Planned railway project in M’danao under study

NFRASTRUCTURE projects under the Mindanao Development Corridors program have been approved for funding while a preliminary study for the biggest planned venture, the Mindanao Railway System, is under consideration, according to an official of the Mindanao Development Authority (MinDA).

Undersecretary Janet M. Lopoz, MinDA executive director, said funding for the railway’s feasibility study is “in consideration,” but did not confirm reports that the government and a foreign company have started discussing the terms of reference for the study.

Cagayan de Oro is lucky that it has several business chambers complementing the business strides of the city, such as the Cagayan de Oro Chamber of Commerce (Oro Chamber); Cagayan de Oro Filipino Chinese Chamber of Commerce ; Misamis Oriental Filipino Chinese Chamber of Commerce and Industry; Phi lippine C hamb er of Commerce and Industry; and Cagayan de Oro Chamber of Industries.

The city has a generally peaceful and friendly business environment.

The city also has several tourist attractions ranging from natural to historical and business spots of shopping centers, hotels, and restaurants.

Visitors have access to all the great beaches and mountain resorts, easily, because Cagayan de Oro is the entry point of Northern Mindanao .

O n t h e ot h e r h an d , Davao City is linked by air or sea to major destinations in the country, or by land via the Philippine-Japan Friendship highway.

One hallmark of a sound business investment are its excellent facilities like the

Davao International Airport which is one of the busiest airports in the country and which also serves as gateway to the East Asean growth area, and has direct flights to Singapore and Indonesia.

Access to the 20-million market of Mindanao and t h e 5 6 - m i l l i on m ar ke t of t he BIMP-E aga are provided by Davao’s modern infrastructure and facilities.

Ty p h o o n - f r e e , t h e city offers conducive atmosphere for business, leisure, agriculture and other tourism activities.

Davao City has been hosting conventions and forums with support from regional centers and headquarters of government and private agencies, whose scope of operation covers Southern Philippines or the island of Mindanao. This is why it is considered the capital of Mindanao, and considered as the financial center, with about 1,200 institutions of as banks, non-bank financing, and lending agencies.

Big businesses has been pouring investments in the city, such as recently, the , Robinsons Cybergate ; the Abreeza project of Ayala Land Inc. and Anflo Group of Companies.

Property developers are building new establishments such as condotels, and condominium units rising

left and right and units being sold fast and easy.

Big hotels are also on the rise for domestic and foreign tourists. Big developers, like Filinvest Land Inc., Ayala Land, Camella Homes, DMC I of t he C onsunj i Group, Landco Pacific, are very enthusiastic on the market.

In the island garden city of Samal, 10 minutes by boat from Davao City, developers are building state-of-theart high-end residential resorts. The shoreline of the city, with its white sand and marine resources, saw the sprouting of most modern villas, resorts, hotels and other modern structures.

Mega-developers have started projects to lure even expatriates who want m ay c o m e h o m e f r o m foreign countries. They are providing amenities to lure buyers like Holiday Garden Island Development Corp., with its 10-hectare Holiday Ocean View project, and a modern marina.

Filinvest Land Inc is also building facilities aqua sports, like hobbie sailing and other related facilities.

The Landco Pacific Corp and Anflocor Management and Investment Corp. is building a 33-hectare project setting up a beachfront to attract buyers.

The strongest drivers of Mindanao’s economy however, are the small and medium entrepreneurs.

In the total investments in Mindanao, the equity share shows that 75 percent of funds are from local investors.

Revisiting the Bangko Sentral ng Pilipinas Charter

T

his July 3, the Bangko Sentral ng Pilipinas will be 22 years old.

When the architects of our legislature enacted R.A. 7653, which was signed into law by then President Fidel V. Ramos, they envisioned “an independent central monetar y authority” that would “discharge its mandated responsibilities concerning money, banking and credit”.

R.A. 7653, defined the primary objective of the Bangko Sentral as follows: “to maintain price stability conducive to a balanced and sustainable growth of the economy.” BSP was also tasked to“promote and maintain monetary stability and the convertibility of the peso. ” O ver the years, BSP has performed its legal responsibilities well above expectations. The awards conferred on Governor Amando M. Tetangco, Jr. (and even his predecessors Gabriel Singson and Rafael Buenaventura) and the BSP as an institution are a testament to how well the BSP has discharged its mandate.

Surveys after surveys have

confirmed BSP’s status as one of the most, if not the most, respected public institutions in the country today.

But 22 years after the Bangko Sentral ng Pilipinas was established , the financial landscape has significantly changed. Even our legislative leaders acknowledge that “the economic milieu in the Philippines has changed, globalization has increased the integration of financial markets and the scope of operations of financial institutions has evolved.”

Thus, it is about time that the Bangko Sentral ng Pilipinas be retro-fitted or upgraded, so to speak, to enable it to adequately cope with the changes and maintain its global competitiveness.

With these in mind, both Speaker Feliciano Belmonte Jr. (together with co-sponsor Nelson Collantes) and Senate President Franklin Drilon have introduced separate proposed amendments to the BSP charter.

In a nutshell, the proposed amendments seek to: 1.

Strengthen BSPs monetary stability function 2.

Strengthen BSPs financial stability function,

and 3.

Strengthen BSPs corporate and financial viability.

All very well said.

At that time, it WAS re-assuring that President Aqu i n o i n c lu d e d t h e amendment of the BSP charter as one of the priority bills during the second regular session of the 16th Congress.

I speak in the past tense because after all the seemingly interminable media-hugging investigations conducted by both houses, the really important task of revisiting the BSP charter has been relegated to the background.

As crafted by Messrs.

D r i l on , B e l m ont e an d Collantes, the proposed charter revisions are “camera ready” and “good to go”.

What is just needed is for our legislators is to set aside some quality time to discuss BSP and act accordingly.

Unfortunately, time is running out. With the onset of the election fever, we can expect re-electionists to take to the campaign trail. Those whose terms are expiring probably would have their minds elsewhere.

Ignacio Bunye As one legislative observer predicts: The proposed amendment to the BSP charter is likely to join the “Mona Lisa bills” - so-called because as the popular refrain went “they just lie there and they die there”.

And what a crying shame!

Cagayan De Oro residents wary over release of crime suspects

AGAYAN DE ORO CITY – Local law enforcement agencies have expressed deep concern over the release from jails here of 289 crime suspects while urging the residents to be on guard.

Sr. Supt. Faro Olaguera, chief of the city police force, on Tuesday said that the court ordered the release of the crime suspects since the prosecution failed to “reconstitute” the cases.

“All evidences and records of all criminal cases were burned after a fire gobbled up the city’s Hall of Justice sometime in January this year,” Olaguera said.

CAGAYAN DE ORO CITY --Total investments generated in Northern Mindanao during the first quarter of 2015 amounted to P4.73 billion, an impressive increase of P2.41 billion or 105 percent compared to the P2.31 billion generated in the same period in 2014.

The quarterly report issued by the National Economic and Development Authority (NEDA) Thursday, cited Misamis Oriental as the top investment destination in the region after generating P2.78 billion or 58 percent of the total regional investment.

The bulk of investments poured in Misamis Oriental included the completion of port facilities in Cagayan de Oro, construction of real estate building and expansion of a plantation in Claveria.

Bukidnon ranked second

with a share of 28 percent to the total regional investments or P1.33 billion. It also took the lead among the five provinces in terms of investment growth registering a hefty increase of P1.25 billion from the P82.80 million recorded in the same period last year.

The NEDA report said the growth can be credited to the volume of investments in the agri-based sector such as expansion in production and construction of facilities of some agricultural firms.

Inflow of investments in Misamis Occidental also doubled from the P150.41 million posted in the first quarter of 2014 to P300.17 million in the same quarter of 2015. Such increase was noted under the servicing, infra and services, and trading Investments/PAGE 14

While the release order is temporary, the dismissal of the criminal cases filed against the suspects would become effective after the prescribed period.

MinDA to launch Cacao Double-Up Program in Butuan BUTUAN CITY - With the aim to help improve the income of the local farmers, the Mindanao Development Authority (MinDA) will be launching the Cacao DoubleUp Program on July 8, 2015 here.

MinDA has partnered with the Philippine Coconut Authority (PCA), province of Agusan del Norte, city govermment of Butuan and other government agencies for the implementation of the program, it was learned.

The mentioned program is an inclusive agri-business support curriculum that targets income improvement of farmers and community enterprises by scaling-up Mindanao’s cacao production capacity to at least 50,000 metric tons (MT) of fermented cacao beans by 2020.

The project was also conceptualized to help the region attain its 100,000 metric tons (MT) of cacao production by 2020, which

will be used to at least supply the 10 percent global deficiency of 1 million MT. By 2020, the country’s chocolate industry’s projected demand is expected to reach an estimated 100,000 MT of dried cocoa beans which would translate to 50- 70 million trees and 120- 150 thousand hectares of land.

AIRASIA Bhd. boss Tony Fernandes has told staff and analysts he will spend more time working on the budget airline and put his other business and sporting interests to one side, after a report questioning the company’s accounts sent its share price tumbling.

The chief executive has said his other work will take a back seat as he focuses on repairing the financial damage done to Asia’s largest low cost airline, according to analysts and two AirAsia executives who spoke to Reuters on condition of anonymity.

Analysts covering the airline say Mr. Fernandes told them that he, and his long-term business partner Kamarudin Meranun, would become more hands on. “ Tony t o l d u s i n a conference call last week that he and Kamarudin will take a back seat to everything else and focus on AirAsia,” said Mohsin Aziz, a Maybank Investment Bank analyst in Kuala Lumpur.

“He’s back, and he’s getting more involved in many of the decisions,” added one executive.

Mr. Fernandes, one of Asia’s best known corporate leaders, has built a sprawling business empire over the past decade that includes English football club Queens Park Rangers, a hotel chain and an insurance business.

That has led to concerns among some AirAsia staff that he was spending too much time away from the airline just as it was expanding in Japan and India and facing an increasingly competitive landscape in Southeast Asia.

AirAsia is the worstperforming airline globally out of mid- and large-cap stocks so far this year, its share price falling losing more than 40% to give the carrier a market value of 4.5 billion Malaysian ringgit ($1.20 billion).

Some executives said he delegated most of the running of the company to the heads of the group’s individual airlines and that he was in the office less-and-less.

UREGOLD PRICE Club, Inc. is nearing a deal to buy a grocery chain -- its second acquisition for the year -as the Lucio L. Co-owned retailer eyes to sustain the opening of 25 Puregold stores within the next five years.

On the sidelines of the company’s stockholders meeting in Alabang on Fr i d ay, C o s c o C apit a l, Inc. President Leonardo B. Dayao said the country’s s e c ond l arge st g ro c e r y operator is shelling out P800 million to P1.4 billion to buy a firm operating nine supermarkets, depending on the final valuation.

“We expect to close one more within the year. It’s close to finalization,” said Mr. Dayao, formerly the president of Puregold.

The target company will increase sales by 4%, he said, but declined to name the firm or where its stores are located.

“It will give us presence in areas where we are not yet heavily represented,” Mr. Dayao said.

The deal would mark Puregold’s second acquisition this year after it purchased

nine supermarkets owned

by NE, Inc. in February.

From 2015 to 2019, Puregold is rolling out 125 new stores -- equivalent to 25 stores every year -- to bring its total branch network to 358 stores, excluding acquisitions, Mr. Dayao said. The company was operating 233 Puregold stores at end-December last year.

Puregold has been targeting to open 25 new stores every year since 2012.

At e n d - M a r c h , t h e company had 254 stores comprising of 237 Puregold stores, nine S&R Membership Shopping stores and eight

S&R New York Style Pizza stores.

Likewise, Puregold is expanding S&R Membership Shopping with the opening of a store in Nuvali, Laguna this year and three more stores next year, Mr. Dayao said.

For the rest of the year, the retailer is accelerating the launch of Lawson convenience stores, in partnership with Japan’s Lawson Asia Pacific, Inc., to hit its 50-store target.

It has only opened four stores since introducing its first store in March.

Asked if Puregold could reach its target of opening 50 Lawson stores this year,

Mr. Dayao said: “Best effort,” adding that 20 sites have already been secured.

Cosco is evaluating 30 commercial buildings owned by the company, which has Puregold as its main tenant, for possible conversion into community malls, Mr. Dayao said.

The holding f irm is beefing up its community mall business with the construction of a four-story building in Binan, Laguna.

Onset of rainy season poses new challenges for hog raisers

he onset of the rainy season brings new challenges to Philippine hog raisers, who must have a ready program not only to prevent and treat diseases associated with a wet environment but also ensure that the animals’ nutritional needs are met, according to experts from the Univet Nutrition and Animal Healthcare Company or UNAHCO. Experts already cited the 1997-1998 El Nino as the strongest to affect the country during the 20th century.

They said such El Nino was worse than its 1982-1983 counterpart which caused an estimated USD 13 billion in global damages.

Philippine damage from the 1982-1983 El Nino reached some USD450 million, they also said.

“Expected intensification of El Nino and the fact that this phenomenon is already prevailing and affecting us compounds the problem so we must prepare accordingly,” said Lucero.

In a statement released Tuesday, PAGASA reiterated its call for government agencies to take precautionary measures against El Nino’s negative impacts.

The best time to save water is while the rainy season is in progress, PAGASA also said in its statement.

Despite the El Nino prevailing at present, PAGASA still forecast an average 11 to 16 tropical cyclones (TCs) within the Philippine Area of Responsibility during the June-December 2015 period.

Of such number, Lucero said PAGASA expects one TC this month, three to five TCs in July, two to four TCs in each of August and September, two to three TCs in October, one to two TCs in November and zero to one TC in December.

The prosecution office here has given complainants and lawyers of the criminal cases here three months or until May to reconstitute the criminal cases, otherwise the suspects would be set free.

Teachers as the second parent of the students play a vital role in molding their character and well being. Teachers’ role does not limit on imparting knowledge, but building good foundations of students holistic development. Teaching and e ducat ing are not synonymous. The Oxford dictionary defines teaching as explaining something or giving information while educating deals mainly on giving intellectual, moral, and social instruction. Part of the roles and functions of being a teacher is to plan out lessons, mastery of the subject matter, gave quizzes, and explaining the lessons well. I learned t hat as a te acher, you are not there just only to teach, you are there to facilitate the learning process. Teaching means a teacher is doing the act of teaching; learning means students are doing the act of learning. To facilitate the learning process t h e t e a c h e r s mu s t b e resourceful and innovative in giving quality education to the learners. Teacher’s function is to concentrate on cre at ing a f r iend ly classroom climate to facilitate self-initiated

learning and giving what is best for our students.

I l e ar ne d t h at a s a teacher we must value the essence of educating the learners. Students learning success are not limited to passing grade, but its learning the totality of the whole being. Educator as we are sees learning for students as lifelong and holistic. A teacher’s duty is to produce students with a high sensitivity value of identity, find meaning and purpose of their existence. I also realized that our job is to impart life knowledge: the lessons we teach to the students are being integrated with values integration and the lifelong learning skills that will support the child with a solid foundation through adulthood.

We can make it if we believed we can do it.

Life is a matter of choice; we can make changes if we aspire for it. If given the chance to make changes in the lives of the students, I will not just be in the classroom to teach the students, but educate them to become a better person who can be a catalyst for change in our society. The Mindanao Development Corridors program is part of the Mindanao Peace and Development Framework Plan 2020 and forms part of the Midterm Updated Philippine Development Plan 2011-2016 as an Accelerated Infrastructure Development initiative.

The Corridors program identifies three clusters within Mindanao: the northern corridor as the gateway to the domestic market with its heavy industry, including the Philippine Veterans Investment Development Corp. Industrial Authority; the western corridor as trade link to the Brunei-IndonesiaMalaysia-Philippines-East ASEAN (Association of Southeast Asian Nations) Growth Area and main source for fisheries products, rubber, mango and coconut; and the south-central corridor as food basket, agricultural and transportation hub, and center of biodiversity and eco-tourism.

Ms. Lopoz said a new cluster covering the proposed Bangsamoro territory could be defined later on.

“Their slashing the budget in solid waste management in the city is a manifestation of the opposition’s disinterest in solving our garbage problem,” he said during the Ecological Solid Waste Management workshop for Barangay Carmen. Carmen is the biggest and most populous of the 80 barangays of Cagayan de Oro. It hosts several hospitals, schools and business establishment. The barangay also hosts the Carmen Public Market, one of the main sources of garbage that are dumped in the city’s landfill that is also located in the barangay.

The members of the political opposition who composed the majority in the City Council are doing all they can so that Mayor Oscar Moreno will fail in implementing its plans, programs and projects to sabotage his chances at winning a second term next year.

“They are afraid that if the city has all the budget it needs to implement its programs and projects, Mayor Moreno might

become famous. They don’t want that to happen because they are still hoping the former mayor will come back and rule the city again, so they are doing everything they can to derail this administration,” he said in the vernacular.

RA 9003 was approved on January 26, 2001 and implemented beginning February 16, 2001, but “we cannot see the effect of the law here in Cagayan de Oro,” he observed. This is because like any other laws local or national, RA 9003 is not implemented in the city because of several factors, such as (1) the leaders do not understand the law; (2) leaders are not interested in implementing the law; and (3) lack of political will.

All three factors are the hallmarks of the previous administration, under Vicente Emano who despite ruling the city as mayor from 19982007 and 2010-2013 and as vice mayor from 2007-2010, has not created nor convened the City Solid Waste Management Board, a clear violation of RA 9003.

“It was only created when Moreno became mayor in 2013,” Naguio said.

Section 12 of RA 9003 mandates the formation of the City Solid Waste Management Board which is empowered to “prepare, submit and implement a plan for the safe and sanitary management of solid waste generated in areas under its geographic and political coverage.”

Also during the Emano administration, the city’s landfill located in Sitio Upper Dagong in Barangay Carmen has been ordered closed by the Environmental Management Board (EMB) of the Department of Environment and Natural Resources (DENR) for not complying with RA 9003.

The city’s 17-hectare controlled dumpsite/landfill in Upper Dagong continues to operate beyond its designed capacity of 1.10 million cubic meters of garbage despite an issuance by EMB on June 2, 2010 of an Authority to Close (ATC).

CLENRO estimates the volume of garbage dumped there are now more than 4 million cubic meters.

The continued usage of the Upper Dagong controlled dumpsite/ landfill is a clear violation of RA 9003. Section 37 of the law states that “no open dumps shall be established and operated, nor any practice or disposal of solid waste by any person, including LGUs, which constitutes the use of open dumps for solid waste, be allowed after the effectivity of this Act: Provided, That within three (3) years after the effectivity of this Act, every LGU shall convert its open dumps into controlled dumps, in accordance with the guidelines set in Section 41 of this Act: Provided, further, That no controlled dumps shall be allowed five (5) years following effectivity of this Act. RA 9003 is now 14 years old since it was enacted in 2001.

CLENRO chief Edwin Dael said in a forum earlier this year that the landfill was supposed to be closed in 2006 yet. But the previous administrations failed in securing the necessary documents, one of which is the Environmental Compliance Certificate, for the establishment of a sanitary landfill in Barangay Pagatpat.

The 37-hectare land in Sitio Pamalihi in Pagatpat was bought during the Emano administration.

Detailed engineering design, land assessment, feasibility studies, and various tests, etc. for the Pagatpat sanitary landfill were supposed to commenced this year but City Hall could not proceed with them because the City Council has not approved the proposed P30 million budget for proper solid waste management.

The majority members of the City Council claimed they have not approved the proposed budget because City Hall failed to present

any program of works.

But the CLENRO claimed that they have attached all program of works to the proposed budget, which is also required by the Local Finance Council (LFC) in the submission of the Annual Investment Plan (AIP) as per guidelines of the Department of Budget and Management (DBM).

“Without the program of works, we cannot project how much we needed,” Naguio said.

Part of the proposed budget was earmarked to cover environmental and geohazard assessments and detailed engineering design for the sanitary landfill.

Despite this, City Hall is exerting efforts to “clean” up the city.

Naguio expressed hopes that the political opposition will realize that “[improper] solid waste management is a global problem second only to climate change.”
