Referendum set to split Maguindanao province

Fishery slump BUTUAN City– The Philippine Statistics Authority in the Caraga Region (PSA-13) reported a 7.6 percent drop in fisheries production in the area last year. The report was based on the Fisheries Production Survey (FPS) by the PSA-13 for 2021. It said the region’s fisheries production last year was recorded at 61,561 metric tons, which is lower by 5,040 metric tons compared to the 2020 production of 66,601 metric tons.

COTABATO CITY – The Maguindanao provincial government has set aside PHP100 million to fund the September 17 plebiscite to split the province into two.

The C ommission on Elections (Comelec) has earlier set the referendum following the ratification of Republic Act (R.A) 11550, which mandates the creation of two provinces up on approval by the majority of the votes cast by the voters in 36 municipalities of Maguindanao.

“The people will decide t h rou g h t h e pl e bi s c ite

whether to ratify or not the law creating Maguindanao del Sur and Maguindanao del Norte,” said lawyer Cyrus Torreña, the provincial administrator. President Rodrigo Duterte signed the law on May 27, 2021, but the Comelec decided to delay the referendum last year to give more time to prepare for the May 2022 national and local elections.

DA declares South Cotabato a red zone for African Swine Fever

KORONADAL City – South Cotabato’s hog industry is facing serious threats after t he prov ince has b e en placed by the Department of Agriculture (DA) under the red zone or infected area for African Swine Fever (ASF).

South Cotabato Gov. R e y n a l d o Ta m a y o, Jr. announced Monday that DA

Region 12 and the Bureau of Quarantine already upgraded the province’s zoning status to red following the emergence of confirmed ASF cases in the last three months in at least two municipalities.

More than 400 backyard hogs have been culled since March in parts of Banga and Surallah towns due to the

ASF contamination.

“The hog industry is one of our economic drivers and I’m worried because this problem, if not corrected, would greatly affect our economy in the coming months,” the governor said at the provincial capitol’s weekly convocation program.

THE Department of Agriculture in Northern Mindanao (DA-10) recognized Thursday farmer-organizations in the region that showed best practices in communal gardening.

During a virtual ceremony, DA-10 Executive Director Carlene C. Collado led the awarding to the Pan-ay IPM Kasakalikasan Farmers Association, Inc. from Clarin, Misamis Occidental.

The organization bested five other finalists based on the DA-10 assessment in March this year.

Other finalists included the Tangaro Young Farmers of Catarman, Camiguin; Barangay Calaocalao in Don Carlos, Bukidnon; Sinai Rural Improvement Club Multi-Purpose Cooperative of Laguindingan, Misamis Oriental; and Barangay Libertad in Kauswagan, Lanao del Norte.

“The aim of this (communal gardening) is to support DA's Plant, Plant, Plant program, which was a priority program implemented during the hardest time of the pandemic,” DA-10 Technical Director for Operations Carlota Madriaga said.

Part of the criteria in the search include how most crops are grown organically and supported by diversified farming systems.

Collado also said the gardens the finalists have established should not stop after the competition because the DA is set to provide free-range chicken for them to upgrade their facility.

Launched in November 2021, the search for the best communal garden aims to ensure food security and sufficiency at the community levels. (PNA)

PH exports in April sustained growth at 6% PHILIPPINE merchandise exports grew by 6 percent in April, with a value reaching $6.1 billion, based on preliminary data from the Philippine Statistics Authority (PSA).

Of the $348 million additional exports in April 2022, coconut products contributed $164 million or 47 percent of the incremental export sales for the month. This was primarily driven by exports of coconut oil which grew 2.5 times its

export level compared to last year.

Since February 2021, exports of coconut oil have been increasing at double-digit growth rates. For the first four months of the year, export sales increased by $2.1 billion as compared to the same period last year. A quarter of these incremental exports comprises sales of coconut products.

In total, exports increased by 8.9 percent to $25.6 billion from $23.5 billion in 2021.

preliminary data, April 2022 was estimated to be 14.5 percent higher than the pre-pandemic average from 2017 to 2019. On 2 June 2022, President Rodrigo Duterte signed the Coconut Farmers and Industry Development Plan (CFIDP) through the issuance of Executive Order No. 172.

This means that we are now in the world where technology is at its peak. It is now eventually part of our daily lives.

Since it is now a part of our life why not bring it to education? It would make learning much more easily, effective, durable and especially accessible. Accessible in a sense that technology is everywhere. For instance, internet! Internet is all around us. Wherever you are, internet is there.

Who said life isn't fair Think a Minute . . . ”Who said life’s fair!” I heard my grandmother say that a thousand times if I heard it once. There was a reason she said it often. When my grandmother was a little girl, one day her father just left her and her mother . . . and he never came back!

My grandmother fought that feeling of rejection and unfairness all her life. From an early age as a child she learned that life is not fair.

My guess is so did you.

Hop ef u l ly you did not experience such a painful injustice as that. But as a child your father punished you for something you didn’t do. Even worse, maybe your parents gave more attention and favor to your siblings than you. A neighbor blamed you for something that was someone else’s fault. You had a teacher in school who treated you unfairly. Now that you’re an adult, your boss is unfair. Laws seem to discriminate. Even your wife or husband may treat you unfairly, or accuse you unjustly. Who said life’s fair?

KLAUS DORING A LIFE WITHOUT CELL PHONE? I remember the time, when one of my first Japanese friends kept on complaining, why I didn't operate a cellphone. Believe m e , d u r i n g t h at t i m e , sometime in 2000 or 2001, I was even typing my articles on an old typewriter from Germany.

My Japanese friend then bought me a computer - and a cellphone! Some other friends congratulated me: "Welcome back to the world!"

Sometimes, I observed (business-)people operating with two or even more cellphones at the same time.

I asked them: "How did you survive doing business before without these units?" Believe me or not. The answers have been mostly: I really don't know!

Doing business nowadays without a cellphone?

Even a very private life? I can't imagine it anymore.

Philippines' cellphone companies really provide us with the widest distribution and the broadest coverage to very affordable charges or even for free. I really enjoy, for example, the unlimited call experience - just to mention one.

Two handsets or even three. Ok lang, as long as it keeps my business running.

Journalist Chris StokelWalker explained it very well: for the average working person, there’s no greater feeling than powering down your computer and kissing goodbye to your avalanche of work emails for the day.

If we’re lucky enough to disconnect from the job on evenings and weekends, we’re overjoyed to leave work emails and the stress that comes with it in the office.

But experts say we’re increasingly failing to do so, instead bringing the burden home with us and fielding emails during our free time. Unsurprisingly, this routine has some serious consequences.

Now, it is a reflex, like

checking my Facebook or Twitter timeline. Yes, it's indeed so - but never 24/7.

Working abnormal or long hours has long been linked with depression, anxiety and even coronary heart disease.

Crucially, the importance of weekend recovery has also been correlated with weekly job performance and personal initiative.

So, if we know all this, it begs the question: why are we still letting work invade our precious weekends?

The right to disconnect is a proposed human right regarding the ability of people to disconnect from work and primarily not to engage in work-related electronic communications such as e-mails or messages during non-work hours. The modern working environment has been drastically changed by new communication and information technologies.

Take a bow, Mayor Jimmy Fresnedi When Muntinlupa City Mayor Jimmy Fresnedi steps down on June 30, he will have served a total of 18 years , from 1998 to 2007 and from 2013 to 2022. Fresnedi, 72, is leaving behind an enviable legacy of good governance, sound fiscal management, and a long list of infrastructure projects which address the health, education, housing, public safety, welfare and recreational needs of Muntinlupeños. Fresnedi is switching jobs with his successor, Congressman Ruffy Biazon.

Because of improved collection efficiency, the Muntinlupa City Treasurer reported a collection of P6.4 billion in 2021, up from P2.6 billion in 2012.

This has allowed Fresnedi to embark on a massive land banking program, involving the purchase of a total of 12.81 hectares of land for the construction of priority infrastructure.

The improved f is cal position of the city also enabled Fresnedi to prepay a P1 billion bank debt, settle P330 million in unpaid obligations to the national government and wipe out a P228 million cash deficit.

Approximately P189 million was set aside annually to fund a massive scholarship program, which has benefitted 180,000 students to date, and an interestfree loan program, coupled with capacity building. which benefitted 10,000 micro, small and medium enterprises. Still, Fresnedi had been able to lend a helping hand to other LGUs beset by natural and man-made calamities.

Muntinlupa implemented what is arguably one of the best LGU responses to COVID 19, fully vaccinating 1 1 2 p e r c e nt o f t a r g e t population. Of this number, 31 percent have received at least one booster shot. Of the target 56,499 pediatric vaccinees, 71 percent have been fully vaccinated. To date, Muntinlupa City has had 40,010 confirmed COVID cases. 39,385 have recovered while 614 died of Covid. As of mid-May, active cases have gone down to 11, although the numbers have gone up to 28 as of last week.

AFTER two years of not going to school attending regular and normal classes and burning all sleepless nights of answering the modules and doing the performance task set by the teachers, the time has come to its end. The graduating batch this year of Grade 6 are so excited to come to school to attend the graduation practice for which graduation will take place next week. The hardships that the parents underwent for the past two years, attending and guiding their children in answering the modules, will be paid off. This is because even when their children did not attend to normal classes in school, they do excel in their lessons and classes.

Indahag Elementar y School is one of the schools which will hold face to face graduation ceremony as per approved by the IATF. This what makes the faculty and staff happier because graduation day this year is

also the 100th year founding anniversary of our dear alma mater, the Indahag Elementary School, which has produced thousands of graduates for the past long years and created hundreds of professionals and public servants who are now serving the community for quite a long time and as well across the globe.

INCOMING Education Secretary Sara Duterte is planning to resume full face to face classes in public schools during the opening of the new school year in August.

Duterte told reporters in a press conference held shortly after the flag raising ceremony on Monday where she is the outgoing mayor that she was eyeing to reopen all public school campuses in the country to students this coming school year.

Following the onslaught of the Covid-19 pandemic in the country in early 2020, the national government halted face to face classes and resorted to online and modular classes to prevent the spread of the highly infectious virus.

Limited face to face classes were allowed in the latter part of 2021 as the country started the inoculation program against the disease.

Duterte said she will meet outgoing Education Secretary Leonor Briones in Manila on June 25 to discuss the matter and the transition phase.

The outgoing mayor of Davao City vowed to consult various stakeholders as she takes the helm of DepEd, saying inputs directly from them will help her come up with a sound decision.

He said some backyard farmers and growers did not heed the mandatory culling, and eventually slaughtered and sold possibly contaminated meat to others areas, causing the disease to further spread.

The first ASF contamination was reported in late March in Purok Riverside, Barangay Yangco in Banga town, affecting seven other barangays and resulting to the culling of over 200 hogs.

But the PVET said in a report on April 28 that the outbreak has already been contained and that it started to implement a 90day clearing program in the affected areas.

On June 10, the municipal government of Surallah, which is adjacent to Banga town, also reported fresh outbreaks of suspected ASF in Sitios Aliwanay and Cabuling in Barangay Naci, with 187 hogs so far culled.

To contain the spread of the disease, Surallah Mayor Antonio Bendita issued Executive Order No. 17, which regulated the slaughter and banned the movement of hogs within the municipality until June 30.

With the province now under the red status for ASF, Tamayo said he ordered the PVET and the concerned municipalities to intensify their border security and strictly implement the ban on the movement of hogs and meat products.

He said he has directed the release of additional funds from the Provincial Disaster Risk Reduction and Management Office to ensure that all hogs affected by the mandatory culling would be

properly compensated.

Affected farmers and growers will receive compensation ranging from P2,000 to P5,000 for each culled animal.

The governor said that aside from the local governments and DA, a group of commercial hog growers also provided relief financial incentives to the affected hog raisers.

Tamayo urged backyard growers and commercial farm owners to immediately report any case of contamination in their areas or facilities to prevent the further spread of ASF. Residents should also be cautious when buying meat products and avoid those from the infected areas, he said.

A major outbreak could potentially wipe out commercial farms with 1,000 to 4,000 heads in inventory, with at least 300 workers from each farm possibly losing their jobs, he said.

South Cotabato, including General Santos City, is considered as among the top producers of live hogs and pork in the country, and previously shipped out at least 15,000 heads every two weeks to Metro Manila and Luzon.

The S outh C otabato Swine Producers Association, the biggest association of commercial swine farms in the area with at least 20 members, has a combined sow population of 55,000 and produces at least 45,000 heads of hogs a month.

“Rest assured that we are implementing the necessary measures to contain this and bring back our situation to normal status,” Tamayo added.

DENR’s “Heritage Cannon Project” at Dolomite Beach draws flak

ORLD War II history and heritage advocates are up in arms over the Department of Environment and Natural Resources’ illegal transfer of two gun barrels from Battery Hearn and Battery Crockett in Corregidor to Dolomite Beach.

DENR Acting Secretary Jim O. Sampulna said the Manila Bay Dolomite Beach will be reopened to the public on June 12 as part of the country’s celebration of Independence Day. Leones said the reopening of the beach will be highlighted by the unveiling of the World War II Heritage Cannon in the Remedios area “to encourage patriotism

among the public and to signify that the battle to cleanup Manila Bay is not yet over.”

DENR officials have erroneously attributed the Heritage Cannon as one of the original World War II cannons from Fort Drum Island situated at the mouth of Manila Bay. “They took two spare 12-inch M1895 barrels from Battery Hearn and

Battery Crockett from Corregidor Island and placed them there,” said Tony Feredo, a member of the prestigious Coast Defense Study Group.

The CDSG is a non-profit corporation formed to promote the study of coast defenses and fortifications, primarily those of the United States of America; their history, architecture, technology, and strategic

and tactical employment.

“The cannon has been there as part of the gun emplacement but just because it was not in its original position it was thought to be OK to be taken out. That is terribly wrong. There is no historical importance for the beach. The cannon was not used in that place and there is no reason to make it as a props for visitors.

It must be returned to Corregidor,” said another former government official involved in heritage conservation.

“I really don’t understand why the NHCP (National Historical Commission of the Philippines) allows this,” said Stella Cordoba, citing Executive Order No. 58, s. 1954 signed August 16, 1954 by the President of the Philippines specifically states “Declaring Corregidor and Bataan National

Shrines, opening them to the public and making them accessible as tourist attractions and scenes of popular pilgrimages, and creating a commission for their development and maintenance. That’s why I don’t understand who gave the permission. It must have the permission of the Corregidor Foundation Inc. (CFI) and CFI should ask the permission from NHCP.”

“This EO declared the whole island of Corregidor a historical monument, hence no desecration, no removing anything,” said Donn Fernandez.

“Even the Japanese had the good taste to respect the historical value of the place and even added to it.”
