Briefly Sign of recovery THE manufacturing sector is showing signs of recovery in May 2020 and is expected to continue its rebound as the Philippine economy gradually reopens, the National Economic and Development Authority (NEDA) said.

LTO office soon to rise in Maramag town MARAMAG, Bukidnon -The Land Transportation Office (LTO) building will soon rise at Purok 10, South Poblacion, Maramag, Bukidnon.

This came after Bukidnon Third District Rep. Manuel “Manoy” Zubiri, Maramag mayor Atty. Jose Joel Doromal, and LTO Regional Director Nelson Manaloto affirmed their commitments to the Deed of Conditional Donation.

During the commitment signing rites on June 19, Cong.

Manuel Zubiri announced that Maramag local government unit (LGU) donated a portion of its public lot where the said LTO-Maramag District Office will be constructed.

“This gesture affirms

the commitment of both government agencies to provide its residents and those from the nearby towns access to the services of LTO without need to travel far,” Zubiri said.

LTO Region 10 Director Nelson Manaloto emphasized that the new district office will cater to the issuance of student permits and non-professional/ professional driver’s license; the processing of vehicle registration; enforcement of traffic laws and regulations; and other LTO-related concerns.

NorMin LGUs utilized 81% on Bayanihan Grant, says DILG-10

AGAYAN DE ORO CITY --In responding to coronavirus disease (COVID)-19 crisis, the local government units (LGUs) in the region have utilized about P1.4 billion or 81.9 percent of the P1.7 billion Bayanihan Grant from the national government.

During the NorMin COVID-19 Response Task Force press conference, July 7, Department of the Interior and Local Government (DILG)10 Regional Director Arnel Agabe said the grant is intended to augment the funding requirements for the

operation of provincial, district, and other local hospitals operated by the provincial government, for COVID-19 related expenses.

For Bukidnon, 23 LGUs have received a total grant of P581 million where P446 million has already been already used (76.7 percent).

About P135 million is left unutilized in the province.

In Camiguin, P28 million or 87.9 percent has been utilized from the P32 million grant.

The province has only P4 million unutilized funds.

For the 23 LGUs in Lanao del Norte, P204 million or 94.6 percent has been used up for COVID-19 related activities from the P216 million Bayanihan Grant.

They only have P11 million to spend for such

purposes.

In Misamis Occidental, P266 million has been granted and P160 million or 60.4 percent has been utilized. The province still has P105 million left for their COVID-19 related activities.

Misamis Oriental is on its 99.6 percent utilization of the Bayanihan Grant.

About P340 million is granted to the province and they have already spent P338 million.

For the highly urbanized cities, Cagayan de Oro City has spent P130 million from its P156 million grant or 83.5 percent utilization. The city still has P25 million to spend for its crisis response.

As for Iligan City, P108 million (78.8 percent) is already utilized from its P137 million grant.

They have P29 million unutilized funds as of press time.

Agabe said the Bayanihan Grant was used specifically for the procurement of personal protective equipment (PPE); equipment, reagents, and kits for COVID-19 testing; medicines and vitamins; and hospital equipment and supplies; disinfectants, sprayers, and other disinfecting supplies and misting equipment.

Also, the grant may also be used for food, transportation (including fuel), and accommodation expenses of health workers and other personnel of the provincial, district, and other local hospitals operated by the provincial government; expenses for the construction/repair/ lease/rental of additional space/building to accommodate COVID-19 patients and persons under monitoring/ investigation; It can also be utilized for expenses on training of medical/ health personnel of the provincial, district, and other local hospitals operated by the provincial government relative to the conduct of COVID-19 testing and other related training.

The Bayanihan Grant also covers the expenses for the operation and maintenance of duly established provincial checkpoints related to COVID-19, such as provision of foods, medicines/vitamins, PPE, and disinfecting supplies for the exclusive use of provincial government employees and personnel concerned, including those hired under contract of service and job order schemes. Signs of manufacturing recovery seen as economy reopens: NEDA

HE manufacturing sector is showing signs of recovery in May 2020 and is expected to continue its rebound as the Philippine economy gradually reopens, the National Economic and Development Authority (NEDA) said.

Instructors and students alike are figuring out what it looks like to provide quality online learning. I see digital learning as any learning supported or conducted with the use of technology.

This encompasses online or extended campus classes, blended and hybrid learning and face-to-face classes that utilize learning management systems or

electronic collaborative tools such as Google Meet or Zoom. The learning may var y to the extent that it is synchronous or asynchronous and the level of interaction between teacher and student, student and content, and between students.

One of the biggest ways that I see digital learning varying from traditional face to face learning is in the level of accountability on the student. In digital learning, the learning itself

plays a significant and large role in their learning. They make the decision on which parts of the subject or material to interact with, how much to connec t and eventually are in the position to influence how much they will learn. This takes more motivation than the traditional classroom where the synchronous meeting with a teacher forces attention and the instruction often is more likely to increase accountability.

“The low production and sales indices for the manufacturing sector are expected given that most of the country was still on enhanced community quarantine (ECQ) in May. Demand was also subdued as people’s mobility remains limited.

Despite this, we are seeing some signs of a resurgence of the sector. As we transition to a new normal, we expect gradual recovery with improvements in logistics, particularly in the transport of essential goods and raw materials,” acting Socioeconomic Planning Secretary Karl Kendrick Chua said in a statement.

To support local manufacturing, Chua said the government will facilitate and support manufacturing firms that will redirect production to increase the supply of essential goods and intermediate inputs, particularly for increasing the country’s capacity to address health and medical needs amid the coronavirus disease 2019 (Covid-19) pandemic.

New infrastructure projects in areas such as health, digital economy, digital education, and power will be prioritized.

This will help increase construction activities and boost employment as well as increase demand for construction-related manufactures.

As the majority of the country’s micro, small, and medium enterprises (MSMEs) have experienced significant financial difficulties, Chua said the government will also continue to provide assistance through grants, low-interest loans, credit guarantee, among others, to enable enterprises to safely resume business operations.

“As more firms reopen, we need to remind everyone that the risk of Covid-19 infection remains. It is very important for firms to strictly comply with minimum health standards to mitigate risks in the workplace. We need to make sure that our workers’ health is not compromised and that we are able to contain the spread of the virus,” the NEDA chief said.

“The whole-of-government, led

by NEDA, is currently reviewing strategies and policies in the Philippine Development Plan 2020-2022. A number of strategies need to be scaled up and fast-tracked, particularly as they relate to technology and innovation. These will help firms and society, in general, become better prepared against future disruptions,” Chua said.

MISSI is a report that monitors the production, net sales, inventories, and capacity utilization of selected manufacturing establishments to provide flash indicators on the performance of the manufacturing sector. (PR)

The biggest asset of t he co op erat ives is its philosophy: the time honored and universally accepted c o o p e r at i v e pr i n c ip l e s and values. Unlike global corporations, oligarchs and cartels, they may not have might of Power, neither lots of money nor influential people. Yet, cooperatives have survived all these years and in fact are growing and blooming without let-up.

Many are wondering how is this possible. How such an organization run where there is no boss dictating, where nobody passes orders, where all enjoy equal rights? In fact, there is nothing to wonder about.

Cooperatives are putting in motion the essence of democratic control. Glaringly

as described, “the key to success of the cooperatives lies in the treasure of their basic thoughts and DNA.” Indeed, the very essence of cooperativism lies in its DNA, to wit: members-owned, value-based and philosophy driven and sustainability.

C om mon ow ne rsh ip or members-owned – all members are the owners.

As declared in the Articles of Cooperation, “All the profit and loss, whatever it may be, is shared or owned by the members.” As their pledge states, “I shall adopt the broader meaning of common ownership… instead of thinking in terms of I should get more than others, I shall aspire that other should not get loss than me.”

Va l u e - b a s e d a n d philosophy driven that gives high adherence to paradigm shift towards high spirituality. This shift

has become imperative in a world that is giving so much veneration to the profit motive that has already captured the mindset of all governments, all institutions, all religious groups and all universities. Humanity has been so enamored in so much externalities and trivialities.

How do we counter vail against the dominant economic paradigm that has sacrificed Mother Earth and the people to the altar of greed and profit? How do we rescue humanity now buried in so much consumerism and materialism? Only through a Philosophy called Cooperativism!

Of the three DNAs, what appears to be the urgent call of the times is Sustainability.

JUN LEDESMA FOUR-month-period is long enough for one to realize that in this fight against the coronavirus disease 2019 9Covid-19) it takes only a good dose of discipline, obedience to very basic health protocols to adapt to the new normal and survive. We are learning it the hard way.

Those who fault the Duterte government for the rise of positive cases and cavalierly cite why Vietnam, Thailand, Korea, and China were able to contain the spread of the disease pronto conveniently

forget the differences of culture and discipline in those countries from ours.

Cases of Covid-19 resurface now and then but the spread is contained in no time at all.

President Rodrigo Duterte succinctly describes what’s wrong with us. While he describes his fellow Cebuanos as “gahi ug ulo” (hardheaded) truth is we see these incorrigible traits all over.

We have this bunch who dub themselves as PH PRIDE Protesters. They are the types who are impervious of the consequences of their acts.

While the government issues simple directives as wearing masks and social distancing and staying home if nothing of importance requires one to go out, they gathered themselves in strange defiance. They were of course removed from the streets and were given a mental counsel after which they were released. Before they finally disperse, however, they had a photo taken, again

displaying their defiance of social distancing and then uploaded this on Facebook threatening that they will file cases against law enforcers.

Four months had elapsed and now we come face to face with reality. Finance Sec. Carlos “Sonny” Dominguez has told us the brutal fact.

Covid-19 will be around and will be with us until a vaccine will be discovered. That our economy cannot remain in stagnation lest it will lead us to a catastrophe much worse than the pandemic. As head of Duterte’s economic team, his is the Herculean task of revving up the engine of the economy and to do that production and movement of the labor force in Metro Manila and CALABARZON must resume. He cited that the huge percentage of our economy comes from these regions. And this is true elsewhere in the growth centers of the country.

Are we ready to grapple

with the challenges? The answer is YES! True that the number of Covid-19 cases has increased what is happening in the ground gives us the confidence that we can slowly push up the economy to a modest performance. The signs are there and I think that Secretary Dominguez has seen these all. We have provinces and cities where the local government units are able to address the threats of contamination. There are barangays in the crowded communities in Metro Manila where Covid-19 cases have declined if not altogether disappeared. There were recurring cases but systematic contact tracing and testing were immediately done and if lockdowns become necessary then it is strictly enforced.

We have to absorb lessons from what is experienced in Cebu City. The City officials and business community and other organizations amidst the ECONOMY/PAGE 7

HOENIX Petroleum Philippines, Inc. is setting its focus on expanding its retail business with highgrowth and highmargin brands as it recovers from the impact of the global pandemic.

The listed independent fuel retailer on Tuesday said it needs to adapt to changes and disruptions in markets caused by the coronavirus disease 2019 (COVID-19) pandemic.

Phoenix is zooming in on retail, which it sees as “major force” driving the company, aiming to further expand the segment with “high growth, high margin consumer brands over time,” according to Phoenix President Henry R. Fadullon.

With the altered customer purchasing behavior post-pandemic, the company intends to complement its retail offers with digital initiatives, which in turn will multiply its footprint “exponentially,” Mr. Fadullon said.

In the first three months of the year, Phoenix shed P215 million as overall

revenues fell due to the volatility of the global oil market.

This was despite its retail and liquefied petroleum gas (LPG) businesses’ strong performance, with volumes up 9% and 39%, respectively.

“We were not spared but we were able to navigate the downturn better because of our earlier investments in strategic, highermargin areas such as retail and LPG,” Phoenix Chief Executive Officer Dennis A. Uy earlier said.

Higher-margin products like retail fuels, LPG, convenience retailing, and payments, make up 45% of the company’s domestic revenues this year.

Moving forward, FamilyMart, the company’s convenience store brand, widened its food offerings with for-sharing meals, frozen food, and options with longer shelf life, aside from bolstering its online presence through applications and deliveries.

As the government further eased quarantine policies, Phoenix’s over 650 fuel stations saw

demand picking up with sales “nearing” the pre-quarantine levels.

that the City has supported the affected sectors, with rice and food stuff. “Initially we spent P20 million for the 1st wave of our assistance to the constituents, followed with another P70 million of food packs for the 2nd wave. We have established a sufficient number of isolation facilities through-out the province. As early as March, we have already implemented health protocols in almost all towns and barangays of the province. We have facilities at the Butuan Medical Center.

As of this writing, we still have no severe cases of Covid in the province but we have already put up 90 percent of the isolation facilities. We already have PCR machines.

By the 1st week of July we shall have completed the installation of our quarantine facilities. Our business sector is severely affected.”

He said their policies were always dependent on the guidelines imposed by the national IATF. Presently we have gone back to easier restrictions under the MGCQ requirements. What we have restricted are the movements of the general populace. We have to balance the economy and health safeguards for our people.”

Strengthening problem-based learning

In this modern world, students are becoming m ore i n d e p e n d e nt i n learning. Teachers act as the facilitators of the classroom unlike in the previous time where the teachers are the center of the classroom who gave all the information and knowledge to the learners.

It was a teacher-centered classroom. The learners today are different before.

They are more aggressive and curious to learn by their own way. They learn more by doing. Aside from learning by doing, it is more interest ing for them if they will be given tasks to solve on their own.

Problem-Based Learning (PBL) is a teaching method in which complex real-world problems are used as the vehicle to promote student learning of concepts and principles as opp os ed to direct presentation of facts and concepts.

In a d d it i on , PB L c an promote the development of critical thinking skills, problem-solving abilities, and communication sk i l ls. It c an a ls o provide opp or tunities

for working in groups, finding and evaluating research materials, and life-long learning.

Problem-Based Learning is an effective method in teaching Science. It helps d e ve l op t h e l e ar n e r s’ critical thinking, analysis, observation, and other scientific skills. However, any subject area can be adapted to PBL with a little creativity. While the core problems will differ in every subject areas. There are some characteristics of good PBL problems: it must motivate learners to seek out a deep er underst anding of concepts; it should incorporate the content objectives in such a way as to connect it to previous cours es/know le dge; it needs a level of complexity to ensure that the learners must work together to solve it; and it should be open-ended and engaging to draw learners into the problem.

Teachers who engage this teaching strategies give the opportunity to the learners to make decisions, and formulate solutions to the given problem.

I can still vividly recall. It was one Friday afternoon during our orientation, five years ago. My fellow teacher applicants joyfully cheered as the Superintendent exclaimed we would start teaching on Monday.

Whereas, I was growing impatient and did not feel the happiness to finally make it in DepEd. At that time, I was terribly having a headache, I really could not wait to go home and rest. The next day, I hesitated to accept the offer of becoming a public school teacher but I thought I might regret it for the rest of my life if I would not try.

Actually, I ranked number one in the registry of qualified applicants back then but I would have not known the news was I not messaged by a classmate of mine in college. I did not bother to monitor the application results since I decided to accept the contract with my former employer.

Anyhow, being top in the list gave me the “privilege” to be assigned in one of the farthest schools in the city, a place where I had to travel in kilometers through the forest. Soon, I was trasferred to a closer school, but still in the hinterland. It took me four years in the mountains before I

was finally assigned in the city since I accepted the task of being a Teacher In-Charge. It was a job of being the school head, exactly similar to a principal with a salary of the lowest teacher position.

Fast forward to present. I can no longer feel the hesitations I felt before but I now have uncertainties. There are so many desmaying things as a public school teacher. I witness how younger teachers become so easily bored and discontented with their work. Some left to teach abroad. I get to know senior teachers who seem to have grown tired of teaching - not attending their classes regularly or on time. Not few students are idle and disrespectful. Several parents are inactive while others are not able to discipline their children. The road to promotion is not only rigorous but also costly. The list goes on.

Desmaying situations create uncertainties and attempt to intimidate me but I still cherish and celebrate my fifth year in service. Tough situations, regardless of what profession we are in, will always be there to discourage us but I remain hopeful and determined to continue my chosen profession for the coming years. There may be

No one ever predicted this pandemic to happen.

But since then, everything has changed. And when talking about education, pandemic induced learning is something that entails lots of challenges, not only to students, but also the educators as well. We had no idea that this extraordinary event would force us to teach in a different or “new” way. Although none of us teachers signed up for this, we persevere for our students.

Since we are encouraged to continue staying safe at home, online learning became even more popular.

Teachers have different views on this matter. While some agreed that it is best to use the internet, most of us teachers complain simply because we’re not get used to any of the “new classrooms”- the virtual ones! Maintaining connections with thumbnail images of students through Google Meet and Zoom could be hard. Despite the slow bandwidth, we try to continue checking in with the students to ensure they’re adjusting and staying safe. It’s not all the same as daily face to face instruction but we’re doing our best.

During meetings, fellow teachers may even have a hard time to join Zoom.

We often grumble why we couldn’t hear any sound, only to find out that we forgot to click the “join audio” button to hear everybody’s voices. Some would ask why they couldn’t

even see their faces, but it’s simply because they turned off their videos without being aware of it! Funny though, but this is the new normal. It’s a part of our learning process. We can laugh at our mistakes and learn from them. Eventually, we will become masters in Google Meet or Zoom. But for now, to try is the first step to learn. Experiencing the new face of education in virtual platforms is new but it could be enjoyable.

We, teachers, can choose whether to embrace change and adapt to it or remain in our comfort zone. You have a choice. Stay where you are and you’ll be left behind or you can adapt to change and make some progress.

It is our main focus right now to use online learning to deliver instruction to students who are at home.

However, this couldn’t be done by the students alone.

Teachers play a vital role too. Collaboration and partnership help us to sustain learning in this time of pandemic. In the end, collaboration makes life’s challenges not necessarily easier but more bearable.

heavy tasks to perform but you feel accomplished once you do them with meaning. There may be lazy students but there are more who are eager to learn. I do meet careless parents but I also talk with ones who are appreciative and grateful. And I may know some worn-out teachers but I always befriend passionate and talented ones. It is how we position our perspectives that we are able to stay in our job with pride.

I believe that it is not your chosen profession that is trying to bring you down. It is discontent that does it.

But this discontent that steals hope and passion among us would not succeed if we share happiness to everyone - to our collegues and the people we serve - by practicing our profession with honesty and passion in little ways we can.

One veteran teacher once exclaimed that in his decades of service in DepEd, he has not seen the promised “quality education” aside from this phrase being printed on the rooftops of school buildings. To me, dedicated teachers do not wait for quality education to come. It is not to be found, it is to be delivered by an ordinary classroom teacher like me.

High expectations for students' performance

HIGH expectations for students are one of the “defining” characteristics of a l l c ompre h e ns ive school reform programs.

When teachers have high expectations for students and provide tasks that are engaging and of high interest, students build self-esteem, increase confidence and improve academic performance.

Student confidence is critical because it is linked to student’s willingness to tackle challenging learning activities.

A t e a c h e r’s expectations, either high or low expectations, become a self-fulfilling prophecy.

Teachers’ beliefs about stu d e nt p ote nt i a l are p ar t i c u l arly p owe r f u l for stu d e nt s of c ol or and students from poor families.

Many scholars report a link between expectations and motivation. Students’ intrinsic motivation is evident when they desire to learn simply because it interests them or they recognize the importance of learning. Extrinsic motivation is a response to either incentives (points, prizes) or disincentives (threats, punishments).

Intrinsic motivation has a greater impact on student learning than extrinsic motivation.

Stu d e nt s are m ore motivated when they see the value of learning.

For example, an English teacher might ask students

to identify similarities between themselves and a character in something they are reading. Or a history teacher might ask students to interview a family member about a topic being studied in class.

When students experience success, they are also motivated.

Every lesson should have opportunities for every student to be successful.

Rather than calling on individual students to ans we r a qu e st i on , a teacher might ask students to share their answer with another student. This allows every student to be involved and engaged. Selfreflection is another way to build success. Students can maintain a journal or make comments on a note card that they share with their teacher in a non-threatening way.

Essential to a culture of high expectations is providing students with high levels of support.

To m e r e l y i n c r e a s e e x p e c t at i on s w it h out helping students achieve success almost always leads to frustration and failure. Support includes scaffolding within lessons by using graphic organizers and chunking information, incorporating motivational elements in the lesson, identifying strategic knowledge in the lesson, and having a plan to provide students with additional help and support including e sp e ci a l ly dur i ng t he school day.

The city and provincial governments through their respective Regional InterAgency Task Force should ensure that the hospital front liners are provided with an adequate supply of Personal Protective Equipment and for the hospitals to have sufficient isolation and testing facilities. I must stress here that the first phalanx of our war against Covid-19 are our doctors, nurses, and other health workers and therefore they should be provided with enough support. This is the simple role that the Department of Health can do now so hopefully Sec. Francisco Duque can perform this task.

A revitalized economy means jobs and resuscitation of small and medium-size industries. The transport sector is back on the road but gone are the days of jam-packed jeepneys and buses. Airlines are flying their routes. Restaurants and parlors will be opened but

with limitations. Factories will start to churn more goods and items on grocery shelves.

So we want to be like Vietnam, Thailand, Korea pr China? Then let us observe discipline and obedience to simple rules and protocols.

The IEMOP, with the Philippine Electricity Market Corporation (PEMC), is targeting Dec. 26 for the launch of the new system.

“It is expected that the DoE (Department of Energy) will approve of the go-live date once all the requirements under the regulatory approvals, system readiness, and trading participants’ readiness are completed,” Andrea May T. Caguete, assistant manager for Market Information Modelling at IEMOP, said in her presentation.

The operator recently resumed its parallel operations program to familiarize participants with the new market system. The program covers processes from bidding to billing.

“We are still a few more steps away to achieving an acceptable

rate of participation in the parallel operations program,” Ms. Caguete noted.

Also, a trial operations program was launched for Mindanao participants, the involvement of which remains low.

“There is still a low turnout for embedded generators and directly-connected customers in the region,” Katrina A. GarciaAmuyot, IEMOP manager for Stakeholder Services, said.

Out of 28 Mindanao generators, only four have joined, while two out of 13 customers have participated.

IEMOP is still conducting performance tuning and reliability testing, both of which will end in August, as well as security assessment with the National Grid Corp. of the Philippines (NGCP), which will start next week. By the end of September, it expects the market system to be ready.

On regulatory requirements, a system audit will be held this month. A software certification from the audit is needed for the Energy Regulatory Commission’s approval of its price determination methodology and certification of market readiness by the PEMC Board.

Also, its rules and manuals for the enhanced WESM system remain pending with the DoE. The upgraded system will introduce a five-minute market trading interval which is expected to make the market efficient and attractive for investors in the long run, according to Isidro C. Cacho, IEMOP’s chief corporate strategy and communications officer.

Meanwhile, IEMOP noted that spot prices in June rose to P3.25 per kilowatt-hour (kWh) from May’s P2.19/kWh primarily due to higher demand as commercial and industrial establishments resumed operations with the easing of quarantine.

The operator observed a spike in prices in the second week of June due to plant outages.

Mayor Sara Duterte said during her live interview over Davao City Disaster Radio (DCDR 87.5) on Monday that she asked for guidelines from the Inter-Agency Task Force for the Management of Emerging Infectious Disease on backriding or “angkas” weeks after the task force announced it would allow back-riding once the guidelines have been crafted.

The IATF’s Resolution 47 released last June 19 provides that a technical working group – which included the Department of Transportation, Department of Health, and Department of Trade and Industry – was “directed to convene and determine the safest and most effective manner to reduce the rate of transmission in back-riding in motorcycles.”

Duterte said the city government would follow what the provincial government of Bohol did, writing IATF a letter to ask for guidelines, and would resume motorcycle back-riding if it does not respond within a week.

“I have just talked with the governor of Bohol (Gov. Arthur Yap). We have areas in the Philippines where motorcycles are the primary mode of transportation unlike here where we have jeepneys and tricycles. Their households and families have motorcycles but they do not have four-wheel vehicles,” she said.

She said the province of Bohol would be requiring motorcycle owners to comply with some “engineering interventions” to avoid the spread of COVID-19 infection.

Duterte said the city government of Davao would announce once it decides to allow motorcycle back-riding.

“We will do the same in Davao. We will request, and if they do not come back to us within one week, regardless if the answer is ‘yes’ or ‘no,’ then we will proceed with resumption of back-ride,” she said.

The mayor added that the local government would draft its own guidelines in lieu of the IATF guidelines.

“Diligent and proper assessment of duties and taxes by our team greatly helped in making a positive deviation of more than 55 percent from our assigned target,” he added.

Simon said he is serious in his collection efforts since BOC is one of the income generating agencies of the government and its collection, directly remitted to government coffers, will be used to fund the State’s services to the people.

“BOC Collection District 10 has been classified as a billionaire district and we intend to keep it this way as it is in our mandate to collect taxes to add to our nation’s coffers especially in this global pandemic which has impeded our economy,” he added.

The regional collection district comprises the port of Cagayan de Oro, sub-port of Iligan, sub-port of Ozamiz and the Mindanao Container Terminal inside the Phividec Industrial Estate in Tagoloan, Misamis Oriental.

Holcim Philippines appoints new leaders for plants, logistics

EADING cement manufacturer Holcim Philippines, Inc. takes pride in the all-Filipino team leading its cement manufacturing facilities with the appointment of new leaders for its plants in Bulacan and Misamis Oriental while the head of logistics operations is promoted as senior-vice president.

Edwin Villas was appointed as the Senior Vice President Logistics after

serving as officer-in-charge of the department since 2019 concurrent to his role as Vice President for Sales for Greater Manila Region and South Luzon. As officerin-charge of Logistics, Villas successfully steered the team in delivering distribution and road safety targets. He previously held senior Sales leadership roles and served in Procurement and Internal Audit. Villas is a Certified Professional for Supply Management, Certified Information System Auditor and holds a degree in computer science. He also completed the leadership program in the International Institute of Management Development (IMD) Switzerland.

Taking over Garza as Vice President of Operations of the Lugait plant is Arnold Pepino, who was previously the site’s Production Manager.

Pepino started his career in Holcim Philippines as a Cadet Engineer in 1996.

Over the years, he moved to different roles and projects in Production, Process and Manufacturing Excellence. In 2017, he was sent by the LafargeHolcim

Group to plants in Romania and Austria to learn best practices under its Learning Across Borders Program. Pepino holds a Masters in Business Administration and a computer engineering degree.

Both sites recently completed equipment upgrades and operational efficiency improvements that enhance the company’s ability to provide reliable supply to customers across the country.

Last September, the Norzagaray plant inaugurated new storage and loading facilities that improve its ability to serve customers faster. On the other hand, the Lugait facility topped an internal competition to raise industrial performance with notable gains in improving costs by optimizing fuel mix, power and raw materials.
