Child mortality THE Commission on Population (PopCom) in Northern Mindanao has instituted a massive responsible parenthood educational program targeted at couples of reproductive age in a bid to curb child mortality rate in the region. Lydio Apostol, PopCom regional director, said on Tuesday that a study released by the UNICEF Philippines disclosed that 40 out of 1,000 births in Northern Mindanao die before reaching the age of five years. He said that the educational program targets the marginalized beneficiaries of the Pantawid Pamilyang Pilipino Program or 4Ps in the region where childbearing couples are considered vulnerable.
Restored hope DAVAO Oriental -- Restoring hope after a major calamity, the government’s provision of new homes to disaster-stricken families offers a promise for a new beginning. “If not for the government providing us with these new houses, probably, we would still be left homeless and hopeless,” said 62 year old Iluminado Oggod of Barangay Sibajay in Boston town, whose house was completely torn down by typhoon Pablo. “I never expected that I would be given a house of my own. It completely restored my hope to dream again for my family,” he said. Eager to move in to her new home, an elderly resident of Cateel, Angela dela Zalde also conveyed her overwhelming bliss as she received the certificate of occupancy. “Though everything we had were lost, they had all been replaced with plenty of blessings, including this new house” she said, describing her new home to be more beautiful than what her family used to live before the rampaging storm in 2012.

Aquino III asked the consideration of Congress for the delay in the submission of the draft Bangsamoro Basic Law (BBL) during his fifth State of the Nation Address (SONA) on Monday. Speaking for one hour and twelve minutes in a televised national address, Aquino cited the signing o f t h e C o mp re h e n s i v e Agreement on the Bangsamoro (CAB) with
the Moro Islamic Liberation Front (MILF) last March 27. The CAB envisions the creation of the Bangsamoro government, which will replace the Autonomous
Region in Muslim Mindanao after the passage and ratification of the BBL. Aquino said the proposed BBL is still being threshed out by both parties.
