SURIGAO City -- The Department of Trade and Industry (DTI) Consumer Protection Advocacy Bureau (CPAB) under the Consumer Protection Group has released two Suggested Retail Prices (SRPs) guides for basic necessities and prime commodities and for school supplies as of April 19, 2016 and May 17, 2016, respectively.

The Suggested Retail Price (SRP) is the selling price suggested by the manufacturer of a product.

Small and Large business can sell merchandise at prices below the SRP, but selling at higher price is prohibited. The intention of SRP is to help standardized prices among locations.

BUTUAN City -- Secretary Rogelio L. Singson of the Department of Public Works and Highways (DPWH) has this last policy instruction to recommend to management which is to impose ‘limit’ on annual funding for each project implemented by the Department to address underspending of budget. This was disclosed by the secretary during his recent visit to Caraga Region, his last before he bows out of the department come June 30, 2016.

The outgoing secretary has been recently doing his rounds nationwide, visiting each region to assess current status of infrastructure program to ensure a smooth transition of governance to department’s newly- appointed Secretary Mark Villar.

“I am ready for turn-over anytime now, but I’m just doing my rounds to make sure the next administration will not encounter major problems following my lead,” he said.

Northern Mindanao farm output contracts due to El Niño

HE dry spell brought about by El Nino negatively impacted the farm output in Northern Mindanao in the first quarter of 2016, according to the National Economic

and Development Authority (NEDA).

Engr. Cecilio Clarete, chief economic development specialist of NEDA in region 10 said the drought caused the production of major crops in

the region to contract during the first quarter of the year.

Decreases were recorded in four of the five provinces in the region for both irrigated and rainfed areas.

Clarete said the insufficient rainfall caused lesser plantings in Lanao del Norte and decreased the harvest areas and average yield in Bukidnon and Misamis Oriental.

Despite the reduced production, the total value of palay produced went up by 1.1 percent reaching P3.356 billion as farm gate price increased by 7.3 percent to

P19.72 per kilogram from P18.37 in 2015 .

El Nino also affected corn production as it dipped by 19 percent in the first quarter of this year to only 249,680 MT from 307,848 MT in the same period of last year.

Hardly hit provinces were Bukidnon, Misamis Oriental and Camiguin which posted double digit decreases.

Bukidnon’s corn production went down by 23 percent as some yellow corn areas were greatly damaged by the drought.

Bukidnon accounted for

68 percent of the region’s total corn production.

Far mers in Mis amis Oriental, on the other hand, planted pineapple and cassava in some corn areas due to insufficient rainfall.

However, Lanao del Norte did relatively well increasing its output by three percent as high yielding variety of corn seeds were planted in the province.

AEV sees power distribution boost ABOITIZ EQUITY Ventures, Inc. (AEV) expects its power distribution business to post a 5.3% sales growth this year because of the “robust growth in the economy” and other factors including increased electricity consumption amid the extended warm weather.

Jaime Jose Y. Aboitiz, chief operating officer of AEV unit Aboitiz Power Corp., said its subsidiary Visayan Electric Co., Inc. (VECO), will continue to post growth for the rest of the year.

“Aside from robust growth in the economy, other factors such as IEC (International Eucharistic Celebration) which brought tourists in Cebu, the prolonged El Niño which necessitated the use of cooling systems, and this year’s presidential election -- all contributed significantly in the impressive growth in the first quarter,” he said in a statement, quoting an interview with reporters in Banilad, Cebu City on Friday.

“For 2016, we expect sales to grow by 5.3%,” Mr. Aboitiz said.

VECO, the country’s second-largest privately owned distribution utility, is undertaking various expansion projects this year, including underground cabling in Cebu City.

VECO senior vice-president and chief operating officer, said: “The project is a continuation of the initial implementation compliant to the Cebu City Ordinance 1894 in building ut i l it y s t r u c tu re s an d distribution underground. The project concentrated on Osmeña Boulevard, from the Provincial Capitol to P. del Rosario Street.”

AEV property subsidiary AboitizLand, Inc. is also on schedule with its mixed used development project in Mandaue City, a joint-venture with Ayala Land, Inc. AboitizLand is spending P4.7 billion this year to “expand its industrial and residential land bank as it continues to grow its footprint outside Cebu,” AEV said.

“We launched last Monday (June 6) our latest joint venture with Ayala Land. Gatewalk Central, dubbed as the dynamic center of Mandaue, is a 17.5-hectare mixed-use project that will consist of an Ayala mall, residential towers, and office spaces,” said Andoni F. Aboitiz, AboitizLand president and chief executive officer.

“One of the mall tenants will be Landmark, which will be the mall’s first expansion outside Metro Manila,” he added.

AboitizLand is also in the final planning phase for three new projects in Luzon.

EDC to optimize geothermal power plants by H1 of 2017 THE Energy Development Corp. (EDC) will complete by the first half of next year the strategic technology optimization of its geothermal power plants, which will increase its output capacity by 50 megawatts (MW).

Richard Tantoco, president and chief operating officer of EDC, said the Tongonan geothermal power plant in Leyte will hike its capacity

from 120 MW to 140 MW. He further said that Nasulo in Negros Oriental will have a capacity boost by another 20 MW from 49.4 MW. Palinpinon, also located in Negros Oriental, will be the last power plant set for optimization, according to the EDC head. Its capacity will likely increase from 192.5 MW to 202.5 MW. Tantoco said the higher

capacity would improve its revenue by an “additional PhP600 million.”

He noted that the BacMan (Bacon-Manito) geothermal power plant has completed its rehabilitation from damage by super typhoon Yolanda.

The cooling towers were redesigned and re-engineered, which caused the long repair.

“That’s all done – the facilities that were longest to

install, the cooling towers that we completely redesigned and re-engineered,” Tantoco told journalists in an interview.

EDC has also acquired spares for its equipment to prepare for the next potentially devastating storm.

Energ y Development Corp. has a total capacity of 1,457.8 MW, from geothermal, hydro, wind and solar power facilities.

DepEd against teaching godliness?

-ooo LUISTRO IS WRONG IN PRAISING SCHOOL OPENING: I certainly hope I can believe Bro. Armin Lu i s t r o, t h e o u t g o i n g secretary of the Department of Education (DepEd), when he said that the opening of School Year 2016-2017 could be considered as one of the best school openings in the history of the country. But, with due respect, I cannot do so, and for a very grave reason.

The fact is that, Luistro used all his strength and p owe r a s s e c re t ar y of education, in the waning days of his term yet, to block the efforts of Christian Born Again churches across the Philippine archipelago to continue operating their church schools under special permits granted by previous DepEd secretaries, apparently to pave the way for the closure and ultimate demise of these church schools.

Since when is the opening of elementary and secondary

classes in any given school year to be considered as “the best opening ever”, as Luistro unabashedly claimed last Monday, June 13, 2016, when thousands of Born Again elementary and high school students were deprived

by Luistro’s DepEd of their Constitutional and legal right to education simply because the church schools where they were studying were ordered closed by DepEd? -ooo BORN AGAIN SCHOOLS CLOSED BY DEPED: This closure of Born Again church schools has not reached the attention of the media and of the concerned sectors of Philippine society yet, it would seem, because nothing can be read or be heard from newspapers or from radio and television networks about this problem.

But the fact cannot be denied. As School Year 20162017 started on June 13, 2016, hundreds and hundreds of Born Again church schools where thousands and thousands of Born Again children were enrolled were barred from either opening t heir s cho ols, or f rom accepting for enrolment their former students or students from other schools.

-ooo SCHOOL CHILDREN LEFT OUT IN THE COLD: What was more problematic

for the church schools and their students---and the parents of the students as well---was the failure, or perhaps outright refusal, of DepEd to provide an acceptable alternative for the students who would be missing school for the next one year or so.

Assuming that DepEd was right in closing down the Born Again schools which is still highly debatable, it should have, at the very least, come up with remedial measures to help the students who would be displaced by its own orders. Now, the students have nowhere to go, appearing to have been punished for something they did not even do!

-ooo DEPED AGAINST TEACHING GODLINESS? Truly, it cannot be denied that Born Again church schools serve a very good function in educating Filipino children. Not only do these schools provide extraordinary academic training to their students, but they even instill spiritual values and direction among children whose minds and hearts are still largely impressionable, and capable of being molded towards godliness, probity, and righteousness.

Hole in the Heart Think a minute…You may have heard of Jimi Hendrix.

He has been called the greatest guitar player of rock n’ roll.

One night, Jimi Hendrix was performing for a huge crowd of thousands at a sold-out concert. Suddenly, right in the middle of the concert, he stopped playing. The thousands of people in the audience waited in silence, wondering what Hendrix was going to do. Finally, the silence was broken when Hendrix spoke through the loud speakers. He said: “If any of you out there knows how I can get peace of mind, please meet me backstage after the concert.” The big crowd sat in silence, completely surprised and shocked!

Sadly, not one person in that crowd of thousands came backstage after the concert.

And Hendrix never found the peace of mind he was so desperate for. The next day, Jimi Hendrix was found dead, from an overdose of drugs.

What a tragic story.

You know that our Creator made every one of us to share and enjoy life with Him. In fact, we all something like a hole in our heart and life, like a missing piece of a puzzle.

Jhan Tiafau Hurst peace and satisfaction, because we’re not complete.

We can try to fill this emptiness with things like money, power and respect, physical pleasures alcohol, drugs or sex outside marriage.

We can even try to fill it with religion. But none of these things can give you real peace and satisfaction that lasts a lifetime. They may feel good for a short time, but later we’re back to feeling empty, restless and unsatisfied. This is because only Jesus Christ your Maker can completely fill the emptiness in your heart and life. So why not ask Him to forgive you for living your own way? It’s only then that you will finally be complete, and enjoy real peace and satisfaction that lasts a lifetime.

Just Think a Minute…

It’s a basic rule in public speaking that the speaker should keep eye contact with his audience to establish connection and effective communication. Otherwise, no matter how brilliant the speech or talk may be, without this contact, the attention of the audience would likely stray.

Obviously, this concern for cont ac t is not and should not be an exclusive responsibility of the speaker.

The audience also has to do their part, because no matter how the speaker strains to keep contact with them, if they don’t do their part, the communication process would fail.

In my effort, for example, to train some students in my school to be readers at Mass, this is what I emphasize.

I practice them minutes before the start, and with that I was led to discover certain practical details.

Among these discoveries is the realization that readers should try to internalize the words they are supposed to read. I tell them, it is God’s word. Then I ask them, what would you feel, and how would you think you should read it in proclamation when you deeply realize it is God’s word meant to nourish people’s soul?

Of course, I have to give them many background i n for m at i on ab out t h e verses, and I encourage them to meditate on them,

so that they can internalize them and would have a good idea of how to say themwhat pace, tone, volume, etc. they should have.

O b v i o u s l y, t h i s requirement is an ongoing affair. It’s not a one-shot deal, nor just a modular affair. Like it or not, it invites those concerned to deepen their theology, and even more, their spiritual life.

The mouth can only speak out of the abundance of their heart and soul.

Their heart should be attuned to what they are saying or reading. The speakers or readers should know the meaning of the words, always aware of whose words they are, and to whom they are addressed, etc.

I t ’s t h i s r u n n i n g consciousness of these data that would help the speakers or readers to behave properly during the delivery.

With these items taken care of, it would be easy for them to do those glances at the audience. Those glances become natural, meaningful, and felt. They become convincing.

It’s when readers just mouth the words, with no heart and soul to them, that the eye contact that they try to do would feel fake and artificial. The delivery becomes mechanical and hollow. Worse, everyone would notice it, though out of civility, they may just

keep quiet about it.

And so, everyone has to realize that it’s not just a matter of eye contact.

That eye contact that is so fundamental in public speaking should spring and be accompanied always by heart contact, that is, a heart-to-heart contact with the audience.

Speakers and readers should cultivate the skill of entering the heart of God and the hearts of those in the audience. This is not easy, of course. But it can be done if one has the right attitude and disposition.

We need to be humble to be observant and to register things as objectively as possible. Besides, we often commit mistakes, and if we are not humble, then we cannot progress. With pride, we get stuck at a certain point.

We need to be truly interested in the people, ever widening our heart to accommodate the t re m e n d ou s v ar i e t y of personalities, characters, cultures, etc., we can find in the field. For this, we have to cultivate a certain kind of discernment that allows us to penetrate into the hearts of people, without getting stuck in the externals.

The mind should be broadened. Social graces should be polished. Thus, I was a bit disappointed when in a recent visit to a seminar y, I found the

Fr. Roy Cimagala seminarians and even some of the priests significantly lack ing in t hes e s o cia l skills. How can they become effective preachers if they are like that, I asked myself?

There is no short-cut to this goal. It has to be pursued not only when one prepares to give a speech. It is an all-time affair, an abiding love affair with God and the people. Otherwise, the artificiality of the delivery will just show.

A certain kind of inner hunger for God and for souls should be developed.

And for this, nothing less than the grace of God is needed. On our part, what is needed is that we pray, asking for this gift, so that in the midst of our earthly affairs, we wouldn’t fail to enter the spiritual life of the people.

A l l t h is bus i ne ss of eye and heart contact, of effective communication, is just an aspect of a deeper reality, which is communion.

BPI Family Savings Bank sees healthy loan growth B PI FAMILY Savings Bank, Inc. the thrift banking arm of the Bank of the Philippine Islands (BPI), continues to see growth in its lending business, expecting to match the double-digit expansion in its portfolio seen last year.

BPI Family Savings Bank President Natividad N. Alejo said the thrift bank, which focuses mainly on consumer financing, posted “very good” growth in its loan portfolio for 2015, in line with the industry’s average rate. As of November last year, the bank was “tracking P200 billion” in loans.

“Our loan portfolio is still growing ... We’ve seen the market has been growing and so we’re still there, trying to keep pace with that growth,”

Financial inclusion: making buzz phrase work for many THE Bank for International Settlements (BIS) and the Bangko Sentral ng Pilipinas (BSP) jointly hosted the Research Conference on Financial Inclusion and Central Banks in Mactan, Cebu last week, in a global push for making financial systems work for majority of people.

The high-level conference brought together senior central bankers, leading academics and other experts to discuss key policy issues on financial inclusion.

This is the first event the BIS co-hosted with the BSP that is focused on financial inclusion.

PDIC increases coverage for insured deposits THE Philippine Deposit Insurance Corp. (PDIC) increased its coverage for insured deposits as the year opened, keeping pace with the expansion in the number of bank accounts and deposits.

The state insurer covered P2.085 trillion in deposits during the first quarter, representing 22.2% of P9.395-trillion total deposits recorded at end-March held under 51.851 million bank accounts, based on PDIC data.

The amount is higher than the P1.9-trillion insurance coverage during the comparable first three months of 2015, which made up 22.4% of the P8.479 trillion total deposits spread across 48.229 million bank accounts.

The share of insured deposits settled at 22.48% at end-2015, or P2.072 trillion of a P9.218trillion sum.

As the state-run insurer, PDIC is required to cover bank deposits for a maximum of P500,000 per account.

Broken down, the insured deposits from January-March cover P1.812 trillion under peso accounts, which represent 86.9% of the total, coupled with P273.193 billion from foreign currency deposits, data showed.

About 56.8% of the covered accounts were fully insured under the PDIC at P1.184 trillion, while the remaining 43.2% or P901.777 billion in bank deposits were only partially covered.

In a separate statement sent last week, PDIC officials said the new law for the state insurer took effect last Saturday, after it was passed by Congress and signed into law by President Benigno S.C. Aquino III on May 23.

Stiffer penalties also await any bank officers or depositors caught in fraudulent and irregular activities to as much as 12 years in jail.

The PDIC also steps in as receiver for banks ordered closed by the Bangko Sentral ng Pilipinas.

Learning is a process to acquire knowledge. It needs hard work that sometimes made the students frustrated and get bored, so that they lose their attention to a lesson. In this case, the use of media in teaching-learning process is needed to attract students’ attention and to make teaching- learning activities more interesting and effective. The use of media in teaching- learning process is not a new thing.

Many teachers know that media will be helpful. Media give students something new, but not all of teachers know how to implement it correctly, so sometimes media disturb learning

process instead of helping students in learning process.

This situation causes a problem. The use of media is questioning whether it really helps teaching- learning activities or not.

Media are the means for transferring or delivering messages. Li-Ling Kuo states that a medium is called the educational medium when the medium transfers message for teaching (LiLing. 1996). He adds that the use of media is important and it is impossible to coordinate teaching with learning without using media (Li- Ling.1996). Media are flexible because they can be used for all level of students

and in all subjects. Teaching media also can encourage stu d e nt s to t a ke more responsibility for and control over their own learning, engage in joint planning of the syllabus, and take longerterm perspectives on their own learning (Masterman.

1999). Since media give many advantages, a teacher should consider a medium to be used in teaching- learning process.

She noted then that 30% of the loan portfolio target for 2015 will come from provincial areas as its growth rate at 25% has already outpaced the general Metro Manila area, which is at 15-18%. She said the town’s officials, “were able to portray themselves as corporate leaders by providing mechanisms that help investors in setting up their businesses.”

The town is host to several big investments, particularly the brewery of San Miguel Corp., Franklin Baker Co., and Pryce Gases, Inc. It even shares with the city the area where the 300-megawatt coal-fired power plant of the Therma South, Inc. is located.

Ms. Ferrero said the c o mp a n i e s d e c i d e d t o settle in the town because its government was able to prepare it for new businesses, providing them incentives as well as the needed assistance that they need in setting up their businesses.

Leaders of the business sector said that aside from providing better business climate, local chief executives must be able to portray themselves as people who are ready to welcome businesses instead of looking at them as possible source of funds.

Chairman of the Mindanao Business Council Vicente T. Lao, who also operates an agribusiness company in Sta. Cruz, said that companies usually look for the profitability of their businesses instead of considering the presence of incentive codes.

“To investors, incentive codes are secondary. What matters most is that areas have officials who help businesses set up their investments and help them grow,” Mr. Lao told BusinessWeek Mindanao earlier, adding that no matter how good the incentives are, investors usually look for stability as well as security of the place.

In terms of incentives, Ms. Ferrero said the city is considered the model because it has its incentives code as well as the very agency that provides assistance to investors, the Davao City Investment Promotion Center (DCIPC). “ The creation of the DCIPC makes the city a model for investment because it has an arm that guides investors on how to go about their investments,” she explained.

Schools of UST, UE, PUP and TUP. Dr. Ong sat in the board of regents of two State Universities in Manila; former Regent of St. Paul University System Philippines and currently teaches in the graduate schools of the University of Santo Tomas and University of the East. Dr. Ong’s advocacy in education and training earned him a position as Board Member of the Technical Education and Skills Development Authority and Chairman of the Technical Panel for Business, Public Administration, and Real Estate Management of the Commission on Higher Education (CHED). He is President of the Philippine Council of Deans and Educators in Business (PCDEB) for SY 2014 – 2015. Dr. Ong is the Vice President of the UST Graduate School Alumni Association.

A prolific writer and researcher, a former columnist of Philippine Daily Inquirer, Dr. Ong has published six books on Real Estate Marketing; Human Resource Management, Economics, Sociology, Asian Civilization, and Research Methodology. He was also a TV anchor/host on the show Entrepinoy and Pilipinas Ngayon aired at IBC 13. He is likewise recipient of various awards and recognitions notably the prestigious Diplomate in Business Education; Fellow in People Management; and last April 17, 2015 was conferred diplomate in Real Estate Management. given by respectable institutions in the Philippines and abroad.

He was awarded the Most Outstanding Citizen of Malabon; Outstanding Alumnus of UST College of Commerce and the UST Graduate School during its Golden Anniversary; Outstanding Father of the Year, Outstanding Rotarian, and Outstanding Realtor of the year and Outstanding Business Educator in the Field of Finance awarded in March 2010. In 2011 he was conferred the prestigious ORAS award for excellence and In 2012 he was awarded as one of the “Exemplary Men of Influence” together with former President Fidel V. Ramos.

In October 2013 was awarded most outstanding alumnus of the UST College of Commerce & Business Administration in the field of Education.

Dr. Ong was appointed by the President of the Philippines as the 1st Chairman of the Professional Regulatory Board of Real Estate Service (PRBRES) under the Administrative control of Professional Regulation Commission (PRC)

In an exclusive interview with this paper, the visionary physicianentrepreneur said his goal is to emancipate medical professionals from the limitations of their practice and transform them into persons who can realize their full potentials.

The ten-storey ACE Medical Center Cagayan de Oro will rise along Rosario Drive, Cagayan de Oro City. It is expected to be operational in 2018. It is said to be the tallest of its kind in Mindanao.
