Land use plan CAGAYAN de Oro City has an updated Comprehensive Land Use Plan (CLUP).

This, after the 17th City Council headed by vice mayor Caesar Ian E. Acenas during its regular session Monday passed Resolution No. 11914-2015, adopting the Cagayan de Oro City Comprehensive Land Use Plan for 2013 to 2022.

The plan will serve as a guide for the city’s physical development.

It aims to steer the city’s growth as the business and trading center of Southern Philippines and provide a framework of goals, objectives, strategies and actions required for achievement of the city’s future CdeO 2022, as cited in the CLUP. Chapter 3 lists specific goals of the city during the period such as the upliftment of the socioeconomic condition by empowering the citizenry for a safe, healthy and secured community, improvement of the quality of education, implementation of housing and urban development-related initiatives, promotion of skills development and technology transfer and values formation as well as livelihood opportunities.

EGAWORLD’S Suntrust Properties, Inc. is expecting at least P2 billion in sales from its 11.2-hectare residential condominium project located in Davao following the launch of a second tower this month.

PRDP projects COMPOSTELA Valley -- Around P350 million worth of projects for the Philippine Rural Development Program (PRDP) Sub-Projects is proposed to be implemented in Compostela Valley for 2015.

ComVal expressed its commitment to participate in the PRDP and pursue a total of 11 I-BUILD Sub-Projects to be realized in the different municipalities of the province, seeking the support of Department of Agriculture (DA) to provide counterpart funds for the projects.

Among the projects proposed for the PRDP include the rehabilitation of farm-to-market road (FMR) in Pangutusan, Nabunturan – New Alegria, Compostela (10,000m) worth PhP93 million; San Miguel – Kidawa FMR (2000 m) with bridge worth P36 million; and Nuevo Iloco, Mawab – Panibasan, Maco FMR (5000 m) worth P44.5 million.

In Monkayo, also included is the rehabilitation of Purok 6 – Purok 15, Casoon FMR (6500 m) worth P71 million; Purok 7, Baylo FMR (1300 m) worth P13 million; and the construction of Hagimitan Hanging Bridge (120 ln. m) worth P7 million.

MALAYBALAY City -- An indigenous peoples’ alliance accused Senator Alan Peter Cayetano of fanning antiMoro sentiment and of being “painfully unversed in the intricacies of the peace problem in the country.”

Declared winning top three colleges in different categories, out of the five entries, were the MSU-Maigo School of Arts and Trade (MSAT) of Maigo town, Mercy Junior College of Tubod, and North Central Mindanao College (NCMC) of Maranding, Lala, all from this province.

P r o v i n c i a l To u r i s m Officer Minda Regis explained that this annual event falls every September during the National Tourism Week celebration but due to conflict of activities in the province, they had it done in December last year.

It aims to enhance skills of the participants/students and its school as well, offering vocational courses accredited by the Technical Educational Skills Development Authority (TESDA), said Regis.

The event would be a

tool/ test on how far the participants/schools have gone as to latest trend in hand l i ng t he d i f fe re nt categories lined up, Regis added.

Competitions were on Table Set-Up with Mercy Junior College who bagged first, followed by MSU-MSAT and NCMC for the third place. Winners received cash prize of P7,000, 5,000, and 3,000 for the first, second and third placers, respectively.

In the Table Skirting category, MSU-MSAT won first place with P7,000 cash prize. Mercy Junior College and NCMC bagged the second and third place, with cash prize of P5,000, 3,000, respectively.

For Flower Arrangement, MSU-MSAT again won the top spot and took home the P7,000 cash prize. Mercy Junior College won second place and NCMC took the third spot, same cash prize of P5,000, 3,000, respectively.

While in the Fruit & Vegetable Carving contest, it was NCMC who took first place with a cash prize of P2,000, second placer MSU-

MSAT had P1,500 cash prize.

Therefore, the people who are in it are a part of his second family. As such, everyone who has a hand in running or managing the institution is expected to do so like a family patriarch or matriarch. One of the major roles is performed by the school principal, who is not only responsible for the institution, but also for the students and their teachers. The school principal, therefore, plays the role of the “head of the family”.

As the head or leader, the principal has the power to get things moving in his or her institution. He or she is responsible for making decisions, coming up with programs and projects, as well as getting people who will not only help fulfill the school’s mission, but also guide the students towards the right path.

Megaworld posted a net income of P19.03 billion in the first nine months of last year, up 192 percent from the P6.52 billion in the same period in 2013.

Revenues of Megaworld and its subsidiaries GlobalEstate Resorts Inc. (GERI), Empire East Land Holdings and Suntrust Properties went up by 57 percent to P41.86 billion in the January to September period from P26.68 billion the previous year.

Globe snags CA ruling against local gov’t fee on cell towers

THE Court of Appeals (CA) has barred local governments f rom sl apping tele com companies with cell tower fees.

In a statement, Globe Telecom Inc said the CA has revoked an ordinance issued in 2008 by the Santiago City government in Isabela province. That ordinance required telcos to pay the local government P200,000 for every communications tower or cell site put up in the city.

The Department of Justice (DOJ) had upheld the legality of the ordinance after Globe questioned it. Santiago City was billing Globe P5.9 million for the use of seven towers

between 2008 and 2010.

Spurned by the DOJ, Globe appealed the matter before the Regional Trial Court of Santiago City, which also ruled against the telco in 2012.

Globe elevated the case to the CA, which in May last year ruled in the telco’s favor.

“Evidently, there is no reasonable relation between t h e c i t y g o v e r n m e nt’s imposition of tower fees and the promotion of health, morals, good order, safety or the general welfare of the people,” the CA ruling read.

8990 Holdings sees profit growing by a fifth this year MASS housing developer 8990 Holdings Inc. plans to grow earnings by over a fifth this year on the back of new projects.

According to materials from its analyst briefing, 8990 Holdings is aiming for net income to increase by 15-21 percent to P3.8 billion-P4 billion for the year.

The company sees revenue

growing by 22-27 percent to P9.6 billion-P10 billion, of which P4 billion is projected to come from nine new projects to be launched this year.

The projects will provide an additional 4,486 housing units, or less than half of the 11,083 the company plans to build in 2015. Unit prices will range from P450,000-P1.25

million each.

8990 Holdings’ new and ongoing projects are located in Muntinlupa, Pampanga, Cavite, Cebu, Iloilo, and Davao.

In 2014, the company pocketed P3.3 billion, 52 percent up from the previous year, while revenue rose 36 percent to P8.2 billion from P6 billion over the same

period.

8990 Holdings attributed the growth to continuous economic growth, increase in OFW remittances, growth in the business process outsourcing industry and information technolog y sector, and the housing backlog in the country.

“These factors are still in play,” the company said.

P-Noy asked to veto hiked tax exemption cap on bonuses THE Department of Finance and the Bureau of Internal Revenue have been lobbying President Benigno Aquino III to veto the bill raising the tax exemption ceiling on workers’ b onus es, a lawmaker said.

Marikina Representative Romero Federico Quimbo said the bill increasing the tax exemption on bonuses from the current P30,000 to P82,000 has been awaiting Aquino’s signature since January 14.

If, after 30 days, he fails to enact or veto the bill, it

automatically becomes law.

“Informally, they (DOF officials) told us that they have been heavily lobbying for the veto of the 13th m o nt h e x e mp t i o n b i l l that we recently passed in C ong ress,” Q uimb o, chairman of the House of Representatives’ ways and means committee, said.

In lieu of the bill, Q u i mb o s ai d t h e D OF wants Aquino to issue an administrative order raising the ceiling of the exemption to P55,000, P27,000 lower than the measure mandates,

“to reduce the revenue loss.”

Finance of f icials, he s aid, have cons iste nt ly opposed the bill because of a potential P30-billion loss in government revenues.

But Quimbo said this projection was “bloated” and that the government would be able to recoup these losses through taxes on purchased goods and direct taxes on deposits.

“Every peso that is lost from the national treasury t hroug h t he addit iona l exemption means increased purchasing power of the

workers, which improves t h e e c o n o m y. T h e r e’s really more upside to this proposal,” Quimbo said earlier.

The tax exemption would cover the 13th month pay, Christmas bonus, and other bonuses received by employees each year.

The current ceiling for the tax exemption was set by law in 1994.

Raising the tax e xe mpt i on c e i l i ng w i l l entail amending Section 32 of the National Internal Revenue Code.

Metrobank selling more Security Bank’s overseas debt sale shares to stockholders draws huge investor interest METROPOLITAN Bank & Trust Company is raising funds through a stock rights offering.

In a disclosure to the Philippine Stock Exchange, the countr y’s second-largest bank said its board cleared a rights offer that would raise as much as P32 billion, subject to regulator y approvals as well as market conditions.

Metrobank has mandated J.P. Morgan and UBS as joint global coordinators, joint international lead managers and joint bookrunners. First Metro Investment Corp is the sole domestic lead manager and joint bookrunner, while HSB C is co-manager. “ The bank believes that the continued strengthening of the Philippine economy, a growing middle class, and low credit penetration create sustainable attractive growth opportunities for the banking sector in general,” the George Ty-owned lender said.

“Specifically, Metrobank sees these opportunities not only in the largecap business, but especially in its core franchise, the middlemarket and small-tomedium enterprises segments, as well as in the growing consumer space,” the bank said.

The capital-raising exercise will enable the bank to pursue these business prospects and support growth, Metrobank said, adding that the fresh capital could also fund the expansion of its sales and distribution network.

At end-September, the bank had a total capital adequacy ratio of 16.2 percent and

common equity tier 1 of 12.1 percent, well above the requirement of the Bangko Sentral ng Pilipinas.

Metrobank’s asset base grew by a fifth year-on-year to P1.5 trillion in the nine months through September. Loans grew 21 percent to P697 billion, anchored on a 23 percent jump in deposits to P1.1 trillion.

In a disclosure to the Philippine Stock Exchange, Security Banking Corp said its US$300 million senior unsecured notes issuance was 5.8 times oversubscribed at US$1.75 billion. More than half of demand came from the Philippines, while at least a third emanated from other Asian investors and another seven percent from Europe.

The notes, which mature on February 3, 2020, were priced at par with a yield of 3.95 percent and a coupon of 3.95 percent per annum payable on a semi-annual basis.

Standard and Poor’s rated the notes “BB+.” The debt instruments will be issued on February 3, 2015 and will be listed on the Singapore Exchange.

T h e r e w a s one intriguing question that surfaced during the Thursday, January 29, 2015 epis o de of “ Tamb a l ang B a t a s a t S o m i n t a c ”, a program that airs Mondays to Fridays, at 6 a.m. at DZEC, 1062 kHz, touching on the reported participation of suspended Philippine National Police chief, Gen. Alan Purisima, in the Maguindanao assault by elite policemen Sunday, January 25, 2015, allegedly to arrest two suspected top terrorists.

The question was, why was Purisima allowed not on ly t o p ar t i c ip at e i n , but even to direct, that sensitive operation, when he w as supp os e d to b e a mere ordinary civilian at t his p oint t hat he is ser ving his suspension?

President Aquino in his nationwide television address Wednesday night seemed to have given an answer to this, when he s ai d P u r is i ma k ne w s o much about the terrorists to be arrested, so he was

Since he could not read or write, his wife had written it for him. The letter said this: “Dear United States Army: My husband asked me to write a recommendation that he supports his family. Well, I suppose it’s safe to say that husband’s ignorance was not bliss! What he didn’t know did hurt him!

A story is told of a thief in ancient times who stole a very valuable coat. The coat was made of the finest materials, including buttons of pure silver and gold. When he returned to his friends after selling the coat in the market, they asked him how much money he’d got for the coat. He answered, “A hundred pieces of silver.”

His friends were shocked and upset. They said: “You only got a hundred pieces of silver for that rare, valuable coat!”

A

nniversary celebrations of whatever milestone we have in life should not just be some de rigueur e v e nt s t h at w e s i mp l y go through because they happen to be the days of the anniversary.

Thanks to God, I’m sure that that is not mainly the reason why we celebrate an n ive rs ar i e s . T hat we ready ourselves for them, sometimes going through el ab orate prep arat ions, can only mean we attach special meaning to these anniversaries. They occupy a special place in our heart and in our memory.

It’s j u s t t h at o f t e n , we a ls o get lost in t he preparations, and get too concerned about how things would turn out, that we miss the real reason for celebrating these landmarks as well as the implications and consequences of such celebrations.

Anniversaries are very special occasions. At the very least, they are days of deep thanksgiving for the many graces and blessings we received from our Father God through

the years. It’s important that while we unavoidably meet difficulties, failures, setbacks, etc., in life, we should not forget that God continues to take care of us.

It’s important that we be quick to acknowledge these graces and blessings, and give due thanks for them, especially through prayers, sacrifice and, of course, the celebration of the Holy Mass which is the best way to give thanks, since our gratitude would be coursed through Christ’s supreme act of offering of his life to his Father for our sake.

Anniversaries should remind us of many fundamental things in life.

The y remind us of t he beginning and the reason of such anniversaries which could be the gift of life, the commitment of marriage, the charism granted to a person or to an institution, etc.

Anniversaries remind us of the past and of how it is connected to the present and even to the future.

In fact, if we have a more

theological understanding of time which we should try to cultivate and have, we would realize that there is an organic unity and dire c t ion of t ime p ast, present and future, all of which coming from God from all eternity and directed to God also in eternity.

Time is therefore connected to eternity, and the fullness of time, which is an expression used in the Bible, refers to when time is vitally reconnected with eternity through the redemptive work of Christ.

In shor t , annive rs ar i e s should remind us that we are in a journey through t i m e t o w a r d e t e r n i t y, toward God from whom we come and to whom we belong.

Even the commemoration of some sad events, like the killers Yolanda and the big earthquakes, can still give us reason for thanksgiving and joy, because we know that God is in control of everything and knows how to derive good from evil.

As the Book of Ecclesiastes puts it, “all

7 PAF-TOG 10, various groups lead coastal clean-up activity C a g ay a n d e O ro — In accordance with the AFP’s Internal Peace and Security Plan (IPSP) “Bayanihan” which endeavors to engage all sectors in addressing environmental issues, the Tactical Operations Group 10 of the Philippine Air Force headed by LTC Leo Fontanilla PAF (GSC) successfully conducted a coastal cleanup drive at the Mangrove shorelines of Barangay Cugman last Saturday, January 24, with the help of more than 50 participants from various groups in Cagayan de Oro including Primavera Residences.

“Through these kind of activities, AFP is committed to combat and mitigate the effect of global climate change. These simple acts of community service can very well serve the residents of this city,” Fontanilla expressed.

To support the green building’s advocacy to a clean and green environment, Primavera Residences staff took the opportunity to continue ser ving the community as they clean the coastal area in Cugman to help protect, preserve,

and sustain the environment through participating in the local policy development and promotion, and supporting environmental campaigns.

“The coastal clean-up made me realize that it does not limit its goal in cleaning the environment but also creating awareness to the society that waste/garbage should be thrown properly.

Especially the mangroves being planted in the coastline are needed to be preserved and protected since these are very important to also protect the residents in the area,” Rhapsody Binasbas, Financial Accountant, said.

In an ar t i cl e ab out mangroves, it is said that Mangrove forests are among the most productive ecosystems and are especially helpful in coastal areas such as Cagayan de Oro City. Aside from providing g o o d s w or l d w i d e t h at account to approximately US$186 million each year, mangroves also serve as protection and shelter against extreme weather conditions – something Kagay-anons are unfortunately quite familiar with.

“It was not my first time to participate in a clean-up drive yet it’s still a fulfilling experience. Most of the wastes are obviously from the coastal residents which saddens me.

We don’t have a perfect society but through continuous learning and proper education, I know we can achieve our environmental goals,” Sayzon Verallo, Documentation and Compliance Officer, said.

NFA, Kaya Natin tie-up to curb cheap rice diversion THE National Food Authority (NFA) and the Kaya Natin Movement for Go o d Governance and Ethical Standards (Kaya Natin) on Wednesday launched a rice monitoring project that seeks to curb, if not totally eliminate, nefarious activities that cut off the poor from the supply of NFA rice in order to assure food security for all in the process.

The project, called Bantay Bigas, aims to harness Kaya Natin volunteers to monitor the movement of NFA rice in their respective localities in order to guard against hoarding, price manipulation, illegal repacking and other activities that prevents the poor from access to the inexpensive but quality rice that the government agency is providing.

Kaya Natin, a movement formed by former Interior and Local Government Secretary Jesse Robredo, is an elite corps of current and former public servants who are well known for their stand and actions against corruption and malfeasance in government.

Presidential Adviser on Fo o d S e c u r it y and Agricultural Modernization Francis Pangilinan said the project represents the resolve of the NFA, an agency under his office, to partner with civil society in its task of guaranteeing food security, particularly to Filipinos most in need.

“Bantay Bigas would mobilize the community to ensure that NFA rice reaches its intended beneficiaries – the poor. This is a public-privatepartnership in that respect,”

he said.

“This project signals a new beginning; a new concept of institutionalizing an initiative that hopes to reverse nefarious practices that has been depriving the poor for decades,” Pangilinan said.

He took special note of a study which bared that only 26 percent of NFA rice distributed by the food agency reaches the poor.

NFA rice is being sold in the market in two categories: Php 27 per kilo for its 25 percent broken variety; and Php 32/kg for its 15 percent broken.

On the other hand, commercial rice is currently being sold at Php 40/kg and above.

“The other 74 percent were lost mainly through a wide range of diversion techniques like price manipulation, repacking, mixing with commercial rice and false shortages in order to increase profits. A small percentage is lost to wastage as rice is perishable,” Pangilinan said.

“Bantay Bigas, where principled men and women are partnered with the committed and dedicated NFA staff, would gradually ensure that more cheap rice would reach the poor even beyond the administration of President Benigno S. Aquino III,” Pangilinan said.

He also said that his office is now looking towards entering into similar partnerships with church-based groups, people’s organizations, local chambers of commerce and other civil society groups in order to further strengthen government’s ability to assure

rice security.

Meanwhile, Amie Hernandez, Kaya Natin executive director and incumbent town councilor of Nagcarlan, Laguna, said that her group would serve as the ‘ears on the grounds’ of NFA and warn the food agency if the inexpensive rice is reaching the poor without impediment.

“Bantay Bigas solves the lack of NFA investigators in the field. With the help of the community, we can have a more effective and efficient means of curbing illegal diversion of NFA rice,” he said as he highlighted the need for the citizenry to take actions against rice diversion.

He urged ordinary citizens to report any illegal activity in their locality through the NFA hotline at 0906-4363133.

DA tells ports to check apple shipments for listerosis infection

THE Department of A g r i c u l t u r e ( DA ) h a s alerted all seaports to strictly monitor the entry of apples contaminated with listerosis bacteria from the US. Earlier, the Department of Trade and Industry (DTI) blocked the entry of the shipment of California apple packer Bidart Bros. to the Philippines after the US Food and Drugs Administration (FDA) alerted the Philippine government that the apples were contaminated with Listeria monocytogenes bacteria.

The US FDA said that exposure to the bacteria causes listeriosis, a rare but serious illness that may cause death. It can cause flu-like symptoms, diarrhea and meningitis, among others.

Following the advisory, the DA’s Bureau of Plant Industry (BPI) immediately alerted the country’s main ports, the Manila International Container Port and South Harbor, for strict monitoring of the entry of apple imports.

“Our office is verifying the issued Sanitar y and Phyto-Sanitary (SPS) Import Clearance if such importation is already in the country,” BPI Director Paz Benavidez II said.

GSIS grants emergency loan to members in Mis. Oriental THE State-run Government Service Insurance System (GSIS) is now granting emergency loan to active members residing or working in the province of Misamis Oriental after having been declared under a state of calamity due to Typhoon Seniang.

Members may avail of the loan if they are not on leave of absence without pay, have no pending criminal or administrative charges, have no arrearages in the payment of mandatory social insurance

Language problem is a common problem between a teacher and students that creates miscommunication.

Basic learning starts in basic lessons. The first step of learning depends in terms and in language that are used during discussion.

Needless to say, if a student do not understand what the teacher is talking about, it is certain that learning is unsuccessful.

Language, in order to be delivered successfully, should be in the same tone, diction and pronunciation.

E ng ag i ng stu d e nt s during classes, teachers must reach out to them in ways that are culturally and

linguistically responsive and appropriate.

The creation of Mother Tongue-Based Multi-lingual Education is one solution to this literacy problem. It is a curriculum under K to 12 Basic Education Program of Department of Education. This policy involves implementation of local mother tongues as the language of instruction in earlier schooling years in order to help children understand the lessons well.

It is a form of transition for pupils to learn Filipino and English that are used in higher education level.

Encouraging students to appreciate learning could be a hard task. Educators must exert effort in making the discussion of lessons c u ltura l ly p ara l lel to students level of learning.

charge Deputy Director General Leonardo Espina and Local Governments Secretary Mar Roxas declared they did not know about the operation.

Roxas said the question of who ordered it will be tackled by the board of inquiry.

In his televised address Wednesday night, President Benigno Aquino III did not categorically say who sanctioned the operation. He said it’s not always necessary for police operations to have prior approval from higherups.

Aquino’s speech dwelt mainly on the urgency of capturing Marwan, citing his reported involvement in the 2002 Bali bombings and other acts of terror.

The president also said the incident should not stop the peace process from pushing through.

“It is important that the crew, including the supervisors of food canteens and catering services, is healthy in order to assure the customers that the foods are also free of contamination,” Pajo said.

He said that under Chapter 121 of the city’s Codified Ordinance of the city, all servers and cooks are required to have medical certificates which should be renewed every three months from the date of issue.

With the proliferation of the food catering business in the city, customers may ask for the sanitary permits of the owners and the health certificates of the service crew or waiters, Pajo said.

Pajo also enjoined all school administrators to

determine whether the canteen operators in schools met the requirements to ensure the safety of the students and grade schools.

ISUZU Philippines’ Dealer of the Year award highlights the dealer network’s consistent compliance of the company’s stringent standards and continuous improvement in dealer operations and customer service.

Isuzu Cagayan de Oro bested 20 other dealerships earning the Isuzu Philippines Dealer of the Year title for the 6th time (2008, 2009, 2010, 2012, 2013 and 2014).

“We are truly honored for the awards we received and for the opportunities that Isuzu Philippines have given us, we are very

optimistic that 2015 will be another great year for Isuzu's dealership network,” said Frank Rolida, President and General Manager of Isuzu CDO. George Ongchua, Assistant General Manager – Isuzu CDO, said that the award is “not based on the number of units sold, if so, we will always lose to Metro Manila, they sell thousands of units on a yearly basis, it is based on sales, parts, customer service, and service operations” “Every quarter, there are unannounced evaluation and monitoring from Isuzu Philippines, also to check on our facilities, our reports should be on time and

accurate, and we always improve our customer service” Ongchua adds.

Customer service is also a top priority in the Isuzu CDO dealership, “a lot of things are unorthodox here, because our sales agents here are homegrown, we hire salesmen with zero knowledge about sales, so in our culture, we train them from scratch”, says Ongchua.
