ENATE committee on energy Chairman Sherwin T. Gatchalian has lodged a legislative measure seeking the institutionalization of interest-free funding scheme that could be availed of by electric cooperatives (ECs) when walloped by natural calamities.

A tumultuous start for Duterte administration.

He noted this is a serious problem generally affecting ECs and to the detriment of consumers who cannot be

assured of speedy restoration of electricity service. “On my conversation with Mindanao electric coops, this

is a problem which adversely affects the stability of our electricity supply, especially in geographically-isolated parts of the Philippines,” the lawmaker explained. To this end, Gatchalian filed Senate Bill No. 1253 or the Electric Cooperatives Disaster Management Fund Act, which is anchored on twin objectives of extending interest-free financing to ECs; and to equip these segment loans/PAGE 11

Palace cites achievements of Duterte administration, prospects for 2017 A MALACAÑAN official last week enumerated the achievements of the newly minted administration of President Rodrigo Duterte in 2016 and its prospects for this year. At a press briefing, Presidential Spokesperson Ernesto Abella highlighted t h e a d m i n i s t r a t i o n’s accomplishment over the first six months particularly in aspects of economic g row t h , e mp l oy m e nt , infrastructure, international

par tnerships, t he war against illegal drugs, and peace talks. “Regarding economic growth, the Philippines is one of the fastest growing economies in Asia in 2016. With a 7% GDP growth in the first three quarters, we are sure to achieve, if not surpass, our target of 6 to 7% growth for the whole of 2016,” Abella said. THE Department of Energy (DOE) is clearing the way into making public the maintenance shutdown of power plants to avoid simultaneous scheduling and deter probable market gouging arising from such events. Energy Secretary Alfonso G. Cusi said the department

will be setting that as a policy, and would be firmed up soon through a circular or any similar directive from the department. Shutdowns of power generating units at the same time proved to be disastrous for the country’s still-tight supply-stricken electricity system, and had resulted

in “real nightmares” for consumers not just with ensuing brownouts but with corresponding rate hikes. In his few months in office, Luzon grid was again strained with rolling power outages so “the bid for publication of power plant shutdowns” had been among the policy questions thrown the energy secretary’s way. shutdowns/PAGE 11
