Fiber growth THE proposed Memorandum of Agreement (MOA) between the city government, Bulahan Tribal Christian VillageMPC and the Philippine Fiber Industry Development Authority (PhilFIDA) for the development of the fiber industry in Cagayan de Oro was referred to the City Council committee on environment and natural resources.

The proposed MOA was submitted by Edwin Dael, OIC of the City Local Environment and Natural Resources Office (CLENRO).

Pursuant to the MOA, PhilFIDA shall provide two units of Improved Hand Stripping Device (IHSD) to be used in the extraction of abaca fiber and assign at least one technician to oversee and coordinate the project implementation, conduct benchmark surveys, monitoring and evaluation.

SteelAsia in Phividec STEELASIA Manufacturing Corp., the country’s largest steel bars manufacturer, is investing about half a billion dollars over the next three to five years as the Yao Group expands into the production of downstream steel products such as wire rods, plates, and section (I-Beam and H-Beam) to support the strong resurgence in the country’s manufacturing sector.

“We will kick off these projects this year,” said Yao noting these projects will go into full commercial operation in three to five years. This expansion program into the downstream steel products marks the company’s 50th anniversary.

For its Candelaria plant, SteelAsia is expected to produce 600,000 MT of wire rods that would address the 800,000 MT domestic demand.

The steel plate mill should also answer growing demand for small vessel manufacturing operation of local shipbuilders.

Mitigating measures ready to cushion impact of La Niña in N. Mindanao

EVEN as the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) had forecasted that the La Nina is still more than three months away, the Department of Agriculture (DA) 10 has already put in place measures that would mitigate the

impact of a long monsoon rain to agriculture.

In a press conference held Monday, DA 10 director Lealyn A. Ramos said the agency has its own automatic weather stations deployed in various agricultureproducing areas of the region, Ramos said these stations

have equipment are capable of forecasting damages to farmlands by oncoming cyclones.

In other developments, Ms. Ramos reported that the regional office currently has 16,000 bags of rice, 20,184 bags of corn and 520 kilos of assorted vegetables that are ready for distribution to measures/PAGE 11

DSWD approves release of 4,000 bags of rice for Bukidnon farmers

SECRETARY Judy Taguiwalo of the Department of Social Welfare and Development ( D S W D ) o n Tu e s d a y approved the release of 4,000

bags of rice for distribution to Bukidnon farmers.

The Secretary instructed the regional welfare officials here to release immediately

the 4,000 bags or 20,000 kilos of rice to the 18,000 Bukidnon farmers, Aldersey De la Cruz, the DSWD’s assistant regional director for operations, said.

De la Cruz said that the farmers agreed to get the

The farmers, who holed up at the DSWD grounds, had attended a march-rally Monday here in support of the State of the Nation Address (Sona) of President Rodrigo Duterte, and refused to leave until the promised rice assistance is delivered.

The farmers, most of

them victims of the long drought spawned by the El Nino phenomenon, said that, for months, they have been patiently waiting for the food assistance until they decided to take action for the immediate release of the rice.

De la Cruz explained that deletion of the many names of the farmer-beneficiaries by the local government units (LGUs) caused the delay in the distribution of the rice

assistance.

After reaching an agreement with the DSWD, the farmers left the place Tuesday afternoon on board a convoy of several Bukidnonbound cargo trucks.

Is today your last?

Think a minute…Have you ever heard anyone who was dying say: “I wish I had spent more time at the office!” I doubt it. If you knew that you were going to die tomorrow, how would you live your last 24 hours? Would you party until you drop and try not to think about your own death?

Would you be filled with fear or anger at God? Would you do everything you could so your family could go on without you?

Those people who died on September 11, 2001 in the World Trade Center in New York City never knew they were going to die when they woke up that morning. People who suddenly die in car accidents or drown in the ocean never know they’re going to die that day. Sixteen years ago my family celebrated Christmas in America, and the next day my father left on a business trip to the Philippines as he had done for 27 years. But this time he never came back.

Just a few weeks later, he died from pneumonia in Hawaii.

My father had no idea he would never come home. And neither did we.

You see, this is why we must live today like it’s our last— because it just might be! Maybe you need to get things right in your life. Maybe you need to ask someone’s forgiveness; or you need to forgive someone else who wronged and hurt you. Do it now. Don’t wait another day.

There appears to be a bigger reserve of gold here in this country, much, much more than this Yamashita gold!

Current research works indicate that the Philippines is ac tually t he Biblical “Ophir”, a group of islands “in front of China towards the sea, where Moluccans, Chinese and Lequios met to trade”, which, the Bible said, was the source of the gold that King Solomon used to build the temple of God in his time.

I hop e this piece of information can be seriously looked into, for several practical reasons. If proved to be true, then Filipinos must be allowed to enjoy

the benefit of this fabulous wealth. If proved to be false, then no one should be duped into believing it again and again.

-ooo GOD’S CURSES: Just to remind all of us once again about the penalties God will impose on us if we stop listening to Him, if we stop reading His Word, and if we stop obeying His commands, I will reproduce here today and in the next several days, the curses promised by God to those who have turned their backs on Him. Here they are, as written in Deuteronomy 28:15, series: “However, if you do not obey the LORD your God and do not carefully follow all his commands and decrees I am giving you today, all these curses will come on you and overtake you: You will be cursed in the city and cursed in the country. Our responsibility for our own sanctification “Ask and you will receive.

Seek and you will find.

Knock and the door will be opened to you.” (Lk 11,9) With these words, we are reminded that while our sanctity is first of all a fruit of grace,and therefore of God’s work, it is also a result of our personal effort. That’s why we are commanded to love God with all our might and to love our neighbor as ourselves.

We have to see to it that we correspond fully to God’s grace that is abundantly given to us. We have to enter into the dynamics of love where God’s love for us should also repaid by our love for him. In this, we can never say enough.

The language of love is such that you get what you give. In fact, you get more than what you give, as at tested by Christ’s words: “ The measure you give will be the measure you get, and still more will be given you.” (Mk 4,24) Since Christ has given us everything already, it us up to us to make use of what is made available for us to achieve our true ultimate end and purpose in life-our own sanctification, our own edification, since we are the image and likeness of God, and children of his.

T h at i s w hy i n t h e prayer that Christ taught his disciples, he wants us to address G o d as Our

Father. We need to feel this filiation as deeply and as abidingly as possible so we can always be motivated to sustain our effort to be holy, as our heavenly father is holy. (cfr 1 Pt 1,16) Yes, the goal is God, the goal is supernatural, way above our natural and human powers. But God has given us all the means for us to be as we ought to be. But for that reason, we have to ask and seek and knock, because otherwise we would not attain our true end.

We have to contend with our natural limitations that are already overwhelming when seen in the context of our supernatural end.

More than thes e, we have to grapple with our human deformations and weaknesses due to our sins.

This is not going to be easy, and yet Christ assures us that “my yoke is easy and my burden light.” (Mt 11,30) And the secret to have this phenomenon is imitate Christ himself who said: “Learn from me for I am meek and humble of heart.” (Mt 11,29) Meekness and humility are the crucial qualities we need to face all the challenges we have to face in our effort to sanctify ourselves and others. They effectively resemble us with Christ.

With Christ, we should

not worr y too much about life’s vagaries and challenges. Precisely when w e f e e l pre s s u re d a n d weighed down, he tells us, “Come to me…and I will give you rest.”

Let us pay attention more to these words than to our human standards and estimation of things that will always consider these qualities as softness or meaningless passivity and defeatism, devoid of fighting spirit.

In fac t, thes e words require a lot of strength and forcefulness, for they have to be reconciled also with these words of Christ: “The Kingdom of heaven suffers violence, and the violent are taking it by force.” (Mt 11,13) The violence referred here is not about physical, destructive violence aimed at others, but rather the forcefulness of love, aimed first at oneself before it aimed at others, and that will always be constructive, helpful, patient and understanding, not afraid to suffer and to assume whatever burden comes our way.

That is why Christ refers again to these qualities in the beatitudes: “Blessed are the meek, for they shall inherit the earth.”(Mt 5,5) These are intriguing and mysterious words whose veracity and wisdom can

In many instances Christ refers to this divine logic thatcan appears to us as contradictory. “For whoever would save his lifewill lose it, but whoever loses his life for my sake will find it.” (Mt 16,25) Still, in another part of the gospel, Christ says:”Ever yone who has left houses or brothers or sisters or father ormother or children or lands, for my name’s sake, will receive a hu n d re d fol d an d w i l l inherit eternal life.” (Mt 19,29) We n e e d t o t r a i n ourselves to feel at home with thisdivine indication that is meant for our redemption.

We have to losethe fear of suffering. We have to assume the mind of the sacrificiallamb whose lifeoffering actually results in our own sanctification.

ING economist sees inflation pressures from tax reforms

A

N e c on om i s t of ING Bank Manila forecasts possible increase in domestic inflation rate in the latter part of 2016 due in part to possible effect of tax reformrelated inflation pressures.

This, after President Rodrigo R. Duterte, in his first State of the Nation Address (SONA) Monday, announced his government’s bid to cut personal and income tax rates in the country to make it competitive in Asia and make it more equitable and efficient.

The additional liquidity that this will create is seen to result to inflationary pressures, ING Bank

Manila senior economist Joey Cuyegkeng said in a research note Tuesday.

Last May, growth of domestic liquidity, or M3, posted a faster growth of 13.5 percent from monthago’s revised 12.8 percent after total money sloshing in the economy reached P8.7 trillion.

During the same month, outstanding loans of commercial banks, excluding placements with the central bank’s reverse repurchase (RRP) facility, rose by 17.7 percent from month-ago’s 15.6 percent. Including RRP placements, bank lending rose by 16.6 percent from last April’s 14.9 percent.

Tax experts laud Duterte’s proposed reforms THE country’s tax experts lauded President Rodrigo R. Duterte’s formal call for C ongress to pass a comprehensive tax reform plan, while the government’s finance chief believes the programs of the new chief executive would harness the nation’s inclusive growth.

The Tax Management Association of the Philippines (TMAP) said they were “very pleased” with Duterte’s pursue for tax reforms, including simplification of the tax system, lowering of income tax rates, and lifting of the bank secrecy law.

“We are very pleased to hear President Duterte’s statement… We’re delighted to see that his proposals… the same reforms also espoused

by TMAP,” the association said in a statement.

TMAP also noted that Duterte’s pronouncements last Monday were consistent with his answers to the preelection tax policy survey of the group.

“With the clear pronouncements of the President, who is currently enjoying over whelming support in both houses of congress, we don't see any reason why the passage of the comprehensive tax reform measure will not materialize during the early part of his term,” TMAP said.

The group further explained that the relaxation of the bank secrecy law as well as the simplification laud/PAGE 8

However, M3 growth has slowed after hitting 37.3 percent in Januar y 2014 due to attractiveness of the domestic economy to foreign businessmen on back of improvement of fundamentals.

The normal M3 growth in the Philippines is at higher single digit to lower double digit but its growth became a problem in 2013-14 due to its impact on the rate of price increases.

In 2013, inflation averaged at three percent but hit its highest in December when it reached 4.1 percent.

said Tetangco. “(Industry) estimates that if the other asset management companies are included, this figure will grow to almost P4 trillion, covering 174 pesodenominated fixed income and equity funds and 52 foreign denominated funds.”

He was citing numbers by the Fund Managers Association of the Philippines.

Tetangco said the trust industry’s holdings will only grow overtime as markets are acclimatized more to financial products.

Volunteers, Stakeholders Break Ground in Community-Driven Development The Municipality of Tudela, Misamis Oriental recently conducted the groundbreaking ceremonies of prioritized barangay sub-projects, among those present are the local chief executives of the municipality, the Municipal Social Welfare & Development Officer, Provincial Link, barangay officials, community volunteers and the Area and Municipal Coordinating Teams of Tudela. “With the lowering of the income tax rates, which will result in revenue erosion, the need to significantly increase the tax base and improve voluntary compliance cannot be overemphasized,” TMAP said.

The association, meanwhile, offered Duterte its help to push for the tax reform.

In a separate statement, Finance Secretary Carlos G. Dominguez III said the political and economic init i at ives out line d by Duterte in his first State of the Nation Address (SONA) will let the new government

put on the fast lane its 10-point socioeconomic agenda.

Dominguez said the initiatives presented by the President were meant to disperse income and spell progress for all over the next six years.

Duterte’s must-do list includes relentless war on criminality and terrorism; transport and communications infrastructure build-up; comprehensive tax reforms; prudent fiscal policies; poverty alleviation; and jobs creation, especially for the poor.

Tetangco also observed that local investors are more selective in their investments, similar to foreign investors’ “m ore d i s c r i m i n at i ng” strategy in ensuring they get stable returns.

Tetangco also reminded the trust industry that the asset management business face “systemic implications.”

“A c t i v e l y m a n a g e d funds have the advantage of potentially higher yields while passive funds provide lower costs. The downside however is that shifting towards higher-yield-butilliquid exposures exacerbates the vulnerability of financial consumers towards market risk, while the ease of passive funds also nurtures ‘herding’ behavior as well as correlated market movements,” he explained.

“ These notions are confirmed by empirical work at the BIS (Bank of International Settlements) among others, that have shown that asset managers in EME (emerging market economies) asset markets tend to behave in a correlated manner and that investment flows to asset managers and asset prices amplify each other’s fluctuations,” Tetangco added.

The BSP has been encouraging more banks to spin of f t heir t r ust departments and create a separate trust corporation.

In June last year, the BSP eased up on the P300-million minimum capital compliance for trust corporations to encourage more interests from regular banks to split its trust business.

Trust corporations are

allowed to set up with only P100 million as initial capitalization, and then build up to P300 million in the course of five years from inception.

The BSP has approved the spin off of trust corporations in 2011 but because of the P300 million minimum capital requirement which banks think too high, there were no applicants.

The central bank’s updated set of regulations had to adjust the handling of the minimum of capitalization to encourage more applications.

Prior to 2011 a bank is

allowed to establish up to two trust units within its current set up, however after 2011 the BSP allowed a separate trust corporation and a bank can invest as an affiliate in the new trust company, which by BSP definition, is a company engaged in trust and other fiduciary business and investment management activities which will act as trustee or financial consu lt ant, invest ment adviser or portfolio manager or administer any trust or hold property in tryst or on deposit for the use and benefit of others.

University urges students to take part in brgy, SK polls

AGAYAN DE ORO CITY -- Xavier University (XU) has encouraged its students to actively participate in the forthcoming barangay and Sangguninang Kabataan (SK) elections.

Nestor Banuag, advocacy coordinator of XU’s social development cluster, said that student organizations are set to conduct an intensive voters’ education campaign through fora and training sessions for Xavier Ateneans who are interested to run as SK officials.

“We need to inform the XU community of the ongoing voters’ registration conduc te d by our cit y Comelec office. This is part of our efforts as the technical working group of the ‘XU4SK Campaign’ in the university,”

Banuag said, adding that 500 priority numbers per day will be distributed at the satellite registration hub at the Robinson’s Mall.

The goal of the XU4SK Campaign is to encourage Xavier Ateneans to take part in the local governance and leadership of their respective barangays.

A forum on the SK Reform Act will draw together emerging young leaders on 23 July 2016 at the XU Peace Park.

The barangay and SK polls are slated on October 31 this year.

Two-week registration The city poll body expects about 5 percent increase in the number of voters in CDO. Ac c o r d i n g t o l o c a l Comelec officer lawyer Gina Luna Zayas-Sabio, CDO has

an existing 105,000 registered voters aged 18-30 years old who cast their votes during the May 9 national and local elections.

City Comelec estimates an additional 15,000 new registrants aged 15 to 17 years old, targeting 1,000 registrants per day. The 15-to-17-year-old registrants will exclusively vote in the SK poll.

Voters aged 18-30 years old will have to vote twice, in the regular barangay elections and the SK, as mandated by the SK Reform Act of 2015.

During the registration, the 15-to-17-year-old SK registrants must bring the following: (1) original and a photocopy of birth certificate issued by the Philippine Statistics Authority, (2) an

identification card (school or employment ID), and (3) proof of residency (must be residents of their respective barangays for at least six months prior to election day).

Regular voters, 18 years old and above, must bring any government-issued ID, employment ID or proof of billing, and should also be residents of a barangay for at least six months prior to October 31.

The poll body will only cater voters’ registration, reactivation and correction of voting records.

The registration will last until July 30. Comelec offices of cities and municipalities nationwide are open from 8:00 a.m. to 5:00 p.m., including holidays and weekends. (XU Comm)

ARMM joins 38th National Disability Prevention, Rehabilitation Week celebration MARAWI CITY -- The Regional Human Rights Commission in the Autonomous Region in Muslim Mindanao (RHRC-ARMM) led the regional celebration of the 38th National Disability Prevention and Rehabilitation Week on July 21, 2016.

Lawyer Abdulnasser Badrudin, RHRC-ARMM chairperson, said the program was primarily aimed at raising better awareness of the rights of persons with disability (PWDs).

We are showing our deepest concern to PWDs being one of the

most vulnerable sectors of society,” Badrudin said.

He said discrimination against PWDs results in their low participation in economic and social activities in society.

Republic Act 7277, or the Magna Carta for Disabled Persons, d e f i n e d P WD s a s “those suffering from restriction of different abilities, as a result of a mental, physical or sensory impairment, to perform an activity in the manner or within the range considered normal for a human being.”

It further mandates that five percent of all casual, emergency and contractual positions at the departments of Social Welfare and Development; Health; Education, Culture and Sports; and other government agencies, offices or corporations engaged in social development shall be reserved for disabled persons.

“The RHRC-ARMM advocates the inclusion o f P WD s ( n o r m a l activities of society).

We aim at creating a condition wherein PWDs will feel they belong,

are respected, and valued whoever they are,” Badrudin added.

Several humanitarian partners and government offices that advocate for the welfare of PWDs also took part in last Thursday’s program.

Assistant Secretary Dayang Carlsum Jumaide of ARMM’s Department of Health said the region’s Health and Wellness Program for Persons with Disabilities is designed to promote the highest attainable standards of health of PWDs and prevent them from developing health

conditions associated with disability.

One of its milestones, Jumaide added, is the development of service packages for PWDs specifically for disability due to chronic illnesses, learning disability and cerebral palsy.

Miguel Antonio Limon, regional programs coordinator of the National Council on Disability Affairs, also gave a lecture on government laws that promote the rights of PWDs. Across the country, there are 1.4 million PWDs comprising 1.57

percent of the total population based on the 2010 National Census.

The same census noted 34,775 PWDs in the ARMM, of which 17,875 are male and 16,900 are female.

Meanwhile, several private individuals, who declined to be named, donated wheelchairs for PWDs during the event.

They also manifested continued support for P WD s .

Her husband died on October 30, 2013 until now she has not claimed any the survivor’s benefits from the GSIS because of her erroneous Birth Certificate. Hence, this instant petition to straighten all her records in order to conform to the correct and true facts of her birth. That owing to the fact that at that time of the conception and birth of the child, Petitioner was suffering from a legal impediment, the child cannot be legitimized under Article 177 of the Family Code.

Being the biological father of the child, petitioner wanted to adopt DEMILOU CHRISTIAN BANO in order to elevate the status of the child from ILLEGITIMATE to LEGITIMATE so as to be at par with her younger siblings. That petitioner has all the necessary qualification and none of the disqualification to adopt the minor child. That he is in possession of all civil and legal rights and have not been convicted of any crime involving moral turpitude.
