Briefly Livelihood assistance THE government will extend livelihood assistance to residents of Marawi City once clashes between troops and the terrorist Maute Group end, Trade Secretary Ramon Lopez said Thursday.

In a media briefing, the Department of Trade and Industry (DTI) chief noted that they will provide livelihood assistance packages to residents of Marawi City, similar to those extended to residents of Tacloban City when it was badly hit by Typhoon Yolanda in 2013.

Lopez said food business will be the “default livelihood” as soon as the situation in the conflict-affected area starts to normalize.

He mentioned that the government, through the DTI, is likely to provide materials to start livelihood activities.

Investment confab DAVAO City -- Conglomerates as well as the British and European business chambers have committed to join the 4th Davao Investment Conference (ICon) on July 21-22, a move that the city’s business chamber cited as a sign of support for investment opportunities in the region despite the declaration of martial law in Mindanao.

DTI Secretary Ramon Lopez said in a briefing Thursday that the agency was looking at the availability and price stability of construction materials in Mindanao, which will source the materials needed for rebuilding of physical infrastructure in Marawi City.

“After this assurances on food supply, we have to be

prepared for the construction supplies,” Lopez said. “ We a r e m a k i n g ar rangement now w it h construction material suppliers to look into creating buffer stock in the area,” he said.

He added that aside from the availability of supplies, the DTI needs to ensure that construction materials particularly cement, steel, and roofing materials, meet the standards.

This is the slogan of the city, as agreed by the business community, the tourism department and local police office in meeting of the City Council committee on trade and commerce chaired by Councilor George Goking.

Councilor Goking called for an emergency meeting with the city administrator, acting city treasurer, city tourism officer, city police director, and representatives of the Local Economic and Investment Promotions Office, Department of Tourism (DOT), Department of Trade and Industry (DTI), Oro Chamber of Commerce and Misamis Oriental Fil-Chinese Chamber of Commerce and Industry, Inc. to discuss published reports that the local business sector

suffered P200 million losses following the declaration of Martial Law in Mindanao.

During the meeting, Oro Chamber representative Chris Ivan Lagapa clarified that the losses were not only incurred because of the declaration of Martial Law but because of what happened in Marawi City.

He said the figures were based on telephone interviews with members from May 25 to 29. The losses came from the services sector, he added.

The Oro Chamber representative said there were cancellations of hotel bookings and feedbacks that some potential investors decided to put their investments on hold.

Councilor Jay Pascual, chair of the committee on tourism, said the biggest loss was from cancellation of bookings for

the Asean summit which was scheduled in Cagayan de Oro. He, however said, it is not a big blow to the hotel industry as local bookings for weddings and other events are still ongoing.

The biggest impact was on the first week, however, it is picking up, Pascual added.

According to Adelfa Sia, president of MOFCCCI, it’s not all loss because with the influx of refugees from Marawi City, there was an increase in sales for retail goods.

SAFE BUT BE VIGILANT Even the local police office believes the tagline “business as usual” should be adopted by the city, since Cagayan de Oro is still a safe place.

It was, however, stressed that constituents should remain vigilant.

We cannot assure that

terrorists are not here but we can assure the people that the police are doing the best they can, said a COCPO official.

CONTINUE TO LIVE Councilor Pascual stressed that city residents should be careful but should not live in fear.

“Kon mahadlok ta, daug ang mga Maute because that’s their aim (If we are afraid, the Maute wins because that’s their aim),” he stressed.

According to the councilor, fear will have a crippling effect on the city.

“Of course we should always be careful but it doesn’t mean that we should stop living,” he added.

With this, councilors Goking and Pascual call on residents to refrain from circulating fake news and unfounded bomb scare texts in the city. (SP)

Charge what you’re worth Think a minute.You may have heard about Henry Ford. He was the first to use the assembly line in his factory for mass production.

So every day his factory built and sold many cars. Well, one day the big generator t h at p r o d u c e d a l l t h e electricity for Ford’s factory suddenly stopped working.

The whole factor y shut down costing Ford a huge amount of money. So he quickly called one of the top engineers in the nation to come fix the generator. This expert engineer arrived and began looking and tinkering with the big generator. After only one hour, the engineer had found the problem and fixed it! So Ford’s factory immediately began making cars and money again.

A few days later Henry Ford got the bill in the mail from that top engineer for fixing his factory generator.

Salt on earth: Many things can be like that. Not only during mass service in the church. Not only by preaching. Also these touching hands of my distressed friend, listening to my lonely neighbour; remembering someone and writing him or her a letter or an email. I join others by helping, working, laughing, playing, singing. I listen to love’s melody.

Salt of the earth: Christian life doesn’t always mean possessions or property.

Christian life is doing something, it’s collecting one’s thoughts. It’s giving and receiving. It’s a hug or a smile or comforting talk.

Christian life means having as Christian acting people in my surroundings.

Salt on earth: Of course, as we all know: too much salt is also dangerous to our health.

But if we plan to live without any salt, we might fail to survive also. Do you know, that wars have been waged and nations have been extinguished because of salt. Salt is more than a simple stabilizer.

Before the refrigerator was invented, salt was a miracle of daily life. Salt made foodstuff keep well. So, let’s think about it: if we are part of earth’s salt, who are we? Do we bring rottenness or do we preserve and keep well our surroundings?

We should be salt on earth as in cleaning, helping and healing, but not salt, that brings caustic, corroding and mordant

What to do in case of fire Images of the burning Resorts World Hotel and the Grenfell Tower (in London) are grim reminders of one of the constant horrors we face today.

In the case of Resorts Wo r l d , t h r e e c a b i n e t members who had a late dinner at the casino hotel just missed becoming part of the statistics by a couple of hours.

As a routine procedure, fire authorities conduct an investigation of such incidents and come up with recommendations to avoid a repeat of the tragedy.

A study of the worst fires in the Philippines reveal that tragedies are aggravated by inadequate fire exits.

Overcrowding in public buildings adds to form a deadly combination.

Both factors, incidentally, were present in the Ozone disco fire in Quezon City which killed 161 teenage party-goers 21 years ago.

At the time of the accident, Ozone, which had a normal capacity of 100 patrons had

three times the number of occupants. Worse, the club’s main door opened inward and was effectively shut close when the disco goers tried to get out.

In one fac tor y f ire, investigators discovered that exits were closed during work hours to discourage/prevent pilferage of raw materials.

In a residential fire which killed the daughter of a prominent politician, escape from the second floor was cut off because of iron grills which covered the windows.

One can never be totally prepared for a fire. But here are some suggestions that may help mitigate the effects of a fire.

The most common suggestion is to be aware of the location of fire exits. It is noteworthy to mention that at start of any public function at the Bangko Sentral ng Pilipinas, the program host normally announces the location of various exits which could be used in case of emergency. It is also standard procedure now for

cinemas to show video clips of proper exit procedures to prevent stampede. Even in planes, flight attendants call attention to the exits nearest the passengers.

But how do you exit from a megatall building like the 160-storey Burj Khalifa in Dubai? The Burj Khalifa accommodates 35,000 at any given time.

Wh i l e brow s i n g on television, I came across this interesting fact. The building’s evacuation plan does not entail exiting from the building during a fire.

Instead, the occupants are supposed to proceed to emergency fire proof shelters which are built every 25 floors. The occupants are supposed to ride out the emergency inside these shelters.

Carpets such was those which adorned Resorts World are very flammable materials and they emit a lot of smoke.

This place aptly cherishes my friend, Florante Badilla Evasco (b. 1946).

Florante, the brother of cabinet secretary Leoncio Evas co, hailed f rom Maribojoc, Bohol. He grew up as a sociable and playful child of a farmer and a nurse; yet his strict parents also imposed discipline. He recalls that his brother, Leoncio, was also gregarious and playful, the reason their parents transferred his brother to Saint Vincent at Maribojoc from Holy Name University.

Both his two sisters--Laura and Maridel--were nurses: the former, a product of Celestino Gallares Memorial Hospital; the latter, an alumna of Cebu Doctors Hospital.

Florante finished his

elementary in his hometown.

He could have gone to Bohol School of Arts and Trades (BSAT) immediately after elementary, but since the admission required one to be 13 years old, he enrolled for one year at Saint Vincent, then finished high school at BSAT. “Our parents emphasized industry,” Florante averred, “that is why all of us have become successful.” He and his siblings developed a good study habit and work ethics.

Florante appreciates his days at BSAT. The school trains students to become proficient in technical skills like carpentry, plumbing, electrical repairs and installations, among others.

He studied there because besides the emphasis of the school, his uncle, Florentino Evasco--who used to be a teacher, and later, a principal of the academia —influenced

his parents. “I did not think what I would become when I went to BSAT,” he said, “but I was thankful for the skills I learned.”

When it was time to choose a course in college, a diagnostic test showed Florante’s inclination to the teaching profession. There were no communication technology courses at that time. Courses on-demand u s e d t o b e re l at e d t o education and engineering.

About agriculture because his family had a farm: it could be an option for him, but job opportunities were rare. So, he took a Bachelor of Science in Industrial Education at Cebu School of Arts and Trades.

“Teaching is interesting,” Florante added, “because one is dealing with the young who must develop their character and attitude.” “Enjoyable b ecaus e I meet p eople

UTOMOTIVEvehicle manufacturing groups have pushed for incentives to support the production of electric vehicles (e-vehicles) and hy brid vehicles in the country.

During the pre-event press conference for the 1st ASEAN Electric and Hybrid Vehicles Summit Friday, Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI) President Rommel Gutierrez said providing fiscal and non-fiscal incentives would encourage more players to produce e-vehicles and hybrid vehicles here.

“I think we need support or incentives to bring in the technology. We will be pushing for incentives in Congress and Senate,” Gutierrez said.

He mentioned that the manufacturing of e-vehicles and hybrid vehicles will re quire imp or t at ion of technologies which have high tariffs.

“It’s not a direct fund from the government, but something that will encourage manufacturers to bring in the technology,” he added.

For t he p ar t of t he g ov e r n m e nt , B o a rd of Investments (BOI) Executive Director Ma. Corazon HaliliDichosa noted that the investment promotion agency had been very supportive to the industry by listing e-vehicle manufacturing and establishment of charging stations for e-vehicles in the Investment Priorities Plan (IPP).

“BOI, for the past IPP, also listed electric vehicles and charging stations as among priority industries that will be given incentives,” said Halili-Dichosa.

“We want to increase our participation in really contributing efforts of the whole government for an environmentally sustainable transportation,” she added.

AS part of its environmental sustainability program, Nestle’ Philippines has joined Globe Telecom’s Project 1 Phone (P1P) ele c t ronic waste recycling initiative which promotes proper disposal of broken and discarded electrical and electronic devices such as mobile phones, tablets, computers, printers, among others.

Nestle and Globe signed a Memorandum of Agreement recently in response to the P1P campaign spearheaded

by Globe Business among its corporate clients to encourage donations of individual and company e-waste. Initially, Nestle agreed to distribute the Globe e-waste bins to each of its 20 sites across the Philippines which include corporate offices factories, distribution centers, sales and service offices.

Globe Business Vice President Dion Asencio said that the main inspiration of the project is to find ways to do business beyond the usual operations. “We normally look at partnerships with other companies from a connectivity standpoint, what services we can provide from a technology point of view like how to bring the digital transformation into their organization. This is really different because this initiative stems from looking at what our purpose is — which is making it possible for our enterprise customers to go beyond business by being involved in corporate sustainability activities.”

All proceeds from recycling these electronic waste go to Globe Telecom´s advocacy to bring 21st-century learning to students and teachers by building ICT classrooms nationwide and providing proper training through its Global Filipino Schools program.

Aboitiz’s P30-B bond issue a step closer to SEC approval ABOITIZ Power Corp. said it had been informed by the Securities and Exchange Commission (SEC) that the corporate watchdog “favorably considered” its application to issue up to P30 billion fixedrate corporate retail bonds.

“The final approval of the registration statement of the bonds will be issued upon AboitizPower’s compliance of certain conditions, which include among others, the submission of certain

documents to the SEC,” the energy subsidiary of Aboitiz Equity Ventures, Inc. (AEV) told the stock exchange on Friday.

In its disclosure, AboitizPower said it had received the letter from the SEC’s markets and securities regulation department during its meeting on Thursday. The registration statement for the bonds was filed with the regulator in April this year.

The bonds are to be

registered under the shelf registration program of the SEC, and in tranches, the company said. The first tranche is equivalent to P2 billion, with an oversubscription option of another P1 billion.

AboitizPower previously said the proceeds from the first tranche of the bonds are to be used to fund an investment in a company partly owned

by AEV’s energy arm. The company appointed BPI Capital Corp. as the issue manager and

underwriter, and BPI Asset Management and Trust Corp. as the trustee. It plans to list the bonds on the Philippine Dealing and Exchange Corp.

(PhilRatings) assigned an issue credit rating of PRS Aaa, with a stable outlook, to AboitizPower’s bonds, which will have a tenor of 10 years.

Obligations rated PRS Aaa are of the highest quality with minimal credit risk, the local ratings agency said.

The borrowing company’s capacity to meet its financial commitment on the obligation is extremely strong. With the stable outlook, PhilRatings said the debt score will likely be maintained or remain unchanged in the next twelve months.

BDO asks clients to report losses from ATMs machines B ANCO de Oro Unibank Inc. (BDO) Presi d ent Nestor V. Tan said instances of some automated teller machines (ATMs) being compromised “is nothing out of the ordinary” but the bank has asked its clients to report losses through formal channels.

This after some cardholders of the Sy-led BDO took on social media and reported about losing money through skimming, or the use of external device placed on ATM card slots.

This happened more than a week after clients of Ayalaled Bank of the Philippine Islands (BPI) experienced mis-posting of their account details that resulted in either losing or gaining of funds that account holders did not even touch.

BDO, in a statement, urged their customer who allegedly experienced “unauthorized transactions” to “reach out to the bank via formal channels so that their cases may be properly investigated and, where confirmed as impacted, may be reimbursed.”

“BD O would like to reassure the public that it exerts all efforts to protect its cardholders and their transactions,” it said.

Tan, however, cited that “this is nothing out of the ordinary.”

“ATMs are compromised every now and then, and banks take the precautionary measure of disabling cards if we have reason to believe they may have been compromised,” he said.

The BDO chief said issues related to this issue “will be addressed with EMV (Europay Mastercard Visa) implementation.” “ T h i s i s a s e c u r it y protocol, moving cards from magnetic stripes to chips, which will make them secure.

It is just a matter of time until the industry completes the implementation,” he added.

Bangko S entral ng Pilipinas (BSP) Deputy Governor Nestor Espenilla Jr., meanwhile, said the central bank “need to check it (the incident) first.”

BSP earlier set a January 2017 deadline for banks to fully migrate to EMV technology but most banks failed to meet the deadline.

The central bank’s policymaking Monetary Board

(MB), thus, approved a new “hard deadline” for banks to comply with this measure.

Philippine-based banks are now given until June 30, 2018 to fully conform with the requirements to make all their issued ATM cards EMV-compliant.

BSP-supervised financial institutions (BSFIs) that fail to meet the requirements will be sanctioned based on rules under the Manual of Regulations for Banks (MORB) and the Manual of Regulations for NonBank Financial Institutions (MORNBFI), the BSP said. ”In the interim, non or partially-compliant BSFIs are mandated to book provisions for probable fraud losses starting 30 September 2017 until full compliance is

achieved,” it said.

Espenilla, however, cited earlier that although most banks failed to comply with the EMV requirement “quite a number” of banks have increased their multi-factor authentication (MFA) system to strengthen their capacity against cyber-attacks.

MFA is required for transactions that are considered sensitive communications like enrollment in transactional e l e c t ro n i c s e r v i c e s o r e-services, payments and fund transfers to third parties.

PHILIPPINE monetar y officials cut the Bangko Sentral ng Pilipinas’ (BSP) 2017 balance of payments projections to $500 million deficit from the earlier forecast of $1 billion surplus due in part to strong rise of imports.

In a briefing Friday, BSP Deputy Governor Diwa Guinigundo said revision by

the International Monetary Fund (IMF) of global growth to 3.4 percent this year, the possible impact of trade policies of US President Donald Trump, and negative forecast for the financial account were among the factors for the downward adjustment of the B OP projection.

forecast, other assumptions that were changed included the current account, which is now at $0.6 million deficit from USD8 million surplus; the financial account, from $1.1 billion deficit to $5 million deficit.

Bangko Sentral cuts ’17 BOP projection to $500-M deficit

Outflows in the fifth month this year reached

USD1.51 billion, higher than month-ago’s USD1.27 billion, which the central bank traced to profit-taking.

It is, on the other hand, lower than year-ago’s USD1.71 billion outflows This resulted to a net outflow of USD24.35 million in May this year, a reversal from the net inflow amounting to USD51.49 million in the previous month and the USD72.81 million in money/PAGE 11

The 102-km. first phase will run from Tagum City passing through Davao City until Digos City, and will cost around P35.91 billion.

The Speaker said he is not aware what country will fund the construction of the 1,500 – km. railway system, with a cost being placed at $9 billion or equivalent to P445.3 billion but he said, aside from Japan and China, a “lot of countries are offering.”

He said Phase 2 will connect from Tagum City to Butuan City.

The railway seeks to connect all key areas of the island such as Cagayan de Oro, Iligan, Zamboanga, Butuan, Surigao, General Santos, and Davao.

“Just be patient,” he said.

In a press release issued on June 8, 2017, the Department of Tranportation (DOTr) said the first segment will reduce travel time from Tagum City, Davao del Norte to Digos City, Davao del Sur from 3.5 hours to 1.3 hours once it starts operating in 2022.

It said the first segment is expected to not only “make travel faster, but also safer, more convenient and comfortable for passengers as it will have eight stations, namely: Tagum; Carmen; P a n a b o ; Mu d i a n g ( i n Bunawan, Davao City); Davao Terminal; Toril; Sta. Cruz; and Digos. A 10-hectare depot will be built in Tagum.”

It added the rail line will be built with a single track, with provisions for future tracks and electrification.

It will have six five-car passenger trains with three spare cars, four locomotives and 15 freight cars.

Upon project completion, the DOTr expects the daily ridership of the TagumDavao-Digos segment to increase to 134,060 by 2022.

The Department projects the daily ridership to further increase to 237,023 by 2032 and 375,134 by 2042, it said.

As an added treat, the count r y’s far ming czar announced that by July Agusan del Sur will become recipient of Production Loan Easy Access (PLEA) program for the poor farmers and fishersfolk to have a easy and accessible loan with DA to liberate them from loan sharks cum big compradors of their products.

The PLEA program will do away with too much bureaucratic red tape since processing will be done with the most sophisticated technology that recipient would no longer submit voluminous requirements that the fund will be released in just three to five days.

The PLEA program will be formally launched on June 23 in Malimono town in Surigaodel Norte.

Under this initiative, Piñol said the farmer recipients will be issued with ID with bar code and details of his person which is similar to an ATM card. “The farmer will just present this to the DA office and this will already serve as basis to avail of the loan,” he said.

“This is a safety measure so that no syndicates can penetrate the DA,” Piñol explained apparently referring to the infamous Napoles PDAF scam.

Farmers can avail of a loan from a minimum of P5,000 up to P50,000 with a minimal six percent per year interest and repayments will start after two years so that they will have ample time to recover and save money.

Florante and Inocencia are blessed with two children: Dr. Elva Evasco-Auza, married to Engr. Jerome Auza; and Eldred Evasco whose wife is Miechell Enad Evasco.

As the brother of cabinet secretary, Leoncio, Florante revealed that he encountered

difficulties in handling people who seek audience with his brother. However, knowing how his brother thinks, he screens the kind of issue a person brings and decides if it merits an audience.

As a provider for his family, Florante’s meager salary during the Martial Law years was not a hindrance to fulfilling this role. He and his wife did not rely on debts as many did; they had a passive income from the copra and rice from their farm which supplied for the family. When he supported for his daughter’s medical course, however, he and his wife had programmed a loan scheme until she finished. “ There are many children whose fathers are less affectionate,” he said.

“Sometimes, that happened because of my work. Children need affection.” But Florante, as a father, is more than a thousand schoolmasters.

If the projection for the current account materializes, this year will be the second time the country will be posting a deficit after the $282 million deficit in 2002, Guinigundo said.

The country ended 2016 with a $0.6 billion surplus in current account while the figure was at $0.3 billion deficit in the first quarter of 2017.

The trend was attributed to strong rise of imports, which grew 19.2 percent in the first quarter of this year.

Exports growth in the first three months of 2017 registered a lower growth of 14.1 percent.

Guinigundo said the rise of imports was a given because of the rising demand of Philippines’ expanding economy.

Meanwhile, he said IMF’s upward revision on global growth was positive for the Philippines’ export but pointed out that impact on other economies “will not be even” since the country’s trading partners “are barely recovering.”

He said firming up of c om mo d it y pr i c e s w as another plus for Philippine exports.

He said the CA account projection was cut and projected to account for -0.2 percent of gross domestic product (GDP) from two percent 0.2 percent previously, “reflects for the most part the continuation of the recent trend of widening trade deficit. “ This is due to t he higher growth in imports, in particular, imports of capital goods and intermediate goods.
