Briefly Profiling CAGAYAN de Oro City Councilor Leon Gan, chair of the City Council committee on urban and rural poor, yesterday requested the Estate Management Division of the City Planning and Development Office (EMD-CPDO) to conduct a socio-economic survey of residents at Zone 1, Punta Bonbon Paradise Homeowners Association in Barangays Bonbon and Kauswagan for their possible relocation. This is in relation to the request of the association for assistance regarding the proposed construction of a mega dike in the area, which will affect them. During the meeting, a representative of the association said a public hearing on the project had been conducted with the Barangay Council of Bonbon and the Department of Public Works and Highways (DPWH).
Climate change adaptation BUTUAN City – The Department of Interior and Local Government (DILG) Caraga has officially advised all provincial governors, city and municipal mayors to join the endeavor of advocating on climate change mitigation and adaptation through a regional memorandum circular. The DILG Caraga provincial and city directors, city and municipal local government operations officers (LGOOs) were likewise directed to ensure widest dissemination of the issuance. DILG Caraga regional director Lilibeth Famacion said that the order is in response to the call of President Benigno Aquino, Jr. through the Philippine Information (PIA), encouraging all government and private sectors to intensify the campaign as it aims to create a more adaptive community that would take actions to minimize the negative impacts of climate change. “By bringing together leaders, public servants and private entities, we will be able to affect a holistic approach and make practical choices and realistic actions to fight climate change,” added Famacion.

HE Energy Regulatory Commission (ERC) is due to promulgate a tariff system that shall serve as benchmark for the installation of solar home systems (SHS) to interested customers by servicing electric cooperatives.
Prior to Rules promulgation, the regulatory body announced that it will be undertaking public consultations in specified venues in Manila, Cebu and Davao. The first one was concluded July 7 at the ERC
offices in Ortigas, while the Cebu leg will be this July 24. The Davao consultation is slated August; while the process culminates in Manila on August 18 – also at the ERC headquarters. tariff/PAGE 10

ILIGAN City -- The Department of Trade and Industry (DTI) Lanao del Norte Provincial Office, in coordination with the Local Price Coordinating Council (LPCC) of Iligan City conduc te d a pr ice and supply monitoring at the Pala-o Market, Pala-o Bagsakan 2, and Central Market, this city on July 3, 2014. P ro du c t s m on it ore d mainly on rice, vegetables, eggs, sugar and oil, which were perceived of showing uptrend movement of prices for the past weeks. The results showed a slight decrease of the price of regular milled rice from a price range of P37-P39 to P35-P37 following the decrease of price of National Food Authority
(NFA) rice from P32 to P27. Other commodities which showed downtrend m ove m e nt we re g ar l i c , from price range of P280-P300 to P240-P260 and ginger from P140-P160 to P110-P150. While, prices of eggs and mango slightly increased by P2.00 per dozen and P5.00 per kilo, respectively. Supply of above mentioned products were adequate in all areas covered. Aside from price and supply situation, the monitoring team also observed a very low compliance, 39 p e r c e n t t o P r i c e Ta g L aw (Republic Act 71), among the vegetable retailers. However, market
vendors showed 91 percent c o mp l i a n c e t o w e i g ht s and me asu re s by us i ng duly calibrated weighing scales. The team was spearheaded by the City Agriculture Office (CAG) and NFA, which are both active members of LPCCIligan. DTI Lanao del Norte Provincial Director Ruel B. Paclipan said LPCC Iligan whose members composed of consumer protection agencies/units of the g ov e r n m e nt , l o c a l a n d national, as well as nongovernment organizations, has been very active to do monitoring in response to hike in prices of commodities and regularly meets at DTI Office for price and supply updates, and dis c uss es agencies’ issues and concerns.

AirAsia Zest seeks more Macau flights AIRASIA Zest is seeking more flight entitlements to Macau, according to the Civil Aeronautics Board (CAB). In a filing with the CAB, AirAsia Zest asked for an additional 720 weekly seat entitlements between Macau and the Philippines. The airline’s request for additional entitlements came on the heels of a new air service agreement between Manila and Macau, raising seat entitlements to 7,020 per week from the current 4,500. At present, AirAsia Zest flies daily from Manila to Macau.
The budget carrier recently signed up a partnership whereby 1 of its 16-strong fleet will be wrapped in the brightly colored livery of Solaire Casino and Resort. The promotion campaign, which will last until 2016, is aimed at attracting more Chinese gamblers to the Philippine casino operated by Bloomberry Resorts Corp. Macau is a gateway to Hong Kong and China, which is one of the Philippines’ top 10 sources of tourist arrivals, and is home to 17,000 overseas Filipino workers (OFWs). AirAsia Zest operates
a fleet of 16 aircraft and serves 9 domestic and 4 international routes from the Ninoy Aquino International Airport (NAIA). In May last year, the
Philippine unit of Malaysia’s AirAsia acquired a 49 percent stake in Zest Airways Inc. With the buy-in, Zest Air has since been rebranded as AirAsia Zest.
Auto industry group hikes 2014 sales target AFTER a strong performance in the first s emester, the countr y’s biggest organization of auto companies jacked up its sales target for the entire 2014. “Last year, the industry soared beyond the 200,000 mark in total vehicle sales— something we have not achieved until today. We are putting our hopes even higher this year as we revise our 2014 forecast to at least 250,000 units, up 9 percent over the original 230,000 units announced in January,” Rommel Gutierrez,
president of the Chamber of Automotive Manufacturers of t h e P h i l ippi n e s In c (Campi), told reporters today. “In reaching this target, we are guided by the growing domestic demand for automobiles fueled by a steady growth in income,” he s aid dur ing a press briefing on the upcoming 5th Philippine International Motor Show. Yesterday, Campi, in a joint report with the Truck Manufacturers Association Inc (TMA), said first-half sales hit 108,957 units, a 25
percent increase from the 87,228 units in the same 6 months of last year. Combining this with the 5-month sales of 14,929 units by another group, the Association of Vehicle Importers and Distributors Inc (AVID), would yield an industry-wide total of 123,886. AVID has yet to release its June sales. AVID groups only pure importers, whereas Campi brings together importers as well as those with local assembly operations. Gutierrez said the auto industry’s sales performance
so far puts it on track to hitting the 500,000-mark in 6 years. He said the low vehicle ownership ratio of 35 units per 1,000 people is below that of other Asean markets. “As the Philippines already reached a GDP per capita of $2,790 in 2013, higher than the motorization threshold income of $2,500, we are confident that this potential will translate to reality soon,” Gutierrez said. Given this, the government should expedite t h e re l e a s e of an auto industry roadmap, he said.

Cap on Interest Rates Charged by Lending Institutions
A
House leader has sought the immediate passage of a bill that will regulate the rate of interest on loans extended by lending institutions to teachers. Deputy Speaker Giorgidi Ag gabao (4t h Distric t, Isabela) said House Bill 4601 seeks to put a cap on the interest rates being charged by lending institutions as a modest attempt to alleviate the economic plight of public teachers. It is now public knowledge that teachers are easy prey to shark loans and in this age of electronic banking, the so-called ‘payday’ or ‘ATM’ loans is now the common practice where the borrowers/debtors pledge and surrender their ATMs
editorial to their creditors to secure payment of their loans every pay period until the loan is fully paid. With a family to support and w it h su ch me age r salaries, teachers have to cling to such dagger and become unwilling victims to the high interest rates and exorbitant fees, to make both ends meet. All lending institutions, please take note: We have often hailed our teachers as our unsung heroes yet to this day, this recognition remains but an empty accolade. It is high time that we put our
teachers first through this law. Under the measure, all actively employed public school teachers, whether full time or part-time, in all levels of education are covered by this Act. The bill also provides that the rate of interest in consumer loans extended to covered teachers shall not exceed 6% per annum, including all fees and charges, insurance and other ancillary products sold in connection with the consumer loan. Consumer loans as used in this Act, refer to any type
of credit or loan extended by any government or private b an k ing and f inancing institutions, except that such loan does not include a residential mortgage or a loan obtained in the course of purchasing a car or other personal property when the loan is offered for the express purpose of financing the purchase and is secured by the car of personal property bought. Under the bill, all lending institutions extending loans to covered teacher shall be granted additional incentives under the development assistance incentive of the Bangko Sentral ng Pilipinas (BSP) under Republic Act 8791 or the General Banking Law of 2000.

Jesus said we can’t know the exact day of His return, so it will be sudden and here before we know it. But Jesus explained it’s because He loves us so much that He’s waited as long as He can for more of us to choose to receive His gift of forgiveness and eternal life, before it’s too late! But if you know the world’s Judge personally as your friend, then His return is good news because you’re going home with Him to live forever in paradise, just as He promised. That morning of September 11, those people who went to work at the World Trade Center in New hurst/PAGE 9
essons, precious lessons, can be learned from that recent incident involving a priest and an unwed teen mother who went to church for the baptism of her child. It was a nice story, a good, riveting drama that went viral and stirred practically the whole world. It started as a shocker but ended happily, thanks to Christian mercy. Obviously, the first lesson is that anyone who has the duty to say anything in public, let alone, in a liturgical celebration, should really study what he has to say. If he is a priest, this duty is all the more important, since the priest can only expand on the word, the wisdom and the mercy of God. Saint Paul said that our word should improve and edify others, not destroy and scandalize them. Thus, outside of that Pauline advice is already a violation of one’s priestly identity and dignity, and will certainly cause harm
on the faithful. If for some reason, a priest strays from this duty, then everything has to be done to help him. If he has some health, emotional or psychological condition that makes him susceptible to irritation and unmindful of his words, then appropriate action should be given by his companions, by the people around, or by his superiors. We should not wait for a blunder to explode especially i n pu b l i c . Pre v e nt i on , anticipation and preparation are always preferable to the harder task of curing, cleaning up the mess and making up for the injury and damage. I always believe that priests should be closely monitored and supervised by everyone. Their position and ministry is so important and delicate that they (we, me included) need all the help they can get. It’s not a matter of spying. Rather it’s all about brotherly concern
and care. They should never be left alone. In the manual for priestly life and ministry, this point is clearly highlighted. They are encouraged to live a very refined fraternity among themselves and others. A priest who prefers to be alone, with no family or community life, except when in retreat and in prayer, is clearly courting danger. Being alone, that is, not in communion with God and with others at least in mind and heart, can only lead one to disaster. It hardens one’s idiosyncrasies and individuality that is not constructive but destructive of the unity of any group or entity. Another lesson to be learned is that whenever some irregularity or anomaly is observed among some public, let alone, ecclesiastical officials, a report to the nearest authority should be promptly made.

Patients could now leave the hospital without worrying about their hospital bills. This is through MisOr Care System (MisOrCareS) introduced by Provincial Government of Misamis Oriental under leadership of Yevgeny Vincente “Bambi” B. Emano. MisOrCares is the newest, innovative health care and social services offered by provincial government in order to provide all Misamis Oriental residents proper comprehensive services. According to Emano, the program is created to continue his previous Taratula Youth in Control program, focusing on health care, during his time as a mayor of Tagoloan. This program also serve as replacement for PhilHealth in the province, since there is a need to stop PhilHealth because the province is in debt in a total amount of P244 million for PhilHealth alone. The previous administration has failed to attend this PhilHealth account and only paid P64 million of the total amount signed in the contract for 2012-2013. The P244 million is a part of the entire P1.2 billion debt of the province, inherited from the previous
administration. This MisOrCareS program is first launched in municipalities of Initao and Manticao, July 7. Residents could avail the program through MisOr care card. This serves as an access that secures patients in availing services, that include medical consultation on Misamis Oriental public hospitals (MOPH) doctors, medicines and laboratory and point of care at Philippine Health Insurance Corporation (PHIC), among others. The card also assures that patient upon discharging from an MOPH is not required to pay his bills. MisOrCareS also provide assistance for patients in private hospitals, depending to the funds available in the provincial government. Aside from such services, other benefits could also be at hand in the use of MisOr care card such as assistance on special laboratory procedures, blood donations, scholarship program, calamity assistance and funeral assistance. Emano said that 25,000 care cards will be distributed in various places every three months. In the recent launching as

other health care divisions to give the best service they can give to his people, or else he will be forced to discipline them. There MCCs assigned to orient the residents about MisOrCareS. These MCCs will also lead and will serve 24/7 during the run of the MisOrCareS. In this week, the program will be launched on various places in the province, namely: Alubijid, Tagoloan, Claveria, Balingasag, Talisayan, Gingoog and Magsaysay.

The function of the principal plays an important function in managing the school. Being a principal requires time, talents and treasures. He is the key person for the proper implementation of the curriculum both the K to 12 for pre school - Grade III and RBEC for Grade IV - VI. He is the reason why he has significant role to implement. The principal nowadays is the Chief Executive Officer and also the Instructional L e a d e r of t h e s c h o o l . Therefore, it requires the qualities of being a good manager to manage the school facilities, school personnel; he must be a good leader who can inspire his/ her teachers. He must be responsible to his decision making and knows how to motivate his teachers, the people in the community. Anent to that, he must be the one to lead by example and foremost be a role model, somewhat I can say he is impeccable. He must be equipped and knowledgeable

He must continue to learn the news updates of the agency. The offender humbly asked for pardon, acknowledging the gross cruelty of his words and offering to make up. And the offended party also magnanimously forgave. It was truly heartwarming to witness this episode that, to me, reprised a Christian
duty of mercy. Well, I suppose, life has to go on. We commit a lot of mistakes along the way. But we should never lose hope. We may get stung, distressed, angered, depressed, etcetera, in a given moment, but let’s not stay long in that

condition. There’s always hope. We just have to take up, as soon as we can, the path of mercy, guaranteed by God’s wisdom and teaching, so we can move on all the wiser and all the better as a person and as people.

Part of education department’s initiative in improving the education of children is through exposing them to various activities outside classrooms. This is a great help for the learning status of the children since they will be able to apply what they have learned in the four corners of their room. Moreover, showing them the world outside the school is also means of showing them reality other than theories in the books. Example for that are joint trainings, conferences and seminars. These activities are conducted to discuss further a specific topic or issue. Every year, there are national
conferences, either academic or extra and co-curricular, are being held. Example for that are schools press conferences, youth summit and leadership trainings. These will greatly contribute to the experiences and the deep of thinking of the students because during these events, they will meet new people, new knowledge and new discoveries which widen the scope of their learning abilities and interests. There are also exposures such as Sports Meets where athletes compete. These are usually done by division, regional and national level. These activities promote sports and physical fitness among young athletes. In
here, students also learn how to practice sportsmanship and camaraderie. Other student exposures such as tree planting and other environment-concerning activities, field trips and photowalks are also good activities for youngsters. Learning is not just cornered in four sides of the classrooms. True enough, there are more exploits outside the box. Thus, it is a good initiative of education department in organizing such events. They are not just exposing the children to a different environment but as well, letting them discover lessons that are not taught inside school. It gives them insights on how learning could be so good and feed them the experiences that are so much useful in their future.

The ‘benchmark SHS tariff’ to be prescribed shall refer to a regulated tariff that must be approved by the ERC for the supply of electricity by an eligible electric cooperative (EC) via the deployment of solar home systems. The ERC noted that such tariff-setting shall be in support of the “SHS mainstreaming program for rural electrification” that is being implemented by the Department of Energy. According to the ERC, the SHS benchmark tariff “shall be the approximation of the operating cost an EC would incur in providing electricity service to all SHS member-consumers,” and must also factor in “the cost of the replacement of components as necessary, and covering both direct and indirect overhead costs.” The draft ERC Rules similarly provided that “the higher costs of servicing SHS for more remote and difficult-to-reach areas shall be considered in an incremental cost adjustment that will apply to SHS in such areas.” The regulatory body added that such adjustment “will be common across all ECs serving customers in the same defined zones,” — as the household consumers being target of the SHS deployment program will be grouped into cost zones. As laid down, cost zones “shall capture the range of areas in which the ECs shall operate.” The plan is to segregate the areas into three cost zones that shall be measured by distance from the nearest office of a servicing electric cooperative. As per policy, the initial capital cost for the SHS “shall be covered by a subsidy” as anchored on the rules crafted by the DOE on solar technology deployment underpinning the government’s electrification program. Meanwhile, for those classified as non-eligible ECs, installation of SHS system to a customer may also be done – but enforcing the benchmark SHS tariff plus premium, as may be “determined by negotiation between the SHS customer and the EC.” Under this, it was noted that “an SHS customer may request an EC to provide supply through SHS of larger capacity than the eligible SHS.” The cost the customer pays may cover additional capital and replacement costs for larger capacity systems.
