Illegal terminal THE Cagayan de Oro City Council’s committee on public utilities would look into complaints of the proliferation of illegal transport terminal at the city’s public markets here, City Councilor Roger Abaday said on Tuesday. The “habal-habal” motorcycles (a motorcycle used for conveying passengers) as a public transport is not sanctioned or recognized by the Land Transportation Office (LTO) and the Land Transportation and Franchising Board (LTFRB) because it jeopardizes the safety of passengers. Abaday said that the Agora West Bound Transport Operators/Drivers Association (AWTODA) has sought the intervention of the city council to stop the operation of “habalhabal” motorcycles in the public market.
Farmers congress BUTUAN City -- More than a thousand Agusan del Norte Agrarian-farmers and their cooperative leaders gathered to participate the kick-off of the month-long 26th Anniversary Celebration of the Comprehensive Agrarian Reform Program (CARP) which highlighted with a thanksgiving mass, motorcade and Farmers’ Congress last June 10, 2014 at Brgy. Luz Village covered court, in this city. The said event was organized by Federation of Agrarian Reform Community Cooperatives (FEDARCCO) who brought together farmers from different Agrarian Reform Communities (ARCs) in two cities and 11 municipalities in the province. During the congress, farmers elicited support from local government officials to address their clamor to further extend the CARP Extension with Reforms, which expires this year. They manifested in particular the bid to ensure that their standpoint to extend CARP for another years will be carried out to the House of Representatives, which is about to start the debate for further extension of CARP.

Shipping confab to push for more stringent rules T

HE Mindanao Shipping Conference slated today (June 18) at the Limketkai De Luxe Hotel in Cagayan de Oro City is set to tackle issues that would improve efficiency and eradicate corruption in the graft-ridden industry.
The whole-day conference will focus, among others, on key initiatives designed to streamline the operations and cut corruption in the Bureau of Customs’ (BOC). Customs deputy commissioner for Assessment and Operations Coordinating Group Atty. Agaton Teodoro Uvero will tackle the recently implemented ruling on accreditation for importers and customs brokers; impending adoption of the load port survey (preshipment inspection) on
containerized shipments; and plans for full computerization at the bureau as well as a host of other measures that the BOC will adopt in the 12 months. GE to provide 2 turbines for Misor coal-fired plant By GRACE MAE BEBER, Staff Writer
MINERGY Coal Corp. has chosen the US-based General Electric Corp. (GE) to provide the needed turbines for its planned 110-megawatt (MW) coal-fired power plant in Balingasag, Misamis Oriental. Minergy Coal, a subsidiary of power provider Cagayan Electric Power and Light Co. (Cepalco), in a statement said the GE won the bid to provide the province’s second coal-power plant with two 55-MW steam turbines which are set to be delivered in the first quarter of 2017.
Japan’s Mitsubishi Corp. and Toshiba Plant Systems & Services Corp., on the other hand, have been tapped to lead the plant’s construction. The deal also marks the return of GE to the Philippine market. In a statement, GE said that the project “aims to ease the power deficit in Mindanao to 68 MW by 2017.” The current balance is estimated at a shortage of 134 MW by the National Grid Corporation of the Philippines. turbines/PAGE 10

LOCAL rafting operators here rushed a set of safety measures to prevent a tragic repeat of last Friday’s boating accident that caused the death of a 26-year-old nurse from Bohol. “The EC SIF has the capability to finance the increase in funeral benefits for employe es in b ot h t he pr ivate and public sectors from P10,000 to P20,000 even without corresponding increase in the EC contributions from the employers, both private and public,” Baldoz clarified. courses they will take up in college with supplements on their skills assessment. DMFI’s results have been consolidated since then and the Group today released results for the January-April 2014 Transition Period. (Figures for comparison are not available for the prior year period due to DMFI operating as a division of a larger company). The Group generated sales of US$379.2 million for the Transition Period which included DMFI’s sales of US$292.9 million from February 18 to the end of April 2014. Excluding DMFI, DMPL’s branded business in Asia, comprising of Del Monte in the Philippines and the Indian subcontinent as well as S&W in Asia and the Middle East, and nonbranded business globally, recorded sales of US$94.7 million (which included sales to DMFI), lower than prior year period mainly due to lower sales in the Philippines. In the US, DMPL benefited from DMFI’s Easter shipments while in Asia, the S&W branded business delivered sales growth of 27 percent mainly driven by market expansion into the Middle East, business development in the Philippines and strong growth in Korea. The Group announced that one-off acquisition expenses would adversely impact its bottom-line for the Transition Period. These expenses include US$15 million for higher fixed manufacturing costs net of tax. It also includes US$14 million net of tax restatement to fair market values of the assets which formed part of the acquisition as required by purchase accounting standards and US$6.2 million net of tax for acquisitionrelated transaction fees. he Go Negosyo Act, which promotes the development of Micro, Small and Medium Enterprises (MSMEs) to ease doing business in all cities and municipalities in the country is the most awaited good news of our business communities. THE measure will facilitate access to financing and capability building programs for MSMEs and promote employment generation in all cities and municipalities of the country. Providing the entrepreneur sector with better incentives and benefits, and more access to focused support for enhanced business performance, would surely promote support to key growth industries and facilitate financing support programs that are much-needed for growth. The Go Negosyo Act
will help improve the design and implementation of the nation’s MSMEs sector. MSMEs, now more than ever, have an important socioeconomic role in the nation’s machinery. Unemployment numbers are growing, and we have to realize that allocating effort and resources towards a strong and thriving MSME sector not only sustains, but also leads to the creation of considerable and promising net employment. Go Negosyo Act provides a Start-up Fund for MSMEs to be sourced from the MSME Development Fund and Barangay Micro Business
Enterprises (BMBEs) to provide financing for the development and promotion of MSMEs in priority sectors of the economy. Under the measure, a “Negosyo Center” shall be established in all provinces, cities and municipalities under the supervision of the Micro, Small and Medium Enterprises Development (MSMED) Council. This is what is happening--and, in fact, what had been happening---with the Aquino government since it took power in 2010. Rather than “righteous governance”, what has been in place is “referral governance”. For example, do you remember what President Aquino did during the Luneta hostage crisis early on in his term? He simply referred the
matter to police officials and city authorities, that’s what--and almost a dozen tourists and other people got killed! And this had been the sorry standard of government action ever since: whenever a problem confronted the Aquino government, the most concrete action of the President had always been the referral of that problem to his subordinates, nothing more, nothing less. -ooo EVIL OF “REFERRAL GOVERNANCE”: Examples of this kind of a “referral governance” in fact continue to abound today, four years into Aquino’s six-year term, and less than two years before he bows out from Malacanang. Let me cite just a few of them, starting off with the problem of how to allow some 100,000 scholars f u nd e d by p ork b ar rel allocations to continue with their studies, after the allocations were declared illegal. Secretary Sonny Coloma of the Presidential Communications Group told mediamen that, in solving
t h e s ch ol ar s’ pro bl e m , President Aquino once again referred the matter to the C ommission on Higher Education (CHED), even if CHED appeared unable to find a solution because it is not authorized to disburse any fund for the tuition of the students. The n, on t he r isi ng prices of rice, garlic, and other basic necessities, and petroleum products as well, mere referrals were similarly made by the President to t he agencies hav ing to do with these particular concerns. The problem is that, despite the referrals, the prices of those commodities continued to spiral, causing greater hardship among the poor and the marginalized. -ooo CONCRETE ACTION IS REQUIRED: Clearly, the Bible frowns on this kind of a system of solving problems, by merely referring them to someone else, without any concrete action being undertaken by the President in helping those who are in need or who are in trouble. Teaching and learning start at home. It is the role of the parents to teach their children in learning things that would be essential for them to live in this world. One of the things that parents must do is to set examples in having good morale with right upbringing to their children and to teach them the basic values as Christians. The teachers’ role of course is to teach. Teaching how to read, write and teaching the children how to think logically are things that must be taught by the teacher in the school. But, it doesn’t only focus on these things. What is Knowledge after all when they do not have the right morals and good values that a Christian should possess? Who has the great responsibility in molding the kids in this aspect? Is it the parents or the teachers? Both parents and teachers play a vital role in teaching values to the children. Comparing the old and new generation of learners, there is really a wide range
of difference in terms of the morals and values that they portray. Where did the good morals and upright values from our ancestors go? Who are to be blamed in the great impact of the low morale, attitudes and values of this 20th century generation learners? Is it the parents who failed to impart good manners and right values to their children who have direct contract with the children in which they live and sleep together the same roof? Or the teachers who failed to integrate important values to the learners in the classroom in which they stay together with the minimum of 8 hours a day? I say , values must be observed and taught at home, be enriched in school, should be practiced and be put to use anywhere in the best way possible . In this way, we can ensure the preservation of our Christian values, at the same time, more intelligent learners who are knowledgeable about things and have a heart that a human being ought to have.

The Philippines’ leading airline, Cebu Pacific (PSE:CEB) will operate direct flights from Manila to Sydney, Australia and to Kuwait this September, to serve Filipino expatriates and open more opportunities for tourism. CEB will be the only airline offering non-stop flights to Kuwait, which hosts more than 180,000 Filipinos workers. The new Manila-Kuwait thrice weekly service will start on September 2. Meanwhile, CEB will fly non-stop to and from Sydney four times a week, starting on September 9. As the only low-cost carrier offering this route, CEB hopes to stimulate travel both ways with this new service. There are also over 300,000 Filipinos based in Australia. “Our trademark low fares will allow our kababayans abroad, the Global Filipinos, to visit home more often, as we had done in other destinations before, and at the same time attract Australian tourists into our shores,” said CEB President and CEO Lance Gokongwei. To mark its new service, CEB offers an in-
troductory seat sale fare from June 16 to 19, 2014 or until seats last, for travel from the new route’s launch date until December 31, 2014. CEB is offering allin fares from Manila to Sydney, as low as P4,999. These are inclusive of the fare, fuel surcharge and other fees, but exclusive

Under the new BOC administration, the agency has rolled out a number of policies aimed at rationalizing operations and addressing loopholes that give rise to corrupt customs and trade practices. One of these policies is the Department of Finance requirement for accreditation of all importers and customs brokers at the BOC and the Bureau of Internal Revenue (BIR). Under the newly enacted rules, all importers and customs brokers will have to secure their BIR importer clearance certificate or BIR customs broker clearance certificate from the BIR head office in Quezon City. A separate accreditation from the BOC is also required so importers and customs brokers can transact with the customs agency. The tour operators also agreed to reduce the rafting trip from three hours to only an hour as “extra precautionary measure.” An extra trained guide will ride with the raft in addition to the regular guide now being practiced; and guests will now be given intensive lectures on handling and paddling techniques. “The accident is an eye opener for the local government and the industry itself. Reports quoted House Majority Leader Neptali “Boyet” Gonzales II as having said that “an announcement will be made for Congressman Rufus to lead the ad hoc panel for the Bangsamoro bill.” Rodriguez, however, said that “it is just a recommendation. Nobody has approached me about this appointment yet.” Constitutional BBL “But if appointed, I can no longer serve as the so-called “champion” for the BBL because as chairman, my duty is to give space to all quarters regardless of political color and argument. I have to be neutral,” he added. Whether as “champion” of as chairman of the ad hoc committee, he said that he will exert all efforts so that Congress will pass a Constitutional BBL and help bring peace to his native Mindanao. Rodriguez disclosed that more than 60 percent of the 290 congressmen of the 16th Congress are in favor of the BBL and will vote for its passage. This is based on the result of an ongoing mapping of congressmen on the acceptability of the BBL being done by an international group. The Bangsamoro Basic Law was specifically designed to allow the Bangsamoro people to “fully exercise their rights based on their unique customs, traditions, beliefs and cultural identity.” Contrary to unconfirmed reports that the House leadership will put the proposed BBL straight to the plenary for debates, Rodriguez said that it will be best for the proposed Organic Act of the proposed new Bangsamoro New Political Entity to undergo committee hearings before going into plenary. In the committee level, possible questions that will be raised in the plenary will have already been answered. Also, it is expected that during committee hearings, the proposed measure will have been scrutinized from its first letter in the first page to its last period in the last page, paving the way for a smooth passage in plenary. Groups and individuals supporting the BBL are confident that all constitutional issues have already been ironed out and adequately answered given that the draft BBL is itself based on the 1987 “Freedom” Constitution. On the question of territorial and political subdivisions, Article X, Section 1 of the Constitution defined the territorial and political subdivisions of the Philippines as the provinces, cities, municipalities and barangays. But it also states “There shall be autonomous regions in Muslim Mindanao and the Cordilleras as herein after provided.” On the question of the creation of the autonomous region, Section 15 of Article X states that “there shall be created autonomous regions in Muslim Mindanao and in the Cordilleras consisting of provinces, cities municipalities, and geographical areas sharing common and distinctive historical and cultural heritage, economic and social structures, and other relevant characteristics.” On the structure of government, Article X, Section 18 states that “the organic act shall define the basic structure of government for the region consisting of the executive department and legislative assembly, both of which shall be elective and representative of the constituent political units. It was increased to P10,000 in 2013 and again increased to P20,000 this year. “It is high time for ECC to enhance its benefits,” Banawis explained. “The average funeral service cost nowadays is P43,000, so we see the need of increasing it to P20,000 to alleviate the financial burden of the families of the deceased workers,” added Banawis. In addition to the increase of funeral benefits, a 10% across-the-board increase in the EC pension for all EC permanent partial disability, permanent total disability and survivorship pension starting in September 2013 for the private sector has also been approved by the President. The latter is a single mother and niece of petitioner Antonieta Dayondon Abalde. The child to be adopted is now five (5) years old and has been under the joint custody of the petitioners since her birth on January 18, 2009. Jermalou, the biological mother of the child was only eighteen (18) years old when she delivered Joannah. She could not support the child and decided to abandon her parental authority to the petitioners who took care of the child since then. To the best interest of the child, the biological mother agreed to the legal adoption of her child. She voluntarily executed an Affidavit of Intent and Consent to the filing of the instant petition for adoption. Since the birth of the child on January 18, 2009, petitioners have treated the minor child as their own and continue to give her the proper care and love as well as financial, emotional and moral support. In response, the child now considers them as real parents. Petitioners are sixteen (16) years older than the minor to be adopted, hence, are not disqualified by law to adopt. Petitioner husband being an overseas worker and the wife, being a public school teacher, are financially and morally able to raise up and educate the child properly and adequately. In the community they lived, the child has been known as NIŇA DAYONDON ABALDE. This is the name she used when she enrolled as Nursery in Tubod Kiddie School. The petitioners further petition the Court that in addition for their prayers for the approval of the petition they sought, they also seek for the change of name of the child from JOANNAH MARIE DAYONDON CAYACAP to NIŇA DAYONDON ABALDE, to the best interest and welfare of the child to be adopted.
