Proposed int’l airport in Bukidnon pushed

DAVAO City -- About 15 smalland medium- entrepreneurs (SMEs) in Davao will travel to Paris this October to explore the market and match with biz partners for possible trading of goods and crafts.

This was said by Raf Vlumenns, founder of Entrepreneurial Coach and consultant of Davao City Chamber of Commerce and Industry (DCCCII).

In an interview, Vlumenns said there is a wide market for the products of Davao citing for instance coconut products including buko juice and salad, and chocolate products from cacao beans grown here and other agri products.

He said the SMEs will be bringing with them some products that they will showcase in an exhibit in Paris.

New power plant TAGUM City -- A 15-megawatt diesel-fired power plant aimed at augmenting the city’s peak power demand was inaugurated last January 17.

Tagum City Mayor Allan L. Rellon hailed the power plant as a welcome development for the city, which could curtail the power shortage in the city and making it friendlier to businesses.

The power plant is a P610million investment of the EEI Power Corporation, one of the firms under the Yuchengco Group of Companies.

It will serve the needs of Davao del Norte Electric Cooperative (DANECO) as a peaking power plant, operating during the peak hours of 8 a.m. to 10 p.m.

Iligan biz group holds orientation on local economic development

ILIGAN City -- The Chamber of Commerce Industry Foundation of Iligan, Inc. (CCIFII ) has initiated another step to mobilize the development of the economy of Iligan.

In this regard, the chamber spearheaded by president Emily M. Pascua hosted a free Orientation on the Role of the Private Sector in Local Economic Development in Iligan, reaching out and involving

other business groups and the academe to participate in this event mainly to know their role as well.

As one, together with our chamber, we would like to strengthen the private sector here in Iligan, explained

Pascua. We would like them to see the formulation and implementation of government policies to enhance business and create domestic and international investment opportunities, said Pascua.

The Iligan chamber has already engaged in the local government unit (LGU) with its economic enterprising, and always been supportive of the Iligan Business Registry which started under the term of President Pascua.

Thus, how will the private sector engage the local government units ? This was the question addressed to the participants by Director Dixon Q. Yasay, the event’s speaker, an expert from the Xavier University Governance and Leadership Institute.

He mentioned around seven tools the private sector would consider. First is to engage in policy making. The city mayor and the city council are equally important. While the City Council directly deals with the public, there should be representation from the private sector or any chamber in the formulation of policy of the city.

Second is a very challenging role which is to attend hearings at the barangay level. It says that

a peaceful city starts in a barangay. Engage directly with the barangay council, the chamber can ask directly what are the barangays’ potentials and their needs.

Thirdly, the product development should align with the academic institutions in Iligan, the product and how it’s been developed.

The fourth one is how to make LGUs economic enterprise profitable, this concerns on shift of paradigm, through leadership, making sure that people are engaged in enterprising. While the fifth is microfinance. YAsay cited microfinance is rather a tool, not an objective.. The objective is to get people out of poverty. That poverty does not belong to human beings.

Poverty is not created by poor people, it is imposed by outside.

Another tool is capacity d e v e l o p m e nt w h e r e i t requires area that can help thru Community Based Management System (CBMS), focus on interest output not outcome.

Lastly, the economic positioning largely depends on how does private sector engage or position themselves. What is popular is not necessarily strategic. development/PAGE 10

Del Monte sets timetable for buyout of US food firm FOOD AND BEVERAGE firm Del Monte Pacific Ltd. expects to complete its acquisition of US-based Del Monte Corp.’s consumer food business by the middle of next month, the former said in a Jan. 27 circular to shareholders that was uploaded on the Philippine Stock Exchange (PSE) Web site yesterday.

An indicative timetable in the circular showed a general meeting to secure shareholder consent will be held on Feb. 11 in Singapore, where Del Monte Pacific is also listed, and Feb. 18 as the expected date of completion of the proposed acquisition.

Del Monte Pacific had d i s c l o s e d t h ro u g h t h e PSE last Jan. 23 that it had received “in-principle approval” of Singap ore Exchange Securities Trading Ltd. ( S G X - ST ) for t he proposed acquisition.

It had said then that “final approval remains subject to conditions such as compliance with SGX-ST listing requirements and shareholder consent, among others.”

PSE Chief Operating Officer Roel A. Refran had said then that the local bourse does not need to approve the acquisition, “but if there are share issuances relating to the deal, then the normal listings application

will have to be submitted to us for consideration.”

Del Monte Pacific -which is not affiliated with other Del Monte companies worldwide -- holds the rights to the Del Monte brand in the Philippines, the Indian subcontinent and Myanmar and is controlled by the Campos family’s NutriAsia Pacific Ltd. In October last year, it said it had entered into a $1.675-billion deal for the purchase of brands, certain assets and liabilities related to Del Monte Food’s consumer food business in the US plus stakes in a number of South American units. The company said it expected the purchase to add around $1.8 billion in sales.

The circular yesterday said the acquisition “will be funded through a combination of equity…and institutional debt financing,” specifically: • approximately $80

million from existing credit lines; • $ 3 5 0 m i l l i o n through issuance of perpetual preference shares -- though the company last Jan. 14 obtained a bridge loan facility worth $350 million from BDO Unibank, Inc. “until such time the preference shares are issued”; • another bridge loan facility worth $165 million from Bank of the Philippine Islands, also secured last Jan. 14; • $75.5 million though share placement or bridge loan, or both; as well as • a n o t h e r $ 7 4 . 5 million from issuance of new shares to investors for a minority stake in an “intermediate holding company” called DMPL Foods Ltd. Number 1: affection. Not just sex, but thoughtfulness, kindness, and yes, romance! Some of us men treat our wives like they’re just our housekeeper and lover!

Friend, our wife needs our full attention and affection.

So let her know how often and how much you think of her.

Number 2: your wife needs conversation and friendship. One of the biggest disappointments that wives have is that their husband almost never sits down and chats with them. And that their husband doesn’t treat them like a friend or equal.

Number 3: Your wife needs faithfulness. Not just in providing money for food and a home, but faithfulness to her personally! Your wife needs to know that you’re a one-woman man! And that later you won’t trade her in like an old car for a new model.

God, Who invented marriage, also gave us His manual for marriage: the Bible. When all else fails read the manual! In the Bible Jesus Christ clearly shows and explains how husbands are supposed to love and serve the needs of their wife. But you’ll never have what it takes to satisfy and meet your wife’s needs until you ask Jesus Christ to forgive you for your self-centeredness and let Him take full charge of your character. Additional exemption for senior c it i z e n s i s b e i n g s ou g ht i n determining income tax, which shall be equivalent to the maximum amount of exemption allowed for dependents.

The porposed measure said equity dictates that one who pays income taxes during the twilight of his life should be allowed to claim additional exemption corresponding to that which can be claimed by one who pays income taxes while he is at the prime of his life.

“As the taxpayer grows older, the time will come when he can no longer claim any additional exemption for his dependents. From then on, the taxpayer pays higher income taxes sans the additional exemption. This is a burden that he will have to carry even if the taxpayer reaches his senior years,” according to the measure.

Under Section 35 of the National Internal Revenue Code or Republic Act 8424, as amended by R.A. 9504, he said an individual income taxpayer is allowed to claim additional exemption in the amount of P25,000 for each dependent not exceeding four. “ T he cla i m for add it iona l exemption, however, is allowed only until any of the dependent dies, marries, becomes 21 years old, or becomes gainfully employed,” it added.

In House Bill 2953, a further amendment to Section 35 of RA 8424, as amended, to allow senior citizens to claim additional exemption in determining income tax is also

proposed.

Section 35 of R.A. pertains to the allowance of personal exemption for individual taxpayer.

The bill now pending at the House committee on ways and means provides for an additional Sub-section E titled “Additional Exemption Allowable to Senior Citizens.” The new sub-section provides that “An individual taxpayer who is a senior citizen shall be entitled to an additional exemption in the amount equal to the maximum additional exemptions allowed for dependents.”

Further, the additional exemption shall be claimed by only one of the spouses in the case of married individuals, and that the claim for additional exemption shall be divided equally between the spouses in case they are legally separated, the bill provides.

There’s a proposal to increase the local government units’ forty percent (40%) share of the national revenue taxes to fifty percent (50%) by January 2015 and 60% from January 2016 onwards.

Rep. Francisco Matugas (1st District, Surigao del Norte) is author of HB 2619 increasing the share of LGUs in the national internal revenue taxes by amending Section 284 of Republic Act 7160 or the Local Government Code of 1991.

The Local Government Code mandates that on the first year of the law the share was 30 percent, 35% on the second year and 40% on the third year and thereafter.

“After two decades from

implementation, the said (40%) share is deemed insufficient for local government units, particularly those belonging to lower income classifications or lower f isca l capacit y, considering the enormous powers and responsibilities devolved to them,” Matugas pointed out.

This is why, he said, many LGUs have been clamouring for some devolved functions and responsibilities such as health services to be transferred back to the national government.

The Constitution, Matugas stressed, explicitly states that the LGUs shall have a just share in the national taxes.

This means that the LGUs have a right to taxes collected by the Bureau of Internal

Revenue (BIR) and that LGUs receive not just a share in the national taxes but that the percentage of its share must be considered ‘just’, the lawmaker stressed.

“Therefore, this proposed amendment to increase the share of LGUs in the national internal revenue taxes should be increased, including the Value Added Tax (VAT) being collected by the Bureau of Customs, from forty to sixty percent by the year 2016,” Matugas concluded.

EVERYBODY’S CALL FOR HONESTY

“Honesty is the best policy”, this is a quotation posted in the tarpaulin and in a bulletin board which is common inside and outside the buildings of the different fields of the Department of Education.

What is honesty by the way? Can you please use an adjective to describe it?

Technically, according to Merriam Webster Dictionary, Honesty is an act of being honest and Honest is defined as being free from fraud or deception. Therefore, honesty is congruent to the word TRUTH. The quotation serves as a remainder to all employee of this department to show honesty in everything we do. A call to reinvigorate the integrity of our team as source of basic learnings of life long literacy, a catalyst of change in this updating world and a moral icon as well.

Why is that so? Are teachers dishonest individuals? Will anyway, dishonesty has nothing to do with your profession, but our survival mechanisms to this reality may justify, hence, making honesty an extinct virtue in the conscience of every employee not only in DepEd. but most government agencies. As the chorus of Billy Joel’s songs goes: “Honesty is such a lonely word.

Everyone is so untrue.

Honesty is hardly ever heard.

And mostly what I need from you.”

Accordingly, teachers should be honest in all details of their daily routine. Starting from the records of our punctuality and attendance down to building rapport for their pupils saying they treat them all fairly. Remember that whatever the teacher says will always be correct and

believed in the eyes of the innocents.

Having associated in the very crucial foundation stage of a child makes a teacher influential in the life of every individual. That is why teachers should manifest honesty in their deeds in dealing to their pupils for they are molding the future of this country. A future with constituents imbued with the virtue of honesty.

How do we acquire the virtue of being honest? For me it a matter of parents’ up brings and the society around him since accordingly it takes the entire village to educate a child. We have these sayings: “sa mata ng bata ang ginagawa ng matatanda ay nagiging tama”, “ang puno ng mangga ay hindi namumunga ng biyabas” and “ang nabubusog sa nakaw ay lumalaking magnanakaw”. Our home is our first avenue of learning and our parents are our first mentor in life. The first values in life and virtues of integrity should be first met at home and should be reflected to the personality of our parents, shouldn’t it? As the child goes out home, parents don’t have control anymore to degree of learning a child may acquire. Here comes lokos parentes or the second parent, our teachers in school who become the reference of every child.

Don’t forget the peer influence, the church and media that also mold the life of an individual. Trust is a necessity in life.

Obtaining such can only be materialized by honesty. And exposing a child to an honest community will break the cycle of corrupt reality which can be our means of putting our country to top.

The need for classrooms continue

Classrooms are a vital part of the country’s educational system, something that we clearly lack about.

Crowded classrooms here in the locality show a 100 is to 1 student-teacher ratio, this is somewhat stressful and rowdy at times, and yes this is still a sad reality in the Philippine educational system.

According to an online article: “a low student-to-teacher ratio can increase student achievement, enhance a child’s test scores and provide lasting academic benefits.” And that “Individualized Attention - Of course, the primary reason behind these benefits seems to be that teachers who have fewer students are able to provide each student with more individual attention. It is my pleasure to share this 2012 Accomplishment report to everyone who in one way or another has contributed to the pristine well being of our beloved cooperative-the First Bukidnon Electric Cooperative Inc. (FIBECO).

Each year we come together to reafirm the very purpose of our existence as memberconsumer-owners of a service utility in this part of the country side through the annual General Membership Assembly.

The power shortage in the Island of Mindanao is no longer new to all of us. In fact it is the very reason why the Board of Directors of Fibeco is mindful of addressing about and assures the delivery of high quality service at a least cost possible to the member consumers. Amidst this seemingly insurmountable task, the collegial Body decided to embark into power generation projects inspired by PD 269 as amended by RA 10531. These measures are imperatives of quality legislation which would address the need of a continuous power supply not just in its franchise area but to the whole Island of Mindanao.

Consistent with the Clean Air Act and the need to participate in reducing Climate Change, we take the great challenge of investing to Renewable Energy Projects as evidenced by the proposed biomass and mini Hydro electric power plants. These resources are the cheapest source of power we have in the province considering their abundance supply in the area. We hope that while addressing the need to provide continuous and cheap supply of electricity,this undertaking will encourage more farmers to engage into agri-venture and in the process reduce climate change.

The technical staff, Sigal Oz and Dov Skiba, met with the local government officials in a briefing at the provincial capitol on January 27.

Oz and Skiba are agricultural developers of Larisa Shlafer Water Treatment of Tahal Group of Israel.

After the briefing, the Israeli visitors went to Magsaysay town where they were oriented of the agricultural programs and practices of the said municipality.

Magsaysay Mayor Arthur Davin shared his view of having adopted the organic farming which produces better yield compared to inorganic farming.

Davin cited the Magrice, which is being locally, produced has a competitive edge as to quality that can be exported to other countries.

Should budget warrants, the mayor said that they intend to develop the upland area for rice production.

From Magsaysay, the group proceeded to Hedcor Power Plant in Sibulan, Sta. Cruz to check the technical aspects of the hydroelectric power plant.

It was for a study on water bulk which could be processed and be distributed in the local market for public consumption.

This could be made possible when the Digos City Water District gives positive response to the proposal which is also in consonance with the national government’s directive on public-private-partnership.

The business delegation is expected to be back together with the technical staff to possibly come up with a memorandum of agreement with the concerned agencies and with the provincial government of Davao del Sur headed by Governor Claude Bautista as the brainchild of this remarkably new and laudable project.

The Israeli delegat ion first visited Davao del Sur on December 4, 2013, and returned to the provcince last January 14, 2014.

MASTER PLANNER PALAFOX REFUTED DPWH-JICA DIKE SYSTEM PROPOSAL CITING ADAPTIVE ARCHITECTURE FOR PASEO DEL RIO In a meeting initiated by the Mindanao Development Authority (MinDA) at Davao City January 15, 2014, master planner and architect extraordinaire Felino A. Palafox, Jr., underscored the need for adaptive architecture on the dike protection system along Cagayan de Oro River. The JICA proposal recommended a much wider coverage area to the detriment of the public and taxpayers.

Instead of protecting the residents and various establishments, PALAFOX opined the DPWH-JICA proposal will actually put in harm’s way all stakeholders that are made to become part of the river spillway and overflow runoff. The proposed dike will effectively place some 120,000 inhabitants as well as a significant number of business establishments along the affected areas most vulnerable to flooding.

The midstream areas encompassing Calacala, Tibasak and portions of barangays Macasanding, Nazareth, Carmen and Balulang, to downstream Kauswagan, Puntod, Macabalan, a large portion of Bonbon, as well as the stretch on Burgos Street are all mostly excluded from the protection of said dike. PALAFOX added that as perennial victims of flooding, these areas must be given supervening priority and utmost protection instead of being excluded and thrown into the mercy of the rampaging river spillway. PALAFOX also lamented that the JICA proposal does not speak well of inclusive protection, i.e., no one is left out and no one is left behind. These are the very hallmarks of exemplar inclusion and smart growth which is the central policy and battle cry of President Aquino. Contrary hereto, the JICA proposal is a cold engineering intervention minus inclusive growth, completely oblivious to socio-economic realities. This is grossly discriminatory, socially insensitive, counter-productive, ill-advised, provocative and confiscatory.

“With this year’s capex budget, we reiterate our commitment to provide reliable and ample power supply at a reasonable cost and support the Philippines’ e n e r g y n e e d s ,” A E V President/CEO Erramon Aboitiz said.

Aboitiz said its subsidiary AboitizPower, along with its partners, is implementing a five-year plan to increase capacity by up to 2,098 megawatts (MW) by 2017.

AboitizPower is currently constructing three run-ofriver hydro plants with a total capacity of 28 MW. This consists of the 14 MW Tudaya I and II hydro plants in Mindanao which are expected to be completed by the first half of 2014 and the 13 MW Sabangan hydro plant in Luzon which will be finished by early 2015.

The 300-MW Davao coalfired plant which broke ground in 2012, is also expected to be completed in 2015 to help address the power supply shortfall in Mindanao.

This year, the company aims to begin expansion of its Pagbilao coal-fired plant and construction of its Cebu baseload plant.

These two projects will increase capacity in the Luzon and Visayas grids by an additional 400 and 300 MW respectively by 2017.

The Group’s banking unit, UnionBank, will invest P680 million for technologyrelated expenditures and the expansion of its branch network in line with initiatives to ensure customer satisfaction and maximize growth in both deposit and loan accounts.

SM sets P36B to boost shopping mall business SM Prime Holdings, Inc. has earmarked P36 billion in capital expenditures this year mainly to beef up its shopping mall business, riding on the country’s growing economy.

“We are still trying to acquire more properties. We will definitely try to look for land banking,” SM Prime chief financial officer Jeffrey Lim told reporters on the opening of the SM Megamall Fashion Hall on Tuesday.

Lim also bared that the company will spend around P10 billion to expand its six existing SM malls in the country over the next three years.

He noted that enlarging the MOA alone, including putting up a new office building, is estimated to cost P1 billion to P2 billion.
