TANDAG City – Notwithstanding the assurance made by Landbank of the Philippines (LBP) Tandag City Branch Manager Herbert Luna for an efficient banking service during the long holiday break, unexpectedly and uncharacteristically, the bank’s ATMs ran out of cash since January 1.

However, Lani Garcia-Sy, assistant bank manager, vowed that by the first banking day on January 5, 2015, service is going back to normal.

She did not mince words to admit the shortcoming but explained they can do nothing about the situation that was brought about, primarily, by Tropical Storm Seniang that hit the province on December 29.

Transporting cash other than the usual land route would be difficult, she hinted, referring to the detour bridge traversing the Hubo river in Barangay Buhisan, San Agustin town, 64.5 kilometers south of Tandag City, that was washed out.

Labor Advisory applies to payment of wages for December, January holidays OZAMIZ City – The Department of Labor and Employment (DOLE) said Labor Advisory No. 16, series of 2014 (LA 16-14) will apply to the payment of wages and other benefits during the recent regular holidays.

Particularly, these regular holidays were December 25 and 30, 2014 and January 1, 2015, as listed under Proclamation No. 655 and 831 issued by President Benigno S. Aquino III, on

September 25, 2013, and July 17, 2014.

Meanwhile, the following guidelines prescribed under LA 16-14, signed by Labor Secretary Rosalinda Dimapiles-Baldoz on Nov. 18, last year, will apply to the aforementioned holidays, Jose Robles, DOLE Officer, here, said: If the employee did not work, he/she shall be paid 100% of his/her salary for that day, plus cost of living

allowance [(Daily rate + COLA) x 100%].

For work done during a regular holiday, the employee shall be paid 200% of his/ her regular salary for that day for the first eight (8) hours, plus COLA [(Daily rate + COLA) x 200%].

For work done in excess of eight (8) hours (overtime work), he/she shall be paid an additional 30% of his/ her hourly rate on said day [Hourly rate of the basic daily wage x 200% x 130% x number of hours worked].

For work done during a

regular holiday that also falls on his/her rest day, he/she shall be paid and additional 30% of his/her daily rate of 200% [(Daily rate +COLA) x 200%] + [30% (Daily rate x 200%)].

For work done in excess of eight (8) hours (overtime

work) during a regular holiday that also falls on his/her rest day, he/she shall be paid an additional 30% of his/her hourly rate on said day (Hourly rate of the basic daily wage x 200% x 130% X130% x number of hours worked).

Vercita, a mother of 13 youngsters, is one of the more than 3,500 profiled members of 4Ps in Manolo Fortich town who loves to just stay

at home while her husband works in a farm as the sole provider of the family.

“Sometimes, I just chat with my circle of friends after my husband had gone to farm several kilometers away. I do not really work despite the struggles to make both ends meet,” she shared.

There’s Always Optimism Growing weary with these daily routine, she thought of engaging in a work that could somehow raise family’s

income. She tried borrowing an amount from a lending institution but it did not work because she believed she lacked some gen–even the modest way–of handling family budget.

“There were times I had given up hope of getting some work or eke out a living to help my husband finance children’s schooling. But the whole fight is about not losing hope,” she said.

Building Better Lives

While life remains difficult, Vercita said it was much harder during the years before the government implemented the 4Ps through the Department of Social Welfare and Development (DSWD).

The 4Ps is a government’s poverty-reduction strategy that provides cash grants to extremely poor households aimed at helping them raise educated and healthy children aged 14 years and below.

It utilizes the Conditional Cash Transfer (CCT) scheme where beneficiaries receive cash grant provided that they send their children to school, get preventive health check-up, and the parents attend the monthly Family Development Session (FDS).

FDS is a unique component of the Pantawid Pamilya. Through it, parents learn how to respect and care for each member of the family. FDS topics include feature/PAGE 11

Canadian company to start gold-silver mining in Zambo THE Philippine unit of Canada’s TVI Pacific Inc expects to begin production at its gold-silver mine in Zamboanga del Sur within the first quarter of this year.

In a report, TVI Pacific said TVI Resources Development Phils. Inc (TVIRD) plans to submit the final requirements for the declaration of mining project feasibility (DMPF) of its Balabag gold-silver project by end of January.

The DMPF is the final approval required from the Department of Environment and Natura l R es ources (DENR), allowing a proponent to begin mineral production.

“We are very encouraged to be nearing the completion of the permitting process at Balabag,” said Clifford Jam e s , c h i e f e x e c ut i ve officer of TVI and chairman of TVIRD. “While the process h a s t a ke n l onge r t h an anticipated, it has given our team the time to fully optimize the process flow sheet by conducting thorough pilot plant test work and various other studies to ensure the eventual operation’s success,” he said.

Even though exploration work has been suspended, TVIRD has completed the eng ine er ing desig n for its proposed gold-silver

processing plant, and has built 16 kilometers of access road to the project.

TVIRD holds a mineral

production sharing ag re ement (MPSA) for 4,779 hectares containing the Balabag project, which

is estimated to hold 1.78 million tons of minerals, with an average of 2.34 grams of gold per ton and

72.3 grams of silver per ton.

These amount to 134,262 ounces of gold and 4.148 million ounces of silver.

Filinvest, Megawide-led group join PPP terminal project bidding FILINVEST Land Inc and a consortium led by Megawide Construction Corp have qualified as bidders for the first public transport terminal that the government is putting up under the public-private partnership (PPP) scheme.

“We are p l e a s e d t o confirm that both Filinvest Land Inc and MWM Terminals qualified for the ITS Southwest PPP,” Michael Arthur Sagcal, spokesperson of t h e D e p a r t m e nt of Tr a n s p o r t a t i o n a n d Communications (DOTC),

said.

Out of 16 companies that bought bid documents for the P2.5-billion Integrated Transport System (ITS) Southwest Terminal, only FLI and MWM Terminals submitted the requirements for pre-qualification.

The other 14 companies that failed to submit their pre-qualifying documents were D.M. Wenceslao and Associates Inc, Ayala Land Inc, Metro Pacific Tollways Corp, San Miguel Corp, Vicente T. Lao Construction, Egis Projects, Robinson Land Corp, Ayala Corp, State Properties Corp, Expedition Construction Corp, MGS Construction Inc, Altus San Nicolas Corp, Megaworld Corp and Tutuban Properties.

“O ur BAC wi l l now proceed to the opening and evaluation of technical proposals,” Sagcal said, referring to the department’s bids and awards committee,

which has 20 days to evaluate the technical proposals.

“Following this, the BAC will have 15 days to evaluate the financial proposals of bidders who have passed both previous evaluations,” Sagcal said.

The IT S-S outhwest Terminal will be built on a 4.59-hectare area and will connect passengers coming from Cavite to transport services that serve the inner Metro Manila.

The project will include a passenger terminal building, arrival and departure bays, public information systems, t i c ke t i n g an d b a g g a g e handling facilities and parkride facilities.

Veterans’ Bank Goes After LGU Clients On top of lending to corporate clients, the Philippine Veterans Bank (PVB) is tapping the local government units (LGU) to boost their lending business.

“We are strengthening our grip on the LGU market. We want to make this segment a main driver of the bank’s growth,” said Miguel Angelo Villa-Real, PVB vice-president for corporate communications and marketing services, referring to the numerous LGU projects across the country that the bank can help finance.

The bank said it has shifted its focus from corporate lending and supporting big national projects to LGU lending to support local development projects. Now, 30 percent of its loan portfolio comprises LGU loans.

“Outside of the two governmentowned commercial banks, nobody is really looking at the needs of local government. PVB positions itself as a viable alternative bank to these two, rendering efficient service

and competitive products that are adaptable and receptive to their development needs,” the bank said.

Of the total P50 billion in deposits as of June 2014, Villa-Real said, P35 billion are government deposits, largely LGU deposits, and those of government-owned and controlled corporations (GOCCs).

Its lending to LGUs has helped move forward infrastructure projects, transp or t terminals and other developments, Villa-Real said. Loan payments made by LGUs are taken from their combined revenues and Internal Revenue Allotment (IRA) from the National Government.

To reach out to more LGUs in remote areas, he said PVB will tie up with rural banks.

Villa-Real recently conducted financial wellness seminars in cities and provinces.

Villa-Real said that employees were taught cash and debt management as well as making wise investments. The

country needs to catch up in terms of savings and investments exposure because these activities remained low compared to that of neighboring countries.

He added the half-day seminar is just the start of the bank’s rollout for its LGU clients in Cebu and the Visayas, like Iloilo City and Tagbilaran City in Bohol, among others.

PVB is owned by about 400,000 World War II veterans and their heirs. A substantial portion of its net income is given to the veterans and to projects that benefit their welfare.

Compared to commercial banks, PVB accepts government deposits, a privilege that was bestowed as a gesture of gratitude for the heroism of veterans during the last world war.

The bank also announced its plans to double its retail loan portfolio with the expansion of its mortgage lending this year. It is setting aside P2 billion for mortgage lending.

The Unlocked Door

T

hink a minute…This is a true story about a young lady who got so tired of living with her strict parents that she ran away from home.

But she soon found out that life was not easy on her own.

She couldn’t find a job, and it didn’t take long for her friends to get sick of her living off of their kindness so they kicked her out. Well, this young 19-year-old girl got so desperate she decided to start making money by becoming a prostitute.

Years passed. Her father died. Her mother grew older.

And the daughter’s life just got worse and terribly unhappy.

But she still would not write or go home to see her mother.

One day the mother heard that her daughter was seen in a certain part of town, so she went there looking for her daughter. She went to every store and cheap hotel asking to put a picture on their walls.

It was a picture of herself, now a gray-haired woman. Beside her picture was this message to her daughter which simply said: “I still love you! Please come home!”

Months went by and nothing happened. Then one day the daughter who was now very skinny and sick wandered into one of those hotels. You can imagine how shocked she was to see her mother’s picture on the wall of that dirty, cheap hotel. As she read her mother’s message

Unique Filipino traditions to welcome New Year

s we welcomed 2015, I thought it would be interesting to come up with a list of unique Filipino New Year traditions. A survey of my Facebook friends indicates that traditions normally express fervent wishes and hopes for the year.

Prosperity and good luck topped my friends’ wish list.

Good health and physical well-being came in a close second. My friends also listed traditions which supposedly dictate what will happen the rest of the year, noise-making practices as well as those which emphasize family unity.

Here are some of my Facebook friends’ New Year traditions: To invite prosperity and good luck Filipino families traditionally believe that round things, such as coins, polka dots and round fruits, bring good fortune.

Malou C. Mariano believed in “….wearing p o l k a d ot t e d pi e c e of clothing, having coins in pocket, having grapes…”

Arlyne A. Simon: “We must have 12 different round fruits on the dining table by 12 midnight. Each fruit represents blessings each month of the year.”

Rowena Orejana: “We used to hang bunches of grapes on windows and doors because they are circular like coins or money.”

Max Edralin: “My wife dutifully wore polka dots on January 1 until the year

she died at the age of 80.

We never became rich but we were not poor either. It probably helped that she married an Ilocano.”

Marry Ann Zano Labado: “We put a bowl of coins with cotton on the roof (or anywhere open) on the 31st.

Later, we wrapped the coins and kept them for good luck.”

Pepper Bautista and Dennis Legaspi spread coins in various parts of the house.

Others shook the coins as well, often mixed with rice or paper money as did Vanessa Nica Marga Valerio and Tita Nipal Emocling.

Others include other shapes. Boots M. Revita wears rectangle to represent bills instead.

Some foods, like noodles, are believed to bring prosperity and long life.

Aurora Geronimo Alesna recounted how her lola and her mother cooked palitaw which rose in the pot of boiling water as the clock struck 12, auguring for rising fortunes.

Switching on all lights and opening of all doors to attract good fortune were practised by Maria Carmina Ortinez-Bautista and Verna Penaflor Obias.

Merlie Miranda, Melquiades Estupin Loya III, Mela Garcia, Lynne Hukom Parcon combined Traditions 1 and 2 by jumping with their pockets full of coins.

Sonia Misa Alvarez was puzzled at their family tradition of not taking a bath on New Year’s day. But Lala Montemayor made it a point “to plunge into the nearest beach… to bathe in the good vibes of the New Year.”

Allegations of Senator Trillanes baseless; senator dragging good name of Pag-IBIG in political controversy Pag-IBIG Fund does not award projects or deal with contractors, the Agency's President said today as agency officials appealed to Senator Antonio Trillanes not to sully the name of the agency with his baseless allegations aimed at Vice President Jejomar C. Binay who is chairman of the PagIBIG Board of Trustees.

"We work hard to earn the trust of our 14.6 million members. Please do not sully the good name of PagIBIG Fund with baseless allegations of an anomaly," Pag-IBIG Fund President and Chief Executive Officer Atty.

Darlene Marie Berberabe said.

Berberabe vehemently denied statements made

by Senator Trillanes that Pag-IBIG Fund is involved in an anomaly that allegedly favors contractors whom he claimed were identified with the Vice President.

“In the strongest terms, I deny that Pag-IBIG Fund favors any stakeholder.

On the contrary, we pride ourselves with having leveled the playing field when the new management and the new Board assumed office in 2010," Atty. Berberabe stated.

"To say that we favor contractors in awarding housing projects is simply false because we do not award projects, nor do we deal with contractors.

It is unfortunate that an allegation which discredits

the integrity of Pag-IBIG Fund is made, but the basis is not provided. When you do your work professionally, and regard principles of fairness and integrity with the highest standard, it is most disheartening to be dragged into an alleged anomaly that has no basis," Berberabe said.

The Pag-IBIG President regrets that Pag-IBIG Fund is being pulled into the political controversy.

"We have endeavored to institute reforms since 2010 to ensure that there will not be another Globe Asiatique.

Even if such reforms were not popular, we made them happen because we were focused on doing what is right for the Fund that is owned by our members."

In 2010, Pag-IBIG Fund filed a syndicated estafa case against GA President Delfin Lee and cohorts, which led to the prosecution of several GA officers and a Pag-IBIG employee.

Berberabe, after the GA issue, Pag-IBIG introduced reforms that some developers initially found very stringent. These reforms involved the lifting of the authority previously granted to developers to approve home loans, and the strict implementation now of the procedure where the Fund personally validates the identity and capacity to pay of each of its housing loan borrowers, which initially slowed down the takeout

process. She said that after they explained the changes in the Pag-IBIG processes, the developers understood that the reforms were intended for the best interest of all Pag-IBIG Fund stakeholders, particularly its members.

“Since we implemented these reforms, we have significantly improved the integrity of our portfolio. We improved our underwriting thereby resulting in better performing loans ratio. We also outsourced the collection of our non-performing loans.

As a result, we converted almost 50% of our nonperforming loans back to performing loans, a huge feat in the housing industry,” Atty. Berberabe emphasized.

"Pag-IBIG’s performance and accomplishments in the last four years speak for themselves. In the third quarter of 2014, Pag-IBIG’s net income already reached P13.09 billion, comparable to the net income of the countr y's biggest banks for the same period," Atty.

Berberabe stated.

"Pag-IBIG would not have been able to achieve and maintain its robust financial standing and credit P10.1 billion worth of dividends to its members in 2013, the highest in the Fund’s history, if the allegations of shady deals are true,” she added.

The COA, which is the principal agency that checks the integrity of the Fund’s processes and financials, has issued an "Unqualified

Opinion" in both 2012 and 2013 for Pag-IBIG Fund.

An Unqualified Opinion is the best finding that an auditor can issue. This is a testament to the fact that Pag-IBIG is not only focused on performing and exceeding targets in its housing and savings mandates, but also in good corporate housekeeping and thus good governance.

Atty. B erberabe also emphasized that Pag-IBIG enjoys the trust of developer groups and maintains a good working relationship with them.

During the NCR Developer’s Forum held last October 2014, Paul Tanchi, Chairman of the Board of the Subdivision and Housing Developers Association, Inc. (SHDA) described the leadership of Pag-IBIG as embodied by competence and character.

In t h e s a m e e v e nt , Engr. Jefferson S. Bongat, Chairman of the Board of the Organization of Socialized Housing Developers of the Philippines (OSHDP) also praised Pag-IBIG, comparing its professionalism and efficiency to that of a well run, top private company or bank.

"If we are favoring just a few, we will not earn the trust of our housing partners and Pag-IBIG members,” Atty.

Berberabe said even as she welcomed any investigation, which she is confident will clear Pag-IBIG Fund in the end.

DepEd-Misamis Oriental – In response to the need for accurate and fast date processing, the Office of Alternative Learning System ( A L S ) i n t h i s d iv i s i on conducted a training workshop on Management Information System (MIS) Date Processing and Pivoting at Hotel Koresco, Lumbia , Cagayan de Oro City on December 20, 2014.

The training was participated in by 23 District ALS Coordinators (DALSC), 23 Old Mobile Teachers, 20 New Abot Alam Mobile Teachers and 10 literacy Volunteers.

Mr. Andrian F. Tecson, who attended the MIS data processing and pivoting at Cebu City on 2010, served as the resource speaker of the said training workshop.

He said MIS gathers and consolidates statistical data based on straightforward counts in terms of total number of learners, DALSCs, Mobile Teachers, Literacy Volunteers and Instructional Managers. It also deals with the age group among learners, Community Learning (CLCs), sitios and barangays served in a year.

According to him, MIS is a process to produce statistical data with accurate counts while it is through pivot ing t hat p er for ms p r o c e s s a n d g e n e r at e s specific date needed by the office.

He further explains that pivoting, on the other hand, is the latest and easiest way of

collecting and consolidating statistical data which was started in 2010. Doing the task can be done in just a minute wherein it minimizes time of one’s work unlike from the previous years of using manual counting and spending weeks or months for generating data.

Participants were taught on handling data according to its types. He said MIS has

two types of forms namely softcopy for the online entry submission from district office to division office, to region office and finally to central office.

The other one is hardcopy for the office documentation.

By this year, Mr. Tecson, being the focal person for MIS Processing in the Office of Alternative Learning System, Misamis Oriental Division hopes for a more precise, systematic and organized data reporting with the use of pivoting.

Crossing into a Better Life through ‘Pantawid Pamilya’

MANOLO FORTICH, Bukidnon — “Sometimes your biggest weakness can become your biggest strength,” said Vercita Gawahan, a Pantawid Pamilyang Pilipino Program (4Ps) beneficiary in a farming neighborhood of barangay Dahilayan in Manolo Fortich, Bukidnon.

Vercita, a mother of 13 youngsters, is one of the more than 3,500 profiled members of 4Ps in Manolo Fortich town who loves to just stay at home while her husband works in a farm as the sole provider of the family.

“Sometimes, I just chat with my circle of friends after my husband had gone to farm several kilometers away. I do not really work despite the struggles to make both ends meet,” she shared.

There’s Always Optimism Growing weary with these daily routine, she thought of engaging in a work that could somehow raise family’s income. She tried borrowing an amount from a lending institution but it did not work because she believed she lacked some gen–even the modest way–of handling family budget.

“There were times I had given up hope of getting some work or eke out a living to help my husband finance children’s schooling. But the whole fight is about not losing hope,” she said.

Building Better Lives While life remains difficult, Vercita said it was much harder during the years before the government implemented the 4Ps through the Department of Social Welfare and Development (DSWD).

The 4Ps is a government’s poverty-reduction strategy that provides cash grants to extremely poor households aimed at helping them raise educated and healthy children aged 14 years and below.

It utilizes the Conditional Cash Transfer (CCT) scheme where beneficiaries receive cash grant provided that they send their children to school, get preventive health check-up, and the parents attend the monthly Family Development Session (FDS).

FDS is a unique component of the Pantawid Pamilya. Through it, parents learn how to respect and care for each member of the family. FDS topics include effective parenting, husband and wife relationships, child development, laws affecting the Filipino family, gender and development, and home management.

Through the FDS, parents are empowered and informed of their rights as individuals as well as their obligations that they need to fulfil not only as husband and wife but also as parents.

In Dahilayan, the DSWD tied up with the local government to grant poor families with three children at P2,800 a month. Beneficiaries receive P500 a month for every child in high school.

Keeping Kids in School Gandelyn Bayoc, a 4Ps parent leader in Dahilayan, said the program resulted in an increase in the number of children in public school. “Classrooms are now packed with students,” she said.

“The Pantawid Pamilya truly helped poor families in the community because while attracting children to school is a challenge for most schools; keeping them in school is even more essential,” said Dahilayan barangay chairman Wenilio P. Sahonlay.

He, however, appealed to the beneficiaries to use wisely the government’s money they receive because it is a special blessing.

“Through the 4Ps Family Development Sessions, I also learned how to turn my biggest weakness into my biggest strength by becoming passionate about the things I do now and not anymore so stuck in the lazy things I used to do,” she said.

The 4Ps women beneficiaries are now growing high value crops such as strawberry, lettuce, and cauliflower, among others. They are also engaged in backyard gardening and root crops production.

Gearing up for 2015 mobile data traffic surge

Smart Free Internet promo now available until February 5 Wireless services leader Smart Communications, Inc. (Smart) has announced that its Free Internet promo for all Smart, Talk ‘N Text and Sun Cellular subscribers is now available until February 5, 2015.

Through the Smart Free Internet promo, all 69 million Smart, Talk ‘N Text and Sun Cellular subscribers all over the country, can use their dataenabled cellphones to access the Internet without data charges, for up to 30MB daily.

Meanwhile, city councilor Melleanette Mercado says that as the co-chair of this council, she together with her members will assist the mayor to formulate

policies, plans and programs for the enrichment and sustainability of Gingoog’s Higaonon cultural heritage; ensure the protection and conservation of the city’s cultural and historical heritage; and encourage the development of local cultural industries.

Serving as the chairman of the Tourism Council, he together with his members and Tourism Office personnel have to see to it that there will be a close coordination between tourism and GCCCA and the

GNPower Kauswagan Ltd. Co. GNPower Kauswagan is jointly owned by AC Energy Holdings Inc., a unit of conglomerate Ayala Corp., and Power Partners Ltd. Co. The company said it already secured financing for the project with construction to start early this year.

The plant -- which will consist of four 135-MW units -- will be built in two phases, with the first one involving three units that will be operational by 2017 and the last unit by 2018.

In a statement, NGCP said GNPower has already signed a power purchase agreement for the supply of 330 MW to 20 electric cooperatives belonging to the Association of Mindanao Rural Electric Cooperatives (AMRECO).

The project will involve a new Kauswagan substation, the expansion of the existing Balo-i substation, and development of a new transmission line that will link the two substations.

NGCP told the ERC that the entry of the GN Power plant requires associated transmission facilities to accommodate the additional capacity it will bring to the table as well as transmit this to the Mindanao customers.

“NGCP seeks authority f rom this Honorable Commission [ERC] for the immediate implementation of the project,” it further said.

The project, which is called Balo-i-KauswaganAurora 230 kV Transmission Line Project (Phase I), has an estimated cost of P2.2 billion and is targeted for completion by 2016.
