Panguil Bay bridge THE GOVERNMENT has signed a memorandum of agreement (MoA) with South Korean firms to assist in the preparation of the proposal for the planned P4.9-billion Panguil Bay Bridge Project in Northern Mindanao.

In a statement, the Department of Public Works and Highways (DPWH) said under the agreement, starting this month, the consultants are to assist the agency in conceptual design, preparation of bidding documents, design review, construction supervision, and post-construction supervision of the project.

“Yooshin Engineering Corp., in joint venture with Pyunhwa Engineering Consultants Ltd., and Kyong-Ho Engineering & Architect Co. Ltd., won the competitive bidding under the Philippine government procurement program to provide consultancy services,” DPWH said on Wednesday.

The Panguil Bay Bridge is funded under loan agreement with the Korean Economic Development Cooperation Fund.

The P4.9-billion infrastructure project is expected to accelerate and sustain the economic growth in Mindanao regions by making the transport of goods and services more seamless and efficient.

P667M river dike A FLOOD-prevention project in a town in Misamis Oriental is nearing completion as the Department of Public Works and Highways (DPWH) has ordered for its fast-tracking as the rainy season which triggers flooding in high-risk areas approaches.

Working to ensure the fast completion of the P667 million river dike in Tagoloan, Misamis Oriental is the DPWH’s Unified Project Management Office (UPMO). At present, the agency has reported the infrastructure is 44 percent completed.

DPWH said the Flood Risk Management Project (FRIMP) for the Tagoloan River Basin Sub-project has adopted the integrated flood mitigation approach to the implementation of both structural and nonstructural measures against flooding hazards.

O increase awareness among the general public of the indisp ensable s er v ices the seafarers rendered to international seaport trade, the world economy and the society at large, the Maritime Industry Authority ( M A R I NA ) - 1 0 a l o n g with the Philippine Ports Authority-Port Management Office (PPA-PMO)-10 and Philippine Coast Guard (PCG)-10 leads the Day of the Seafarer celebration with the theme, “Seafarers Matter,” on June 25 at PPA Passenger Terminal.

To recognize the seafarers and their efforts in helping the economy, MARINA-10 Regional Director Felisa Orongan said that it is the obligation of the government as well as the private shipping companies to let everybody know that seafarers matter.

Hence, every 25th day of June, MARINA along with the other national line agencies set lineup of activities to make the day special.

Orongan also shared that this international celebration should be regularly observed in the country noting that the Philippines is named as

the number one supplier of seafarers in the world.

For his part, Coast Guard District Commander Capt Leovigildo Panopio said that the seafarers remarkably mobilize the world economy as they play a great role in transporting about 90 percent of food, gasoline and other products of various industries.

WITH the current crisis that Mindanao is facing, the Department of Interior and Local Government (DILG) Region 10 along with the Regional Peace and Order Council (RPOC) now targets to enhance the security in the area.

In a press conference held after the RPOC meeting on June 27, DILG Secretary Catalino Cuy said that there are already augmentations to Marawi City from the adjacent police offices as well as special action force.

“It’s substantial to support the Armed Forces of the

Philippines (AFP) in its effort to clear Marawi from terrorist groups,” Cuy stressed.

As for the current status of the city, Regional Director Arnel Agabe said that the area is safe and during the RPOC meeting, they have discussed with the Philippine National Police (PNP) and AFP as to how they are going to enhance security in the area.

Indeed, if Ibanez had fear and love of God, he would not have been abusing illegal substances and indulging in intoxicating drinks. That Ibanez did not have fear and love of God was further shown by the depravity of what he did---after having stabbed the 58 year old woman

repeatedly, and apparently after she already died, it was at that point that he proceeded to sexually abuse her.

Imagine raping someone already dead, and full of stab wounds yet? But what is even more incomprehensible and also reprehensible here was the fact that Ibanez was supposed to be of insufficient financial means to splurge on these evil vices on account of his being a mere construction worker.

This is what I have been harping on, for quite some time, in this column and in the other media outlets that have been opened for me. Filipinos have already descended to the level of animals, and all because they have turned their backs on God, spurning His Word, and no longer

I can see more of these heinous crimes being committed in the days to come, by drug- and liquorcrazed criminals, unless an honest-to-goodness moral revival, anchored on spiritual faith, is launched and pursued in earnest by right thinking Filipinos.

The only problem here is that, this, I can see, is even an impossible dream.

May God have mercy on the Philippines and on Filipinos.

I love love songs. I listen to them whenever I c a n , but e s p e c i a l l y when driving for hours in my out-of-town trips.

Of course, they make me feel good and the driving less tiring.

If my skills are up to it, I sing along with my he ar t, ad apt ing t heir passion but converting their lyrics, with proper modifications, of course, into a heartfelt prayer. Thus, if nothing else happened on the road, I usually arrive at my destination still looking good and feeling fresh and inspired.

These days, however, I fe el t he ne e d to b e ver y restrained in this p ast ime. Most of t he songs I hear now, all minted in recent years and surprisingly rating high in the char ts in the so-called developed countries, have lyrics that give me some discomfort. They often speak of anguish, frustration, depression, of a lover spurned, a person misunderstood and despised, etc.

Sexual references t o o. T h e s e n t i m e n t s projected are mainly the casual, highly transitory and inconsequential ones. The love expressed seems not to be based a ny d e e p e r t h a n t h e passing instincts and passions.

They give the i mpre ss i on t h at t he y are stuck in some mud of emptiness to which they react either by wailing, lamenting and complaining, or by some naughty if not wild and violent expressions.

The melody itself has become a monotonous repetition of notes that give one the feeling that t he singer is trapp e d in s ome pre dicament from which he can h a r d l y e s c a p e . It’s a repetition of boredom and angst, not the one usually associated with being in love.

What is happening, I often find myself a sk i ng . Is t h i s ju st a generational thing with me, or is there s omet hing obj e c t ive?

I believe that there is certainly something

generational and subjective in this issue, but I also believe that there is something objective going on these days ab out w hich we have to be alerted.

I believe songs reflect the temper of the times.

They somehow express the status of the culture of the people at a given time. My suspicion is t h at t h e s e s o n g s a r e only the product of the years of permissiveness, secularism, and unhinged liberalism that have been fiercely afflicting many Western countries.

These cultural viruses have a way o f c o n f i n i n g u s i nt o our purely subjective ways. They can give us the sweet sensation of floating freely in a sea of relativism without any absolute moorings.

God is discarded even as we make ourselves our own god. We bur y religion and unwittingly make our own version of it with us as the main deity.

These new initiatives will initially focus on the United States with the potential for expansion into other territories.

tax system for automobiles under the proposed Tax Reform for Acceleration and Inclusion Act (TRAIN), would, however, impact luxury vehicles such as the Land Cruiser, given that the objective of tax reform is to make the system more progressive by imposing stiffer consumption taxes on the wealthy, or those who can well afford to pay these higher rates.

He said a household with two working members can, in effect, raise their combined take home pay by PHP 44,000 per year under TRAIN because of the PIT cuts, which is more than

enough to cover the slight increase in the prices of massmarket cars.

“And because the non-rich will amortize or borrow, and given the low interest rates, this is actually still going to be affordable,” said Chua at a recent hearing of the Senate ways and means committee on the proposed TRAIN. “However, people who will buy, for instance, a Land Cruiser will have to pay up to P950,000 more because that is the way we have designed the tax system-to be progressive,” he added.

Rotary Club of Manila cites Baños as ‘Provincial Reporter of the Year’

HE Rotary Club of Manila awarded freelance journalist and writer Rene Michael Baños as Provincial Journalist of the Year (Mindanao Daily News and Cagayan de Oro Times), the awarding of which was held at the New World Makati Hotel Ballroom in Manila on June 22.

Mr. Baños regularly contributes news stories for Mindanao Daily News and its sister lifestyle weekly newspaper, the Cagayan de Oro Times.

“For over two decades, Mr. Baños has covered Zamboanga and Cagayan de Oro cities, providing readers insights into the history and heritage of these places and their

people,” the Rotary Club of Manila said in its citation.

It added: “It is no mean feat that he continues to regale his followers with the local color woven into news events, issues and developments that affect not only Mindanao but the entire nation, as well.”

“More than a crusading newsman, Mr. Baños is equally on firm footing as a consumer rights advocate that makes him a respected civic leader by the local populace,” the citation read.

Likewise, Piñol stressed that “this does not only saves money but also helps in saving the environment from over-application of fertilizers.”

He added that GIS can also provide the farmers with forecast on crop production by monitoring drought and flooding in a specific area.

Moody’s first upgraded the Philippines into an investment grade economy in October 2013 after citing the stability of the country’s funding conditions.

Moody’s, in a statement, said the affirmation of its ratings on the country was due to its expectations “t h at t h e P h i l i p p i n e s’ e conomic p er for mance will remain strong while debt consolidation will continue and foster further convergence of key fiscal metrics versus corresponding peer medians.”

“The decision of Moody’s s p e a k s w e l l re g a rd i n g the favorable path that the Philippine economy continues to tread, partly on account of the price and financial stability that comes on the back of prudent monetary policies and bank supervision,” he said in a statement released by the Investors Relations Office (IRO) Wednesday.

“The banking sector, which remains strong and stable, will also continue to support the increasing potential output of the economy as it provides f i n an c i ng for g row i ng investment and consumer demand,” he added.

The statement was released a day after Moody’s affirmed its Baa2 rating, with stable outlook, on the country.

LandBank plans to place Postal Bank under its wings ESTABLISHMENT of the proposed OFW Bank may materialize in October 2017, Finance Secretary Carlos Dominguez said. “ The target is early October. We’re okay there,” he told reporters recently.

The Duterte administration eyes to tap state-owned Postal Bank for this purpose.

National Treasurer Rosalia De Leon said Land Bank of the Philippines (Landbank), another government financial

institution (GFI), has done the valuation of Postal Bank and is now preparing to get regulatory approvals.

“Following that we are going to approach already the Postal Corporation and negotiate on the price,” she added.

Dominguez said Landbank has placed the value of Postal Bank at negative PHP 580 million.

“This bank has been struggling for many years but you know that is an internal

negotiation between two government agencies, so we will settle it among ourselves,” he said.

“The valuation is not really important. What is important is that we establish a bank that is focused on marketing its services to the OFWs to make their banking transactions easier,” he added.

Earlier, Bangko Sentral ng Pilipinas (BSP) Deputy Governor Nestor Espenilla Jr. said Landbank’s plan to take under its wing Postal Bank,

which will be refocused to cater to OFWs, does not need Congressional approval since this process will not involved any change in Landbank’s Charter.

“LBP is set to appoint ne w directors and ke y management,” he said, but noted that this “needs BSP approval.” “ They are in close coordination with BSP to expedite transaction. Good progress is being made,” he added. (Joann Santiago/PNA)

“I will see to the accomplishment of the paramount objective of guaranteeing long-term energy security in Mindanao,” Cusi said in his Keynote Speech during the unveiling of the Mindanao WESM that took place at the SMX Convention Center in Lanang Premier, Davao City.

According to Cusi, the launch of the Mindanao WESM brings us one step closer to the fulfilment of the intent to restructure the electric power industry, introduce higher efficiency, greater innovation and enduser choice, as well as enhance the entry of competitive market forces.

By providing a healthy and genuinely fair competition in the power market, Cusi emphasized that WESM is calculated to bring forth the beneficial effects of improved consumer services, lower ele c t r icity rates, and reasonable returns to investments.

Specifically, WESM will provide a cost-effective mechanism for dispatching power capacities in Mindanao, which is already experiencing improved generation supply since the first half of 2016.

According to the Electric Power Industry Management Bureau data, Mindanao now has a total installed capacity of 3,352 megawatts (MW) as of the first half of 2017, in which available capacity is around 2,100 MW against the actual peak demand of 1,696 MW posted in April 2017.

“We think that the overall impact (of TRAIN) is simply to slow down the sale of cars, but not to contribute to a contraction,” he said.

As an example, Chua said entry-level models such as the Toyota Vios will only increase

by P10,000 and the highend model of the Mitsubishi Mirage only by P13,000 per unit.

Chua said that in anticipation of the increase in automobile excise taxes, the local car industry has been frontloading sales, which grew 30 percent yearon-year in the first quarter alone, and an even higher 700 percent for one of its most popular models—the Toyota Fortuner—that sold 8,000 units in the first three months of 2017.

He said this high demand b el i e s cl ai ms by s ome manufacturers and dealers that the proposed adjustments in the excise tax system for automobiles will “cripple” the industry.

“We do not see that this tax will cripple the automobile industry. In fact, the industry is raking in a lot of sales and profit as we speak,” Chua said.

Chua said a survey done by the DOF showed that 80 percent of families in the Philippines do now own cars and, thus, support the proposed adjustments in automobile excise taxes.

Cusi said that the provision of more reliable and competitive supply that results in more affordable power to consumers in the region was in line with the Duterte Administration’s thrust to vastly improve Mindanao’s economy and the quality of life of its people.

“WESM facilitates a transparent electricity market with which Mindanao power generators will have an avenue to trade un-contracted power supply,” said Cusi.

With the launch, formal registration of participants to the Wholesale Electricity Spot Market (WESM) in Mindanao also formally kicked off, according to a directive issued by the Department of Energy (DOE).WESM-Mindanao Direct members to WESM-Mindanao are the power generators who would want to channel their uncontracted capacities into the spot market; while the offtakers such as the distribution utilities (DUs), electric cooperatives and other buyers (capacity purchasers) are often treated as indirect participants or could also be direct participants depending on their financial capacity.

As assessed, there are 81 prospective participants into WESM-Mindanao, that are all “deemed registered” based on the design set by the energy department for the spot market in the grid.

The D OE stipulated that it will formally declare “commercial operations date” for Mindanao-WESM upon compliance to all conditions precedent as set out under its Circular.

Primarily, the DOE noted that the trial operations program (TOP) shall have already been “successfully implemented.” This is part of the process to ensure the “readiness” of the WESM system for commercial operations, as well as that of the market participants.

According to market operator Philippine Electricity Market Corporation (PEMC), the TOP would normally take three-month duration, or “until all criteria have been met.”

The DOE further requires that “all systems and procedures including a l l i nt e r f a c e s b e t we e n and among t he WESM participants necessary for the operation of the WESM in the Mindanao grid are in place and in conformity with the requirements set under the WESM Rules and Market Manuals.”

There is also a need to ensure that “forecasting, scheduling, dispatch, pr i c i n g , m e t e r i n g a n d settlement processes” shall be fully operational prior to portended commercial take-off.

A regulatory approval on the Price Determination Methodolog y (PDM) will likewise be a crucial requirement. The application on this was filed by PEMC

at the Energy Regulatory Commission (ERC) May this year.

Another critical compliance would be a certification by an independent auditor that the new market management system (NMMS) of WESMMindanao works within the framework of the prescribed market rules and manuals.

The DOE, after three months, will be requiring market operator PEMC to submit “compliance report” on the pre-set conditions before it gives final go-signal for the Mindanao spot market to be on commercial stream.

Also called as the “I Love You scam ,” this criminal activity refers to a supposed romantic bond between a Filipino woman and a male foreigner that developed through chats on social media.

These single or divorced foreigners, mostly Caucasians, are usually seeking a special relationship with Filipinas. A few weeks into their relationship, the foreigner would promise his Filipina girlfriend or fiancée to send her gadgets and other imported items.

Shortly after that, she wou ld re ceive a not ice from a courier company informing her t hat her package had already arrived and that she must pay a certain amount so she could receive it.

This was what happened to “Jennylyn” (not her real name), 32, a resident of Manolo Fortich, Bukidnon, who told this reporter that she was notified by a cargo firm that the items sent by her boyfriend in Florida, United States, was already in their warehouse but could not be forwarded to her owing to the payments she has to settle first.

She said she met an American soldier on a social networking site a few weeks back and began a romantic relationship with him.

“Madam, your package arrive (sic) today. When goods are shipped, you are liable to pay any inbound duties and taxes, which your local customs authority deems appropriate,” read a part of an e-mail sent to her on June 21.

According to the courier company, Jennylyn must pay PHP 18,300 to a personal account in a private bank and since t he f ir m has already paid for the duties and taxes she has to repay the firm.

Among the items supp os e d ly s ent to her by her alleged American boyfriend is an Apple laptop, an iPad tablet, a cell phone, a box of sea salt chocolates, a Louise Vuitton handbag, two bottles of Chanel perfume, and a bouquet of roses. “ To e n s u r e w e c a n deliver your goods in shortest possible transit time, [name of company] pays the customs authority on your behalf for duties and taxes that are due on

your package. Once the duties and taxes are fully repaid your package will be delivered to you,” it added.

Pague said what was being asked of Jennylyn is a classic case of the “internet love scam” and she is not the only one who was enticed with the offer.

There were others who shelled out thousands of pesos for the items that did not exist for a person assuming a false identity.

Under the BOC, Pague said, payment of duties and taxes should be paid to the Customs through a government-owned bank, in this case, the Land Bank of the Philippines.

If a receiver of the sent items is required to pay to a private bank account, then the transactions smack of scam. “[At] B O C, we don’t allow payment of duties in a private account. It shall be deposited in the account of the Bureau of Customs under the Land Bank of the Philippines only, per existing [Commission on Audit) regulation,” Pague said.

Because of this, Pague said he has warned the public not to trust persons offering to give them gadgets and other high-value items and is demanded payments for release of such online.

“I advise them to visit the Customs office and rep or t t his s c am to us so proper action can be taken,” he added. Upon the explanation of the BOC10, Jennylyn said she has decided not to pay anymore the amount asked of her.

KADAGAYAAN FESTIVAL 2017 “Commemoration of the 50th Araw Ng Davao del Norte” D

ressed in beautiful, stunning and mesmerizing native and innovative costumes, nine (9) contingents from municipalities and component cities of DavNor participated in one of a kind, festive and colorful Kadagayaan Festival 2017 in commemoration of the 50th Founding Anniversary of the Province last June 25 at the Capitol Activity Area.

Kadagayaan Festival 2017 is just one of the many activities prepared by the Province of Davao del Norte to celebrate of the many insurmountable successes of the Dabaonon people and the bullishness and high hopes about the future as essayed by the dynamic and young Gov. Antonio Rafael G. Del Rosario.

The Municipality​ of New Corella showcased their Ugsod Ugsod Festival beautifully executed that awed the audience.

Island Garden City of Samal awed the crowd of their beach and sea themed performance “Visit Samal Festival”to attract more tourists and bring in again over a million Tourists Arrivals this year and beyond.

By Joe P. Palabao Kapalong with their spectacular Musa Festival beautifully executed with precision and festive aura that mesmerized the spectators.

The Municipality of Asuncion essaying the Festival of the Legendar y Tales of a Datu in the area.

Their costumes and performance with the their Festival Queen made a turn around in the audacity of their beautiful costumes. The City of Palms Tagum and the Musical City of Mindanao showcased one of a kind performance using musical instruments as props as the crowd enjoyed ever y minute of their performance.

Panabo City essayed in dances with the beating of the drum the “Binulig Festival” showcasing the city and the Banana Capital of Davao Region.

Municipality​ of Carmen showcased “Kahayag Festival” showcasing the historical Battle of Ising during the WW11. And with a twist of showcasing the best and best Balot in the Region.

It was so awesome.

The Municipality of Braulio E. Dujali of a festival of Thanksgiving for bountiful harvest and in honor of

personalities that help the Founding of the Municipality into a prosperous one. And lastly but not the least is the “Gaani Festival” of the Municipality of Sto. Tomas.

Showcasing its richness and how it developed into one of the best Municipalities in the Region through it’s banana plantations.

With much speculations and expectations from Dabaonons of Davao del Norte the following were the winners The Festival Queen of the Municipality of Kapalong, Grand Festival Champion. of Kadagayaan Festival 2017 and will participate in the Hudyaka Festival 2017 -July 1. 5th place went to the Island Garden City of Samal, 4th placethe Municipality of Braulio E. Dujali with special Awards in Best in Musicality and Most Disciplined Contingent, 3rd place went to the Municipality of Asuncion as awarded as Best in Costume. 2nd place went to the Municipality of Sto. Tomas and the Grand Winner that captivated the hearts of the judges and the audience impact went to the Municipality​ of Kapalong.
