Briefly BUB projects BUTUAN City -- The Department of the Interior and Local Government – Caraga Region (DILG 13) has released a total of P42,419,865 for the 19 Disaster Risk ReductionRelated projects, 12 Potable Water System projects and one other infrastructure project across 25 municipalities in Caraga Region lodged under the agency for the Bottom-Up Budgeting program.

One of the mechanisms to pursue the Millennium Development Goals of reducing poverty from 26.5 percent in 2009 to 16.6 percent by 2015 is the Bottom-up Budgeting (BUB) program. Starting 2012, BUB has been a strategy of converging programs of the national government agencies, including the DILG, aimed at addressing the needs of the communities and the delivery of services by the local government units.

Hataman urges Muslims to devote Ramadan to attainment of peace MARAWI City -- Regional Governor Mujiv Hataman of the Autonomous Region in Muslim Mindanao (ARMM) urged his constituents to utilize the observance of the Islamic Holy Month of Ramadan to achieve peace in Mindanao.

In a statement, he reiterated that Ramadan is the “time when we strengthen our commitment to lasting peace and development in Mindanao through fasting and prayers.”

“Let us take this opportunity to spread the message of love, compassion, and peace among us and to our non-Muslim brothers and sisters in Mindanao, the Philippines, and across the

world,” he said.

Hataman also extended his warmest greetings of peace and prosperity to all Muslims as they observe the Holy Month of Ramadan.

“This is the time where we renew our devotion and reflect on our faith as Muslims who are guided by the teachings of the Holy Qur’an and the Almighty and merciful Allah,” Hataman added.

Ramadan is the ninth month in the Islamic calendar, or the Hijri calendar, based on the lunar cycle, which began in AD 622 when the Prophet Muhammad migrated from Mecca to Medina.

PAL to lease two additional aircraft for long-haul routes

P

HILIPPINE Airlines (PAL) is expanding its long-haul fleet.

In a statement, the flag carrier said it is acquiring two B777-300ERs through a leasing agreement with Intrepid Aviation.

The additional aircraft would be on top of the six 777-300ERs that PAL operates, and so will bring its fleet to 78. “ We c e l e b r a t e o u r growing partnership with both Boeing and Intrepid Aviation,” PAL president

Jaime J. Bautista said in a statement.

“These additional 777300ERs will help us continue to expand our long -haul markets efficiently and economically, while enabling us to provide passengers our trademark Filipino service in the modern, state-of-the-art 777,” he added.

The 777-300ER is the most fuel and cost-efficient airplane in its class today with 99.5 percent reliability, and is considered one of the most reliable twin-aisle

aircraft in the world.

Intrepid Aviation and aircraft manufacturer Boeing Company welcomed the lease of both planes by PAL. “We are very pleased to expand our relationship with Philippine Airlines and to work with Boeing to provide PAL with such an outstanding airplane,” said Intrepid Aviation president Franklin Pray. “ The economics and capabilities of the 777-300ER continue to make it very attractive for our customers

Philex unit’s bid to transfer coal contract OK’d PHILEX Petroleum Corp. yesterday said it has secured government approval to transfer its coal operating contract in Zamboanga Sibugay to a Mindanaobased company.

The company said it received on Tuesday a letter of approval from the Energ y department regarding the assignment of Brixton Energy and Mining Corp.’s (BEMC) coal operating contract (CoC) 130 to Grace Coal Mining and Development, Inc. (GCMDI).

BEMC is the coal mining arm of Philex Petroleum, which is mainly engaged in petroleum exploration business.

Carlo S. Pablo, Philex Petroleum president, said: “We will be focusing on petroleum in the meantime.”

He added that there are also no immediate plans to dissolve BEMC. The Energy department’s letter attached to the disclosure showed that BEMC sought approval in January 2014.

ARIOUS government organizations must have gone far to exhausts unused budget for training in the last quarter of the year apprehensive that unutilized training funds from their budget will be returned to the national treasury if not used before the year is over. This bureaucratic scenario has been going for many years leading the public to suspect that some government training syllabus are rushed and could have been duplicated with past activities. Why is this happ ening? Are there government bureaus that do not implement the Management by Objectives (MBO) process in running their agencies? As a tax payer, I should like to ask?

y earliest role models were my parents Dr. Alfredo M. Bunye and Sofia V. Rivera (movie screen name: Gloria Imperial). Yesterday being Father’s Day, allow me to devote this piece to commemorate my father and all the fathers in the world.

My father was a longtime Superintendent, later Director, of the Bureau of Prisons (now Bureau of Corrections). He headed a bureaucracy consisting of hundreds of employees, mostly prison guards.

The prison guards were in charge of the custody of national prisoners who were confined in the State Prison in Muntinlupa and the several penal colonies in various parts of the country.

As a young child, I recalled how every day my father would bid us goodbye – very smart in his white sharkskin suit - before walking to his office just 500 meters away from the Superintendent’s Quarters. From our second floor bedroom window, I had a good view of his office – an imposing concrete white structure, built like a fortress, with high and thick walls.

On Saturday mornings, I witnessed how prison guards briskly marched in front of him to the tune played by the prison brass band. My father must be an important man, I proudly told myself.

He certainly commanded obedience from people.

Years later, we said goodbye to the Superintendent’s Quarters and moved to the

Prison Director’s official residence. There, we had several prisoner helpers (called ‘Serving’} who included a cook, a driver, a couple of gardeners, and a “trustee” guard.

“Serving” was actually the mangled version of “Deserving”.

The “Serving” or “Deserving” were prisoners, who because of good conduct while in prison, were allowed time out from their prison cells. Between 8 to 5 pm, they did various chores in the private quarters of prison employees and then walked back (unguarded!) to the prison compound.

I learned much later that some of them had been convicted of heinous offenses.

But my father treated them with respect and with dignity.

I never saw my father maltreat or verbally abuse our prisoner helpers.

“Prisoners are people,” I would often hear him say. “Yes, they committed crimes against society. But they deserve a second chance to live again as useful and productive citizens.”

Years before, my father, a former school teacher, advocated the adoption of adult education classes for unschooled prisoners as well as formal classes for those who had dropped out of school.

There were many more examples and lessons which I imbibed from him. They all served me well later in life.

In the course of his long prison service, he had the rare opportunity to act as the jailer of hundreds of Japanese prisoners who had been convicted of war crimes

by a military commission immediately after the war.

During that time, antiJapanese sentiment was at its peak. Japanese soldiers, led by a fanatic Admiral, wantonly burned, looted, raped and killed close to a hundred thousand civilians during the infamous Manila Massacre in February 1945.

My own p ater na l grandfather, Ignacio O. Bunye, was picked up by the Japanese from his house in Alabang Stock Farm on February 3, 1945 , never again to be seen alive. Around the same time, in the New Bilibid Prison, 31 Filipino political prisoners were taken out of their cells by the Japanese and executed one by one on February 3 and 4.

Every Filipino who had suffered, in one way or another, from Japanese brutality, would have rightly expected my father to use his position to get even with the Japanese.

But to the consternation of many Filipinos and more to the surprise of the Japanese prisoners, he did the opposite.

He did not retaliate. Instead, he ordered his guards to protect the Japanese from harm and to treat them humanely.

Dr. Hitoshi Nagai of Hiroshima Peace Institute wrote in a 2011 research paper entitled “Peace Born Out of Tolerance – A Legacy of Alfredo Bunye”: “…there were rarely any incidences of torture, abuse or slave labor at the NBP”. Nagai also wrote of several incidents which reflected my father’s

Ignacio Bunye humanitarian treatment of the Japanese prisoners. In one, Nagai narrated: “In the cells on death row, where two or three prisoners were held in each cell, it was allowed to bring in an electronic stove, and the prisoners made coffee and cooked some dishes.

One day, a prisoner who had been sentenced to death and was very shortsighted had his spectacles broken. As his only enjoyment in the prison was reading, he was so depressed, being now unable to read.

A few days later, however, new spectacles were delivered to him--they were given by Superintendent Bunye.”

Years later, my father explained to me why: “We must stop the cycle of violence and hate.” Interviewed in Japan in 1952, he explained his action: “My father was victimized by the Japanese... However, I believe it was a step in the process that the world resumes peace.”

That was Dr. Alfredo M. Bunye, my father, my hero.

Vista Land prices seven-year debt papers VISTA Land’s subsidiary VLL International, Inc. has successfully priced a US$300 million offering of senior unsecured notes due 2022 with a nominal rate of 7.375 percent, the first seven-year notes issued by the company under its US$1billion medium term note program.

The notes were issued last

week as part of the company’s liability management exercise designed primarily to extend its US dollar notes due 2018 and 2019.

E arly last week, the company offered to buy back its US$100 million notes due 2018 and US$350 million notes due 2019.

At the end of the tender offer period, an aggregate

of about US$206.7 million notes were tendered by note holders and accepted by the company.

Proceeds from the offering will primarily be used for refinancing, general working capital and other general corporate purposes.

The company’s growing liability management expertise is also likely

to be making investors more comfortable with its underlying creditworthiness.

The new notes were also widely distributed with banks accounting for around 52 percent, fund managers for 40 percent and private banks for eight percent.

School is the place where students of all personalities c onve rge. Mi g ht it b e sounds cliche, but it is true that conflicts will possible arise because different personalities will clash.

This difference of behaviour and learning intelligence is not just a problem among students.

The ones who will be most affected is the teacher, because it is her job to put up with these varying kinds of students. But of

course, it is up to her on how she will manage her students, in general.

T h e re a re t e a c h e r s who choose to be tight with her students. These teachers are famous to their students as “terror.”

It is because being tight or strict is already in her personality, or she choose to in order to discipline her students easily.

This is considered as one strategy for classroom management. It could be

seen, for example, in a noisy classroom which will turn deafening silent when the teacher enters it. There is authority and control.

There are also teachers who choose to discipline their students in a person p e r p e r s o n m a n n e r.

Example for this are managing the silent type of students, or the introvert ones. This kind of students are also always present in a classroom setting and are mostly shy in nature. They are actually challenge to teachers because they are not showy of what kind

they are. Teachers have to understand them in a way that is comfortable for the student.

It i s t y p i c a l f o r a classroom to have a complex environment.

The ones mentioned are just few on how teachers must handle a divers e classroom and students that are partly different compared to the whole class. Teachers, however, should recognize the diversity and find best ways to make them all appreciate learning. It is, after all, the prime reason why schools exist.

ECC benefits soldiers, police performing duties outside areas of assignment OROQUIETA CITY, Misamis Occidental -- Additional protection for soldiers and police performing duties even outside their areas of assignment have been made under the Employees’ Compensation Program (ECP).

“A board resolution have been issued by the Employees’ Compensation Commission (ECC) to this effect,” Atty.

Jonathan T. Villasoto, Deputy Executive Director of ECC, during a seminar on the ECP conducted in the city, recently.

The seminar was aimed at raising the peoples’ awareness in the grassroots level and keep the public abreast of the social protection and safe work programs available to both private and public employees.

It also aimed to promote ECP’s preventive, compensation

and rehabilitation services, including the ECC-Quick Response and the ‘Katulong at Gabay sa Manggagawang may Kapansanan or KaGabay Program, the ECC Deputy Director said.

Meanwhile, Villasoto, quoting Labor and E mpl oy me nt S e c re t ar y Rosalinda Dimapilis Baldoz, said “soldiers and policemen confront and not only vigorous but also dangerous duties in peace-keeping and protecting people and property, as well, as enforcing the law.”

Mindanao sees an uptrend in renewable energy projects

D

AVA O C I T Y - Appl i c at i ons for renewable energy (RE) projects in Mindanao p osted a 25.64 p ercent increase which showed a growing interest for clean energy investments in the island-region.

The One Stop Facilitation and Monitoring C enter (OSFMC), which handles the fast tracking of pending RE projects in Mindanao received 59 new applications adding to a total of 290 applications for RE projects with a combined capacity of almost 3,000 megawatts (MW).

I n M a y t h i s y e a r, the center reported 231 applications with a combined capacity of 2,419.17 MW.

The additional RE project applications will have a combined capacity of 578.92 MW if completed and fully operational.

“The projects are spread across hydro, geothermal, solar, and biomass. The bulk of the pending RE power project applications however are hydropower with a total of 242 projects and a combined potential capacity of 2,147.71 MW,” said Romeo Montenegro, director for Investment Promotions and Public Affairs Office of the Mindanao Development Authority (MinDA).

Montenegro who also oversees the operations of the OSFMC said majority of the hydropower projects

are located in Northern Mindanao.

At the recently concluded Energy Investment Briefing held here at the Waterfront Insular Hotel, Montenegro announced that Mindanao’s power supply mix will shift in 2017 to 45 percent RE and 67 percent non-renewable energy from the current 55 percent RE and 33 percent non-RE. “The OSFMC ensures that facilitation and the fast-tracking of these energy projects are given utmost importance in order that Mindanao will continue to enjoy an affordable, reliable, and clean energy source,” he said.

An initiative of MinDA, the Department of Energy,

and USAID’s Building Low Emission Alternatives to Develop Economic Resilience and Sustainability ( B - L E A DE R S ) Proj e c t , the OSFMC is aimed to help address Mindanao’s power supply deficit by fast-tracking the approval process of RE projects.

Among the top pending hydropower projects include the 140 MW Davao Hydroelectric Power Project of the San Lorenzo Ruiz Builders and Developers Group, Inc. in Davao City; t he 110 MW Kabu lnan 2 Hyd ro el e c t r i c Powe r Project of Philnewriver Power C or p. in Isulan, Sultan Kudarat; the 50 MW Lake Dapao Hydroelectric Power Project; and the

50 MW Ma lt ling R iver Hydroelectric Power Project of the AQA Global Power Inc. in Lanao del Sur. The OSFMC recorded 28 pending projects for solar energy with a combined potential capacity of 427.25 MW. Among the top projects include the 35 MW Darong Solar Power Project of the PhilNewEnergy, Inc. in Sta. Cruz, Davao del Sur; 35 MW ICOM Solar Power Project of the Local Government Unit of the Islamic City of Marawi in Lanao del Sur; and the 20 MW Kirahon S ol ar Power Proj e c t of the Kirahan Solar Energy Corporation in Villanueva, Misamis Oriental.

Geothermal energy projects accounts for eight with a potential capacity of 278.48 MW. Many of the geothermal projects are those of the Energ y Development Corporation like the 40 MW Lakewood Geothermal Prospect in Z amb o anga del Sur, Z amb o an g a d e l Nor t e , and Zamboanga Sibugay and their 30 MW Ampiro Geothermal Power Project in Misamis Occidental, Zamboanga del Norte, and Zamboanga del Sur.

Biomass energy projects recorded by the OSFMC have a combined capacity of 144.65 MW. Some of the projects include the 23.50 MW Woody Biomass Power Plant Project of the Eastern Petroleum Corporation in Buenavista, Agusan del Norte; 15 MW Price Huskfired Biomass Power Plant Project of the Lamsan Power C or p or at i on i n Su lt a n Kudarat, Maguindanao; and the 12 MW Multi-feedstock Biomass Power Plant Project of the Misamis Oriental Bio-Energy Corporations in Villanue va, Misamis Oriental.

Montenegro also underscored the importance of having a diversified energy mix so that Mindanao will not rely solely on one source of energy, which has been proved ineffective when the island only relied on the Agus-Pulangi Hydropower Power Complexes.

Aside from the monitoring of the pending renewable energy projects, the OSFMC also facilitated a number of prospective and existing power investors since it was launched in October last year. energy/PAGE 11

During the relief distribution and turn-overs of 33 multi-purpose vehicles known as Bambi Kabs just recently, almost 80% of the areas never had a governor set foot in their communities.

It pleased them because for the longest time, it was the only instant that a governor who cares has come to visit them and tried to reach out. They felt the genuine and sincere service of Gov. Bambi Emano for the poor and less fortunate.

ational Commission for Culture and the Arts, Philippine Cultural Education Program, Xavier University, through its Xavier Center for Culture and the Arts (XCCA) and School of Education (SOE), congratulated the 29 scholars who successfully completed the Level I of the Graduate Diploma in Cultural Education.

Since the summer of 2008, the National Commission for Culture and the Arts (NCCA), through several partner higher education institutions (HEIs) nationwide, has been offering a credit-earning post-baccalaureate teacher enhancement program called Certificate Program on Cultural Education (which is now formally known as the Graduate Diploma in Cultural Education).

Strongly aligned with the program objectives of the Philippine Cultural Education Program (PCEP), the 24-unit program offers scholarship opportunities for 40 to 50 regionbased public elementary and high school teachers in the core subject areas (Science, Mathematics, Social Studies, English and Filipino) and MAPEH (Music, Arts, Physical Education and Health) to undergo a two-summer intensive training.

Designed as an in-service residential program, the GDCE covers a total of 432 hours of intensive training designed to integrate functional understanding of the local and national history, culture, heritage and the arts into the five core subject areas – Social Sciences, Languages, Science, Math and MAPEH. It requires its participants to produce researches on local history, reflection papers, and group and individual lesson exemplars.

The two-summer 24-unit post-baccalaureate program, divided into Level I and Level II, offers the foundation and major courses to enhance the participants’ understanding of the theories, processes and applications of arts, culture, heritage in the culture-based teaching of the basic education curriculum.

Aligned with the PCEP’s thrust in expanding and formalizing cultural education, GDCE has equipped the teachers to have culture-based teaching and learning experiences. Philippine Culture and Arts courses such

The program was aimed at forming teachers to become culturally aware, sensitive and become advocates “who now know better how to impart not only the knowledge but also the responsibilities of promoting, protecting and handing down our culture, values, heritage and traditions to the

younger generation.”

The students of GDCE have undergone through the modular lectures, excursions, field studies, and artistic performances exposures. At the end of the program, they came up with culture-based lessons and mechanisms, and were expected to apply these to their respective institutions.

The GDCE in Northern Mindanao was held at XU on May 4-29, 2015 at the AVR 5 of the SBM building.

Philippine Cultural Education Program Background With the promulgation on August 11, 2001 of Republic Act 9155, also known as “An Act Instituting a Framework of Governance for Basic Education, Establishing Authority and Accountability, Renaming the Department of Education, Culture and Sports (DECS) as a Department of Education (DepEd) and for other Purposes,” cultural education was effectively reaffirmed as an integral part of basic education but administrative supervision of cultural agencies formerly attached to DECS was transferred to the NCCA. PCEP envisions “A nation of culturally literate and empowered Filipinos” by ensuring that

culture is the core and foundation of education, governance, and sustainable development. It seeks to develop among Filipinos greater awareness, understanding, and appreciation of their culture and arts, towards the evolution of a consciousness that will improve the quality of their lives. It was designed to make cultural education accessible to all sectors of Philippine society, particularly the youth, teachers, artists and cultural workers, officials and employees of the government, members of the media, and civil society.

In 2001, cognizant of the need to accelerate the process of integrating culture in the basic education

curriculum and mainstreaming it in national development plans, the NCCA Board of Commissioners, in its September 2001 meeting, resolved that a Philippine Cultural Education Plan (PCEP) be formulated and operationalized.

In 2002, after a series of yearlong consultative meetings, PCEP was launched as a comprehensive flagship program that outlined goals, policies, and projects on cultural education through the formal, non-formal, and informal systems.

A comprehensive five-year plan of action (2003-2007), containing various proposed programs, projects, and policies, was launched to flesh out the necessary steps

toward the attainment of PCEP goals.

The NCCA Board constituted a task force in October 2002. From 2003 – 2007, PCEP was put into operation with the Sub-Commission on Cultural Dissemination as oversight and implementing body.

It carried out several projects including national consultative meetings, conferences, workshops, training-writeshops, arts camps and festivals on culture-based teaching and good governance.

Among the projects initiated was the KaguruangMakabayan National Consultative Workshop Series on Culture-Based Teaching of the MAKABAYAN Curriculum. To

ensure that the plan is properly reviewed, updated, consolidated, and extended, the NCCA Board of Commissioners created the PCEP Task Force in March 2007.

The enactment of the National Cultural Heritage Act of 2009 on March 26, 2010, PCEP established a major gain by its designation as the body, together with DepEd, tasked to “formulate the cultural heritage education programs both for local and overseas Filipinos to be incorporated into the formal, alternative and informal education, with emphasis on the protection, conservation and preservation of cultural heritage property (Article X, RA 10066).”

Although it is ABCI’s first vertical development project and a distant location from the urban areas of Cagayan de Oro and Iligan, Mr. Pizarro assures it is a market driven initiative.

“The project arose from the desire of many of our locators in Xavier Estates to have a second home where they could relax for the weekend, and Coral Resorts just happened to fill that need,” Mr. Pizarro said. “So the market for this project would definitely be Cagayan de Oro, and more specifically, our existing home owners in Xavier Estates.”

In addition to the shift to lower-end projects, ABCI Executive Chairman Mr. Walter Brown also revealed plans to extend the company’s masterplanning expertise overseas, upon receiving an invitation from the President of the Autonomous Region of Bougainville to develop projects in the territory.

“We are currently studying this project seriously,” said Dr. Brown, who just arrived from a trip to Bougainville this June.

On power generation, A Brown is planning to build a 15-megawatt (MW) plant in General Santos City

and another 5-MW plant in San Francisco town in Surigao del Norte province.

The company, through subsidiary PeakpowerSoccsargen Inc., is already operating a 20.9-MW bunker-fired plant in General Santos and a 5.2MW plant in Agusan del Sur through Peakpower San Francisco, Inc. Two other plants are scheduled to be operational by 2016: 10.4 MW

by PeakpowerBukidnon, Inc. and the first of two 135-MW units of Palm Concepcion Power Corporation (PCPC) in Iloilo province.

Another subsidiary, Hydro Link Projects Corp., is also developing the Carac-an Hydroelectric Project in Surigao del Sur with a 25-MW capacity.

A Brown also recently formed a new subsidiary, AB Bulk Water Company, Inc., that will engage in water distribution in Opol, Misamis Oriental through a partnership with the local government.

ABCI is a diversified holding company engaged in real estate development, agribusiness (palm oil plantation, milling and refinery), energy generation (coal, diesel, hydro and renewables) and resources (precious metals, oil and gas exploration). source to feed its capacity to the main grid and turn it off without warning to test whether the grid is ready for its operation. Unless major problems arise, the process could be completed within 15 days.

Manuel M. Orig, AboitizPower first vice-president for Mindanao, said the synchronization comes at a time “when the grid needs it most,” referring to the prevailing tight power supply in Mindanao due to the limited capacity of the southern island’s two main hydropower sources.

As of yesterday, the Mindanao grid had a capacity of 1,444 MW while peak demand was 1,359 MW, leaving a reserve of 85 MW, based on the National Grid Corporation of the Philippines’ Web site.

Mr. Orig also confirmed that the timetable for the commercial operation of the other 150-MW unit will still be in February next year after it suffered some damage due to the unexpected Mindanao-wide power outage last April 5 that was caused by a problem in the Agus complex,

one of the two government-run hydroelectric complexes.

The two new 150-MW units, which are part of TSI’s planned 645-MW power plant located at the boundary of Davao City and Davao del Sur province, is the first among several private sector projects to connect to the main grid in nine years.

The last to do so was Steag State Power, Inc. when it started operating its 210-megawatt power plant in Misamis Oriental.

TSI’s initial 300-MW capacity has been contracted to about 20 electric cooperatives and three power distributors in Mindanao, two of which are AboitizPower subsidiaries in the cities of Davao and Cotabato.

The full 645-MW capacity is expected to be completed in 2018.

The Mindanao grid’s system capacity has been tight in the last five years due to lack of new generating sources in the face of growing demand.

More than 50% of Mindanao’s supply is sourced from the government-run Agus and Pulangi hydroelectric complexes.

During dry spells, the Mindanao grid relies mainly on the power barge operated by another AboitizPower subsidiary, Therma Marine, Inc., for ancillary power.

The location of the island’s main power plants, mostly in northern Mindanao, is also a drawback as the biggest power consumers such as Davao City are in the south.

The One Stop Facilitation and Monitoring Center (OSFMC), which handles the fast tracking of pending RE projects in Mindanao received 59 new applications adding to a total of 290 applications for RE projects with a combined capacity of almost 3,000 megawatts (MW).

In May this year, the center reported 231 applications with a combined capacity of 2,419.17 MW. The additional RE project applications will have a combined capacity of 578.92 MW if completed and fully operational.

“The projects are spread across hydro, geothermal, solar, and biomass. The bulk of the pending RE power project applications however are hydropower with a total of 242 projects and a combined potential capacity of 2,147.71 MW,” said Romeo Montenegro, director for Investment Promotions and Public Affairs Office of the Mindanao Development Authority

(MinDA).

Montenegro who also oversees the operations of the OSFMC said majority of the hydropower projects are located in Northern Mindanao.

At the recently concluded Energy Investment Briefing held here at the Waterfront Insular Hotel, Montenegro announced that Mindanao’s power supply mix will shift in 2017 to 45 percent RE and 67 percent nonrenewable energy from the current 55 percent RE and 33 percent non-RE. “The OSFMC ensures that facilitation and the fast-tracking of these energy projects are given utmost importance in order that Mindanao will continue to enjoy an affordable, reliable, and clean energy source,” he said.

An initiative of MinDA, the Department of Energy, and USAID’s Building Low Emission Alternatives to Develop Economic Resilience and Sustainability (B-LEADERS) Project, the OSFMC is aimed to help address Mindanao’s power supply deficit by fast-tracking the approval process of RE projects.

Among the top pending hydropower projects include the 140 MW Davao Hydroelectric Power Project of the San Lorenzo Ruiz Builders and Developers Group, Inc. in Davao City; the 110 MW Kabulnan 2 Hydroelectric Power Project of Philnewriver Power Corp. in Isulan, Sultan Kudarat; the 50 MW Lake Dapao Hydroelectric Power Project; and the 50 MW Maltling River Hydroelectric Power Project of the AQA Global Power Inc. in Lanao del Sur. The OSFMC recorded 28 pending projects for solar energy with a combined potential capacity of 427.25 MW. Among the top projects include the 35 MW Darong Solar Power Project of the PhilNewEnergy, Inc. in Sta. Cruz, Davao del Sur; 35 MW ICOM Solar Power Project of the Local Government Unit of the Islamic City of Marawi in Lanao del Sur; and the 20 MW Kirahon Solar Power Project of the Kirahan Solar Energy Corporation in Villanueva, Misamis Oriental.

Geothermal energy projects accounts for eight with a potential capacity of 278.48 MW. Many of the geothermal projects are those of the Energy Development Corporation like the 40 MW Lakewood Geothermal Prospect in Zamboanga del Sur, Zamboanga del Norte, and Zamboanga Sibugay and their 30 MW Ampiro Geothermal Power Project in Misamis Occidental, Zamboanga del Norte, and Zamboanga del Sur.

Biomass energy projects recorded by the OSFMC have a combined capacity of 144.65 MW. Some of the projects include the 23.50 MW Woody Biomass Power Plant Project of the Eastern Petroleum Corporation in Buenavista, Agusan del Norte; 15 MW Price Husk-fired Biomass Power Plant Project of the Lamsan Power Corporation in Sultan Kudarat, Maguindanao; and the 12 MW Multi-feedstock Biomass Power Plant Project of the Misamis Oriental Bio-Energy Corporations in Villanueva, Misamis Oriental.

Montenegro also underscored the importance of having a diversified energy mix so that Mindanao will not rely solely on one source of energy, which has been proved ineffective when the island only relied on the Agus-Pulangi Hydropower Power Complexes.

Aside from the monitoring of the pending renewable energy projects, the OSFMC also facilitated a number of prospective and existing power investors since it was launched in October last year.

One on the projects facilitated is the 68 MW Manolo Fortich Project of Hedcor, a subsidiary of Aboitiz Power, in Manolo Fortich, Bukidnon. The center facilitated in the fast tracking of the tree-cutting permit and the NWRB Water Rights Permit. The company has recently held a ground breaking ceremony earlier this year and is expected to be completed by 2018.

“With the OSFMC we hope to fast-track more renewable energy projects, which is also in line with our Mindanao 2020 goals of having a 50-50 energy mix of renewable energy and non-renewable energy,” Secretary Luwalhati R. Antonino, chairperson of the MinDA, said.
