Disaster preparedness DAVAO City – The Davao Regional Development Council has called on the support of the municipal and barangay government units and other stakeholders to their respective provincial enhanced plans on disaster risk reduction and climate change adaptation.

RDC-XI chair and Davao del Norte Governor Rodolfo del Rosario made the call during the recent RDC-XI’s regional advocacy forum on DRR/CCA-Enhanced Provincial Development and Physical Framework Plans.

Del Rosario said the PDPFP of each of the four provinces in the region assures the integration of DRR/CCA in the local development planning and decision-making processes.

RDC-XI vice chair and regional director Ma. Lourdes D. Lim of the National Economic and Development Authority, said the PDPFP also assures the commitment of the governors to “pursue disaster-preventing and mitigating interventions identified in the plans.”

Banknotes DAVAO City -- Old peso banknotes will no longer have monetary value beginning January 1, 2017, this according to the Bangko Sentral ng Pilipinas (BSP).

During a press conference held at the BSP office in Davao City, Central Bank officials led by BSP Deputy Governor Diwa Gunigundo explained the demonetization schedule of the central bank for old notes (1985 New Design Series).

The 1985 NDS was replaced by the New Generation Currency (NGC) in 2010.

According to the BSP schedule, old NDS notes can still be used this year however by January 1, 2016 to December 31, 2016 the old banknotes can no longer be used for daily transactions, they can only be exchanged in authorized agent banks and BSP Cash Department or any regional offices/branches.

farm machineries BUTUAN City -- “To lower the cost of production and to increase farmers income are priority concerns of the Department of Agriculture (DA) through the Agri-Pinoy Rice Program”, said DA-13 Regional Director Edna M. Mabeza, as she personally turned-over the agricultural farm equipment worth of P2.93 million.

The turn-over ceremony was spearheaded by the Regional Agriculture Engineering Division (RAED) and witnessed by Chief of the Integrated Laboratories Division John E. Gamboa, Sr. and Chief of Field Operations Division. Rebecca R. Atega.

DA continues to uplift the lives of Caraga farmers through the support of farm mechanization. There were 20 farmer- associations and irrigator associations who received a full grant of pump and engine set. Ten units were given to the associations from Agusan del Sur, five units for Butuan City, one unit for Agusan del Norte, three units for Surigao del Sur and one unit for the Province of Dinagat Islands.

from the five provinces also received rice threshers. This is under to the 85:15 counter parting scheme wherein 85 percent will be shouldered by the department and the remaining 15 percent will be the counterpart of the recipient.

The distribution of the farm machineries was based on the proposals submitted by the associations.

Under its Far m Mechanization Program, DA is continuously extending pre and post-harvest equipment and facilities to qualified farmer associations, irrigator associations, cooperatives, local government units and accredited farm ser vice providers.

Primavera developer Italpinas sets P242-M IPO

C

agayan de Oro, Misamis Oriental — The Italian-Filipino sustainable property d e v e l o p e r, It a l p i n a s Euroasian Design and Ecodevelopment Corporation (ITPI), is set to launch an initial public offering (IPO) this year to raise P242 million for its new and ongoing integrated development projects.

In a f i l i ng w it h t he Securities and Exchange Commission (SEC) obtained by the Manila Times on Tuesday, IDC said it will be offering 57.622 million primary common shares, priced at a maximum of P4.20 per share.

The final offer price will be determined on July 21, and the offer period will run from July 27 to 31.

The company expects to list on the Small, Medium and Emerging Board of the Philippine Stock Exchange (PSE) on August 10.

P700-M market cap postIPO Up on completion of the offering, the company will have a total of 221.618 mi l lion issue d and outstanding shares, 26 percent of which are the offered shares to the public and the remaining 74 percent held by the existing shareholders.

IDC will have a market capitalization of P700.16 million post-IPO, up from the current P480.68 million.

Net proceeds of P220.8 million, after listing-related expenses and taxes, will fund capital expenditures (capex) for new projects (P120.68 million); land banking and acquisition (P47 million); retirement of existing loans (P20 million); and general working capital (P33.12 million). The money will be spent in the fourth quarter this year up to end-2016, the company said.

Ownership profile Incorporated in January 2009 and formerly called Italpinas Euroasian Design and Eco-Development Corp., IDC is engaged in real estate development focused on architectural design and environmentally sustainable developments as demonstrated by its initial proj e c t , t he Pr i mave r a Residences.

It is a j oint venture between Italian architect Romolo Valentino Nati and Filipino lawyer Jose D. Leviste 3rd with his father Jose P. Leviste Jr., teaming up to establish sustainable developments

in the Philippines.

To date, the company is 54.43-percent owned by the Levistes, 40 percent by Nati, 3.57 percent by Marito Garcia and 2 percent by Antonio Herbosa. Nati is IDC’s chairman and chief operating officer, while the younger Leviste serves as vice chairman and his father as president.

Boost to capex From the IPO proceeds, P120.68 million will go to capex next year. From that will come funding for the development of Primavera City, a collective mixed-use development consisting of 7 residential condominium and c om me rc i a l of f i c e buildings with solar panel arrays at the rooftop to

promote green development.

Pr imavera City will b e located within Pueblo de Oro Business Park near SM City Cagayan de Oro and will be developed in four phases, with construction set to start by the fourth quarter of 2016.

Now it’s out! Lawmakers bribed for BBL

L AWMAKERS BRIBED FOR BBL: Allegations that congressmen and other lawmakers drafting the B angs amoro B asic L aw (BBL) have received or have been promised to be given millions of pesos in bribes for them to vote for the passage of the proposed law have, in the past, always been made in whispers.

But a June 01, 2015 report by veteran journalist Christine F. Herrera for The Standard changed all these. Now, the accusations that congressmen were paid handsomely in exchange for voting in favor of the BBL have been formally reduced to writing, in a major Manila newspaper yet.

In her article, Herrera was quoting a top official of the Bureau of Immigration and Deportation, to the effect that the millions of money that was used to pay the congressmen actually came from a Chinese crime lord wanted internationally for many crimes, and named, coincide nt a l ly enou g h,

Sadly, throughout history women and mothers have often not been given the honor and recognition they deserve. In fact, many of the greatest men and leaders of the world have proudly admitted that they became strong men because of their mothers’ teaching and example.

They were proud to be “mama’s boys!”

Some of these great men were American Presidents, including George Washington, Abraham Lincoln, Teddy Roosevelt, Franklin Delano R o o s e v e l t , D w i g ht D. Eisenhower, John F. Kennedy, Jimmy Carter, and we could go

-ooo NEWS STORY ON BBL CORRUPTION FILLED WITH DETAILS: Earlier stories told of tales where congressmen were bribed t h rou g h f u n d s c om i ng from Malaysia, with the money allegedly having been coursed through a prominent businessman from Mindanao. But these stories were simply blind items, or mere “careless whispers”, to borrow a line from a famous song, to denote the low credibility which characterized them.

Herrera’s story however is different, in that the claim that congressmen have been bribed to vote “yes” for BBL is no longer just a mere blind item. Herrera’s story is filled with details of how a Chinese crime lord, Bo Wang, brought in the money after coming from Malaysia, and where and when it was delivered, corroborated even by official acts of Justice Secretary Leila De Lima and by officials of the Chinese Embassy in Manila.

In sum, the story of The Standard can no longer be simply swept under the rug by the Office of the President, whose current

occupant is known to be tr ying his best, literally pulling the sky to come d ow n an d m e e t e ar t h , just so the proposed law which, even now, is branded by many prominent legal personalities as unconstitutional, would be passed before July 2015.

-ooo AQUINO’S OPTIONS: What can President Aquino do about the story? Well, as a fist line of defense, he or his subalterns can once again deny Herrera’s accusations. Then, Aquino can also compel De Lima to refute allegations about her orders directing the BID not to carry out an order from its top commissioners releasing Bo Wang, even if he was a confirmed fugitive wanted by China.

Also, Aquino can compel Bo Wang to issue a statement denying that he gave money to Philippine government officials, particularly its lawma kers, w ho are in the thick of voting for or against the Mindanao measure. And then again, he can chose to remain silent, ignore Herrera’s (and The Standard’s) story, and pretend that it is not even worth commenting on.

But whatever option Aquino and his government may take on this issue, it

So won’t you ask your Maker to help you see and value yourself the same way He does? Then, whether you’re a woman or a man, ask Jesus to forgive and help you change so you will start showing honor and respect to your mother, or wife, by the way you treat her. Just Think a Minute…

es, indeed! And they c om e i n a l l s h ap e s and sizes, good and bad, pleasant and unpleasant, likeable and hateful. There are surprises and moments when we seem to rot in expectation and still things we long for don’t come.

Life can’t be restricted simply by our senses and preferences, nor by our knowledge and wisdom. It gives us a lot more. There are things that simply are beyond our control. We have to learn to face life as it unravels by itself.

When we seem to be over w helme d by t r ia ls, challenges, tasks, pressures t hat c an come anyt ime anywhere, I believe the attitude to have and the reaction to make is to be calm, pray hard, and while we do all we can, we have to learn to live a certain sense of abandonment in the hands of God. In those situations, I believe we just have to allow ourselves to play in God’s game plan, in his abiding providence whose designs are beyond reckoning, are way beyond comprehension and appreciation.

We just have to allow the workings of grace to play out in our life, loosening our tendency to be always in control of things. These situations are privileged moments when we are made to expand and deepen our understanding of things

and our c ap abi lit ies to deal with whatever.

G o d ’s w a y s a r e mysterious and inscrutable.

He can write straight with crooked lines. He never abandons us. He is always intervening in our lives.

And he knows how to draw good from evil, such that even in our own blunders and stupidities, we would still have reason to hope, and thus to say sorry, make amends and reconcile with God and with others.

We have to b e w ar y when we are tempted to lose hope because of ou r m ist a ke s and s i ns .

You can be sure that that temptation can only come from the devil who would be happy when we fall into discouragement, or when we let our initial reaction of d is app oi nt me nt and frustration to deteriorate into depression or to explode into violence.

We j u s t h a v e t o strengthen our faith that with God, everything will always work out for the good. That’s what St. Paul once re assure d us: “ To them that love God, all things work together unto good…” (Rom 8,28) It would not be wise to let ourselves sink in fear and anxiety, or sadness, depression and bitterness.

Like Christ, like all the other saints, we just allow those uncontrollable things to happen, no matter how

bad they may be, because they will always have a good purpose, even if at a given moment, we do not know it.

The template for this is the passion and death of Christ on the cross. There we s e e how he a l lowe d himself to suffer the most painful and ignominious death there is. Being God, he could have avoided it, but he just went through it.

He did it to obey the will of his Father and to go through the unavoidable consequences of our sins.

Of course, being God he could have avoided it and could have carried out his mission of our salvation i n a p a i n l e s s w ay, but t hat wou l d b e l i ke not addressing the issue.

Besides, with his passion and death he is showing us how we too can tackle the unavoidable consequences of sin, and that is precisely to just abandon ourselves in the hands of G o d, w it hout losing faith, hope and love even if we continue to sin.

This contradicting predicament of ours to still believe, hope and love God and others in spite of our sinfulness has been vividly described by St. Paul who said: “I am delighted with the law of God, according to the inward man. But I see another law in my members, fighting against

Cervical cancer is a major problem for Filipino women: it is the second leading cause of cancer deaths among Filipinas, with seven dying of the dreaded disease every single day.1 What’s more worrying is that two in three Filipinas diagnosed with cervical cancer may die within five years.2 Cervical cancer is a risk for women regardless of race, age, lifestyle or socio-economic status.3 Cervical cancer occurs when abnormal cells develop and spread in the cervix, the entrance between the vagina and the uterus.4 The human papillomavirus (HPV), a very common virus, is the necessary cause of cervical cancer. It has been shown that 99.7 percent of cervical

cancer patients are positive for HPV infection.5 It is also estimated that up to 80 percent of women will be infected with HPV at some point in their lives.6 While HPV is primarily transmitted via sexual intercourse, skin-to-skin genital contact is also a recognized mode of transmission.7,8,9 Lifestyle changes can help prevent the development of cervical cancer, such as being conscientious about one’s sexual activities. Beyond regular consultations and pap smears by your OB-GYN, vaccines that protect against cancer-causing HPV are also now readily available.

causing HPV infection is actually highest at the young ages of 15-19.10 The World Health Organization Strategic Advisory Group of Experts (WHO-SAGE) on Immunization reiterates the importance of getting young girls protected through HPV immunization before their first exposure to HPV (i.e. before sexual contact), as young as 9 years old.11,12 What about older women?

The risk of persistent infection with cancer-causing HPV (which is necessary for cervical cancer to develop) increases with age, and is highest when a woman is over 66 years old.13 Thus, screening is recommended starting age 21 to detect cervical abnormalities that precede actual cervical cancer.14 Vaccination remains to be recommended for older women to prevent new HPV infections.

Last March, MKA graduated its 19th and 21st batches of chefs in MKA Baking & Pastry Arts and 7th and 9thbatches for MKA Culinary Arts. These are the two flagship programs of MKA which gives the student two choices to take it: 4 months (2x a week) or 6 months (1x a week). Maximum class size is 16 though the average class size ranges from 10-12 students.

The official entries were judged based on their technical and aesthetic qualities wherein winning images were chosen based

on shar pness of fo cus, angle of capture, exposure, and rendering of colors, creative composition, use of foreground and quality of background and emotional impact to the viewer. With 35 official entries to choose from covering beautiful images of a number of very accomplished photographers

in the country, the weekly photo competition became tough for us. Together with the certified Bird Photographers in the countr y, Rhea Bautista, Conrad Legaspi, Conrad Olayres and Flloyd Bermejo, we chose the best among others and the results are as follows.

ARMM teachers all set for opening of classes MARAWI CIT Y, L anao del Sur -- Teachers in the Autonomous Region in Muslim Mindanao (ARMM) are 100 percent ready for the incoming school year, 2015-2016.

DepEd-ARMM Secretary Dr. John Magno said school heads and teachers in the region have already been reminded on what they must do to ensure orderly opening of classes next week.

There are around 27,000 teaching and non-teaching personnel in the region.

‘Oplan Balik Eskwela,’ an annual drive to prepare for

the school opening was earlier conducted in the region. It aims at ensuring that students are properly enrolled and are able to attend school when their classes start.

Per DepEd Order No. 9, s. 2015, the school year will consist of 201 school days, inclusive of the five-day inservice training break. The school year for 2015-2016 begins on June 1 and will end on April 1, 2016.

he Philippine duck r a i s i n g i n d u s t r y, which started during the Spanish colonial period when the popular “balut” was introduced to Filipinos, is experiencing a huge comeback – thanks mainly to rapid growing demand not only for balut but for other duck egg products like salted eggs, century eggs, and “penoy” or boiled duck eggs.

who discussed the topic “Matubong Pag-iitikan” or profitable duck-raising with some 30 local duck farmers and feed dealers.

The Kapihan was held at the front yard of local farmer Edgar Austria who runs a 3,000-head duck farm nearby.

Dr. Cruz said there is an estimated 11 million duck population in the country today, mostly layers or those that are raised for their eggs. He said the present consumption in the Philippines alone is about 500 million eggs a year and still rapidly growing.

“There is a very strong market for balut not only in the Philippines but in many countries around the world where there are overseas Filipino workers who crave for this local delicacy,” he said. “There is also increasing demand in the Visayas and Mindanao, and the supply is constantly being outstripped by demand.”

He said the industry needs to ensure a high quality of layers, especially hybrids of the local Philippine mallard that are ideal for local conditions, as well as the right kinds of feeds and efficient farm management kapihan/PAGE 10

P77M infra projects in Mamasapano soon to be completed MARAWI CITY, Lanao del Sur -- A total of P77 million worth of infrastructure projects funded by the Autonomous Region in Muslim Mindanao (ARMM) in the town of Mamasapano in Maguindanao are nearing completion and will be inaugurated as early as next month, an official from the region’s Department of Public

Works and Highways said.

James Mlok, head engineer of Maguindanao’s 2nd District Engineering Office, said the ongoing projects include the 120-meter steel bridge and 880-meter access road worth P17.5 million, nine school buildings with a combined worth of P44.397 million, water sanitation structures, a farm-to-market road and

a mosque.

The steel bridge is set to replace the run-down, wooden footbridge found at the site of the infamous January 25clash in Barangay Tukanalipao. Mlok said the structure dubbed as the “bridge of peace” will be completed by next month.

He said the bridge and the road project will be

fully operational by the end of June. The projects also include the P3.5 million renovation of the Hadji Salik National High School, the secondary school located in Barangay Tukanalipao.

The infrastructure projects were started in March this year with ARMM Gov. Mujiv Hataman, the region’s Public Works Secretary Emil

Sadain, and officials from the Philippine Army’s 6th Infantry Division leading the groundbreaking ceremonies.

(Smart) capped its 2014 Ka-Partner Rewards Program by holding a series of retailer conventions in 30 localities across the country and giving away a total of P30M in cash prizes to lucky Smart Load retailers nationwide.

The whole day conventions featured entertainment, fun activities and games, along with presentations of the latest products to help boost the load business of the retailers. Serving as the highlight in each event was the awarding of Smart Load retailers who won in the fourth quarter and grand draws of the 2014 Ka-Partner Rewards electronic raffle.

Named winners in the grand raffle and each taking home P1M in cash were Larry Vicente Cretencio, a tricycle driver in Antique; Jecebel Pioquinto Vela, a sari-sari store owner from Metro Manila, and Mary Jane Silvino who runs a tapsihan in Cavite. The three instant millionaires were

awarded separately during the conventions held at their respective districts.

Now on its third year, the Ka-Partner Rewards Program is one way by which Smart recognizes the contribution of Smart Load sellers all over the country and the key role they play as business partners of Smart.

“This is our way of saying thank you to our front-liners, our last layer of distribution before our products reach our subscribers,” explains Rolex Campos, Smart Senior Manager for Product Marketing and Management.

“Having a rewards program has enriched our engagement, such that our retailers are excited about our promos. These big conventions are actually already part of the culminating activity.

Every month, we hold retailer assemblies to inform them of new loads, new products and services,” says Gia Palafox, Smart Assistant Vice President for Trade Marketing.

At the Cavite leg of Smart’s Ka-Partner Rewards retailer convention, lucky Smart Load retailer Mary Jane Silvino receives the award of P1,000,000 from Gia Palafox and Perry Bayani of Smart, and Smart endorser and TV celebrity Jasmine Curtis-Smith.

“Our Ka-Partner Rewards Program allows retailers to earn points towards free SMS, credit to their load wallet and entries to the e-raffle where they stand a chance to win P1M,” she adds.

Every P100 Smart Load sold per day is turned into one (1) point, which the load retailers can then accumulate and use to avail of instant prizes and services such as free SMS and airtime or load wallet value.

Hundreds of thousands of retailers have benefited from the points redemption under the program which augmented their working capital for load.

The Smart Load retailers also have the option to accumulate their points and exchange these for electronic raffle entries.

They get to join the quarterly raffle draws where P100,000 and P10,000 cash prizes and Smart phone units are given away. They also qualify for the annual grand raffle for a chance to be one of three lucky retailers to win P1M each.

Vela previously won P1,000 in the e-raffle and recalls how lucky she already felt then.

Winning P1M this time around brought her unimaginable joy.

Silvino would have been happy to have won a television set to replace the old one at home; but instead went home P1M richer. “Ang laking tulong nito. Magagamit ko ito para makakuha ng sariling pwesto o bahay kasi nangungupahan lang kami. Magbibigay din ako sa simbahan.”

Pr ior to putt ing up a tapsihan, Silvino worked as a foreign talent in Japan until work opportunities waned.

Aside from serving food, she also sells Smart load at her small eatery.

“Umaabot ang benta ko ng isang libo kada araw. Kaya

hindi ko ito itinuturing na sideline. Pera yan na hindi mo mapupulot sa kalye,” says the mother of two.

Silvino said she strived hard to increase her load sales in order to boost her chances of winning in the e-raffle.

Cretencio hoped he would win. “Grocery, motor, laptop... kahit ano lang basta manalo.”

But he was not expecting to win the big one. “Makakatulong ito para makaahon sa kahirapan.”

He and his wife plan to use the P1M to have their house fixed and to finance the education

of their two kids “para di nila maranasan and narasan namin.”

There are various indigenous ethnic groups living here in the Philippines. They are the descendants of the original inhabitants of the Philippines, being unabsorbed by foreign colonization back in the earlier times and thus, have retained their customs and traditions.

The Depar tment of Education has this project for Education for All. Its purpose is to make education accessible to all Filipino children through its three prime components.

T he s e are c u r r i c u lu m enhancements through K to 12 Basic Education program, provision of sufficient resources to eliminate basic education input gaps and improvements to quality of teachers and teaching.

Ethnic groups are not exemption of these services. The education department are doing all means to reach even the

farthest place. DepEd even started recognizing private educational institutions for IP learners in an effort to promote the right of IP communities to cultural integrity and due recognition of “katutubong kaalaman” in the education system.

Moreover, DepEd has conducted partnership and engagement with IP leaders to pursue Indigenous Peoples Education (IPEd).

It is through collecting documentation of ethnic stories, songs and rituals, and sharing these to others also. This cultural exchange is one act of constant effort to better understand and value indigenous culture in education.

In order to protect these materials, DepEd released an order promulgating guidelines on the conduct of activities and use of materials involving aspects of Indigenous Peoples culture such as cultural

presentations, performances, festivals, use of artifacts and indigenous clothing. This is created to further express more i mp or t anc e and utmost respect to various Indigenous Peoples (IP) culture.

The set guidelines document was signed by Education Secretary Br. Armin Luistro after series of consultations with various IP communities, educators and civil society support groups throughout the country.

The information about the IP communities is a venue to look back on the old times and know more on who Filipinos are and their preserved beliefs, practices and traditions that define what they really are. Giving IP the opportunity to open their selves and their culture to a wide arena gives them the idea that they are part of one citizenry, and not an isolated group at all.

The tools and innovations brought about by Technology have been great use in various fields where Education is not an exception.

It is more obvious that the bar of quality in teaching in terms of method and delivery is already higher than before. One reason of that is the coming of computers. Computers are tools where a person would just enter data and develop it through the applications programmed inside it.

Example of this is the use of multimedia presentation.

This one is compose of slideshows, videos and movies. The teacher could do this instead of her or

students reading the book. All she has to do is to interrupt midway to explain further, or give her pondering points about the topic. The best thing about this method is how it could attract student attention because of it could appear in colors, creative effects and lively sounds.

Blended Technology and learning also produced online discussion. It is where the teacher and students would interact through computers.

An example for this is a classroom setting where a teacher does not need to face her students, or the students need not to face blackboards, but instead all of them will face the computer

screen. While the teacher is talking, series of pictures, graphics, texts or videos will appear in the respective screens. Another example is through video conferencing where teacher and students, who are physically far from each other to have an online discussion as if they are in one place. This is made possible through internet and online applications such as Skype or Yahoo Messenger.

It is indeed overwhelming to think that technologies have caused a lot of changes in every person’s daily life, which include the fact that it helps a lot in achieving learning in the most effective ways.

Ms. Lopoz said the agency also intends to revive the longstanding proposal to set up a Mindanao Railway System, first conceptualized during the administration of former President Fidel V. Ramos.

The rail system is envisioned to be circumferential, with six segments that will traverse the major cities.
