CE-making machinery, blast freezers, cold storages, and fish processing facilities will soon be established in several coastal areas in Mindanao with rich fishing grounds to boost the island's fishery sector, the Mindanao Development Authority (MinDA) said Thursday.

MORE floating solar and hydroelectric power projects are being planned at sites to be selected by the National Irrigation Administration (NIA).

According to studies conducted by the NIA, a total of 379 sites have the potential to be developed for hydro, thereby maximizing the utilization of irrigation water.

Among the potential sites, four are now operational — the 8.5 megawatt Magat River Irrigation System (MARIS) Main South Canal Hydroelectric Power in Isabela, the 1 megawatt Rizal Hydropower Plant in Nueva Ecija, the 1 megawatt Bulanao Mini-Hydropower Plant in Kalinga, and the 500 kilowatt Marbel No. 1 Mini-Hydropower Plant in South Cotabato.

Foods for returnees MARAMAG, Bukidnon -- The Department of Social Welfare and Development (DSWD)-10 recently delivered food packs to 104 families of former rebels (FRs) who were sheltered at a temporary halfway house at 88th Infantry “Maringal” Battalion (88IB), Philippine Army Headquarters in Maramag, Bukidnon.

The former rebels who belong to Indigenous Peoples (IPs) of Manobo tribe in southern Bukidnon, particularly from Kasilaan and Salumayag subvillages in Barangay Halapitan, San Fernando town thanked the government for the food packs containing some kilos of rice, sachets of coffee, and cans of corned beef and sardines.

Mechanization brings hope to Surigao Sur soybean farmers

UTUAN City – Various types of farm machinery provided by the Department of Agriculture in the Caraga Region (DA-13) have been instrumental in boosting productivity among soybean farmers in Surigao del Sur, beneficiaries said.

DA-13 Executive Director Abel James Monteagudo said the machinery provided by the agency are working and helping the soybean farmers in improving their farming practices.

“Even before, with

their not so advanced way, soybean farmers in Surigao del Sur already produce more than half of the country’s soybean supply. So we hope to provide them with more of the Department’s interventions to help them further boost their production and sustain it,” Monteagudo said in a statement on Friday (July 24).

He said the machinery will help soybean farmers produce fast with less cost and better quality of farm produce.

Among the groups of soybean farmers who

received machinery support from DA-13 is the Meme Agricultural Farmers Association (MAGFA) in the town of Tago, Surigao del Sur. MAGFA, organized in 2017, has 111 members who are engaged in soybean production in an area of 100 hectares.

The group’s chairperson, Annabelle Dela Fuente Loja, said soybean has been a reliable crop that has been proven to be well-adapted to the soil in their area.

“Soybean thrives well especially here in our Barangay, in Layug, Tago;

that is why we have been planting this crop for a long time now,” Loja was quoted by DA-13 as saying.

New farming practices Loja's group availed of farm machinery from DA13 in November last year, to include a water pump, a multi-grain thresher and a sorting machine.

With the farm machinery, Loja said the members of their group experienced changes in soybean farming practices and realized that their "old ways" of farming were time-consuming and labor-intensive.

“Back then, threshing 40 sacks would take us a month, but with the multigrain master thresher it only takes a few hours,” Loja said.

She added that with the sorting machine provided

by DA-13, separating the beans from dirt and other materials become faster by completing 100 sacks per day compared to five sacks they can complete with the old ways of sorting.

Joel Ochavillo, a member of MAGFA also testified that their labor costs and time spent in farming operations

have been lessened with the support of the government-provided farm equipment.

Ochavillo said he used to spend PHP25,000 to PHP30,000 for labor in one season but with the help of the machinery, he is able to save by PHP5,000.

A total of 35,000 respondents from the 175 municipalities and cities of region 10 were surveyed during the study.

Del Monte’s earnings plummets with sale, closure of US plants

EL Monte Pacific Ltd. (DMPL) shed $81.4 million in its fiscal year 2020 due to the closures and sale of its production plants in the United States.

In a regulatory filing on Friday, the listed canned food manufacturer noted that oneoff expenses worth $113.6 million dragged its earnings down to a loss. These include a $59.9-million expenses from the closures and sale of its US facilities and a $47.1-million tax incurred from issuing dividends.

The loss came despite a 9% increase in sales to $2.1 billion in the year ending April.

Its US subsidiary Del Monte Fruits, Inc. (DMFI) posted an 8% growth in sales to $1.5 billion, making up 72% of its parent’s sales, driven by high demand for all its products.

New products launched in the year also added to this growth, forming 5.1% of its retail and foodservice sales.

Meanwhile, in its fourthquarter profit report, DMPL, which is listed in Singapore and

the Philippines, posted a net loss of $12.4 million due to a $17.2-million expense relating to its US’s unit loan retirement and plant closures. Sans the one-off expenses, it could have earned $4.8 million.

The company, however, saw its sales grow by almost a half to $638.4 million in the FebruaryApril period.

DMFI posted a 65% jump in sales to $500.4 million, as customers shopped for more grocery items while staying at home amid an ongoing

coronavirus pandemic.

Its Philippine subsidiary saw sales rise by 15% and 18% in peso and US dollar terms, respectively, resulting from its expanded retail channels as it gained market share across all product categories in April over the same month a year ago.

Its foodservice business shifted to e-commerce and community delivery services as it tries to recoup from sales declines caused by store closures during the lockdown months.

Wo n d e r f u l l y a n d accurately said a century or ago, yet, such categorical statement that the resources “should not be made under a vehicle of control for the exploitation of others,” is even more imperative now than before. Indeed, Who controls? Who decides? Who profits? From the bounty of our ecological resources?

The statement of President Duterte hits the crux of the problem (as stated by his former Spokesperson): “If it is a means to life, i.e., water, no one should be in control for profit motive!”

Just like Gandhi, we too have our heroes who had worked, sacrificed and even died to liberate our country from the clutches of imperial Spain, Japan and the USA. Unlike our local heroes,

Gandhi had done more. It was not just freeing India from Imperial British Rule or kicking them physically out from India, Gandhi’s concern was more than that, the liberation from Imperial power, even after the imperial power had been ousted!

Look at our country. Yes, we may not be any more directly under an imperial power’s rule, but before leaving they made sure that the systems are there to continuously exploit our resources.

IGNACIO BUNYE The COVID-19 pandemic changed the world. There is nothing normal in our lives these days, except for the thing we call, “new normal.”

Even in the middle of the game, businesses cancelled or shifted plans as they tread water amid unprecedented conditions. The insurance industry, although generally well prepared for worst-case scenarios, are not exempted from this.

Other than the financial

impact, insurers are facing unique considerations to shape up and remain resilient in the face of this unfolding crisis. Unfortunately, due to C OVID-19’s sudden emergence, it may not yet be considered a critical illness and could not be covered by other insurance plans.

But to fulfill its critical m i s s i on of f i n a n c i a l l y guarding people against unpredictable life occurrences, a lot of insurance companies reassessed their offerings and coverages. For them, continuity of their policyholders insurance coverage is important now, more than ever.

But the most obvious adjustment is how insurers run their operations. Insurance companies have had to shift almost their entire workforces to operating remotely, while dealing with significantly increased activity in their

claims functions. And given the quarantine restrictions, they needed to fully embrace various digital tools to provide their clients with online payment options and customer service for their safety.

For instance, BPI-Philam Life Assurance Corporation (BPLAC) and the Bank of the Philippine Islands (BPI) are adapting to the new normal by providing added support that are in line with Insurance Commission’s guidelines to pursue digital selling until a vaccine for COVID-19 is found. This allows BPI accountholders to purchase insurance plans from the safety of their homes. The company also provides support to clients by deploying Bancassurance Sales Executives in open branches in case a client needs assistance.

BPLAC and BPI also

launched the BPI Bayanihan Insurance Coverage which aims to provide free Php 200,000 COVID-19 Life Insurance coverage for 90 days to one million of the Bank’s Personal OF (Overseas Filipinos) and Preferred clients, including the policy holders of BPLAC insured through their individual and group policies. This is the highest coverage amount and longest coverage period in the market.

It’s very likely that we have to do some innovations, reinventions and upskilling, if we want not only to survive but rather to prosper and contribute greatly to the quest of the common good.

We have to spend a lot of time studying, researching, ob s e r v ing , te st ing and going through the different exercises and stages of the processes involved. More importantly, we need to discipline ourselves so as not to be dominated simply by moods and personal preferences, biases and other weaknesses that can undermine the objectivity of our needs.

Of course, it goes without

saying that we should maintain a positive, go-getter outlook before the new challenges we are going to have. We should never give a chance to any trace of pessimism and discouragement to enter our mind. We need to be a good sportsman who, in spite of his acknowledged limitations, would still go on fighting and trying.

We really cannot afford to be distracted. We have to be well-focused, though it does not mean that we have to be rigid. In this kind of game, we have to learn how to blend focus with resilience, consistency with adaptability.

We have to know how to be judicious in using old and new things.

This is a big challenge we have today, considering the tremendous amount of distractions we have, both the legitimate and the illegitimate ones, the latter

far outnumbering the former.

Yes, we, of course, need some distractions as a way of rest and relaxation. But in this human need, we should not lose our proper focus.

Rather, we have to learn how to stay properly focused while having those legitimate distractions. We have to be most wary of our tendency to be so carried away by them that we compromise that focus.

Thus, it is important that we have a clear idea of what to do for the day, at least, before we get the skill of knowing what to do for the week and the month. It may be helpful to have a fixed schedule and a to-do list, so at least we could have some guide.

As much as possible we should avoid beginning the day without a plan and a strategy in mind, and just relying on some chancy inspiration. We should also

ROY CIMAGALA avoid delaying things. As much as possible, what is written in the schedule should be done on time, “hodie et nunc,” today, now.

What is also helpful is that we be transparent, simple and humble, so that in that way we would find it easy to acknowledge our failures and to ask for help or to make consultations. And when we succeed, things would not go to our head that would TIME/PAGE 11

ADB financing to PH seen to hit record-high $4.2-B

INANCING to be extended by the Manila-based Asian Development Bank (ADB) to the Philippines is expected to rise to record-high $4.21 billion this year.

In a virtual briefing Thursday, Oscar Badiola, ADB Philippines senior programs officer, said from an average of $800 million annually from 2011-2017, total lending to the Philippines is expected to hit $4.2 billion this year and an average of about $3 billion in the next two years.

Badiola said the additional lending includes those for coronavirus disease (Covid-19) response.

About 70 percent of the total financing is for projects under

the priority Build, Build, Build (BBB) program, especially for the Visayas and Mindanao, he said.

ADB data indicate that project financing that have been approved to date include the $1.5-billion Covid-19 active response and expenditure support program, $200-million social protection support project second additional financing, the $400-million support to capital market generated infrastructure financing sub-program 1, the $500-million expanded social assistance program, the $126-million Angat Water Transmission Improvement Project additional financing, and the $26.5-million local governance reform projects.

Programs that are in the pipeline for financing this year are the $400-million competitive and inclusive agriculture development program, subprograms 1; the $300-million inclusive finance development program, subprogram 2; the $125-million health systems enhancement to address and limit Covid-19; the $500-million disaster resilience improvement program; and the $130-million EDSA greenways project.

For next year, 10 programs will be funded and these are the south commuter railway project, $1.75 billion; the integrated flood risk management sector project, $400 million; sustainable tourism development project, $50 million;

Metro Manila bridges project, $180 million; Davao public transportation modernization project, $238 billion.

Also funded are the Mindanao irrigation development project phase 1, $100 million; local governance reform program, subprogram 2, $400 million; facilitating youth school-to-work transition, subprogram 3, $400 million; Baguio City sanitation improvement project, $100 million; and the building up implementation and local level drivers for universal health care program, $500 million.

Badiola said there is also a standby program worth $1 billion for the Bataan-Cavite Bridge Project.

“For this year we expect (lending) to reach $4.2 billion and yes, that will be the largest ever for the Philippines,” ADB Country Director for the Philippines Kelly Bird said in the same briefing.

SP requires LANDBANK to allocate 5% of loans for socialized credit THE MONETARY BOARD has approved the implementing rules and regulations (IRR) of Republic Act No. 10878 which looks to boost direct credit support to farmers and agrarian reform beneficiaries through the Land Bank of the Philippines (LANDBANK).

Diokno amended the Manual of Regulations for Banks to require LANDBANK to allot at least five percent of its regular loan book for socialized credit meant for qualified small farmers and fisherfolk and agrarian reform beneficiaries.

“LANDBANK shall have a period of six months from the effectivity of the IRR to monitor its compliance with the

provisions provided in the Act,” the circular said.

The base amount to gauge the five percent compliance will be the regular loan portfolio reported by the bank as of the end of the preceding quarter.

The guidelines said the socialized credit facility will be used exclusively for the financing of agricultural projects part of the provisions of the

Republic Act No. 10000 or The Agri-Agra Reform Credit Act of 2009.

These activities include agricultural production, promotion of agri-business and exports, acquisition of work animals, machinery, seeds and agricultural land, among others.

“All loans extended through this special socialized credit facility shall qualify as part of

LBP’s direct compliance with the mandatory agricultural and agrarian reform credit pursuant to R.A. No.10000,” the circular said.

The grant of loans under the facility will be based on the project’s feasibility and client’s paying capacity, estimated production, as well as assets eyed to be acquired from the loans, it added.

SMC’s food, beverage businesses recovering well as government rebuilds better in the midst of COVID-19 S AN Miguel Corporation’s (SMC) food and beverage businesses have started to recover due largely to government efforts to re-open and boost the economy.

“With the government’s easing of restrictions on transportation, the operation of business establishments, and consumption of alcoholic beverages, we’ve been recovering a lot of lost ground,” said SMC president and chief operating officer Ramon S. Ang. “Recovery started around second half of May

to June, when government gradually restarted our economy and kept it going,” Ang added.

Ang credited moves by President Rodrigo Duterte and his economic team, led by Finance Secretary Carlos Dominguez III, to get businesses back up and running, even with limitations, saying that for San Miguel, this has had a “domino effect” on smaller businesses in its supply chain.

GSIS extends deadline to COVID-19 Emergency Loan application until August 12 STATE pension fund Government Service Insurance System (GSIS) announced on Friday, July 10, 2020, that it has extended the filing of application for its COVID-19 Emergency Loan program for another month or until August 12, 2020.

“We are extending the July 12 deadline to give more time for our members and old-age and disability pensioners affected by the public health crisis to apply for the loan. We are expecting to reach out to more than 1.3 million members who are qualified for the loan with a projected total amount of Php 43 billion,” GSIS President and General Manager Rolando Ledesma Macasaet said.

Macasaet said that

the loan program has been earlier enhanced by increasing the loanable amount from Php20,000 to Php 40,000 for borrowers who have existing loans; and relaxing the terms by allowing borrowers to renew their loan even if they have loan accounts that have not been paid for more than six months and are considered due and demandable. He added that GSIS eased the six-month paid premium rule and reduced it to only three months for members to qualify for emergency loan.

Further, GSIS imposed only three requirements under the enhanced terms of the emergency loan. The borrowers must (1) be in active service and not on EXTENDS/PAGE 9

The Constancy of Change and Curriculum Development By: AISA T. BADANA

As they say, the only constant thing in the world is change. Some find it ugly, uncomfortable, and difficult while others go with the flow and hope for the best. Despite these impressions, we always associate change with development and/or improvement. However, not all changes result to improvement of existing conditions but all improvements necessitate change. In order to create positive change, development should be purposeful, planned, and progressive. Simply put, change must be for the better and for a greater cause.

There are factors that cause change to take place in the curriculum. First factor is politics. Changes happen when we have new set of political leaders given their ideologies and agenda. As a matter of fact, before former president Noynoy Aquino ended his term, he enacted the law which is now the basis of our curriculum.

The public school system greatly rely on funding allocated by the national government to continue its operation. The President has a say on the curriculum that will be implemented by the country and what should and should not be included in it. The second factor is economy. Subjects and courses offered in schools

and universities are expected to prepare graduates for the demands of the future in order for them to contribute to economic growth. The third factor is technology. Changes in technology greatly affect curriculum particularly in the selection and organization of learning experiences. The fourth factor is social diversity such as in ethnicity, religion, caste, and gender among others. Being sensitive to these attributes reflect a change in our content and teaching methodologies.

The last and fifth factor is environment which could include local and global.

For instance, right now the world is facing a global pandemic caused by covid 19 where it is not safe to go out especially without any protection. The learning environment now is confined to the homes.

This surely affects teachers’ delivery of instruction.

Changes in these factors affect the curriculum that is why the concept called curriculum development came into view. Curriculum development is defined as planned, a purposeful, progressive, and systematic process to create positive improvements in the educational system (Alvior, 2014). It is planned because it takes into account all these factors and it identifies areas

that need review and/ or revision based on results of evaluation.

It is purposeful because curriculum development is done to address the present concerns in the field and the future demands of the country and the world.

It is progressive because it integrates new ideas in the form of policies, innovations, learning modalities, and teaching strategies address the needs. It is systematic because it is a process which entails a step by step procedure of the activities such as conceptualizing the curriculum, selecting and organizing content, material , and learning experiences and evaluating learning outcomes in order to achieve its purpose.

Change is necessary for personal growth, flexibility, strength, progress and even for new beginnings just as curriculum development is ver y important in the educational system for the improvement o f t h e e d u c at i o n a l system. Change and curriculum development are inseparable. They are bound to always go together. Every change that happens in any aspect of the community has a significant impact to the curriculum. That is why curriculum development is a never ending process.

Even Power, Infrastructure, Fuels, have started seeing improvements in t heir industries,” said Ang. Ang however added that until there is a cure for the virus, there will always be uncertainty for businesses.

“For some businesses, recovery has been strong, for others, gradual. For some, it’s slower. I think this goes for all businesses and various industries. However, we recognize that the threat of the pandemic is still here. We cannot go all out in terms of operations and activities. As companies, we need to be accountable and responsible for ensuring the safety of our employees and customers,” he said.

“That is why we commend President Duterte’s economic team, led by Sec. Dominguez, for striving to strike a delicate

balance between the need to keep the economy going, and the need to protect our people. That’s a very difficult job, but we have a very capable economic team,” he added.

Ang said that for its part, SMC was fully committed to helping boost the economy.

Earlier, he announced that all of SMC’s major investments in manufacturing capacity expansion and infrastructure would continue, despite the crisis.

“Right now, the most important contribution we can make to our economy is to ensure continued operations and not hold back on new investments, particularly in manufacturing capacities and infrastructure. These will generate jobs and boost both the local and national economies, making more Filipinos resilient through crises,” Ang said.

Under Ang, SMC has led private sector efforts to help government, the medical sector, and disadvantaged communities, cope with the impacts of COVID-19.

It has spent over P13 billion in response efforts, including advance tax and concession payments to government to make funds available for COVID-19 response; continuous compensation to employees and third-party providers, as well as aid in the form of lifesaving medical equipment, supplies, food, and alcohol, among others.

IN today’s world, being a teacher is an incredible cha l lenge. B e yond t he day to day of teaching, educators or teachers as we call them are faced with students with behavioral or family issues, learning disabilities and more. Keeping teachers motivated is important.

Motivated teachers foster a collaborative culture and a positive environment for faculty and students.

Set yourself goals. One of the things that can make teachers lose motivation is the whole thing becoming a grind of lesson after lesson with no clear final aim.

Bring in something you enjoy. Perhaps because it reminds them of more selfindulgent teachers. Serious teachers often need to be told to do something in class that they enjoy like designing a worksheet to

be used with an extract from their favorite book or video. A well-designed task and the enthusiasm for the teacher for the material usually makes up for any lack of previous knowledge by the students.

Another great motivator is the readings on amusing yet trivial topics that don’t seem to add up to much compared with the subject matter of a biology, ethics or law teacher or lecturer.

It would take a US ship to bring soldiers about three months; that the US be better off to colonize nearby countries like Cuba or Mexico. But a US Senator by the name of Alfred Beviridge stood up and said, “The US must not leave the Philippines as its forest with trees the finest in the world, can supply the timber needs of the world especially of the US for century to come.”

Not only have we allowed them to exploit our resources, but even the use of our choicest of lands. Look at Mindanao with more than 200 thousands of plantations of high value crops that are providing advance countries with high value products to satisfy their consumerist lifestyle while we in the Philippines cannot even satisfy basic staples like rice and milk, the reason why 85% of our children are malnourished, according to the data of the Food and Nutrition Institute.

But our wealth is not just above the ground. Beneath are some 72 kinds of minerals, the richest on earth, but gone to foreign miners everyone. I can personally attest to that. Being the Presiding Officer of Task Force Kinaiyanan by virtue of the Writ of Kalikasan, I headed a team to stop mining in the uplands of Cagayan de Oro. We discovered inside the campsite of the miners, AK47, Armalites and Grenades.

And who were the miners that we arrested? Chinese! Miners were even using hydraulics that had toppled down our mountains and transformed our waterways into “chocolate rivers!” and heavily silted our bays.

As you know, of the 13 major bays in the Philippines, 10 already are biologically dead. Of the 25 major rivers, 15 are already dried-up or polluted.!

What has happened to the

by Dr. Kent Carpenter, the President then of UN-FAO, as the “Center of the center of marine life on earth!”

Well, being a neo-colony, our seas were just treated as a “waste pit” of radiated wastes by advanced countries.

Worse, during the martial law years, the Philippines entered into an agreement with Japan, “the RP-Japan Treaty of Amity, Commerce and Navigation,” that allowed the Japanese Computerized Fishing Vessels to rake our seas of fish and other marine resources at the expense of our fishing communities.

In my meetings with internationally renowned environmentalists, heated arguments would come about as they would described the Philippines as a “nation of coward p e ople,” for allowing the total ecological devastation of our country.

My counter argument which was reinforced by a world renowned environment activist and physicist Dr, Vandana Shiva, PhD. I would emphasize the truism that the Philippines is the land of the brave and the free. Why did we lose our ecological wealth?

Well, as my good friend Dr. Shiva would say, “the emergence of corporations in India as in the whole world, created new instruments of wealth extraction for the investors and new degree of impoverishment and dispossession for producers, i.e., the Indigenous People.”

Indeed, only one percent, the global corporations, is in control of the world’s economy and sacrificing GAIA (Mother Earth) and the people to the altar of greed and profit that is now putting the earth to its 6th extinction in connivance with the climate change deniers in cohort with the media! All to satisfy the profit motive of fossil fuel and coal corporations as these global corporations are earning some nine trillion dollars a year or ten million dollars every minute.

Indeed, there is now so much veneration to the profit motive in a world deeply buried in consumerism and materialism amidst the denigration of spirituality. This is the motivation that is capable of surmounting whatever difficulty we may have.

It would also assure us that whatever happens, we know that we are all in God’s hands. He will take care of everything. He has the last word. Ours is simply to go along with his will and ways as best that we can.

So, we should not waste time, giving in to some fears, sadness, anxiety. We should just move on. And feel the thrill and suspense of facing a somewhat different world and tackling new challenges. Let’s consider the whole thing a wonderful divinely-scriptedand-guided adventure!

The recent signing of the agreement between the EU and the Philippine government through the Department of Finance (DOF) of the PHP2.1 billion grant to be implemented by MinDA will allow the implementation of the projects without going through the "tedious legislative and bureaucratic funding processes," the agency said.

Under the Mindanao Aqua and Fisheries Development (MAFDEV) plan, MinDA said post-harvest and processing

facilities will be established in each of the major fishing areas of Mindanao.

Piñol recalled that during his trip to the Sultan Kudarat town of Kalamansig when he was still the Agriculture Secretary, former governor Pax Mangudadatu and the local fishermen showed him the province's rich fishing grounds teeming with tuna.

However, Piñol said the fishermen could not catch as much as they like because they only have ice in icecandy bags to preserve the fish.

“Proposals for the establishment of the fish post-harvest and processing facilities made when I was Secretary of Agriculture were not immediately approved and funded mainly because of the unfamiliarity of many of our economic and budget planners on the critical role of ice-making and cold storage facilities on the development of the country's aqua and fisheries industry,” Piñol said.

He added that valueadding will also be introduced to fishermen's families as they will be taught and trained on producing processed or semiprocessed fisheries and aqua products like deboned and flavored Bangus or vacuumpacked blast-frozen highvalue fish or vacuum-packed smoked and dried fish.

“All of these MAFDEV complexes will be interconnected through digital communications to monitor the daily catch or production which would be linked to the established outlets or markets. Private logistics providers will be engaged to bring the products to the local market or for the export market,” Piñol said.

Piñol said that with the approval of the MAFDEV, the development of the fishing grounds could start before the year-end. (PNA)

“Each shelter unit is a one-story structure and will be constructed on a 90-square meter lot, concrete with steel frame, with a total floor area of 46 square meters. It will include a toilet and kitchen and comes with electrical and plumbing system with an estimated cost of P450,000 per unit,” Ubongen said.

But he clarified that under the project the target is to build 250 shelter units in Kilala and 1,250 more in other areas of the city.

“The other areas where there is ongoing shelter construction are Barangay Gadongan, in partnership with NHA and the provincial government of Lanao del Sur, and Barangay Dulay West together with the Social Housing Financing Corporation of the Department of Housing and Urban Development,” he said.

Ubongen said the use of steel frame technology aims to shorten construction from 28 days to 16 days per unit and ensure structural durability.

He said the structure can withstand a 7.5-magnitude quake.

He said the partnership with the 55th Engineer Brigade aims “to fast-track the shelter construction now that there are available areas where we can actually build, an opportunity that was not present to us seven or six months ago.”

In an earlier bid invitation, PSALM said it is selling 20,975 sq.m. property on Isla de Provisor along the Pasig River in Paco, Manila.

Comprising eight lots, the P513.44-million property was the former site of the Manila Thermal power plant. The auction is set for Sept. 10.

PSALM said the proceeds from the sale of its assets will be used to settle the financial obligations it inherited from the National Power Corp.

As of May, it has P404.28 billion in debt and obligations, which was down from P422.01 billion in January.

PSALM plans to further pay down debt using the P43-billion loan it sought from the Development Bank of the Philippines, which the Department of Finance signed off in May.
