ARMM in BuB program THE Department of Budget and Management will now include the Autonomous Region in Muslim Mindanao under the coverage of the Bottom-Up Budgeting (BuB) program. Joint Memorandum Circular No. 7-A, dated June 10, amends the policy guidelines for the BuB’s implementation to include the office of the ARMM regional governor and the ARMM regional departments as implementing agencies. The circular provides a P20million budget cap each for the two cities of Marawi and Lamitan, and the region’s 116 municipalities.
Mindanao railway ZAMBOANGA City -- The local business sector in this region sees the transformation of the island of Mindanao once the long overdue Mindanao Railway System project is realized. Pedro Rufo N. Soliven, governor for Western Mindanao of the Philippine Chamber of Commerce and Industry Foundation, Inc., said the realization of the Mindanao Railway System project will provide more access to local products among people in different parts of Mindanao. “The project will definitely boost economic activities thru interconnectivity and accessibility of products and people of Mindanao,” Mr. Soliven said in an interview.
La Niña BUTUAN City -- As PAGASA announced the coming of the La Niña season, the Department of Social Welfare and Development (DSWD)-Caraga already prepared a disaster plan, which includes stockpiling of food and non-food items, prepositioning of goods, capability building of human resources, and inter-agency coordination and networking. To date, a total of 12,380 food packs are readily available at DSWD Warehouse located at Brgy. Tiniwisan, this city. These are ready for augmentation to the local government units. The field office also ensured that there is an on-going procurement of 17, 620 family food packs.

LUMADS from all over Northern Mindanao gathered for their yearly summit in Cagayan de Oro City last Saturday. The 2016 Mindanao Grand Tribal Summit was organized by the Mindanao Tribal Judiciary Council and a prelude to the bigger TriPeoples Summit to be held in Davao City next month. With the theme Magkauban Para sa Pagbarog sa Kaugalingon nga Gobyerno o Estadong Lumad, the Cagayan de Oro City garnered around 200 tribal leaders from all over the region. These leaders who belonged to 28 ethnic groups were mostly Higaonons, Manob os, Mamanwas, Subanens and Manobos. There were also Lumad visitors coming from Caraga, notably from Agusan del Norte and Agusan del Sur. According to Supreme Datu Dencio Lipiahan Sr., Supreme Tribal Justice, the summit is held every June and meant to collate the concerns of the Lumads in a year. summit/PAGE 18

EMBATTLED Cagayan De Oro City Mayor Oscar Moreno would remain in office despite the Ombudsman’s dismissal order, a lawyer said Tuesday. The Ombudsman denied Moreno’s motion for reconsideration and sustained
the dismissal of Moreno and the city’s acting City Treasurer from service and perpetual disqualification to hold public office penned on Aug. 14, 2015. Lawyer Dale Mordeno, one of Moreno’s lawyers,
said that the order of the Ombudsman was not yet final and that the mayor is given 15 days to appeal the decision upon receipt of the ruling. He said that Moreno had yet to receive the Order until Tuesday. stay/PAGE 19
