ORONADAL City – The European Union (EU) has poured a combined grant of 60.5 million euros (around P3.4 billion) for peace and development projects in Mindanao, with focus on the fledgling Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Finance Secretary Carlos Dominguez III announced on Sunday.

Self-reliance as secret ingredient to success

ARAWI City -- In every redolent flavor of an ice cream conceals a secret ingredient.

But what does a durian ice cream in the Southern Philippines offer?

For Kimal Salacop Jr. who pioneered the first Halal durian ice cream in Lanao del Sur and Northern Mindanao named - Ammara ice cream, self-reliance has been the secret ingredient towards their success.

Kimal is not only

an entrepreneur but also he engages himself in a cooperative. He is the chairman of the Desenting Serbisyo para sa Magsasaka Agriculture Cooperative in Marawi City.

The Cooperative is composed of mixed members. Some are displaced, some are not, but they were affected by the Marawi siege. As of this moment, there are 109 or 110 members.

Kimal started promoting his Ammara

ice cream in his Sheikha Halal Food restaurant.

“Nag-umpisa ako sa resto namin sa Sheikha Halal Food para magintroduce. Pero dito lang din actually wala akong plano na icommercialize.

Then marami kasi na kumakain dito at sabi maganda. From there nag-umpisa kami so pinasok ko sa cooperative namin,” he said.

He also shared that 12 to 15 percent can be profited from the product.

“Yung iba mapupunta

sa cooperative. May mga part na mapupunta sa donations sa mga Marawi siege victims kasi ito ang vision na makatulong sa unfortuante talaga,” said Kimal.

Shared Service Facilities as fuel for success Kimals’ cooperative recently received ice cream equipment from the Department of Trade and Industry (DTI) as part of its Marawi recovery efforts. The provision of shared service facilities aims to help Marawi cooperatives get back on their feet after the Marawi siege and to boost their economic activity.

With this SSF, Kimal

shared that they plan to build an ice cream factory.

“Ang mission nito for example maghire ako ng tao, lahat ito member ng coop. So in that way matulungan sila pati pamilya nila,” he said.

Trusting oneself as a vital component towards success Kimal emphasized the important essence of selfsufficiency.

“Kailangan selfreliant tayo. Kaya nga pinag-aral tayo ng mga magulang natin to learn to understand what is life, to understand ano ang kabuhayan, to understand kung paano kumita hindi para maghingi sa agency ng government. And then

if the government cannot provide, sisihin naman natin ang gobyerno,” he said.

He also encouraged his fellow residents to not give up, learn new skills and stop depending on what the government can provide to them “Ang mensahe ko lang talaga, do not give up.

Huwag magdepend sa government alone. Do not think na you will only survive kung anjan ang gobyerno, kung bibigyan ka ng ayuda ng gobyerno.

Dapat mawala yung ganyang pag-iisip,” he said.

“Kapag ganon tayo walang mnagyayari sa Lanao del Sur. We have to move on, Kung tutulong ang gobyerno, okay. Kung hindi tutulong, okay lang din. We can still survive, ganon dapat ang mentality ng Maranao,” he added.

Kimal also said that instilling faith with Allah (God) can help them strengthen their faith.

“As long as you work on all your plans. You plan your work, you work your plan, and then it becomes a cycle of your life, and then, all will be possible with the help of Allah,” he said.

He also expressed his endless gratitude to DTI and TFBM. He also wanted them to know that they will never let them down and that they are committed to sustain the production of their ice cream.

Monthly auto sales up for 2 straight months

HE month-onmonth sales of the Chamber of Automotive Manufacturers of the Philippines Inc. (CAMPI) continued to record improvements for two consecutive months after quarantine measures were eased since May. A joint report of CAMPI and Truck Manufacturers Association showed that vehicle sales in June 2020 increased by 225.4 percent to 15,578 units from 4,788 units in May 2020.

The monthly sales of passenger car and commercial vehicle segments jumped by more than 200 percent from

May to June.

There were 4,711 passenger cars and 10,867 commercial vehicles sold last month.

“This positive growth shows early signs that consumer demand for new cars is starting to improve albeit slowly. The auto industry recovery may take time as vehicle sales still remain a challenge,” CAMPI president Rommel Gutierrez said in a statement Monday.

However, the June 2020 vehicle sales still recorded a decrease of 51.2 percent from 31,950 units in June 2019.

Passenger car sales declined by 50.6 percent from 9,532 units, while

commercial vehicle sales also dropped by 51.5 percent from 22,418 units last year.

Meanwhile, vehicle sales in the first half of the year decreased by 51.2 percent to 85,041 units from 174,135 units from January to June 2019.

Passenger car sales in the first half 2020 fell by 54.4 percent to 23,912 units from 52,418 units in the same period last year.

Commercial vehicle sales in the first six months of the year went down by 49.8 percent to 61,129 units from 121,717 units in the same period in 2019.

Of the total commercial vehicle sales,

light commercial vehicles sold a total of 46,305 units, and Asian utility vehicles sold 11,831 units.

Sales of light trucks reached 1,599 units while trucks and buses category four sold 1,057 units and 337 units for category five.

“The industry is also maximizing digital platforms as one of the avenues to strengthen campaigns for our sales promotional. This is one of the strategies to adapt to the new normal environment,” Gutierrez said.

Market leaders in the first half of 2020 are Toyota, Mitsubishi, Nissan, Suzuki, and Ford.

DTI to expand capacity for dine-in restos starting July 21 THE Department of Trade and Industry (DTI) will further increase the capacity of dine-in restaurants and fast-food establishments in general community quarantine (GCQ) and modified community quarantine (MGCQ) areas effective

July 21.

In a text message Monday, DTI Secretary Ramon Lopez said dine-in services will be allowed to open up to 50 percent in GCQ areas and up to 75 percent in MGCQ areas.

At present, dine-in is only allowed up to 30

percent in GCQ areas and up to 50 percent in MGCQ areas.

“This is subject to strict social distancing, frequent sanitation of hands, wearing of mask when not eating, and (a) better exhaust system for airconditioned restaurants,”

Lopez said.

He said while capacity of dine-in services will expand, implementing health protocols should be stricter and customers need to be extra careful.

Health experts said there is a higher risk of transmission of the

coronavirus disease 2019 (Covid-19) especially in closed spaces like restaurants.

A new memorandum circular (MC) expanding dine-in capacity will be issued this week, Lopez said.

The DTI earlier issued

an MC that expands the services offered by barbershops and salons, as well as their capacity from 30 percent to 50 percent in GCQ areas, and from 50 percent to 75 percent in MGCQ areas effective July 16.

Day dreaming Think a minute… Someone said: “If you have more memories than dreams, then you’ve lost your passion for living.” Imagine if we lived our dreams with our eyes wide open. The problem is not that most people aim too high and miss, it is that they aim too low and hit. We usually get what we aim for.

A highly successful man said: “You have to think anyway, so why not think big!”

Our dreams should not put us to sleep, but should wake us up to all our possibilities in life. A great leader put it this way: “The prize goes to the person who sees the future the quickest, and the best way to predict the future is to invent it.”

So if you and I can set our goals, then concentrate on reaching them, we can begin to live our life on purpose instead of by chance. But to make our dreams come true, we must live by three rules.

First, start right now. Second, do your very best. Third, there are no exceptions to the first two rules.

That Indian struggle against an empire which boast of colonizing a substantial portion of the globe thereby aptly earning the description of “an empire where the sun does not set,” had put in clear terms the meaning of the slogan “the people united, can never be defeated.”

Whatever be the odds, be it against an empire or conditions that degrade human dignity such as dire poverty, the people, at the end, would always triumph. But, first, they have to be capacitated to harness their collective strength, founded on a strong faith that they alone can solve their problems by resolving issues confronting their

communities.

In our country, whether by law, by nurture and by its nature, cooperativism readily comes into picture as the only instrument now that can put to its knees another kind of “empire” that has caused the marginalization of the people and the ecosystems.

That “empire” is the primary cause of poverty, rooted in the powerlessness of the people.

That “empire” manifests itself in many ways. It could be a mindset of the people that has become passive and apathetic, bombarded by gospels of materialism and consumerism that has produced a “throw away” society. Yes, there is so much veneration to the profit motive and denigration of spirituality in a world so enamored in so much externalities and trivialities.

That “empire” portrays itself as social injustice,

perpetuated by a skewed socio-economic structure, putting the bulk of the people outside the development processes. It is seen in the life of the farmers tilling not their own or if they do, don’t control the mode of production and marketing.

It is manifested in the life of the Indigenous People who were once upon a time the masters of the land that they use in the spirit of sharing and service but now is controlled by big Agri-business global corporations.

Its “tentacles” are the Dracula-like usurers that sip the blood of the poor through high interest rates, including financial institutions that do not give the farmers the fighting chance to pay their never-ending debt. These financial institutions are controlled by big businesses and global corporation AWAKE/PAGE 7

The consequences of the COVID-19 pandemic have rattled the tourism and hospitality industry. The cancellation of f lig hts, conferences, events and hotel reservations have left the industry in sharp decline, with planned travel down 80-90% and global losses estimated at USD 300 –USD 450 billion. So how can hotels prepare, and step up their hygiene protocols to make their establishment safe

and trustworthy? What can smaller hotels and lodging providers learn from the best practices of other hotels who are leading the way?

1. Set clear protocols The first step is to be very clear about the safety guidelines and protocols for your establishment including employees, guests as well as vendors and partners.

Create protocols and clearly communicate your guidelines and recommendations to your employees and partners.

For guests, consider creating information booklets, sending out an email prior to their arrival and/or putting up signage and information in and around the hotel premises. Be proactive in communicating how you're handling the crisis and ensuring the safety of your guests, share your policies on your website so that current and future guests

know exactly what to expect.

Appoint a safety office in each establishment, responsible for implementing, training and controlling that the protocols and guidelines are respected.

2. Invest in training All employees (from customer-facing staff to back-of house employees) should be involved in a safety, security and health awareness training program.

Every department has a role to play when it comes to safeguarding the well-being of its guests. New measures need to be clearly communicated and enforced, so that all employees are following the protocols, including the disinfection of surfaces, washing of hands and wearing PPE equipment. Make sure to check that your employees are carefully following the guidelines and outline the consequences (or sanctions) for those who fail to do so.

3. Step up your cleaning program Start with public spaces and rooms, but also throughout all the premises, including back-of-house facilities, restaurants, the spa and gym. Set up sanitizing stations in all public areas and disinfect high-touch surfaces (such as counters, door handles and elevator buttons) regularly - if not after every use, at least every few hours. Depending on government regulations, you may want to introduce PPE equipment for all staff members interacting with guests, including frontdesk, concierge, bell-hop, restaurant, cleaning, spa and gym staff. When it comes to germs, you can never be too careful.

I found out that in times of Covid-19 more and more people started praying again.

Since then the coronavirus no longer allows us to go to church, worshipping and its broadcasts happened online.

Of course, it's not the same as before. As I said before:

nothing will be the same as before... But it doesn't mean that I cut my relationship with God and stop talking to him.

In c r e a s i n g n e g at i v e headlines about the "institutional church" nowadays and also in the past, and embarrassing comparisons lead only to discord. People have asked if there is still a chance of religiousness.

How come? We want to see the religiosity of our fellow creatures. We want to understand their ideology.

But we are also poking our nose into other people's business too much. Let's look behind the scenes and let's find out what religious behavior promotes: humility in actual life. Maybe. It's hard for us to do without affecting others. We even forget the real meaning of religiousness.

Bank lending slows down in May

IG banks’ lending growth is lower in May at 11.3 percent compared to April’s 12.7-percent, the Bangko Sentral ng Pilipinas (BSP) said yesterday, citing the community lockdown as reason for the decline.

“The deceleration reflects in part constrained economic activity following the imposition of quarantine measures to contain the COVID-19 outbreak,” said the BSP. The central bank also reported Tuesday that initial domestic liquidity or M3 expanded by 16.6 percent yearon-year to P13.7 trillion, faster than April’s 16.2 percent.

To support credit and liquidity, the BSP has several liquidityenhancing measures deployed since March.

“Amid the challenge of keeping credit flowing to affected businesses and households, the BSP has adopted a range of measures to support bank lending, including a further reduction of the policy rate to complement the various liquidity-enhancing and regulatory measures by the BSP. The BSP expects credit activity to pick up in the coming months, as economic activity resumes with the gradual reopening of the economy,” it said yesterday.

It added that it will “remain vigilant in monitoring liquidity and credit dynamics amid significant disruptions to economic activity (and

that the BSP) reassures the public of its commitment to deploy its full range of instruments to ensure that domestic liquidity and credit remain adequate amid the ongoing coronavirus pandemic.”

In May, big banks’ lending for production activities net of reverse repurchase placements with the BSP, was up by 99.8 percent to P8.176 trillion, but lower compared to 11.1 percent in April.

Loans granted to real estate activities increased by 19.6 percent to P1.735 trillion in May, while financial and insurance activities loans were up by 13.9 percent to P908.30 billion.

In the meantime, loans for electricity, gas, steam and air conditioning supply went up by 8.6 percent to P1.033 trillion, while loans for information and communication, and transportation and storage, rose by 24.9 percent and 20.4 percent, respectively, to P395.42 billion and P319.21 billion.

“Growth in loans for household consumption likewise grew at a slower pace of 30.2 percent in May compared to 33.3 percent in April due to the slowdown in credit card and motor vehicle loans during the period,” said the BSP. In May, total household consumption loans reached P904.93 billion, of which P418.88 billion are credit card loans, P389.27 billion are motor vehicle loans, and P79.48

billion are salary-based general purpose consumption loan.

The BSP said demand for credit “remained the principal driver of money supply growth” in May, with domestic claims up by 16.2 percent from 15 percent in April supported by continued growth in credit to the private sector. With government borrowings, the net claims on the central government rose by 59.6 percent compared to 45.5 percent growth previously.

“The continued stabilization of domestic liquidity conditions has given the BSP some room to gradually rescale its monetary operations while maintaining the accommodative stance of monetary policy. This will help the BSP’s earlier liquidity measures gain further traction by providing better guidance to short-term market interest rates,” said the BSP. As for net foreign assets (NFA), the BSP said this went up by 12.1 percent year-on-year in May while in April, it was up by 11.9 percent.

The BSP’s NFA position continued to expand, it added, as gross international reserves was boosted

by National Government proceeds of its foreign exchange borrowings.

The NFA of banks however declined in May as banks’ foreign assets also declined because of lower investments in marketable securities, according to the BSP.

T-bill rates drop across-the-board anew THE rates of the Philippines’ Treasury bills (T-bills) declined anew Monday and National Treasurer Rosalia de Leon is optimistic about the same trend for the retail treasury bond (RTB) that they will auction later this week.

The average rate of the 91-day paper went down to 1.587 percent from 1.649 percent during the auction last July 6.

The Bureau of the Treasury (BTr) offered this tenor for P5 billion and made a full award.

Tenders amounted to P21.065 billion.

The rate of the 182day paper slipped to 1.687 percent from 1.75 percent in last week’s auction.

This tenor was offered for P5 billion and was fully awarded after tenders totaled to P27.1 billion.

The average rate of the 364-day T-bill contracted to 1.782 percent from 1.855 percent in the previous week’s auction.

Tenders amounted to P45.809 billion, more than four times the P10-billion offer. This was fully awarded.

Meanwhile, de Leon is optimistic about the success of the rate-setting auction for the five-year retail treasury bond (RTB) through a PHP30-billion offering on July 16, as interest rates continue to decline.

She said that despite the drop in rates, which is beneficial to the government because it will pay less, RTBs are “more safe” than other investment options because it has “very minimal risk since (is it) government-issued.”

De Leon said investing in this debt paper is also a patriotic move among Filipinos because “you invest for your future and support the government towards a quick recovery.”

This factor, she said, “is more rewarding.”

She said investing in other investment options being offered by private firms has a “higher return but you take higher risks.” “(In) RTBs, you invest in the country’s future, your children’s future.

This is the second RTB sale by the government this year after the one last January, wherein it sold P134 billion during the rate-setting auction.

DBP to adjust lending portfolio THE Development Bank of the Philippines (DBP) said it is adjusting its lending portfolio to favor priority sectors with the most potential development impact as the economy braces for a severe economic downturn, its CEO said Friday.

DBP President and CEO Emmanuel G. Herbosa said the review will allow the bank to “concentrate on initiatives” supporting key sectors while “ensuring profitability and sustainability” for the bank as the economy slows.

“We are rationalizing our lending programs to maximize available resources to our priority sectors as we assist them in coping with the challenges

of a vastly-changing socioeconomic landscape,” Mr. Herbosa was quoted as saying in a statement.

He said “updating the features” of some the bank’s programs will be in line with the changing needs of the market and as the bank prepares for a bigger role that it will play in implementing the stimulus bills that are pending in Congress.

Currently, a majority of the bank’s loans are devoted to infrastructure and logistics; micro, small and medium enterprises; the environment; social services and community development.

The SUBATRA program is designed to “contribute to a peaceful, cohesive, secure and inclusively developed Bangsamoro” and “establish an enabling democratic governance environment for a smooth implementation of the transition in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).”

SUBATRA is expected to boost the capacity of the Bangsamoro executive branch in formulating and implementing transitional policies, and strengthen the BARMM Parliament’s ability to exercise its legislative, oversight and representation functions during the transition.

local Maranao community to report the whereabouts of the man whom they said should be quarantined and tested for the virus.

He said the husband has gone missing after he brought his wife to the Northern Mindanao Medical Center.

The husband, Retuya said, earlier brought his wife to the city government-owned Jose Borja Memorial Hospital after she complained of diarrhea.

But doctors at the city hospital suspected something was wrong because earlier, on Friday, her sister, also a sidewalk vendor, died of diarrhea and fever. The 20-year-old sister reportedly die d in t heir home in Barangay 35 and was never tested for the coronavirus.

Retuya said the younger sister was buried immediately at the B olonsiri public cemetery.

The elder sister, however, was tested and found to be positive of the COVID-19, Retuya noted.

Moreno quickly ordered Barangay 35, an urban poor community of 1,000 families, to be under lockdown for 14 days.

Retuya said the 30-yearold vendor is the 97th COVID-19 case in Cagayan de Oro and clearly a case of local transmission.

Scaling the heights with Flexible Learning (This is the second in a series on what students, parents and the general public can expect when school opens next month for Cagayan de Oro's Universities)

HINGS are going to be a bit different when students of Cagayan de Oro's four universities resume classes next month.

"Education should be allinclusive," said Dr. Alain Marc P. Golez, Liceo U president. " We h ave re sh ap e d ou r learning management system through flexible learning to help our students continue their education with minimal distractions from health protocols mandated by the global pandemic whichis crucial to their attainment of quality education."

Golez said Liceo U has reshaped the design and delivery of instruction to suit her students' unique needs and situation by considering their individual access to technology and availability of devices, and how they can continue their education even if they have limited or no access to the internet.

Pilot Program and Survey

For tu nately, L i c e o U gained valuable experience with FLEx Learning when it piloted Online Learning in 2017 with her Physical Therapy Department.and in 2018, Information Technology, Psychology and Radiologic Technology also conducted some aspects of instruction online.

In addition to the learnings and experiences gained through this pilot program, Liceo U also conducted a student survey to determine the best approach to fulfill their specific needs and expected learning outcomesthrough the Learning Management System Committee chaired

This includes but is not limited to the provision of printed and te chnolog y-assiste d learning materials for students with limited or no internet connectivity.

Real-Time Virtual Learning has been designed for learners' with reliable internet connections that would enable them to participatein real-time synchronized meetings through a prescribed online platform, with learning modules and materials to be accessed online, and virtual laboratory (may require delayed laboratory return demonstration).

On the other hand, SelfPaced Learning is for students with none or limited internet connection, thus access to materials/modules will depend on the student's availability to pick up the learning materials either through the use of a flash disk, or printed modules and materials at the campus, comply with the requirements at their own pace, and upload the completed compliances online after.

School-based learning includes face-to-face (lecture and laboratory) sessions to ensure the achievement of the outcomes or competencies that require demonstration of skills with strict compliance
