Briefly Anti-trafficking NON-governmental and legal advocacy group Balaod Mindanaw has stepped up its anti-human trafficking efforts.

Balaod Mindanaw executive director Normie Batula said that all 52 schools in Cagayan de Oro City and Misamis Oriental that they have trained in 2017 have already formulated their respective policies in their campuses to prevent human trafficking.

Batula said that in order to mitigate human trafficking, school s mu s t h a v e c l e a r coordination and open lines of communication with barangay officials, the police station in their area, and the Department of Social Welfare and Development (DSWD).

AVAO City — The city government has set a new record after it ended 2017 with more than 40,000 businesses and a total investment value of P270 billion, Mayor Sara Duterte said.

2 TFBM to make Marawi ‘prosperous again’ IN a dialogue with local officials of Lanao del Sur and Sultanate of Marawi City on Thursday, Housing and Urban Development Coordinating Council (HUDCC) chief and chair of Task Force Bangon Marawi (TFBM) Sec. Eduardo del Rosario said the team is geared towards rehabilitating the most affected areas (MAA) in the war-torn city into an even busier central business district.

Del Rosario explained that it is one of the President’s goals to make the city prosperous again.

He said the MAA, composed of 24 barangays, 11,000 families and 250 hectares in Marawi City,

was “totally damaged” during the firefight between the terrorists and government forces.

Among TFBM’s objectives is to restore public utilities—such as barangay halls, elementary and high school buildings—port facilities, conventions and events hall, grand central market and health clinics.

They also aim to preserve at least three historical or heritage sites.

Other facilities to be constructed include a centralized waste water treatment facility or centralized sewage treatment plant, concrete roads with bike and TFBM/PAGE 11

Support to fisherfolks, farmers ensure food security in Basilan

SABELA City, Basilan -- Food security remains to be one of the top concerns of the provincial government of Basilan.

As an island province surrounded by bodies of water, the island is blessed with natural resources both on land and seas. However, recent developments reveal that climate change, population explosion, and the ongoing industrialization and technological development have depleted much of the earth’s natural resources.

And this has also affected the island.

Production and

domestication of food is threatened by strong winds, typhoons, flooding, and landslides because of extreme weather events brought about by climate change, which is also attributed to increased human activity.

According to recent reports, aside from facing an uphill battle in terms of agricultural and fisheries production, the Philippines is also suffering from naturalresources depletion and is struggling to contain the rapid rate of biodiversity loss.

Forest degradation caused by destructive

human activities, including irresponsible agriculture, mining, logging, timber poaching and wildlife trafficking remained a big challenge for the local government.

Somehow, the presence of militant and rebels in the hinterlands may have slowed down the loss of forest and other natural resources. Unfortunately, these bandits have also engaged in illegal logging as an extra source of livelihood.

What future this situation holds to the economy of Basilan remains uncertain.

However, hope looms

when Basilan Governor Jim Hataman committed to take concrete steps to address the impending food crisis. Hataman saw the need to engage all stakeholders of the fishery and aquatic resources and provide all the necessary support that these sectors need and enjoined all local chief executives and government agencies to help.

PLDT, Smart seal $300-M agreement with Amdocs PLDT, Inc. has signed a $300-million agreement with Amdocs for the management of the telecommunications giant’s business technology systems for seven years.

In a statement, PLDT said the software and services provider will upgrade and manage business technology systems of the company and its wireless subsidiary, “with the integration of artificial intelligence, machine learning, and other advanced technologies.”

“Our strategic collaboration with Amdocs is a key component of our digital transformation to enhance customer experience, engagement and product delivery.

With this agreement in place, we can focus on our core mission of serving our customers in the best possible way through powerful, pervasive connectivity, and relevant cutting-edge digital products and services created by ourselves or with partners like Amdocs and others who are leaders in their fields,” PLDT Chairman, President and CEO Manuel V. Pangilinan said in a statement.

Under the deal, PLDT and Smart will embark on

a “business-led, technology enabled transformative program” with Amdocs.

The program aims to modernize business information technology (IT) systems serving customers through the introduction and adoption of advanced digital technologies and solutions; improve business processes and service levels aimed at enhancing customer experience; accelerate revenue growth by introducing new digital tools for faster delivery of services; and introduce intelligent operations to bring efficiencies which will result in operational expenditure savings during the term of the engagement.

PLDT’s deal with Amdocs also includes the development of state-ofthe-art, digital capabilities for convergent sales operations, and digital customer experience across multiple channels, among others.

Earlier this month, PLDT sealed a $28.5-million (P1.5billion) partnership with China’s Huawei Technologies Co., Ltd. to overhaul its wireless service delivery platforms.

Nissan sees shift in consumer preference to pick-up trucks

ISSAN Philippines, Inc. (NPI), the country’s fastest-growing car company with 48 percent growth in the past two consecutive years, sees a shift in carbuying this year towards the more practical pick-up vehicles as the industry faces uncertain growth this year given the higher excise tax on cars.

NPI President and Managing Director Ramesh Narasimhan told reporters at the Media Thanksgiving on Thursday that consumer preference

may slightly shift into the pick-up trucks segment this year.

For NPI itself, Narasimhan said its pick-up model Navarra is expected to lead the company growth this year as it is exempted from the higher excise tax under the TRAIN Act. “Given the competitive nature of pick-up trucks I think preference will change slightly in favor of pick up trucks,” he said.

NPI’s Navarra is the third best-selling pick-up in the market.

“The pick-up truck is

going to grow given the excise tax exemption, but we did pretty good in all the segments,” he added citing other Nissan performers such as Almera, Juke and commercial vehicle Urvan.

In addition, Narasimhan said that because of the implementation of the excise tax the industry might be in for a flat growth this year. But, he also said that as long as the Philippine economy continue its 6.7-6.8 percent GDP growth this will eventually translate

into growth for the entire industry.

“Growth is a little bit hard to tell, I think the industry is expecting it to be flat in the initial time because of excise tax change but of course we want to grow and we are striving to grow, but at what rate that is too early to tell,” he added.

NPI has not yet implemented any change in prices of its vehicles, but Narasimhan said they will soon start to impose the higher taxes on its new models. preference/PAGE 10

Hyundai to comply with MVDP suspension order HYUNDAI Asia Resources, Inc. (HARI) said it accepts a government suspension from the Motor Vehicle Development Program (MVDP) after the company was found to have failed to meet the terms of the incentive program.

Department of Trade of Industry (DTI) Secretary Ramon M. Lopez said in a letter to Quirino Rep. Dakila Carlo E. Cua that the importer and

distributor of Hyundai vehicles has indicated its willingness to comply with the decision.

“HARI has indicated its acceptance and willingness to comply with the Board Resolution in a meeting attended by, among others, relevant high-level officials from the Department of Trade (including the BoI [Board of Investments]) and Finance (including the Bureau of Customs [BoC]),” Mr. Lopez said in his letter.

In November, the BoI, an agency of the DTI, served a suspension order against HARI for violating the terms of the MVDP. The MVDP allows for a 1% tariff on imports of completely knocked-down (CKD) units, which the government encourages because CKD imports create more assembly domestic jobs. HARI was allegedly importing semi-knocked down units, including the Eon small car, which is less favorable

from a job-creation standpoint because it involves less domestic assembly.

In the letter, the BoI set two conditions for lifting the suspension.

One is the establishment of assembly processes for welding and painting within six months from receipt of the resolution; and the refund of the tax and duty differentials on imports. The actual size of the refund, as well as suspension/PAGE 10

jhan tiafau hurst Think a minute…They say, “Love is blind.” So when a guy’s in love with a girl and he wants his family to like her, do you think he’ll say anything bad about her to his family? Would he tell his parents that his girlfriend is stupid? Or that she’s lazy and can’t cook? I seriously doubt it! It’s just the opposite. He points out only his girlfriend’s good qualities to his family.

You see, when you’re in love, you’re blind to your boyfriend’s or girlfriend’s weaknesses. And even if you do see their faults, it just doesn’t seem that bad or important. Because after all…you’re in love with that person!

You know whom else we need to love like that? It’s our own children. Do you realize that our kids believe the things we say to them?

So when you and I tell our children that they’re stupid, lazy, or bad, they really believe it! With our words, we parents can actually kill any selfconfidence our kids have!

Because if a child believes us when we tell them that he or she is dumb, weak, or can’t do anything well, then they won’t. That’s just what they’ll become! One of the most important gifts we can give our kids is to love them without conditions and help them believe in themselves.

Since whatever our kids believe about themselves is what they are going to become!

So when you and I tell our kids that they’re smart, good with their hands, or that they’re good-looking.

When we tell them that we will always love them no matter what they do or how they look. When we tell them their good points every day.

We’re not giving our kids a big head or spoiling them!

Rather, we’re building their self-confidence and preparing them to succeed and handle life well!

You see, if you want your children to succeed, then it’s your job to give them a chance! It’s your responsibility to make your kids believe in positive/PAGE 10

City yesterday (January 30, 2018) after attending a court hearing at the Municipal Trial Court in Cities there. As I was writing this column, I couldn’t help but notice two young girls who were seated at a table directly in front where I was seated. Clearly, they were engaged in some kind of courtship, if they were still “not amorously related” to each other yet.

I believe they were still in their teens---15 or 16 years old perhaps. But, they were so bold because the place where they were literally “romancing” one another was in full public view. They were holding each others’ hands, touching the sides of their upper bodies and their faces, and were staring into one another’s eyes in a way that only lovers would do.

Their feet were entangled with one another below their table, and God knows what else those feet were touching!

They are still students, because t hey were st i l l in their school uniforms.

All these prompted me to think: were these two girls gallivanting, having escaped from their classrooms earlier, just so they can rendezvous at

The art of listening hints and traces

roy cimagala We need to learn this art. It plays a crucial and strategic role in our life. In many instances in the gospel, Christ told people after preaching, “He who has ears to hear, let him hear.” (Mt 11,15) Let us try to avoid Christ’s reproach, “Though seeing, they do not see; though hearing, they do not hear or understand...For their heart has become calloused.”

(Mt 13,13.15) We need to realize first of all that of all the words that we have to handle, we have to give priority to the word of God as recorded especially in Sacred Scripture. That’s simply because that word contains all the truth, the saving truth that we need to know.

God’s word is always relevant to every situation we can find ourselves in.

God’s word should inspire and guide our human word, be it a word of our common sense, or of our philosophies, theologies, sciences, arts and technologies, or of our culture and history, etc.

Remember what the Letter to the Hebrews says of God’s word: “The word of God is alive and active. Sharper than any double-edged sword, it penetrates even to the

dividing of soul and spirit, joints and marrow. It judges the thoughts and attitudes of the heart.” (4,12) God’s word is both the first and the last word, as well as the word in between.

When Christ said that he who has ears to hear, let him hear, he is actually inviting us to listen closely to his word and try our best to discern and fathom its true intent.

Let’s take that invitation seriously. We have to develop the habit of meditating on the word of God in some regular if not abiding way.

This recommendation is somehow expressed in the very first of the psalms: “How blessed is the man who does not walk in the counsel of the wicked, nor stand in the path of sinners, nor sit in the seat of scoffers!

But his delight is in the law

of the Lord, and in his law he meditates day and night.”

(1,1-2) And in meditating on God’s word, let us always ask the Holy Spirit to prompt us or to tell us what and how to understand that word. It cannot be denied that there are many who have also meditated on God’s word on their own, without the help of the Holy Spirit, and have come out with their own interpretations, their own spins and biases.

Pertinent to this point, this is what Christ said of the Holy Spirit: “When he, the Spirit of truth, comes, he will guide you into all the truth; for he will not speak on his own initiative, but whatever he hears, he will speak, and he will disclose to you what is to come.” (Jn 16,13) listening/PAGE 10

SM College Scholarship application extended until January 31 SM Foundation has extended its period of receiving applications for its College Scholarship Program for the school year 2018-2019 until January 31, 2018.

Applications will be coursed through an online system through the education page of the SM Foundation website.

Public high school graduates and private high school graduates (with DepEd voucher after completing Grade 10 from public schools) are eligible to apply.

The scholarship covers key areas of the country and there are over 30 partner schools in Vis/ Min: Capiz, Cebu, Iloilo, Leyte, Negro Occidental, Agusan del Norte, Davao del Sur, Misamis Oriental, South Cotabato, and Zamboanga del Sur. A grade requirement of at least 88 percent by the second or third grading

RTWPB joins Labor Management Convergence Program in Agata Mining The Regional Tripartite Wages & Productivity BoardCaraga conducted a Productivity Toolbox orientation at Agata Mining Ventures Inc, Tubay, Agusan del Norte on January 23-24, 2018.

Banking&Finance Growth of remittances to continue amid risks: BSP wednesday|january 31, 2018

NFLOW of remittances from Overseas Filipino Workers (OFWs) is not expected to take a hit from the first package of the government’s tax reform program since migrant workers are exempted from paying documentary stamp tax (DST).

This was stressed

by Bangko Sentral ng Pilipinas (BSP) Governor Nestor A. Espenilla Jr., even with the increase of DST to P0.60 from PP0.30 for every PP200 remittance under the first package of the Tax Reform for Acceleration and Inclusion (TRAIN) law.

He said the first package of tax reform does not cover OFW

remittances under the Bureau of Internal Revenue’s (BIR) Revenue Regulation (RR) No. 112012 issued in 2012.

The RR, he said, exempts OFWs from paying DST if they are able to present valid proof of entitlement, such as Overseas Employment Certificate, Overseas Workers Welfare Administration (OWWA) membership certificate, or electronic receipt issued by the Philippine Overseas Employment Administration (POEA).

Remittances are also not expected to take a hit from the anticipated rise in inflows from the business process outsourcing (BPO) sector.

The Information Technology and Business

Process Association of the Philippines (IBPAP) projects BPO receipts to grow annually by 9 percent until 2022.

However, the BSP chief said that although this growth is higher than the 4-percent assumption by monetary officials for remittances, actual inflows have been higher for several years now.

Citing BPO export receipts as of endSeptember 2017, Espenilla said it grew by 8.5 percent to 16.9 billion.

He cited that “based on initial (preliminary) estimates, BPO export receipts could be about 22 billion” posting a little above nine-percent growth.

However, actual cash

remittances alone as of end-November 2017 reached 25.3 billion.

BSP data show that total remittances in the first 11 months of 2017 amounted to $28.24 billion, up by 5.1 percent than year-ago’s $26.88 billion.

On the impact of recent stoppage of OFW deployment to Kuwait, the central bank chief said possible effects of this regulation on remittances “may not be significant.”

“Cash remittances from Kuwait account for about 3 percent only of total remittances.

Prospective workers may still be deployed to other countries with demand for Filipino workers,” he added. (PNA)

Gov’t to seek biz sentiment on tax reform package 2 THE government is partnering with the country’s largest business organization, Philippine Chamber of Commerce and Industry (PCCI), to solicit sentiments among businessmen on the second package of the Duterte administration’s tax reform program.

The Department of Finance (DOF) and PCCI, with the support of the United States Agency for International Development’s (USAID) Facilitating Public Investments (FPI) Project, will be holding a roadshow on the Package 2 of the Comprehensive Tax Reform Program (CTRP),

covering reforms on corporate income tax and fiscal incentives.

The tax reform roadshow will commence on Wednesday in Bacolod City, followed by General Santos City on Feb. 7, Subic/Clark on Feb. 13, Cebu City on Feb. 16, Zamboanga City on Feb. 21, Makati City on Feb. 28, Baguio City on Mar. 7, and Tacloban City on Mar. 23.

DOF Undersecretary Karl Kendrick Chua and Assistant Secretary Teresita Habitan will be joining the PCCI’s tax reform caravan.

“We fully recognize the efforts of the government to raise revenue to support

its infrastructure projects and we hope that the proposed measure, once passed into law, will be beneficial for everyone,” new PCCI President Ma. Alegria Limjoco said.

On the other note, PCCI Director for Taxation Edgardo Lacson commenced the government’s effort to lower corporate income tax rate following the reduction of personal income tax in the Tax Reform for Acceleration and Inclusion (TRAIN) Act. “We cannot discount the fact that our country has the highest corporate income tax rate, both

nomi­nal and effective, in ASEAN. There is a need to reduce the rates to a level that will make us competi­ tive in a field of countries competing for the same direct investment funds,” Lacson said.

Likewise, tax expert and PCCI Chair of Taxation Benedicta Du-Baladad supports the government’s move to rationalize fiscal incentives.

Du-Baladad said it is also high time for the government to rethink its investment tax policy by removing redundancies and making tax perks clearer and more accountable. (PNA)

SSS seeks to hike monthly contribution rate this year SOCIAL SECURITY System (SSS) intends to increase its monthly contribution rate to 14% this year after failing to implement the hike last year.

“We plan to increase it (the contribution rate) by 1.5 [percentage points] from 11%, but we have lost that opportunity when the increase was not implemented last year.

For practical purposes, we have to increase it by three [percentage points],” SSS President and Chief Executive Officer Emmanuel F. Dooc said in an interview.

Mr. Dooc said he will send a follow-up letter to President Rodrigo R. Duterte asking him to issue

an executive order to tweak the monthly contribution rate as well as the minimum and maximum salary credit.

“I’m going to send a follow-up letter, hopefully this week, to the president and I’ll course it through the secretary of Finance so that I can get his support,” he said.

Aside from adjusting the contribution rates, SSS is also looking at increasing its minimum salary credit to P4,000 from P1,000 as well as its maximum salary credit to P20,000 from P16,000.

The state pension fund previously asked Mr. Duterte to increase its contribution rates, but was unable to do so because it had to wait for

the passage of the first tax reform package.

“We feel now that the [tax reform package] will provide relief in the form of lower taxes to our members so they can now afford to pay the extra additional contributions,” Mr. Dooc said.

In January last year, Mr. Duterte approved the monthly pension increase of P2,000, which will be done in two stages. The first P1,000 was already disbursed to pensioners since March.

SSS intends to upwardly adjust its contribution rate by 1.5 percentage points on an annual basis until it

reaches 17%.

Currently, the 11% contribution rate is being shouldered by the employer (7.37%) and the employee (3.63%).

Aside from the administrative order that SSS requested from the president, the pension fund could also hike its contribution rate by amending its charter through legislation.

“The amendment empowers SSS through the [Social Security] Commission to adjust the contribution rate once the amendment becomes a law,” Mr. Dooc said, adding that this would take time.

DSWD holds media forum, visits Solar-powered water system sub-project in Alubijid

T

he Department of Social Welfare and Development (DSWD) Region 10 recently held a forum with the members of the media to introduce its programs and services, January 15-16 at the Pearlmont Hotel.

The forum also introduced updates on the promotive programs namely the Pantawid Pamilyang Pilipino Program (4Ps), Sustainable Livelihood Program (SLP), and the Kapit-bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services National Community-Driven Development Program (Kalahi-CIDSS NCDDP).

DSWD Field Office 10 program focal persons introduced their respective programs to the media and entertained queries from the media present during the forum. Among the DSWD presenters were from Social Technology Unit, headed by Ms Morena B. Fernandez; Social Pension Program by Ms Daisy Ramos; Centers and Institutions by Ms Rosanel Pague; Kalipunan (formerly Convergence) by Mr Abdul Jabbar Usman; Ms Amelita Paye for Assistance to Individuals/ Families in Crisis Situation (AICS); Mr Rhandy Ladoroz for SLP, Ms Kenneth Haze Sanchez for 4Ps; and Ms Teofreda Dingal for KalahiCIDSS NCDDP. The Kalahi-CIDSS NCDD Program Ms Teofreda Dingal, DSWD Region 10’s Deputy Regional Program Manager for DSWD Kalahi-CIDSS NCDDP said that the program has 3 key messages: DSWD Kalahi-CIDSS NCDDP is a means to achieve improved access to basic services and to participate in more inclusive local planning and budgeting, the program assists poor communities to facilitate improvement of the wellbeing of their barangay and its residents, and that the Community-Driven Development (CDD) is a well-documented and tested approach which empowers communities to take control of the planning, implementing, and resource investments in their locality.

Community-driven development (CDD) refers to an emerging approach in community development practice where processes, principles, strategies and resources are applied to ensure community empowerment by giving the people authority and control over decisions and resources.

In the Philippines, CDD is implemented through the DSWD Kalahi-CIDSS NCDDP. Part of the DSWD Kalahi-CIDSS communitydriven development approach is the empowerment of women.

According to the data provided by the DSWD Kalahi-CIDSS regional program management office through its Monitoring and Evaluation Unit, headed

by Ms Gemima Lopez, that as of December 2017 – there are a total of 477 community subprojects spread throughout the 5 provinces of the region with a total of 26,539 paid-labor workers, 5,673 of which are women.

The most common community sub-projects in the region are farm-tomarket roads and pathways which comprise 47% of the total number of subprojects, followed by potable

water systems, and health stations. Other community sub-projects include day care centers, pre & postharvest facilities, bridges, flood-control structures, and school buildings.

Solar-Powered Potable Water System The members of the media, together with the DSWD workers, visited Barangay Tugasnon, Alubijid, Misamis Oriental, headed by Mr Ruel O. Barros –Punong Barangay, where a solar-powered pump-driven potable water system was constructed through the DSWD KalahiCIDSS program grant of P1,173,972.80 and local counterpart from the Municipal Government of Alubijid, headed by Mayor Alvin Giovanni A. Labis, of P45,733.20 and community counterpart of P18,120.00 totaling P 1,237,826.00.

According to Mr Arman Batutay, a community volunteer who heads the operation and maintenance of the water system – “kusog ang tubig nga gikan ani nga pump, di na mi maglisod sa pagkuha sa tubig (the flow of water from this pump is strong, we don’t have a hard time getting water now).”

A total of 366 households in Barangay Tugasnon benefits from the

potable water system, there are also 203 households who are beneficiaries of the 4Ps program who benefits from this community sub-project.

Brgy. Tugasnon, Alubijid Misamis Oriental is one of the beneficiaries of DSWD KALAHI - CIDSS. It has 8 purok with a total population of 2,493, Total HH 597HH and 631 families.

The pump is powered by a 2.1Kwpk 265w Solar Polycrystalline system and produces an average of 20 cubic-meters per day – and is distributed throughout the barangay’s 10 designated tap stands.

CDD Adoption The DSWD KalahiCIDSS National and Regional Program Management Offices continue to advocate to the local government units and communities in adopting the Community-Driven Development (CDD) approach in their local development plans with the aim of empowering communities, better local governance, maximization of resources towards need-responsive programs or projects and inclusive decision-making. Saudi Arabia, a growing market for household products Saudi Arabia is an advanced market for household products and is growing, creating huge business opportunities for manufacturers.

“Demand for household durables and telecom goods is high among local homes, which also means that the market is very competitive,” said Euromonitor Digest, a monthly online publication of the Department of Trade and Industry-Export Marketing Bureau.

The report, culled from Euromonitor International’s Business

Intelligence Research, noted that penetration of durables such as fridges, washing machines and microwaves is high among households.

“However, the market is still expanding, driven by rising disposable income, a strong real estate market and a growing expat community,” it said.

The report cited particularly high-tech and more premium and sophisticated products which are often prized by local consumers.

global averages and will continue to rise fast in the coming years,” it added.

The report also underscored market opportunities for manufacturers of spaceconscious household goods, as local households usually have limited space in their homes for furniture and durables.

“Most household heads will remain in the 30-49 age groups in the coming years, creating a favourable environment for providers of many household products and services such as cars, housing, travel, and education,” it added.

During its general membership meeting, Philippine Exporters Confederation Inc. (PHILEXPORT) President Sergio OrtizLuis Jr. said FTAs with ASEAN is “doing us good”, with the region emerging as the largest

Accordingly, Mindanao must recognize that t h e r e g i o n’s s u s t a i n e d attractiveness as an emerging tourist destination must be driven by its people and the services it provide.

In addition, the island’s tourism come-on must be anchored on the attitude and acceptance of its people --- more than the fine beaches and sand bars, more than the water falls, rivers and mountains, more than its culture, historic or otherwise.

Community involvement also plays an important role in building support system for travel and tourism efforts in Mindanao to flourish and eventually benefit the people in the localities.

The mayor said 2017 was an interesting time for the business community here which saw many ups and downs following the declaration of Martial Law in Mindanao on May 23 She assured business executives that the city remains safe, although she admitted that the city “took a temporary dip” after her father placed the whole of Mindanao under military rule and suspended the privilege of the writ of habeas corpus due to the Marawi siege.

She said the city attained the 2-million target in the number of tourist arrivals in 2017, higher compared with 1.86 million recorded in 2016.

“We kicked off the year with a thriving tourism industry, numerous business conferences scheduled, and increasing interest from foreign investors,” said the mayor.

She expressed hope the city’s business community would support the programs and projects aimed at helping attract more investments and further improve the economic viability of the city.

The city was awarded the 3rd Most Competitive City under Highly Urbanized Category by the National Competitiveness Council (NCC) based on the 2017 Cities and Municipalities C omp e t it iveness Index (CMCI), an annual ranking of the local government units.

According to the NCC, the cities and municipalities are ranked on their competitiveness based on an overall competitiveness score, the sum of scores on three main pillars — economic dynamism, government efficiency and infrastructure.

Aside from the growing investments, the mayor also announced that the City Treasurer’s Office increased by 36% the revenue collections when it collected P1.2 billion in business renewals as of January 23.

“We t han k you, t he business community, for diligently paying your local taxes. We assure you that your city government will allocate these funds to more meaningful projects and programs for the development of the city,” she added.

Mayor Duterte is on her second term as mayor.

She served as Vice Mayor to Mayor Rodrigo Duterte from 2007 to 2010; mayor from 2010 to 2013 with her father as vice mayor; and was elected mayor in 2016.

de Oro traffic czar Nonito Oclarit said that Divisoria will be stripped of parked vehicles and the vehicle drivers-cumowners would need to walk if they shop in the six-block Divisoria which stretches from Corrales Street in the east down to Burgos to the south.

“Without parking in the narrow street sides of Tirso Neri and Abejuela, we can expect a smoother flow of vehicles in that area,” Oclarit said.

In a separate interview though, city engineer Rolando Pacuribot said that City Hall doesn’t have the budget to construct the ambitious project because the city government cannot afford to fund it on its own.

But Pacuribot said they are still moving forward on the project because they will seek financial assistance from both the national government through the Department of Public Works and Highways (DPWH) and Senate President Aquilino Martin Pimentel III. Pacuribot said that the city government will pour in its own equity once the project will be greenlighted, adding that the four-deck structure will cost more than P60 million to make based on initial studies.

He expected that the project to be greenlighted within this year if plans don’t miscarry.

Momentarily, the Roads and Traffic Administration (RTA) headed by Oclarit is busy overhauling traffic flows in other congested parts of the city.

The RTA started it by making the JR Borja portion along Cogon market as a two-way street.

In the next few months, the agency will turn its attention at the area surrounding westbound public market in Bulua where traffic flow will imminently increase in the light of the opening of an SM-affiliated shopping center there, a branch of CitiMall.

Oclarit said that RTA has also been receiving complaints from motorists that parked trucks dismounting their vegetable produce would occasionally cause traffic flow to halt there. He said RTA is studying the situation first before implementing a new flow scheme.

The development will transform neighborhoods into one that is “inclusive, smarter, more walkable, more bikable, more livable, mixed-income” with areas devoted for worships.

The region “must not commit the same mistakes that Metro Manila committed,” Mr. Palafox said as he likened the cities in the Philippines to the heart of a person whose veins and arteries are cl o g ge d b e c aus e of development.

DAR 11 Director Joseph Orilla said in an interview on Monday that they surveyed the disputed land area last year and are now in the process of working on the individual land titles to MARBAI consisting of 157 members within the year.

He said the DAR 11 has been ordered by President Rodrigo R. Duterte to stop the issuance of collective land titles to cooperatives but individual land titles to farmers that are eligible beneficiaries of Republic Act 6657, or the Comprehensive Agrarian Reform Program of 1988, to prevent issues on land ownership.

O r i l l a s a i d a n ot h e r problem stemming from collective land ownership is that board members of the cooperatives are the ones making decision over management of their properties and sometimes without the consultation of their members that would result in land disputes between and among themselves.

On May 18, 2017, former Agrarian Reform Secretary Rafael Mariano served the writ of installation to MARBAI farmers, recognizing them as owners of the contested property.

Long battle In 2010, some banana f ar m e rs we re re m ove d as members of Hijo Employees Agrarian Reform Beneficiaries Cooperative-1 (HEARBCO-1), which owns 1,323 hectares of land awarded to them as agrarian reform beneficiaries by Hijo Plantation Inc. in 1996.

The 157 removed members formed MARBAI in January 2011 and filed a petition for reinstatement and accounting of harvest against HEARBCO 1.

In a case brief released by DAR 11, HEARBCO 1 entered into a 10-year Banana Sales and Marketing Agreement (BSMA) with Hijo Plantation at a price of $2.10 per box at 13 kilograms per box on October 18, 1999.

Thereafter, a Deed of Assignment of Banana Sales and Marketing Agreement was executed by and between Hijo Plantation, Inc. and Global Fruits Corporation.

But the following day, October 19, LFC and HEARBCO 1 entered into a supplemental agreement that amended the BSMA executed between the cooperative, Hijo Plantation and Global Fruits Corp.

In a decision on December 15, 2015, the Provincial Agrarian Reform Adjudicator of Davao Del Norte (PARAD) ordered the reinstatement of ousted HEARBCO 1 officials, and on March 17, 2016, issued a writ of execution.

But on April 12, 2016, the Department of Agrarian Reform Adjudication Board informed the PARAD that the bigger portion of the area where the petitioners have to be reinstated were already under the occupation and management of LFC “by virtue of the existing

compromise agreement dated April 9, 2011 between LFC and HEARBCO 1 entered into before RTC of Davao City Branch 14 as a result of the case filed by LFC against HEARBCO 1.”

ver two hundred students from all over the Division of the City of Cagayan de Oro, comprising of seventy five private and public schools both elementary and high school levels participated in the prestigious 35th Annual Quiz Show and Poster Making Contest and the 3rd War of the Wits-Battle of the Best and the Brightest sponsored by the District 3870 multi awarded Rotary and Rotaract Club of Carmen Valley.

The elimination round was done at the 3rd floor of the Liceo de Cagayan University Basic Education Building for the exams and the Poster Making Contest was done at the gym with the assigned Rotarians and Rotaractors as proctors, checkers and processors last January 27, 2018 from 8:00 AM to 12noon.

High School Level has fifteen (15) school finalists for the prestigious 35th Annual Quiz Show for RCCV and the Elementary Level has sixteen (16) school finalists for Rotaract War of the Wits-Battle of the Best and Brightest. The final round and the awarding of prizes was held at the Limketkai Center Rotunda from 10:00AM to 5:00PM, January 28, 2018.

The ten finalists of the Poster Making Contest was also announced. The prizes of the prestigious and specular event are trophies, medals, cash for the winning students and cash for their respective coaches and goodies coming from the event’s sponsors.

The prestigious Annual Quiz Show and Poster Making Contest of the Rotary Club of Carmen Valley High School Level now runs on its 35th year and

highly recognized War of the Wits: Battle of the Best and the Brightest for Elementary Level now on its 3rd year of existence is part of the continuing Rotary and Rotaract advocacies under the avenue of Service that highlights Basic Education and Literacy for the Service to Humanity.

Quiz Masters Rotarian Lynn Ybanez and Rotaractor Alvin Lagumbay gave life and were giving so much hope to win as they gave and read the questions. These were answered by the contestants with ease and smiling faces even if how difficult the questions are.
