No LSIs, ROFs ILIGAN City – Lanao del Sur's Inter-Agency Task Force (IATF) on Covid-19 has temporarily stopped receiving locally stranded individuals (LSIs) and repatriated overseas Filipinos (ROFs) from July 1 until July 15.

The move was approved by the national IATF on Monday following the request of the provincial IATF, which cited the sudden surge of Covid-19 positive when LSIs and ROFs started coming home last month through the government's "Hatid Probinsya" initiative.

Zia Alonto Adiong, Lanao del Sur IATF spokesperson, said the request was prompted by the province's limited number of quarantine facilities “versus the volume of returnees coming in, taking into consideration the 14day mandatory quarantine period.”

N a bid to restart the local economy, the Davao City government seeks to reignite consumer spending by promoting the importance of buying local goods and help rebuild businesses.

Davao Chamber of Commerce and Industry, Inc. (DCCII) president, and economist John Tria highlighted the importance of patronizing local produce as it “aids in the total recovery of the whole community”.

“What goes around, comes around. The money you spend fuels the local economy. We can all benefit from it,” Tria said.

Tria said DCCII is also promoting the adoption of technology to further increase patronage of local consumer goods among Dabawenyos.

Socssksargen posts sharp decline in investments

Mindanao hogs SAMAHAN ng Industriya at Agrikultura (SINAG) chairman Rosendo So said the shortage of live-weight or fresh supply of hogs in Luzon could be addressed by the continuous supply from hog raisers in Mindanao.

A LIBEL complaint filed by a resident against Cagayan de Oro City Mayor Oscar Moreno has been dismissed by the City Prosecutor’s Office.

CABANGLASAN, Bukidnon -- In a bid to contribute t o t h e g o v e r n m e n t ’s peacekeeping efforts, the Department of Agriculture in Nor thern Mindanao (DA-10) recently accorded farm inputs assistance to the conflict-affected areas of Sitios Tumbaga, Tagbakan, Katablaran and Saluringan, all of barangay Canangaan in Cabanglasan town, Bukidnon province.

During the turnover ceremony held at the town center, community leaders received a total of 100 bags of hybrid corn seeds worth P500,000 as crop production assistance that can cover at least 50 hectares of land.

Battalion, Philippine Army, said the recipients are among those nearly 200 displaced individuals who fled from their farmlands and homes due to an armed encounter between the Communist Party of the Philippines-New People’s Army (CPP-NPA) and the government troops two weeks ago.

Since June of this year, the army official reported that they have set off to the municipality of Cabanglasan to conduct its Community Support Program (CSP), particularly in barangays Par a d i s e, Mand a h i c an , Mandaing, Cabulohan and Canangaan.

Of the five barangays that the army’s CSP troops have assessed, it showed that most of the enemies are in the

hinterlands of Canangaan, who have set up camps in the sitios.

“From here, we have undertaken our CSP to clear the area from being NPA-infested. After the operations, we need to sustain the peace and order situation for development to come through. Once absent ang basic services, talagang magre-rebelde ang tao,” Tomaquin asserted.

In particular, he explained that the CSP aims to bring people back to the fold of the government while empowering communities through a synerg y of development efforts among soldiers, government agencies, and the local governments.

Further, he emphasized

that such initiative uses the whole-of-nation approach to end the local communist armed conflict in attaining inclusive and sustainable p e a c e , a s prov i d e d i n President Duterte’s Executive Order No. 70.

As school leader, the presence of COVID 19 is a big test to our educational landscape. A test on how we prepare our school, teachers and learners for the future. The scope of on-line learning is not only limited to the availability of laptops, gadgets and internet connectivity as agents in the delivery of teaching – learning process. There is more to it.

In absence of humanistic side of education, the question on effective use of online tools in remote or distance learning in making our learners responsible of their learning is an issue that we need to resolve. Making every on-line encounters a way wherein every learner is part of the development of knowledge and every knowledge learned will have impact on his/ her well-being as individuals.

And even if teachers are not physically around, still and will always be still in mind that every competitive learner needs competitive teachers, and every competitive teacher is the one who makes, accomplishment of quality education as priority

agenda.

The issue on over changing landscape of education in global arena always goes down towards improving what goes on in the classroom. How teaching and learning were effectively delivered in the context of global preparedness. Aligning classroom activities to the international standards and providing our clientele variety of activities that will make them competitive globally is one great move to do in this era wherein computerization played vital role in the teaching – learning process.

And now that Pandemic is here, online education becomes more demanding. Emerging technology into education is now the trend at any angle of learning. It is unstoppable and it is here to stay. With this, learners and teachers must be equipped and be taught on how to make use of the resources effectively, making those as tools in manifesting quality learning and teaching.

It is always a challenge to every educational leader to assure that best education is offered and delivered in school.

There is no ingredient but many ingredients for success; while resources are certainly necessary, educational leader can make changes rapidly and successfully without necessarily unlimited resources. What is necessary is to use one’s scarce resources well to achieve a well-defined objective or set of objectives.

While not all schools and learners are honestly into digital technology schools, it should not hinder teachers and learners to be equipped with computerization and practice how teaching is done in other point of the globe. Teachers as agent of learning should be trained and be part in developing and using strategies that would result to quality learning.

Platforms such as webinar, google meets, zooms, and other teleconferences on-line are just few of the new normal that are put into practice. These are viable practice in preparation for the big shift of delivery of learning, shift of learning space, shift of learning responsibility and shift of learning evaluations and assessments. The question is, are we ready for it?

Starting a teaching career during COVID-19

THE Department of Education (DepEd) assured that the hiring of teachers for this year will continue despite the current public health crisis.

There are 10,000 teacher items approved in 2020. The application period stated is December 2019. Due to the public health situation, job interviews for those who applied for teaching positions are being conducted online.

As of April 2020, DepEd data shows that there are 847, 467 teaching positions in the agency. Of this number, 805, 957 are filled and 41, 510 remain unfilled. There are also 51, 866 teaching related items wherein 43,

Five days later, Cabagnot filed the libel complaint against Moreno before the city prosecutor’s office.

In her affidavit, Cabagnot said she was “utterly shocked” when Moreno mentioned her name and identified her as the 8888 caller.

The complainant also alleged the mayor’s statement had put her and her family to "public ridicule and social humiliation".

Technological aides are open for students’ use and learning journey. All preparations needed for the new normal way of administering education are now at hand. “The alleged imputation made by respondent in naming complainant as the alleged 8888 Caller cannot be considered as made with actual malice as respondent has presented seven (7) witnesses who executed affidavits identifying complainant as the alleged 8888 caller,” reads part of Sanchez’s resolution.

In his counter-affidavit, Moreno has denied any complicity in the charge.

Sanchez said Moreno “found it opportune to address the dissatisfaction expressed by

the City’s constituency which he believed a majority of whom belong or associated with the political opposition”.

Moreno also alleged that in naming Cabagnot, he was duty-bound to disclose any misrepresentation which could undermine the efforts of the city government in abating the threats of the coronavirus pandemic.

Moreno’s lawyer Dale Bryan Mordeno said the decision of the prosecutor is “instructive to the cavalier, irresponsible and malicious nature of criticisms from the local opposition”.

“People are already tired of their dirty tactics and would stand up against their lies,” said Mordeno, referring to the

seven individuals who executed affidavits pointing to Cabagnot as behind the 8888 call that made the rounds in social media.

As of this writing, Cabagnot has yet to issue a statement, although the city prosecutor’s office has noted that she has withdrawn her complaint through an affidavit of desistance, which she executed on May 20.

“However, an affidavit of desistance is viewed with suspicion and reservation and regarded as exceedingly unreliable. Hence, it cannot be made as the basis of a resolution of this case by the undersigned investigating prosecutor,” Sanchez said.

ORLAN R. RAVANERA An in-depth social analysis amidst the onslaught of Covid-19 will manifest more horrible scenario than the pandemic be it on the climate change aspect or on the decline of social justice which the cooperatives must reflect upon. This is so because the Philippine Cooperative Code of 2008 (RA 9520) clearly states the policy of the State on Cooperatives, which is, “to foster the creation and growth of cooperatives as practical vehicle of promoting self-reliance and harnessing PEOPLE POWER towards the attainment of economic development and SOCIAL JUSTICE.” This piece of legislation hits the core of the problem in contemporaneous Philippine society which is social injustice that breeds hunger and poverty in a land oozing with human and ecological resources. Social injustice presents itself in the life of the people in many ways.

Social injustice is where a few who are rich have much

too much and the many who are poor have much too little.

Social injustice is where the farmers do not own the land they are tilling; and if they do, do not control the mode of production and the marketing of their products. This truism is even more glaring in the life of the peasantry, who all these years, has been tied-up to conventional agriculture that banks on the heavy use of chemicals to grow socalled HYVs (high yielding varieties). This brand of farming has impoverished those who do the backbreaking job of farming under the excruciating heat of the sun while enriching big agribusiness corporations. Worse, the country has become the dumping ground of toxic chemicals which are already banned in other countries.

It is quite a paradox that this agricultural country doesn’t even have food security despite years of brandishing all kind of modern agricultural technologies.

Why will the farmers in Mindanao not be poor?

Based on Studies, a bag of Ammonium Sulfate which is bought at P100 in Ukraine is being sold in Mindanao at P1,000 to P1,500 because ever ything sold in this country, from fertilizer to tractor, passes at least 5 to 7 marketing layers. How can they gain when their produce is bought at a very low price as

they are victims of oppressive marketing system. Isn’t that social injustice?

Social injustice is very glaring in the life of the eleven (11) million memberconsumers of so-called Electric Cooperatives (ECs) in this country as these ECs are cooperatives in name only, based on a landmark decision by the Supreme Court in the case Philreca vs. Department of Finance.

All these years, the memberconsumers are paying for two items in their monthly billings which are, amortization of loans and re-investment.

Such payments should form part of their share capital which when consolidated will reach a gargantuan amount of more than one trillion pesos.

Computations would disclose that for being a member in the past 50 or 60 years, each member-consumer should already have contributed about P50,000 as his/her capital contribution, yet, until now, the same has not been recognized as such. Worse, no recording has been done.

This has been the subject of a class suit filed by the member-consumers in the Supreme Court.

Social injustice has been and is being committed against our Indigenous People. Once upon a time, they were in control of the natural resource in this beautiful but broken island of Mindanao. At present,

according to the Study of the Development Academy of the Philippines, 70% of the choicest of lands are in the hands of Trans-National Corporations as plantations.

As if that is not yet enough, more foreign corporations in cohort with power-that-be are coming in converting the remaining ancestral lands as plantations for bio-fuel.

This truism is reinforced by the exploitation done by a foreign firm called Agumil when in 2007 came to Palawan and convinced some 15 cooperatives mostly of the Indigenous People in Aborlan to change their crops including coconut trees and forestland, transforming some 10,000 hectares to palm oil plantation. They were told that by such transformation of the land into palm plantation, they will become millionaires.

The IPs cooperatives were so convinced and even borrowed more than 200 million pesos from the Land Bank. After 13 years, they are now millionaires in debt; worse, they are hungry as they cannot eat palm oil and are not profiting with the foreign firm in control. Yes, “Agumil came with nothing, but it left with everything at the expense of the poor farmers,” based on the research study

by CDA. What could be a greater social injustice than what Agumil has done?

Overcoming obstacles Think a minute… Jesse Owens was a world-class athlete in track and field in the 1930’s. He was told that because he was a black, African American, there was no way he could win against the white Nazi German athletes at the world Olympics in 1936.

That year the Olympics were held in Berlin, Germany.

Adolf Hitler, the Nazi dictator, refused to even look at the African American athletes.

The white German athletes were praised and cheered on the field, while Jesse Owens and the other American athletes were insulted and ignored. Yet Jesse did not let Hitler’s cruel prejudice intimidate or stop him. In fact, he was determined more than ever to reach his goal of doing his best. “One of the great joys in life is doing what people say you can’t.”

Jesse made mistakes in his first two long jumps, but he did not let that discourage him. Then, on his last jump, Jesse won! He went on to win all three other events in which he competed. So Jesse Owens came home to America with a record four

A Japanese proverb says: “If you fall down seven times, stand up eight times.” We all fail and fall down. That’s OK. But to stay down and not try to get up again, that is sad and serious because you give up hope. Remember: “We all fail—at least the best of us who are brave enough to try something new.” So just because you may lose sometimes does not mean you are a loser. The famous inventor Thomas Edison said: “Many people who failed in life did not know how close they were to success when they stopped trying.”

THE Anti-Terrorism Law (ATL) is not unique to the Philippines. In fact, its passage

by Congress and the signing into law by President Rodrigo R Duterte is quite late.

But better late than never. The countr y has been a comfortable haven for foreign and homegrown terror organizations. In not a few instances, there were indications of how terrorists would connive to pursue their diabolical agenda.

Unfortunately, those who violently oppose the ATL ignore these because of diverse reasons. The law impinges on their political agenda, they felt secure in their gated subdivisions anyway and for some idiotic notions that reading Theology of Liberation is enough reason to be arrested and detained.

President Duterte and the principal author of the bill, Sen. Panfilo Lacson, are no strangers to the carnage inflicted by terrorists. Shortly before he was elected Mayor of Davao City, the Catholic San Pedro Cathedral was a scene of insane bombings that killed and maimed parishioners who attended an evening mass. When he became City Mayor, the Davao International Airport was bombed. Before the mourning for the dead ebbed the Davao seaport was bombed again with the use of improvised explosive device.

Islamiyah suicide bomber to inflict harm on a large crowd at the Peoples Park did not materialize as the suspect was killed by law enforcers before he can detonate the explosives. But what of the scores of innocent civilians and vendors mangled and maimed by terrorist attacks in the night market in Davao, in malls in General Santos City, Marbel and Tacurong and movie houses in Cotabato City? There is a litany such madness carried out by terrorists and sadly not a few who wail against the ATL are in a stoic state of denial either by choice or ignorance.

Lacson knew that elsewhere in Mindanao and the island provinces of Sulu, Tawi-Tawi, and Basilan and in many nooks of the country the Abu Sayyaf terror groups were carrying out kidnap-for-ransom activities and decapitating those who refuse to pay the ransom or be ransomed. As a former top cop, he knew the weakest link in our campaign against terror.

Like the Maute ISIS, these foreign-supported terrorist clones waged cruel and insane savagery against civilians.

The louder the cry of anguish and pain they more it brings orgasmic pleasure in them.

What we cited so far is our vulnerability to foreign terror groups. Let us not moreover forget that we have the longest and destructive rebellion waged

by the New Peoples Army of the Communist Party of the Philippines. The Communist Party of the Philippines - New people's Army (CPP/NPA) had been dubbed by the US and European Union, Australia, and Canada, among others, as terrorists? Philip Morris’ electrically heated tobacco system gets US-FDA nod

T

HE U.S. Food and Drug Administration (FDA) has authorized the marketing of IQOS, Philip Morris International’s (PMI) electrically heated tobacco system, as a modified risk tobacco product (MRTP).

In doing so, the US FDA found that an IQOS exposure modification order is appropriate to promote the public health.

The decision demonstrates that IQOS is a fundamentally different tobacco product and a better choice for adults who would otherwise continue smoking.

IQOS is the first and only electronic nicotine product to be granted marketing orders through the FDA’s MRTP process. “ The FDA’s decision is a historic public health milestone. Many of the tens of millions of American men and women who smoke today will quit—but many won’t.

Today’s decision makes it possible to inform these adults that switching completely to IQOS is a better choice than continuing to smoke, “André Calantzopoulos, PMI’s Chief Executive Officer, said.

Most people around the world today were greatly affected by this pandemic. In the Philippines alone, surging number of people infected with the virus continuously increased day by day. While we are worried with getting sick, economic instability adds to the heavy load we car r y on. According to tradingeconomics.com, there were over 7 million Filipinos who were unemployed last June 2020, which resulted many families to go hungry and su f fe r. As i d e f rom

these, fake news, fraud and misinformation are widely spread that made us all more cautious. There is uncertainty and we cannot deny that this pandemic bring so much panic and stress to all of us.

But is there a way out?

Not everyone having anxieties dwell on it for a long time.

Some learned to move on, to shift their focus, to grow and thrive. Some people see the opportunity, the silver lining amidst the uncertainties that’s happening.

Before, we used to rush

on our daily routines. We are so occupied and most of our time is consumed with work, traffic- the daily hustle and bustle. But now we have plenty of time. We can make the most out of it. Staying at home gives us more time with our family, to teach and enjoy the company of our children, watch movies with them or have meaningful conversations with our spouse. We can now have time to cook our healthy and favorite meals, avoiding processed or instant foods. We can grow fresh and organic

vegetables in our backyards.

Gardening is one of the most common hobby unlocked during this time. Hence it is a good reliever from worries and stress. Though we can no longer travel to our favorite places, reading a book is a good way to exercise our minds and go to places that we’ve never been. It helps us keep our mental health in good shape.

And while many families worry about the loss of income, some are creative and resourceful enough to sell the stuff they no longer use and posted it

online. You see, there are lots of things we can do even at home.

Learning, growing and t hr iv ing despite of our situation is our own choice.

Let us not be doomed with our present situation and let go of the things that are beyond our control. Now is the best way to be resilient- to be strong, healthy and happy again despite of the challenges we encounter. Growth is not depending on the favorable circumstances or other external factors. It starts within you. If

you are optimistic, you look for solutions and focus on the positive things in life. You do what you can do, not what you can’t. Positivity attracts good results. So there’s no time to be stuck in the loneliness, despair and hopelessness- it is now time to push harder, to stay happy and continuously grow as a person. Move on and welcome to the new normal.

What about the T.V. series you’ve followed? These are things that most of us spend our time while we are required to stay at home.

For someone who got the virus, he counted days in the hospital. If you are from the government, you might be monitoring the rising and falling of the number of cases of confirmed or even worst – the number of deaths. But, how many of us think about the positive things brought to us by the COVID-19? Have you ever wondered?

For many, it is so hard to imagine the good things in our current situation. This pandemic is still making drastic changes in our lives – from work to school or even a simple family gathering.

One might think, how can you be thankful if it caused thousands of lives to end?

But, why don’t you take a moment to change in a different perspective?

If you take yourself outside the ear th, you can see how our situation made good impact on our planet. According to the International Energy Agency, that the carbon emissions in China decreased by 8 percent in 2020 since coronavirus visited our planet. That small percent gives a chance for cleaner air across the globe.

Due to many travel restrictions, people has limited chances to travel.

Public places are left open for other Earth's occupants – the animals. They are freely enjoying those places without the threat. Dolphins are in canals; penguins are in big cities, and sea turtles are breeding in public beaches.

Just imagine how wildlife is taking advantage without our presence in the meantime.

Yes, we unknowingly help nature regains its strength and beauty.

Our jobs were also greatly affected by this pandemic.

Some are privileged to take their work at home, but for half of the global workforce,

the risk of unemployment is high. Despite that scenario, humans discover creativity from their situation.

Many come up with small businesses, and some initiated different ways to make ends meet. Companies also value their essential workers. They realized that it is not only about making money but about the people who made the company grow. It’s true, it will take a long time for us to bring back ourselves economically, but one thing is for sure, things will get better in time.

Before the pandemic hits the globe, many will agree that all of us – young and old – are busy with our daily activities. Never-ending meetings and deadlines; piled home works and school projects and seem like the clock for all of us are always running. Due to those things, some admittedly start losing their genuine connections.

However, we paused for a while, for our family, friends and ourselves as well. Families have enough time to bond with each other, couples are taking time to enjoy the couch together, and others are discovering new hobbies in their free time. Indeed, our time for some months has slowed down, but we found ways to reconnect with people – offline and online.

We can’t really stop the virus from spreading, but we can lessen our worries if we spread love, unity and togetherness. Staying in our homes won’t hinder us from building close relationship with our loved ones. This situation taught us unity, love and cooperation. Above all, this taught us to value time and life.

By nature, nurture and by law, cooperatives are the ones to countervail against social injustices and to harness the people’s collective power to rectify social wrongs. Thus, the struggle for social justice now looms.

As it is from the sweat of their brows that the land is made productive, the farmers must own the land they are tilling through agrarian reform. But agrarian reform will not be successful unless the beneficiaries are organized into cooperatives for them to have access and control over their newly acquired land and the much needed support services.

Through their cooperatives, the farmers must have control over the mode of production by shifting towards sustainable agriculture. To unfetter themselves from conventional agriculture, they are now manufacturing their own organic fertilizer. To debunk the oppressive marketing system, their cooperatives are now into cooperative marketing to erase the many marketing layers.

There is now a very strong advocacy to convert the so-called ECs into genuine cooperatives where ownership and management will be democratized not beholden to any cartel or super-agency of government. This is based on the philosophy that is anchored on the universal purpose of property that if you are the user, then you must be the owner because electricity has become a basic need, like food, water and air. No less than our beloved President has emphasized such truism last year when he stated that “water is a means to life and must not be under the control of a firm..” (As articulated by the President’s Spokesperson then.) Indeed, no one should profit from the use of these fundamental needs as these

are means to life.

The Lumads are now organizing themselves into cooperatives so that they can have access and control over their resources. This is based on the truism that the natives of ecologically-rich Mindanao are poor because they are powerless to have access and control over their resources. Hopefully, through their cooperatives they will be able to harness PEOPLE POWER to achieve SOCIAL JUSTICE to free themselves from the quagmire of poverty.

Cooperatives are the last bastion of democracy for social justice through peaceful and legal means.

Indeed, social change has been so elusive all these years despite 14 years of martial law and two people-powered revolutions. The COVID-19 lockdown from mid-March to May brought economic activities in the region to a standstill with businesses shutting down and sending workers out in the streets jobless, he noted.

The region has been under Modified General Community Quarantine since June 1.

According to Tanghal, the regional economic restart plan, which reiterated health protocols such as wearing of face masks and social distancing, aims to bring back businesses on their feet as well as restore consumer confidence in the “new normal” triggered by the COVID-19 pandemic.

Region 12 straddles the provinces of South Cotabato, North Cotabato, Sultan Kudarat and Sarangani and the cities of General Santos, Tacurong, Kidapawan and Koronadal, the regional center and the capital of South Cotabato.

Manufacturing, agriculture and fisheries largely fuel its economy, with canned pineapple and fresh and canned tuna products among the region’s top dollar earners.

Where Do You Want To Go?

LOOKING at the brighter side, we are all yearning for this pandemic to end so we can go out and experience fun with friends and family.

Travelling has truly changed beyond recognition since the COVID-19 pandemic, as a result of the implementation of quarantine. And as many experts from the World Health Organization (WHO) predict, this virus will be with us for a long time.

While the quarantine period suggests that mobility will remain limited until a later time, it does not mean that travel is banned. And when travel restrictions loosen up, road trips would become the norm, since flights, ferries, and other public transportation would not be as safe and convenient as it used to.

Even though the pandemic may have put a dent on foreign travel, domestic tourism may

perhaps be the new normal for people who still want to see the bigger world.

So, if you plan a road trip, why not travel on light vehicle without too much to spend to. Riding a motorcycle solo conveniently meets the need for physical distancing, something that is going to be the new normal for all.

So, if you think the pandemic has scrapped any travel plans you made, perhaps you may want to consider these destinations instead. And to see these places, all you will need is a trustworthy motorcycle to experience a different kind of adventure. Here are some suggestions: La Union and Baler — If you love beaches and surfing, it only takes about a 4-5 hour motorcycle ride from Manila to these two places. You can get to enjoy the beach sunset, live the surfer life, and have amazing food trips.

Baguio — “The City of Pines” is always a popular destination for vacations and weekend trips because

Bicol — The Bicol Region is composed of six provinces, four of which are on the mainland on the southeastern end of Luzon: Camarines Norte, Camarines Sur, Albay, and Sorsogon. Here you can enjoy amazing sceneries like Mayon Volcano and Bulusan Lake, and enjoy activities in CamSur Watersports.

Ilocos Norte and Sur — Ilocos is also a large province you can visit and needs about 10-12 hours ride. It may be a grind but the culture of Vigan, the sceneries of the tourist spots, and the amazing sights of the wind turbines will make it all worth it.

Samar — Samar is the third largest island in the country, where you can already visit all three of its provinces and even Leyte through the scenic San Juanico Bridge. A beautiful uncommercialized island with gems like Calbiga Cave, Lulugayan Falls, Mapanas Rock Formations, Borongan, Guian, Calicoan, and Marabut.

Bohol — Enjoy all of the eco-friendly activities that this island is famous for like the fantastic diving spots in Tagbilaran or enjoy the company of Tarsiers and butterflies in its reservations.

The scenic view of Chocolate Hills will also make the motorcycle ride worth the take.

Cebu — The province consists of Cebu Island, as well as 167 smaller islands, including Mactan, Bantayan,
