for IDs since it is only a bonus in our registration of voters. So far, only those registered until 2009 have been issued IDs since printing is expensive and voters are not required to pay any amount,” the provincial election supervisor explained.

But before Atienza could speak, Abad quickly announced the suspension of the session until 4 p.m. Wednesday.

On Monday, 193 were reported “present” during the roll call that started at 4:53 p.m.

On Tuesday, 197 were reported “present” during the roll call that started at 4:55 p.m.

On those two days, the quorum bell had to be sounded to muster a quorum in the session hall. And on both days, the sessions ended because Atienza on Monday rose to question the quorum with less than 50 members present and threatened to question it again on Tuesday.

Monday’s session ended at 7:22 p.m. while Tuesday’s session ended at 8:58 p.m.

Under the Framework Agreement on the Bangsamoro which the government (GPH) and the Moro Islamic Liberation Front (MILF) signed on October 15, 2012, the draft BBL submitted by the Bangsamoro Transition commission “shall be certified as an urgent bill by the President.”

The draft BBL was submitted to Congress in ceremonial rites in Malacanang on September 10, 2014, where Presidential Adviser on the Peace Process Teresita Quintos-Deles and BTC chair Mohagher Iqbal, the MILF peace panel chair, handed over a copy each to Senate President Franklin Drilon and House Speaker Feliciano Belmonte.

In his 10-minute speech after the handover, President Aquino assured that the draft BBL was crafted to be “makatwiran, makatarungan, at katanggaptanggap sa lahat, Moro man, Lumad, o Kristiyano” (fair, just, and acceptable to all, whether they are Moros, Lumads, or Christians).

He urged Congress to examine the draft bill, which he certified as “urgent” and asked that it be passed “sa lalong madaling panahon” (as soon as possible).

But no written certification was sent to Congress, prompting MILF chair Al Haj Murad Ebrahim to seek an audience with the President on January 13 this year.

At that time, leaders of the Senate and the House were targeting March 20, the last session day before their summer break, within which to pass the BBL. Congress was not able to meet its target as it became busy with hearings on the January 25, 2015 tragedy in Mamasapano, Maguindanao.

No certification of urgency But lawyer Naguib Sinarimbo of the Bangsamoro Study Group, said President Aquino may not certify the bill as urgent because “the Ad Hoc- approved basic law is diluted and not acceptable to the MILF.” He said the President will be facing a dilemma if he certifies urgent the substitute bill. “He will just be expediting the passage of a Bangsamoro Basic Law that is diluted,” said Sinarimbo, who served as Executive Secretary of the Autonomous Region in Muslim Mindanao (ARMM) from December 2009 to December 2011 and also served as a member of the technical working group of the MILF peace panel.

He said the FAB envisioned a certificate of urgency for the draft BBL that was submitted to Congress in September last year.

He added that if the President

certifies as urgent the Ad Hoc Committee’s substitute bill, “you will not have the chance to reintroduce deleted provisions or reframe some of the provisions not acceptable to the party that negotiated the peace agreement with government.”

Rep. Terry Ridon criticized DepEd for ordering not just the closure of three Ata-Manobo schools in the municipality of Talaingod but also the subsequent takeover of said schools by military personnel.

Valle showed a letter notice to Escobarte by Fadul recommending the closure of three Salugopungan Ta Tanu Igkanunon schools which cater to lumad children, and in its stead, the construction of a school that will be managed by the military.

“Should this request for the closure of the said schools be granted, in its stead, this Division requests permission to implement the creation of a public high school in Butay, Talaingod utilizing military personnel as para-teachers,” Fadul said in her letter.

The division superintendent argued that the schools were being used as “fronts” of the rebel New People’s Army.

But the youth representative argued that the tribal schools in Talaingod were built by missionaries and non-profit organizations to serve Lumad children. These educational institutions are in fact the only schools that strive to provide education in these far-flung areas, areas long neglected by both the local and national government.

“This recommendation runs against several resolutions of the United Nations Security Council and national laws which
