Grassroots budgeting BUTUAN City -- To ensure that government funds are downloaded at the grassroots level, the regional office of the Technical Education and Skills Development Authority (TESDA) in Caraga has recently launched the Grassroots Participatory Budgeting (GPB). The activities which were held in separate venues: Municipalities of Gigaquit and Mainit in Surigao del Norte was graced with the municipal officials as well as top officials of TESDA-Caraga spearheaded by regional director Florencio F. Sunico, Jr. In his speech, TESDA-Surigao del Norte OIC provincial director Liza B. Budtan said GPB, which was formerly called “Bottoms-Up Budgeting” in 2012 where during this time, the Technical-Vocational Education and Training (TVET) Programs was not yet included and only in 2013 where the said program was given one of the priority programs of the Aquino administration. Budtan said the GPB was made possible through the efforts of the respective local government units in empowering their constituents by providing them with skills training to be productive citizens in their locality and will be given the opportunity to work and earn a living.

A
T least 1,700 megawatts (MW) from renewable energy sources are expected to form part of Mindanao’s power capacity by 2018 if several of 157 proposed projects are approved this year and proponents start work promptly.
“If approved within the next six months, (these projects) will eventually provide us a good energy mix by 2018 as construction would run between two to three years,” Romeo M. Montenegro, Mindanao Development Authority (MinDA) public affairs head, said in a recent interview. MinDA launched an online facility in February t h rou g h w h i ch proj e c t prop onents can submit proposals and get real-time
updates on their applications. Most of the renewable energy projects proposed are hy d ro e l e c t r i c , M r. Montenegro noted. Tigerair launches Manila-CDO flights
Tax amnesty TANDAG City -- The amnesty program for real property taxes in Surigao del Sur has been extended until the year 2014 ends. Provincial Treasurer Wenifreda Perez said that this is by virtue of Sangguniang Panlalawigan Resolution No. 457 Series of 2014 passed on July 1, 2014 entitled “Extending the tax amnesty on the payment of interest, basic and special education fund (SEF) of real property tax delinquencies in the province of Surigao del Sur from January 1 to June 30, 2014 to July 1 to December 31, 2014.” The granting of the same has been in effect since the start of this year through Resolution No. 73 dated September 9, 2013. However, Perez claimed that while on the one hand such move is indeed favorable to their tax collection campaign, citing 79 percent accomplishment of the P82 million 2014 real property tax goal with yet five municipalities left to submit report for the first half, but on the other hand, it also brings tremendous burden on their part to hit their tax goal for the ensuing year.

AT LEAST P32.23 billion of taxpayers’ money had been released under the Disbursement Acceleration Program (DAP) for projects and activities that had no funding cover or were not enrolled as approved expenditure items in the national budget or General Appropriations Act (GAA)
for 2011 and 2012. As far as the available documents allowed, PCIJ reviewed the list of the DAP-funded projects of the Department of Budget Management against budget items enrol le d in t he agency’s appropriations for 2011 and 2012 that received DAP monies.

NEDA-10 landfill input significantly decreased by 19.5 percent – a remarkable feat in its advocacy to counter the Great Pacific Garbage Patch where thousands of microplastics from around the world accumulate at an
increasing rate. With stocks of recyclable office wastes and materials, NEDA-10 also launched a “trash to cash” recycling contest to heighten the awareness of its employees in transforming garbage
into useful items. Entries were judged according to functionality and sustainability of the product, life expectancy, availability of alternative materials, and ‘wow!’ factor. Action at the source such

THE Department of Science and Technology (DOST) region 10 introduced high impact technology projects particularly on food development during the opening of the National Science and Technology Week (NSTW) on July 8 at Luxe Hotel, this city. Thes e are t he Fo o d I n n o v a t i o n C e n t e r, Complementary Foods, and the Packaging and Labeling Center housed in the campus of the Mindanao University
of Science and Technology (MUST) in the city. The Food Innovation Center which was inaugurated on June 20 is envisioned to be a Center of Excellence in food innovation; a onestop food resource facility and globally competitive food innovation center in developing export-quality food products that are one of the bests in the world. According to D OST regional director Alfonso P. Alamban, this is foreseen
to promote quality and marketability of local food products and strengthen local entrepreneurial activities and the entire food processing in the region and in the country. Meanwhile, the Packaging and Labeling Services Center will cater to the packaging and labeling needs of the micro, small and medium enterprises (MSMEs) in region 10 and the nearby provinces and cities. The center envisions a onestop shop for all packaging and labeling needs of the food processing industry in the region. It is expected
to serve the growing need on cheaper but quality and readily available packaging and labeling services and materials. Further, the center’s banner ser vices include label designing, label graphics improvement and implementation of mandatory food packaging and labeling requirements. D-MAX pickup drives 1H sales of Isuzu Philippines
Universal Robina buys New Zealand’s biggest snack food manufacturer THE food and beverage company of the Gokongwei family is strengthening its presence in Asia with its takeover of New Zealand’s leading snack food company. In a disclosure to the Philippine Stock Exchange, Universal Robina Corp (URC) said its wholly owned offshore unit URC International Co Ltd will acquire 100 percent of NZ Snack Food Holdings Ltd from management and funds advised by Pacific Equity Partners for approximately NZ $700 million in cash. NZ Snack Food is the holding firm of Griffin’s Foods Ltd, the number one snack food firm in New Zealand with net sales of NZ$ 280 million and EBITDA of NZ $78 million. EBITDA refers to earnings before interest, taxes, depreciation and amortization, and as such is a proxy for cash flow. URC International will immediately pay the holding firm NZ $100 million and the balance on completion, subject to the approval of the
New Zealand government. The company will fund the transaction through longterm debt financing and internal sources. “We believe Griffin’s is a natural strategic fit to our existing snack foods portfolio given its strong brand heritage in New Zealand – a country trusted worldwide in having high credibility when it comes to food quality, safety and authenticity,” said URC president and chief executive officer Lance Gokongwei. Pure Foods hikes flour production THE food unit of San Miguel Corp. (SMC) is boosting its flour milling capacity to serve rising domestic and regional demand. In a disclosure to the Philippine Stock Exchange, San Miguel Pure Foods Company Inc. said it will add 1,800 metric tons to its daily capacity with the expansion of its flour milling capacity in Batangas this September and the construction of two new plants in strategic areas in the country. A number of European companies are keen on partnering with San Miguel Mills Inc, a unit of Purefoods, in building the facilities, SMC president and chief operating officer Ramon S. Ang said. “ This expansion will allow us to meet the growing demands of the domestic and regional flour market. At the same time, this will also do a lot in helping stabilize or drive down local flour prices as well as prices of
commodities using flour,” Ang said. SMMI’s milling capacity is nearing a level that will trigger expansion after delivering consistent growth over the past few years, Ang said. The industry has been riding on the robust Philippine economy with flour consumption increasing to 17.5 kilograms per capita. Per capita consumption in the Philippines, however, still lags behind its Asean neighbors. The additional capacity will allow SMMI to aggressively strengthen its export business in light of the full implementation of the Asean Economic Community in 2015 that will facilitate the free flow of goods without duties within the region. Once operational, the new facilities will be integrated with SMMI’s existing mil and benefit from its recently Hikes/PAGE 9
THE local unit of Isuzu joined other Japanese carmakers that registered double-digit growth in sales last month. In a statement, Isuzu Philippines Corp (IPC) said it sold 1,156 units in June, a 21 percent increment from 955 units a year ago. This brought the company’s year-to-date sales to 6,429 units in, an 11.7 percent increase from the 5,757 units in the same 6 months of 2013. The end-June figure is less than half IPC’s full-year target of 15,000 units. For the entire 2013, the company sold 11,793 units.
IPC said its best seller remains the D-MAX pickup, 1,998 units of which were sold in the January to June period, a 91 percent increase from the 1,042 last year. The Japanese vehicle assembler is upbeat for the remainder of the year amid the domestic economy’s strength and the mandatory re-fleeting imposed by the Land Transportation Franchising and Regulatory Board (LTFRB). “The recent credit upgrade that the Philippines received should have a significant effect in local consumer spending, which would positively impact
vehicle sales in the country,” IPC president Nobuo Izumina said. “The almost 25 percent growth in vehicle sales in the first half of 2014 should further build momentum. We at Isuzu Philippines also expect continued growth, owing largely to the unwavering trust that Filipinos have placed on Isuzu’s reliable, durable and fuel-efficient models. Definitely, these are vehicles built for long-term use,” he added. Other Japanese carmakers -- Toyota, Mitsubishi and Honda -- have also registered doubledigit sales so far this year.

hink a minute…A school teacher was complaining about a little boy in her class who was not showing any interest in learning. She said: “That boy David just will not do his school work. He’s not even motivated enough to try!” But a famous education professor says there is no such thing as a person who is not motivated. So what that teacher should have said is: “David just is not motivated to learn with me.” Because that same boy, David, will jump out of bed early in the morning if he’s going fishing or to play with his friends. Everyone can be motivated. We just need to be motivated for the right things. Just watch people leaving work on Friday, rushing off for a weekend of fun. They don’t look unmotivated or lazy then! Maybe you had a schoolteacher who really made a certain subject interesting even exciting to you. They made you want to learn more, and they explained things so you could really understand. Then you ended up doing much better in that teacher’s class than you did in the other ones. But then it’s not possible for our children’s teachers to know our own kids as well as we do. That’s why we their parents are their most important teachers. It

is mainly our responsibility to motivate our children so they want to learn and do their best. And to do that, we must let our kids know that we believe in them. We watch them closely so we can help them know what they’re naturally talented and good at doing. Then we need to encourage them in that area so they can fully develop their own special abilities, whether it’s academics and school, sports, cooking, music, business, relating to people, or something else. You and I can motivate our children by always loving and accepting them without conditions, no matter what they do. Is It Time for a Rethink?
M
any people ask this question right now after the tragedy of Malaysian Airlines flight 17. Choosing a flight route to a desired destination is a question of profitability for an airline, although pilots can choose to detour in case of threat. Some in the industry see continued problems - is it time for a rethink? As frequent flyer from Europe to Asia and vice versus especially during the 1980s and 1990s, I still remember innumerable flights with different airlines passing the now war zone in eastern Ukraine. A i r Fr a n c e , B r i t i s h Airways, Singapore Airlines, and numerous other airlines stopped now flying there some time ago. Others, like German Lufthansa, only now altered their Asia routes - in light of this tragedy. The airlines are now required to detour around
the airspace over eastern Ukraine, since it has officially been closed. It’s really unusual for such a big area to be closed to passenger aircraft; most of global airspace remains open. Fact is: pilots have the last word. What factors play into a commercial airline’s decision by to f ly over certain areas - including war zones that remain open? Airlines weigh safety and profitability. That’s one could learn from Tim van Beveren, a journalist and aviation expert. He believes many carriers take an avoidable risk too save money. I didn’t feel much comfortable while listening van Beveren during an interview over the German International TV “Deutsche Welle” (Skycable Channel 803). “Unfortunately, money often plays a key role in aviation,” van Beveren voiced out. Again, I remember the time travelling in a passenger
plane flying over the burning oil fields in Kuwait during the Iraq war. Van Beveren pointed also out, that flight crews also have a voice: “Pilots can always say, I won’t accept this route over the conflict area. “Deciding a detour from a planned route is not a problem for pilots, for example, when there is turbulent weather - or other kinds of imminent threats. Nevertheless, if pilots tell their employers that they don’t want to fly over a specific area, they will need good reasons. Joerg Handwerk, a German Lufthansa pilot himself, drew the following conclusion from the disaster: “My fellow pilots and I will more closely scrutinize decisions regarding which airspace to use and which airports too access in future!” By the way, beforer the crash, Ukrainian airspace had been closed from elevation up to 10,000 meters (33,000

feet). But it remained open above that. It’s still not completely clear whether a missile downed Malaysia Airlines flight 17 - though it is looking ever more likely. And, let’s keep in mind, that there are many more danger zones in the sky like Israel and Gaza right now. The weapons system in use could easily strike landing planes it would be easy to target as commercial plane, said van Beveren. Unfortunately, he is so very right.

But then, it is good enough that the impeachment complaints have been filed, not just for the record as the complainants are saying, but to really test whether Filipinos
can now be mobilized to pressure their congressmen and their senators to at least investigate the complaints and determine the truth about allegations that Aquino misused the DAP for his and his family’s benefit. So, I am calling on all patriotic-minded citizens: go to your congressmen and senators, and ask them to allow the investigation of the impeachment complaints, and not simply yield to orders from Malacanang to have it dismissed right away. We need to show our lawmakers now that Filipinos want the truth on accusations that Aquino is himself corrupt. -ooo FEAR OF BEING IN RP: Here is one Facebook post (which I translated from Filipino to English) from a mother calling herself “Anna Valencia” that sums up the mess the Philippines and the Filipinos are in, right now, under the Aquino
government. Read on: “I really feel that I am really growing old now, because my baby is now a working girl, and is even in a far country. “I get lonely being alone, but I am more at peace because she is now beyond the criminality in this country. She can take the bus there without me worrying that she can be victimized by hold-up men, or by pickpockets, or be made the subject of irreverent or lascivious conduct, or be victimized by the reckless bus driver of the bus she is riding in. “Even if my baby (Isay) cannot s end me a text message, I know she is ok. If she is in the Philippines, I am always on the verge of fear, always worrying about her safety. The Joy and Dangers of Singing
I
f only for being an instant reliever of stress, singing already does a big service to mankind. I know of many people who consider singing as a kind of maintenance medicine that keeps them going even while the going gets rough. But singing actually does a lot more than just to relieve stress. It can be a wonderful form of prayer, of praising God and the beauty of creation. It is understandable why St. Augustine once said that “he who sings prays twice.” And in the Bible and now adapted in our liturgy, we repeat often the words, “Sing a new song to the Lord,” and
their many variations. That is simply because joy can hardly be better expressed other than through singing. I was happy to bump into a liturgical hymn recently that said, “In heaven our joy will be to sing eternally.” I could not agree to it more. Of cours e, as stress reliever, singing has a way of purifying the mind, heart and even the body of toxic elements and of stirring them to action in spite of tiredness. We may not have the scientific explanation for that but today people practically need no convincing that singing has that power. Nowadays, singing is becoming a popular way of
resting and relaxing. With the advent of the karaoke and many singing shows here and abroad, this practice has become a staple in the department of rest and recreation. I suppose this is because singing provides a kind of outlet for what is welling up in one’s mind and heart. The songs, primarily chosen for their tune before their lyrics and other considerations, usually reflect how the person is feeling or considering in a given moment. But the lyrics also play a good part in motivating people to sing. They are ready-made poetic expressions of banal, common-place experiences or

Since they are a good mirror of how people are in their mind and heart, they somehow also expose the quality of culture a society or even the world in general has. And the prospect is not all too good. Just like the saying, “Tell me who your friends are and I will tell you who you are,” we can also say, “Tell me how you sing and what songs you sing, and I will tell you who you are.” Indeed the style of singing can reveal to a certain extent how a person is - his age, his temperament and character, his feelings at the moment, the culture he is living, etc. And what we can observe in this area is a big shift from the style of, say, 50 years ago. Today’s style is definitely more sophisticated, with a lot more of vocal gyrations and gymnastics, often interpreted as being more nuanced and textured in expressing one’s feelings through the songs. That may be good and welcome to a certain extent, but it somehow shows that today’s people, especially the young, are more complex, if not more complicated. This can be very understandable given the increasing amount of things people today are exposed to. Also the style today seems to give more emphasis on showmanship than on the substance of the song. It has becoming more concerned with external appearance, singing techniques and ratings from the audience. Gone is the style of simplicity and direct, plain expression of what and how one feels inside his heart. I would say the style of former years was more sincere. It was more geared to make listeners to meditate and to touch base with more fundamental realities. In fact, the songs today largely validate this observation. If we closely

For the month of June 2014 alone, BOC records show that it missed its target by P5 billion, which is a big amount to miss. Then, from January 2014 to June 2014, it missed its collection target of P25 billion, another big amount to miss. These failures of BOC to meet its targets will certainly create big problems for the Aquino government because it would lack funds for its projects. It would seem to me that changing its head and other officials is not the answer to increased collections at the BOC. Rather, Aquino must make an effort to introduce BOC leaders and its rank and file to the Word of God, and endeavor to make them more spiritually-directed, to lessen greed among some of them. Fact is, while BOC officials are unable to meet its targets, their own pockets seem to be bulging, and their lifestyles continue to be of the rich and the famous. CAGAYAN de Oro City– –A passenger, waiting for a ride died while five others, including a police officer and 2 security guards, suffered bullet and stabbed wounds in a stabbing rampage in a bus terminal in Cagayan De Oro City Sunday morning. Police identified the lone fata lit y as Elmer
Berden, of Bukatol, Kinawayan, Arakan, North Cotabato. Berden died of bullet wounds in a government hospital past 12 noon Sunday. The wounded were Pol. Inspector Danilo Calurasan who suffered a stabbed wound on the knee, Security Guards David Galindo, Rolly Loroc, a store clerk Virgie Caiña, and the bus conductor Arnel Rebahado
of the Rural Transit Bus Company. Both Caiña and Rebahado sustained wounds on the legs from stray bullets. Initial police investigation disclosed that an informant called the attention of security guards after noticing that Berden has a knife tucked in his waist while at the passenger waiting area at the Market City Bus Terminal in Agora Market here

Berden, however, refused to surrender the knife which resulted in a heated altercation prompting the security guard to call for the police stationed at the bus terminal. Insp. Calurasan responded but was likewise attacked by the knife wielding Berden prompt-
ing the police officer to shoot Berden on the leg in an attempt to neutralize him. Police investigators said that Berden then went into a stabbing rampage which resulted in the wounding of Calurasan and the two other security guards. “It was at that time that the security guards and the police officer took turns in shooting Berden which
resulted in the wounding of two other persons by stray bullets,” a witness told police investigators. The police and workers at the bus terminal rushed the wounded to a government hospital here. The city council has shelved discussion of the project as it awaits more information from the company. a“If investors will not pursue their projects, then by 2018 our energy mix would be 70% fossil fuels and 30% renewable energy,” he added, noting that most of the ongoing projects that are expected to be connected to the grid by 2015 would be coal-fueled plants such as the 300-MW project of the Aboitiz Power Corp. which is set to be completed early next year. By 2018, Mindanao will have about 1,800 MW of supply from coal-fired power plants. The Commission on Audit under Chairperson Maria Gracia M. Pulido Tan got DAP funding of P144 million for its “IT infrastructure program and hiring of additional litigational experts” even as it had no specific appropriation for this project of COA in the 2011 GAA.

The Philippine Postal Corporation under PostmasterGeneral Ma. Josefina M. Dela Cruz, got P644 million in DAP funding for the “purchase of foreclosed property, payment of mandatory obligations, (GSIS, PhilHealth, ECC), Franking Privilege” but the Philippine Postal Corporation was not listed in the 2011 GAA.
