Hydro plants MALAYBALAY City -- A power firm is eyeing to put up two Hydroelectric Power Plants (HEPPs) in the Bukidnon town of Malitbog.

Dominador Lanozo, project development officer of Sta. Ana Power Corp., presented his company’s plan to the Sangguniang Panalawigan (Provincial Board) during Tuesday’s regular session.

Lanozo said proposed projects are the Malitbog HEPP that will tap the Malitbog River in Barangay Omagling, and the Kiabu and Siloo HEPP that will source power from the Siloo River in Barangay San Luis.

Each HEPP has a power capacity of 3.7MW. (PNA)

Corn growers MALAYBALAY City -- The provincial government of Bukidnon has allocated funds for the seed and fertilizer subsidies for the province’s corn farmers, especially the Indigenous Peoples (IPs).

Provincial agriculturist, Alson Quimba, said the distribution of hybrid corn seeds and fertilizer worth PHP118 million is the second to be held this year.

Quimba, who bared the plan to the Provincial Board during its regular session on Tuesday, said a total of 21,818 corn farmers will receive the farm subsidies in July.

Last March, the provincial agriculture office distributed P156 million worth of hybrid corn seeds and fertilizer to some 28,900 farmers. (PNA)

SAN FRANCISCO, Agusan del Sur--- The provincial office of the Department of Trade and Industry will verify the authenticity of Product Standard Certificates provided by the two hardware stores in two towns of this province selling questionable reinforced steel bars.

Jose Baron Jr., DTI acting provincial director, said they will take samples of steel bars sold by the two business establishment to be submitted to the central office of the Bureau of Product Standards (BPS) in Manila for further material

testing .

Baron said verification is needed to check on an earlier report by the Philippine Iron and Steel Institute (PISI) that saw 10 hardware stores across Mindanao found to be selling construction steel bars which are either undersized , underweight or did not passed the mandatory standards.

DTI Lanao del Sur opens Ramadhan Trade Fair

MARAWI City -- As part of the celebration of Marawi Week of Peace last week, the Department of Trade and Industry Lanao del Sur opened the Ramadhan Trade Fair at the People’s Park, Marawi City in partnership with the Provincial government of Lanao del Sur through its Technology and Livelihood Development

Center and Negosyo Center.

Thirty-five exhibitors participated in the said trade fair wherein different Maranao products such as palapa, kalawag, malong and others are being sold.

DTI Lanao del Sur Provincial Director Mohammad Mamainte urged everyone to support the trade fair as a way of

helping the affected residents of Marawi City.

“Meron po tayong trade fair showcasing lahat ng mga Maranao products from food to non food para po matulungan niyo po ang mga IDPs ng Marawi,” said Mamainte.

The Ramadhan Trade Fair will last until June 10, 2018, and is open from 10:00 a.m. until 5:00 p.m.

Collaborative innovation key to industry development

STRONG collaboration among government agencies, the academe, and industry stakeholders is a crucial factor to put regional industries in a better position to face the challenges in both domestic and export markets.

Dr. Rafaelita Aldaba, Department of Trade and Industry(DTI) assistant secretary for Industry and Development, said the main recommendation from the different regional consultations conducted by DTI was the building of connected, creative, and innovative communities highlighted by more research and

development (R&D) collaboration; strong support of legislation in terms of policies that would strengthen R&D; integration of innovation and entrepreneurship in the education curriculum; and improving the quality and utilization of government’s shared infrastructure such as shared service facilities, Fablabs, and food innovation centers.

Aldaba, studies conducted by the Philippine Institute for Development Studies (PIDS) and the Science, Technology, Research and Innovation for Development (STRIDE)

have shown that there is a weak linkage between industry and academe in terms of innovation due to widespread mistrust between the university and industry communities.

“What is happening is that there are more competition than collaboration. There is also a lack of strong culture of research in universities,” she noted.

These findings, she said, somehow support the low ranking of the country in terms of innovation efforts.

PLDT sustains growth in digital service revenues THE digital enterprise unit of local telco giant PLDT, Inc. has registered a strong performance for the first quarter of the year, driven by its ongoing nationwide deployment of digital services.

The information and communication technology revenues of PLDT Enterprise reached P5.59 billion, increasing by 6 percent from P5.3 billion for the same period last year.

The growth in revenues were contributed by Data Center revenues, which was higher by 14 percent, Managed IT services up by 23 percent, and Cloud Infrastructure and Software as a Service,

Universal Robina continues overseas expansion GOKONGWEI-led food manufacturer Universal Robina Corporation (URC) is spending around PHP2.4 billion this year for the expansion of its business overseas.

“We are primarily adding snacking lines in Australia and additional confectionary lines in Malaysia,” URC chairman Lance Gokongwei told reporters on the sidelines of the company’s stockholders’ meeting on Wednesday.

URC currently has a significant presence in Vietnam for the readyto-drink tea category, Thailand for the biscuits wafers category, New Zealand for sweet biscuits and crackers salty snacks categories, and Australia expansion/PAGE 11

which increased by 51 percent.

Overall, data, broadband and digital platforms continue to drive PLDT’s revenue growth, increasing by 13 percent to P18.3 billion at the end of March 2018, accounting for 50 percent of total service revenues for the first three months of the year.

“We continue to grow in the right places -specifically data and digital services. We are setting the pace for industries and are building on our lead,” Jovy Hernandez, Senior Vice President and head of PLDT and Smart Enterprise Business Groups, said in a statement released Wednesday.

“Growth in this vital space is being powered by the growing efforts of companies to go digital.

And it’s not just large companies. Small and medium scale companies are also making the shift. That’s why more companies are signing up for services, like Cloud and managed services. We are keen on upholding PLDT’s position as the preferred digital partner for enterprises by building up our digital infrastructure and enhancing our expertise to help clients execute their digital pivot,” he added.

PLDT has recently opened its second VITRO Data Center in Cebu province, which

is expected to further strengthen the delivery of data services to enterprises in various sectors, such as banking and finance, business process outsourcing, retail and small and medium enterprises.

The telco has 10 data centers across the country, raising its total capacity to more than 9,000 racks.

The net income of PLDT has reached P7 billion for the first quarter of 2018, which increased by 41 percent from P5 billion for the same period last year.

The firm has allocated P58 billion for this year, which will be utilized for the rollout of its fixed and mobile networks. (PNA)

Rules for new telco player up for review, says DICT THE terms of reference (TOR) setting the guidelines for the entry of a new major telecommunications player is yet to be approved by an oversight committee created by President Rodrigo R. Duterte.

The Department of Information and Communications Technology (DICT) said a number of issues are needed to be settled before the TOR is released to the public and the telco industry stakeholders.

“The resolution of said four key issues is desirable to ensure not only the successful implementation of the selection process of the NMP (new major telco player) but also,

more importantly, the sustainability of the NMP that will be selected so as to avoid the repeat of what happened in the past,” DICT Acting Secretary Eliseo Rio said in a statement.

Among the issues discussed during the Oversight Committee meeting last Monday, May 28 include the distribution of frequencies which were formerly awarded to Bayan Telecommunications Inc. (Bayantel); establishment of a common tower policy which may be leased to new and existing players for the installation of communication facilities; commercialization of the National Grid of the Philippines-Transco dark

fiber-- unused fiber optic cables that may be utilized for the transmission of communication signals; and the reduction of interconnection rates among mobile networks.

“Once these major issues have been fully resolved, the draft terms of reference will be revised, if necessary, and shall at once be published to gather comments and inputs from all stakeholders,” Rio said.

The DICT aims to name a third player within the year.

Problem means progress

jhan tiafau hurst Think a minute…What’s your problem? You know that not all problems are bad? In fact, having problems sometimes means you’re making progress. A big hardware business moved into the same building with another, small hardware store. The big hardware competitor posted signs all over the building that read: “Grand Opening.” So not to be beat, the owner of the small hardware business posted a big sign over his store that read: “Main Entrance.” It’s successful people who know that their biggest obstacles often become their biggest opportunities. As one smart man said: “The same big stone that’s an obstacle to a weak person is a steppingstone to success for a stronger person.”

The difference is in their attitude and response.

God knows that despite man’s profession of their faith in Him, all the intentions of their hearts are evil. That is the reason why God said “Not all who call on me `my God, my God’ will be able to enter the kingdom of heaven” (Matthew 7:21).

Too, the Bible has a warning: “Whoever says, `I know (God)’ but does not do what He commands is a liar, and the truth is not in that person…” (1 John 2:4). And all liars, according to Revelation 21:8, would be among those who would be thrown in the lake of burning sulfur, and punished without letup for all eternity.

are on the righteous and his ears are attentive to their prayer, but the face of the Lord is against those who do evil…”, says 1 Peter 3:12.

1 Timothy 2:8 intones: “…

Therefore I want people everywhere to pray, lifting up holy hands without anger or disputing…”

In Matthew 21:22, it is there written: “… If you believe, you will receive whatever you ask for in prayer...” In Romans 12:12: “… Be joyful in hope, patient in affliction, faithful in prayer…” In 1 Thessalonians 5:17: “… Rejoice always, pray continually, give thanks in all circumstances; for this is God’s will for you in Christ Jesus…”

asking if there is any basis at all for this practice of commemorating the dead on the 40th day of prayers for them, the Children of God Blood Kin of the Christ Church (or the AND KNK, Simbahang Anak ng Diyos Kadugo Ni Kristo) believes that, yes, it has some basis, and this is from the Bible itself, in its Acts 1:1-9. It would do well for everyone to read those verses.

The truth however is that, the present way of commemorating this practice is no longer wholly in accord with what Acts 1:1-9 is saying. This is why a reminder has to be made for all: it would be best if everybody read the Bible, to enable them to see for themselves whether the teachings, rituals, traditions, and practices being fed to, and observed by, them and their groups for a long time now relative to matters of faith adhere to the teachings of Jesus, our God and Savior.

Many years ago, American farmers carried their potatoes in wagons to the market. As their wagons bounced along on the rough, bumpy roads, the big potatoes were always the ones that ended up on top. And it’s usually the same with people. It’s the people with bigger hearts of faith and perseverance who end up on top, after getting over their life’s bumps and problems.

There’s a saying: “What doesn’t kill you makes you stronger.” Yes, problems may detour you and take you off course for a little while, but only you can choose to stop moving ahead. Sometimes we think that our temporary problems are permanent.

roy cimagala THAT gospel story about a rich young man who asked Christ how he can inherit eternal life (cfr. Mk 10,17-27) is a poignant warning among the socalled good Christians who are already doing a lot of good but still are unwilling to give all to God. It ’s a s t o r y t h a t effectively reveals what is truly inside our heart.

Is our heart really for God or is it actually just for ourselves though it can be showy about being Godly?

The man in the gospel readily admitted that he had been observing the commandments, as Christ articulated them again. But when he was told what he had to do to merit eternal life, he could not take it.

“You are lacking in one

thing,” Christ told him.

“Go, sell what you have, and give to the poor and you will have treasure in heaven. Then come, follow me.” At this, the man’s face fell and went away sad, for he had many possessions which he was unwilling to give up.

We have to be most wary of this scenario in our life, which actually, a n d s a d l y, i s q u i t e common. There are good people who are not truly good enough, because when the ultimate test is made, they are not willing to give up all in order to have God. They forget what St. Teresa once said, “Solo Dios basta,” (With God we have enough). They get too attached to the many good things in their life such that these blessings from God are converted into competitors of God themselves.

They prefer a life in this world that is without suffering, without selfdenial, without the cross, as if a genuine Christian life can be exempted from all these. It is as if they have been born without

original sin and have led their lives without committing any sin at all.

We have to be most careful with this most likely phenomenon happening in our lives.

Yes, we have to be wellguarded against this temptation and do everything to combat it whenever, wherever and however it arises.

It would be a pity if after the many good things we may be doing, we fail to pass the final test. We have to remember that love is without measure. It is in its nature to give itself completely, convinced that what seems to be lost would actually be regained a hundredfold.

In t h i s , C h r i s t h a s reassured us abundantly.

We have to be wary of the tricks of the devil and of our own wounded flesh that all try to block us in the last stretch in our pursuit of love. They will try to convince us that we already have given and done enough. We do not need to give more. They will try to trick us to be self-satisfied with what

we already have been giving and doing.

To be sure, to give ourselves completely to God and to others is not easy. We need nothing less than the grace of God and our generous and prompt correspondence to it.

But it’s not impossible.

We just have to learn to give ours elves to God and others more and more each day. We can ask ourselves, for example, “Today, what can I give more to God and to the others?” “What else have I been keeping to myself rather than giving it away to God and to the others?”

For sure, we will have some answers to those questions and start to act on them. In this way, the attitude and practice of giving our all, even if in instalment basis, can be achieved.

Let us look beyond our own comfort zones, and reach out to others, conquering more areas of divine and human concerns out of love. We will be repaid abundantly.

God cannot be outdone in generosity.

Loans to small firms surge to P4.6B in 2017 LOANS GRANTED to small-scale firms surged in 2017 as the central bank relaxed rules on pricing risks and as more credit surety fund (CSF) groups were created during the year.

Data from the Bangko Sentral ng Pilipinas (BSP) showed that approved loans to small businesses reached P4.586 billion as of end-2017 via CSF cooperatives. This showed a 41% jump from the P3.253 billion of accumulated CSF credits in 2016.

Of the amount, P4.316 billion has been released to 17,169 beneficiaries as of December.

The central bank’s CSF program provides alternative collateral for micro, small, and mediumscale enterprises (MSMEs) by organizing them into cooperatives with a pooled fund. CSF units then serve as guarantors for its member businesses and non-government organizations as they apply for credit lines from banks, in order to improve their chances of securing loans.

A firm can incur a loan worth as much as 10 times the amount which they poured into the surety fund, with the minimum placement set at P100,000.

relaxed banking rules covering small business loans underwritten by CSF cooperatives last year.

BSP Circular 979 assigned a 20% risk premium to CSF credit, a substantial drop from a 75% weight assigned to debts extended to MSMEs. Implementing rules for Republic Act (RA) No. 10744 which made permanent the CSF system also took effect in October 2017, which brought the BSP and the Cooperative Development Authority together in assisting and organizing small firms into formal entities.

The year 2017 also saw six new CSF cooperatives established in San Fernando, La Union; Tacloban City, Leyte; Mandaue City, Cebu; Sta. Rosa Laguna; Dinagat Islands; and Batangas.

This brought the program’s reach to 32 provinces and 19 cities, the BSP added.

RA 9677 or the Magna Carta for MSMEs require banks to set aside a tenth of their loanable funds for small businesses. In particular, lenders must allot 8% of its total loan portfolio for micro and small firms, while 2% should be allotted for medium-sized companies.

He added that the bank will continue to incorporate new technologies such as blockchain in its business to cut operational cost.

UnionBank is also well on its way to becoming a digital bank, which means the company needs to retool its employees' skill set particularly those involved in operations or other front-line functions such as the tellers, among others. Land records safe despite fire, says DENR The Department of Environment and Natural Resources (DENR) assured the public on the safety of all land records with the Land Management Bureau (LMB) in the wake of a fire that engulfed the LMB building in Binondo, Manila, on Monday morning.

The DENR said that while land records in the building had been damaged, these only serve as back-up of documents in the regional offices.

nvironment Secretary Roy A. Cimatu has ordered an investigation into media reports that arson may have caused the pre-dawn fire that gutted the Land Management Bureau (LMB) building in Binondo, Manila last Monday.

“While we hope that this is not the case, arson is a serious crime and the LMB fire significantly impacts Filipinos who place premium value on land,” Cimatu said.

LMB is a staff bureau of the Department of Environment and Natural

Resources (DENR).

Cimatu said that DENR and LMB officials would work closely with investigators from the National Bureau of Investigation and the Manila Fire District to determine the cause of the fire which started at the upper floors of the LMB. The fire, which lasted for 22 hours, destroyed not only the LMB building but other adjacent buildings and establishments, including the National Archives Office.

With the Binondo building out of

commission, the LMB has set up a temporary HelpDesk at the DENR main office in Quezon City to address landrelated queries and concerns by the public.

The LMB is also eyeing to relocate its other offices in the DENR. While the LMB stores back-up files of land titles digitized by the DENR’s regional offices, it has

also been digitizing land titles in its care with the use of modern, hightech equipment which were unfortunately also destroyed by the fire.

In 2016, it launched the Land Administration Management System, a computerized information system to consolidate all land data and records in the country to facilitate the land titling process.

Cimatu hails protected areas as ‘last bastions of endemic wildlife, habitats’ Environment Secretary Roy A. Cimatu on Tuesday called for stonger measures to conserve and preserve the country’s protected areas (PAs) whom he described as “the last bastions of endemic but threatened wildlife and habitats.”

“We are facing a natural resource scarcity due to numerous factors, foremost is the degradation of our terrestrial and marine ecosystems,” Cimatu lamented in his keynote address during the celebration of the International Day of Biological Diversity (IDBD) held at the National Museum of Natural History in Manila.

The celebration is spearheaded by the Biodiversity Management Bureau (BMB), a line bureau of the Department of Environment and Natural Resources that is responsible for the protection and management of the country’s rich flora and fauna.

In his speech, Cimatu said the positive developments brought about by ongoing efforts to conserve and sustainably manage PAs should not lead to complacency as he reminded everyone about the painful lessons of Boracay, which had to be closed down in order for the government to

address the environmental problems plaguing the world-famous resort island.

“Do heed the warnings that are starkly evident— it will be costly and disastrous for all of us.

Let Boracay teach us all,” Cimatu said.

Cimatu also underscored the need for a legal instrument to protect the PAs in order to “facilitate swifter enforcement and allot more resources for conservation.”

“The Philippines, being one of the 17 megadiversity countries in the world, has identified biodiversity conservation as a major strategy for sustainable development,” Cimatu said.

He added: “Our centerpiece response to protect and conserve our biodiversity resources is the establishment of an Integrated Protected Areas System.”

The Philippines is a member-party and one of the first countries to sign the Convention on Biological Diversity, whose anniversary for adoption is being celebrated through IDBD every May 22 annually.

A closer inspection, however, reveals that the

two Raiders differ not only in their fuel system but some other aspects as well.

Under the law, any person who commits any of the “prohibited acts” or violates any of its provisions could be fined by the Secretary of the Department of the Environment and Natural Resources (DENR), upon the recommendation of the Pollution Adjudication Board, in the amount of not more than P200,000 for every day of violation, starting from the day the pipelines were installed.

Depending on the gravity of the offense, the DENR Secretary could issue a closure order against the owner of the establishment. Blatant disregard of such orders and penalties could lead to the filing of criminal charges against violators.

Last May 25, the DENR— together with representatives from the Aklan provincial government and 100 soldier trainees from the 3rd Infantry Division of the Philippine Army— excavated 26 illegal pipes along Boracay’s worldfamous white sand beach.

The 26 pipes were located in and around 16 establishments along the beach. Some of the source establishments have been confirmed, while others are for further investigation.

Tw o e s t a b l i s h m e nt s have been issued notices of violation after water sampling by t h e E nv i ro n m e nt a l Management Bureau (EMB) conf ir me d t he y were discharging untreated wastewater. These are the Dive Gurus (two pipes), and Sand Bar (two pipes).

Some pipes were traced to the following establishments: Water Colors (one pipe); Hoy Panga (three pipes); La Fiesta (one pipe); and Manana Mexican Cuisine (one pipe).

Other pipes were discovered at the following locations: two pipes in front of Dive Gurus; one before the sewer manhole at Ocean Club/ Jungco Corporation; one pipe at Bamboo Bungalow; one pipe leading to the beach in between Blue Waves Beach House and Discovery Shores; and two at Ambassador in Paradise; one pipe at the boundary of Hennan Prime and La Brisas de Boracay.

FAO promotes indigenous cultures and traditions in agro-biodiversity conservation to mark the International Day of Biological Diversity The Food and Agriculture Organization of the United Nations (FAO) in the Philippines joins in the celebration of the International Day of Biological Diversity (IDBD) by highlighting indigenous cultures and traditions in agrobiodiversity conservation through the participation of one of its projects in the International Food Exhibition (IFEX) 2018.

At this year’s IFEX, the project “Dynamic conservation and sustainable use of agrobiodiversity in traditional agro-ecosystems of the Philippines” will showcase agro-biodiversity products developed by community-based enterprises from the municipalities of Hingyon and Hungduan in Ifugao Province, and Lake Sebu in South Cotabato Province.

Funded by the Global Environment Facility and jointly implemented by FAO, the Department of Agriculture (DA)-Bureau of Agricultural Research with and partner local government units, the Agro-Biodiversity project aims to enhance and expand the dynamic conservation practices that sustain globally significant agrobiodiversity in traditional agro-ecosystems of the Philippines. The pilot sites were selected for their rich crop diversity conservation initiatives and farming practices.

The community-based enterprises will feature processed products from key crops such as taro, yam, tomato and ginger, as well as some traditional varieties of rice such as tinawon, imbuukan, minaangan and diket. These products are unique since the traditional rice varieties are grown on the rice terraces of Ifugao, especially in Hingyon and Hungduan, while the processed foods are being produced by the Tuwali Indigenous Peoples of Ifugao and T’boli

Philsaga has existing service contracts with three security agencies, four in ore hauling, engineering and construction, and three in mine operation particularly in utilities services, rock works and drilling operations.

Over the years, Villanueva said, Philsaga has been a consistent awardee by DOLE C ar ag a re g i ona l of f i c e including tripartite certificate of compliance on labor standards, labor-management commitment and productivity improvement, and compliance to labor relations regulations.

The store owner in San Francisco, who asked not to be named, admitted they had not secured PS licenses from their suppliers of construction materials they sold to their customers. A team from DTI Agusan del Sur office inspected on Tuesday the two stores in neighboring towns of San Francisco and Rosario listed in the PISI report where owners failed to present PS licenses supposed to be provided either by their distributor and manufacturer in Davao City.

The store owners went to see Baron and submitted the Product Standard Certificates they obtained through email from the Davao Mighty Steel in Davao City, the manufacturer of the questionable steel bars.

For the meantime, the store owners were allowed to continue selling the steel bars while waiting for the results of BPS material testing expected to come out in a month.

The steel bars tested at the MIRDC were taken from the hardware stores in five areas in Mindanao in a random “test buy” conducted by the Philippine Iron and Steel Institute , Inc (PISI) on April 24-26 in the wake of complaints they received from their members and customers.

R e s u lt s of t h e P I SI findings were submitted to DTI Undersecretary Ruth Castelo, head of the agency’s Consumer Protection Group, whom they asked for a joint market monitoring and standards enforcement.

PISI has also recommended BPS to conduct immediate audit and issue show cause orders to manufacturers that produced and sold these substandard steel bars.
