Briefly Feeding program MORE than 110,000 malnourished children in Northern Mindanao have been rehabilitated after 120 days of undergoing the feeding program of the Department of Social Welfare and Development (DSWD) here.

Grace Ceniza, the DSWD Nurtrionist in the region, said on Wednesday that of the 123,991 children who underwent the supplementary feeding program, only 4,346 children remained malnourished.

She said that malnourished children who were admitted for the 120 days supplemental feeding program came from various provinces in Northern Mindanao with the province of Bukidnon topping the list with 39,145 malnourished children during the 2013-2014 cycle of feeding.

Ceniza said that the island province of Camiguin has registered a total of 2,510 malnourished children, making it the lowest in Northern Mindanao.

Import license THE Department of Finance (DOF) has extended the accreditation period for Philippine importers and customs brokers by another month to July 31 from June 30.

by Finance Secretary Cesar Purisima said the extension was granted to give all concerned additional time to comply with all documentary requirements.

The order took effect immediately.

Under DO 046-2014, “Failure to file the proper application with the Bureau of Internal Revenue (BIR) and the Bureau of Customs (BOC) by the date stated in the immediately preceding paragraph (July 31), and in the manner prescribed by the pertinent rules, shall result in the automatic cancellation of the existing accreditation, if any, effective 1 August 2014 or the date of expiration as indicated in the original BOC accreditation, whichever is earlier.”

DAVAO del Norte – The National Grid Corporation of the Philippines (NGCP) on Wednesday said an ongoing feasibility study on interconnecting the power lines of Visayas and Mindanao via underwater cable system is nearing completion.

DAVAO City -- The city government plans to invite interested companies to locate in a soon-to-be established industrial economic zone.

Ivan C. Cortez, head of the Davao City Investment Promotion Center, said the planned industrial estate, which would be under private investor HLC Construction and Development Corp.

(HLC), would be located in the northern part of the city.

HLC, said Mr. Cortez, is only waiting for the city government to publish the newly approved Comprehensive Land Use Plan, which would identify

the site it is planning to develop as industrial area.

Henry L. Chua, HLC president, did not comment when contacted by BusinessWeek Mindanao.

Mr. Cortez also declined to provide further details, specifically land area and cost of development, noting that it is Mr. Chua who has all the information on the project.

“Our of f ice and the Board of Investments will help look for more locators to ensure that the HLC will have locators,” he told BusinessWeek Mindanao, adding that targets are companies that are looking

at expanding.

T he of f i c e h a s a l s o provided the company with the list of requirements so it can obtain a certification from the Philippine Economic Zone Authority as Mr. Cortez noted it that would be an industrial estate for light industrial projects.

The good thing about this kind of project, said Mr. Cortez, is that there are not many restrictions in relation to the industrial estate that would be set up, as long as it complies with the basic requirements.

“What must be complied with by the developer is that the project is within the scope of the zoning classification,” he said.

the Duka Bay Resort, is not the only place to get a dip in the town. He introduced the Alibuag Cold Spring, only 3km going up from the municipal hall.

He said, what is special about this spring is that the source of its water is actually from its bed, from the bottom.

There is no flowing water from the side. It looks like stagnant but actually there is a current underneath that provides and is the source of water to the area.

Even the ground of the pool is not cemented because the water comes from there.

Also, huge trees surround the place. People can bring food and eat with family on the cottages which is maintained well by the local government unit (LGU).

Uyguangco said that this tourism site is one of his priorities that the provincial government is also supporting. According to him, Governor Yevgeny Vincente “Bambi” B. Emano

has set aside P5 million for its improvements.

Meanwhile, he is also lobbying additional funding from Tourism Infrastructure and Enterprise Zone Authority (TIEZA) to put up more cottages and creation of a function hall to cater to various functions and seminars in the town.

Villar Group to establish more convenience store by yearend Eyeing a one-stop shops for home furnishings in CDO

FORMER senate president Manuel B. Villar is taking a page from the Jollibee group as he braves stiff competition in the convenience store business.

During a time when local retailers are tapping foreign partners for their convenience store ventures, Villar is striving to make his All Day a “true Filipino convenience store.”

Formerly named Finds, All Day has a network of 75 convenience stores in the Philippines. It targets to increase its store count to 100 by yearend. All Day is part of All Value Holdings Corp, which Villar chairs.

“I am up against Japanese retailers. Circle K of US is entering the Philippine market and Alfamart, along with SM, will also find its

way here. It seems like I am the only Filipino so how do I feel? I feel like I’m Jollibee competing with KFC and Burger King,” Villar said during last Saturday’s launch of All Home in Taguig.

The convenience store business has become the new battleground for the biggest names in the retail sector. Lucio Co’s Puregold Price Club Inc has tapped Lawson and Ayala Land Inc has brought in FamilyMart to challenge the market dominance of the Paternos’ 7Eleven and the Gokongwei’s MiniStop.

Del Monte’s shares are also listed on the Singapore Exchange. Dual listings boost liquidity of the shares and give investors the flexibility to choose where they can trade their shares.

Rural banks faces ‘greater’ challenges THE COUNTRY’s rural banks are in a “struggle” to maintain their relevance, an industry leader said Tuesday, noting that management and regulatory compliance issues continue to hound the sector now bracing for stiffer competition.

“Rural banks continue to operate in a challenging environment. We continue to suffer from poor reputation brought about by a large number of rural banks being closed,” newly inducted Rural Bankers Association of the Philippines (RBAP) President Jose Misael B. Moraleda said in his inaugural speech Tuesday night.

“The efforts and costs in order to survive, compete, and meet the demands of the market -- including the regulatory requirements -are greater than before,” Mr. Moraleda said.

“More and more of us find it difficult to compete with the superior products and efficiency being offered by bigger banks,” he admitted.

“Today, as the country goes through a positive economic transition, we find ourselves in a constant s t r u g g l e t o prov e ou r relevance in the societies we serve.”

At the sidelines of the event, Mr. Moraleda said in an interview that challenges facing rural banks include obstacles to management professionalization.

“There are rural banks that are professionally run already, but some are still in

the process,” Mr. Moraleda said.

“Right now, there are some practices that BSP (Bangko Sentral ng Pilipinas) is promoting. Let’s say the oversight of the board: the board has to be active, management has to be guided with a lot of policies and guidelines,” the industry leader noted.

“Some rural banks, as they transition, are not yet used to it,” Mr. Moraleda said.

“But right now, because these are regulator y requirements, we are actually forced to adapt to the new and prudent ways in running the banks, so it is really a challenge. It’s either we address this or we face some of the penalties.”

Bangko S entral ng Pilipinas (BSP) Governor Amando M. Tetangco, Jr. gave the same picture.

“Rural banks face increasingly stiffer competition. This is coming from both smaller and bigger players,” Mr. Tetangco said in his own speech.

“More cooperatives and NGOs (nongovernment organizations) now operate in the countryside, with relatively lower cost than most rural banks… these entities may acquire portions of your market,” the central bank governor told his audience, composed of leaders in the sector.

“We also see the increasing presence of larger financial inst itut ions in var ious

municipalities,” he added.

“Furthermore, the passage of legislation allowing the infusion of foreign equity in rural banks is bound to be a game-changer.”

In August last year, the BSP issued Circular No. 809, meant to support the goals Republic Act No. 10574 that amended the Rural Banks Act of 1992.

BPI-managed fund bets on equities, not bonds THE BANK of the Philippine Islands (BPI)-managed ALFM Mutual Funds is more bullish on equities than the fixedincome market for the rest of the year, with its two equity funds outperforming its bond funds so far this year.

That outlook was based on prospects that interest rates will “probably increase by about 25 to possibly 50 basis points within the year,” according to ALFM ViceChairperson and BPI Head of Asset Management and Trust Group Maria Theresa Marcial-Javier.

“If you are investing in an environment where interest rates will rise, even if [the rise] is actually small, it’s not very good for bonds,” Ms. Marcial-Javier said yesterday on the sidelines of ALFM’s annual general meeting.

“At best, it will just earn steady returns,” she said.

ALFM’s Peso Bond Fund,

Dollar B ond Fund, and Euro Bond Fund recorded 0.28%, 3.84%, and 2.38% year-to-date returns as of May 30, 2014, according to presentations made during the fund’s annual meeting.

In contrast, the ALFM Grow t h Fu n d an d t h e Philippine Stock Index Fund -- both equity funds, with the latter tracking the Philippine Stock Exchange (PSE) index -- posted 13.68% to 14.61% returns in the same period, respectively.

Meanwhile, the ALFM Money Market Fund registered a year-to-date return of 0.38%.

ALFM Funds’ total net asset value stood at almost P98 billion as of December 2013, or 47% market share of the total mutual funds industry in the country.

Math compose of chapter lessons that involves theories and problem-solving that requires critical and deep thinking. Thus, to students that are not so good in figures, they surely find Math as torturing and challenging subject.

Learning Math involves understanding of the uses of mathematical symbols that contain functions. Moreover, it requires understanding and analyzing of different theories and various rules in using such symbols.

Fact be told, a student level of thinking is not similar to his classmates. The students in one classroom varies in thinking level.

There are might situations that a student already understand the rule, while the others are still coping up. This is a challenge to Math teachers and so, they should be understanding and intelligent enough to meet this challenge through for one, introducing Math as a good subject.

Math might feel like so unfriendly but once a teacher know how to introduce it as a good one, there is a possibility that students would love it.

It is not useful to speak in terms of a student being good or bad at math. The teacher should not make her students feel that she is biased in a way that she is always putting her attention to the students who are good and ignore those who could not understand. She should put in mind that each student, good or bad in her subject, needs her guidance and explanation.

Teachers need to be attentive to the many facets of a student’s learning profile that may make math difficult, and design or alter instruction accordingly.

In this case, a teacher should determine in herself who in her class are having difficulties, so that he could look for means in order to make Math easier for them. Like for example giving remedial classes to those who are having failing grades in Math.

Teachers can help students to love Math through using different strategies in making Math lesson enjoyable and friendly to students.

This subject could be challenging to many. Yet, in order for it to be such an interesting subject, teachers play a big role in making Math class an enjoying journey.

Each person has characteristics that might different compared to what other people have. True enough, that is something that makes him unique. Cheerless to say, however, that this could be, if not, a hindrance for other people to treat him in fair basis.

These difference could also result to various gaps especially in learning. In schools, there are also gaps that could be observed, though rarely notice. One is cultural gap caused by cultural barriers.

These barriers are brought about by cultural differences.

Such that is the usual problem among different cultures, the language barrier. Language, in order to be delivered successfully, should be in the same tone, diction and pronunciation. However, people from different cultures deliver words in tone, diction and pronunciation different from each other . In result, their statements could mean different things leading to misunderstanding.

In a classroom, for an instance, teachers during discussion could mention words or phrases that might not be understandable to the students causing misinterpretation and confusion among the latter. It is perhaps because there are terms she used that certainly are strange or new to the level of thinking of

the students. It is also possible that the teacher use different kind of language that is completely foreign to students. Furthermore, it could create miscommunication and unsuccessful delivery of lesson.

To solve this studentteacher problem, teachers should communicate to student in ways that are culturally and linguistically responsive and appropriate. Best example is the Mother Tongue-Based Multilingual Education (MTB-MLE) program of Department of Education.

MTB-MLE is a part of K to 12 Basic Education program that is implemented to address and solve basic learning problems of the pupils during their primary stages where thinking are necessary to be developed. This policy involves implementation of local mother tongues as the language of instruction in kindergarten to grade three, helping the pupils learn to speak in Filipino and English.

Engaging students to effective learning means feeding them strategies that are great contributions to their learning process. Another way also is through examining cultural assumptions and stereotypes that may hinder interconnectedness.

Farmers bat for ‘perpetual’ coco trust fund to aid ailing industry COCONUT farmers nationwide are clamoring for a coconut trust fund that retains its “perpetual character” so that they can use it for an indefinite period to lift their ailing industry.

On Tu e s d ay, representatives from the co conut farmers s ector held a unity conference in UP Diliman to discuss updates on the proposed measure to establish of a “coco trust fund”, which they will present to Malacanang.

T h e p r o p o s e d l a w, “An Ac t to Spur Rura l Development in the Coconut Sector by Establishing the Coconut Farmers’ Trust Fund, providing for the Management Thereof, and for Other Purposes,” or the “Coconut Farmers’ Trust Fund Act,” aims to use the coco levy funds for the development of the ailing coconut industry.

Under the proposal, the “Trust Fund” would source its initial capital amounting to P73 billion from the block shares of the Coconut Industry Investment Fund– San Miguel Corporation (CIIF-SMC).

The conveyed and transferred assets from the recovered coco levy, as well as grants, donation and other legal channeling of funds will be directly injected into

the Trust Fund.

The coconut farmers also said the trust fund must retain its “perpetual character”, which is the opposite of what the Department of Finance (D OF) wanted for the coco trust fund.

Under DOF’s proposal, the fund can be used by the farmer beneficiaries for any programs they wish as long as they are able to use the fund until 2016, said Jose Faustino of the Coconut Industry Reform Movement.

The farmers said they want to use the trust fund for the development of the coconut industry to bankroll several programs that would directly benefit small coconut farmers, increase production of coconut and coconut-based products, and enterprise development.

Only the income, interest and monetary benefit of the trust fund’s principal amount would be used for programs and projects approved by the Committee of Coconut Farmers. This committee will be composed of: President of the Philippines who will ser ve as the Committee Chair; four representatives from the government -- the Secretaries of the Department of Agriculture ( DA ) , D e p a r t m e n t o f Ailing/PAGE10

Mindanao town seals cacao deal with Kennemer Foods International DAVAO City -- A production and trading agreement aimed at integrating and scaling-up cacao production in Mindanao was sealed h e re re c e nt ly b e t we e n the local government of Marihatag in Surigao del Sur and the Kennemer Foods International (KFI).

Marihatag Mayor Alan Pelenio and KFI President Simon Bakker led the signing of the agreement at the Seda Abreeza Hotel, which will initiate the massive planting of four million cacao trees in the town’s 5,000 hectare pilot site.

KFI is a major supplier of US-based Mars chocolate and specializes in growing and trading high-quality agricultural crops including fermented cacao beans.

“We are more than excited about our partnership with KFI and we’re optimistic that the people of Marihatag will enjoy long-term benefits from this initiative particularly that the project will be managed by our people organizations (POs),” said Pelenio.

He added that the local government plans to integrate cacao with its existing coconut plantations since “cacao is best suited to be inter-cropped with coconut trees.”

Pelenio said that part of

the agreement with KFI is the capacity building of its POs since these organizations will be trained on the latest cacao production technologies to ensure the project’s success.

The initial planting of the cacao trees commenced on Friday in which 1,600 trees were planted in the town’s 2-hectare demo farm. The event was participated in by officials and staff of the Marihatag Local Government Unit (LGU), local chief executives of the province of Surigao del Sur, staff members of the Mindanao Development Authority (MinDA), and farmers in the area.

“A P600,000 worth of cacao seedlings, or 30,000 trees will be planted next week,” said Pelenio, adding “we will be spending P50,000.00 per hectare for land preparation and eventual harvesting since it would take at least 18 months for cacao trees to mature and bear fruits.”

An estimated annual gross income of P180,000.00 per hectare is projected to be generated from the project which is expected to generate more than 500 jobs.

“Aside from providing us with technical support, KFI assured market for our produce,” he said.

MinDA Chair Luwalhati Antonino, who witnessed t he ag re e me nt si g ni ng encouraged lo cal chief executives in the islandregion to grow chocolateproducing cacao, of which its demand is currently seeing a spike in the global market.

“Chocolate is a multibillion dollar industry and Mindanao has vast tracts of land suitable for cacao,” she said, adding “Mindanao s t r ive s t o b e c om e t h e country’s leader in cacao production.”

Mindanao’s effort to scaleup its cacao production is part of the ongoing initiatives of

MinDA’s “Inclusive Growth Program,” which seeks to facilitate investments that result in jobs and community emp owerment, such as agribusiness projects where communities become integral to the supply chain.

The initiative is also part of the Barangay StraTREEgic Forest Program (BSFP), a p r o j e c t o f M i n DA’s MindaNOW! Nurturing O u r Wat e r s P r o g r a m , which supports the National Greening Program (NGP) that aims to plant 1.5 billion trees covering 1.5 million hectares across the country from 2011 to 2016. Asian Hills Takes Lead in Teaching Kids to Save

A

They love just having a place for coins and bills given to them.

There is a need now to help kids appreciate the benefits of saving money, according to Asian Hills Bank.

Today, the cashless society - plastic cards and internet banking - is making it hard for children to appreciate the value of money. A survey found two-thirds of the parents say the increasingly “virtual” nature of money is making it harder for children to understand its value.

Thus, in response to this need the Asian Hills Bank under President CEO Estelito Marabe came up with a unique project – the Bamboo Savers Club. Instead of piggy banks made of plastic or ceramics, Marabe and his

editorial bank use bamboo.

What is more unique with Asian Hills is that they go to schools and conduct lectures on the value of saving money among pupils and students.

The teacher adviser is asked to monitor the savings of each student who become member of the Bamboo Savers Club. From the bamboo bank, the student’s money is transferred to an account in the bank under his name.

It is appreciable that Asian Bank has taken a lead in educating children on the value of saving money because too many kids spend all their money as soon as they get it. Only a few save money and do it consistently every month.

For parents, they must talk about how they save money and why. Kids learn

by watching—and listening to—their parents, according to Mr. Marabe.

Parents can help their children set saving goals.

For example, if your child wants to buy a video game or a book, create concrete steps to help them save their money to buy it.

Make savings goals short and easy to reach. A 6- to 9-year-old child will have a much easier time saving for something over a twoto four-week period rather than a year.

It is a fact that when kids enter puberty, they often become a lot more interested in spending money than saving it. Encourage them to save money instead of spending it so quickly. Show how you save and how saving helps you to reach financial goals that you could not

otherwise. For example, save money for a nice piece of clothing or to go out for dinner. Set a budget when it’s time to do back-to-school shopping. Be clear on what’s in your budget and what your kids need to save for.

A lot of teenagers have discovered more things they want to buy, which makes it hard for them to save.

Encourage them to slow down their spending and put away money for saving.

It is never too early to learn about the value of money and how to budget and save. The earlier you can teach a child about earning interest versus paying it, the better prepared they will be to manage their own money.

Children who learn to save at an early age have a great advantage, according to Asian Hills. Indeed there is a great moral value that children should know in saving money . Congratulations to Asian Hills Bank for the noble initiative!

Capitol to distribute 25,000 access cards in its new health and social services program The Provincial Government of Misamis Oriental is set to distribute 25, 000 access cards in its new healthcare and social services program on July 7 to 11 this year, the first of four sets.

Misamis Oriental Care System or MisOr CareS is the new healthcare and s o c i a l pro g r am of t h e province which provides free hospitalization, free laboratory services, free medicines, free embalming services, free coffins, free tents, and free transportation services within the province.

A l s o, c a l a m i t y a n d scholarship assistance are included.

G o v e r n o r Ye v g e n y Vincente B. Emano said the distribution is divided into four sets, 25, 000 per set.

“We have to subdivide it considering the budget and that we can evaluate and monitor the effectiveness of its coverage and benefits,” the Governor said.

“But for those who are not yet included in the first set need not to worry because even though you do not have the access card still they

can avail the services,” the Governor added.

Dr. Maria Bebina Casino, MisOr CareS provincial coordinator said as long as you are from the province, you can definitely avail of the services.

“Para sa kadtong mga d i l i p a m a k a d aw at s a first set sa distribution, if emergency arises, they just have to present their voter’s identification card. With this, coordinators will know that they are really residents of

the province,” Casino said.

This is realized as the previous administration left a P244 million PhilHealth debt.

PhilHealth will not renew membership of beneficiaries unless the P244 million is paid. As of the moment, the present administration cannot pay the debt in full as it will freeze other programs and projects.

Second phase of distribution will be on September.

Sustainability of Mangrove in Taytay Forrester Merc Barbarona, Protected Area Wildlife and Coastal Zone Management S er v ices (PAWCZMS) Planning Officer of DENR said that the threat of mangrove plantation is garbage.

She said that with the presence of informal settlers, the mangrove is at threat. However they are finding ways together with the LGU to fix this concern.

Taytay has organized a group to maintain and

make sure the plantation is sustained. They are called the Taytay Coastal and Marine Environment Protectors Association (TCMEPA).

Started in 2001 with a Memorandum of Agreement (MOA) with DENR, the LGU and Philippine Coastguard Auxillary, the mangrove plantation has since then developed 16 hectares out of the 30 hectares that was surveyed to be subject for mangrove rehabilitation.

Green synergy for Mt. Kalatungan

t Kalatungan in Talakag, Bukidnon is a bursting place of life, a home to diverse species of flora and fauna, including the endangered Philippine Eagle. It imposes prominently at 2,824m above sea level, known to mountaineers for having the sixth highest peak in the country.

The range also serves as the origin of the headwaters of the tributaries of the major river systems in Northern Mindanao— Pulangi River, Cagayan River and Sawaga River.

However, Mt. Kalatungan, one of the giants of Bukidnon alongside Mt. Kitanglad, has been facing environmental degradation over the years brought about by illegal logging, hunting, socio-economic pressures and other excessive human activities.

What happens from the top trickles down.

In effect, being the catch basin of the waters from the hinterlands of Bukidnon, riverbank communities of the low-lying, urbanized Cagayan de Oro City would bear massive damage of lives and properties during strong typhoons. Evidently, in December 2011, the wrath of Typhoon Sendong (Washi) brought the “City of Golden Friendship” down to its knees.

The staggering power of Sendong was an eye-opener that what used to be a ‘disaster-free city’ can no longer ignore Nature’s changing ploy. The tragedy has prompted both public and private sectors in the region to craft sustainable and long-term solutions to prevent another severity from reoccurring.

One of the mechanisms being employed at present is the Payment for Ecological

Services (PES), an environmental system intended to rehabilitate and preserve the forest resources in the upland areas while the Indigenous People communities will be rewarded for acting as the forest managers.

After the launching on May 21, Xavier Science Foundation (XSF), Xavier University - Research and Social Outreach (XU-RSO), Cagayan de Oro River Basin Management Council (CDORBMC), Department of Environment and Natural Resources - Region 10 (DENR) and Mindanao Development Authority (MinDA) conducted the first wave of the PES project in Mt. Kalatungan Range Natural Park on June 25-27.

PES has been piloted within the ancestral domain of the Miarayon–Lapok– Lirongan–Tinaytayan Tribal Association (MILALITTRA), which is among the 12 IP communities in the protected area of Mt Kalatungan.

“PES is a strategy designed to protect our forest here in the highlands of Mindanao so that when it rains, the water will not be devastating by the time it reaches urbanized areas like Cagayan de Oro,” said Lordilie Enjambre, development management officer of MinDA-10, the government agency that initiated the project as part of the Mindanao 2020 Peace and Development Framework - MindaNOW! (Nurturing Our Waters) program.

PES encourages various institutions in CDO to take part in a “payment scheme” to ensure the streamlines along the region develop high water infiltration capacity and to provide continuous supply of potable water, clean air and food, among others.

THE STEPPING STONE Mt Kalatungan is among the 18 protected areas to be provided with PES technical and management assistance by different public and private groups.

For the inaugural year, three hectares will be designated as the “model showcase” of the project.

“Three hectares will serve as the pilot area for PES here; two hectares of which in Sitio Tinaytayan, San Miguel will be allotted for reforestation and one hectare in Barangay Lirongan will be for agroforestry where MILALITTRA plans to grow cacao, coffee and other high-value crops to generate income for the community,” said Stanley Salcedo, XSF program coordinator.

XSF, a non-government organization focusing on agricultural development and research, acts as the fund manager of the program.

DENR-10 will provide the seedlings while planting and other related activities will begin in the third week of July in the two aforementioned areas.

Moreover, a team from DENR’s protected area supervising unit conducted an orientation on geotagging using the applications, GPS Status, GeoTag and GeoCam for easy monitoring of the project.

If the model showcase succeeds, PES would entice more industries, investors and even ordinary citizens to support this multi-sectoral endeavor.

From their ancestral domain, the 5-year Community Development Plan (CDP) of MILALITTRA targets to reforest 832 hectares and utilize 816 hectares for agroforestry.

In addition, MILALITTRA dreams to build their tulugan or a sacred place for community dialogues and rituals and to give incentives for the Bantay Lasang volunteers using the income and support to be generated from PES. Kalatungan was identified as part of a “Terrestrial Biodiversity Corridor” in Mindanao with “Extremely High Critical” conservation priority.

The forest for the IPs is more than just a mere place of greens and browns. It is an extension of their identity—their ultimate raison d’être why the tribes have fostered intimate and protective relationship with the environment.

“We live here. Our ancestors had lived here. All our actions will affect the future generations that is why we need to take care of our forest,” Datu Dungkoan “Rio” Besto of Miarayon said in Bisaya.

They believe that the forest, aside from being their source of livelihood, is an abode of unseen spirits and their ancestors, and the kingdom of their Supreme Being, Magbabaya.

“This is our culture. What is there to life when the forests will be taken away from us,” said Datu Rio, adding that the success of this undertaking lies in the synergy and the genuine concern for the environment among the communities.

Nature’s challenge lies in practicality— mutualism is only a theory not until communities finally work together. The real prize from Mt. Kalatungan does not exist unless it’s being toiled.

However, the BSP left overnight borrowing and lending rates untouched at 3.5% and 5.5%, respectively, for a 13th straight meeting.

Roderico Bioco, BKCCII president, told MindaNews that the chamber supports the development of the dairy industry but “we don’t agree with the planned quarantine protocol” in Bulacan.

In a letter addressed to the provincial government seeking support for their position, Bioco said the t r a n s p o r t o f c at t l e t o Mindanao from Bulacan “poses serious bio-security concerns and unnecessary risk.”

He said they learned that the cattle, of the FreisianSahiwal heifers breed, will be quarantined for at least 30 days in Bulacan prior to its shipment to the other parts of the country, including Mindanao and eventually to some recipients in Bukidnon. “ The movement of cattle from ‘livestock disease epicenter Bulacan’ to Mindanao poses serious bio-security concerns and unnecessary risk,” Bioco said in his letter.

Bioco clarified that even as Luzon has been declared lately by the Paris-based Organization Internationale de Epizooties (OIE) as foot and mouth disease-free (FMD-free), “the movement of livestock from Luzon to Mindanao should still be avoided.”

He explained that cattle when under extreme stress “can be a carrier” of diseases.

He said “highly epidemic” diseases such as PED (porcine epidemic diarrhea) and PRRS (porcine reproductive and re s pi r at or y s y n d rom e ) commonly hit Bulacan but are rare or non-existent in Mindanao.

“It is therefore more prudent for us in Bukidnon and in Mindanao in general to compel the Department of Agriculture to stop the plan of NDA to ship dairy animals from Luzon and Mindanao,” he said.

He suggested for DA to devise a program of importing the animals directly to Mind anao f irst and to undertake the quarantine protocols in Mindanao before its dispersal.

Bukidnon, he said, has the potential to become the dairy capital of the country given its cool climate suitable for highmilk producing temperate breeds, low disease incidence, and “rich soil to support feed requirements.”

The province, he said, can accommodate not just a large milk production base but also “a breeding base for dairy animals to be distributed to other parts of the country.”

The Philippines imports more than 99 percent of its dairy requirements with value of more than US$ 850 million.

Bioco said a large part of the demand for dairy products, particularly pasteurized milk, can be produced locally. But he added that support from government is still important to create a critical mass

of dairy cow population to sustain modern dairy processing facilities with economic scale.

According to data from the Dairy Confederation of the Philippines, dairy products comprise the second largest agricultural importation, next only to rice.

Based on the Dairycon data, the Philippines imports 1.6 billion liters of milk annually, equivalent to US$712 million or P125 billion from 138 importers, traders and processors.

The inadequate number of dairy animals, it added, is the biggest hindrance to Philippine dairy development.

As of 2009, out of the c ount r y’s 3 4 ,0 9 3 d ai r y animals only 15,891 are lactating.

The industry’s response was dairy cattle importation to keep steady the growth of the local dairy industry. From 1984 to 2009, the Philippines imported a total of 7,925 tropical cross-bred cattle heads, almost doubling its herd size in 1984 of 9, 675.

The importation, however, was not enough to significantly expand local milk production. One problem is the high cost of importing a cattle head at P130,000.

Another problem was the scarcity of supply of imported cattle.

Citing a study by the US Department of Agriculture in aid of the Philippine dairy industry, Bukidnon was identified as the “best environment” for dairy cattle because the cross bred stock is suited to cool climate.
